SDP 09-03/CDP 08-25 - DATE BLUFFS BEACH HOMES
- Request for approval of a Site Development Plan and a Coastal Development Permit to demolish an existing single-family residence and to allow for the development of a three-unit detached single-family residential air-space condominium project on a .469 gross acre infill site generally located on the north side of Date Avenue and east of Garfield Street, in Local Facilities Management Zone 1. Resolutions No. 6654, 6655
Date Bluffs Beach Homes Staff Report
Motion to approve that the Planning Commission ADOPT Planning Commission Resolutions No. 6654 and 6655 APPROVING a Site Development Plan (SDP 09-03) and Coastal Development Permit (CDP 08-25), based upon the findings and subject to the conditions contained therein including the errata sheet. Moved by Commissioner L'Heureux, no second required.
Chairperson Douglas acknowledged receipt of a letter from Ms. Daun and an errata sheet. Commissioner Montgomery asked about the drainage capacity. Commissioner Dominguez asked if the proposed solutions are acceptable all the parties involved. Mr. Van Peski stated Mr. Blass proposed and implemented the changes and the applicant submitted a revised TM showing the berm down the street. Commissioner L'Heureux commented on the letter which stated concerns about drainage of automobile oils, etc. Mr. Van Peski responded. Commissioner Montgomery asked about the berm terminating before the final reach of the last property. Mr. Van Peski stated there is an existing berm at the last property. Commissioner Nygaard asked if the berm will take care of the drainage from the south side of the side. Mr. Van Peski stated yes. Chairperson Douglas asked if Staff had visited the property since the rains and the changes. Mr. Van Peski stated he had been down there several times. It was evident there have been a considerable reduction in the drainage. Discussion Commissioner Montgomery stated that based on what has happened on the Blass property and what is now proposed, he feels much better about the project. He was previously concerned with amount of flows and he is now satisfied with what is now proposed. Commissioner Schumacher stated he appreciates the work the neighbors and the applicant to make changes that will change the drainage and he can support the project. Commissioner Dominguez stated he can support the project as it is proposed now. Commissioner Nygaard stated she can support the project and feels the issues have been thoroughly vetted. She thanked Staff for all their work. Commissioner L'Heureux concurred with his fellow Commissioners and also thanked Staff. Chairperson Douglas thanked Staff for taking the time to educate herself and her fellow Commissioners regarding the issues. She stated she can support the project.

- Request for approval of a Coastal Development Permit to allow for the construction of a new 4,358 square foot, two-story, single-family residence located on a 0.49-acre panhandle lot, on the south side of Triton Street, west of the intersection of Blackrail Road and Triton Street, within the Mello II Segment of the Local Coastal Program and Local Facilities Management Zone 20. Resolutions No. 6647

Motion to approve that the Planning Commission ADOPT Planning Commission Resolution No. 6647 APPROVING Coastal Development Permit CDP 09-16 based upon the findings and subject to the conditions contained therein. Moved by Commissioner L'Heureux, no second required.

Commissioner Nygaard asked if the surrounding neighbors were noticed. Ms. Werneke stated yes. Commissioner Dominguez asked if the applicant's were aware of the horses in the area. Ms. Werneke responded. Discussion Commissioner Montgomery stated he is happy to see the project is designed for a LEED Certification. 34586 Via Naraja, the applicant stated they can receive points by having tours and providing information on a website.
