I RECEIVED AN EMAIL A COUPLE OF WEEKS AGO AND I HAVE TO SAY THAT MY HEART REALLY SANK BECAUSE THAT PART OF THE COASTLINE, I THINK, IS REALLY ONE OF THE MOST BEAUTIFUL PARTS OF SAN DIEGO COUNTY AND IN PARTICULAR, THE RENDITION THAT I SAW OF THE PROPOSED DEVELOPMENT BETWEEN PALOMAR AIRPORT ROAD AND ISLAND WAY.
THAT AREA THERE IS LIKE ONE OF MY FAVORITE PARTS OF THE COASTLINE, AND WHEN I SAW WHAT YOU GUYS ARE, I GUESS IT'S THE COUNCIL, WHAT THEY'RE PROPOSING IS REMOVING ALL OF THAT AND CUTTING GRASS OR ASTROTURF--I DON'T KNOW WHAT IT IS--IS LIKE, REALLY HEARTBREAKING FOR ME. SO, ONE SAFE PLACE, THE NORTH COUNTY FAMILY JUSTICE CENTER, IS GOING TO BE A STATE OF THE ART CENTER FOR VICTIMS OF CRIME, AND THAT'S VICTIMS OF CHILD ABUSE, HUMAN TRAFFICKING, DOMESTIC VIOLENCE, SEXUAL ASSAULT AND ELDER ABUSE.
IT IS GOING TO BE OPENING THIS YEAR TOWARDS THE BEGINNING THE END OF APRIL, THE BEGINNING OF MAY, AND IT IS SOMETHING A CENTER THAT WILL SERVE THE ENTIRE NORTH COUNTY.
AS SOME OF YOU MAY RECALL, MAYOR AND I KNOW I WORKED WITH THEN OFFICER BLACKBURN.
I WAS CHIEF OF THE NORTH COUNTY REGION FOR MANY YEARS BEFORE BECOMING THE DISTRICT ATTORNEY, AND UNFORTUNATELY, I NOTICED THAT THERE IS A LACK OF SERVICES FOR VICTIMS OF CRIME IN THE NORTH REGION, AND THE DATA WE'RE GOING TO SHARE WITH YOU WILL SHOW YOU HOW THIS TRANSLATED IN TERMS OF VIOLENCE, AND THIS CENTER IS A CENTER THAT WILL BOTH PROVIDE SERVICES AND ALSO PREVENT THE HARM AND PREVENT VICTIMS FROM REMAINING IN CYCLES OF ABUSE AND PROVIDE THEM WITH THE SERVICES THAT THEY NEED.
THIS HAS BEEN A DREAM FOR 15 YEARS, BUT WE STARTED WORKING ON THIS THREE YEARS AGO, SO THIS IS PRETTY FAST FOR GOVERNMENT WORK TO HAVE A CENTER OF THIS MAGNITUDE OPEN IN THIS TIME PERIOD.
SO LET'S GO AHEAD AND SHOW IT TO YOU.
ONE SAFE PLACE IS BASED IN WHAT IS EVIDENCE BASED TREATMENT OF VICTIMS. THIS IS THE TRADITIONAL PATHWAY FOR VICTIM SERVICES WHERE VICTIMS HAVE TO GO TO ALL SORTS OF PLACES AND EVENTUALLY JUST GIVE UP ON DEALING WITH THEIR TRAUMA AND WITH THE ABILITY TO EXTRACT THEMSELVES FROM CYCLES OF ABUSE.
FOR THE NORTH COUNTY, WE MAPPED OUT EVERYWHERE THAT A VICTIM WOULD HAVE TO GO TO RECEIVE SERVICES, AND AS YOU CAN SEE, THIS IS A DAUNTING TASK, AND WHEN VICTIMS ARE IN TRAUMA, THEY'RE JUST BARELY FUNCTIONING.
THEY'RE TRYING TO GET THROUGH THEIR DAY.
THEY'RE TRYING TO BE SAFE AND TO BE ABLE TO GO TO ALL THESE DIFFERENT SERVICES TO GET THE HELP THEY NEED IS ALMOST AN IMPOSSIBILITY.
SO ENTER THE FAMILY JUSTICE CENTER IN NORTH COUNTY THAT THE VICTIMS AND SURVIVORS HAD US CALL IT ONE SAFE PLACE.
CASE MANAGEMENT, INDIVIDUAL FAMILY THERAPY, RESTRAINING ORDERS, HOUSING NAVIGATION, WHICH WAS VERY IMPORTANT TO ME TO MAKE SURE THAT NO VICTIM WALKS IN AND WALKS OUT WITHOUT SHELTER, TRANSPORTATION, WORKFORCE READINESS AND EVERYTHING ELSE THAT YOU SEE HERE.
THE FAMILY JUSTICE CENTER MODEL BEGAN IN SAN DIEGO COUNTY.
IT BEGAN WITH CASEY GWINN AND IN SAN DIEGO PROPER.
UNFORTUNATELY, WHILE THE FAMILY JUSTICE CENTER DOWNTOWN DOES A GREAT JOB, IT IS PROHIBITIVE FOR VICTIMS IN THE NORTH COUNTY BECAUSE OF THE DISTANCE TO REALLY AVAIL THEMSELVES OF THE SERVICES AND ALSO FOR OUR LAW ENFORCEMENT DEPARTMENTS.
IT TAKES TRAVELING TOO FAR TO GET THE VICTIMS TO SERVICES.
IT'S A WORLDWIDE MODEL AND I KNOW THAT COUNCIL MEMBER, PRIYA BHAT-PATEL IS PART OF THIS FAMILY JUSTICE CENTER ALLIANCE AND HELPED US OBTAIN SOME GRANT FUNDING TO GO INTO THE CENTER. IT IS A WORLDWIDE BEST PRACTICE NOW, BUT SAN DIEGO IS LARGER THAN TWENTY ONE STATES. WE SERVE 3.3 MILLION PEOPLE AND THE DISTANCE AND THE NUMBER, THE POPULATION REQUIRES A REGIONALIZING MODEL, SO WE KNOW THAT IT PROMOTES ACCESS AND IT PROMOTES

