1. AB #19,229 - PRESENTATION AND DISCUSSION BY LEWIS MICHAELSON OF KATZ & ASSOCIATES, INC. To receive and discuss a presentation from Lewis Michaelson of Katz & Associates, Inc. regarding Public Participation for Decision Makers. ACTION:

Lewis Michaelson gave City Council a PowerPoint Presentation (hopefully on file in the Office of the City Clerk).
Mr. Michaelson replied that the public is forgiving, if there is a reason that a promise is broken or if made in good faith, no reason of why the promise is not fulfilled creates a brech
Mayor spoke about State and Federal elected officials that made promises they could not fulfill - does it hurt the relationship?
Mr. Michaelson replied that the candidate should implement the promise to build the trust with the citizens.
Mayor Lewis asked about promises (during and after election - perhaps misleading) when the pbulic challenges on this, what is the advice if you fail to live up to the promises made?
Mr. Michaelson reviewed the following topics: *What is Public Participation *Why Involve the Public *When Not to Involve the Public *Critical Components and Considerations *The Decision-Maker's and Leader's Role * Summary
Universe of interest and issues important to stakeholders Issues and interests can be addresses in this process understand who needs to be inovlved orbits of participation decision/issue/problem (Embrace the Core Values of Public Participation) The public should have a say in decisions about actions that could affect their lives Public participation process promotes sustainable decisions by recognizing and communicating the needs and interest of all participants, including decision makers the public participation process seeks input form participants in designing how they participate The public participation process provides participants with the information they need to participate in a meaningful way The public participation profess communicates to participants how their input affected the decision Mayor Lewis relayed his concerns about the younger generation of Carlsbad not participating in the public involvement process Mr. Michaelson stated that several particulars need to be identified and worked on. Uses the example that perhaps you could not get 100 young people to attend a meeting, but are able to get one or two people to sit on a committee representing this constituency.
Mr. Michaelson stated there has to be a team effort in order for the process to work.
Mayor Lewis asked about what the correct number is in establishing a committee in order for it to function correctly. Mr. Michaelson advised that the number of people is irrelevant, if you think you need 5-100 people to get the task completed, then use that.
Make a list of all the categories needed to get the job done, then put all the names together of those qualified to fulfill the categories and then review.
Ak asked about finding new people to get involved to serve on committees.
Michaelson said going after individuals is difficult, but going after organizations is easy
Mayor Lewis adjorned the meeting at 5:04 p.m.
Council Member Packard asked if there was an appropriate level of involvement before a committee becomes impacted?
