Spoke in support of action for safety of residents in Carlsbad. Expressed concerns relating to the amount of $ spent on brochures for Proposition D information.
Glenn Bernard, 3520 Avondale, Carlsbad. Speaking about signage . . . . Oceanside has posted signs about street sweeping. Does not want signs regarding street sweeping in Carlsbad. Spoke in support of using round abouts rather than stop signs in the City of Carlsbad. Spoke about open house signage . . . does not want double standard regarding signage. Does not like signs slashed of political signs. Remove litter whenever it is received. Wants political signs removed from public right aways within 20 days of election.
Elisa Williamson, 4978 Gateshead Road (check on numbers), spoke about cuts to CUSD by State Budget. Tomorrow night trustees are being asked to send lay off notices to 168 employees of school district. We will be sending notices to some who have been with district for the past 20 years. Discussions will take place regarding closing schools, increasing class size. Will be disastrous to the community. Asking elected officials to pass a Resoltuoin requiring the minimum funding as a result of Proposition 98. Want elected officials to take this to State level. Requests information to Clerk.

Special Projects Manager Skip Hammann presented the staff report and reviewed a PowerPoint Presentation (on file in the Office of the City Clerk).
Mr. Hammann gave a brief overview of Park Development History including previous actions taken by Council.
Gave overview of park elements: Skate Park/Tot Lot/Play Area/Picnic and Passive Plan/Half Court Basketball/Lighted Baseball Fields/Concession and restroom/Aquatic Center/Off leash dog park.
Aquatics Center reviewed now.
Reviewed tradiional components and recreation components.
Now reviewing the recreational components - Tot Wet Play Area.

GDP is growing by 4.9% in quarter 3. Fourth quarter may grow by only .6%. Fed Funds rate is at 3.0%.

Operating Forecast - General Fund Scenario 1 and Scenario 2
Summary - economy is uncertain at this time.
Hall - do you have back up documentation for slides - slide 10 - what type of growth increase is projected for next five years - revenue side (Scenario 2 - 0 = 09; 5 and 6 is 2011 and 2012.
Lewis - on slide you had regarding the State - not supposed to take $$$ - estimate of $4 million - no indication of how much or if. Can only take two hits in a decade. They must pay back 1st before they take again. Kulchin confirmed they have to pay back in full.
Michele Levy, 3021 Highland Drive, Carlsbad, this park has been delayed because of money. Ms. Kulchin - voted to spend $16 million to purchase Farmers Building. Vote to remember that many are waiting for park. Action will get action.
Paul Iseley, came forward to address Council. Spoke in support of aquatic center and park. Spoke about resolution from 2002. Speaking of General Funds aren't funds already appropriated for this park and aquatic center. Southern Carlsbad has no where to take children to swim. This will serve families and Seniors. Will have larger impact and benefit to the community.
Current website for City says Alga Norte Park to be open in summer of 2008.

