Adopting Ordinance No. CS-237, amending Sections 6.14.020 and 11.32.110 of the Carlsbad Municipal Code and adding Chapter 6.18 to the Carlsbad Municipal Code to prohibit the use of electronic cigarettes wherever smoking is prohibited. Erica Leary North Coastal Prevention Coalition reiterated comments from the last meeting and thanked Council for its efforts spoke in support of the ordinance. Frank ??? spoke in opposition to the ordinance. Dana Hosford Smoke Free County Project spoke in support of the ordinance. Ben Farrell spoke in opposition to the ordinance. Matt Kloeffer spoke in opposition to the ordinance. Charles Daniel spoke in opposition to the ordinance. He stated that electronic cigarettes are not like regular cigarettes and should not be treated in the same manner. Mr. Daniels asked for an amendment to the ordinance permitting people to use their vaporizers outdoors. Fabie Ellias Ramsey from Oceanside, spoke in opposition to the ordinance. She asked the Council to defer a decision on this item until the FDA ruling is made public (at the end of this calendar year). Gina Knutson, Program Manager, Vista Community spoke in support of the ordinance. Provided additional information from the World Health Organization. Janet Assaro representing San Dieguito Alliance for Drug Free Youth spoke in support of this ordinance.

11. AB #21,468 - PARKS AND RECREATION DEPARTMENT NEEDS ASSESSMENT AND COMPREHENSIVE ACTION PLAN. To consider accepting the Parks and Recreation Department's Needs Assessment and Comprehensive Action Plan. Resolution No. 2013-295. ACTION:
Chris provided a brief history to Council on how the needs assessment report came about. Explained the focus of the report and plan, stating the plan addressed the undeveloped park land in the city. Use the documents to develop the CIP.
Neelay Bhatt gave Council a brief overview of the summary. Plan (big ideas) Summarized ongoing, mid-term and long range plans for parks/active/passive areas for the city.
KB approached by different activity advocates - what point do these groups get to be heard Chris H. - these groups have been ehard - 7th public hearing, stakeholder meetings, all of the groups have been represented. In terms of actual development moving forward, master plans are not yet completed for the major parks on the books. Development and update of MP will have further identify how to meet the needs of the groups. KB - at what point will these advocated know they were successful with their cause. Chris - when the city updates its mP city will look for funding and hopefully moving forward.
FDthe (next steps) three items - does those items require new funding or are funds available in the CIP Chris - Pickle ball does not require additional funding - clavera hills redesign - no funding - request will be brought forward in CIP. -
MPT - to Neelay - facility amenity priority rankings - study shows ranking is different than what groups are stating. Neelay - the study was conducted randomly all throughout the city. The groups addressed their own inidvidual benefits. MPT - does the ranking also have to do with an unmet need as opposed to importance Neelay - explained the ranking
LW - asked Neelay to explained 95% confidence level of the survey conducted.
KB - addressed (next steps) pickle ball - asked i this sport was determined not to work could they be converted back to tennis courts.
Mayor - to Chris - what percentage of the park master plan has been comopleted that was started 20 years ago. Chris - cannot give the specifics - but city has done very well, city has completed several parks in total. Mayor - how many parks are lacking a community center Chris - three parks that have mp on them but there is no requirement to have these community center. Growth Management speaks to parks acreage - Mayor how does the city finance the parks to b Chris - different mechanisms - pil and developer impact fees. both fees are restricted. there is also unrestricted funds. Mayor - Prop H Chris Prop H - could come into play with some of the proposals, Mayor - really trying to update a master plan to carry the city for five years - whatever we're talking about is not going to be built in the next 90 days or year.

KB addressed school field considered as parkland and locked on the weekend. Chris with joint use agreements three in place, allow for the use of the school athletic fields open after hours and on weekends are open, rented by youth athletic groups. They are open parks at that point. Not every amenity is open and school athletic fields are counted in the city's inventory.

Erica Leary North Coastal Prevention Coalition reiterated comments from the last meeting and thanked Council for its efforts spoke in support of the ordinance. Frank ??? spoke in opposition to the ordinance. Dana Hosford Smoke Free County Project spoke in support of the ordinance. Ben Farrell spoke in opposition to the ordinance. Matt Kloeffer spoke in opposition to the ordinance. Charles Daniel spoke in opposition to the ordinance. He stated that electronic cigarettes are not like regular cigarettes and should not be treated in the same manner. Mr. Daniels asked for an amendment to the ordinance permitting people to use their vaporizers outdoors. Fabie Ellias Ramsey from Oceanside, spoke in opposition to the ordinance. She asked the Council to defer a decision on this item until the FDA ruling is made public (at the end of this calendar year). 11. AB #21,468 - PARKS AND RECREATION DEPARTMENT NEEDS ASSESSMENT AND COMPREHENSIVE ACTION PLAN. To consider accepting the Parks and Recreation Department's Needs Assessment and Comprehensive Action Plan. Resolution No. 2013-295. ACTION:
Chris provided a brief history to Council on how the needs assessment report came about. Explained the focus of the report and plan, stating the plan addressed the undeveloped park land in the city. Use the documents to develop the CIP.
Neelay Bhatt gave Council a brief overview of the summary. Plan (big ideas) Summarized ongoing, mid-term and long range plans for parks/active/passive areas for the city.
KB approached by different activity advocates - what point do these groups get to be heard Chris H. - these groups have been ehard - 7th public hearing, stakeholder meetings, all of the groups have been represented. In terms of actual development moving forward, master plans are not yet completed for the major parks on the books. Development and update of MP will have further identify how to meet the needs of the groups. KB - at what point will these advocated know they were successful with their cause. Chris - when the city updates its mP city will look for funding and hopefully moving forward.
FDthe (next steps) three items - does those items require new funding or are funds available in the CIP Chris - Pickle ball does not require additional funding - clavera hills redesign - no funding - request will be brought forward in CIP. -
MPT - to Neelay - facility amenity priority rankings - study shows ranking is different than what groups are stating. Neelay - the study was conducted randomly all throughout the city. The groups addressed their own inidvidual benefits. MPT - does the ranking also have to do with an unmet need as opposed to importance Neelay - explained the ranking
LW - asked Neelay to explained 95% confidence level of the survey conducted.
KB - addressed (next steps) pickle ball - asked i this sport was determined not to work could they be converted back to tennis courts.
Mayor - to Chris - what percentage of the park master plan has been comopleted that was started 20 years ago. Chris - cannot give the specifics - but city has done very well, city has completed several parks in total. Mayor - how many parks are lacking a community center Chris - three parks that have mp on them but there is no requirement to have these community center. Growth Management speaks to parks acreage - Mayor how does the city finance the parks to b Chris - different mechanisms - pil and developer impact fees. both fees are restricted. there is also unrestricted funds. Mayor - Prop H Chris Prop H - could come into play with some of the proposals, Mayor - really trying to update a master plan to carry the city for five years - whatever we're talking about is not going to be built in the next 90 days or year.

KB addressed school field considered as parkland and locked on the weekend. Chris with joint use agreements three in place, allow for the use of the school athletic fields open after hours and on weekends are open, rented by youth athletic groups. They are open parks at that point. Not every amenity is open and school athletic fields are counted in the city's inventory.
