AND TONIGHT'S REALLY AN EXCITING NIGHT FOR ME AND I THINK FOR THE COMMUNITY AND THIS COUNCIL.

IT'S NOT OFTEN WHEN WE GET A FAMILY MEMBER WHO'S BACK IN TOWN THAT WE HAVE A CHANCE TO HONOR.

AND THE PACKARD FAMILY, YOU KNOW, WE START THINKING ABOUT RON AND ALL THE DIFFERENT MEMBERS OF THE FAMILY.

WE REALLY GO BACK DECADES IN CARLSBAD AND WHAT THEY'VE BEEN ABLE TO GIVE TO THIS COMMUNITY.

AND TONIGHT, WE WANT TO HEAR FROM RON PACKARD AND JUST A LITTLE BIT FOR THOSE OF YOU IN THE AUDIENCE WHO DON'T KNOW RON, WHO'S BEEN HERE SINCE REALLY CLEAR BACK INTO THE SIXTIES WHEN HE WAS ELECTED TO SCHOOL BOARD AND HE WAS ON SCHOOL BOARD FROM 64, 1964 TO 1976 WHEN HE WAS ELECTED TO CARLSBAD CITY COUNCIL.

AND THEN IN 1978, HE WAS ELECTED MAYOR TO THE CITY OF CARLSBAD UNTIL 1982 AND THEN BECAME VERY EXCITING. RON RAN FOR US CONGRESS.

AND HE LOST IN THE PRIMARY BY 92 VOTES.

BUT HE DIDN'T GIVE UP.

NEITHER DID THE COMMUNITY.

AND I CAN REMEMBER ALL OF US AT THAT TIME THE SUPPORT IN THIS COMMUNITY.

HE WAS ONE OF A VERY FEW PEOPLE EVER ELECTED TO CONGRESS BY A WRITE IN VOTE.

AND SO I THINK THAT'S SOMETHING FOR RON, FOR YOU TO BE PROUD OF AND ALSO THE COMMUNITY AND FOR WHAT YOU'VE GIVEN US FOR THESE MANY, MANY YEARS.

SO ALSO, WHEN YOU THINK BACK TO THOSE TIMES TOO, ONE OF THE MOST IMPORTANT ISSUES BACK IN THE 80S WAS ALSO GROWTH.

AND YOU WERE REALLY AT THE FOREFRONT WHEN WE THINK OF GROWTH MANAGEMENT, I THINK YOU WERE THE ONE THAT ACTUALLY STARTED THE CONVERSATION BACK IN THE EARLY EIGHTIES.

SO IF YOU'D LIKE, PLEASE COME UP AND SAY A FEW WORDS.

WE'RE SO PROUD TO HAVE YOU HERE.

[APPLAUSE] I'M REALLY PROUD TO BE HERE TODAY. I'M PROUD OF EACH ONE OF YOU, ESPECIALLY YOU WHO ARE SERVING ON THE CITY COUNCIL AND THE MAYOR, AND ESPECIALLY THE MAYOR WHO HAS SERVED SO LONG.

PUBLIC SERVICE IS A REMARKABLE THING TO DO, I BELIEVE.

I, LIKE MATT SAID, I SHOULD SAY, MR. MAYOR, I HONOR YOU AS THE MAYOR.

I DID SERVE FOR 18 YEARS.

YES, 18 YEARS IN LOCAL GOVERNMENT HERE IN CARLSBAD.

ALL OF IT HERE IN CARLSBAD.

AND THEN I WAS ELECTED TO CONGRESS, AS THE MAYOR SAID, WITHOUT MY NAME ON THE BALLOT.

THAT'S NOT A GOOD IDEA.

I WOULDN'T RECOMMEND IT TO ANYBODY.

BUT IT WAS A UNIQUE SITUATION.

AND THE ONE THAT DID ULTIMATELY WIN THE PRIMARY WAS REALLY NOT A GOOD PERSON.

AND AS A RESULT, THERE WAS AN OUTCRY FOR SOMEONE ELSE TO RUN.

AND THE ONLY WAY I COULD RUN IS WITHOUT MY NAME ON THE BALLOT, BECAUSE I HAD I WAS A CANDIDATE IN THE PRIMARY.

AND THEN I SERVED 18 YEARS IN THE CONGRESS OF THE UNITED STATES, AND THAT WAS A RARE PRIVILEGE AS WELL.

I DID HAVE SOME, SOME INFLUENCE IN MAKING CARLSBAD WHAT IT IS TODAY.

TO ME, CARLSBAD IS NOW ONE OF THE PREMIER CITIES OF THE STATE, ONE OF THE BEST CITIES OF THE STATE.

AND IT WAS PROBABLY LARGELY BECAUSE OF A MEETING OR ACTUALLY A RETREAT THAT I CALLED FOR AS THE MAYOR OF THE CITY COUNCIL AND THE CITY MANAGER.

AND WE DETERMINED THAT CARLSBAD HAD TO MAKE SOME CHANGES IN ITS DEVELOPMENT.

IT WAS A CITY WHEN I WAS FIRST ELECTED TO OFFICE IN CARLSBAD, WHERE THE BULK OF THE REVENUE FOR CARLSBAD CAME FROM PROPERTY TAXES AND THE BULK OF OUR PROPERTY TAXES CAME FROM THE GAS AND ELECTRIC PLANT.

IN FACT, 52% OF EVERY DOLLAR THAT CAME INTO THE CITY CAME FROM THE GAS AND ELECTRIC PLANT WHEN I FIRST CAME INTO CITY GOVERNMENT.

AND THEN THE STATE PASSED A PROPOSITION CALLED PROPOSITION 13.

SOME OF YOU MAY REMEMBER IT.

IT'S WHERE THE STATE REQUIRED THAT ALL PROPERTY TAXES WAS EQUALLY DISTRIBUTED AMONG THE VARIOUS CITIES AND COUNTIES OF THE STATE.

AND IT LITERALLY GUTTED THE [INAUDIBLE] TO CARLSBAD.

AND SO IN OUR RETREAT, WE DETERMINED THAT WE WOULD DIVIDE OUR REVENUES INTO FOUR CATEGORIES, FOUR FUNDAMENTAL CATEGORIES.

PROPERTY TAX BEING ONE OF THEM, AND SALES TAX BE ANOTHER, WHICH WE HAD VIRTUALLY NO SALES TAX IN THE CITY AT THE TIME.

AND TOT TAXES TRANSIT OCCUPANCY TAX WHICH WAS FROM REVENUES FROM THE RENTAL OF HOTELS AND MOTEL ROOMS AND THEN FINES AND FEES AND OTHER WAYS OF RAISING MONEY.

AND WE DETERMINED THAT WE WANTED TO DIVIDE THOSE REVENUE BASES INTO THOSE FOUR CATEGORIES.

VIRTUALLY, WE HAD NONE OF THEM.

ALL WE HAD IS PROPERTY TAXES.

AND THEN WE DID SOME INCENTIVES.

I MET WITH THE WITH THE OWNERS OF THE VARIOUS AUTO AGENCIES IN OCEANSIDE.

ALMOST ALL OF THE AUTO AGENCIES AT THAT TIME WERE IN OCEANSIDE.

AND WE DETERMINE IF WE HELP THEM TO DEVELOP CAR COUNTRY.

AND AT THE TIME THERE WAS NO CAR COUNTRY IN ALL OF THE ALL OF THE UNITED STATES.

IT WAS THE FIRST AUTO MALL IN THE COUNTRY.

THERE WAS NONE. IT WAS A NEW CONCEPT.

AND WE TOLD THE AUTO OWNERS THAT WE WOULD PUT IN THE THE CURB, GUTTER AND SIDEWALK AT OUR EXPENSIVE CITY EXPENSE IF THEY CAME TO CARLSBAD AS A AS AN AUTO KIND OF AN AUTO COUNTRY.

