IT IS MY PLEASURE TO READ THE PROCLAMATION FOR THE LGBTQIA+ PRIDE MONTH, AND I WOULD LIKE TO INTRODUCE AND INVITE MAX DISPOSTI FROM THE NORTH COUNTY LGBTQ RESOURCE CENTER TO STAND AT THE PODIUM WHILE I READ THE PROCLAMATION.

AND THEN AFTERWARDS, WE'LL ASK MR. DISPOSTI TO SAY A FEW WORDS.

AND YOU CAN ALSO INVITE SOME OF YOUR FOLKS TO JOIN YOU AT THE PODIUM.

BUT I'LL START WITH THE PROCLAMATION.

THIS PROCLAMATION DECLARES LGBTQIA+ PRIDE MONTH JUNE 2024.

WHEREAS OUR NATION WAS FOUNDED ON THE PRINCIPLE OF EQUAL RIGHTS FOR ALL PEOPLE, AND THE CITY OF CARLSBAD SUPPORTS THE RIGHT OF EVERY CITIZEN TO EXPERIENCE EQUALITY AND FREEDOM FROM DISCRIMINATION.

AND WHEREAS THE CITY OF CARLSBAD HAS A DIVERSE LGBTQIA+ COMMUNITY CONTRIBUTING TO THE ENRICHMENT OF OUR CITY, AND WHEREAS IT IS IMPERATIVE THAT ALL PEOPLE THAT LIVE, WORK AND PLAY IN OUR COMMUNITY, REGARDLESS OF SEXUAL ORIENTATION OR GENDER IDENTITY, FEEL VALUED, SAFE, EMPOWERED AND SUPPORTED.

AND WHEREAS, THE CITY COUNCIL URGES EVERYONE TO EMBRACE THE PRINCIPLES OF EQUALITY AND LIBERTY, TO RESPECT AND HONOR OUR DIVERSITY, AND TO CELEBRATE AND BUILD A CULTURE OF INCLUSIVENESS AND ACCEPTANCE.

NOW, THEREFORE, I, COUNCIL MEMBER TERESA ACOSTA, ON BEHALF OF THE MAYOR AND CITY COUNCIL, DO HEREBY PROCLAIM THE MONTH OF JUNE 2024 AS LGBTQIA+ PRIDE MONTH.

WONDERFUL. THANK YOU, THANK YOU, COUNCIL MEMBER.

I WOULD LIKE PERHAPS IF THERE ARE ANY THERE ARE MANY STUDENTS FROM HIGH SCHOOL IN CARLSBAD TO COME HERE AT THE PODIUM JUST AS A REPRESENTATION.

YOU DESERVE THIS AS WELL.

SO AND I WOULD LIKE TO SAY A FEW WORDS.

SO, THANK YOU. PLEASE DO.

THANK YOU. I NEED MORAL SUPPORT.

SO, THE PROCLAMATION AND THE RAINBOW FLAGS ARE AN HISTORICAL SYMBOL THAT IS RECOGNIZED ALL OVER THE WORLD.

MILLIONS OF LGBT PEOPLE ARE RECOGNIZED AND REPRESENTED AND UNITED UNDER THIS FLAG RIGHT NOW IN UGANDA, RUSSIA, IN 17 OTHER COUNTRIES, PEOPLE CAN BE PUT TO DEATH FOR JUST WEARING ONE OR FLYING ONE, WHILE IN MANY MORE IN CONTINUES TO REPRESENT THE STRUGGLE OF OUR JOURNEY FOR EQUALITY UNDER THE LAW IN THE US, WHERE THEY ARE STILL NO FEDERAL PROTECTIONS FOR LGBT PEOPLE.

THE RAINBOW FLAG IS A SYMBOL OF THE ROAD FOR EQUITY AND EQUALITY THAT IS AHEAD OF US.

AND IN MANY OF OUR STATES WHERE ANTI-LGBT LAWS ARE IN PLACE, THE RAINBOW FLAG SYMBOLIZES HOPE AND ONCE AGAIN, UNITY.

IN CARLSBAD, CALIFORNIA.

RAISING OUR RAINBOW FLAG AT CITY HALL AND HAVING A PROCLAMATION REPRESENT ALL OF THAT EVEN MORE.

IT SETS THE TONE OF THE CONVERSATION WITH OUR CITY AND OUTSIDE.