THAT IS VERY DISPROPORTIONATE, AND THAT'S SOMETHING THAT I NOTICED WHEN I SPECIFICALLY SERVED THE NORTH COUNTY AS CHIEF, AND THAT'S WHAT SET IT IN MY MIND THAT THIS IS A NEED THAT WE NEED TO ADDRESS, A LIFE SAVING NEED.
WE TALK TO OUR VICTIMS AND COMMUNITY AND A 400 MEMBER SUMMIT IN ORDER TO ADDRESS ALL OF THEIR NEEDS IN THE CENTER, AND THE NUMBER ONE NEED WAS FOR A REGIONALIZED FAMILY JUSTICE CENTER AND THAT WE NEEDED MORE ACCESS AFTER HOURS SO PEOPLE DON'T HAVE TO LOSE THEIR JOB BEING ABLE TO GET SERVICES.
SO THIS CENTER WILL OPEN TILL NINE P.M, AND WILL ALSO BE OPEN SOME HOURS ON SATURDAY.
LAW ENFORCEMENT WILL HAVE 24-7 ACCESS TO THE CENTER FOR THEIR EMERGENCY AND THEIR ABILITY TO EXTRACT VICTIMS FROM VIOLENCE.
WE ALSO KNOW THERE'S A HUGE LINK TO HOMELESSNESS WHEN THERE IS TRAUMA, THE ACES STUDY, AND EVERYTHING TELLS US THAT THIS IS ONE OF THE NUMBER ONE DRIVERS FOR HOMELESSNESS, FOR WOMEN AND CHILDREN ON THE STREET AND ALSO FOR RUNAWAY YOUTH EXPERIENCING TRAUMA EXPERIENCING EARLY SEXUALIZATION IN THEIR HOMES.
SO THERE'S GOING TO BE A VERY STRONG LINK TO HOMELESSNESS.
WITH A HOMELESS NAVIGATOR AND THE COUNTY SERVICES AGAINST HOMELESSNESS OR [INAUDIBLE] THE HOMELESS WILL BE AVAILABLE ON SITE.
CURRENTLY, WE HAVE 54 PARTNERS AND 30 THAT ARE GOING TO BE ON SITE.
A MAJOR PARTNER WILL BE PALOMAR HOSPITAL.
PALOMAR, FOR SOME OF YOU THAT MAY NOT KNOW IS THE CERTIFIED CHILD ADVOCACY CENTER FOR THE NORTH. JUST LIKE RADY CHILDREN'S HOSPITAL IS FOR CENTRAL REGION.
SO BEFORE THIS APRIL OPENING, THE PALOMAR CENTER WAS ON 5TH STREET IN ESCONDIDO.
NOW THEY WILL MOVE WITH US AS A MAJOR PARTNER.
SO WHEN POLICE YOUR CHIEF AND HIS TEAM BRING VICTIMS TO THE CENTER, THEY'RE ABLE TO DO THEIR EXAM, THEIR SEXUAL ASSAULT EXAM, THEIR DOMESTIC VIOLENCE, THEIR CHILD ABUSE EXAM AND CONTINUE ON TO GET ALL OF THEIR COMPREHENSIVE SERVICES IN ONE PLACE.
WE RENTED A LONG LEASE 12 YEARS HERE IN SAN MARCOS BECAUSE THAT WAS CENTRAL TO THE NORTH REGION, BUT ALSO BECAUSE WE COULD AFFORD THE RENT, BUT WHEN YOU SEE THE INSIDE, YOU'LL UNDERSTAND THAT THIS IS A TRUE BEAUTY AND A PLACE OF HOPE, HEALING AND JUSTICE.

