THAT MEANS THAT IF ONE BATTALION CHIEF IS NOT ABLE TO FILL THEIR SHIFT BECAUSE THEY'RE ILL OR THEY'RE OUT FIGHTING ANOTHER MUTUAL AID EMERGENCY, ANOTHER BATTALION CHIEF MUST FILL IN AND TAKE ON AN EXTRA WORK SHIFT.
SO THIS HAS RESULTED BECAUSE THERE ARE ONLY FOUR BATTALION CHIEFS IN THE DEPARTMENT.

SO THE PROPOSAL IS TO ALLOW THE ASSISTANT FIRE CHIEF AND THE FIRE DIVISION CHIEFS WHEN NECESSARY, TO WHAT THEY CALL WORK DOWN AND FILL IN ON A VACANT SHIFT.AND THEN THE NEXT ITEM REGARDING HEALTH BENEFITS.
THE CITY CONTRIBUTION TO THE EMPLOYEE HEALTH BENEFITS IS BASED ON A FORMULA, AND THE CONTRIBUTION FOR THOSE EMPLOYEES WHO WAIVED THE MEDICAL INSURANCE HAS FLUCTUATED IN THE LAST SIX YEARS, BETWEEN ABOUT 300 AND $500 PER MONTH.
SO THE PROPOSAL HERE IS TO, INSTEAD OF USING A FORMULA, PROVIDE A STABLE AND PREDICTABLE COST FOR THOSE WAVE HEALTH BENEFITS AND STAFF RECOMMENDS CHANGING IT TO $400 PER MONTH STARTING NEXT JANUARY.
AND THIS CHANGE HAS ALREADY BEEN MADE FOR TWO OF OUR EMPLOYEE GROUPS, POLICE AND POLICE MANAGEMENT, AND WILL BE COMING BACK IN AUGUST, ASKING FOR YOUR PERMISSION TO MAKE THE CHANGE FOR THE OTHER TWO EMPLOYEE GROUPS WHO HAVE AGREED IN A SIDE LETTER.

THE CITY HAS HAD A LONGSTANDING PRACTICE OF PROVIDING ELECTED OFFICIALS WITH THE SAME BENEFITS THAT WE PROVIDE TO UNREPRESENTED MANAGEMENT EMPLOYEES.
THIS IS AUTHORIZED AND CONSISTENT WITH STATE LAW.
THE CALIFORNIA MUNICIPAL CODE I'M SORRY.

THAT FINDING WILL BE BASED ON THE THREE FACTORS THAT WE COVERED PREVIOUSLY.
ADDITIONALLY, THE COMMUNITY FACILITIES DISTRICT NUMBER ONE IS ESTABLISHED IN 1991 AND CREATED AS A SPECIAL TAX LIEN ON VACANT PROPERTIES THROUGHOUT THE CITY TO FINANCE THE CONSTRUCTION OF SPECIFICALLY IDENTIFIED PUBLIC FACILITIES FOR CITYWIDE OBLIGATION AND BENEFIT, INCLUDING THIS VERY PARK.
SO THE FUNDS FROM CIP NUMBER ONE CANNOT BE USED FOR OTHER PARK PURCHASES OR PARK DEVELOPMENT.
THE CONDITIONAL USE PERMIT, THE COASTAL DEVELOPMENT PERMIT, THE HILLSIDE DEVELOPMENT PERMIT AND THE HABITAT MANAGEMENT PLAN PERMIT, AS WELL AS THE FINAL VETERANS MEMORIAL PARK MASTER PLAN. IN CONCLUSION, OUR NEXT STEPS WOULD BE TO PREPARE CONSTRUCTION PLANS AND SPECIFICATIONS AND THEN RETURN TO THE CITY COUNCIL TO REQUEST APPROVAL OF THOSE PLANS AND SPECIFICATIONS AND AUTHORIZATION FOR BIDS IN 2023.

THE CONCLUSION IS THAT THE PROJECT HAS A LESS THAN SIGNIFICANT TRANSPORTATION OF VEHICLE MILES TRAVELED IMPACT, AND LEADING UP TO THAT CONCLUSION, ANY ADDITIONAL TRIPS WILL BE WILL ONLY REDISTRIBUTE THE VEHICLE TRIPS ALREADY MADE.

WATERFRONT PARK IN DOWNTOWN GETS MORE VISITORS THAN THE SWEETWATER BIKE PARK.
SO WE CONTINUE TO OFFER OUR SUPPORT, BE HAPPY TO CONTINUE TO HELP IN ANY WAY WE CAN.

