VERY FAMILIAR WITH THE CITY AND SERVED ON MANY COMMISSIONS AND COMMITTEES TO MY RESIDENCE HERE, AND HAVE WATCHED GOVERNMENT PERFORM IN A FABULOUS MANNER AND WOULD LIKE TO SEE THAT TO CONTINUE.

THE POSITION THAT WE'RE TRYING TO FILL ON THE COUNCIL IS AN INTERIM POSITION WHICH LASTS FOR A VERY SHORT PERIOD OF TIME.

I'VE ALSO BEEN A CEO OF MAJOR INTERNATIONAL COOPERATION AND AN ENTREPRENEUR OWNERSHIP OF MANY COMPANIES OF MY OWN.

AND LOOKING AT THE RESUMES AND BIOS OF THE INDIVIDUALS I WAS ABLE TO OBTAIN.

I FIND THAT THE ONLY PERSON THAT I WOULD HIRE FOR THIS POSITION TO FILL THE POSITION WOULD BE JULIE NYGAARD.

REASON FOR THAT IS SHE IS AN EXPERIENCED INDIVIDUAL IN THE CITY GOVERNMENT, NOT ONLY SERVING AS A CITY COUNCIL MEMBER, BUT ALSO IN REGIONAL WITH SANDAG AS ALSO WITH THE TRI CITY MEDICAL.

SHE'S ALSO BEEN HEAVILY INVOLVED IN THE VILLAGE PLAN FOR DISTRICT ONE, AS WELL AS IS COMPLETELY KNOWLEDGEABLE ABOUT THE CARLSBAD GENERAL PLAN.

I BELIEVE THAT THE POSITION NEEDS SOMEONE LIKE JULIE SO THAT SHE WILL HAVE THE OPPORTUNITY TO GET INTO THE SEAT REPRESENTING DISTRICT ONE AND THE REST OF THE CITY HITTING THE GROUND RUNNING.

WHEN MY DAUGHTER WAS IN ELEMENTARY SCHOOL, A FRIEND TOLD HER, I WON'T BE ABLE TO PLAY WITH YOU ANYMORE BECAUSE MY FATHER TOLD ME THAT YOU ARE DIFFERENT.

EVEN THIS YEAR, I HAVE EXPERIENCED BULLYING AND VERBAL ABUSE FROM SEVERAL DIFFERENT PEOPLE.

WHAT MAKES ME UNIQUELY QUALIFIED FOR THIS IS THAT I HAVE BEEN IN YOUR SEAT.

JUST THREE SHORT YEARS AGO, I RETIRED FROM THE COUNCIL AFTER SERVING OUR WONDERFUL CITY FOR 16 YEARS.

SITTING IN THE COUNCIL MEMBER CHAIR IS VERY DIFFERENT FROM BEING AN INVOLVED CITY RESIDENT.

IT CHANGES FROM ADVOCACY TO BALANCING DIFFERENT NEEDS AND DESIRES AS YOU LISTEN TO THE CITIZENS AND UNDERSTAND DIFFERENT PERSPECTIVES.

I HAVE SERVED ON HAND WITH PRETTY MUCH EVERY AGENCY INVOLVED IN OUR CITY, FROM SANDAG TO WASTEWATER TO TRANSIT.

I KNOW HOW THEY WORK AND I KNOW THE PEOPLE INVOLVED.

I HAVE WORKED TOGETHER WITH THEM AND THEY ARE COMFORTABLE WORKING WITH ME.

I DON'T PRETEND TO HAVE ALL THE ANSWERS.

SOMETIMES I FIND THAT I NEED TO ADJUST MY THINKING ON ISSUES.

SOMETIMES I THOUGHT A NEW DIRECTION I WAS GOING TO TAKE, BUT AFTER LISTENING TO STAFF AND WITH INPUT FROM FELLOW COUNCIL MEMBERS, I RECOGNIZE THAT MY POSITION NEEDED TO BE TWEAKED.

SO I'VE TRIED TO KEEP AN OPEN MIND AND SEEK DIFFERENT PERSPECTIVES FROM FELLOW COUNCIL MEMBERS AND FROM RESIDENTS AS WELL.

THE FIRST QUESTION THAT YOU WILL GET TWO MINUTES FOR IS WHAT POLICIES DO YOU FEEL WOULD BE MOST EFFECTIVE IN BALANCING THE NEED FOR GROWTH WITH MAINTAINING THE COMMUNITY'S CHARACTER? BECAUSE CARLSBAD IS SUCH A DESIRABLE COMMUNITY.

WE HAVE THE ABILITY TO CHOOSE THE TYPES OF BUSINESSES THAT WE INVITE TO OUR CITY, CLEANTECH AND SIMILAR TYPES OF BUSINESSES THAT ENRICH OUR HEALTHY BUSINESS CLIMATE.

PROPER ZONING WILL PUT THOSE BUSINESSES IN LOCATIONS THAT WILL ENHANCE OUR COMMUNITY.

HOUSING GROWTH IS A TRICKY CHALLENGE.

DEFENDING OUR NEIGHBORHOODS AGAINST THE STATE MANDATES AT THE SAME TIME OF FINDING WHERE TO PUT NEW HOMES WILL TEST OUR NEGOTIATING SKILLS.