IT DOESN'T EVEN HAVE TO LEAVE THE COMFORT OF ONE SAFE PLACE IN ORDER TO PARTICIPATE IN COURT HEARINGS. A VIDEO CONFERENCING ROOM WILL BE AVAILABLE TO REDUCE THE SECONDARY TRAUMA THAT GOING TO A COURTHOUSE CAN HAVE FOR SOME.
VICTIMS WILL BE ABLE TO VISIT THE DRESS TO THRIVE BOUTIQUE, WHERE FOR, PERHAPS THE VERY FIRST TIME IN THEIR LIVES, THEY CAN CHOOSE FOR THEMSELVES CLOTHING THAT THEY LIKE INSTEAD OF BEING TOLD WHAT TO WEAR BY AN ABUSER.
THERE'S A CONNECTED BEAUTY SALON WHERE LOCAL HAIR STYLISTS HAVE LINED UP READY TO GIVE HAIRCUTS FOR FREE, DIGNIFYING AND LIFTING UP OUR VICTIMS AS THEY GO TO COURT, GO TO JOB INTERVIEWS OR JUST TAKE ON NEW INDEPENDENCE IN THEIR LIVES.
A STATE OF THE ART 200 PERSON TRAINING ROOM WILL BE AVAILABLE FOR ALL MEMBERS OF OUR COLLABORATIVE AND FOR THE COMMUNITY TO RESERVE SPACE FOR CROSS TRAINING PREVENTION OR AWARENESS EVENTS.
LAW ENFORCEMENT ONSITE WILL BE AN IMPORTANT PARTNERSHIP AT ONE SAFE PLACE, AN UPSTAIRS MEZZANINE WILL BE DEDICATED TO POLICE OFFICERS AND SHERIFF'S DEPUTIES FROM ALL FOUR NORTH COUNTY AGENCIES, WHERE THEY WILL CONTINUE TO PROTECT AND SERVE THOSE THAT NEED THEM MOST.
DISTRICT ATTORNEY'S OFFICE PROSECUTORS, ADVOCATES, INVESTIGATORS AND OTHER TEAM MEMBERS WILL BE THERE TO COLLABORATE WITH MANY OTHER COMMUNITY BASED AGENCIES WHO HAVE STEPPED UP TO PROVIDE SAFETY COMFORT TO VICTIMS IN OUR COLLABORATIVE.
THERE WILL BE A TEACHING KITCHEN WHERE FAMILIES CAN TAKE COURSES ABOUT HEALTHY AND SUSTAINABLE EATING AND LEARN ABOUT NUTRITION AND SOLUTIONS FOR LONG TERM HEALTH.
THERE WILL BE PLENTY OF BREAK ROOMS FOR THE STAFF AT ONE SAFE PLACE, AS WE KNOW THE COMPASSION, FATIGUE AND VICARIOUS TRAUMA CAN BE REAL WHEN WORKING WITH SURVIVORS.
WORKOUT ROOM PROVIDE STAFF AND SURVIVORS A PLACE TO EXERCISE AND PRIORITIZE WELLNESS, AND FINALLY, THERE WILL BE PLENTY OF QUIET AND PRIVATE ROOMS FOR THERAPISTS TO PROVIDE COUNSELING OR FOR SURVIVORS JUST TO TAKE A MOMENT TO THEMSELVES.
NON-DENOMINATIONAL FAITH ROOM, SHOULD CHOOSE THAT AS PART OF THEIR PATHWAY TOWARDS HEALING. THE DESIGN ELEMENTS OF ONE SAFE PLACE HAVE SURVIVORS IN MIND.