ONE SUCH METHOD IS USE OF THE SANDAG REGIONAL MODEL.
HOWEVER, WHEN WE LOOKED WITH OUR CONSULTANTS AND OUR EXPERTS ON THAT, THAT MODEL IS TOO LARGE AND THIS PROJECT ACTUALLY ISN'T GENERATING ENOUGH TRIPS TO REALLY SHOW A CHANGE IN THAT MODEL. SO WE PERFORMED A STUDY THAT LOOKED AT BIG DATA.
SO ESSENTIALLY CELL PHONE DATA LOOKING AT OTHER COMPARABLE REGIONAL PARKS, SUCH AS SOME OF THOSE PARKS THAT WERE BROUGHT UP THAT THE COUNTY OF SAN DIEGO WAS CONSTRUCTED AND LOOKED AT THE USER PATTERNS FOR THOSE AND EVALUATED THEM.
OKAY. AND THEN DID THAT INCLUDE, FOR INSTANCE, THE PARKS THAT WE HAVE WITHIN OUR OWN JURISDICTION AS WELL? IT DID LOOK AT SOME PARKS WITHIN THE JURISDICTION.
AND SO IT REALLY FOCUSED ON SIMILAR AMENITIES WITH IT.
IF THIS PARK HAD PROPOSED OTHER AMENITIES, WE WOULD LOOK AT OTHER PARTS WITH SIMILAR ONES.
AND I'M ASSUMING WE'RE LOOKING AT JURISDICTIONS WITH COMPARABLE SIZE WITH REGARDS TO POPULATION.
WE PRIMARILY LOOKED WITHIN THE COUNTY OF SAN DIEGO REGION.
SO LOOKING AT THE JURISDICTIONS WITHIN THAT.
JUST REALLY QUICKLY TO FOLLOW UP ON THE QUESTION THAT MAYOR PRO TEM BLACKBURN HAD ASKED WITH REGARDS TO THE BIFURCATING OF THE PRESERVE AND THE DEVELOPED LAND.
AND SO IT SOUNDS LIKE THAT WAS A STANDARD THAT WAS ADOPTED SOME TIME AGO.
THE OTHER PARKS WHERE THERE IS PRESERVE AREA IMMEDIATELY ADJACENT.

SO THERE WAS A REQUEST FOR PROPOSALS THAT BEGAN THE PROCESS, AND WE ELICITED A TEAM OF ARTISTS OR ARTISTS TEAMS TO RESPOND WITH THEIR DESIGN CONCEPT. THE PROPOSAL WAS RELEASED ON JULY 6TH OF 2021 THROUGH ALL THE CITY STANDARD COMMUNICATION CHANNELS AS WELL AS STATE, LOCAL AND REGIONAL NETWORKS AND OUTLETS FOR PUBLIC ART.
THE DEADLINE WAS AUGUST 10TH AND WE RECEIVED 1012 SUBMISSIONS.
FOUR OF THOSE RECEIVED A RATING OF 85% OR MORE.
SO OUR NEXT STEP IS THEN TO FORM A PUBLIC ART ADVISORY SUBCOMMITTEE.
SO IN THIS CASE, THE PUBLIC ART COMMITTEE CONSISTED OF A FIREFIGHTER CONSTRUCTION PROJECT, TEAM MEMBERS, ARCHITECT, TWO COMMUNITY MEMBERS WHO LIVE NEAR FIRE STATION TO AN ARTS PROFESSIONAL FROM THE REGION.
AND THEN TWO OF OUR VERY OWN ARTS COMMISSIONERS.
SO WHAT THE COMMITTEE DOES IS WE CAST THEM WITH NINE STANDARDS AND LOOKING AT THE PROPOSALS.
THE ACTUAL COMMITTEE MEETING WAS AN ALL DAY AFFAIR AND THEY HAD THE OPPORTUNITY TO NOT ONLY DISCUSS BUT MEET ALL THE FOUR ARTISTS OR ARTIST TEAMS, SEE THEIR DESIGNS, AND THEN ALSO CHAT WITH THEM ABOUT HOW THEY CAME ABOUT AND WHAT THEY WERE HOPING TO ACCOMPLISH.
THEY WERE VERY MUCH FOCUSED ON WANTING AN ARTISTS THAT WOULD ENGAGE THE COMMUNITY, HAVE DIALOG WITH THE COMMUNITY, AND THEN TAKE THAT INPUT AND ADD IT AND CREATE THE FINAL DESIGN.
AND THAT'S EXACTLY WHAT HAPPENED.
THE ARTISTS THAT THEY CHOSE WAS AN ARTIST WHO ENTHUSIASTICALLY SUPPORTS COMMUNITY ENGAGEMENT.
ONCE MARY WAS SELECTED, STAFF BEGAN TO WORK WITH HER TO EXECUTE HER CONTRACT.
SO MARY WAS UNABLE TO JOIN US, AS SUZANNE MENTIONED.
SO I ASKED HER THIS WEEK ABOUT SOME KEY INSIGHTS TO SHARE WITH YOU ON HER BEHALF.
THE ARTWORK IS CREATED WITH FUSED ARTWORK, AND WE HAVE THE FABRICATOR WITH US TONIGHT, MR. JUDSON, WHO CAN EXPLAIN WHAT IS FUSED GLASS, IF YOU NEED TO KNOW.
ALSO, MARY POINTED OUT THAT WHEN SHE LOOKED AT THE BUILDING, WHICH SHE SAW AS A SERIES OF RIGHT ANGLES, SHE WANTED TO FIND SOMETHING THAT WOULD COMPLEMENT AND OFFER ANOTHER PERSPECTIVE, IN ESSENCE, SOFTEN THE RIGHT ANGLES.
SO SHE CHOSE THE BIOMORPHIC HER WORD SHAPES AND LINES THAT SHE ADDED TO THE DESIGN.
SO, FOR EXAMPLE, IF YOU LOOK AT THE GARAGE BAY DOORS, THEY ARE ACTUALLY A MAP MESH UP OF AERIAL VIEWS OF ALL OUR LOCAL ROADWAYS. IN ADDITION, IF YOU LOOK, THE AQUA LINE THAT RUNS THROUGH THE THREE DOORS IS THE OUTLINE OF THE VATICAN VATICAN'S LAGOON SHORELINE. SO AS I MENTIONED, THIS ARTIST HAS A REAL GIFT FOR PUBLIC OUTREACH, AND SHE PARTICIPATED WITH US AS A FULL PARTNER.

