I ASKED THAT POLICE MONITORING ENFORCEMENT BE INCREASED DAILY.
HOPEFULLY LIVES WILL BE SAVED AND INJURIES REDUCED.

IN 2017, WE TOLD YOU WE WOULD EXPECT TO HAVE UP TO $111 MILLION FROM CFD AND FROM REAL ESTATE DISPOSITION TO FUND A CITY HALL IN 2022.
THAT NUMBER HAS INCREASED BY ABOUT $22 MILLION TO ABOUT 133 MILLION.

WE DID A TOTAL OF 21 CONCEPTUAL SITE PLANS, LAYING OUT WHETHER THE 140,000 OR 184,000 SQUARE FOOT CITY HALL WOULD FIT ON THOSE SITES, INCLUDING PARKING AS WELL AS THE OTHER USES THAT WERE ALREADY ON THE SITE AND WHAT WOULD BE LEFT OVER.
LAND WISE, VACANT, LAND WISE FOR OTHER CIVIC CENTER USES POTENTIALLY IN THE FUTURE.
THE RESULTS OF THAT ANALYSIS WERE THAT ALL FOUR SITES COULD ACCOMMODATE A NEW CITY HALL OF 140 OR 184,000 SQUARE FOOT. BUT ONLY THREE OF THEM WOULD HAVE LAND LEFT OVER FOR OTHER CIVIC CENTER USES.
SO WE OWN A PORTION OF THAT, THE FARADAY ADMIN BUILDING, 68,000 SQUARE FEET OF BUILDING.
AND TO DO ADD THE SQUARE FOOTAGE, WE WOULD NEED TO ACQUIRE THE PROPERTY NEXT DOOR THAT WE DON'T OWN.
THERE WOULDN'T BE ANY LAND LEFT OVER FOR A CIVIC CENTER.
SO ONE OF OUR RECOMMENDATIONS HERE TONIGHT IS FOR THOSE REASONS NON, YOU KNOW, NO WILLING SELLER AND IT DOESN'T NECESSARILY MEET THE COUNCIL'S GOAL OF A CIVIC CENTER SITE WE'RE ASKING THE COUNCIL TO DIRECT US TO.
TO NOT FURTHER STUDY THAT SITE BASED ON THE LANGUAGE IN THE GOAL.
CONSTRUCTION ESTIMATES IN 2017, WE ESTIMATED THAT A 120,000 SQUARE FOOT CITY HALL WOULD COST BETWEEN 71 TO 113 PLUS MILLION DOLLARS.
THE 120,000 SQUARE FEET IN 2017 WAS AN ESTIMATE AT THE TIME, AND THE CONSTRUCTION COST ESTIMATES WERE BASED ON RECENTLY CONSTRUCTED CONSTRUCTED CITY HALLS AND OTHER CITIES IN SOUTHERN CALIFORNIA.
SO WE DID SOME RESEARCH, REACHED OUT TO THOSE CITIES, FOUND OUT WHAT IT COST THEM TO BUILD IN THAT RANGE OF 71 TO 113 MILLION WAS BASED ON THOSE CONSTRUCTION COST ESTIMATES AND 120,000 SQUARE FEET.
OBVIOUSLY A TIME DIFFERENCE AND SOME CRAZY COST ESCALATIONS IN SUPPLY CHAIN ISSUES DURING THE PANDEMIC AND CONTINUING ON.
WE HAD A COST ESTIMATE OR PROVIDE US ESTIMATES BASED ON THE 2019 SIZE ESTIMATES.
AND THOSE ESTIMATES, WHILE THERE WERE DONE IN 2022, THEY ARE ESCALATED WITH AN ESCALATOR TO REFLECT A 2025 PRICING, ASSUMING AN ESTIMATE IN 2022.
MOVING FORWARD, WE COULD BREAK GROUND IN 2025, BUT THAT'S THAT'S FOR ESTIMATING PURPOSES ONLY.
SO SOME OF THE CONCLUSIONS FROM THIS WORK.
REMEMBER, WE WE ONLY WE HAVE ESTIMATED WE HAVE UP TO 131 MILLION AVAILABLE.

