Commissioner Cardosa asked about the trigger for the light at Fermi. Last occupancy of the building starts the 5 year period. Commissioner Cardosa inquired about the parking calculations. Chairperson Whitton asked if the applicant wished to make a presentation. Bill Hofman, Hofman Planning and Engineering,3152 Lionshead Av, gave a detailed presentation and stated he would be available to answer any questions. Newport National is in support of the specific plan including the exclusion of medical uses on their lots. Bob Wojcik spoke in regards to traffic impacts and gave a brief presentation. Commissioner Montgomery asked about additional trips on Salk Av onto El Camino Real using the right turn lanes. Mr. Wojcik stated the report analyzed the worst case scenario by using the traffic impacts at the signalized intersections. Larry Harrison, Chief Executive of Scripps Health, 10666 North Torrey Pines Road, La Jolla, gave a brief overview of the functions for the proposed buildings on Lots 1 and 4 and how those buildings will interact. Commissioner Baker asked about patients moving between the buildings. Mr. Harrison stated very rarely do the patients need to see the urgent care facilities the same day; however there will be large golf carts to move those patients between the buildings. Commissioner Douglas inquired how the Rancho Bernando facility compares to this proposed site. Mr. Harrison stated they will work with the City. Parking....there will be a parking structure but not underground. Commissioner Cardosa inquired about the hours for the urgent care. Mr. Harrison stated there will be weekend hours, but not 24 hour care.
Commissioner Montgomery stated he was initially in opposition because of the traffic impacts. He asked in general how will the citizens benefit. Mr. Harrison stated that it would be much more convenient, state of the art facilities with one-stop shopping, aside from in-patient hospital care. National level health care to the city. Commissioner Douglas asked when the first buildings will open. November 2008. Timetable on lot 4. It takes 1 year planning, 1 year building. Commissioner Boddy asked Staff if the PC will be reviewing the plans for Lot 4. Mr. Halverson stated yes with a Site Plan. Chairperson Whitton opened and closed public testimony.
Discussion Cardosa stated it is a nice project and a nice facility but is concerned with traffic. Boddy stated her support. Douglas stated her support of the project. Baker supports the project. The traffic increases are offset by having the medical offices available. Montgomery stated his support for the project and agrees with Commissioner Baker's comments.