THERE ARE A TOTAL OF 125 PARTICIPANTS AND THEY HAPPENED AT THE CITY LIBRARY AND DOVE AND THEN ACTUALLY AT THE BATIQUITOS LAGOON. AND THESE LOCATIONS WERE CHOSEN BECAUSE THEY WERE THE TWO CLOSEST TO FIRE STATION TWO, AS WELL AS ITS TEMPORARY HOME AT THE DOVE LIBRARY.
WE GATHERED FROM THEM MULTIPLE PERSPECTIVES ABOUT WHAT THE COMMUNITY THOUGHT OF THE ART.
OUR INTERACTIVE EVENTS AND SURVEYING CERTAINLY REFLECT THAT REALITY.
AGAIN, PERSONAL PERCEPTIONS AND EXPERIENCE INFLUENCE HOW WE VIEW BEAUTY AND ART.
SO FROM OUR COMMUNITY INPUT, WE RECEIVED A TOTAL OF 171 RESPONSES WITH 59 OF THOSE WHO CAME FROM INDIVIDUALS WHO CALL SOUTH CARLSBAD HOME.
ALSO, THE SURVEY PROMPTED THE ARTIST TO FACTOR IN THE INPUT RECEIVED INTO HER FINAL DESIGN.
SHE HEARD WHAT THEY SAID ABOUT COLOR AND LINE AND MADE CHOICES THAT WE SEE IN THE FINAL DESIGN.
AND THEY ALSO APPROVED THE DESIGN, WHICH LEADS US TO YOU.

THE PEAKER PLANT IN THE DASH GCREEN IS THE LOCATION OF THE DESAL PLANT AND THE SOLID WHITE IS THE SDG&E SWITCHYARD, WHICH WILL REMAIN AND WILL NOT BE DEMOLISHED.
AND THE SOLID RED IS THE LOCATION OF WHAT WE'RE TALKING ABOUT TODAY.
THE REAL IS THAT'S THE SERVICE CENTER LOCATION.
WE'RE TALKING ABOUT RELOCATING THAT SERVICE CENTER.
AND THEN IN THE SOLID GREEN IS CANNON PARK.
SO IN RESPECTS TO THE NORTH COAST SERVICE CENTER IN OUR 2014 AGREEMENT, THE CITY AND SDG&E WERE TO WORK TOGETHER TO FIND A MUTUALLY ACCEPTABLE RELOCATION SITE, AND THIS WAS SUBJECT TO SDG&E SPECIFICATIONS AND THEN COST NEUTRALITY TO THE RATEPAYERS.
ENERGY WOULD FUND UP TO 22 AND A HALF MILLION DOLLARS TO BUILD A NEW SERVICE CENTER.

