PLANNING COMMISSION PUBLIC HEARING

CUP 10-12 - NEW JEWISH COMMUNITY COMPLEX
- Request for a Conditional Use Permit to allow the removal of an existing 2,127 square foot modular orthodox Jewish synagogue structure and the installation of a new 3,023 square foot modular orthodox Jewish synagogue structure and associated 483 square foot modular restroom structure for the Chabad at La Costa on property located at 1980 La Costa Avenue in the Local Commercial (CL) Zone, in Local Facilities Management Zone 6. Resolution No. 6776
Motion to approve That the Planning Commission ADOPT Planning Commission Resolution No. 6776 APPROVING CUP 10-12 based upon the findings and subject to the conditions contained therein including the errata sheet. Moved by Commissioner Schumacher, no second required.

Staff Report
Robert Richardson, Karnak Planning and Design, 2525 Pio Pico Suite 102, gave a brief presentation and stated he would be available to answer any questions. Commissioner Siekmann asked about the age of the modular buildings. Mr. Richardson stated they were built in the 1990s. The lifespan of the buildings is lifelong. It will look just like a regular building and will be placed on a permanent foundation. Commissioner Black asked about signage for the complex. Mr. Richardson stated a small monument sign will be considered in the future, which will need to come before the Planning Division Commissioner Scully asked about the estimated time of completion. Mr. Richardson stated it should move along quickly. 5-6 months for grading permits with Engineering. Commissioner Schumacher asked about the remedial soil. Not a lot of grading needs to be done for the project. Commissioner Schumacher asked about the closeness of the building to the sidewalk. Mr. Richardson stated it was about 6 feet from the sidewalk. Commissioner Schumacher asked how much closer the new buildings are compared to the existing buildings. He is concerned about the view for egress and ingress for traffic. Engineering required a traffic study. Schumacher concerned with westbound traffic. Mike Pasco, Civil Engineer, stated he looked at both westbound and eastbound traffic and both meet the existing requirements. Rabbi Eilfort, 7633 Rustico Drive, Carlsbad, thanked the Commission for considering the project tonight. Chairperson L'Heureux opened the public testimony for the item. Harold Reisman, 7035 Estrella de Mar, Carlsbad, commented that the new project will be a great asset to the community. Russell Rack, 7976 Camino ??, Carlsbad, stated his support of the project. Alan Carn, 5055 Avenida Encinas, also stated his support of the project. Eric Carn, 5055 Avenida Encinas, stated his support of the project. Sheila Liebowitz, 7920 Avenida Diestaro??, Carlsbad, stated her support of the project. David Berry, 520 Hoover Street, Oceanside, stated his support of the project. Anna Mintz, 3314 Piragua, Carlsbad, stated the chabad needs the space and stated her support of the project. Closed Public testimony on the item. DISCUSSION Commissioner Siekmann commented this is a well thought out project with a tremendous enhancement to the community. She can support the project. Commissioner Arnold stated this is a well thought out project. He can support the project. Commissioner Black stated his support of the project. Commissioner Scully stated this project is a great improvement over the the existing site. She stated her support of the project. Commissioner Schumacher thanked staff and the applicant for their work on the project. He is still concerned with the setbacks on the buildings. He can support the project however. Chairperson L'Heureux also thanked staff for their work. this project has minimal impact with traffic. Shares commissioner Schumacher's concerns regarding line of sight he feels comfortable with the studies done on the project. He feels this will be an asset to the community.
