CA Celia Brewer closed public testimoney, amending record with anything that has been received< updated ordinance and broken down in small pieces. Van Lynch continuation of the March 26 QC master plan and Mike Hogan, 3 issues - Updated proposed resolutions and ordinances and proposed findings of fact, statement of overriding considerations, Mitigation and reporting program Two additional issues - from preserve Calaverra - biological resource, preserve management plan, comments have been added to errata, spell out and clarify for what should be included in the preserve management plan, added clarity and specific requirements. Secondar - vegetation or landscape screen for the viewshed from the adobe, landscape planning is included in the EIR, included as a design feature, condition of approval of the tract map. Third issue - letter regarding the supplemental information requires recirculation of the EIR, CEQA guidelines state "that "signivicant new information" not identified that would require recirculation.
Douglas - testimony regarding fire and police being able to use College Blvd. Fire Dept. Operations Chief Chris Heiser determined the impact of the project used GIS map using same density and 8 year retrospective once every 4 to 5 days, distribution would be, 30 to 40, response from Station No. 3, distance to the entrance of the project, response times, Oceanside station no. 4, structure response, EMS response, Douglas - who will respond. Heiser - analysis of who is closest engine and ambulance. and Police Chief Gary Morrison respond within 6 minute response time, meet our obligations. Nearest police station, Carlsbad would handle the majority of calls. Douglas - Traffic chart? GVP traffic study, model travel time, analysis during peak time, oceanside boundary to vista way, adding the project and the mitigation. At biuildout there is a small increase, no project increase time under existing conditions 4 mins, under buildout conditions to 5.5 minutes. General plan looks at the entire buildout around that area, background traffic increases at buildout. Douglas - area around the adobe, views, Packard - traffic times, does staff agree with the consultant's report? GVP - reviewed and determined to be consistent with existing conditions. Blackburn - P5 - mandatory? Van Lynch - yes it is a requirement of the master plan. Blackburn - landscaping? Van Lynch would be reviewed at each individual pad, don't have a specific landscape plan at this time Douglas - who would decide? Planning Commission, Not come before Council. P5 does not have any building - yes. Hall - Oceanside list of conditions, errata sheet, they specifically want in the project, is it all included. GVP - yes. Hall - affordable housing? 500 vs 656 - breakdown? Debbie Fountain - 2 things - trying to meet affordable housing units, and for moderate and upper income. Providing land and identified land use, low income category requirement 3500 rina number? Developer said We need at least 650, 2 prongs - providing the land and building the affordable housing., restricted affordable housing for low income, range is 65 to 98 units for low income. Hall - if we do not meet affordable, Fountain - there are penalties if we don't identify the land, or producing, the housing. Housing commitment and deadline of April 30. then we prepare our next housing element, need to meet the obligations on our last housing element> How do housing units get counted in rena numbers. If designated we can count them towards our housing element., quadrant dwelling unit limits, process for tract map, site development plan or a plan development permit and tract map. Packard - rena, state mandates, explain why we have State mandated number of units. Don New - state established housing opportunities for diverse population, housing cycles, number of dwelling statewide< then allocated county. SANDAG process, available land, job opportunities, we prepare housing element, finding sites for our regional share. HOusing element is a requirement of the general plan, no-one should be paying 30% of total household gross income. Statewide policy, requirements for every jurisdiction. Douglas - numbers for income levels, Fountain - household levels, based on San Diego county. example total gross $72,300, $21,000 per year, $1800 per month, low income, higher density required, rental properties, condos, single family housing. Issues with moderate, primary focus on low because that is the hardest component to meet in the market.