THEY AGREED. LOOK WHAT COUNTRY BECAME.

I DON'T KNOW WHAT YOU'RE 28 OR 29.

THE AGENCY'S OUT THERE AND EVERY CAR THAT'S SOLD IN IN CAR COUNTRY, THERE'S SOME REVENUE THAT COMES INTO THE CITY.

IT REALLY LITERALLY CHANGED THE SALES TAXES IN THE CITY.

IT'S BEEN A GREAT BLESSING TO THE CITY.

WE ALSO MET WITH THE SOME OF THE MAJOR STORES MAKE COMPANY PANEL OPINIONS AND. THEY WERE THEY WANTED TO SETTLE IN OCEANSIDE.

AND WHEN WE MET WITH HIM, WE OFFERED TO PAY AS A CITY FOR THE PARKING AREA IN CAR COUNTRY, I MEAN, IN THE CITY REGIONAL MALL.

AND THEY AGREED TO COME TO CARLSBAD BECAUSE OF THAT.

AND AGAIN, THAT WAS A SIGNIFICANT INCREASE IN THE REVENUES OR SALES TAX.

WE ALSO IMPROVED THE THE BEACH AREA OF CARLSBAD AND PUT A WINDING SIDEWALK ON THE UPPER BLUFF AND A WINDING SIDEWALK DOWN ON THE ON THE ON THE WATER EDGE.

AND THAT WAS INCENTIVES FOR MAJOR HOTELS TO COME TO CARLSBAD.

THAT WAS A HUGE INCREASE OF TOT TAX.

THEN WE JUST DECIDED

TO DEVELOP IN A NEW DEVELOPMENT PLAN IN CARLSBAD, WHERE WE WOULD DIVIDE THE CITY INTO FOUR QUADRANTS, FOUR EQUAL QUADRANTS.

AND WE DETERMINED THAT WE WOULD DEVELOP EACH QUADRANT BASICALLY WITH EQUAL FACILITIES SUCH AS PARKS, RECREATION, POLICE, FIRE AND OTHER OTHER PUBLIC FACILITIES.

WHEN WE WERE DONE, IT IT WAS AMAZING.

WE THOUGHT IT WOULD TAKE QUITE A PERIOD OF TIME FOR IT TO THOSE THOSE BALANCED REVENUES TO COME TO CARLSBAD.

BUT IT HAPPENED A LOT FASTER THAN WE THOUGHT IT WOULD.

AND AS A RESULT, CARLSBAD WAS ABLE TO DEVELOP WHAT WE CALL A WHAT WAS IT CALLED? ANYWAY, IT WAS A OPERATIONAL BUDGET.

AND THEN WE ALSO DEVELOPED A A CAPITAL IMPROVEMENT BUDGET.

AND BEFORE LONG, WE HAD A MAJOR CAPITAL IMPROVEMENT BUDGET WHICH ALLOWED THE CITY TO PUT IN PUBLIC AGENCIES AND PUBLIC SERVICES.

VERY FEW CITIES AT THE TIME HAD A CAPITAL IMPROVEMENT BUDGET, BUT CARLSBAD HAD ONE THAT WAS ALMOST EQUAL TO ITS OPERATIONAL BUDGET.

SO IT WAS JUST A REMARKABLE PROCESS OF CHANGING THE REVENUE SYSTEM FOR CARLSBAD.

AS A RESULT, CARLSBAD HAS REALLY DEVELOPED INTO A WONDERFUL, BEAUTIFUL, LIKE I SAY, ONE OF THE PREMIER CITIES OF THE STATE.

AND IT WAS ALL BECAUSE OF PEOPLE LIKE YOU.

IT CONTINUED TO THAT WONDERFUL SERVICE TO BUILD CARLSBAD AS A PREMIER CITY.

I'M GRATEFUL FOR THE PRIVILEGE I HAD OF BEING INVOLVED IN THE CITY OF CARLSBAD FOR A LONG TIME.

AND I'M GRATEFUL FOR YOU, WHICH HAS BEEN WILLING TO RUN FOR OFFICE AND SERVE IN PUBLIC SERVICE.

IT'S A WONDERFUL PRIVILEGE.

YOU OUGHT TO ENJOY IT. I HOPE YOU REALLY DO LOVE WHAT YOU DO.

I'M GRATEFUL FOR THIS CITY.

IT'S A MARVELOUS PLACE TO LIVE.

IT'S A MARVELOUS PLACE TO, I ONLY MOVED OUT OF THE CITY BECAUSE OF FAMILY.

MY SONS ALL LIVED HERE IN CARLSBAD, AND MY DAUGHTERS ALL LIVED UP IN UTAH.

AND AFTER SERVING HERE IN CARLSBAD FOR 62 YEARS WITH MY SONS, THE DAUGHTER SAID, YOU GOT TO MOVE UP AND BE WITH US.

AND SO THAT'S THE REASON WE LANDED IT.

WE OTHERWISE WE WOULD HAVE PROBABLY NEVER LEFT CARLSBAD.

AND I CONGRATULATE YOU FOR YOUR SERVICE AND WHAT YOU DO.

I COMPLIMENT THE CITY ON ITS GREAT PROGRESS.

I'M PROUD TO BE BACK AMONG YOU.

I, WHEN I TALK ABOUT OUR COMMUNITY TO YOUNG FOLKS, I TALKED ABOUT MY JOB AS A CURRENT COUNCIL MEMBER.

I COMPARE IT TO GRANDPA WORKED FOR MANY, MANY, MANY YEARS AND HE BUILT UP A HOUSE AND A SAVINGS.

AND THEN I INHERITED IT.

AND IT'S MY JOB TO MAKE SURE THAT I TAKE CARE OF THAT INHERITANCE SO I CAN PASS IT TO MY CHILDREN AND GRANDCHILDREN.

SO IT'S BECAUSE OF YOU, BUD LEWIS, MATT, OTHERS WHO I LOOK AT YOU GUYS AS THE GRANDPARENTS WHO TOOK MANY, MANY YEARS DEVELOPING THIS CITY AND WE ARE SO FORTUNATE TO HAVE INHERITED SOMETHING THIS GREAT AND IT'S AND WE AND WE DON'T TAKE IT LIGHTLY.

WE'RE GOING TO TAKE CARE OF IT AND WE'LL PASS IT ON TO OUR CHILDREN AND GRANDCHILDREN, MUCH LIKE YOU DID TO US.

AND BEFORE I READ THIS PROCLAMATION, I JUST HAVE TO SAY, YOU KNOW, MOST OF OUR CITIZENS GET REALLY EXCITED WHEN THERE'S A NEW PARK OPENING AND WE SEE THE NEW FLOWERS, THE NEW BENCHES, THE NEW TREES OR STREETSCAPE OR SOMETHING, SOMETHING BEAUTIFUL.

AND OF COURSE, WE GET EXCITED ABOUT THAT, TOO.

BUT THOSE OF US WHO HAVE BEEN INVOLVED IN MAYBE BUILDING STREETS OR STORM DRAINS OR SEWERS OR, YOU KNOW, GAS OR WHATEVER THE CASE MAY BE, WE WE REALLY GET EXCITED ABOUT WHAT'S UNDERNEATH THE ROAD.

AND WE REALLY GET EXCITED ABOUT WE LIVE IN A CITY WITH NO POTHOLES.

AND SO WHEN WE ATTEND EVENTS, WE'RE KIND OF NOT LOOKING AT THE SAME THINGS THAT THE REST OF THE CITIZENS ARE LOOKING AT.

AND I JUST SAY THAT BECAUSE I DON'T KNOW HOW TO DRAW AN EQUIVALENCY HERE, MAYBE WITH A SPORTS TEAM, BUT WE'RE NOT THE STAR FOOTBALL PLAYERS OR THE THE ONES WHO GET ALL THE PRESS AND THE ONES WHO DO ALL THE RIBBON CUTTINGS.

