LW - variances associated with the permit CG - NO, they meet all the standards LW - ABC control serving at breweries CG - regulate hours of operation KB - how far is this from the Gunther Guns site CG - GGuns in the next building KB - nothing in code regarding guns and alcohol CB - ABC does not have any ruling against this KB - recommend a shooting range, concerns that will be a reason to deny the shooting range Don Neu - currently researchng shooting ranges, other agencies have separation requirements, Carlsbad does not MS - concern around parking CG - meet minimum requirements of the municipal code MP - alcohol serving guidelines and standards, proximity of alcohol serving establishments regarding separation, density or amount of establishments, PD looks at all ABC licenses, Celia Brewer - there are restrictions that can be put in place, but the ABC controls MP - Do we want provisions to look at standards MH - Research done for Gunther, present DN - when the parking runs out, it limits the uses in the future MH - ownership has 4 separate owners Applicant - Ben Bearweather, gave a presentation and PowerPoint presentation, on file in the office of the City Clerk MH - BB - met with the owners of the building, offered to make parking signs, open at offset hours to other businesses, 20% space limit MP - Set standards of density or proximity of these types of establishments? 5. AB# 22,022 - Approval of Resolution No. 2015 -171, adopting the final Operating Budget and Capital Improvement Program for FY 2015-16 for the City of Carlsbad and establishing controls on changes in appropriations for the various funds; and,

Director of Administrative Services Chuck McBride and Helga Stover, Finance Manager gave the staff report and PowerPoint presentation, on file in the office of the city Clerk. Public Hearing opened at 7.04 pm Pat Thomas - , expand the recycled water plan expansion, use more reclaimed and recycled water, installing pipeline on ECR between Alga and La Costa, in the Calaverra hills area, currently planned on th south side of Palomar Airport Road, serve the power pland and expanded to serve the village. 45% of tital water usage will MP - Coastal Commission alloction, fund one person per project Speakers- Dianne Nygaard - challenge to protect our lands from usage, safety concerns of open space, open space management plan, 5 full time rangers, don't have the rangers, perimeter control, in adequate signage, sporadic efforts, still have series ongoing problems, need help to direct staff with a report to address these issues. Donald Stapp - trail captain and neighborhood watch, enforcement process is broken, police officers not equipped to go into open space, rangers are biologists and not able to approach people, Habitat Management Plan process is basically broken, fires, trespassing into the open space, Fred Sandquist, President Batiquitos Lagoon Foundation, - direct staff to pull things together, working with the State has passed a law to give police, game wardens to issue citations, new nature center, working with Park Hyatt Aviara, we could partner to get more grants, correct some of the break ins, random patrolling, work together and partner on this issue, try different approaches doesn't need to be expensive PH closed 7.21pm MS - re trails, Open to that discussion regardng policing of trails LW - proactive regarding education and policing and protection of trails, process or plan MS - recycled water budget ?