Hall - 11 development standards, Views along 78 compromised, View perceeived differently by everyone, and what should be preserved and what shouldn't. Push for higher end of units to accommodate affordable housing. removal of R5 and P5, architectural blend into the natural land, overboard with landscaping, in favor trails, height of houses at mapping stage. Packard - staff recommendations a viable starting point, development standards, Envision Carlsbad process and the work that was done by those participants, elimination of the R5 area, move units to R3, have the overall view of the entire city, support the Envision Carlsbad model Wood - 78 corridor, importance to this region, this is a key project, meets project policies, meets environmental standards, quality of the product, meets zoning, housing, approved by the wildlife agencies, McMillans commitments. Blackburn - meet State mandate housing requirements, concerned with traffic and environmental issues. McMillan is very ethical, and has a good product. Questioning whether it's the right place, taking care of traffice, etc. not critical of McMillan. Concerns with Traffic, concerns for public safety, traffic will be better, concede that 656 homes will be built, remove R5, move P5 to the east, recommend giving up 4 acres for environmental uses, trail up to Simsbury, need a trail but not a trailhead, McMillan give up 4 acres. Douglas - Relationship with Buena Vista valley is very personal, Imagine Carlsbad, Envision Carlsbad, believe in sacred land, this is a good project, it preserves El Salto Falls, vote for development and environmental lovers, agree with 656 units, McMillan will work with Council regarding R5, Open on trade, will wait for architecture, yes on tandem parking, yes on 656 units, look at architecturel as we go along. Vote for original planning recommendation to planning commission. Wood - agree on trail, agree with elimination of R5, housing style, units at 656, P5 ?, tandem - yes, OK with 2 stories, future of the region, in support of as much affordable housing as we can, pulling out 4 acres - possible designs of good landscaping> Packard - 656 units yes, support removing planning area R5 as proposed by Envision Carlsbad, Not to remove P5, yes to move P5 to the westerly area of R4, no on further reduction of 4 acres, remove architectural styles variety no, trails connection yes, not a trail head, tandem parking defer to staff, yes, height limit on R4 - agree with staff. Blackburn - withdraw idea of 4 acres, trail yes, not a trailhead, eliminate R5, move P5, architectural and landscaping to conceal from the view as much as possible, yes to 656 units, anything on tandem parking. Douglas - agree with Packard on R5, Hall - removal of R5, 63% of open space on this project, support 656 units, OK on tandem parking. Blackburn P5 will be moved just as it is on the map. To consider certification of an Environmental Impact Report (EIR 11-02), including the approval of Candidate Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program; and approval of General Plan Land Use, Circulation and Open Space and Conservation Element Amendments, Zone Change ( ZC 11-04), a Master Plan (MP 10-01) identifying five residential areas, three community facilities areas, and four Open Space areas for the purpose of regulating the future development of 656 residential units and community facilities, Local Facilities Management Plan (LFMP 87-25) to subdivide 156 acres into 17 lots, mass grade and provide backbone infrastructural improvements on property generally located at south of Haymar Drive and west of College Boulevard; and, To consider denying the appeal and upholding the Planning Commission's recommendation of approval of the Tentative Tract Map for CT 11-04. Introduction of Ordinance Nos. CS-208 and CS-209. Resolution Nos. 2013-071 and 2013-072. ACTION:
CA Celia Brewer closed public testimoney, amending record with anything that has been received< updated ordinance and broken down in small pieces. Van Lynch continuation of the March 26 QC master plan and Mike Hogan, 3 issues - Updated proposed resolutions and ordinances and proposed findings of fact, statement of overriding considerations, Mitigation and reporting program Two additional issues - from preserve Calaverra - biological resource, preserve management plan, comments have been added to errata, spell out and clarify for what should be included in the preserve management plan, added clarity and specific requirements. Secondar - vegetation or landscape screen for the viewshed from the adobe, landscape planning is included in the EIR, included as a design feature, condition of approval of the tract map. Third issue - letter regarding the supplemental information requires recirculation of the EIR, CEQA guidelines state "that "signivicant new information" not identified that would require recirculation.
