- Request for approval of a Coastal Development Permit to construct a 393 sq. ft. addition to an existing 984 sq. ft one-story single-family dwelling unit, which includes a first story covered porch, a second story master bedroom, bathroom and sundeck, as well as an enclosed staircase and roof deck on a .08 acre lot located at 2677 Garfield Street within the Mello II Segment of the Local Coastal Program and within Local Facilities Management Zone 1. V 11-01 - LIFE TECHNOLOGIES SIGNAGE
- A request for approval of a Variance to the Sign Ordinance (CMC Chapter 21.41) to exceed the allowable letter height for four wall signs and four monument signs proposed on three lots developed with three research and development buildings located at 5781 and 5791 Van Allen Way and 5823 Newton Drive, and within Local Facilities Management Zone 5. Commissioner Black referred to a section of the municipal regarding monument sign and addresses placed on the sign. Ms. Werneke stated it was correct. Commissioner Black stated he would like to see the address on the sign as an added condition. John Allen gave a brief presentation. Commissioner Siekmann asked what the height of the letter "F" is in comparison to the letter "E". Commissioner Siekmann asked which building is the corporate headquarters. Commissioner Dominguez asked if there is any issue with including the address on the sign. Mr. Allen stated he would prefer to keep the address to the signs on the building. Commissioner Black asked for SQLZ. Mr. Allen stated it is a tenant at the back of the building. Commissioner Dominguez asked about the letter from Greene Properties. Mr. Allen responded. Bill McCorkle, representing Greene Properties, stated this is not the first time this property is in violation of the sign ordinance. Most opposed to the Life Technologies circumventing the process for sign variances. Commissioner Siekmann asked what the maximum number of lines for signs. Mr. McCorkle stated one. Open and close public testimony. Mr. Allen stated the sign at the corner is in violation. CRC process and PC process are separate. Commissioner Dominguez asked if all the signs will be uniform in appearance once its complete. Mr. Allen stated yes. DISCUSSION Commissioner Siekmann stated she understands the concerns from other businesses regarding the lettering of the signs. She suggested that the size of the letter "F" be 54" instead of what is proposed. Commissioner Black stated that title 21 lends itself to the CRC requirements. The sign will be uniform in manner, will follow the title 21 ordinance and meets the requirements for a variance. He stated he can support the project. Commissioner Dominguez asked for staff to clarify the limitations of the wall signs. Commissioner Dominguez feels this could set a precedent however there is legitimacy to the request because of the logo. Chairperson L'Heureux stated he can support the project. He stated he is not concerned regarding the lack of the address on the monument sign. He asked if the Commission can approve a sign that does not meet the section of the code. Mr. Neu stated the code is correct and if an address is not wanted by the Commission, a condition would need to be placed on the project. Commissioner Black stated that for aesthetics it would be better for it not to be on the sign. Commissioner Siekmann stated she can support the wall signs but would like to see the monument sign letter "f" be 54". She does not think the address should be added to the monument sign. Mr. Neu responded. Ms. Mobaldi stated the findings need to be made for the variance to not have the address. Chairperson L'Heureux asked about the addressing on the monument signs. Commissioner Siekmann stated she agrees with Commissioner Dominguez with having the address on the sign so that it follows the code. Commissioner Black stated he agreed. Commissioner Siekmann would still like to see the project return to Planning for the size of the lettering. She cannot support the project.