BUT WE'LL WE'LL WIN THE GAME FOR YOU, WHETHER IT'S AN OFFENSIVE LINE OR A DEFENSIVE LINE, AND PROTECT WHAT NEEDS TO BE PROTECTED.

IT IS PUBLIC WORKS WEEK, WHEREAS PUBLIC WORKS PROFESSIONALS FOCUS ON INFRASTRUCTURE, FACILITIES AND SERVICES THAT ARE OF VITAL IMPORTANCE TO SUSTAINABLE AND RESILIENT COMMUNITIES AND TO THE PUBLIC HEALTH, HIGH QUALITY OF LIFE AND WELL-BEING OF THE PEOPLE OF CARLSBAD.

AND WHEREAS, THE PUBLIC WORKS PROFESSIONALS ARE RESPONSIBLE FOR REBUILDING, IMPROVING AND PROTECTING OUR TRANSPORTATION, WATER SUPPLY, WATER TREATMENT AND SOLID WASTE SYSTEMS, PUBLIC BUILDINGS AND FACILITIES ESSENTIAL FOR OUR CITIZENS.

AND. WHEREAS, THE THEME OF THIS YEAR'S NATIONAL PUBLIC WEEK IS READY AND RESILIENT, HIGHLIGHTING THE ABILITY OF THESE PUBLIC WORKS SUPERHEROES TO PERFORM REGULAR DUTIES, BE READY AT A MOMENT'S NOTICE, TO REACT AS FIRST RESPONDERS DURING NATURAL DISASTERS, AND TO OVERCOME CHALLENGES ENCOUNTERED IN THE FIELD.

NOW, THEREFORE, I COUNCIL MEMBER PETER NORBY, ON BEHALF OF THE MAYOR AND CITY COUNCIL, DO HEREBY PROCLAIM THE WEEK OF MAY 15TH THROUGH THE 21ST 2022 AS NATIONAL PUBLIC WORKS WEEK HERE IN THE CITY OF CARLSBAD.

WHEREAS THE CITY OF CARLSBAD RECOGNIZES THE IMPORTANCE OF PROTECTING AND PRESERVING OUR NATURAL RESOURCES AND PROMOTING A SUSTAINABLE ENVIRONMENT.

AND. WHEREAS, IN 2019, THE CITY OF CARLSBAD CITY COUNCIL APPROVED THE CITY'S INCLUSION IN THE CALIFORNIA GREEN BUSINESS NETWORK AND LAUNCHED THE CARLSBAD GREEN BUSINESS PROGRAM TO FURTHER THE CITY'S CLIMATE ACTION PLAN.

AND WHEREAS, THE CARLSBAD GREEN BUSINESS PROGRAM ENCOURAGES BUSINESSES OF ALL SIZES TO BE MORE SUSTAINABLE THROUGH PRACTICES THAT ACHIEVE GREENHOUSE GAS EMISSIONS REDUCTION, WASTE DIVERSION, STORMWATER PROTECTION, WATER CONSERVATION AND WHEREAS, SINCE THE LAUNCH OF THE CARLSBAD GREEN BUSINESS PROGRAM, TEN BUSINESSES HAVE COMPLETED THE NECESSARY STEPS TO BECOME FULLY CERTIFIED, AND SEVERAL OTHER BUSINESSES ARE IN THE PROCESS OF COMPLETING THESE STEPS.

I'M A SENIOR PROGRAM MANAGER WITH THE CITY, AND I ALSO MANAGE THE CARLSBAD GREEN BUSINESS PROGRAM.

SO WHEREAS ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE IN THE UNITED STATES WAS CELEBRATED BEGINNING IN 1978 AND WAS MADE INTO A MONTH LONG EVENT IN 1992, SEEKING TO HONOR AND RECOGNIZE THE CONTRIBUTIONS OF RESIDENTS FROM ASIA, INDIA AND THE PACIFIC ISLANDS.

AND WHEREAS, FOR MORE THAN A CENTURY, ASIAN AMERICAN AND PACIFIC ISLANDER MEN AND WOMEN HAVE MADE VALUABLE CONTRIBUTIONS TO ALL AREAS OF LIFE, INCLUDING GOVERNMENT, BUSINESS, ARTS AND SCIENCES, MEDICINE, EDUCATION, LAW ENFORCEMENT, AND THE MILITARY.

AS A FILIPINO-AMERICAN, I CERTAINLY APPRECIATE STORIES AKIN TO MY OWN PATERNAL GRANDFATHER'S LIFE, WHO WITNESSED BOTH WORLD WARS, SERVED IN THE UNITED STATES NAVY, TOILED IN THE FIELDS OF SUGARCANE PLANTATIONS IN HAWAII, AND WHO MADE A TREMENDOUS SACRIFICE TO CROSS THE PACIFIC OCEAN, EVENTUALLY CARVING A PATH THAT HELPED TO MAKE IT POSSIBLE FOR ME TO BE HERE TODAY.

LEADERS AND PIONEERS WHOSE ACHIEVEMENTS DURING TIMES OF SOCIAL OPPOSITION HAVE SPANNED THE BUILDING OF INFRASTRUCTURES, THE HARVESTING OF FRUITS AND PRODUCE THROUGH STRENUOUS PHYSICAL LABOR, WORKING IN THE CANNERIES ON AGRICULTURAL LAND, AS WELL AS CONTRIBUTING TO THE ARTS, ATHLETICS, MANAGING THEIR OWN BUSINESSES, CONTRIBUTING TO SCIENCE, LITERATURE, OR PUSHING FOR SOCIAL EQUITY AND REPRESENTATION ACROSS COMMUNITIES.

THE STATE IS GOING TO BE DOING ITS DOUBLE TRACKING THROUGH THE DOWNTOWN AREA OF CARLSBAD IN THE NEXT 3 TO 5 YEARS IS THE INFORMATION I'VE BEEN GIVEN.

AND SO WE NEED TO PREPARE OUR ENVIRONMENTAL STUDIES AND GET ALL THE INFORMATION, ALL THE PRELIMINARY STEPS DONE SO THAT THE STATE AND THE FEDERAL WILL WILL COMBINE TO BRING THEIR RESOURCES TO BEAR ALSO.

AND AS WE AS THE DOUBLE TRACKING IS DONE, THEN WE CAN WE CAN PUT THE RAILROAD IN A TRENCH AND THE CARLSBAD WILL BENEFIT FOR THE LONG HAUL FROM THE WISE INVESTMENT.

IT TAKES OVER A THOUSAND YEARS FOR THAT WATER BOTTLE OR PLASTIC BAG THAT YOU USE FOR A COUPLE OF MINUTES TO DECOMPOSE.

AND IT NEVER REALLY DECOMPOSES.

WHAT I COULD TELL YOU IS THAT THIS TEN CENT FEE ON BAGS IS NOT A BAN.

IT JUST FORCES US TO BRING THICKER, MORE WASTEFUL PLASTIC BAGS INTO OUR HOMES.

AND SURVEYS SHOW THAT THEY DO NOT GET REUSED.

THERE'S OVER 100 MILLION MARINE ANIMALS THAT ARE ESTIMATED TO DIE FROM PLASTIC WASTE EVERY YEAR.

AND THAT'S WHY STATES LIKE NEW JERSEY JUST IMPLEMENTED REAL STRINGENT PLASTIC BAG BANS.

YOU CAN'T EVEN BUY A SINGLE USE PLASTIC BAG OR A SINGLE USE PAPER BAG.

AND DID PEOPLE WHINE AH, COMPLAIN ABOUT IT? NO. WE SAW COMMUNITIES AND STORES GETTING BEHIND IT AND PEOPLE JUST ADOPTED IT.

