Council Member Packard presented the proclamation to Heather Pizzuto for National Library Week. Heather thanked Council and spoke regarding Nation Library Week.
recognize the library's contribution to the community. Accepted the proclamation on behalf of the library, connecting people and ideas. Arthur Woodson Friends of the Library president came forward and spoke about the author chosen for Carlsbad Reads Together.

Mayor Said some money is availby by County Water Authority and CMWD for these types of events. Submit a grant to those agency.
Didn't get his name, eco tourism. Most restored and saved and degraded lagoons in California. Ag mitigation money applied for. Orginization like ours can help the city.
Angela "OHara Carlsbad, came forward Beach Preservation Committee. Reviewed some of the committees activities. 2nd Annual Beach Fest, State Parks is Hosting the event. Pine and Blvd grassy area for the event. Invited council to attend and provided community to help clean up the beaches. Event kids activites, raffle, native plant tour, Kulchin-acknowlegdged Steve Jantz for being staff liason.
Brian Ketterer, Carlsbad, State Parks and Beaches. Extends invite to May 2 10-2 state park sponsored event Beach Festival. Too valuable to waste program. Paid youth workers for summer, surfrider hold your butts.
26 collection containers, Dee somebody for cigarette butts. and pack up and pack out program for cleaning trash and litter from the beaches.
Promotes health and fosters more tourism to have nice clean beaches. John Cahill, Glen Pruim, Brian Albright, and other employees who've worked together. Junior Lifeguard.

Daryl Snook, Carlsbad, came forward to address Coucnil.. Village H spoke in opposition to that sale. The area is being fenced off. Trail area needs to be preserved, heavily used by residents. Community area zoning. Still wants access to the trails in place at that area Victoria at Carlsbad Village Drive. Lewis please explain zoning of that area. Sandy community facilities, church, day care, etc. most require conditional use permit that goes to planning commission. nothingon file yet. Packard- net 2 acres -the rest is zoned open space.
Walt Meier, Carlsbad, came forward to address Council. Municipal assumption of FIA's. He thinks the City should assume these debts from the residents.
Regarding Magnolia sidewalk.
Money can come from gas tax account.

Public HEaring Feb 8 2009 Planning Commission, approved, no public comment at that hearing. Staff is recommending the adoption and approving the project.
Hall-planning question regarding the longevity of the murals.
Applicant Joan Loget BJ Restaurant, murals are digitally screened on fabric, not had problems with fading. if so they replace it.

Austin Silva turns it over to Glen Van Peski. Requested additional infor regarding private sub meters. Results of the reaserch, selectively used in over a 1000 units for 20 years in carlsbd.
Private company bills and collects for the private meter then they pay the city for the master meter. water can be shut of but only by the master bill.
Conservation is not encouarged because of a master but the private meter fixes that issue. Conditioned upon using the private meters.
Mayor has questions. Rancho Carlsbad inthe 80's had problems with this. When the projet was probposed, condos cuoudl have put in sepearte water meters. Mayor can they go back and put in seperate meters because of construction? Pesk said can't go back now. Lewis is their a cost saving for builder to put in master meter? Peski says yes, its more cost effective to put in master instead of private submeters.
How does water usage get evened out by among residence usage. HOA hires a specialist to bill for the sub meter based on individual usage. Lewis is worried about it in the long run disadvantaged to the buyer. He won't support.
If having condos every one should have their own meter. in lewis' mind.
Kulchin to Peski. Even thouse only one meter, each will pay their own share, still based on usage. Hall-in the letter from applicant keeping 51% of the ownership, how would that work? Ball-letter doesn't have legal effect, if it's approved we can make it apart of the approval. Lewis-questioned about the 51% of ownership. Kulchin read utilities project and CCR, encluded in the resolution. Ball for the live of the project and CCR have to retain 51% ownership.
Hall-help me with this Mr. Ball, 49% can be sold several ways. The original owner couldn't sell to another original owner. Ball we're giving permission I don't know.

Written in that developer could transfer ownership as long as they maintained that 51%. Respresentative is ok with that.