WORK ON A JOINT DEVELOPMENT STRATEGY FOR ONE OF THE PARCELS THE CITY WOULD TAKE OWNERSHIP OF, AND AS IN ENERGY'S POWER PLANT IN THE SITE, IF WE WERE NOT SUCCESSFUL, NRG WAS REQUIRED TO PAY THE CITY $10 MILLION.THOSE SDG&E, THOSE CERTAIN SDG&E PARCELS THAT WE WOULD TAKE OWNERSHIP TO INCLUDE NUMBER ONE IN THE TOP OF THE SCREEN, A PARCEL ON THE NORTH SHORE OF HADEAN LAGOON.
SDG&E'S LOCATIONAL CRITERIA FOR THE RELOCATION SITE WERE WITHIN CARLSBAD.
NORTH TO SOUTH WEST OF EL CAMINO REAL.
THE SITE NEEDED TO HAVE GOOD ACCESS TO FREEWAYS OR MAJOR ARTERIALS TO BE ABLE TO SERVICE THE.
THE CENTER'S SERVICE AREA NEEDED TO BE RELATIVELY FLAT, RECTANGULAR IN SHAPE, 10 TO 12 ACRES MINIMUM, AND THEN TO BE ABLE TO ACCOMMODATE 30 TO 32000 SQUARE FEET OF BUILDING FOR THEIR NEW SERVICE CENTER.
THE 2014 AGREEMENT, ONE OF THE RELOCATION SITES THAT WAS SPECIFICALLY MENTIONED IN THE AGREEMENT WAS A LOT THAT SDG&E OWNS LOT 11.
IT'S ABOUT 19 TO 20 ACRES, THE NORTH SIDE OF CANNON ROAD, EAST OF I-5, SHOWN HERE ON IN BLACK.
WE ALSO EXPLORED MANY SITES THROUGHOUT THE CITY.
JUST TO REITERATE, IF WE'RE NOT SUCCESSFUL IN THIS RELOCATION EFFORT, ENERGY WOULD PAY US $10 MILLION AND THEN STAFF'S TIME WOULD BE LIMITED TO JUST MONITORING, FORCING THE REMAINING PROVISIONS OF THE 2014 AGREEMENT.
THIS WOULD SAVE NRG 12 AND A HALF MILLION, BUT SDG&E WOULD LOSE OUT ON THAT 22 AND A HALF MILLION GOING TOWARDS A NEW SERVICE CENTER. CONSTRUCTION.
ALSO, HOWEVER, THE CITY WOULD NOT TAKE OWNERSHIP OF THOSE SDG&E PARCELS THEY OUTLINED.
THE ENERGY IN THE CITY WOULD NOT HAVE THE OPPORTUNITY TO PURSUE THE JOINT DEVELOPMENT STRATEGY OF THE SERVICE CENTER SITE THAT WOULD COME TO US AND IN THEIR LANDS, ENERGY WOULD BE LEFT WITH A MUCH MORE CONSTRAINED REDEVELOPMENT SITE.
AND WORKING TOWARDS THIS RELOCATION EFFORT.
WE CAME TO YOU IN APRIL OF 2021, AND YOU GAVE US DIRECTION TO PURSUE A RELOCATION SITE IN THE CITY OWNED PARKING LOTS AT THE SHOPPES AT CARLSBAD, THE BROOKFIELD OWNED MALL.
JUST TO REFRESH YOUR MEMORY ON WHAT THAT LOOKS LIKE.
THE MALL'S IN THE MIDDLE THERE.
ALL OF THE YELLOW IS THE PARKING LOTS THAT THE CITY OF CARLSBAD OWNS.
AND THE RED LINE IS THE CARLSBAD, OCEANSIDE CITY LIMIT LINE.
AND GENERALLY WE WERE LOOKING AT RELOCATION SITE PRIMARILY IN THE THE UPPER LEFT PART OR IF YOU'RE LOOKING AT DIRECTIONS, IT WOULD BE THE NORTH WEST PARTS OF THE PARKING LOT.
WE PRESENTED TO YOU AS STAFF, SDG&E AS WELL AS NRG.
AND THE CONCLUSION OF THAT MEETING WAS THAT COUNCIL DIRECTED STAFF TO RETURN TO YOU WITH AN UPDATE FROM FROM STAFF AND FROM SDG&E ON JULY 26TH, 2022.
AND THAT'S WHERE WE ARE TODAY.

THE CNO COMPONENTS INCLUDE EQUIPMENT AND PARTS, STORAGE, FLEET, MAINTENANCE AND REPAIRS, EMPLOYEE TRAINING AND DEVELOPMENT AND CUSTOM CUSTOMER DESIGN SERVICES.
IN FACT, 41% OF THE TERRITORY IS LOCATED WITHIN THE STATE'S HIGH FIRE THREAT DISTRICT.
THAT'S WHY OUR DUE DILIGENCE IS SO IMPORTANT TO THIS EFFORT.
ALONG THE WAY, MANY ISSUES WERE IDENTIFIED AND ADDRESSED.
TO ASSESS FLOODING AND GEOTECHNICAL ISSUES.
OF THE CITY OWNED PARKING LOT SITE.
SDG&E HIRED LEADING CONSULTANTS TO REVIEW VARIOUS ENGINEERING STUDIES WHICH WERE PREVIOUSLY COMMISSIONED BY THE CITIES OF CARLSBAD, OCEANSIDE, SAN DIEGO AND OTHERS.
THESE EXPERTS AND OUR TRAINED AND OUR HIGHLY TRAINED STAFF HAVE DETERMINED THAT THE SHOP SITE AND ASSOCIATED ACCESS HAVE AND WILL CONTINUE TO HAVE SIGNIFICANT FLOODING RISKS.
CERTAINLY MANY OF US HERE TONIGHT KNOW THAT THE AREA IS SUBJECT TO FLOODING AND WHICH OFTEN LEAVES MOTORIST COSTS CAUGHT IN TRAFFIC JAMS. THIS WOULD GREATLY IMPACT OUR ABILITY TO SERVE OUR CUSTOMERS.
WE'VE IDENTIFIED THIS ISSUE AS ACCESS FLOODING.