IT SENDS A MESSAGE.

IT REMINDS DISCRIMINATION.

IT REMINDS US THAT DISCRIMINATION AGAINST LGBT PEOPLE IN CALIFORNIA IS NOT OKAY, AND IT IS AGAINST THE LAW, BUT IT DOES EVEN MORE.

IT GIVES HOPE.

IT GIVES HOPE AND STRENGTH TO THE YOUNG LGBT STUDENTS IN ITS WAY TO SCHOOL THAT BEING GAY SHOULD NOT JUST BE TOLERATED BUT CELEBRATED.

THAT BULLYING AGAINST THEM WILL BE REPORTED AT THAT THEM TWO CAN GROW UP ONE DAY TO BE RESPECTED LEADERS IN THEIR OWN COMMUNITY, AND THAT THEY ARE HERE TO STAY.

IT WILL HELP FAMILIES OF LGBT YOUTH TO KNOW THAT THEY ARE NOT ALONE, THAT THE CITY OF CARLSBAD AND OUR STATE OF CALIFORNIA IS HERE FOR THEM AND THEIR JOURNEY OF ACCEPTANCE.

TO THE EMPLOYEES AND VOLUNTEERS AT THE CITY OF CARLSBAD IS ALSO A REMINDER THAT THEY TOO CAN BE AND FEEL SAFE TO WORK HERE, THAT THEIR DIGNITY AND HUMANITY WILL BE RESPECTED.

THE LGBT FAMILIES IN CARLSBAD TO THE LGBT FAMILIES IN CARLSBAD IS A SYMBOL THAT THEY ARE WELCOME HERE.

THAT IS TIME TO COME HOME.

AFTER YEARS OF DISCRIMINATORY PRACTICES, ISOLATION AND SOMETIMES EVEN VIOLENCE.

THE VISIBILITY IS OKAY.

FOR THIS REASON AND MANY OTHER REASONS, THE NORTH COUNTY LGBTQ RESOURCE CENTER ACCEPT THE PROCLAMATION TODAY FROM THE CITY OF CARLSBAD AND RECOGNIZE THE CITY OF CARLSBAD AS A SAFE AND THRIVING PLACE TO LIVE AND WORK FOR OUR LGBT FAMILIES AND INDIVIDUALS.

THANK YOU FOR THE CITY OF CARLSBAD FOR ALSO JOINING THE VOICES OF RADIO ENCINITAS AND VISTA AND THE OCEANSIDE SCHOOL DISTRICT FOR TO VISIBILITY, SAFETY AND DIGNITY.

AND NOT ONLY DURING THE PRIDE MONTH BUT THROUGHOUT THE YEAR.

THIS IS FOR NATIONAL GUN VIOLENCE AWARENESS DAY, THE PROCLAMATION READS.

THE FIRST FRIDAY IN JUNE IS RECOGNIZED AS NATIONAL GUN VIOLENCE AWARENESS DAY IN THE CITY OF CARLSBAD TO HONOR AND REMEMBER ALL VICTIMS AND SURVIVORS OF GUN VIOLENCE, AND TO DECLARE THAT WE AS A COUNTRY, MUST DO MORE TO REDUCE GUN VIOLENCE.

IN JANUARY 2013, HADIYA PENDLETON, A TEENAGER WHO MARCHED IN PRESIDENT OBAMA'S SECOND INAUGURAL PARADE, WAS TRAGICALLY SHOT AND KILLED JUST WEEKS LATER ON A PLAYGROUND IN CHICAGO.

TO HELP HONOR HADIYA AND OTHER AMERICANS WHOSE LIVES ARE CUT SHORT AND THE COUNTLESS SURVIVORS WHO ARE INJURED BY SHOOTINGS.

EVERY DAY, A NATIONAL COALITION OF ORGANIZATIONS HAS DESIGNATED THE FIRST FRIDAY IN JUNE TO BE NATIONAL GUN VIOLENCE AWARENESS DAY.

EVERY DAY IN AMERICA, MORE THAN 120 PEOPLE ARE KILLED BY GUN VIOLENCE AND HUNDREDS MORE ARE WOUNDED BY WEARING ORANGE.

ON JUNE 7TH OF 2024, RESIDENTS RAISED AWARENESS ABOUT GUN.