BUT FOR CONSTRUCTION ESTIMATING PURPOSES, WE PICKED 40,000 SQUARE FEET.
AND WOULD OBVIOUSLY HAVE THE OFFICES FOR THE CITY COUNCIL AND FOR STAFF OFFICES FOR THE ONES THAT ARE HERE NOW, PLUS SOME ADDITIONAL STAFFERS WHO WOULD BE COMING FROM OTHER BUILDINGS.
BUT BASED ON A 40,000 SQUARE FOOT BUILDING AND THE CONSTRUCTION COST ESTIMATES WE HAVE, WE HAVE ESTIMATED THAT THAT WOULD COST SOMEWHERE IN THE RANGE OF 50 TO 60 MILLION, WHICH INCLUDES THE PARKING FOR BOTH THAT SIZE OF CITY HALL IN A PARKING STRUCTURE, AS WELL AS PARKING NEEDED FOR THE ENLARGEMENT AND REBUILD OF THE COLE LIBRARY TO FROM 24,000 SQUARE FEET TO 35,000 SQUARE FEET, WHICH IS REQUIRED AS PART OF OUR GROWTH MANAGEMENT PLAN.
SO. SO WITH A 50 TO $60 MILLION ESTIMATE AND UP TO $133 MILLION REVENUE STREAM, AGAIN, THAT INCLUDES CFD FUNDS PLUS REAL ESTATE.

THE ORION PUBLIC WORKS CENTER, ALONG WITH PUBLIC WORKS STORAGE, THE VETERANS PARK.
AND THEN THE LAST ONE WOULD BE THE REBUILD OF THE COLE, REBUILD AND ENLARGEMENT OF THE COLE LIBRARY.
WE DO HAVE SOME MONEY SET ASIDE FOR THAT, BUT NOT ENOUGH.
AND WE'VE ACTUALLY, THROUGH THIS EFFORT, DONE A CONSTRUCTION ESTIMATE IN 2025 OF WHAT IT WOULD COST TO BUILD THE THE COLE LIBRARY AND THE LARGE IT TO THE 35,000 SQUARE FEET AND THAT'S IN THE RANGE OF 24 TO $26 MILLION.
SO IT'S KIND OF A NEW REALITY OF POST-COVID AND A NEW REALITY OF KIND OF LOOKING AT THE FINANCING AND REVENUE STREAM AND CONSTRUCTION COST ESTIMATES AND TAKING A BIT OF A DIFFERENT PATH.
SO WITH THAT, WE HAVE THREE RECOMMENDATIONS.

THE OTHER OUTSTANDING THING ABOUT THIS SITE IS WITH THE 35,000 SQUARE FOOT LIBRARY AND A 40,000 SQUARE FOOT NEW CITY HALL BUILDING AND PARKING IN A STRUCTURE, THERE'S ABOUT SEVEN ISH ACRES LEFT OVER A VACANT LAND ON THIS CAMPUS THAT WE OWN ALREADY THAT COULD BE PROGRAMED FOR ADDITIONAL CIVIC TYPE USES.
AND I DON'T KNOW WHAT THOSE ARE.
THE COMMUNITY HASN'T NECESSARILY TOLD THOSE TOLD US WHAT THOSE ARE.
ONE IDEA THAT'S ALWAYS BEEN OUT THERE IS SOME KIND OF CULTURAL ARTS FACILITY, BUT THAT'S NOT FUNDED.