EVERY ELEMENT HAS BEEN CREATED WITH VICTIMS AND SURVIVORS IN MIND TO THE STATE OF THE ART. IT'LL BE THE FIRST FAMILY JUSTICE CENTER THAT ALSO SERVES THE ELDERLY.
SO WE WILL HAVE APS, ADULT PROTECTIVE SERVICES ON SITE AND DETECTIVES THAT ALSO HANDLE ABUSE AGAINST SENIORS, BECAUSE WE KNOW CARLSBAD AND MANY IN THE NORTH COUNTY COMMUNITY NEED THESE KINDS OF SERVICES.
SO EVERYTHING FROM BABIES ALL THE WAY TO SENIORS WILL BE SERVED AT THE CENTER.
WE'RE VERY GRATEFUL FOR THE COMMITMENT OF CHIEF MICKEY WILLIAMS. THE COMMITTEE INCLUDED MYSELF FROM THE ADMINISTRATIVE SERVICES DIVISION AND THEN FROM THE FINANCE DIVISION, WE HAD OUR FORMER FINANCE DIRECTOR, BRIAN GREEN, ROXANNE MUHLMEISTER AND KIM R, ALL THREE FROM THE FINANCE DIVISION.
IN TOTAL, WE RECEIVED EIGHT RESPONSIVE BIDS, AND ONCE WE RECEIVED THOSE BIDS, WE FOLLOWED A TWO STEP PROCESS TO EVALUATE THOSE BIDS AND TO SCORE THEM.
EXCUSE ME. FIRST, WE EVALUATED THE BIDS BASED ON THEIR TECHNICAL ATTRIBUTES, WHETHER THEY WERE RESPONSIVE, WHETHER THEY MET THE REQUEST OF THE RFP.
WE FOLLOWED UP AND VETTED THEIR REFERENCES TO ENSURE THAT THEY'RE A RECOMMENDED FIRM.
AND THEN WE EVALUATED THEIR BIDS FOR THE AUDITING TECHNIQUES AND PROCESSES THAT THEY PRESENTED IN THEIR BIDS TO MAKE SURE THAT THE FIRM WAS A GOOD FIT FOR THE CITY AND FOR THE CITY'S NEEDS, BOTH ON AUDITING COVERAGE AND ALSO TECHNICAL ABILITIES, AND LASTLY, THE OTHER ELEMENT THAT WE EVALUATED IN THAT FIRST ROUND OF THE PROCESS WAS TO EVALUATE THE COSTS. AS YOU KNOW, HOLLY NELSON RECENTLY LEFT THE CITY OF CARLSBAD AS SHE HAD A CAREER OPPORTUNITY WITH A NEIGHBORING CITY.
SO SINCE SHE'S STILL WORKING ON HOMELESSNESS IN NORTH COUNTY, WE LOOK FORWARD TO SEEING ENGAGE WITH HER ON REGIONAL ISSUES, BUT WITH THAT, WE ARE EXCITED TO INTRODUCE CHRIS SHILLING AS THE NEW SENIOR PROGRAM MANAGER AND HOMELESS SERVICES.
CHRIS IS NEW TO THE DEPARTMENT, BUT NOT NEW TO HOMELESS SERVICES.
HE'S GOT PREVIOUS HOMELESS EXPERIENCE WITH NONPROFIT AGENCIES, INCLUDING THE REGIONAL TASK FORCE ON HOMELESSNESS.
WE ALSO HAVE LIEUTENANT ERNST, WHO IS NEW TO OVERSEEING THE HOMELESS OUTREACH TEAM, BUT SHE'S NOT NEW TO THE POLICE DEPARTMENT.
SHE'S BEEN WITH THE CARLSBAD PD FOR OVER 20 YEARS.
SO WE'RE HAPPY TO HAVE HER EXPERIENCE WITH US.
AS YOU ARE AWARE, THE CITY COUNCIL ESTABLISHED A GOAL TO REDUCE THE UNSHELTERED HOMELESS POPULATION BY 50 PERCENT OVER FIVE YEARS AND PROVIDE QUARTERLY REPORTS FOR FIVE YEARS OR UNTIL THE GOAL IS MET.
THIS IS OUR SECOND QUARTERLY REPORT IN ALIGNMENT WITH THE GOAL, AND IT COVERS THE PERIOD OCTOBER THROUGH DECEMBER OF 2021.
TO ACCOMPLISH THIS GOAL, THE CITY HAS DEVELOPED A COMPREHENSIVE PACKAGE OF INITIATIVES STRATEGICALLY DESIGNED TO MAKE BOTH SHORT TERM AND LONG TERM IMPACTS ON THE HOMELESSNESS CONCERNS IN CARLSBAD.
IN DECEMBER OF 21, THE CITY COUNCIL APPROVED THE MOST RECENT UPDATE TO THIS WORK PLAN AND THE PLAN SPECIFIC OBJECTIVES.
THE PUBLISHED QUARTERLY REPORT IN FRONT OF YOU DETAILS THE MEASURABLE PROGRESS THAT WE'VE MADE IN THE CITY'S EFFORTS TOWARDS THE OVERALL GOAL OF REDUCING HOMELESSNESS FOR THE PERIOD OF OCTOBER THROUGH DECEMBER.
THE RESULTS ACROSS MOST MEASURES ARE FAIRLY CONSISTENT, WITH THE FIRST QUARTER OF RESULTS SHOWING STEADY PROGRESS CONTINUING TO BE MADE TOWARDS THE CITY COUNCIL GOAL, AND WE ARE ALSO BUILDING UPON PROGRESS FROM THE FIRST QUARTER AND WITH THE IMPLEMENTATION OF NEW TOOLS SHOWING PROMISING RESULTS.
IN TERMS OF THE SPECIFIC WORK PLAN APPROVED IN THIS FISCAL YEAR BUDGET, I'M PLEASED TO REPORT THAT ALL TASKS ARE ON TRACK AND DEADLINES ARE BEING MET.
THROUGH DECEMBER 31ST, THE CITY HAS EXPENDED APPROXIMATELY $1.3 MILLION TO IMPLEMENT THE WORK PLAN. THE PIE CHART HERE SHOWS THE BREAKDOWN OF HOW THE FUNDS HAVE BEEN SPENT A HIGH PRIORITY TOWARDS ADDRESSING THE SCHOOL IS AN ACTIVE HOMELESS OUTREACH TEAM KNOWN AS THE HOT TEAM. THE POLICE OFFICERS ON THE HOT TEAM WORK WITH SOCIAL WORKERS FROM INTERFAITH COMMUNITY SERVICES TO HELP CONNECT FOLKS IN THE FIELD WITH APPROPRIATE SERVICES.
THERE ARE ALSO A NUMBER OF THIRD PARTY CONTRACTS FOR PORTABLE TOILETS, ENCAMPMENT CLEANUP AND RAPID REHOUSING EFFORTS.
WITH THAT, TO GO OVER SPECIFIC ACCOMPLISHMENTS WITH THESE RESOURCES, I WILL TURN THE PRESENTATION OVER TO MR. SHILLING. THANK YOU.