GUN VIOLENCE TO HONOR THE LIVES OF THE VICTIMS AND SURVIVORS.

NOW, THEREFORE, I, KEITH BLACKBURN, MAYOR OF THE CITY OF CARLSBAD, CALIFORNIA, ON BEHALF OF THE ENTIRE CITY COUNCIL, DO HEREBY PROCLAIM THE FIRST FRIDAY IN JUNE OF 2024 TO BE NATIONAL GUN VIOLENCE AWARENESS DAY.

SERGEANT. THANK YOU, MAYOR BLACKBURN, AND THANK YOU TO ALL THE CITY COUNCIL MEMBERS FOR ISSUING THIS NATIONAL GUN VIOLENCE AWARENESS DAY PROCLAMATION.

PER THE WEARORANGE.ORG WEBSITE, THE COLOR ORANGE WAS CHOSEN BECAUSE IT'S USED BY HUNTERS AS A PREVENTATIVE MEASURE TO WARN OTHER HUNTERS OF THEIR PRESENCE, SO THEY'RE NOT ACCIDENTALLY SHOT.

THE GOAL OF THE NATIONAL GUN VIOLENCE AWARENESS DAY IS TO RAISE AWARENESS IN THE COMMUNITY.

IN THAT SPIRIT, I'D LIKE TO REMIND COMMUNITY MEMBERS PREVENTATIVE MEASURES THAT THEY CAN DO TO HELP PREVENT GUN VIOLENCE IN OUR COMMUNITY.

THE FIRST WILL BE DON'T LEAVE YOUR FIREARM UNSECURED OR WITHOUT A LOCKING DEVICE IN ANY PREMISE UNDER YOUR CONTROL, WHERE A CHILD OR ANYONE ELSE THAT'S PROHIBITED FROM POSSESSING A FIREARM CAN ACCESS IT BY LAW.

THE FIREARM MUST BE SECURED IF A PERSON UNDER THE AGE OF 18 CAN GAIN ACCESS TO IT.

SECOND WOULD BE DON'T LEAVE YOUR HANDGUN UNSECURED IN YOUR UNATTENDED VEHICLE.

BY LAW, IT MUST BE.

IF YOU MUST LEAVE A HANDGUN IN YOUR VEHICLE, PLEASE LOCK IT IN YOUR TRUNK OR IN A LOCKED CONTAINER OUT OF PLAIN VIEW.

AND THE THIRD REMINDER BE IF SOMEONE HAS MADE A THREAT OR COMMITTED AN ACT OF VIOLENCE, THEN CONSIDER USING THE CALIFORNIA RED FLAG LAW, WHICH ALLOWS LAW ENFORCEMENT, FAMILY MEMBERS, EMPLOYERS, COWORKERS, OR SCHOOL EMPLOYEES TO SEEK A GUN VIOLENCE RESTRAINING ORDER, WHICH TEMPORARILY PROHIBITS A PERSON FROM POSSESSING FIREARMS. YOU CAN CONTACT YOUR LOCAL COURTS OR THE LAW ENFORCEMENT TO ASSIST YOU WITH THAT.

I'M ASKING YOU TO DIRECT SCOTT CHADWICK, OR ALMOST HALF $1 MILLION CITY EMPLOYEE WITH THE EXPERTISE TO LOOK INTO THE SENIOR CENTER AND SEE HOW IT CAN BE IMPROVED SO THAT THE SENIORS ARE NOT BANNED FROM THE SENIOR CENTER FOR NINE MONTHS FOR WALKING AGGRESSIVELY.

BUT AT LEAST I KNOW I DON'T NEED A GUN OR A DOBERMAN OR THE MARINE DIVISION.

I CAN JUST WALK AGGRESSIVELY AND SCARE OFF ANYONE WHO'S PREDATORY EXCEPT FOR THE SENIOR CENTER, PARK AND REC EMPLOYEES WHO DO NOT LIKE TO DO ANYTHING NEW.

AT THE SENIOR CENTER, WHERE SENIORS ARE GREETED WARMLY, THE STAFF MAKES $65,000.

THEY CAN'T SMILE AT A SENIOR.

THE SENIOR CENTER DIRECTOR MAKES $95,000, AND HE CAN'T FIGURE OUT HOW TO ADD A MOVIE ONCE A WEEK FROM THE LIBRARY STOCK.