FISCAL YEAR 2022-2023.THANK YOU, MR. CHADWICK, MAYOR, MEMBERS OF THE COUNCIL.
AND THEN WE'LL GET INTO DETAIL ON EACH OF THE THREE MAIN GOALS FOR THE COMMISSION'S WORK PLAN.
THIS IS INTENDED TO INCREASE THE DIALOG BETWEEN THE TRAFFIC AND MOBILITY COMMISSION AND THE CITY COUNCIL, AND ALSO TO ENSURE THAT THE TRAFFIC AND MOBILITY COMMISSION'S WORKING IN LINE WITH THE COUNCIL'S PRIORITIES.
THE MISSION STATEMENT OF THE COMMISSION IS STATED HERE.
IT STATES THE TRAFFIC AND MOBILITY COMMISSION IS COMMITTED TO ENHANCING SAFE MOBILITY FOR THE CITY AND ITS RESIDENTS BY USING DATA DRIVEN DECISION MAKING AND FORWARD LOOKING APPROACH TO TRANSPORTATION.
WE ARE TRANSPARENT AND WE DO THE RIGHT THING THE RIGHT WAY.
SO THE FIRST GOAL OF THE WORKPLAN AND THIS IS BY FAR THE MOST COMPREHENSIVE PART OF THE WORKPLAN STATED HERE, IS TO REVIEW STAFF RECOMMENDATIONS ON THE MULTIMODAL TRANSPORTATION SYSTEM AND PROVIDE INPUT ON DATA BEST PRACTICES AND OBTAIN PUBLIC INPUT.

INCLUDED IN THIS GOAL IS TO REVIEW MOBILITY POLICIES, PROGRAMS AND REPORTS.THERE ARE SEVERAL TOP PRIORITY PROGRAMS IDENTIFIED IN THIS GOAL.
I'LL JUST OUTLINE A FEW OF THOSE KEY ONES HERE.
FIRST IS TO UPDATE THE CITY'S TRANSPORTATION IMPACT ANALYSIS GUIDELINES.
SO THESE ARE THE GUIDELINES DEVELOPERS FOLLOW WHEN THEY'RE DOING THEIR LOCAL MOBILITY STUDIES.
THE NEXT IS TO UPDATE THE CITY'S TRAFFIC IMPACT FEE PROGRAM, DEVELOP A LOCAL ROADWAY SAFETY PLAN FOR THE CITY, REVIEW THE CITY'S TRANSPORTATION DEMAND MANAGEMENT OR TDM PROGRAM.
NOW THE SECOND GOAL IS TO FOCUS ON MOBILITY AROUND SCHOOL LOCATIONS, INCLUDING SAFETY.
SO ELEMENTS OF THIS GOAL INCLUDE FIRST REVIEW OF THE MOBILITY AND SAFETY PROJECTS NEAR SCHOOLS AND TO PROACTIVELY ENGAGE IN ALL FOUR OF OUR SCHOOL DISTRICTS IN THE CITY IN SAFE ROUTES TO SCHOOL PLANNING EFFORTS, AND THEN ALSO TO RECEIVE MONTHLY REPORTS FROM THE CARLSBAD POLICE DEPARTMENT.
AND THE THIRD AND FINAL GOAL IS TO ENHANCE TRANSPARENCY.
SO WHAT THIS MEANS IS TO PROPOSE UPDATES TO THE CITY'S WEBSITE AND TO ENHANCE PUBLIC OUTPUT RELATED SPECIFICALLY TO MOBILITY ISSUES, AND THEN ALSO WORK WITH THE CITY CLERK'S OFFICE TO PROVIDE VIDEO RECORDINGS AND OF ALL THE MEETINGS OF THE COMMISSION.