AN EXAMPLE OF SOMETHING THAT WE COULD DO TO HELP HOUSING WOULD BE TO ENCOURAGE ADU'S, BY STREAMLINING AND LOWERING THE COST OF THE PERMITTING PROCESS.

ANOTHER IDEA WOULD BE TO ALLOW [INAUDIBLE] RESIDENTIAL FROM INDUSTRIAL AREAS.

HOMELESSNESS? I LEARNED EARLY ON AS A DOCTOR THAT IT IS IMPORTANT TO IDENTIFY THE CAUSE OF A PAINFUL OR UNDESIRABLE CONDITION AND THEN FOCUS ON EFFECTIVELY TREATING THE CAUSE, IN ORDER TO ELIMINATE THE SYMPTOMS AND KEEP THE PROBLEM FROM REOCCURRING.

THE SAME PRINCIPLE APPLIES WITH THE HOMELESS.

WHETHER THE CAUSE IS MENTAL ILLNESS, SUBSTANCE ABUSE OR SOME OTHER.

AS THE CAUSE IS ACCURATELY DETERMINED, THE PATH WILL BECOME CLEARER.

AND THEN WE CAN GIVE A HAND UP TO THOSE WHO WANT HELP.

FIRST, PREVENT OVERDEVELOPMENT OF THE PROPERTIES ALONG THE COAST, DON'T ALLOW UP ZONING OF THESE PROPERTIES.

THIS WOULD PROBABLY BE A GOOD EXAMPLE OF HAVING ZONING POLICIES VOTED ON BY THE CITIZENS SO THAT IT COULD ONLY BE CHANGED LATER BY A VOTE OF THE CITIZENS.

THIS WILL HAVE A LONG TERM EFFECT OF PROTECTING OUR COASTAL NEIGHBORHOODS.

THE SECOND POINT IS TO HAVE AN ENFORCED POLICIES THAT PREVENT OVERNIGHT PARKING ALONG THE BEACH AND NEIGHBORING STREETS, AND SECONDLY, TO RESTRICT THE LENGTH OF VEHICLES TO ALLOW ACCESS FOR MORE PEOPLE.

THE GAS STATION IS AN ALLOWABLE USE, SUBJECT TO A CONDITIONAL USE PERMIT.

IN MY OPINION, THE KEYS TO SUCCESS ARE CREDIBLE ANALYSIS AND COMMUNICATION.

A CREDIBLE ANALYSIS AND EVALUATION OF THE DATA IS KEY TO HELPING EVERYONE COME TO A FAIR AND REASONABLE CONCLUSION.

SOMETIMES COMPROMISES NEED TO BE MADE BY THE PROJECT PROPONENT AND BY THE RESIDENTS.

IT'S IMPORTANT TO LISTEN TO THE CONCERNS OF THE RESIDENTS UNTIL YOU UNDERSTAND, BECAUSE FREQUENTLY PEOPLE JUST NEED TO KNOW THEY'RE BEING HEARD AND UNDERSTOOD.

THEN IT BECOMES A MATTER OF WEIGHING THE CONCERNS OF THE CITIZENS AGAINST THE LEGAL RIGHTS OF THE PROPERTY OWNERS.

AN EXAMPLE OF THIS IS THE YEARS AGO, THE POINSETTIA DOG PARK, WHEN THE CITY STAFF PROPOSED A DOG PARK AS PART OF THE POINSETTIA PARK EXPANSION, MANY RESIDENTS EXPRESSED CONCERN.

AS WE DISCUSSED WITH THEM THEIR CONCERNS, IT BECAME EVIDENT THAT THEY

AND WE CAN TRUST THEIR ANALYSIS.

THE CENTER OF THE BARRIO, ROOSEVELT MADISON STREET SHOULD HAVE A LOWER HEIGHT LIMIT, PERHAPS 30 FEET INSTEAD OF THIRTY FIVE FEET, AS IT HAS A LOWER DENSITY LIMIT THAN THE SURROUNDING AREA.

A WOMAN HAS BEEN SLEEPING NIGHTLY ON THE SIDEWALK, AT COLE LIBRARY ADJACENT TO OUR HOUSE FOR A MONTH, AND SHE WAS THERE AGAIN THIS MORNING, HOMELESS IN CARS COME AND PARK IN THE COLE LIBRARY PARKING LOT.

I'VE CHATTED WITH SEVERAL OVER THE PAST TWO YEARS ON THEIR REASON FOR BEING THERE.

SO WE NEED TO BE ABLE TO MOVE THEM TO A LOCATION WHERE THEY CAN BE MONITORED AND WE CAN DO SO IF WE ACTUALLY HAVE HOUSING FOR THEM.

IN ADDITION, IN COLLABORATION WITH TRI CITY HOSPITAL, WE COULD OFFER TO BUILD A 20 BED MENTAL HEALTH FACILITY IN OUR INDUSTRIAL PARK IN CARLSBAD OPERATED BY THEM, AND IT'D BE WORTH THE INVESTMENT.

IT INVOLVES MANY FACETS AND ALL LEVELS OF GOVERNMENT AND NON-GOVERNMENTAL ORGANIZATIONS.

IT'S A PROBLEM THAT ELUDES THE MAGIC SOLUTION AND REQUIRES COMPASSION AND COORDINATION AMONG ALL AGENCIES TO IMPROVE.