SO THAT IS WHAT WE HAVE BEFORE YOU THIS EVENING FOR THE PLANNING COMMISSION.

THEIR DUTIES ARE VERY WELL DEFINED IN THE MUNICIPAL CODE.

THERE IS AN ITEM FOR THE PLANNING COMMISSION TO RECEIVE ADDITIONAL TRAINING AND UPDATES ON DIFFERENT CHANGES TO THE LAW.

AND THEN AS YOU'LL NOTE IN THERE, THERE ARE A NUMBER OF COMMITTEE ASSIGNMENTS THAT PLANNING COMMISSIONERS SERVE ON VARIOUS COMMITTEES.

SOME SPECIAL COMMITTEES THAT WERE RECENTLY APPOINTED, SUCH AS THE GROWTH MANAGEMENT PLAN UPDATE AND THE OBJECTIVE DESIGN STANDARDS FOR THE

VILLAGE AND BARRIO AREA.

AND THEN WE DO HAVE SOME TWO OTHER SECTIONS, ONE BEING PRIVATE DEVELOPMENT PROJECTS AND THEN CITY CAPITAL FACILITY PROJECTS.

AND YOU'RE ONLY SEEING A SMALL NUMBER OF ITEMS FOR THOSE TWO CATEGORIES ON THE WORK PLAN.

AND THAT'S BECAUSE THE COMMISSION GETS ALL KINDS OF APPLICATIONS DURING THE YEAR TO CONSIDER.

MANY OF THEM AREN'T LARGE IN SCALE.

SO WHAT WE TRIED TO PULL OUT WERE SOME OF THE LONGER TERM ONES THAT WE HAD AT LEAST A ROUGH IDEA THAT IT MIGHT COME BEFORE THE COMMISSION DURING THE FISCAL YEAR.

AND SO FOR FOR THE PLANNING COMMISSION'S ACTION, THEY DID MEET ON APRIL SIX.

THERE WAS A PRETTY LENGTHY DISCUSSION ABOUT THE WORKPLAN.

THERE WAS SOME CONCERN EXPRESSED ON THE PART OF SOME COMMISSIONERS THAT MAYBE IT WAS TOO AMBITIOUS, THAT THERE WERE SOME THINGS ON THERE THAT MAY NOT BE ABLE TO BE ACCOMPLISHED. SO THERE WAS AN ADJUSTMENT MADE TO THEIR RESOLUTION APPROVING THE WORK PLAN THAT DEALT WITH KIND OF THE QUALIFIERS AROUND THAT.

AND THEN THE OTHER ITEM THAT GOT QUITE A BIT OF ATTENTION WAS THE COMMISSION'S INTEREST IN A WORKSHOP AND HOW WE WOULD GO ABOUT SELECTING TOPICS FOR IT AND ARRANGING FOR THAT.

BUT IN THE END, THE COMMISSION DID UNANIMOUSLY RECOMMEND APPROVAL OF THE WORK PLAN AND THE ANNUAL REPORT.

SO WITH THAT, WE WOULD ASK THAT YOU ADOPT A RESOLUTION THAT WOULD ACCEPT THE WORK PLAN ANNUAL REPORT AND APPROVE THE WORKPLAN.

SO TODAY'S PRESENTATION WILL COVER AN ECONOMIC UPDATE AND A FINANCIAL UPDATE FOR Q, EXCUSE ME, THE THIRD QUARTER OF FY 2021 AND 2022, WHICH WAS JANUARY THROUGH MARCH OF THIS YEAR, IT WILL COVER MACRO TRENDS AS WELL AS LOCAL IMPACT.

ECONOMIC CONDITIONS ARE EVOLVING, WHILE COVID 19 IS CAUSING FEWER DISRUPTIONS, OTHER GLOBAL DISRUPTIONS ARE IMPACTING BUSINESSES LOCALLY.

THESE INCLUDE CONTINUED SUPPLY CHAIN ISSUES, RISING COSTS AND DIFFICULTY FINDING WORKERS.

STAFF HAVE CONTINUED TO MONITOR THESE FLUCTUATIONS TO BE AS PROACTIVE AS POSSIBLE IN ADDRESSING BUSINESS CONCERNS.

GLOBALLY. LOCKDOWNS IN CHINA, ESPECIALLY IN THE SHENZHEN AND SHANGHAI REGIONS, HAVE LED TO GLOBAL SUPPLY CHAIN SHORTAGES FOR A MULTITUDE OF PRODUCTS AND COMPONENTS.

ADDITIONALLY, THE GLOBAL BACKORDER ON MICROCHIPS IS NOW MORE THAN EIGHT MONTHS, DELAYING HIGH TECH PRODUCTS FROM AUTOMOBILES TO MEDICAL DEVICES.

COSTS ARE RISING.

INFLATION IS AT ITS HIGHEST RATE IN 40 YEARS.

THERE ARE SEVERAL DRIVERS OF INFLATION, INCLUDING SOME OF THE GLOBAL DISRUPTIONS DISCUSSED.

IN SAN DIEGO, PRICES ARE UP 7.9% FOR THE YEAR, 5.6% LESS FOOD AND ENERGY, WHICH ARE MORE VOLATILE.

THE FEDERAL RESERVE IS TAKING ACTION TO COUNTER INFLATION, STEADILY INCREASING INTEREST RATES, 0.5% RATE INCREASE JUST IN MAY AND PROJECTED TO CONTINUE TO RAISE INTEREST RATES.

THEY WILL ALSO THEY HAVE ANNOUNCED THAT THEY WILL ALSO BEGIN TO REDUCE THE TREASURY BONDS HELD IN THEIR ASSET PORTFOLIO.

CARLSBAD'S UNEMPLOYMENT RATE WAS 3.1% IN MARCH, WHICH WAS JUST 0.2% ABOVE PRE-PANDEMIC LEVELS, WHICH IS FANTASTIC.

HOWEVER, CURRENTLY THERE ARE 1.9 OPEN JOBS FOR EVERY UNEMPLOYED WORKER NATIONALLY.

BUSINESSES ARE HAVING CHALLENGES RETAINING WORKERS AND THERE IS PRESSURE TO INCREASE WAGES WHICH CAN FURTHER INFLATE PRICES AND COST.

REAL GDP FOR NATIONALLY EXCUSE ME, DECREASED AT AN ANNUAL RATE OF 1.4% IN THE FIRST QUARTER QUARTER OF 2022, FOLLOWING AN INCREASE OF 6.9% IN THE FOURTH QUARTER OF 2021.

IN THE FIRST QUARTER, THERE WAS A RESURGENCE OF COVID 19 CASES FROM THE OMICRON VARIANT AND DECREASES IN GOVERNMENT PANDEMIC ASSISTANCE PAYMENTS.

LOCALLY, MOST INDUSTRIES HAVE RECOVERED.

HOWEVER, THERE IS STILL SOME ROOM TO GO IN TOURISM, ESPECIALLY GROUP TRAVEL AND EVENTS.

CASES ARE BEGINNING TO RISE IN THE COUNTY, BUT THE IMPACT ON BUSINESSES AND OUR HEALTH CARE SYSTEM HAS BEEN MINIMAL SO FAR AND HAS REMAINED STABLE.

CARLSBAD'S INNOVATION ECONOMY CONTINUES TO LEAD ECONOMIC GROWTH IN THE CITY.

JUST AS AS A REMINDER, OUR ECONOMY HERE IN CARLSBAD GREW BY APPROXIMATELY $1 BILLION BETWEEN 2020 AND 2021.

AND WE WANTED TO SHOW THE TOP FIVE INDUSTRY EXPANSIONS AND CONTRACTIONS THAT WERE RESPONSIBLE FOR SOME OF THAT GROWTH.

IT IS NOTABLE THAT COMPARED TO A YEAR AGO, INDUSTRY CONTRACTIONS WERE MUCH SMALLER IN 2021.