BUT FOR US, THE COMMITMENT TO THE SAFETY OF THE CITY AND TO THE CITIZENS OF CARLSBAD TO ENHANCE MOBILITY AND TRAFFIC SAFETY MATTERS FOR PEDESTRIANS, BICYCLES, VEHICULAR MODES OF TRANSPORTATION, PARKING AND ALSO A BIG ONE.
THE DUTIES FOR A COMMISSION FOR THE TRAFFIC AND MOBILITY COMMISSION.
AS A COMMISSIONER, AS THE COMMISSION, WE ARE APPOINTED CITY COMMISSIONERS BY THE CITY OF COUNCIL AND HAVE THE DUTIES TO REVIEW STAFF STUDIES AND REPORT AND ADVISE TO MAKE RECOMMENDATIONS TO THE CITY COUNCIL AND THE PLANNING COMMISSION.
AND A KEY POINT IS TO PROVIDE A PUBLIC FORUM TO REVIEW COMMUNITY INPUT AND PROVIDE RECOMMENDATIONS FOR THE REVISIONS OF CITY CODES, PLANS ON MOBILITY AND TRAFFIC SAFETY MATTERS AGAIN FOR PEDESTRIANS, BICYCLES AND VEHICULAR TRANSPORTATION MODES.
FOR ME, I FEEL THAT THE TRAFFIC AND MOBILITY COMMISSION IS KIND OF THE CONDUIT FOR COMMUNICATION BETWEEN THE CITIZENS, THE STAFF AND CITY COUNCIL. AND WE TAKE GREAT HONOR AND GREAT PRIDE IN SERVING THIS POSITION.
AND FOR THE TRAFFIC AND MOBILITY COMMISSION AGAIN WE CONSIST OF SEVEN MEMBERS, MYSELF, THE CHAIR FOR THE TRAFFIC MOBILITY COMMISSION, WE HAVE A VICE CHAIR, STEVE LEMKE, SENIOR COMMISSIONERS COMMISSIONER PANZER, COMMISSIONER FOWLER AND SOME NEWLY APPOINTED COMMISSIONERS, JUST COMMISSIONER COELHO, COMMISSIONER NEWLANDS AND COMMISSIONER PROUIX. AND SO WITH THIS IN THE COMMISSION FOR OUR FY 20 AND 23 GOALS AND OBJECTIVES, WHAT IS IT THAT WE ARE WORKING ON? WE'RE WORKING ON REVIEWING, ADVISING AND PROVIDING INPUT ON SOME ITEMS AND AS.
SO THINGS LIKE THE GMP, THE GROWTH MANAGEMENT PROGRAM, BEFORE AND AFTER STUDIES FOR THE SIGNAL COORDINATION, TRAFFIC IMPACT FEED PROGRAMS AND OTHER REPORTS WITHIN THE PURVIEW OF THE COMMISSION.
WE ALSO REVIEW THE LIST OF THE CIP PROJECTS AS PART OF THE TRANSPORTATION'S DIRECTOR'S BIANNUAL TRANSPORTATION UPDATE, AND I'VE PRESENTED THAT A COUPLE OF MONTHS AGO, AND IT'S GREAT TO PRESENT TO THE CITY COUNCIL, BUT THINGS LIKE OUR UPDATE ON EL CAMINO REAL BRIDGE, THE ECR LANE WIDENING, EL CAMINO RAIL LANE WIDENING ADDITION OF BICYCLE LANES, TRAFFIC CALMING FOR OUR COMMUNITIES AND ALSO TO DISCUSSION OF HOPEFULLY EXTENSION OF THE COLLEGE AVENUE AND ALSO FOR THE VALLEY EAST STREET, PEDESTRIAN ADDITION.

