PRESENTATION:
Present Lewis, Kulchin, Hall, Packard, Blackburn
Mayor Lewis announced Closed session on 2 items at 5pm. Instructed staff and attorneys in the matter.
Minutes approved 5/0 Kulchin abstain on October ? Mayor abstain on October 12.
Mayor Lewis invited Rosemary Eshelman, Student Services Specialist for Carlsbad Unified School District, and Nancy Logan, Prevention Specialist, to come forward. Council Member Blackburn read the proclamation. Lisa Rodman was invited to shake hands with Council members. Rosemary and Nancy presented the proclamations to students.

PUBLIC COMMENT:
Peggy Dornish addressed Council (President of the North Coast League of Women Voters) regarding a mailer addressing Proposition G.
Glenn Bernard, Carlsbad, came forward to address Council regarding a mailer sent to Carlsbad residents concerning Council Member Blackburn.
Michelle Levy, Carlsbad, addressed Council regarding 'vote no on G' , the Crossings Golf Course, the Farmers Building, Alga Norte Park.and the coming election.

3. AB #20,384 - DISCUSSION OF PROPOSITIONS 19 AND 23. To consider adopting a resolution in support of, or opposition to, either of these State measures on the November 2, 2010 Ballot. Resolution No. 2010-244. Resolution No. 2010-245. ACTION:
Mayor Lewis explained that the Council has remained impartial as a group in the past on Propositions such as 19 & 23, and have opposed or supported as individuals. Aaron Contour, representing Equinox, resident of Encinitas, made the Powerpoint presentation on file in the City Clerk's office.
CalTrans have been asked to attend Council meeting on Nov. 9 re I-5 Widening, also I-5 widening workshop on November 12. Staff to research the reserve for decision - Lisa said it should be at the end of November. Meeting adjourned at 7.55pm
Mayor again stated that Council took 'no position' previously.on propositions. Blackburn - personally opposed to 19 and opposed to 23. Packard - personally opposed to 19, not willing to take the position of 'No' on 23. Hall - no on 19, no on 23. Kulchin - opposes 19 and 23. Lewis - no on 19, no on 23. Mayor announced a recess at 7.35pm. Meeting reconvened at 7.40pm.