AND OF THE 95 INDUSTRY CLUSTERS, ONLY NINE EXPERIENCED ANY CONTRACTION AT ALL.

AND YOU CAN SEE THAT OUR THREE LARGEST EXPANSIONS WERE MORE THAN $150 MILLION IN GROWTH EACH, WHILE OUR LARGEST CONTRACTIONS WERE ALL LESS THAN THREE AND ONE HALF MILLION DOLLARS. SOME FLUCTUATIONS AND CONTRACTIONS ARE NORMAL IN ANY GIVEN YEAR.

NEW JOB POSTINGS CONTINUE TO INCREASE IN CARLSBAD, LED BY OPENINGS IN MANUFACTURING, ADMINISTRATIVE SERVICES AND PROFESSIONAL SCIENTIFIC AND TECHNICAL POSITIONS.

THE AVERAGE POSTED SALARY FOR POSTED JOBS WAS $44,200, AN INCREASE OF A LITTLE MORE THAN $2,600 SINCE THE LAST QUARTER, INDICATING THERE MAY BE

SOME SLIGHT WAGE PRESSURE.

NOTABLY OF JOBS POSTED, 45% DID NOT INDICATE ANY EXPERIENCE WAS REQUIRED AND 68% INDICATED AN EDUCATION REQUIREMENT OF HIGH SCHOOL GED OR LESS. THE CARLSBAD INDUSTRIAL VACANCY RATE CONTINUED TO FALL LAST QUARTER, NOW AT 2.9% VACANCY.

THIS IS CREATING PRESSURE IN THE INDUSTRIAL MARKET.

OFFICE VACANCIES CONTINUE TO DROP SLIGHTLY.

AND THOSE ARE ANNUAL RATES.

HOME VALUES IN CARLSBAD, ALONG WITH SAN DIEGO COUNTY, CONTINUE TO RISE SIGNIFICANTLY, WITH MEDIAN HOME PRICES IN THE CITY NOW AT $1.44 MILLION IN MARCH, A GAIN OF 3.7% OVER THE PREVIOUS QUARTER.

THIS VALUE IS SEASONALLY ADJUSTED AND ONLY INDICATES THE MIDDLE PRICE TIER OF HOMES.

CARLSBAD HOME VALUES HAVE RISEN 28 AND A HALF PERCENT OVER THE LAST YEAR.

THE CONTINUED RISE IN HOME VALUES CAN BE PARTIALLY ATTRIBUTED TO CONSTRAINED SUPPLY AND STRONG DEMAND STILL IN THE REGION.

HOTEL OCCUPANCY IN JANUARY WAS SIGNIFICANTLY LOWER THAN IN JANUARY 2019 LEVELS.

HOWEVER, OCCUPANCY ROSE SHARPLY OVER THE QUARTER, WITH MARCH OCCUPANCY AT 75 AND A HALF PERCENT, WHICH NEARLY MATCHED MARCH 2019 OCCUPANCY LEVELS.

THE BASELINE COMPARISON IS 2019, WHICH IS THE GRAY LINE ON THESE CHARTS AS IT REPRESENTS NORMAL CONDITIONS.

TOURISM LEADERS ARE OPTIMISTIC THAT INDIVIDUAL AND FAMILY TRAVEL COULD CONTINUE TO RISE AND BE AT NORMAL LEVELS BY THE END OF THIS YEAR.

THERE WERE A TOTAL OF 2810 BUSINESS LICENSES ISSUED LAST QUARTER, INCLUDING 156 NON RESIDENTIAL, 757 RESIDENTIAL AND 897 OUTSIDE THE CITY LICENSES.

THIS REPRESENTS THE STRONGEST QUARTER FOR BUSINESS LICENSES ISSUED SINCE THE PANDEMIC BEGAN.

BETWEEN JANUARY AND MARCH, PERMIT ACTIVITY REMAINED THE SAME FOR COMMERCIAL BUILDING PERMITS AND INCREASED FOR RESIDENTIAL BUILDING PERMITS.

THE NUMBER OF RESIDENTIAL PERMITS ISSUED WAS 1139, AN INCREASE OF 148 OVER THE LAST QUARTER.

COMMERCIAL PERMITS ISSUED WERE 117, WHICH WAS CONSISTENT WITH THE LAST QUARTER.

THE NUMBER OF RESIDENTIAL BUILDING PERMITS ISSUED HAS BEEN GENERALLY INCREASING OVER THE PAST TWO YEARS.

SO KEY TAKEAWAYS ARE CARLSBAD ECONOMY REMAINS IN A STRONG POSITION.

HOWEVER, GLOBAL PRESSURES LIKE SUPPLY CHAIN ISSUES AND RISING COSTS ARE HAVING AN IMPACT IN OUR WARNING SIGN OF POTENTIAL INSTABILITY.

WORKFORCE ISSUES, ESPECIALLY IN ENTRY LEVEL AND LOW SKILLED FIELDS, ARE HAMPERING SOME BUSINESS GROWTH.

WE'RE TO THE FINANCIAL UPDATE SECTION OF OUR REPORT TONIGHT.

AND THIS COVERS THE HIGHLIGHTS OF THE CITY GENERAL FUND REVENUES AND EXPENDITURES FOR FISCAL YEAR TO DATE THROUGH MARCH 31ST OF 2022, WHICH IS THE FIRST NINE MONTHS OF OUR FISCAL YEAR.

I'LL ALSO BRIEFLY TOUCH UPON THE WATER, WASTEWATER AND GOLF COURSE ENTERPRISE FUNDS.

SO DIVING RIGHT INTO THE GENERAL FUND REVENUES FOR THE FIRST NINE MONTHS OF THE FISCAL YEAR.

THIS CHART SHOWS THE CURRENT YEAR TO DATE REVENUES IN BLUE, WHICH IS THE THIRD COLUMN IN EACH SECTION THE SAME PERIOD YEAR TO DATE, QUARTER THREE OF LAST FISCAL YEAR IS IN ORANGE AND THE EXPECTED YEAR TO DATE REVENUE IN THE CURRENT FISCAL YEAR IS THE SECOND COLUMN, THE GREEN COLUMN.

THE SEGMENTS ALONG THE BOTTOM OF THE SCREEN REPRESENT THE MAJOR REVENUE COMPONENTS OF THE CITY'S GENERAL FUND, AND THE UPCOMING SLIDES WILL LOOK AT EACH OF THESE COMPONENTS IN GREATER DETAIL. BUT IN GENERAL, LOOKING AT THE CITY'S REVENUES COMPARED TO THE PRIOR YEAR, BY LOOKING AT THAT THIRD BAR OF THE FIRST BAR OF EACH CATEGORY, TRANSIENT OCCUPANCY TAX OR TOT AND SALES TAX STAND OUT AS HAVING LARGE INCREASES FROM THE PRIOR YEAR.

AND THE MAJORITY OF THE OTHER CATEGORIES ARE OUTPERFORMING WHEN COMPARED TO THE PRIOR YEAR.

IT'S IMPORTANT TO POINT OUT THAT WHEN LOOKING AT THE DATA FROM LAST FISCAL YEAR THROUGH MARCH OF 2021, THE CITY, COUNTY AND STATE WERE IN THE BEGINNING PHASES OF REOPENING AFTER COVID 19.

SO THIS TABLE IS REALLY JUST A NUMERIC REPRESENTATION OF THE BAR CHART.

WE JUST SAW THE BLUE AND THE ORANGE BAR CHART BARS FROM THE PREVIOUS CHART.

THEY COMPARE THE GENERAL FUND REVENUES FOR THE NINE MONTHS OF THE CURRENT FISCAL YEAR VERSUS THE SAME PERIOD IN LAST FISCAL YEAR.

