national volunteer recognition week, community coordinator and emergency preparedness manager came forward to address council. 100k manhours per year of volunteer time in the city of carlsbad. Team trained in our neighborhoods to respond to emergencies when police and fire might be otherwise taxed because of magnitude of an emergency.
Sue Irey came forward to address Council spoke regarding the volunteer effort in carlsbad. David Harrison came forward to address Council spoke regarding CERT members. 100 resident volunteers.

Mac Mc Sherry, charter city can set their own specs for city treasurer, minimum qualifications. Hardworking honest and intelligent, to hold the position, position needs specific skill set, not just cpa or business or finance might not be right for the job. Work experience or education at some level. MR. Packard, since we're a charter we can do things how we want. Did u model this after other cities? He said something that wasn't exactly yes or no and not easy to understand. LISTEN TO THIS PART. Blackburn, as our current treasurer, how much money are you managing? 560 million right now in the portfolio. City treasurer has very little authority. What are your qualifications for this position. Mc tax attorney for 30 years, audits, asset protections, tax court cases, numerous audits and appeals, corporations and business owner, degrees in BA, JD and a tax masters.
or could have someone appointed by staff to do some of his functions. Ball said we're adding this section to the code and then he outlined what the min qualifications are. Blackburn repeated the same thing Ron just said. just to spell it. no level of education as long as there is work experience. Blackburn is concerned about no education to go with the work experience. he doesn't like or wants and, so both work and educations. Mac said-he doesn't think that is necessary. Ann said - she agrees with blackburn and wants a degree as well as work experience even if it's just an AA. Mac also said we have to be careful of the law of unintended consequences.
Packard - for years the city has not had any of these qualifications, he is inclined to not put more qualifications on the candidate. he is of the philosphy less law is better than more law. he supports the ord as presented.
Lewis - asked lisa to explain how treasurer works with finance dept. City treasure has independent duties but checked up on by the finance dept. they are seperate but all CT work is checked by finance and managers office and other staff. Lewis, are our investments only handled by staff and treasurer? ML LH we are limited by state law as to what we can invest in. CT has to know what kind of investments we can make, what maturities, well thought out portfolio. CA - council is in control of investment policy and that's what guides the CT. they meet regularly.
Lewis talked about oside almost lost it all but the treasurer saved their bacon.
Blackburn - motioned to put off the vote. will hold over 2 weeks til the 27th. ann seconded. Hall said he's fine with the way it's worded. motion to hold over 5/0 to the 27th.

Valin Brown, carlsbad, came forward to address, CEO carlsbad ed foundation. Science music and education innovation. Celebrate Carlsbad Day, legoland, May 1st. Discounted legoland tickets sold thru CUSD schools. Thanked Mayor and City Council for supporting the event. Patty Johnson came forward, thanked council for proclamation coming next month, up with people organization, participating in the event, vista and cbad, Chelsea Ochoa came forward and spoke about up with people. bringing the world together and spreading peace, young adults, 90 students with many countries and they are building homes around the world, will come back to ca april 30 at moonlight to perform, they stay with local host families. Glen Bernard, carlsbad, CA chamber of commerce, something he got in the mail. reforesting south of the border where monarch butterflies live, is a great activity. Spoke about views, and trees, referring to view ordinance. planting non native trees is a worthwile debate the ones who block ocean views are not good if they mess up property value views.

public reciew and comment period, they did not receive any public comment thus far. 5 year public housing agency plan. improve quality of life and sense of community.
expand assisted housing. apply for additional funding when it becomes affordable. the second goal is to improve the quality of that assisted housing. we are a high performing agency.
assist as many families each year as possible. maintain reasonable rates of rentals, etc. collaborate with other agencies. center for social advocacy. some elements have been revised. some resources have changed. all the changes have to be identified at this public hearing.
rent determinations revised in 2009. violence against women act has important information.
added additional units over the last time period. higher performer ranking by HUD. waiting list 1185 on waiting list and most are elderly families. renewal funding assists with rental assistance, the rest is administrative funds. program is self supporting not a general fund program.