HERE'S A QUICK OVERVIEW OF THOSE ALTERNATIVES TO THE WEST.
WHILE ALL SITES HAVE CONSTRAINTS, WE REMAIN COMMITTED TO FINDING A VIABLE AND MUTUALLY ACCEPTABLE OPTION TO RELOCATE THE NORTH COAST CONSTRUCTION OPERATIONS CENTER IN COMPLIANCE WITH THE SETTLEMENT AGREEMENT.
ULTIMATELY, THE PUBLIC UTILITIES COMMISSION WILL ALSO NEED TO APPROVE KEY ASPECTS OF THE RELOCATION.
DO THE COMPLEXITIES OF THIS TASK REGARDING THE NEGOTIATION TIME THAT STAFF AND NRG AND SDGE HAS GIVEN? WE WOULD RESPECTFULLY REQUEST THAT THE TIME PERIOD BE SHIFTED OUT FROM 8 TO 10 WEEKS TO NO MORE THAN 12 WEEKS.

PART OF WHAT THE CHALLENGE IS IN MOVING FORWARD IS THE SETTLEMENT AGREEMENT DOES IDENTIFY 22 AND A HALF MILLION DOLLARS AS A COST CAP FOR ALL OF THE SCENARIOS THAT WE'VE BEEN TALKING ABOUT.
EVEN IN 2019, THEY ALL EXCEEDED 22 AND A HALF MILLION DOLLARS.
AND THAT'S BEEN A LITTLE BIT OF A SLOWDOWN.

WE EVEN SUED ON THAT BATTLE AND WE LOST THAT.
SO THE PLANT, THE COMBINED CYCLE PLANT WAS APPROVED BY THE CDC.
IT WASN'T POWER THAT SDG&E WANTED, AS I UNDERSTAND IT, COMBINED CYCLE POWER AND THEN [INAUDIBLE] AND SDG&E AND NRG CAME TO THE CITY IN LATE 2013 AND SAID, WHAT WOULD IT TAKE FOR YOU, THE CITY OF CARLSBAD, TO SUPPORT US, REVISING OUR PLANT APPROVAL FROM A COMBINED CYCLE PLANT TO A PEAKER PLANT? AND WE SAID, WELL, YOU KNOW, ONE THING WE'RE GOING TO WANT FOR SURE CERTAINTY ON IS THAT THE OLD ENCINA POWER PLANT WOULD SHUT DOWN AND THAT YOU WOULD DO ABOVEGROUND DEMOLITION.
AND WE BROUGHT THAT CONCEPT TO THE COUNCIL IN 2013.
YOU GAVE US DIRECTION TO GO FIGURE OUT IF WE COULD WORK A DEAL.
AND WE CAME BACK TO YOU WITH AN MOU THAT WE SAT DOWN WITH THE THREE PARTIES OVER A THREE DAY SESSION AND WORKED OUT THE BASICS OF AN MOU, YOU KNOW, SDG&E'S.
THE ONE WHO OFFERED THE DEAL ABOUT RELOCATING THE SERVICE CENTER AND TAKING POSSESSION OF THAT LAND NRG PUT UP AGREEMENT OF 22 AND ONE HALF MILLION. AND MR. SMITH IS CORRECT. THERE IS SOME LANGUAGE THAT SPEAKS TO COST ESCALATION AND HOW THAT MIGHT BE RENEGOTIATED, BUT THERE IS NO COMMITMENT IN AT ALL.
AND THE AGREEMENT FOR THE CITY OF CARLSBAD TO PUT UP ANY MONEY, YOU KNOW, WE'RE THE HOST OF A POWER PLANT, A NEW POWER PLANT. AND THAT POWER PLANT SERVES THE ENTIRE REGION.
BUT WE'RE THE HOST OF THE, IF YOU WILL, THE NEGATIVE EFFECTS OF A POWER PLANT.
AND WE WENT FROM A POSITION OF COMPLETE OPPOSITION TO ONE WHERE, GIVEN THE PACKAGE OF COMMUNITY BENEFITS TO CARLSBAD, WE FOUND A WAY TO SUPPORT THAT EFFORT AND UNDERSTANDING THAT THERE WAS A GREAT NEED FOR THIS SOURCE OF POWER GIVEN THE SONG'S CLOSURE, PRESSURE FROM THE GOVERNOR THEN WAS JERRY BROWN.
AND SO THAT'S HOW CARLSBAD AND THE CITY COUNCIL APPROVED THAT 2014 AGREEMENT.
BUT TO BE CLEAR, THERE IS NOT A COMMITMENT ON THE CITY'S PART IN THAT AGREEMENT OR A REQUIREMENT TO CONTRIBUTE TO THAT FUNDING GAP. WE'RE THE HOST.

