CDP 2019-0009 (DEV2019-0057) – AKIN RESIDENCE – Request for approval of a Coastal Development Permit for the demolition of a 2,494-square-foot, two-story, single-family residence with an attached two-car garage and the construction of a 3,415-square-foot, two-story singlefamily residence with an attached two-car garage within the Mello II Segment of the Local Coastal Program located at 5290 Carlsbad Boulevard within Local Facilities Management Zone 3. The project site is not within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15303(a), construction of a single-family residence, of the state CEQA Guidelines. ZCA 2019-0001/LCPA 2019-0004 – FLOODPLAIN MANAGEMENT REGULATIONS ORDINANCE AMENDMENTS - Request for a recommendation to approve a Zone Code Amendment and Local Coastal Program Amendment to update the city’s Floodplain Management Regulations Zoning Ordinance to reflect changes in Federal requirements. The city planner has determined that the project is a minor zone code amendment that refines or clarifies existing land use standards and would have no significant effect on the environment. Therefore, it is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) and Carlsbad Municipal Code Section 19.04.070 A.1.c.i.