Douglas - testimony regarding fire and police being able to use College Blvd. Fire Dept. Operations Chief Chris Heiser determined the impact of the project used GIS map using same density and 8 year retrospective once every 4 to 5 days, distribution would be, 30 to 40, response from Station No. 3, distance to the entrance of the project, response times, Oceanside station no. 4, structure response, EMS response, Douglas - who will respond. Heiser - analysis of who is closest engine and ambulance. and Police Chief Gary Morrison respond within 6 minute response time, meet our obligations. Nearest police station, Carlsbad would handle the majority of calls. Douglas - Traffic chart? GVP traffic study, model travel time, analysis during peak time, oceanside boundary to vista way, adding the project and the mitigation. At biuildout there is a small increase, no project increase time under existing conditions 4 mins, under buildout conditions to 5.5 minutes. General plan looks at the entire buildout around that area, background traffic increases at buildout. Douglas - area around the adobe, views, Packard - traffic times, does staff agree with the consultant's report? GVP - reviewed and determined to be consistent with existing conditions. Blackburn - P5 - mandatory? Van Lynch - yes it is a requirement of the master plan. Blackburn - landscaping? Van Lynch would be reviewed at each individual pad, don't have a specific landscape plan at this time Douglas - who would decide? Planning Commission, Not come before Council. P5 does not have any building - yes. Hall - Oceanside list of conditions, errata sheet, they specifically want in the project, is it all included. GVP - yes. Hall - affordable housing? 500 vs 656 - breakdown? Debbie Fountain - 2 things - trying to meet affordable housing units, and for moderate and upper income. Providing land and identified land use, low income category requirement 3500 rina number? Developer said We need at least 650, 2 prongs - providing the land and building the affordable housing., restricted affordable housing for low income, range is 65 to 98 units for low income. Hall - if we do not meet affordable, Fountain - there are penalties if we don't identify the land, or producing, the housing. Housing commitment and deadline of April 30. then we prepare our next housing element, need to meet the obligations on our last housing element> How do housing units get counted in rena numbers. If designated we can count them towards our housing element., quadrant dwelling unit limits, process for tract map, site development plan or a plan development permit and tract map. Packard - rena, state mandates, explain why we have State mandated number of units. Don New - state established housing opportunities for diverse population, housing cycles, number of dwelling statewide< then allocated county. SANDAG process, available land, job opportunities, we prepare housing element, finding sites for our regional share. HOusing element is a requirement of the general plan, no-one should be paying 30% of total household gross income. Statewide policy, requirements for every jurisdiction. Douglas - numbers for income levels, Fountain - household levels, based on San Diego county. example total gross $72,300, $21,000 per year, $1800 per month, low income, higher density required, rental properties, condos, single family housing. Issues with moderate, primary focus on low because that is the hardest component to meet in the market.
Hall - 11 development standards, Views along 78 compromised, View perceeived differently by everyone, and what should be preserved and what shouldn't. Push for higher end of units to accommodate affordable housing. removal of R5 and P5, architectural blend into the natural land, overboard with landscaping, in favor trails, height of houses at mapping stage. Packard - staff recommendations a viable starting point, development standards, Envision Carlsbad process and the work that was done by those participants, elimination of the R5 area, move units to R3, have the overall view of the entire city, support the Envision Carlsbad model Wood - 78 corridor, importance to this region, this is a key project, meets project policies, meets environmental standards, quality of the product, meets zoning, housing, approved by the wildlife agencies, McMillans commitments. Blackburn - meet State mandate housing requirements, concerned with traffic and environmental issues. McMillan is very ethical, and has a good product. Questioning whether it's the right place, taking care of traffice, etc. not critical of McMillan. Concerns with Traffic, concerns for public safety, traffic will be better, concede that 656 homes will be built, remove R5, move P5 to the east, recommend giving up 4 acres for environmental uses, trail up to Simsbury, need a trail but not a trailhead, McMillan give up 4 acres. Douglas - Relationship with Buena Vista valley is very personal, Imagine Carlsbad, Envision Carlsbad, believe in sacred land, this is a good project, it preserves El Salto Falls, vote for development and environmental lovers, agree with 656 units, McMillan will work with Council regarding R5, Open on trade, will wait for architecture, yes on tandem parking, yes on 656 units, look at architecturel as we go along. Vote for original planning recommendation to planning commission. Wood - agree on trail, agree with elimination of R5, housing style, units at 656, P5 ?, tandem - yes, OK with 2 stories, future of the region, in support of as much affordable housing as we can, pulling out 4 acres - possible designs of good landscaping> Packard - 656 units yes, support removing planning area R5 as proposed by Envision Carlsbad, Not to remove P5, yes to move P5 to the westerly area of R4, no on further reduction of 4 acres, remove architectural styles variety no, trails connection yes, not a trail head, tandem parking defer to staff, yes, height limit on R4 - agree with staff. Blackburn - withdraw idea of 4 acres, trail yes, not a trailhead, eliminate R5, move P5, architectural and landscaping to conceal from the view as much as possible, yes to 656 units, anything on tandem parking. Douglas - agree with Packard on R5, Hall - removal of R5, 63% of open space on this project, support 656 units, OK on tandem parking. Blackburn P5 will be moved just as it is on the map.