15 A - Sierra Morena traffic control management program. Doug Bilse transportation engineer check his title
traffic calming is set by CRPMT both will be used as pilot projects to evaluate proposed bhanges to the crtmp which guides the use of traffic calming measures. this is a pilot program. these are stop signs not traffic signals.
they surveyed residents, 57% return rate, 85% support from those for the project. meets the new criteria. speed tables are made in a way to not mess with safety personnel. Hall asked, the table, does the table make a sound, any tire noise? Bilse said a little noise it is made of asphalt. there is a little texture but nothing intentional to make noise. not significant noise. no other quesions.
Kim Clark - Sierra Morena, Carlsbad, spoke in support the traffic calming measures. it's a matter of public safety. Packard - where are you on the street? She's near valewood. nothing else form the public. City attorney titled the ordinance. reso and ord vote 5/0
Item 15 B mayor stepped down at 7:14 because this is the area in which he lives. Doug Bilse - presented, related to Donna Drive. adding stops and striping.
there was some amendment, was this before or after publication of the agenda????******* revise to postpone stops at donna at lee, but move forward with other stops, striping. no questions, Russ Sarencioni, Carlsbad, came forward to address council, donna and janis way. would like to see more police presences during school drop off and pick up to help with traffic areas. how fast were people driving when they did the survey. what is the cost of striping. what other beach communities have done this and where have they been successful.
Mr. Lewis, Carlsbad, came forward to address Council. He lives on Basswood, spoke for other residents, he supports the stop signs, and says the cops are there a few times a month to make a presence. officers showing up have lessened number of accidents.
Bilse addressed that guys questions - police presence- 70 citations for speeding in the last 3 years. pd presence is not a lasting solution, this is more reasonable. pd can do a better job of enforcing stop control. this is less expensive and more permenant. the striping width - going to take away the width, it will be more constrained with a right side stripe, called side friction helps with controlling speeds. this is a pilot program so we'll see. all stops are all way stops. ideally a roundabout, but it's more expensive. this is more cost effective, if it doesn't work then they may try circles. $2000 per each stop sign, 12000 for entire donna project except for table. other beach communities - we've done this before and it's been good experience. these are not traditional but it's pilot program wanna see how effective they are.
packard asked - why not stop at janis? dips (drainage dips) there work just as good as speed bumbs, but they will study it.
Blackburn - did a good job of balancing needs and desires of residents. Packard - another questions was, cost, these are funds allocated for this project.

establishes roles and resposibilites of each signatory agency. national marine fisheries and one other see the slide, CAFG state lands commission, city of carlsbad, city/port of LA. 6 party agreement. cbad is project manager. did design, ER , post project and monitoring.
transferred to another agency, the amendment is to establish a steering committee with the remaining 5, city/port of LA already met their requirements. so they are no longer in the 6 party agreement. Mike Grim 10 year fire report. one requirement is post construction. they finalized that in final report. change in lagoon isn't necessarily a bad thing. the lagoon is very healthy and more types of habitats. more connection to the ocean, more wildlife music, increase in bird and fish populations. the enhancement is a success. can be used as a model for other lagoon restoration projects.
noteworthy part of report, need to continue dredging, not self sustaining so we need to help it along its way. implement land management plan for batiquitos lagoon ecological reserve, nesting site maintenance, maintain special status species reporting and predator and invasive species control. continue physical and biological monitoring and continue regular dredging and cobble removal, consider strategic dredging in east basin.
staff recommends adoption of resolution. kulchin - grim i thought when we dredged we would move it to the beach or east basin, are we still doing that? nesting is similar to new sand, orginal dredge project and moved the muck buried it and capped it with beach sand. other options. hall how much do we need to move to really catch up? 200k will clean out the center and western basin, the cap over the mud is sensitive, need material on top of mud to keep it balanced. the 200k cubic yards is above and beyond, grim - estimate 400 kcubic yards, more strategic dredging, reduced the amount to dredge so the lagoon is better. hall will this expediete the process will we keep falling behind? this hels fish and game move forward. all entities working together will help,
packard - dredging 2 edge sword, lagoon need dredging but the beach needs sand, can they move it to the beach? mike said yes they can use it on the beach. litening permit restrictions for dredging and sand replenishments. it is suitable so they want to use it, can get around testing the quality of the dredge everytime. packard why only 200 mike we don't want to over dredge, not for economic resonsa? mike set yes some limitied funds but still maintain as a healthy lagoon. packard- report used for model? also for Buena Vista? will this be a model for buena vista? mike said, bv is very different, many issues is not directly applicable but the science is similar?
Fred Sandquist, batiquitos lagoon foundation, supports the project and asks for council to support. thanked council for funding ag mitigation report that funding this report. question about a breach of the cap on the muck has raised bacteria levels (theory). not all is beach quality sand.

blackburn - at one point asked about public art issue. consealed project, we can't waive, can we redirect the funds for this facility to put it at a place ? LH said it is not a part of this thing tongiht but will be brought forward again.
hall operating cost - reviewed by outside? is it currect? bill said yes staff reviewed and agreed?

Lewis - asked lisa to explain how treasurer works with finance dept. City treasure has independent duties but checked up on by the finance dept. they are seperate but all CT work is checked by finance and managers office and other staff. Lewis, are our investments only handled by staff and treasurer? ML LH we are limited by state law as to what we can invest in. CT has to know what kind of investments we can make, what maturities, well thought out portfolio. CA - council is in control of investment policy and that's what guides the CT. they meet regularly.