COME ON, GANG, THEY'RE NOT LIVING UP TO THE HIGH STANDARDS THAT CARLSBAD USED TO MAINTAIN.

THEY'VE FALLEN BELOW OCEANSIDE, WHICH HAS TWO SENIOR CENTERS, AND CARLSBAD CAN'T EVEN PLAN FOR A SECOND SENIOR CENTER SOUTH OF TOWN WHERE THERE WAS A REQUEST FOR MORE SENIOR CENTERS.

BUT WHAT I WANT TO KNOW IS WHY YOU ALLOW.

PEOPLE WITH AN AGENDA TO BAN SENIORS FOR OVER A DAY.

HEY, AT MY AGE, THAT'S LIKE DOG YEARS.

TEN YEARS PER MONTH.

YOU KNOW WHAT I MEAN? THANK GOD VISTA OCEANSIDE IS AVAILABLE, BUT I WAS USED TO THE CARLSBAD SENIOR CENTER, AND I HAVE SUGGESTED MANY IMPROVEMENTS WHICH HAVE NOT BEEN FOLLOWED UP ON.

I ATTENDED THE PLANNING COMMISSION MEETING ON JUNE 5TH REGARDING THE PLAZA PROJECT, AND WOULD LIKE TO SAY, FOR WHAT IT'S WORTH, THAT IT WAS AN INCREDIBLY DISAPPOINTING EXPERIENCE FOR ME.

I HAVE SERIOUS CONCERNS ABOUT HOW BUSINESS WAS CONDUCTED.

WHAT ENSUED WAS CHAOTIC AND UNPROFESSIONAL, SPECIFICALLY REGARDING THE COMMISSION AND ITS NEBULOUS RULES, WHICH SEEM ARBITRARY, FLAWED, AND SKEWED TOWARD DEVELOPERS.

IN PLAIN ENGLISH, IT WAS EMBARRASSING.

AS A LAY PERSON.

THERE'S SOMETHING TOTALLY SUSPECT ABOUT A DEVELOPER DRIVEN MOTION TO VOTE ON A CONTINUANCE OF THE PLAZA AGENDA ITEM, WHICH ACTUALLY TOOK THREE ATTEMPTS BEFORE FINALLY ACQUIESCING TO DEVELOPER WISHES.

HE DIDN'T WANT TO VOTE BECAUSE ONE SPECIFIC COMMISSIONER WAS ABSENT, PETER MEYERS, EVEN THOUGH THERE WAS A LEGAL QUORUM.

THIS IS TROUBLESOME.

A STRONG LIGHT NEEDS TO BE SHOWN TO ILLUMINATE THESE REAL PROBLEMS IN PLANNING AND PROCEDURE.

PROJECT NUMBER 6028 FROM THE CAPITAL IMPROVEMENT PROGRAM AND REVISING THE SCOPE OF WORK OF THE MELROSE DRIVE AND PALOMAR AIRPORT ROAD IMPROVEMENTS.

SO, FOR THIS PRESENTATION, I'LL TAKE YOU THROUGH EACH OF THE PROJECTS INDIVIDUALLY.

THIS MAP HERE SHOWS THE LOCATION OF THE TWO CIP PROJECTS UNDER CONSIDERATION TODAY, THE FIRST AT COLLEGE BOULEVARD, PALOMAR AIRPORT ROAD, AND THE SECOND AT MELROSE DRIVE IN PALOMAR AIRPORT ROAD.

SO FIRST JUST A HISTORY BEHIND THESE PROJECTS.

SO, FIRST ON DECEMBER 7TH, 2019, THAT'S WHEN CITY COUNCIL DECLARED FACILITIES DEFICIENT FOR THE VEHICLE LEVEL OF SERVICE AS PART OF THE FISCAL YEAR 2017 2018 GROWTH MANAGEMENT PLAN MONITORING REPORT.

SO, IN RESPONSE TO THOSE DEFICIENCIES, CITY COUNCIL THEN PRIORITIZED THESE TWO CIP PROJECTS ON AUGUST 7TH, 2023.

STAFF THEN PRESENTED AN ITEM TO THE TRAFFIC AND MOBILITY COMMISSION REGARDING THESE TWO CIP PROJECTS.

AT THAT MEETING, STAFF INDICATED WE RETURNED TO THE TRAFFIC COMMISSION WITH A STATUS UPDATE IN 2024.

