8. AB #21,516 - PRESENTATION FROM POSEIDON RESOURCES AND THE SAN DIEGO COUNTY WATER AUTHORITY REGARDING THE CARLSBAD DESALINATION PROJECT. To receive a presentation by the representatives of Poseidon Resources and the San Diego County Water Authority regarding the Carlsbad Desalination Project. ACTION:
Presentation by Peter MacLaggon presented the monthly update on the Desalination Pipeline Construction Project. Frank Belock with the San Diego County Water Authority detailed work being done on Cannon Road and the tunneling is going to begin on Faraday Ave.

9. AB #21,517 - PARKS MAINTENANCE REQUEST FOR PROPOSALS. To consider all bids for Request for Proposals #14-02 - Parks Maintenance Services. Resolution No. 2014-033. ACTION:
Administrative Services, Chuck McBride and Parks and Recreation Director Chris Hazeltine gave a PowerPoint Presentation regarding the Parks Maintenance RFP. Baker Tilly's independent review identified that the Parks and Recreation Department was already working towards the recommended action that the study recognized as cost savings in the areas of lowering staff and utilizing the option of outsourcing to contractors. Mayor Pro Tem Packard confirms the numbers are referring to prevailing wage tables, SB 7 governs the City is required to pay prevailing wage to continue to receive prevailing wage. Confirming the Baker Tilly did not consider prevailing wage in their study was confirmed with Mr. Hazeltine. Mayor Hall confirmed that the goal of staff would be to close the gap to acquire the cost savings. Council Member Wood inquired if staff has received any complaints about their service and what kind of specialized certification or training are required. Speakers in Support - Pam Derr, Jay K, Patrice Spardu, Ty Gillespie Council Member Blackburn - Responsibility of the Council to acknowledge the cost savings, yet balance that with the retention of our employees and the customer service provided by staff versus the outsourcing. Council Member Wood - Alga Norte and the work that our staff does to maintain the parks is commendable and would like to see staff continue to work towards efficiencies and savings. Mayor Pro Tem Packard supports staff recommendation. Mayor Hall communicates that the staff has shown their efforts to cut costs.

To consider amending Titles 20 and 21 of the Carlsbad Municipal Code by Municipal Code Amendment (MCA 13-03), Zone Code Amendment (ZCA 13-01) and Local Coastal Program Amendment (LCPA 13-02) to make the city's regulation of density bonuses consistent with state and case law. Introduction of Ordinance No. CS-241. Introduction of Ordinance No. CS-242. Resolution No. 2014-032. ACTION:
Associate Planner, Kevin Pointer provided the report and PowerPoint Presentation relating to changes to the Carlsbad Municipal Code and Zoning Ordinance to come into compliance with the state and case law. Mayor Pro Tem Packard asked if the density bonus regulations were used in the past. Mr. Pointer responded that two were used in the past. City Attorney Brewer titled the Ordinances and Resolutions - Mayor Pro Tem motion and KB second.

Associate Planner, Kevin Pointer provided presentation of project objectives by PowerPoint Presentation, defining dwelling units and kitchen, and the addition of wet bar. Council Member Wood thanked staff for their work on this issue. City Attorney Brewer read the Ordinance by title only. Mayor Hall motion and Council Member Blackburn seconded Motion carried 4-0.