It is uncertain that we will go into a recession. Carlsbad needs to be at the forefront. Can find a way to fund.
Don Cashmore, North County since 1968, everyone has done a good job in shepherding process. The pool at high school facility is open from 7:00 to 9:00. During open period pool is always in use. People are using it. Well run facility and well maintained. Another facility is needed by the amount of use. If you charged by the minute . . . community needs a new pool.
Marney Young, moved to Carlsbad in 1992 . .. coach and athlete for competitive diving. Coached for Carl so she could get water time. Master divers have traveled to Encinitas, Poway and San Pasqual and Costa Mesa. Won two world titles. Created a club to keep sport of diving alive. Rented out pool time in other communities. Given free lessons All kids are here to show support.
Mireian Sisternos, 5051 Lelaina (sp?) Court . . . listen to this address. Thanked Council for wonderful City. Proposition on ballot incuding an aquatics complex, trails and open space. Daughter is a diver. Need is greater than 6 years ago because population has increased by 20,000. Cheaper building costs during recessions.
Tusca ????, 8th grader . .. is a diver. Spoke in support of a pool with a dving board. Wants to go to school
Nicole, in 6th grade, is also a diver. Asking for another pool. Wants to go to college on a diving scholarsip.
Larua Walker, 4885 ???? address. Introduced two children listen to name. Carl tries to get everyone in for dive time. Do not want to turn away kids from the support. Daughter is a diver.
Evelyn Delaney Rogers, Carlsbad. Spoke about sound of drowning children. Spoke about support of children learning how to swim. Third leading cause of death in children (drowning). Make sure all children in Carlsbad can swim. Please see the building of the pool through. Autistic children can excel swim. Swim lessons can be a life or death situation.
Suggested to find doners and grants.
Don Christiansen, whatever and whenever, please use Ozone rather than a chemical (chlorine) to treat pool water. Commented on environmental benefits of Ozone. Metropolitatn uses it in one of the Water Treatment Plants. SD Zoo also uses Ozone as a primary biocide.
Lewis - Metropolitan is very interested in what Christiansen is talking about.
Phil Ladmen, lives in community. Spoke in support of building Alga Norte Park. Would be a great amenity to the community. Two of three kids swim competitively. Daughter swims at Boys and Girls Club Son swims at High School (Monroe Pool). Been promised facility for years - where are funds that were appropriated in 2002? Did we need to spend so much $$$ on golf course . . .could we have spent $50 and saved $20 for pool.
Mary Adams, Carlsbad, taking son to water polo at 7:00 p.m. (10 year old) not pool time any other time. Son loves sport that is why they do that. Consider all members of Carlsbad. Sometimes having to share lanes with 3 other people at Monroe Pool. This would serve entire community unlike Golf Course.
Marlaine Hubbard, 3475 Core Sonrisa, urge Council to move forward with swim complex. Citizens petitioned and voted for it. Location is ideal and funds have been ear-marked . . . bids came in $10 million lower. Why would we delay? Why not move forward and instruct staff for naming rights and private donations. Wouldn't it make sense to use funds as they were intended.
Lisa Rhodman, 3495 Seacrest Drive, Carlsbad came forward to address Council. The need for the pool has been demonstrated the solutions have also been presented. When you open it the pool will be filled to capacity. My four year old is now learning drive.
Kulchin - have you looked at grants, partnership and naming rights? Hammann - as part of the project going forward goals of staff would be to go out to work with consultant and look for opportunities similar to that with the golf course.
Mark Steyaert - two goals - working on a goal for Public Private Partnerships - naming rights. Currently working with Lisa's group to look at a global city finances. Towards end of goal year will give a report.
Lewis - Concerns - as elected official is to be very careful with publics funds. Well aware of golf course times were good. Times are bleak now said Lewis. Must make adjustments. Pool will be built. The unique thing is we have a lot of support for a lot of things. If I'm going to support the pool, I can't support the rest of the park.

Nygaard - obvious that we are in a period where we have to be careful. I think the need for the pool is long overdue. Would like to see proposal with Option 3 (let's see what that is . . .. . where is OPtion 3) Set aside lazy river and wet structure. Would like to divide aquatic center in two phases - Olympic pool, therapy pool and listen to this. Have had a long history of phasing things in Carlsbad. Bidding process is probably the best it can be.
Packard - the Tot Wet Play Area and Therapy pool
Packard - can support Nygaard's motion. Want competition pool, instructional pool and therapy pool.
If economics turned around and we can see a good picture for the recreational component. Would love to have everyone have swimming lessons and competition pool. Motion is to build the rest of park - just remove the recreational components with keeping the wet tot play area.
Hall - Dove Library was a 10 year process - had money to build but not money to operate. Money was set aside in 2001 was $6 million and was different than what is presented today. Hall could also support Nygaard's proposal.
Kulchin - before coming here I was a swim parent. Thanked Parks and Recreation Commission. Would love to have done the whole thing, but we can't do it now. Can also support Council Nygaard's comments. Should not take a year to re-design.
Lewis - does this support entire park? Lewis said will not support entire project. Vote will be no.

Motion - with Option 3 - get this from Skip Hammann. Would divide property into two phases - staff to focus on proposal and sizing buildings appropriately. Facilities sized - 55 meter pool, and rest of park kas. Will return at later date with documents to memorialize.
Lewis - what timeframe are we talking about - Hammann will take about a year to get back to where we are today ready to go out to bid. Will work to expedite with architect - 9 months to a year for re-design. Bids will take about about 3 to 4 months after re-design.

Motion - with Option 3 - get this from Skip Hammann. Would divide property into two phases - staff to focus on proposal and sizing buildings appropriately. Facilities sized - 55 meter pool, and rest of park kas. Will return at later date with documents to memorialize.
Lewis - what timeframe are we talking about - Hammann will take about a year to get back to where we are today ready to go out to bid. Will work to expedite with architect - 9 months to a year for re-design. Bids will take about about 3 to 4 months after re-design.