THEN RECENTLY, JUST LAST WEEK ON JUNE 3RD, 2024, WE TOOK THIS SAME ITEM TO THE TRAFFIC SAFETY MOBILITY COMMISSION, AND THEY VOTED TO SUPPORT STAFF'S RECOMMENDATION UNANIMOUSLY. SO, FIRST PROJECT IS AT COLLEGE BOULEVARD.

IT'S BETWEEN ASTON AVENUE TO PALOMAR AIRPORT ROAD.

THE CIP PROJECT THERE IS PROPOSING TO ADD A SECOND SOUTHBOUND THROUGH LANE.

SO, IN ORDER TO DO THAT, IT WOULD NEED TO WIDEN OUT THAT SOUTHBOUND APPROACH TO PALOMAR AIRPORT ROAD ON COLLEGE BOULEVARD IN ORDER TO ACCOMMODATE THAT ADDITIONAL SOUTHBOUND THROUGH LANE. SO, THE INTENTION OF THIS PROJECT WAS TO IMPROVE LEVEL OF SERVICE OPERATIONS AT THAT SEGMENT AND AT THAT INTERSECTION. BACK WHEN THIS DEFICIENCY WAS FIRST IDENTIFIED IN 2017 PROJECT, THE TRAFFIC VOLUMES ON COLLEGE ACTUALLY DECREASED SINCE THE PANDEMIC.

SO THAT YELLOW BOX THERE, THAT IS THE YEAR OF THE PANDEMIC, AS YOU CAN SEE, THE SIGNIFICANT DECREASE IN TRAFFIC VOLUMES THERE.

AND IN RETURN, THE LEVEL OF SERVICE OPERATIONS ALSO IMPROVED TO AN ACCEPTABLE LEVEL OF SERVICE.

NOW, SINCE THAT TIME, TRAFFIC VOLUMES HAVE STARTED TO NORMALIZE.

HOWEVER, THEY REMAIN BELOW THE PREVIOUS LEVELS.

AND MOST IMPORTANTLY, THE LEVEL OF SERVICE OPERATIONS HAS IMPROVED ALONG THIS SEGMENT TO A LEVEL OF SERVICE.

B DURING THE SOUTHBOUND DURING THE AM AND THE PM PEAK HOUR.

A FEW THINGS TO NOTE. WHY WE'RE SEEING THIS IS BECAUSE OF THE CHANGE IN COMMUTER PATTERNS.

BECAUSE OF THE PANDEMIC, WE'RE SEEING CHANGES IN WORK SCHEDULES.

SO HOW THAT OFTEN TRANSLATES INTO TRAFFIC VOLUMES IS WE'RE SEEING LESS PRONOUNCED TRAFFIC VOLUMES DURING THE MAIN PEAK HOURS.

SO, BECAUSE OF THAT, THE LEVEL OF SERVICE OPERATIONS IS OPERATING AT AN ACCEPTABLE LEVEL OF SERVICE.

SO, BECAUSE OF THE ACCEPTABLE LEVEL OF SERVICE, STAFF IS RECOMMENDING REMOVING THE CIP PROJECT.

IN RETURN, WE WOULD ALSO RECOMMEND REMOVAL OF THE VEHICULAR LEVEL SERVICE DEFICIENCY DECLARATION FROM FUTURE GROWTH MANAGEMENT PLAN MONITORING REPORTS.

AGAIN, THE RATIONALE BEHIND THIS IS BECAUSE THE SEGMENT HAS CONSISTENTLY MAINTAINED AN ACCEPTABLE LEVEL OF SERVICE B OR BETTER FOR THE LAST THREE MONITORING CYCLES,

BUT ALSO AT THE SAME TIME, STAFF.

WE WILL CONTINUE TO MONITOR THIS SEGMENT IN FUTURE GMP MONITORING REPORTS THAT WE DO EACH YEAR, AND THEN WE WILL RETURN TO CITY COUNCIL WITH ADDITIONAL RECOMMENDATIONS IF WE DO SEE A DEFICIENT LEVEL OF SERVICE HERE.

SO, THE NEXT PROJECT IS ON MELROSE DRIVE.

SO, THIS IS BETWEEN VISTA CITY LIMITS TO PALOMAR AIRPORT ROAD.

