Richard Eckfield, thanked Council regarding passing resolution 22nd agricultural something or other. Regarding mitigation of traffic at Fairgrounds because of Racetrack. State doesn't have to have mitigation measure like SB 373, etc. See handout. $6million train platform project. Wants train stop at Fairgrounds. Train stop listed to happen in 15 years even though it has been requested to come forward much sooner. Asking to have this issue agendized as soon as possible, including NCTD.

Peter MacLaggen, Poseidon resources, have received coastal commsion permit for the desal plant. Acknowledged effort of council and staff for their efforts, model of public private project. Start project next week. take about 30 months to build and make operational, done by mid 2012.

Fred Sandquist President of Batiquitos Lagoon Foundation, came forward to present a power point presentation, on file in the office of the city Clerk. Asking for council endorsement stakeholder partnership to address current and future city wide open space safety enforcement. Work to date, dec 2008 goal team to address trail safety enhancement, mike grim kyle, liz, daniele rawson mike shipley and one other name worked on the goal team. Thanked Ann for taking the lead on this concept, spoke with Chief Zoll. We have extensive trail system, future challenge is more trails, more connected trails, coastal rail trail hmp wildlife corridors regional trails integration, mitigation opportunities.
Some problems, specific Box Trail, at least 2 deaths, dangerous to patrol , cliff diving and partying, adverised onthe internet. Some graffiti, gang and hate symbols, unauthorized trails at batiquitos and calaveras.
Key enforcement players police, parks and rec state, ca state parks, ca dept of fish and game and center for natural lands management. Chief zoll says its difficult for patrolling. Enforcement Option, general enforment authorization agreement. looking for proactive approach, buld on excellent work by existing cadre f stakeholders, create stakeholder partnership to lead effort, develop and condut demonstration piolot, show short term results, expor using part time rangers, police game wardens who wish to earn extra income, get grants business sponsorships NGO support, develop mid long term plan for sustainable enforcement program.
Assumptions contraints issues, revenue neutral, reconsider in future years, partnership created with stakeholders lead by NGP. partnership created with stakeholders lead by NGO, obtain grants and other fudning for program sustain, reserach legal and liability impacts, no firearms for any part time enforcement officials, identify reasonable training requirements rneeds, consider futura trail open space expansion and needs, emphasis on public education and outreach over penalty based enfocement, research and identify
Chief Zoll came forward to address Coucnil. Mayor, the lands he referred to are they public or private? Zoll, most is private but all within City of Carlsbad, some are easements, mixed bag. Box canyon is private prop do they have private patrol, zoll said they hired a ranger to patrol the area. This week, it's been improved because of the ranger patrolling.
Kulchin asked detail suggestions regarding sandquists proposal. Zoll had the community services group to go to lagoon area to identify areas of biggest concern. Monthly patrols thru march to see what's really going on. What's in the future to patrol these areas? Most cities use volunteers to patrol and keep an eye on things. Lots of good models exist to use volunteers to make this happen.
Putting extra focus on this issue will help come up with solutions.
Hall, trail captains? Liz Ketabian came forward to respond to the questions, volunteers assigned to specific triails duties are maintance, but do call in illegal activity like vandalism, not trained to interface with criminal activity and don't monitor that but if they see anything they have been directed to call dispatch if it is a safety not emergency situation. They would be directed to call 911 if there was an emergency, 17 trail captains throughout the city trail system. Hall do we need more cpts? Liz said no, they add them as they add to the system and fill vacancies very quickly.
Packard-how many hours does the cpt put in ? Liz said varies, 4-10 hours monthly. They supervise other volunteers, but minimum duties is to enspect the trail for maintienace and report that to liz and kyle lancaster. Kulchin looks forward to seeing something happen with this.
Man came forward trail capt la costa ridge also neighborhood watch captain. Noticed improvement since last year after making it more of a focus. He said all the trails are owned in different ways, private, public, easements, etc. successful trails that get used frequently, most people are well behaved but do need some type of enforcement for those who don't play nice.
SM and Encinitas cities help financially to help pay the ranges, partnership with center for natural land.
Mark Abel, came forward to address Council. Mr. Abel spoke in support putting some type of enforcement in place throughout the trail system. support of natural land mgment. His community HOA hasn't been invited into the process at all and wants to be included from now on because his community overlooks box canyon. Hoping to get city more aware of the issues on that trail. Thanked Kulchin for working on this project and it helped. THe summer of 08 the pd worked more closely with the natural lang mgnt and things improved. in 09 the trend continued, and continued to improved. The natural land mngt has excellent ranger. Been very effect. Would like to let council know that that center work very well. Morrow development gave a large sum of money to the center to help. Need to fill in funding gaps to continue in enforcement.
He thinks it needs to stay at the front of the minds of council to ensure things happen.
Diane Nygaard, talked about Ken Burns and PBS Natural lands documentary. People in carlsbad love the trails and open space and in some cases loving it to death, others simply abuse the land. Make something happen to preserve the trails that are important to the residents of carlsbad.
Mayor asked if it comes back to council at a later date. Lisa said work with community in safety program them it'll come back to council if it doesn't work.