SOME PLANS THAT WE CURRENTLY HAVE IN PROGRESS IS THE SUSTAINABLE MOBILITY PLAN, SMP, OUR LOCAL ROADWAY SAFETY PLAN, OUR CITY TRANSPORTATION DEMAND MANAGEMENT, AND ALSO OUR SIGNAL TRAFFIC SIGNAL COMMUNICATION SYSTEM.AND ONE THING I WANTED TO FOCUS ON IS OUR S&P, OUR SUSTAINABLE MOBILITY PLAN.
THIS IS ONE OF OUR PILLARS AS A COMMISSIONER FOR THIS COMMISSION TO UNDERSTAND AND TO PROVIDE INCREASED SAFETY, PROVIDE CONVENIENT OPTIONS FOR THE CITIZENS OF CARLSBAD, HEALTHIER TRAVEL OPTIONS AND BETTER TRAFFIC FLOW.
AND WHAT THIS MEANS IS SOME EXAMPLES ARE TO IMPROVEMENTS ON BICYCLE, PEDESTRIAN AND ADA ITEMS CONNECT, WALKING AND CYCLING AND TRAILS FOR ALL THE DIFFERENT DISTRICTS THAT WE HAVE AND ALSO OUR SRT ARE SAFE FOR US TO SCHOOL, ALSO TO INCREASE PUBLIC TRANSIT AND THEN IMPROVE INFRASTRUCTURES WITHIN OUR CITY AND ALSO TO TO BUILD UP OUR MOBILITY HUB IN OUR SHARE PROGRAMS. AND SO I THINK AS WE COMMENTED BEFORE, IT'D BE GREAT FOR THE CITY TO WALK, BIKE OR TO SHARE.
AND AS WE CAN SEE NOW, WITH THE ADVENT OF E-BIKES, WE ARE STARTING TO SEE A SHIFT IN IN PEOPLE MOVING AROUND, WHICH TO ME IS A GREAT THING TO SEE, SEEING KIDS, ADULTS, ANYONE GETTING TO AND FROM UP THESE GREAT HILLS OF OF CARLSBAD AS A FORMER CYCLIST, THEY'RE PRETTY, PRETTY IMPRESSIVE.
HILL SO IT'S REALLY NICE TO SEE PEOPLE BEING ABLE TO COMMUTE, USING USING A BIKE WITH, WITH THE REGARDS OF SAFETY IN MIND. AND ALSO TO LASTLY, ON THE ON THIS ONE GOAL, THE REVIEW AND OF UNDERSTANDING OUR MOBILITY SYSTEM EVALUATION MONITORING SYSTEM MSEM.
RTIA AS MR. SCHMIDT HAS MENTIONED. GROWTH MANAGEMENT OR GMP, AS I MENTIONED BEFORE, AND THEN ALSO TO OUR VEHICLE LEVELS OF SERVICE, OUR MULTIPLE LEVELS OF SERVICE AND OUR VEHICLES MILES TRAVELED.

TO KIND OF FOCUS ON WHERE WE'RE AT WITH THESE THREE THAT I'VE MENTIONED, THE TIA, THE LEVELS OF SERVICE AND THEN THE TDM AS WE'VE KIND OF NEED TO RESHUFFLE AND MAYBE REFOCUS ON THESE ON THESE ITEMS BECAUSE THIS IS A KEY AREA THAT WE JUST NEED TO FOCUS ON.
SO I CAN'T STRESS THAT ENOUGH.
SO AS THE COMMISSIONER WITH ALL THESE DISTRICTS, IT IS GREAT TO HEAR FROM ALL THE DISTRICTS, FROM CALAVERAS HILLS, FROM THE VILLAGE, FROM THE BARRIO, FROM RANCHO CARRILLO, FROM PONO, ALL THESE ALL THESE AREAS IS GREAT TO HEAR.
DURING THE COMMISSIONERS MEETING THE IS MEETING ALL OF THESE CITIZENS TALKING ABOUT THEIR CONCERNS, THEIR POSITIVES, THINGS HAVE CHALLENGES AND WHERE ARE WE GOING FOR THE CITY OF CARLSBAD.
THE NEXT PART, WHICH IS A BIG, CRUCIAL PART.
THE SECOND PART IS THE FOCUS ON MOBILITY AND SAFETY AROUND SCHOOLS AND SCHOOL LOCATIONS.
ONE THING I'M REALLY HAPPY IN WORKING WITH MR. SCHMITT IS THE SAFE ROUTES TO SCHOOL FOR THE PILOT PROJECT AT HOPE ELEMENTARY.
THAT IS THE NORTHEAST LOCATION.
AND FOR THIS, THIS HAS BEEN A GREAT EXAMPLE OF HOW A NEW DEVELOPMENT I THINK IS [INAUDIBLE] AND THE PRESERVE HAS BEEN ABLE TO INSTEAD OF CHILDREN WALKING AROUND AND GOING THROUGH OCEANSIDE AND GOING UP TO COLLEGE, THERE IS A NICE LITTLE TRAIL THAT'S BEEN CREATED TO GET TO THAT NEXT LOCATION AND IT'S FROM A 2 TO 3 MILE WALK.
IT'S NOW LESS THAN A MILE WALK.
AND SO KIDS NOW IN THAT LOCATION CAN GO FROM THEIR HOUSE UP TO AND INTO THAT TRAIL AND UP TO THE HOPE ELEMENTARY, LESS THAN A MILE AND PROBABLY A 15 TO 20 MINUTE WALK WITH JUST ONE CROSS ROAD THAT THEY HAVE TO TRAVEL ACROSS ON MARIN.
ANOTHER THING THAT WE HAVE IS RECEIVE INFORMATION REPORTS FROM THE CARLSBAD POLICE DEPARTMENT REGARDING SCHOOL TRAFFIC, EDUCATION ENFORCEMENT AND THIS ONE I'M REALLY I REALLY RESPECT AND I REALLY THANK THE POLICE FORCE FOR THIS, WHERE JUST A COUPLE OF INSTANCES I'D LIKE TO SHARE.