IN PARTICULAR, WE'RE LOOKING AT THE SOUTHBOUND DIRECTION AS WE APPROACH PALOMAR AIRPORT ROAD ON MELROSE DRIVE.

THIS PROJECT AGAIN IS LOOKING TO ADD AN ADDITIONAL THROUGH LANE.

SO, THIS WOULD PROVIDE THREE THROUGH LANES IN THAT SOUTHBOUND DIRECTION AS SHOWN ON THE PLAN BELOW.

NOW, EVEN WITH THIS ADDITIONAL IMPROVEMENT, THIS LOCATION WOULD CONTINUE TO EXPERIENCE A DEFICIENT LEVEL OF SERVICE.

SO, WHAT THIS TABLE HERE SHOWS IS THAT WE TOOK A CLOSER LOOK AT SPECIFICALLY THE INTERSECTION OPERATIONS AND HOW THAT INTERSECTION FUNCTIONS, BECAUSE THAT'S TYPICALLY WHERE WE SEE CONGESTION AT THE INTERSECTION.

AND REALLY WHAT WE SEE WITH THE PROPOSED CIP IMPROVEMENTS, IT RESULTS IN A MINOR DELAY OF LESS THAN ONE SECOND OVERALL.

WITH THAT CIP PROJECT.

SO, IN LOOKING AT THE INTERSECTION OPERATIONS, CLOSER STAFF HAS DEVELOPED A REVISED PROJECT DESCRIPTION FOR THIS CIP PROJECT THAT INCLUDES THESE THREE PRIMARY ELEMENTS HERE. FIRST, IT WOULD REMOVE THE PROPOSED ADDITIONAL SOUTHBOUND THROUGH LANE.

THEN SECONDLY, IT WOULD RECONFIGURE THAT SOUTHBOUND APPROACH FOR THE LANES TO ACHIEVE A MAXIMUM WIDTH OF 11FT.

AND THEN THIRD, IT WOULD INSTALL WHAT WE CALL A RIGHT TURN OVERLAP SIGNAL ON THAT EASTBOUND RIGHT TURN LANE ON PALOMAR AIRPORT ROAD TO MELROSE DRIVE.

THAT IMAGE THERE, THAT SHOWS WHAT A RIGHT TURN OVERLAP PHASE IS.

ESSENTIALLY, IT GIVES PRIORITY FOR THAT RIGHT TURN LANE WITH THE GREEN ARROW.

SO, IT MOVES TRAFFIC MORE EFFICIENTLY THROUGH THAT RIGHT TURN.

AND IN RETURN, IT RESULTS IN IMPROVED OPERATIONS FOR THE OVERALL INTERSECTION.

BECAUSE WE'RE GETTING MORE CARS MORE EFFICIENTLY THROUGH THAT INTERSECTION WITH THAT, WITH THAT IMPROVEMENT.

SO, WITH THE REVISED CIP PROJECT, STAFF AGAIN LOOKED AT HOW INTERSECTION OPERATIONS WOULD FUNCTION.

WHAT WE ARE SEEING IS AGAIN A VERY SLIGHT MINOR IMPROVEMENT IN DELAY OF 0.2 SECONDS.

BUT IN COMPARISON TO THE ROADWAY WIDENING PROJECT, WE SEE THIS AS A MORE BENEFICIAL IMPROVEMENT VERSUS THAT COSTLY ROADWAY WIDENING PROJECT.

SO JUST SOME ADDITIONAL FACTORS TO CONSIDER FOR INTERSECTION IMPROVEMENTS.

AND KIND OF WHY WE ARE RECOMMENDING THESE PROPOSED REVISIONS IS FIRSTLY, OF COURSE, THAT THE ORIGINAL CIP PROJECT WOULD IMPROVE DELAY BY VERY MINIMAL 0.5 SECONDS VERSUS THE 0.2 SECONDS WITH THE PROPOSED REVISED CIP.

ALSO, THE ROADWAY WIDENING ITSELF PRESENTS SOME NEGATIVE ISSUES TO CONSIDER FOR THIS LOCATION.

FIRSTLY, IT WOULD REDUCE THE PEDESTRIAN EXPERIENCE BY REQUIRING A LONGER CROSSING AT THAT NORTH LEG BECAUSE OF THAT ADDITIONAL WIDENING THAT'S REQUIRED.