AND WE'RE PREPARED TO START CONSTRUCTION ON THE PHASE TWO IMMEDIATELY THERE, FOLLOWING AFTER WHICH WILL RESULT IN THE COMPLETION OF AN ADDITIONAL NORTHBOUND VEHICULAR TRAVELING , AND I CAN TELL YOU THAT ADDITIONAL TRAVELING WOULD HAVE COME IN HANDY TODAY, JUST A COUPLE OF HOURS AGO.WE COMPLETED CONSTRUCTION OF THE EL CAMINO REAL CARLSBAD BOULEVARD INTERSECTION IMPROVEMENTS.
WE COMPLETED THE DRAFT, 60% ENGINEERING DESIGN AND CONTINUE WITH THE ENVIRONMENTAL STUDIES FOR THE TERRAMAR AREA COASTAL IMPROVEMENT PROJECT. AND WE COMPLETED THE INSTALLATION OF THE PERMANENT SPEED FEEDBACK SIGNS ON COLLEGE BOULEVARD , AND LASTLY, WE COMPLETED CONSTRUCTION OF THE TRAFFIC CALMING PROJECTS ON SEGOVIA WAY AND HARWICH DRIVE. SOME OF THE OTHER WORK THAT'S BEEN BEING COMPLETED IN THIS LAST SIX MONTHS INCLUDES INSTALLING 14 NEW STREETLIGHTS IN THE BARRIO AND MAKING OVER 1000 REPAIRS TO STREETLIGHTS AND OTHER ELECTRICAL SYSTEMS. BELIEVE IT OR NOT, REPLACING DAMAGED SIGNS IS A SIGNIFICANT AMOUNT OF ONGOING WORK, AND THE PAST SIX MONTHS WE HAVE REPAIRED OR REPLACED ALMOST 400 SIGNS DAMAGED BY CAR COLLISIONS.
WE CONTINUE TO WORK ON OPTIMIZING OUR TRAFFIC SIGNAL NETWORK.
THIS IS SOMETHING THAT WE ARE ALWAYS WORKING ON BEHIND THE SCENES AND WE WORK TO INTEGRATE THE LATEST TECHNOLOGY AND MAKE SURE OUR TRAFFIC SIGNALS ARE TIMED TO MAXIMIZE EFFICIENCY FOR FLOW OF TRAFFIC AND MOVE THE MOST AMOUNT OF PEOPLE POSSIBLE, AND FINALLY, WE COMPLETED 60 SIDEWALK REPAIR ORDERS AND 67 ASPHALT ORDERS FOR A TOTAL OF 31,000 SQUARE FEET OF SURFACES REPLACED IN THE LAST SIX MONTHS.
WE'VE ALSO MADE GREAT PROGRESS ON A NUMBER OF OTHER FRONTS.
WE FINALIZED THE ANNUAL GROWTH MANAGEMENT PLAN MONITORING REPORT FOR THE FY 2021 AND INITIATED AN UPDATE OF THE METHODOLOGY TO DETERMINE THE MULTIMODAL LEVEL OF SERVICE FOR CITY STREETS.
WITH AN AD HOC COMMITTEE OF THE TRAFFIC AND MOBILITY COMMISSION.
WE INITIATED AN UPDATE OF THE CITY'S TRANSPORTATION IMPACT ANALYSIS GUIDELINES, AGAIN, WITH AN AD HOC COMMITTEE FROM OUR COMMISSION, AND THEN SOME GOALS ARE INCLUDED.
WE WILL INITIATE THE DEVELOPMENT OF THE HIGH PRIORITY PROJECTS IDENTIFIED IN THE VILLAGE AND BARRIO MASTER PLAN, INCLUDING THE GRAND AVENUE PROMENADE FEASIBILITY STUDY AND THE STUDY ON TYLER STREET COMPLETE STREETS IMPROVEMENTS, AND WE WILL EVALUATE THE CITY'S CURRENT BIKE PARKING AND IDENTIFICATION OF NEW PARKING INFRASTRUCTURE NEEDS AT RECREATIONAL AND COMMERCIAL AND COMMERCIAL DESTINATIONS CITYWIDE.
SO WHICH BRINGS US NOW TO THE SUSTAINABLE MOBILITY PLAN, AND A LITTLE BIT ABOUT THE PLAN.
THE PLAN WAS ADOPTED IN JANUARY OF 2021.
IT IS ONE OF THE MAIN WAYS THE CITY IS IMPLEMENTING OUR MOBILITY ELEMENT AND IT HAS MANY DIFFERENT COMPONENTS, EVERYTHING FROM SAFE ROUTES TO SCHOOL PROGRAMS TO WORKING WITH LARGE EMPLOYERS TO CUT DOWN ON PEAK TRAVEL OR PEAK PERIOD TRAFFIC CONGESTION AND MAKING PHYSICAL CHANGES TO OUR ROADS AND SIDEWALKS.
I WOULD LIKE TO NOTE THAT FROM A REGIONAL PERSPECTIVE, CARLSBAD IS RECOGNIZED AS BEING VERY INNOVATIVE AND AHEAD OF THE CURVE WHEN IT COMES TO TRANSPORTATION POLICIES AND PLANNING. AFTER CITY COUNCIL'S APPROVAL OF THE SUSTAINABLE MOBILITY PLAN, STAFF GOT TO WORK ON A DETAILED IMPLEMENTATION PLAN. THE EASIEST WAY TO THINK ABOUT HOW THE PLAN WILL BE IMPLEMENTED IS TO SEPARATE THE PLAN INTO THREE ELEMENTS POLICIES, PROGRAMS AND PROJECTS.
OUR GOAL IS TO HAVE THE COMPREHENSIVE IMPLEMENTATION PLAN COMPLETED BY 2024.
SO THAT DOESN'T MEAN THAT WE'RE NOT ALREADY DOING A LOT TO IMPLEMENT THE SUSTAINABLE MOBILITY PLAN.

