CUP 10-03 - FLOATIES AQUATIC CENTER
- Request for a Conditional Use Permit to allow the Floaties Aquatic Center to operate in a vacant 8,764 square foot office building located within an existing office park on property located at 2704 Gateway Road, in the Planned Industrial (P-M) Zone, in Local Facilities Management Zone 17. Resolution No. 6729
Motion to approve PLANNING COMMISSION ACTION: That the Planning Commission ADOPT Planning Commission Resolution No. 6729 APPROVING CUP 10-03 for a period of 10 years, based upon the findings and subject to the conditions contained therein. Moved by Commissioner Nygaard, no second required.

Commissioner Nygaard asked about the other proposed uses for the adjacent buildings. Mr. Halverson stated most of the buildings are vacant. The shared parking agreement is a condition of approval. Commissioner Schumacher asked if the shared parking agreement is a recorded document. Mr. Halverson stated yes. Commissioner Schumacher asked if when future tenants occupy the buildings, parking will be analyzed. Commissioner Baker asked if parking is allowed on El Fuerte and Gateway Road. Mr. Halverson responded. Natalie Roderick, Hofman Planning and Engineering, 3152 Lionshead Avenue, gave a brief presentation and stated she would be available to answer any questions. Commissioner Montgomery asked about outgrowing the operation and what happens to the original building. Mike Morrill, 13180 Poway Road, Poway, owner of Floaties Swim Center, stated the owners would typically turn it into a like use. Commissioner Baker asked if the facility would be available for swim teams. Mr. Morrill stated that could be an option. Commissioner Nygaard asked about residential memberships. Mr. Morrill stated yes. Not just for industrial park. Opened and Closed public testimony.
Commissioner Montgomery stated his support for the project. Commissioner Schumacher stated his support for the project and stated it will be a great addition to the city. Commissioner Nygaard also stated her support for the project and stated the project will add to the full service nature of the master plan. Commissioner Baker concurred.

PUD 05-13(A) - LA COSTA OAKS NORTH 3.4 & 3.5
- Request for a determination that the project is within the scope of the previously certified Villages of La Costa Program EIR and that the Program EIR adequately describes the activity for the purposes of CEQA; and a recommendation of approval of a Planned Development Permit Amendment for building floor plans, elevations and plotting for the development of 83 single-family detached homes within the Villages of La Costa Oaks North, Neighborhoods 3.4 & 3.5, generally located west of Rancho Santa Fe Road, south of Melrose Drive and north of Cadencia Street in Local Facilities Management Zone 11. Resolution No. 6726
Motion to approve PLANNING COMMISSION ACTION: That the Planning Commission ADOPT Planning Commission Resolution No. 6726 RECOMMENDING APPROVAL of Planned Development Permit Amendment PUD 05-13(A) based on the findings and subject to the conditions contained therein. Jack Henthorn, Henthorn and Associates, PO Box ???? representing Pulte Group, gave a brief presentation and stated he would be available to answer any questions. Commissioner Schumacher asked if there will be any LEED or efficiencies into the homes. Mr. Henthorn responded. Commissioner Nygaard asked about the windows in the european country style homes. Commissioner Baker asked about solar installation and if they are solar ready. Mr. Henthorn stated the master plan does not require solar installation. Dave Hutchins, 27101 Puerta Real, ?? , not planning solar for the homes. Mr. Hutchins stated the roof panels can be incorporated. Question of the CC&Rs. open and close public testimony. Commissioner Schumacher asked about guidelines for the LEED certifications. Mr. Neu stated there is a City Council guideline that address municipal buildings; an expedited plan checking process for residential. Building code requirements are in place. Commissioner Nygaard asked if the Planning Commission has any authority for requiring the placement of the solar panels on the roofs. Ms. Mobaldi stated the solar rights act....