WIDER STREETS. THEY ALSO TEND TO PROMOTE LATENT DEMAND HIGHER VEHICLE SPEEDS AND POTENTIALLY GREATER RISK TO PEDESTRIAN AND BICYCLIST.

ALSO, THE RESULTING POTENTIAL VMT INCREASES THROUGHOUT THE CITY OF CARLSBAD.

BECAUSE MELROSE DRIVE IS A REGIONAL ROUTE, PEOPLE DO USE THAT ROUTE TO TRAVEL THROUGH CARLSBAD AND NOT NECESSARILY TO AND FROM DESTINATIONS IN CARLSBAD.

ALSO, SOME OTHER FACTORS, JUST IN TERMS OF THE ROADWAY WIDENING, IT PROVIDES MORE IMPERVIOUS PAVEMENT, WHICH LEADS TO MORE RUNOFF INTO OUR STORM DRAINS.

AND MOST IMPORTANTLY, THE EXPENSIVE CONSTRUCTION COST AND THE HIGHER LONG-TERM COSTS THAT REQUIRED THAT ARE REQUIRED BECAUSE OF THAT ADDITIONAL PAVEMENT AREA.

SO, THE NEXT STEPS IF CITY COUNCIL DOES APPROVE STAFF'S RECOMMENDATION.

THE REMAINING BALANCE OF THESE PROJECTS, DUE TO THE CIP REMOVAL AT COLLEGE AND THE REVISED CIP AT MELROSE DRIVE, WOULD RESULT IN A REMAINING BALANCE OF APPROXIMATELY $1.3 MILLION THAT WOULD THEN BE RETURNED TO THE CITY'S TRAFFIC IMPACT FEE FUND FOR USE ON OTHER PROJECTS THROUGHOUT THE CITY.

SO AGAIN, THE RECOMMENDED ACTION IS TO RECEIVE A REPORT AND ADOPT THE RESOLUTION AS OUTLINED HERE.

ON APRIL 9TH, THE COUNTY OF SAN DIEGO BOARD OF SUPERVISORS APPROVED ACTION ITEMS RELATED TO SERVICES AND SECURITY AT NO PLACE LIKE HOME FUNDED PROJECTS, INCLUDING WINDSOR POINT.

COUNTY STAFF WERE DIRECTED TO REPORT BACK TO THE BOARD OF SUPERVISORS IN 90 DAYS WITH PLANS AND IN SIX MONTHS WITH PROGRESS.

AT THE APRIL 9TH CITY COUNCIL MEETING JUST THAT SAME DAY, THE CITY COUNCIL DIRECTED STAFF TO BRING BACK A SUMMARY OF ACTION ITEMS APPROVED BY THE BOARD OF SUPERVISORS WITH ANY STATUS UPDATES IN 60 DAYS.

OUR RECOMMENDED ACTION THIS EVENING IS TO RECEIVE SUCH REPORT.

AT THE APRIL 9TH MEETING, BOTH SUPERVISORS DESMOND AND LAWSON RIEMER PRESENTED ACTION ITEMS RELATED TO PROJECTS FUNDED WITH NO PLACE LIKE HOME FUNDING, INCLUDING WINDSOR POINT.

SO SIMILAR TO CITY STAFF RECOMMENDATIONS, THE BOARD OF SUPERVISORS DIRECTED COUNTY STAFF TO DEVELOP A PLAN FOR USING NO PLACE LIKE HOME OPERATING RESERVE FUNDS TO ADD SUPPLEMENTAL SECURITY PERSONNEL AT WINDSOR POINT.

COUNTY STAFF HAVE ALREADY CONFIRMED THE COUNTY HAS AUTHORIZED, USING THE PROJECT'S OPERATING RESERVES FOR ONSITE SECURITY AT BOTH LOCATIONS, WHICH HAS BEEN IN PLACE FOR THE LAST TWO MONTHS.

BECAUSE THERE ARE CAPS ON THE USE OF OPERATING RESERVES, THE PLAN WILL NEED TO ADDRESS ADEQUATE OPERATING RESERVE FUNDS FOR THE ONGOING COSTS TO HELP THE PROJECT IN THE COMING YEARS. SO, TOWARDS THAT END, THE BOARD OF SUPERVISORS AUTHORIZED COUNTY STAFF TO ADVOCATE TO THE STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT TO MAXIMIZE THE FUNDING FLEXIBILITY OF CAPITAL OPERATING RESERVE FUNDS FOR THE PROJECT.