A STUDY OF THE CITY'S MULTIMODAL TRANSPORTATION IMPACT FEE, AND THAT IS A BIG ONE.

WE'RE ALSO IMPLEMENTING A NUMBER OF PROGRAMS. ONE OF THE BIGGEST IS CALLED THE TRANSPORTATION DEMAND TRANSPORTATION DEMAND MANAGEMENT PROGRAM, AND UNDER THE UMBRELLA OF THIS PROGRAM, WE HAVE OUR CARLSBAD COMMUTER APP PROGRAM.
SO OTHER EXAMPLES OF PROGRAMS INCLUDE SAFE ROUTES TO SCHOOL.
WE ARE CURRENTLY IMPLEMENTING THE FIRST SAFE ROUTES TO SCHOOL PILOT PROJECT WITH HOPE ELEMENTARY SCHOOL, AND WE'RE ALSO OFFERING ONGOING EDUCATION PROGRAMS ON CYCLING AND E-BIKES, AND WE HAVE COMPLETED THE NEXT MILESTONE OF OUR LOCAL ROADWAY SAFETY PLAN.
IN TERMS OF PROJECTS, WE HAVE QUITE A FEW IN PROGRESS THIS YEAR.
A NUMBER OF PEDESTRIAN IMPROVEMENT PROJECTS, INCLUDING TAMARAC AVENUE, SOUTH OF CARLSBAD VILLAGE DRIVE, MONROE STREET, NORTH OF [INAUDIBLE] ROAD AVENIDA ENCINAS COASTAL RAIL TRAIL AND THIS IS ON AVENIDA ENCINAS BETWEEN PALOMAR AIRPORT ROAD AND CARLSBAD BOULEVARD. KELLY AND PARK DRIVE COMPLETE STREETS PROJECT AROUND KELLY ELEMENTARY SCHOOL AND THEN SEVERAL IMPORTANT PROJECTS ALONG THE COAST, RESURFACE ROAD RESURFACING PROJECTS AND RE STRIPING THE PROJECTS TO MAKE THE MOST OF REALIGNING THOSE ROADWAYS WHEN WE CAN IN A COST EFFECTIVE MANNER.
WE HAVE A PROJECT ON JEFFERSON STREET BETWEEN LAS FLORES STREET AND I-5, AND THEN THE ONE THAT I JUST CLICKED ON IS LA COSTA AVENUE, THE SEGMENT BETWEEN EL CAMINO REAL AND I-5 AND THEN CARLSBAD BOULEVARD BETWEEN MANZANO DRIVE AND ISLAND WAY, AND THEN LASTLY, CANNON ROAD BETWEEN I-5 AND PASEO DEL NORTE.
I ALSO WANTED TO PROVIDE AN UPDATE ON ADDRESSING RESIDENT CONCERNS ON TAMARAC AVENUE.
WE RECENTLY DISCUSSED THIS PROJECT WITH THE TRAFFIC AND MOBILITY COMMISSION AND HAVE DEVELOPED NEXT STEPS FOR THE CROSSWALK AT VALLEY, CURRENTLY UNDER CONSTRUCTION. WE HAVE RESTORED THE FLASHING LIGHTS THAT WERE THERE PREVIOUS TO THE START OF THE NEW IMPROVEMENTS.