IN TOTAL REVENUES FOR THE FIRST NINE MONTHS OF THE YEAR, UP BY 25 MILLION OR 22% FROM THE SAME PERIOD LAST YEAR.

AND AS I SAID BEFORE, THIS IS LARGELY DRIVEN BY INCREASES IN TOT TAX, SALES TAX AND OTHER CATEGORIES ARE MOVING IN A POSITIVE DIRECTION.

SO THIS NEXT SLIDE LOOKS SIMILAR, BUT IT IS COMPARING THE EXPECTED REVENUES FOR THE FIRST NINE MONTHS OF OUR FISCAL YEAR IN THAT FIRST COLUMN COMPARED TO THE ACTUAL REVENUES FOR THE SAME PERIOD.

A QUICK EXPLANATION ABOUT THE EXPECTED COLUMN.

THIS REPRESENTS THE BUDGETED REVENUE FOR THE FULL YEAR OF FISCAL YEAR 2122, MULTIPLIED BY THE PROPORTION THAT THE CITY RECEIVED DURING THE SAME PERIOD IN THE PRIOR FISCAL YEAR. AS YOU CAN SEE ON THIS SLIDE, THE CITIES RECEIVED MORE REVENUES AND EXPECTED FOR THE FIRST NINE MONTHS OF THE FISCAL YEAR BY A TOTAL OF 25.8 MILLION.

THIS INCREASE IS DRIVEN BY THE LARGE VARIANCE IN TRANSIENT OCCUPANCY TAX AND SALES TAX REVENUES.

SO GOING INTO A LITTLE MORE DETAIL ON THE THE CITY'S LARGEST GENERAL FUND REVENUE SOURCES, THE TOP IS THE PROPERTY TAX.

THE MAJORITY OF OUR PROPERTY TAXES ARE COLLECTED IN DECEMBER AND APRIL OF EACH YEAR.

ASSET VALUES ARE THE BIGGEST DRIVER OF PROPERTY TAX REVENUES, AND ACCORDING TO THE ASSESSOR'S OFFICE, ASSESSED VALUES IN CARLSBAD DID INCREASE BY 3.14% THIS FISCAL YEAR.

THAT INCREASE IN PROPERTY TAX REVENUE IS DUE TO INCREASED VALUES.

OH, TO DATE, WE'VE RECEIVED 48.6 MILLION IN PROPERTY TAX REVENUE, WHICH IS 1.6 MILLION INCREASE FROM THE SAME PERIOD LAST YEAR.

AND THEN OUR NEXT SOURCE, OUR SECOND LARGEST GENERAL FUND REVENUE SOURCES.

SALES TAX.

FOR THE FIRST NINE MONTHS OF FISCAL YEAR 2022, THE CITY HAS RECEIVED 39 MILLION IN SALES TAX REVENUE, WHICH IS AN INCREASE OF 9 MILLION OR 29% OVER LAST FISCAL YEAR. THE MAJORITY OF REVENUES RECEIVED TO DATE ARE FROM THE SECOND THROUGH FOURTH CALENDAR QUARTERS OF 2021 AND A PORTION OF THE FIRST QUARTER OF 2022. A KEY GAINS WE'RE SEEING IN AUTOMOBILE DEALERS, JEWELRY AND LUGGAGE STORES, CLOTHING AND DEPARTMENT STORES.

SO OUR THIRD LARGEST GENERAL FUND REVENUE SOURCE IS OUR TRANSIENT OCCUPANCY TAX OR TOT.

REVENUES TO DATE REPRESENT A CO TWO COLLECTED BY HOTELS FOR STAYS BETWEEN JUNE OF LAST YEAR THROUGH FEBRUARY OF THIS YEAR.

FISCAL DATE. FISCAL YEAR TO DATE, REVENUES ARE 22.2 MILLION, AN INCREASE OF 13.7 MILLION WHEN COMPARED TO THE SAME PERIOD LAST YEAR.

THIS LARGE VARIANCE BETWEEN PRIOR AND THIS YEAR IS A DIRECT RESULT OF HIGHER AVERAGE DAILY RATES AND HIGHER OCCUPANCY RATES DUE TO THE RELEASE OF PENT UP DEMAND FROM COVID 19 RELATED TRAVEL RESTRICTIONS.

THE AVERAGE OCCUPANCY DURING THE LAST 12 MONTHS HAS BEEN 63%, COMPARED TO 43% FOR THE SAME PERIOD LAST YEAR.

THE CITY DOES COLLECT SOME OTHER TAXES.

BUSINESS LICENSE TAXES.

TAXES ARE AT 4.9 MILLION THIS FISCAL YEAR TO DATE, 20% HIGHER THAN DURING THE SAME PERIOD LAST YEAR.

OUR FRANCHISE TAXES ARE DOWN SLIGHTLY AT 2% WHEN COMPARED TO LAST YEAR, WITH 2.3 MILLION RECEIVED TO DATE.

THIS IS MAINLY DUE TO DECREASE IN THE NUMBER OF PAID CABLE TV SERVICES.

TRANSFER TAXES ON REAL PROPERTY SALES RECEIVED TO DATE IS AT 1.5 MILLION, WHICH IS 30% HIGHER THAN THIS TIME LAST YEAR.

THIS INCREASE IS DUE TO A HIGHER NUMBER OF PROPERTY SALES IN CARLSBAD.

AND THEN INCOME FROM PROPERTY INVESTMENTS IS DOWN BY 10% THIS YEAR OR $436,000 WHEN COMPARED TO LAST FISCAL YEAR.

THE TREASURER'S PORTFOLIO CONTINUES TO SEE DECLINING YIELDS, WHICH IS IN LINE WITH THE MARKET.

THE FOCUS ON THE TREASURER'S PORTFOLIO WILL CONTINUE TO BE SAFETY OF CITY ASSETS FIRST FOLLOWED BY LIQUIDITY AND THEN RETURN ON INVESTMENT.

INTEREST INCOME IS ALSO DOWN THIS FISCAL YEAR WHEN COMPARED TO LAST BECAUSE LAST YEAR THE CITY DID RECEIVE $750,000 IN INTEREST INCOME ON AN OUTSTANDING ADVANCE BETWEEN THE CITY AND THE CITY'S FORMER REDEVELOPMENT AGENCY.

THIS ADVANCE HAS NOW BEEN PAID IN FULL, SO THERE IS NO INTEREST RECEIVED IN THE CURRENT FISCAL YEAR.

SO THE DECREASE IN THIS CATEGORY IS OFFSET BY AN INCREASE IN INCOME FROM PROPERTY RENTALS, WHICH HAS INCREASED BY 48% WHEN COMPARED TO THE PRIOR FISCAL YEAR.

THIS IS PRIMARILY DUE TO SIGNIFICANT INCREASES IN RECREATION RELATED RENTALS, WHICH IS NOT SURPRISING SINCE THE CITY SERVICES WERE CLOSED FOR PARTIAL PART OF THE YEAR IN THE PRIOR YEAR DUE TO THE COVID 19 RESTRICTIONS.

SO OTHER REVENUES IN THE CITY ARE GENERATED FROM AMBULANCE FEES, RECREATIONAL REVENUES, DEVELOPMENT FEES AND REVENUES FROM OTHER INTER-GOVERNMENTAL SOURCES.

THESE REVENUES ARE DOWN 1% WHEN COMPARED TO THE PRIOR FISCAL YEAR, BUT THIS DECREASE IS DUE TO THE FACT THAT IN THE PRIOR YEAR THE CITY RECEIVED SOME COVID 19 CARES ACT

ASSISTANCE, AND THIS DECREASE WAS OFFSET BY INCREASES IN RECREATION FEE REVENUES, WHICH ARE UP 76% AS MORE PROGRAMS AND CLASSES WERE AVAILABLE THIS YEAR.

SO WE'RE GOING TO MOVE ON TO EXPENDITURES.