COUNTY CONFIRMED THAT THEY ARE USING THE OPERATING RESERVES FOR SECURITY, AND WE ARE WAITING AN UPDATE ON THE ADVOCACY TO ALLOW MORE FLEXIBILITY IN THE OPERATING RESERVES.

THE COUNTY ALSO CALLED FOR COUNTY STAFF TO WORK WITH THE PROPERTIES, TO DEVELOP A STRATEGY TO ENSURE VISITORS CHECK IN AND CHECK OUT.

COUNTY STAFF DOES NOT HAVE AN UPDATE ON THIS OVERALL GOAL, BUT WINDSOR POINT HAS ALREADY BEEN WORKING ON THIS ISSUE AND WILL BE REPORTING OUT IN AUGUST ON THE STATUS.

THE THIRD RECOMMENDATION IS TO IMPLEMENT A PILOT PROGRAM TO INCREASE SERVICES FOR RESIDENTS WITH SERIOUS MENTAL ILLNESS LIVING IN NO PLACE LIKE HOME UNITS, TO INCLUDE ENHANCED CLINICAL SUPPORT SEVEN DAYS A WEEK.

AND LASTLY, TO ENSURE ON SITE PERSONNEL RECEIVE MENTAL HEALTH FIRST AID TRAINING AND BE TRAINED ON HOW TO REFER PEOPLE 24 OVER SEVEN TO BEHAVIORAL HEALTH CRISIS RESPONSE OPTIONS.

SO, TOWARDS THIS END, I WANTED TO POINT OUT COUNTY BEHAVIORAL HEALTH SERVICES DID INCREASE BEHAVIORAL HEALTH SERVICES ON SITE BY MORE

THAT WAS SPECIFICALLY REQUESTED OF THE PREVIOUS CHIEF AND I REALLY RESPECTED THAT HE KNEW WHAT HE WAS TALKING ABOUT RELATIVE TO THE CALLS THAT THEY WERE RECEIVING.

AND THE TYPES OF SITUATIONS THAT THEY WERE WALKING INTO, OFTEN BLIND.

SO, IT'S A BIT DISCOURAGING.

ADDITIONALLY, TO PROVIDE SAMPLE BALLOT LANGUAGE TO EXEMPT PUBLIC SAFETY FACILITIES FROM PROPOSITION H.

HOWEVER, IT SHOULD BE NOTED THAT AN INCREASE TO THIS AMOUNT WOULD NOT APPRECIABLY REDUCE THE NUMBER OF FUTURE PROJECTS THAT WOULD LIKELY REQUIRE A PROPOSITION H VOTE.

THE DEADLINE TO PLACE THE MEASURE ON THE BALLOT IS AUGUST 9TH, 2024.

SO IN SUMMARY.

THE FIRST OPTION WOULD BE TO PROPOSE AN AMENDMENT TO INCREASE THE EXPENDITURE LIMIT.

I HAD AN CTD PERFORMANCE ADMINISTRATION AND FINANCE COMMITTEE MEETING.

WE ALSO HAD A CLEAN ENERGY ALLIANCE BOARD OF DIRECTORS MEETING AND CTD BOARD FORWARD MEETING AS WELL.

SO THAT WAS OUR BOARD RETREAT.

AND THEN LAST WEEK WE ALSO HAD OR SORRY, THIS THIS PAST MONDAY WAS THE LEAGUE OF CALIFORNIA DIVISION MEETING.

AND THAT ACTUALLY THAT WAS THE FIRST TIME WE'VE HOSTED THEM HERE IN THE CITY OF CARLSBAD.

THAT WAS SOMETHING I REQUESTED, AND I'M REALLY GLAD THAT WE WERE ABLE TO DO THAT.

I JUST WANT TO THANK OUR STAFF FOR ACCOMMODATING AND DOING ALL THE WORK BEHIND THE SCENES TO GET THAT DONE.

IT WAS COOL TO HAVE ALL FOLKS FROM DIFFERENT PARTS OF THE COUNTY, AND THEN OF COURSE, OTHER PARTNERS AND AGENCIES THAT ARE PART OF THAT TO COME SEE OUR BEAUTIFUL CITY THAT WE ARE ALL PROUD TO CALL HOME.