15 A - Sierra Morena traffic control management program. Doug Bilse transportation engineer check his title
traffic calming is set by CRPMT both will be used as pilot projects to evaluate proposed bhanges to the crtmp which guides the use of traffic calming measures. this is a pilot program. these are stop signs not traffic signals.
they surveyed residents, 57% return rate, 85% support from those for the project. meets the new criteria. speed tables are made in a way to not mess with safety personnel. Hall asked, the table, does the table make a sound, any tire noise? Bilse said a little noise it is made of asphalt. there is a little texture but nothing intentional to make noise. not significant noise. no other quesions.

Item 15 B mayor stepped down at 7:14 because this is the area in which he lives. Doug Bilse - presented, related to Donna Drive. adding stops and striping.
there was some amendment, was this before or after publication of the agenda????******* revise to postpone stops at donna at lee, but move forward with other stops, striping. no questions, Russ Sarencioni, Carlsbad, came forward to address council, donna and janis way. would like to see more police presences during school drop off and pick up to help with traffic areas. how fast were people driving when they did the survey. what is the cost of striping. what other beach communities have done this and where have they been successful.
Mr. Lewis, Carlsbad, came forward to address Council. He lives on Basswood, spoke for other residents, he supports the stop signs, and says the cops are there a few times a month to make a presence. officers showing up have lessened number of accidents.
Bilse addressed that guys questions - police presence- 70 citations for speeding in the last 3 years. pd presence is not a lasting solution, this is more reasonable. pd can do a better job of enforcing stop control. this is less expensive and more permenant. the striping width - going to take away the width, it will be more constrained with a right side stripe, called side friction helps with controlling speeds. this is a pilot program so we'll see. all stops are all way stops. ideally a roundabout, but it's more expensive. this is more cost effective, if it doesn't work then they may try circles. $2000 per each stop sign, 12000 for entire donna project except for table. other beach communities - we've done this before and it's been good experience. these are not traditional but it's pilot program wanna see how effective they are.
packard asked - why not stop at janis? dips (drainage dips) there work just as good as speed bumbs, but they will study it.
Blackburn - did a good job of balancing needs and desires of residents. Packard - another questions was, cost, these are funds allocated for this project.

establishes roles and resposibilites of each signatory agency. national marine fisheries and one other see the slide, CAFG state lands commission, city of carlsbad, city/port of LA. 6 party agreement. cbad is project manager. did design, ER , post project and monitoring.
transferred to another agency, the amendment is to establish a steering committee with the remaining 5, city/port of LA already met their requirements. so they are no longer in the 6 party agreement. Mike Grim 10 year fire report. one requirement is post construction. they finalized that in final report. change in lagoon isn't necessarily a bad thing. the lagoon is very healthy and more types of habitats. more connection to the ocean, more wildlife music, increase in bird and fish populations. the enhancement is a success. can be used as a model for other lagoon restoration projects.
noteworthy part of report, need to continue dredging, not self sustaining so we need to help it along its way. implement land management plan for batiquitos lagoon ecological reserve, nesting site maintenance, maintain special status species reporting and predator and invasive species control. continue physical and biological monitoring and continue regular dredging and cobble removal, consider strategic dredging in east basin.
staff recommends adoption of resolution. kulchin - grim i thought when we dredged we would move it to the beach or east basin, are we still doing that? nesting is similar to new sand, orginal dredge project and moved the muck buried it and capped it with beach sand. other options. hall how much do we need to move to really catch up? 200k will clean out the center and western basin, the cap over the mud is sensitive, need material on top of mud to keep it balanced. the 200k cubic yards is above and beyond, grim - estimate 400 kcubic yards, more strategic dredging, reduced the amount to dredge so the lagoon is better. hall will this expediete the process will we keep falling behind? this hels fish and game move forward. all entities working together will help,
packard - dredging 2 edge sword, lagoon need dredging but the beach needs sand, can they move it to the beach? mike said yes they can use it on the beach. litening permit restrictions for dredging and sand replenishments. it is suitable so they want to use it, can get around testing the quality of the dredge everytime. packard why only 200 mike we don't want to over dredge, not for economic resonsa? mike set yes some limitied funds but still maintain as a healthy lagoon. packard- report used for model? also for Buena Vista? will this be a model for buena vista? mike said, bv is very different, many issues is not directly applicable but the science is similar?
Fred Sandquist, batiquitos lagoon foundation, supports the project and asks for council to support. thanked council for funding ag mitigation report that funding this report. question about a breach of the cap on the muck has raised bacteria levels (theory). not all is beach quality sand.