FOR THE LARGER PROJECT FROM SKYLINE TO ADAMS, WE'RE PUTTING TOGETHER A PUBLIC ENGAGEMENT PLAN TO START THE PROCESS FOR WORKING WITH THE COMMUNITY ON POTENTIAL SHORT TERM AND LONG TERM SOLUTIONS FOR THEIR SAFETY CONCERNS.
WE EXPECT THAT PROCESS TO KICK OFF THIS FALL, AND THE SHORT TERM SOLUTIONS COULD INCLUDE TRAFFIC CALMING IMPROVEMENTS ALONG TAMARACK AVENUE. THESE COULD BE INSTALLED QUICKLY AND WITHOUT A LARGE INVESTMENT.
THE LONGER TERM SUSTAINABLE MOBILITY PLAN PROJECT SOLUTION WOULD REQUIRE A COMPREHENSIVE PLANNING PROCESS WITH WITH A LOT OF COMMUNITY INPUT, AND THAT WILL LIKELY NOT START IN EARNEST UNTIL NEXT FISCAL YEAR BASED ON OUR CURRENT RESOURCES AND EXISTING

THAT BRINGS US TO THE MAIN PURPOSE OF TONIGHT'S DISCUSSION, AND ON JUNE 7TH, DURING THE PRELIMINARY PRESENTATION OF THE CITY'S CAPITAL IMPROVEMENT PROGRAM, BUDGET STAFF RECOMMENDED DELAYING SUSTAINABLE MOBILITY PLAN PROJECTS IN THE FY 22-23 CAPITAL IMPROVEMENT PROGRAM BUDGET FOR ONE YEAR BECAUSE OF LACK OF STAFFING RESOURCES NEEDED TO ACCOMMODATE ALL OF THE CITY COUNCIL DIRECTED HIGH PRIORITY PROJECTS.THE CITY COUNCIL INSTEAD DIRECTED CITY STAFF TO RETURN AT A FUTURE MEETING THAT WOULD BE TONIGHT WITH OPTIONS TO REPRIORITIZE THE SUSTAINABLE MOBILITY PLAN IMPLEMENTATION PROGRAMS, AND THOSE OPTIONS WILL BE PRESENTED IN MY NEXT SEVERAL SLIDES.

SO THE CITY IS USING GRANT FUNDS AND CITY FUNDS TO CONSTRUCT IMPROVEMENTS NEAR THE INTERSECTION OF CARLSBAD BOULEVARD AND TAMARACK AVENUE TO ACCOMMODATE ALL MODES OF TRANSPORTATION AND IMPROVE BEACH ACCESS.
THE PLAN IS TO INCLUDE THE RECONFIGURATION OF INTERSECTION THERE CARLSBAD BOULEVARD AND TAMARACK AVENUE, EASING TRAFFIC FLOW, WIDENING SIDEWALKS SOUTH OF TAMARACK, AND RELOCATING THE NORTH COUNTY TRANSIT DISTRICT BUS STOP, AS WELL AS OTHER PEDESTRIAN AND BICYCLE IMPROVEMENTS.
I REALLY THINK THIS IS IMPORTANT.

SO KEY PROJECT CONSIDERATIONS RIGHT NOW ARE TO MOVE THAT ROADWAY EAST AND ALLOW FOR THAT COASTAL EROSION THAT'S TAKING PLACE ON THAT LOW LYING PART ON THE COAST HIGHWAY TO NOT BE A PROBLEM WITH TRAFFIC ANYMORE.
THERE'S FEW CONSIDERATIONS THAT THE CITY IS CONSIDERING NOW.
PART TWO OF THAT IS FROM ISLAND WAY DOWN TO LA COSTA, FOR THAT WILL INCORPORATE ASPECTS OF A FUTURE POTENTIAL PARK IN THAT AREA, POTENTIAL 60 ACRES OF CITY OWNED LAND THAT COULD BECOME THE LARGEST PARK IN THE CITY, WHICH IS REALLY EXCITING AS WELL, BUT THESE ARE PROJECTS THAT ARE A FEW YEARS AWAY, BUT IN TALKING WITH DIRECTOR FRANK AND THE TRAFFIC COMMISSION, WE BELIEVE THAT THE DIAMOND IN CARLSBAD IS THE BEACH, AND HOWEVER WE CAN ENHANCE THE COASTLINE AND [INAUDIBLE] ACCESS AND TRAFFIC FREELY MOVING IS IMPORTANT, AND THEN THIS IS ACTUALLY I HAD THIS ON MY LIST AND VERY RELEVANT AS DIRECTOR FRANK ALLUDED TODAY. I THINK FOR SOMEBODY WHO GREW UP HERE AND HAS SEEN THE SHIFT IN THE MODES OF TRANSIT IN GENERAL, WE WERE VERY CAR CENTRIC AND WE HAVE TRIED TO SHIFT AWAY FROM THAT AND TRY TO BE UNDERSTANDING OF THE SHIFTING DEMOGRAPHIC AND TIMES AND HOW WE CAN DO BOTH, BALANCE BOTH.
