Walt Meir, Carlsbad came forward to address Council. Spoke about Pasadena beautiful foundation. Spoke about gardens and neighborhoods. Awarding golden hour awards. Would like Carlsbad to start a similar program.

Julie Baker, Carlsbad came forward to address Council. Representing Power of Vision - re in opposition to new powerplant in Carlsbad. Spoke about workshop held with the energy commission. Spoke about preliminary staff assessment. Englightening experience. Severfal issues that need to be worked out. Energy Commission took public comment over 100 people spoke regarding the project. Visual quality/ air quality - several citizens stayed for entire workshop.
Staff performed very well. Identified a lot of issues - support of all who attended workshop.
Packard - what was your sense of Energy Commission staff of views of presented findings. Difficult to say said Baker. Willing to overlook a lot of the local concerns.
Blackburn - thanked Ms. Baker for services.
Lewis made closed session announcement now. Looking at salaries of upper management. Another closed session next Tuesday morning at 8

Steve Jantz Associate Engineer and Associate Planner Pam Drew presented the staff report and reviewed a Powerpoint presentation (on file in the office of the City Clerk).
Spoke about what a Bicycle Master Plan is - identifies use - specifice support facilities / proposed a variety of programs and funding opportunities to fund identified programs.
Spoke about Tresnet Grant applied for for the Master Plan - Alta Planning + Design Consultants.
Last step will be to obtain CalTrans approval.
Various elements of Master Plan - Comply with Caltrans requirements. - needed to review existing positions - prepare a need analysis - recommend Bikeway Improvements - Idenitify funding opportunities.
What faciliteis are needed for Bieway Master Plan that had to comply with Caltrans element.
Provide eduation, encouragement and enforcement programs which promote the use of bicycling as a mode of transportation.
Construction of bike lanes - Master Plan identifies gaps in bikeway network. Also recommends future bikeway projects.
Explained definition of Shared Use Paths- Class I / Bike Lanes - Class II / and Bike Route - Class III
Carlsbad Bikeway Master Plan - Support Facilities - Bike lockers / racks; Shower and locker facilities.
Community Programs - Adopt bicycle design requirements - safe routes to school program - Bicycle Enforcement (Education) / continue / expand Education Programs.
Bike Pamphlets.
Caltrans Bicycle FAcilities Unit - Compliancw with specific requirements / approval of Bikeway Master Plan by City Council - Caltrans Bicycle Transportation Account (BTA) - major funding source for bicycle facilities.
BTA Requirements - Estimate bike commuters / map existing land uses / map bicycle network / map bike parking facilities / consider connection to transporation modes / coordinate.
Funding Opportunities - Federal Funding - SAFETEA / CMAQ / Land and Water Conservation; Retional - Transnet; State Funding
Staff's recommendation - pursue applicable funding / complete the Carlsbad Bikeway network / Install additional support facilities / Consider increasing community education efforts.

Blackburn - about how much funding will be covered by funding courses - Federal about 88? Get these figures from Steve Jantz. State has given 100% funding in the past.
Packard - is there a timeline for having to do updates to the Master Plan. Jantz - SANDAG requests every five yerars.
Packard - Class I - bike paths - what % of paths are overlapping with walking trails. Per Jantz - same walkway. - ONe is Coastal Rail Trail - other one proposed - if Carlsbad Boulevard on PAR is aligned - may be able to accommodate a bike paths. Packard - are recreational walking trails o.k. for bike trails - no said Jantz.
This plan does not include recreational trails - CALTRANS only recognizes Class I, II and III
If recreational cyclist wants to find one document asks Packard. Jantz - citys trail maps and website. Not yet on maps - however if approved would be included.
Hall - trails system - is there any area in the City for Mountain Biking or future plans for that. Drew - looking at Lake Calavera trails. Working on environmental aspect. Areas from Oceanside.
Hall - anything through the Sunnycreek Area? Drew - not aware of anything for that area.
At one time energy around Sunnycreek.
Brian Albright - website is being updated - proposed to be part of revised map.
Hall - will that come back before Council. Yes, said Albright.
Kulchin - coordination with schools - would that help with applying for Grants. Jantz - a joint application seems to do better in the review of the Grant application.
Lewis - asking Mr. Ball - since part of trail goes along railroad track - what kind of liability will we have on this. Ball - NCTD and City cooperated with additional insurance - will not eliminate liability but will insure in the event a death happens.
Lewis - schools to help with writing the grant application. Money would come to the City. BAsed on specifics of project.
