PUBLIC COMMENT:
Mayor re I5. CM Hall explained what's happening and that we will be asking for a public meeting with Cal trans. I5 North Coast Corridor Project. There are many agencies involved in the project. CALTRANS will ultimately make the decision on how to proceed with this project. Sandag controls the funding for this project. 18 cities are represented by Sandag. In Carlsbad it would accommodate up to 6 additional lanes. Some private property will be affected - between Tamarack and CVD. The city is looking at the plans and preparing a detailed report. The largest environmental document ever produced in the state of California (9,000 pages). CM Hall encouraged residents to visit the project website to keep themselves informed. Construction could commence in 5 years and may take up to 15 years to completion.
Dianne Wymer addressed the Council regarding minutes in particular regarding Palomar Commons project. Where the minutes clarify that this is the only project which is affected by the amendment plan< for which they were grateful.
Buzz addressed the Council regarding erosion of human rights.
Dave Voss, Carlsbad, addressed council regarding AB#32 passed by the State. Prop 23 will stop the purpose of AB 32. Prop 23 is being funded by out of state (89%) companies and oil companies. More clean energy jobs, not oil company jobs. Take a stand against Prop 23.
Robert Perkins, Carlsbad, addressed council regarding the Fright Institute to put Carlsbad on the Halloween map, regarding searchlight permit being denied. Searchlight 6pm to midnight for 31 nights. Asked for council's assistance to get the permit. Lisa Hildabrand - will follow up.
Glenn Bernard, Carlsbad, addressed Council regarding the San Bruno gas explosion, income tax credit for solar, asks that Carlsbad to participate in National Solar .... to be self sufficient, to give permits at no cost to people who want to install solar power. It would help to avoid Glenn Bernard's #760 822 4110
Assistant Planner, Shelly Glennon presented the staff report and powerpoint presentation, on file in the City Clerk's office