I KNOW A COUPLE OF YEARS AGO WE HAD A SCHOOL LOCKED DOWN DUE TO A POSSIBLE SHOOTING INCIDENT, WHICH WAS A FALSE ALARM.BUT ASSISTANT CHIEF POLICE CALDERWOOD AT THAT TIME, I THINK, LIEUTENANT CALDERWOOD, THERE WAS A SCHOOL LOCK DOWN AND WITH THE SWIFT ACTION OF THE CARLSBAD POLICE DEPARTMENT, THEY WERE ABLE TO ASSESS, TAKE CARE OF THE SITUATION.
AND WHAT WAS REALLY NICE WAS AS THE CARLSBAD POLICE DEPARTMENT WAS ABLE TO REPORT TO US, WHAT HAS HAPPENED, WHAT'S GOING ON, AND WHAT HAVE WE LEARNED FROM THIS? SO TO ME, SAFETY IS AN IMPORTANT THING ON THIS COMMISSION.
ALSO TO SERGEANT MERRITT WITH THE SCHOOL SITE TRAFFIC AWARENESS, I KNOW THAT SCHOOL IS COMING UP AND I KNOW THAT HE IS BUSY WITH WHAT'S GOING ON IN REGARDS TO TRAFFIC, BICYCLING, PARKING AND EVERYTHING AROUND THE SCHOOLS.
AND IT'S JUST REALLY NICE TO SEE SERGEANT MERRITT TAKING ACTION AND PROVIDING THE EDUCATION, ENFORCEMENT AND AWARENESS FOR THE STUDENTS AND ALSO FOR THE PARENTS OF OUR SCHOOL DISTRICT AND ALSO TO OUR RESOURCE OFFICER, SERGEANT SAKAMOTO.
AND ALSO LASTLY, IS LIEUTENANT JAKOWSKI PROVIDING GREAT STATISTICAL REPORTS FOR THE CP, FOR THE CARLSBAD POLICE DEPARTMENT'S PROGRAMS, BICYCLE SAFETY AWARENESS, DUI CHECKPOINTS AND ANY INCIDENT REPORTS? IT IS REALLY GREAT FOR THE STAFF AND EVERYONE TO RESPOND AND THEY RESPOND QUICKLY AND TIMELY.

