Nicole Pappas (Carlsbad School Board) Erica Leary, North Coastal Prevention Coalistion, to prevent underage drinking. Law Enforcement and Community Involvement Award recipient. Awarded to Neil Gallucci. Nicole Pappas, former president of the coalition and carlsbad resident. They chose Neil because he helped with social host ordinance. spoke at many events to spread the word. spoke at aviara middle and carlsba high school. 2 days after ordinance took effect they issued a citation for violation of the ordinance.
Erica said Chief Zoll is also an executive board member of the coalition. Safe and sober summer 2010 kick off event. Neil spoke and thanked them for their tireless efforts and generous donation.

All 5/0 except for #4. Blackburn pulled item 4. spoke about two tiered retirement option. lots of our employees are lateral transfers, if we do a 2 tiered we will get lower qualified, with less training, officers for our new hires. Argument in favor is that other cities will follow and we'll on be on the same page. Mayor disagrees with philosophy and does not agree that we'll end up with inferior police force. it gives the residents a chance to vote on it. if they manage their finances they will be fine with a lower retirement option. ann motioned and matt second. note blackburn and mayor comments. 4/1
ORDINANCE FOR INTRODUCTION
10. AB #20,257 - ANIMAL NOISE ABATEMENT AND CONTROL CODE AMENDMENT. To consider amending Title 7, Chapter 7.08, Section 7.08.010 of the Carlsbad Municipal Code to adopt by Reference Section 36.414(c)(6) of the San Diego County Code of Regulatory Ordinances regarding animal noise abatement and control and amending Title 1, Chapter 1.08, Section 1.08.010 of the Carlsbad Municipal Code regarding designated penalties for violation. Introduction of Ordinance No. CS-090. ACTION:
Floyd Isley, Carlsbad, came forward to address council regarding the noise abatement. 18 mo ago complaints about barking dogs. north county animal control wrote them letter. 4 mo ago another complaint with a recording of dvd of their backyard of their dog. they support having the same code as city of sd and county of sd concerning barking dog. need more than one neighbor making the complaints. they have one vindictive neighbor who is doing all the complaining. they have never had another complaint from other neighbors about the dog.
Diana Isley Carlsbad, lived there for 10 years. They want the code changed to be aligned with other county municipalities, no anonymous complaints and must be from 2 residents. Asked about discrepancy between county section #6 and our mcm #7. Blackburn said he would support it. We don't accept anonymous complaints but the identity is protected. This ordinance uses the same standard as the county code. major changes, complaint made by 2 people, divulge their identity and sign the complaint. and the first 3 violations are infractions. 4 violation will be misdemeanor - could face fine or imprisonment or both. Ball titled the ordinance. vote 5/0

PUBLIC COMMENT:
Walt Meier, Carlsbad, spoke against RV parking along Carlsbad Blvd. Take parking space away from the local residents. city of sd passed an ordinance to prohibit rv parking (over 7 ft high) can't park along the beach. oceanside did the same thing.
Glen Bernard, Carlsbad, came forward to address Council. Drachten Netherlands, about roundabouts, or traffic circles. Spoke in favor of roundabouts along La Costa Avenue.
In conformance with the Brown Act, no Council action can occur on items presented during Public Comment. A total of 15 minutes is provided so members of the public can address the Council on items that are not listed on the Agenda. Speakers are limited to three (3) minutes each. If you desire to speak during Public Comment, fill out a SPEAKER CARD and place it in the clear tray on the wall adjacent to the Deputy City Clerk. 11. AB #20,259 - OPERATING BUDGET PRESENTATION To receive a report on the preliminary 2010-11 operating budget, and setting a Public Hearing for June 29, 2010. ACTION:
Kevin Branca, Judi Vincent, Helga Stover, Cheryl Gerhardt presented a PowerPoint presentation (on file in the office of the City Clerk). Citizens budget workshop, thursh the 10th at faraday at 6pm. all comments received at workshop will be forwarded to council before the public hearing on the 29th. Focusing on the operating budget portion, not capital budget.
Redevelopment funds will be taken next eyar, $277k. and gas tax funds will be taken and held for 9 months before being redirected to the City. 13 straight months of growth, but very slow recovery. GF revenues: home prices, taxable transactions, tourism and population growth.

AN crawford, effeciency question Crawford, answers where do we spend the money to run the dept. wanted to push decision for financial decision making down further on the chain of command. so they know what it costs to run the department.
Blackburn, survey or study, any changes as a result of the study? KC building station 3, and what to do with Stn 2. is it adequate and meet our needs? Other items on this list are about money so don't know when they could do it? BL heard from Horn about airport issue? KC convrstations still taking place don't know, maybe answers in 2 weeks.
BL do we include the projections of PERS in there? Kevin Branca said yes. BL Water issues, those issues with metro and CWA, all tied into the water budget. do we look at what they're doing in our fee increases? Glenn said yes we do, we always look at what they did and then incorporate that into our estimates. Are we using their numbers? GP said we don't predict their rates for them but use whtat they five us. Ann - its important that people know we are only passing on our own rate increases, not increasing our own profits. it's a pass-through. gp said also to reestablish our funds. MH how much are we supposed to cut back? GP 25% total, this year asked to cut 8%. we are destroying our ag industry by the rate increases. Matt Hall - all cities making drastic cutbacks.
Blackburn - we are really helpless with what CWA and metro does, and their rates. half a cent a gallon for water at this point.
MP - concerns about using one time funding down the road to balance our budget. What would we have to do to balance without one time funding? Starting down that path is slippery slope. Kevin Branca, Only 2012 and $6K or $600k so we can take a look, can maybe cut some spending, they will keep a close eye on it, before that year 2011-12.
Ann how do I explain to people that even though they cut back on their water usage, they still have rate increases?
Accepted the report and set the public hearing for June 29.
Ann asked Lisa to have some of the literacy students come to council and talk about their experiences. students or tutors.?