MOST IMPORTANTLY, WE TRANSITIONED 15 PEOPLE FROM HOMELESSNESS INTO PERMANENT HOUSING.
DURING THE QUARTER, WE HAD TWO HUNDRED AND SIXTY NINE UNDUPLICATED CONTACTS, AND WE'RE ABLE TO SECURE SHELTER PLACEMENTS FOR TWENTY NINE PEOPLE.
WE ALSO ASSISTED WITH EIGHT MOTEL VOUCHER NIGHTS OVERSAW FIFTEEN ENCAMPMENT CLEANUPS AND ENGAGED IN TWO THOUSAND ONE HUNDRED AND SIXTY NINE POLICE CALLS FOR SERVICE.
THESE POLICE CALLS FOR SERVICE MEMBERS WILL BE FURTHER EXPLAINED LATER IN THE PRESENTATION. DURING THE QUARTER, WE EXPENDED OUR ONE TIME FUNDING FROM THE STATE FOR RAPID REHOUSING SERVICES AND ENTERED INTO A BRIDGE CONTRACT TO CONTINUE THESE SERVICES UNTIL A NEW CONTRACT COULD BE APPROVED.
CRC, IN PARTNERSHIP WITH THE CITY'S HOUSING NAVIGATOR, WERE ABLE TO PLACE 10 INDIVIDUALS INTO PERMANENT HOUSING.
THEY BRIDGED FIVE PEOPLE TO HIGHER LEVEL CARE AND SCREENED AND COMPLETED INTAKES FOR 17 NEW CLIENTS, ALL EXPERIENCING HOMELESSNESS IN THE CITY OF CARLSBAD.
A NEW TWO YEAR, THREE HUNDRED AND FIFTY THOUSAND PER YEAR CONTRACT WAS APPROVED IN DECEMBER 2021 AND STARTED IN FEBRUARY 2022.

OUR CONTRACTED SOCIAL WORKERS ENGAGED WITH TWO HUNDRED AND TWENTY SIX UNIQUE INDIVIDUALS FROM OCTOBER 1ST TO DECEMBER THIRTY FIRST.THEY WERE ABLE TO BRIDGE TWENTY NINE OF THEM INTO SHELTER AND FOUR INTO PERMANENT HOUSING WITH ASSISTANCE FROM THE CITY'S HOUSING NAVIGATOR.
THIRTY FOUR PEOPLE WERE REFERRED TO PROGRAMS FOR MENTAL SUBSTANCE USE AND OTHER HEALTH CARE. THROUGHOUT THE QUARTER, SEVENTY TWO PERCENT OF PEOPLE EXPERIENCING HOMELESSNESS WHO WERE CONTACTED ACCEPTED SOME TYPE OF SERVICE.
THIS IS IMPORTANT BECAUSE CONTINUAL ENGAGEMENT ALLOWS US TO ESTABLISH RAPPORT AND BUILD TRUST. SOMEONE MIGHT NOT BE READY OR WILLING TO ACCEPT SHELTER OR HOUSING SERVICES FROM US DURING THE FIRST FEW ENGAGEMENTS, BUT EACH INTERACTION IS HELPING US BUILD TOWARDS THE MOMENT WHEN THEY WILL BE WILLING TO WORK WITH US TOWARDS PERMANENT HOUSING OPTIONS.
THE TYPES OF SERVICES BEING PROVIDED IS ALSO A QUESTION WE HAVE RECEIVED.
THIS CHART REPRESENTS AN EXAMPLE OF THE TYPES OF SERVICES THAT PEOPLE ARE ACCEPTING, WHICH INCLUDES A WIDE RANGE OF SERVICES FROM PROVIDING INFORMATION TO PROVIDING REFERRALS TO PROGRAMS THAT CAN HELP PEOPLE REUNIFY WITH FAMILY FOR OTHER NATURAL SUPPORTS.

