Cm Hall-staff members have given back to the comm. When we think re: lib, it is award winning. Top 10 for city of this size. Given their life to this. Mary 22 yrs lib automation system. Hardware & software. 1987-2004. On behalf... personal thanks and congratulations for 23 yrs of service.
CM Hall-24 yrs Anita Stafford. Began w/ CC Office Specialist ?? in 1995. Integral dove lane lib information service desk. Interlib loan services to C lib and bilingual services. Mayor L, and the CC offer personal congrat and thanks and appreciation for xx yrs our best wishes for well deserved xx in the future. Mary Stafford thanked the cc and the library staff
Presentation of Proclamation in Recognition of the Trauma Intervention Program.
25 yrs of service to city. CM Packard read the proclamation. TIP 24 hrs a day volunteers w/in 20 min staying up to 7 hrs. 101 volunteers in sd county. 75K sd residents. CC offers their sincere thanks. Commend the TIP program for their invaluable service.
Mandy addressed the Mayor and CC. Diane Lawter has been volunteering for 25 yrs. Training on Th at Safety Center. Honored to be in the City and be there for citizens.

WAIVER OF ORDINANCE TEXT READING: This is a motion to waive the reading of the text of all ordinances and resolutions at this meeting.
1. AB #20,141 - ACCEPTANCE OF DONATIONS. Accepting donations from Joanne Grueskin in memory of her late husband, and from the Friends of the Carlsbad City Library on behalf of Ruth Wasserman and her employer, Johnson and Johnson; and, authorizing the appropriation of donated funds. Resolution No. 2010-039. ACTION:

2. AB #20,142 - REQUEST FOR IN-KIND SERVICE ASSISTANCE. Approving "in-kind" service assistance to the Special Olympics for the Law Enforcement Torch Run on June 2, 2010; and, authorizing the appropriation of funds to cover the service costs. Resolution No. 2010-040. ACTION:

3. AB #20,143 - AMENDMENT TO THE CARLSBAD MUNICIPAL CODE REGARDING APPLICATIONS FOR EMERGENCY PERMITS IN THE VILLAGE REVIEW ZONE. Adopting Ordinance No. CS-078, amending Carlsbad Municipal Code Sections 21.81.150(a) and (f) regarding applications for emergency permits in the Village Review Zone. Introduction of Ordinance No. CS-078.

PUBLIC COMMENT: In conformance with the Brown Act, no Council action can occur on items presented during Public Comment. A total of 15 minutes is provided so members of the public can address the Council on items that are not listed on the Agenda. Speakers are limited to three (3) minutes each. If you desire to speak during Public Comment, fill out a SPEAKER CARD and place it in the clear tray on the wall adjacent to the Deputy City Clerk. If there are more than five (5) speakers, the remaining speakers will be heard at the end of the agenda just prior to Council Reports. When you are called to speak, please come forward and state your name and address.

Benefit this is streamlining from 30-60 days. Usually a yr. ti takes.
amendment to 21-54, fees in corporate streamling for submittal of application. The permit streamlining act doesn't affect zone changes or master plan amendment. essence: if have a SDP for dev. the actions are not subject to the streamlining. First new dev process grps.

4. AB #20,144 - AMENDMENT TO CARLSBAD MUNICIPAL CODE REGARDING ENVIRONMENTAL IMPACT REPORT CONTRACTS. To consider a proposal to amend Title 19, Chapter 19.04 of the Carlsbad Municipal Code to allow the Planning Director to retain an Environmental Impact Report consultant with approval from the City Manager, without City Council approval, when the applicant will be paying the City the cost for the preparation of the EIR; and, to consider approving other minor amendments to clarify procedural requirements for CEQA processing and to relocate references to the Permit Streamlining Act found in the State's Government Code to CMC Chapter 21.54 - Procedures, Hearings, Notices and Fees, specifically 21.54.050 entitled Setting of Hearing. Introduction of Ordinance No. CS-079. ACTION:

Polar Plunge CM KB had 50 people to jump in/pollution. Will ahve a picnic for all
CM Packard Goal setting workshop. Survived a dif year. Move forward tto the fture. Life is not about waiting for the storm to pass, but dance in the rain.
