13. AB #20,165 - 2010-2011 COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP PROGRAM. To consider accepting comments on the housing and community development needs of lower income households within the City of Carlsbad, and to consider accepting comments on the various proposals that have been submitted for funding under the 2010-2011 Community Development Block Grant and HOME investment Partnership Program. ACTION:
Frank Boensch reviewed powerpoint presentation. On file in the office of the city clerk. City is eligible to receive federal funding and county HOME consortium.
federal regulations stipulate how much money can be spent in each catergory, public services, public facilities and houseing, and adminitstration and fair housing purposes. For CDBG. But for HOME program it has to be used for affordable housing. Boensch referenced his memo that changed some information on exhibit two. Received $1mil more in requests than we can grant. Thanked the committee for its work in this matter. Committee met and interviewed all the applicants. The committee's job is difficult because there isn't enough funds to give to all who request.

Kathy Karpay, casa de amparo. thanked council and the committee. asked for continued support. for the home and food program.
Michelle Davis, North County Health Services, came forward to address Council and asked them for support.
2400 people get immunizations and health screenings thru their services.
Marie Jones Kirk, Fraternity House 24 hour day care for HIV/AIDS patients. Asked for continued support.
Reginald Washington, (Priscilla Steiner associate isn't present). Didn't identify his organization. Attitude when angry and something else, acronym. Inside Out is program name.
Kathryn Shore, Community Resource Center, thanked council for supporting homeless people. Provide food and shelter for homeless people and also work with city affordable housing to find permanent housing for these clients.
Tom Maddox, representing caring residents of carlsbad board of directors, spoke in support of funding La Posada. Spoke about the city's new housing element does still identify farm workers as major need in that group. Blackburn, how many farmers can you house and when will the project be complete and will you provide transportation to the farm workers. Tom, wasn't sure about transportation. Said zoning ordinance does require conditional use permit. that might take 6 months, so that's when they can start. Will accommadate 50 farm workers and 50 general homeless people. All male.
Chris Megisa, Solutions for change, solves homelessness for families with kids. Solves, not containing or managing the symptoms. This uses HOME funds not CDBG funds. Asked council to support. Part of a larger initiative.

16. AB #20,168 - REPORT ON EMERGENCY COASTAL DEVELOPMENT PERMIT TO REPAIR STORM-RELATED DAMAGE. To receive a report from the Planning Director on the issuance of an Emergency Coastal Development Permit to repair storm-related damage to Carlsbad Boulevard. ACTION:
6:24 back to council.
Emergency Permit, background, damage cbad blvd south of encinas. because of storms and tidal surges the road were damages, and also storm drains or something. Staff assessed the damage and disgned repair solutions, emergency coastal development permit was issued. damange exposed sewer force main, and storm damage undermining roadway.
proposed repairs, bridge replacement and move south and replicate the rip rap to protect the roadway. Encina outfall pipe might be problematic, might need to move that and lift station would need to be removed. Repair is necessary and can't wait for normal time for for all the ceqa stuff and permit stuff to make these changes. that's why they issue the emergency council permit. if 2 members vote no, then it has to go back to regular process. Blackburn says, his Encina waster water board said all the staff have been great to work with. Listen to his comments. Kulchin, she viewed this with bilray and garrick, hoping for state and federal funding.

Blackburn, council reports, special olympics did the polar plunge. they raised $20k for that group.
Kulchin, agua hedionda for world water day she attended. Mayor reported about a future water report from metro water regarding rates. that'll be coming soon.