NOW WE WOULD LIKE TO SHARE A SUCCESS STORY FROM A CLIENT WE WORKED WITH DURING THE QUARTER, WHO WE WILL REFER TO AS THEO.
THEO HAD BEEN LIVING OUTSIDE IN CARLSBAD FOR ALMOST FIVE YEARS WHEN HE ENCOUNTERED THE HOMELESS OUTREACH TEAM AND THE HOUSING NAVIGATOR.
HE FOUND HIMSELF WITHOUT A HOME AFTER HE LOST HIS EMPLOYMENT.
HIS MARRIAGE ENDED AND HE HAD NOWHERE TO GO BUT OUTSIDE WITH A SMALL AMOUNT OF SOCIAL SECURITY INCOME.
HE HAD ONLY ENOUGH RESOURCES FOR FOOD.
HE DIDN'T KNOW HOW TO TAKE THE NEXT STEP TO FIND A HOME INDOORS.
THEO DECIDED TO TAKE A CHANCE ON BUILDING TRUST WITH THE SERVICE PROVIDERS AND BEGIN APPLYING TO FIND A NEW PLACE TO LIVE.
WITH THE HELP OF A HOUSING CHOICE VOUCHER AND CONVERSATIONS WITH NUMEROUS LANDLORDS, THEO FOUND A PLACE TO BE HIS HOME JUST BEFORE THE END OF THE YEAR.
HE FEELS LIKE HE CAN FINALLY BREATHE AGAIN AND IS GLAD TO HAVE A SAFE HOME.
WHAT WORKED FOR THEO? THE HOMELESS OUTREACH TEAM WORKED WITH THEO TO HELP PROVIDE HYGIENE ITEMS AND CONNECTED HIM TO THE HOUSING NAVIGATOR.
THE CITY'S HOMELESS SERVICES STAFF HELPED HIM APPLY FOR AND MONITOR HIS POSITION ON THE CITY'S SECTION EIGHT RENTAL ASSISTANCE PROGRAM WAITING LIST.
THE CARLSBAD HOUSING AUTHORITY HAD FUNDING TO ISSUE A LIMITED NUMBER OF HOUSING CHOICE VOUCHERS TO THOSE EXPERIENCING HOMELESSNESS IN CARLSBAD.
THE CITY'S HOUSING NAVIGATOR HELPED THEO OBTAIN CRITICAL DOCUMENTS, FIND APARTMENTS AND FILL OUT RENTAL APPLICATIONS.
THROUGH THE CITY'S CONTRACT WITH THE COMMUNITY RESOURCE CENTER, THEO GOT HELP WITH HIS SECURITY DEPOSIT, RENTAL INSURANCE AND FURNITURE.
THEO IS NOW IN PERMANENT HOUSING AND IS ADJUSTING TO LIFE INSIDE.

THANK YOU. THE HOMELESS OUTREACH TEAM IS DEDICATED TO CONNECTING INDIVIDUALS EXPERIENCING HOMELESSNESS JUST SHORT AND LONG TERM HOUSING OPTIONS, ASSISTING INDIVIDUALS IN RECEIVING TREATMENT FOR MENTAL ILLNESS AND SUBSTANCE ABUSE, AND CONNECTING INDIVIDUALS WITH BENEFITS WHEN ELIGIBLE.
THE HOMELESS OUTREACH TEAM ALSO RECOGNIZES OUR RESPONSIBILITY IN THE ENFORCEMENT OF CRIMINAL ACTS COMMITTED BY INDIVIDUALS EXPERIENCING HOMELESSNESS.
ON NOVEMBER 11TH, THE POLICE DEPARTMENT BEGAN ENFORCING THE NEWLY ADOPTED QUALITY OF LIFE MUNICIPAL CODES REGULATING CONDUCT SUCH AS UNLAWFUL CAMPING, UNLAWFUL FIRES, STORAGE OF PERSONAL PROPERTY IN PUBLIC PLACES, SOLICITATION, TRESPASSING, OBSTRUCTION OF PROPERTY, DISORDERLY CONDUCT AND ALCOHOL RELATED OFFENSES.
SINCE NOVEMBER 11TH, THE POLICE DEPARTMENT ISSUED FIFTY EIGHT CITATIONS FOR MUNICIPAL CODE VIOLATIONS THIRTY ONE OF WHICH WERE THE AMENDED QUALITY OF LIFE MUNICIPAL CODES UNDER TITLE VIII. IT IS IMPORTANT TO NOTE THAT ONE INDIVIDUAL MAY HAVE RECEIVED MULTIPLE CITATIONS. POLICE OFFICERS WILL CONTINUE TO USE THEIR DISCRETION TO ISSUE WARNINGS AND CITATIONS AND MAKE MISDEMEANOR ARRESTS, AS WE BELIEVE IT IS STILL IMPORTANT TO BALANCE OUTREACH WITH ENFORCEMENT.
THE EMERGENCY VOUCHER PROGRAM WAS APPROVED TO PROVIDE INDIVIDUALS EXPERIENCING HOMELESSNESS WITH TEMPORARY SHELTER WHILE WAITING TO BE BRIDGED INTO MORE PERMANENT HOUSING WHEN THERE IS NO OTHER SHORT TERM HOUSING AVAILABLE.
CANDIDATES FOR THE VOUCHER PROGRAM MUST ADHERE TO STRICT RULES AND MEET THE CRITERIA, WHICH INCLUDES THEIR WILLINGNESS TO ASSIST SOCIAL WORKERS IN DEVELOPING LONG TERM HOUSING SOLUTIONS. SINCE THE PROGRAM BEGAN ON OCTOBER 11TH THROUGH DEC.

