CT 07-05/CP 07-02/SUP 07-02 - VILLAGES OF LA COSTA GREENS, NEIGHBORHOOD 1.3
- Request for a determination that the project is within the scope of the previously certified Villages of La Costa Program EIR and that the Program EIR adequately describes the activity for the purposes of CEQA; and approval of a Tentative Tract Map, Condominium Permit and Special Use Permit to subdivide 7.6 acres into 12 lots, for the development of 38 detached airspace condominium units within the Villages of La Costa Greens Neighborhood 1.3, located along the east side of El Camino Real, between Camino Vida Roble and Cassia Road in Local Facilities Management Zone 10. Villages of La Costa Greens Neighborhood 1.3 Staff Report
Commissioner Montgomery asked if there would be disclosure regarding the RV storage facility wedged between the property. Mr. Henthorn stated he was not sure what the disclosure requirements would be for an adjacent property that is compatible. Mr. Neu stated that condition 15 in 6403 states current zoning and land use map needs to be available in the sales office. Engineering Condition recorded against the title in regards to Ms. Boddy.
Commissioner Boddy asked about fences along the sides of property and who would be responsible for maintaining those. Mr. Henthorn stated that because they are exclusive use areas he believes it would be a HOA responsibility. The perimeter fences maintained by the HOA, interior fences maintained by the individual. Front yard landscaping will be installed by the developer. La Costa greens will be the HOA.
Public testimony opened and closed.
Commissioner Boddy inquired about including a condition regarding noise and odor. Ms. Mobaldi stated the condition could be amended to include...
Commissioner Baker asked what the rule is for a three story structure citywide and if it would be allowed citywide, square footage wise. Mr. Neu stated that it
approved as part of the master plan.
Chairperson Whitton asked if the applicant wanted to make a presentation.

Commissioner Montgomery inquired about the existing sewer facility and what mitigation measures are in place. Mr. Henthorn stated there are 3: siphon conditions, sealing manholes, installing a scrubber.
Commissioner Boddy asked if there would be disclosure to the homeowners. Mr. Henthorn stated there would be. Commissioner Boddy stated she feels there should be more than just wording in a document.
Commissioner Baker stated she is not pleased with the elevations, and asked if any adjustments could be made so that the garage doors are not so visible. Mr. Henthorn stated the balconies and porches on the elevations would provide for eyes on the street. The ??? allows for pedestrian movement. Commissioner Baker stated more thought could have been placed on possibly creating row houses.