Lisa introduced the item. Skip Hamman and Bill Plummer reviewed a powerpoint presentation on file in the office of the city clerk. Actions for consideration approve plans and specs, authorize for bids, approve prequalification procedure for selecting the contractor.
Background-Site plan options presented march 2006, alternatives presented, workshop discussion, at that time staff directed to look for intrest with other cities to participate in joint venture. 9-20-06 pursue only cbad facility but other agencies can use it. told to look at feasibilty studies.
10-07 council considered more options and approved saftet center concept police fire and pub, talked about phased approach, prelim design, obtain permits, and environmental approvals. AT council workshop staff presented business plan.
Project at safety center phase one, shooting range, commercail and residental burn props, physical training, public works, , etc. rodeo grounds, trench area, auto extracation, confined space prop, training water recovers system.
shooting rangees, armory weapon storage, simulated arms training area, dividable classroom, fire trainig storage, pdfd secialty vehicle storage. deductive bid alternatice, vommercial muti training structure, towers, residential muti training structure, deducted bid alternate.
Phase 1 updated construction costs, 14million, non prevailing wage project, the cost is down because of non previaling wage and taking out fire admin building. RSG is the name of the group that presented at Council Workshop. Could be open for other uses, marketed for when the city wouldn't be using it, rented for other uses. showing net fiscal impact

blackburn asked-everyone agrees its needs, the JPA portion is a hang up. Hammann said it agreemetn with other agencies for cost sharing and sharing the use of the facilities. We have some other JPA things in the city. He can't address the pros or cons. one pros to not do jp is the city has total control, all parties have to agree in the jpa. blackburn also asked, how long has the pd been without the shootrange? since golf course june 2005.
mayor said we've been over this. mayor doesn't support the jpa. had lots of issues with some of the other jpa's. ie pool and maintenance factor. encina also has its own issues as a jpa. he prefers renting or leasing out to other agencies so we maintain complete control. he said the trainig is key. it's cheaper to build now. council has said they will always provide the best equipment possible and other agencies will want to use it. and he knows it will cost some money to run it. if we can make money off it-that's great, if not, we still need it to train our officers and firefighters, get it on line as soon as possible.
mayor wants to move forward on this. kulchin said she agrees with it all. if there are other cities around, they can use it, but we need to move forward. we're ready, public safety is important to all residents. packard said, to lisa, statement made that staff recomends that we approve the plans and spec and approve to bids. Is it true that our cap improvement scheduel dones't recommedn doing this now, the 10 year forecast would come online in 2013. until we're sure about the economy can't recommend whole heartedly if we do build it we need to lease out as muhc as possible to offset cost.
packard said they are being trained now in other cities, for free. why would other agencies come here when they can use other facilities for free. hammann some cost savings the travel time and wear and tear on the vehicles. packard said that's not the question. hammann - this would be unique and have aspects that the other facilities don't have so they'd come for that-if their budgets would allow.
Zoll came forward and said they do pay for the facilites and overtime for the training, the range they use isn't open at night so they pay overtime to get the guys there when their off duty. the training facilities are not ideal and are not adequate. bill rowland came forward and said escondido who let them train for free will now be doing some charging to offset their own costs. Packard still asked-cost issue-cost estimates negative1mill a year in operations. is that accurate? hammann said more in the 250-500 k negative range. packard-are we subsidizing other cities using the TF.
Brent Gerber, came forward, RSG the consultant did the analysis. Packard-he doesn't share the mayor concern about JPA , he is not opposed to the training facility, his concern is with the business model of this. tax payers will subsidize other agencies who will want to use this facilities. he has opposed to this model because he wants a JPA its more fair.
Blackburn, he thinks we have a responsibility to protect citizens and first responders, this facility will help. we've committed the money and from staff expectation we can build it for less than anticipated, that will cover the operating and other costs.
hall supports the project. said to look at orange county and other agencies and their business model for what their doing. packards points are note worthy but he supports.