URBAN CORPS OF SAN DIEGO IS CONTRACTED TO WORK WITH THE CITY OF CARLSBAD AND ATTACHED TO THE HOMELESS OUTREACH TEAM FOUR DAYS A WEEK FROM 7:00 A.M.
WHILE THEY ARE IN THE CITY, THEY ARE RESPONSIBLE FOR HELPING TO KEEP THE CITY FREE OF DEBRIS RELATED TO THOSE EXPERIENCING HOMELESSNESS BY ASSISTING IN CAMP CLEANUPS, POWER WASHING AND LITTER REMOVAL.
URBAN CORPS FOLLOWS A LITTER REMOVAL SCHEDULE DEVELOPED BY THE HOMELESS OUTREACH TEAM BASED ON THEIR OBSERVATIONS AND CONCERNS SUBMITTED FROM THE COMMUNITY MEMBERS FROM OCTOBER 1ST THROUGH DEC.
31ST URBAN CORPS ASSISTED THE HOMELESS OUTREACH TEAM WITH THE REMOVAL OF 15 CAMPS.
IT IS IMPORTANT TO NOTE THAT URBAN CORE AND THE HOMELESS OUTREACH TEAM ARE NOT RESPONSIBLE FOR LITTER REMOVAL ON STATE OWNED OR PRIVATELY OWNED PROPERTY.

OUR EFFORTS CONTINUE TO IMPROVE WITH YOUR COLLABORATION.
NOW, I WOULD LIKE TO HIGHLIGHT A RECENT SUCCESS STORY, AND WE WILL CALL THIS PERSON DANIEL. DANIEL WAS BORN AND RAISED IN CARLSBAD.
UNFORTUNATELY, THROUGHOUT HIS LIFE, HE BATTLED DRUG AND ALCOHOL ADDICTION AND SUFFERED FROM PSYCHOLOGICAL DISORDERS.
WHEN DANIEL'S PARENTS PASSED AWAY IN THE FAMILY, HOME WAS SOLD IN APRIL 2020, DANIEL FOUND HIMSELF HOMELESS.
IN THE SAME MONTH, DANIEL WAS DETAINED FOR TRESPASSING IN A VACANT HOME.
THE HOMELESS OUTREACH TEAM RESPONDED AND BEGAN TO HELP DANIEL.
DANIEL AND HOT REMAINED IN COMMUNICATION AS DANIEL WORKED ON HIS COMMITMENT TO RECOVERY THROUGHOUT 2020, BUT HIS PROGRESS WAS SLOW.
IN MAY 2021, DANIEL COMPLETED A SCREENING FOR HOUSING AND SUPPORTIVE INTERVENTION IN JULY 2021, DANIEL WAS LINKED WITH SAN DIEGO HEALTH AND HOUSING SERVICES FOR GENERAL RELIEF.
A MONTH LATER, IN AUGUST, 2021, DANIEL WAS REFERRED TO AND ACCEPTED INTO THE GRADUATE LODGING PROGRAM.
HOT OFFICERS WHO NEVER GAVE UP ON DANIEL PERSONALLY TRANSPORTED DANIEL TO THE PROGRAM IN NOVEMBER. 2021 DUE TO DANIEL'S DETERMINATION AND HOT'S PERSISTENCE, HE ENTERED A PIVOTAL POINT IN HIS LIFE AND BEGAN TO TURN A CORNER.
HOT OFFICERS ASSISTED DANIEL WITH SECURING A JOB INTERVIEW AND TRANSPORTED HIM THERE ON THE DAY OF THE INTERVIEW.
ALTHOUGH HE DIDN'T GET THE JOB, HE WAS NOT DISCOURAGED.
FOR THE LAST TWO YEARS, DANIEL SLEPT ON THE STREETS OF CARLSBAD OR IN A MOTEL VOUCHER PROGRAM OUTSIDE OF THE CITY.
WE ARE HAPPY TO ANNOUNCE THAT DANIEL MOVED INTO HIS OWN APARTMENT IN JANUARY 2022 AND REMAINS SOBER. IN A RECENT INTERVIEW, DANIEL SAID IT IS HARD BEING ON THE STREETS WHEN YOU'RE HIGH, BUT IT WASN'T UNTIL I WAS LIVING ON THE STREETS SOBER THAT I REALIZED I WAS WASTING MY LIFE.
DANIEL WENT ON TO CREDIT MEMBER OF HOT AND SAID THEY ARE RESPONSIBLE FOR HIS COMEBACK.
DANIEL KNOWS THAT STRUGGLING WITH ADDICTION IS DIFFICULT AND REALIZES THAT CONTRIBUTED TO HIS STUBBORN ATTITUDE WHEN HE WAS OFFERED ASSISTANCE AND DECLINED.
THIS IS JUST ONE OF THE MANY EXAMPLES WHERE THE POLICE DEPARTMENT'S HOMELESS OUTREACH TEAM ACTS AS MORE THAN JUST THE ENFORCERS, BUT THE GUARDIANS OF THE CITY OF CARLSBAD.
DANIEL HAS OFFERED HIS ASSISTANCE TO HOT IN THE FUTURE WITH THOSE THEY ENCOUNTER THAT ARE SERVICE RESISTANT BASED ON ADDICTION.