THIS CHART SHOWS THE BUDGETED EXPENDITURES FOR THE FULL FISCAL YEAR.

IN THE FIRST COLUMN IN ORANGE, THE GREEN OR MIDDLE BAR SHOWS THE LAST YEAR'S EXPENDITURES ENCUMBRANCES FOR THE FIRST NINE MONTHS OF THAT FISCAL YEAR, AND THIS YEAR'S EXPENDITURES ENCUMBRANCES THROUGH THE FIRST NINE MONTHS OF THIS FISCAL YEAR ARE SHOWN IN BLUE.

THE PERSONNEL COST IS HIGHER THAN THE PRIOR YEAR, BUT THIS YEAR INCLUDES A LARGE CALPERS DISCRETIONARY PAYMENT APPROVED BY THE CITY COUNCIL THIS PAST SEPTEMBER.

THE ADOPTED BUDGET ALSO APPROVED 23 NEW FULL TIME POSITIONS, 20 OF WHICH WERE DIRECTLY RELATED TO COUNCIL GOALS.

THE MAINTENANCE AND OPERATIONS BAR IS SLIGHTLY HIGHER THAN LAST YEAR, WHICH IS TRACKING IT JUST SLIGHTLY BELOW THE FULL YEAR'S EXPECTED EXPENDITURES RATE.

AND THE TRANSFERS OUT BAR IS SIGNIFICANTLY HIGHER AT THIS POINT IN THE FISCAL YEAR.

IF WE COMPARE THIS TO LAST YEAR DUE TO TWO COUNCIL APPROVED TRANSFERS OUT OF THE GENERAL FUND TO THE CITY'S CAPITAL PROJECT FUNDS.

THIS YEAR, THE FUNDS PREVIOUSLY HELD IN THE INNOVATION BUDGET OF THE GENERAL FUND WERE TRANSFERRED TO THE CITY'S NEW TECHNOLOGY INVESTMENT PROGRAM FUND, AND THAT WAS JUST UNDER 11 MILLION.

AND SECOND, THE SURPLUS FUNDS FROM FISCAL YEAR 2020-2021 WERE TRANSFERRED TO THE GENERAL CAPITAL CONSTRUCTION FUND IN THE CURRENT FISCAL YEAR, AND THAT WAS JUST UNDER A $1,000,000.

SO THIS SLIDE IS A NUMERIC REPRESENTATION OF THE LAST BAR CHART WE JUST SAW.

IT SHOWS THE DATE WE HAVE SPENT A 71% OF OUR PERSONNEL BUDGET, WHICH IS THAT FIRST LINE ON THE CHART.

AND THE NEXT DAY, MAINTENANCE AND OPERATIONS.

WE HAVE SPENT 70% OF OUR BUDGET TO DATE THESE TWO CATEGORIES EXCUSE ME.

THESE TWO CATEGORIES COMPRISE 87% OF OUR OVERALL WORKING BUDGET.

SO THIS NEXT CHART LOOKS VERY SIMILAR TO THE PREVIOUS CHART, BUT IT'S REALLY TAKING THE AMOUNT OF EXPENDITURES AND OPEN ENCUMBRANCES TO DATE AND BREAKS THOSE OUT TO SHOW WHAT OUR ACTUAL EXPENDITURES TODAY ARE.

SEPARATE FROM THE OPEN ENCUMBRANCES.

SO HERE WE SEE THE GENERAL FUND BUDGET IN THE FIRST COLUMN, FOLLOWED BY THE ACTUAL EXPENDITURES WE HAVE INCURRED THROUGH THE END OF MARCH OF THIS FISCAL YEAR.

WHICH IS THE $146.9 MILLION TOTAL THERE.

AND THEN THE OPEN PO COLUMN SHOWS 16.2 MILLION THAT IS CURRENTLY OPEN ON PURCHASE ORDERS.

THIS AMOUNT IS NOT CONSIDERED SPENT AT THIS POINT, BUT RATHER SET ASIDE FOR OUR OPEN COMMITMENTS.

THESE TWO AMOUNTS TOGETHER TOTALED 163.1 MILLION, WHICH WAS SHOWN AS THE TOTAL EXPENSE YEAR TO DATE ON THE PRIOR SLIDE.

SO THE GENERAL FUND BUDGET WAS ADOPTED AT 184.6 MILLION THIS FISCAL YEAR.

THE WORKING BUDGET, WHICH IS THE ADOPTED BUDGET PLUS OPEN PURCHASE ORDERS AT JUNE 30TH THAT ROLLED INTO THE FISCAL YEAR PLUS ANY APPROVED CARRY FORWARDS FROM LAST FISCAL YEAR IS 222.6 MILLION.

THE AVAILABLE BUDGET REMAINING FOR THE REMAINDER OF THIS FISCAL YEAR IS 59.4 MILLION OR 27%.

THIS NUMBER TAKES INTO ACCOUNT ALL EXPENDITURES YEAR TO DATE THROUGH MARCH OF THIS YEAR, AS WELL AS ALL OPEN PURCHASE ORDER COMMITMENTS.

SO MOVING ON TO SOME OF OUR OTHER FUNDS WITH WE HAVE THE WATER AND WASTEWATER ENTERPRISE FUNDS.

AND WITH THE REOPENING AND EXPANSION OF THE ECONOMY, WE'VE SEEN INCREASES IN BOTH REVENUES AND EXPENDITURES IN BOTH WATER AND WASTEWATER FUNDS FOR THE FIRST NINE MONTHS OF THIS FISCAL YEAR.

AND THEN OUR GOLF COURSE CONTINUES TO PERFORM STRONGLY WITH NET OPERATING INCOME THROUGH MARCH OF THIS FISCAL YEAR, 830,000 HIGHER THAN LAST YEAR AT THIS TIME.

DEMAND FOR GOLF HAS DECLINED VERY SLIGHTLY WHEN COMPARED TO LAST YEAR, AND LAST YEAR WAS A HIGHER ACTIVITY NUMBER DUE TO THE COVID RESTRICTIONS AND PEOPLE TURNING TO OUTDOOR RECREATION ACTIVITIES AROUND THIS ROUND'S FISCAL YEAR TO DATE.

LAST YEAR CAME IN AT ABOUT JUST UNDER 50 OR 58,800 COMPARED TO THIS YEAR'S, WHICH IS AT 57,900, WHICH IS A REDUCTION OF 1.5%. BUT THE DEMAND FOR GOLF CONTINUES AND WE STILL ARE SEEING AN INCREASE IN FOOD AND BEVERAGE SALES THIS FISCAL YEAR.

SO OUR NEXT STEPS, WE WILL CONTINUE TO MONITOR REVENUES AND EXPENDITURES.

YES, WE HAD A BALANCED BUDGET AT THE BEGINNING OF THE YEAR AND OUR TREND LINE ON OUR BUDGET IS RIGHT WHERE WE THOUGHT IT WOULD BE.

WE'VE SPENT ABOUT 75% IN THE FIRST THREE QUARTERS AND WE HAVE 25% OF SPEND TO GO.

YES. SO WE'RE TRACKING WHERE WE THOUGHT WE WOULD BE ON OUR EXPENSE LINE, ON OUR BUDGET.

BUT OUR PROPERTY TAX RATE, I THINK THE THE SKY IS INCREDIBLY BRIGHT IN THE FUTURE AS WE START SEEING SOME OF THESE HIGHER APPRECIATIONS COME IN AS PROPERTIES TRANSFER, WE KNOW WE'RE GETTING 2%, WHICH IS THE ANNUAL RAISE THAT YOU CAN GET UNDER PROP 13 PLUS ANY TRANSACTIONS WHERE WE HAVE A PROP 13 DELTA, YOU KNOW, AN ASSESSED VALUE NEW, THAT'S MUCH HIGHER THAN LAST.