Diane Nygaard, talked about Ken Burns and PBS Natural lands documentary. People in carlsbad love the trails and open space and in some cases loving it to death, others simply abuse the land. Make something happen to preserve the trails that are important to the residents of carlsbad.

Background-Site plan options presented march 2006, alternatives presented, workshop discussion, at that time staff directed to look for intrest with other cities to participate in joint venture. 9-20-06 pursue only cbad facility but other agencies can use it. told to look at feasibilty studies.

blackburn asked-everyone agrees its needs, the JPA portion is a hang up. Hammann said it agreemetn with other agencies for cost sharing and sharing the use of the facilities. We have some other JPA things in the city. He can't address the pros or cons. one pros to not do jp is the city has total control, all parties have to agree in the jpa. blackburn also asked, how long has the pd been without the shootrange? since golf course june 2005.
mayor said we've been over this. mayor doesn't support the jpa. had lots of issues with some of the other jpa's. ie pool and maintenance factor. encina also has its own issues as a jpa. he prefers renting or leasing out to other agencies so we maintain complete control. he said the trainig is key. it's cheaper to build now. council has said they will always provide the best equipment possible and other agencies will want to use it. and he knows it will cost some money to run it. if we can make money off it-that's great, if not, we still need it to train our officers and firefighters, get it on line as soon as possible.
mayor wants to move forward on this. kulchin said she agrees with it all. if there are other cities around, they can use it, but we need to move forward. we're ready, public safety is important to all residents. packard said, to lisa, statement made that staff recomends that we approve the plans and spec and approve to bids. Is it true that our cap improvement scheduel dones't recommedn doing this now, the 10 year forecast would come online in 2013. until we're sure about the economy can't recommend whole heartedly if we do build it we need to lease out as muhc as possible to offset cost.
packard said they are being trained now in other cities, for free. why would other agencies come here when they can use other facilities for free. hammann some cost savings the travel time and wear and tear on the vehicles. packard said that's not the question. hammann - this would be unique and have aspects that the other facilities don't have so they'd come for that-if their budgets would allow.
Zoll came forward and said they do pay for the facilites and overtime for the training, the range they use isn't open at night so they pay overtime to get the guys there when their off duty. the training facilities are not ideal and are not adequate. bill rowland came forward and said escondido who let them train for free will now be doing some charging to offset their own costs. Packard still asked-cost issue-cost estimates negative1mill a year in operations. is that accurate? hammann said more in the 250-500 k negative range. packard-are we subsidizing other cities using the TF.
Brent Gerber, came forward, RSG the consultant did the analysis. Packard-he doesn't share the mayor concern about JPA , he is not opposed to the training facility, his concern is with the business model of this. tax payers will subsidize other agencies who will want to use this facilities. he has opposed to this model because he wants a JPA its more fair.
Blackburn, he thinks we have a responsibility to protect citizens and first responders, this facility will help. we've committed the money and from staff expectation we can build it for less than anticipated, that will cover the operating and other costs.
hall supports the project. said to look at orange county and other agencies and their business model for what their doing. packards points are note worthy but he supports.