SO WHAT WORKED FOR DANIEL? THE HOMELESS OUTREACH TEAM WORKED WITH DANIEL, CONNECTING HIM TO SUBSTANCE ABUSE AND ADDICTION PROGRAMS. GENERAL RELIEF BENEFITS PROVIDED FOR A STABLE INCOME SERVICES CONTINUE TO REMAIN AVAILABLE, WHILE DANIEL RESISTED CHANGE, WHICH HELPED TO BUILD TRUST WITH DANIEL OVER TIME. AGAIN, WE ARE HAPPY TO SHARE THAT DANIEL IS CURRENTLY HOUSED AND IS COMMITTED TO HIS SOBRIETY, AND AT THIS TIME I WOULD LIKE TO TURN IT BACK OVER TO MR. SHILLING. AND WE'VE HAD INCIDENTS IN CARLSBAD WITH OUR TRANSIENT POPULATION THAT ARE QUITE FRIGHTENING IN THE LAST COUPLE OF YEARS AS WELL, AND SO THE NUMBER ONE CONCERN THAT I'M HEARING IS, ARE WE IMPROVING PUBLIC SAFETY OR ARE WE MAKING IT SAFER FOR THE PEOPLE WHO LIVE IN CARLSBAD AND WHO WORK IN CARLSBAD AND WHO WERE VISITING CARLSBAD? THOSE DECISIONS WILL INFORM THE VARIOUS DEPARTMENT WORK PLANS TO BE INCORPORATED IN THE CITY'S FISCAL YEAR 2022-23 OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM BUDGET.

SPECIFIC TO OTHER CIP PROJECTS, THERE ARE MULTIPLE PROJECTS THAT ARE ANTICIPATED TO REQUIRE EXPENDITURES OF MORE THAN A MILLION DOLLARS IN CITY FUNDS.
CERTAIN OF THOSE CIP PROJECTS MAY NOT BE ELIGIBLE FOR EXCEPTIONS TO THE PROVISIONS OF PROPOSITION H AND WOULD THUS REQUIRE APPROVAL BY VOTERS.

I'M AWARE IF THE CITIZENS DO APPROVE A MEASURE H BALLOT, THAT DOESN'T MEAN THE FACILITY GETS BUILT RIGHT AWAY, THAT SIMPLY GIVES US THE ABILITY TO EXPEND MORE THAN A MILLION DOLLARS ON THAT FACILITY, AND IN MANY CASES, IT'S GOING TO BE SEVERAL YEARS AFTER THE CITIZENS GIVE US THAT APPROVAL, AND SO WE HAVE PLENTY OF TIME TO HAVE A DISCUSSION ABOUT, YOU KNOW, MAYBE WHAT IT COSTS TO OPERATE.

I'M ALSO CONCERNED THAT WE DISENFRANCHISE THE PEOPLE WHO PARTICIPATED IN THAT JANUARY TWENTY SIX MEETING AND THAT WALKED AWAY FROM THAT MEETING KNOWING THAT THERE WAS A VOTE TO DO THAT AND WHAT THE DIRECTION WAS, AND IT WAS QUITE CLEAR.

IS THERE A COMPROMISE IN THERE SOMEWHERE THAT STAFF CAN REACH AND WE CAN STILL FEEL COMFORTABLE FOR NOVEMBER ELECTION? I WILL DEFER TO THE CITY MANAGER FROM PARKS AND REC STAFF, WE CAN MAKE THE DATES IN NOVEMBER. YEAH, FROM A NOVEMBER PERSPECTIVE, WE ABSOLUTELY CAN, BECAUSE THAT ALSO GIVES US AN OPPORTUNITY TO HEAR COUNSEL'S PERSPECTIVE ABOUT THE STRATEGIC PLANNING EFFORTS AND COUNCIL, IF YOU WANT TO GIVE US DIRECTION ON SOME OF THE PRIORITIZATION OF THOSE.

FOR INSTANCE, CITY COUNCIL ENDED UP DECIDING TO MAKE HOMELESSNESS ONE OF THEIR TOP PRIORITIES. CITY COUNCIL ALSO DECIDED TO SIGNIFICANTLY INVEST IN OUR FIRE THROUGH THE CITY GATE STUDY, SO THERE WERE SOME THINGS THAT REALLY WERE ULTIMATELY CHANGED CIRCUMSTANCES.
AND THAT'S WHY WE DID WANT TO BRING THIS FORWARD FOR COUNCIL'S CONSIDERATION.
THERE WAS NO INTENT TO TRY AND SUBVERT OR RUN OVER PREVIOUS COUNCIL'S DIRECTIONS.