SO I THINK THAT'S GOING TO TAKE TEN OR 15 YEARS TO WORK THROUGH AND IT'LL BE VERY FAVORABLE.

AND PROPERTY TAX, OUR SALES TAX IS AMAZING WAY UP OVER WHAT WE THOUGHT.

AND SO OUR SMALL BUSINESSES AND LARGE BUSINESSES THAT THEY'VE RESPONDED TO THE ADAPTED I GUESS IMPROVISED FIGURED OUT WHAT THEY NEEDED TO DO HAS JUST BEEN AMAZING. AND OUR TOT OF COURSE, WHAT A PUNCH THEY TOOK IN TERMS OF TOT AND THE HOTELS AND THE INDUSTRY AND THEN THAT INDUSTRY COMING BACK.

BUT IT'S A GREAT STORY.

CAL CITY LEADER SUMMIT.

I WAS ASKING FOR THE UNFUNDED MANDATES THAT CITIES HAVE BEEN GIVEN TO ACTUALLY GET FUNDED BECAUSE FOR SO MANY YEARS THE STATE HAS BEEN REQUIRING CITIES TO DO THINGS AND WITHHOLDING THE MONEY AND NOT HELPING FUND THOSE THINGS.

AND THERE'S ACTUALLY A LEGAL TERM, THE UNFUNDED MANDATES, AND THEY'RE SUPPOSED TO FUND THOSE THINGS.

BUT NOW THAT THE STATE HAS A SURPLUS, WE'RE HOPING THAT THE STATE WILL FULFILL ITS OBLIGATION AND SEND THAT MONEY TO CITIES.

AND THAT WILL MEAN MORE FOR US TO TO FUND SOME OF THOSE ADDITIONAL OBLIGATIONS THAT WE'VE UNDERTAKEN.

SO IT DOES LOOK LIKE WE'RE IN A GOOD POSITION.

AT THE SAME TIME, I UNDERSTAND THAT PEOPLE IN THE COMMUNITY I HEAR FROM ARE ARE HURTING.

THEY'RE GOING TO GROCERY STORES AND ORDERING FOOD FROM RESTAURANTS.

AND PEOPLE HAVE STICKER SHOCK WITH THE PRICES OF THINGS OUT THERE.

SO WE'RE IN THIS WEIRD PLACE WHERE PEOPLE CAN'T AFFORD TO BUY A HOME.

WHAT DID THAT SLIDE SAY? $1.44 MILLION IS THE MEDIAN HOME PRICE IN CARLSBAD RIGHT NOW.

PEOPLE CAN'T AFFORD TO LIVE HERE AND YET THEY WORK HERE AND THEY'RE DRIVING HERE.

SO IT'S KIND OF THIS ODD DISCONNECT BETWEEN THE REVENUES COMING IN FROM TOURISTS AND SOME OF OUR BUSINESSES DOING REALLY WELL BECAUSE WE'VE GOT THIS WONDERFUL

TECHNOLOGY SECTOR, ALL THESE REALLY EXCITING INDUSTRY SECTORS HERE IN CARLSBAD THAT ARE DOING REALLY, REALLY WELL.

AND IN THOSE THREE AREAS, PROPERTY TAX, SALES TAX, AND IN TOT, WE'RE OUR MAIN THREE SOURCES OF REVENUE.

WE'RE DOING WE'RE DOING VERY WELL.

AND YET THE AVERAGE PERSON IN CARLSBAD IS SAYING, I'M CONCERNED ABOUT MY FINANCIAL WELL-BEING, MY INVESTMENTS AND BEING ABLE TO AFFORD TO LIVE HERE.

SO I THINK IT'S REALLY IMPORTANT THAT WE UNDERSTAND THAT CONFLICT AND THOSE DYNAMICS AND THINK ABOUT THAT AS WE'RE MAKING OUR DECISIONS AND REALIZE THAT THIS BIG BOOM THAT WE'RE EXPERIENCING IS CYCLICAL.

RIGHT. AND WE'VE SEEN IT MANY TIMES BEFORE, AT LEAST ADULTS AND PEOPLE HAVE BEEN WORKING FOR A LONG TIME, HAVE SEEN INVESTMENTS AND STOCK MARKET GO UP AND DOWN, REAL ESTATE BOOMS AND BUSTS AND AND SAME FOR DIFFERENT INDUSTRIES, INCLUDING TECHNOLOGY.

SO JUST BEING REALLY MINDFUL OF WHEN WE HAVE A REALLY GOOD YEAR AND NOT NOT MAKING EXPENDITURES THAT ARE ONGOING AND PERMANENT BUT, BUT BEING VERY CAREFUL.

AND I KNOW THAT THAT'S SOMETHING THAT THE GOVERNOR WAS TALKING ABOUT AS WELL, IS NOT CREATING WHOLE NEW PROGRAMS AND ADDING WHOLE NEW DEPARTMENTS AND INSTEAD DOING SOME SHORT TERM EXPENDITURE.

SO I THINK THAT'S REALLY, REALLY HELPFUL.

AND IN TERMS OF PAYING BACK DEBT, I JUST HAVE ONE QUICK LITTLE QUESTION FOR YOU.

FOR THE GOLF COURSE.

AND I WAS WONDERING IF THAT MEANS THAT THEY'RE GOING TO BE PAYING BACK SOME OF THE LOAN MONEY TO THE CITY A LITTLE BIT FASTER.

RICK IS AN 82 YEAR OLD AIR FORCE VETERAN WHO FLEW FIGHTER JETS IN THE VIETNAM WAR.

HE IS CURRENTLY ON HOSPICE IN HIS HOME FOR TERMINAL LUNG CANCER.

I REMEMBER IN 2006 WHEN THEY NAMED THE PARK FOR ANN LEROUX AND IT WAS OFF OF EL CAMINO REAL.

AND SO I WOULD LIKE TO REQUEST THAT RICK AND MARY, SINCE THEY MADE SIMILAR EFFORTS TO CREATE THE DOG PARK, THEY NINE YEARS AGO, THERE WAS ACTUALLY AN ARTICLE IN THE UNION-TRIBUNE.

AND KEITH, YOU'RE QUOTED THREE TIMES AS MAKING MANY COMMENTS THAT WERE POSITIVELY SUPPORTED THE DOG PARK AT POINSETTIA.

AND THERE'S A PICTURE OF SHAGGY HERE, AND THEY WANT TO NAME IT FOR SHAGGY.

AND IT WAS REALLY NEAT.

BUT THERE, THROUGH THEIR EXTRAORDINARY EFFORTS, THEY COLLECTED OVER 600 SIGNATURES NINE YEARS AGO.

THEY ATTENDED MEETINGS.

THEY HAD A PARK DESIGNATED AN RVR, AND THEY GOT IT MOVED TO POINSETTIA, AND IT WAS SUPPOSED TO BE AT THE SOCCER FIELD.

THEY GOT IT MOVED TO THE FRONT OF THE PARK.

SO IT'S ONLY COMING TO FRUITION MAYBE IN SEPTEMBER BECAUSE OF RICK AND MARY LEBLANC.

AND THEY ARE INCREDIBLY WONDERFUL, HEARTFELT, GREAT PEOPLE.

AND THIS ISN'T EASY TO DO, BUT THE FRUSTRATION AND TENSION CONTINUES TO BUILD AT SANDAG.

THERE IS AN ITEM EIGHT A THIS PAST MEETING THAT WAS SUPPOSEDLY TO BRING US UP TO DATE ON THE MULTI-MODAL HUBS.

THE PACKET WAS NOT GREAT DETAIL IN THE PRESENTATION.

I THINK COMPARED TO WHAT WE USED TO RECEIVE IN THE PAST REALLY LACKED DETAIL IN NUMBERS.

AND I WILL SAY THAT THERE WERE SEVERAL SPEAKERS THAT SPOKE OUT ON THIS.