AND I THINK THAT MARRIED TO A PRINCIPAL SITE ADMINISTRATOR FOR 21 YEARS AND JULIE IS ALWAYS I'M SORRY, SHE WAS A SITE ADMINISTRATOR FOR 21 YEARS. WE'VE BEEN MARRIED, THAT'S A DIFFERENT STORY A LONG TIME.
BUT SHE WOULD TELL YOU THE WORST HUMAN BEHAVIOR SHE'S EVER SEEN IS THAT DROP OFF AND PICKUP.

I WOULD REALLY LIKE TO HAVE AN EDUCATION COMPONENT WHERE WE REACH OUT TO OUR CITIZENS AND EXPLAIN TO THEM WHAT'S HAPPENING WITH TRANSPORTATION AND HOW WONDERFUL IT IS, BUT HOW DANGEROUS IT IS AND AND HOW WE CAN DO BETTER BE ATTENTIVE AND NOT TEXT AND JUST EVERYTHING.

IT ANALYZES VIOLENT CRIMES, WHICH INCLUDES HOMICIDES, FORCIBLE RAPE, ROBBERIES AND AGGRAVATED ASSAULTS AND PROPERTY CRIMES, WHICH INCLUDES BURGLARIES, THEFTS AND AUTO THEFTS.
AND THEN THE SECOND REPORT IS JUST A BREAKDOWN OF CRIME.
THE HIGHLIGHTS OF CRIME IN EVERY CITY.

LARCENY INCREASED BY 8% FROM 2020 TO 2021, MOTOR VEHICLE THEFT INCREASED BY 18%.
AND ALTHOUGH, LIKE I MENTIONED EARLIER, WE DID SEE AN INCREASE, THE OVERALL CRIME RATE IN 2021 WAS LOWER THAN THE PRE-PANDEMIC CRIME RATE FROM 2017 TO 2019.
AND AS THE CHIEF MENTIONED EARLIER, WE ATTRIBUTE THIS TO THE PANDEMIC IN 2020.
SO I'LL TOUCH ON OUR CRIME ANALYSIS AND RESPONSE PROGRAM, ALSO KNOWN AS CARS.
THIS IS A PROGRAM THAT WE HAVE HAD FOR ABOUT THE LAST EIGHT YEARS.
AND WE USE THAT INFORMATION TO DEVELOP TRENDS AND SERIES RELATED TO CRIMES.
AND WE CONSTANTLY ARE CHECKING THOSE AND REVIEWING THOSE.
THIS PROGRAM INCLUDES A WEEKLY MEETING WITH ALL LIEUTENANTS WITHIN OUR DEPARTMENT AND UNIT OR DIVISION COMMANDERS TO TRY TO GO OVER THE CRIME TRENDS AND CRIME STATISTICS OVER THE LAST PAST WEEK.
THIS ISN'T JUST ON A WEEKLY BASIS.
ALSO QUARTERLY, WE CONDUCT A LARGER MEETING, BRINGING COMMAND STAFF INTO THE MIX WHERE WE TALK ABOUT OUR CRIME TRENDS AND CRIME DATA OVER THE LAST QUARTER, WHAT OUR RESPONSES WERE, HOW EFFECTIVE WE WERE, OR IF THERE'S ROOM FOR IMPROVEMENT AND THEN PROVIDING A PLAN FOR THE NEXT QUARTER MOVING FORWARD.
AND WHAT IT REQUIRES US TO DO IS TO GO OUT AND TAKE REPORTS.

THE FIRST IS CATALYTIC CONVERTER THEFT.
SO A CATALYTIC CONVERTER, IF YOU'RE NOT FAMILIAR, IS PART OF THE EXHAUST SYSTEM OF VEHICLES.
YOU MIGHT CONSIDER IT THE MUFFLER AND THEY'RE STOLEN BECAUSE THEY CONTAIN PRECIOUS METALS.
BETWEEN 2020 AND 2021, WE SAW A 400% INCREASE IN CATALYTIC CONVERTER THEFTS.
WE HAD 32 THEFTS OF CATALYTIC CONVERTERS IN 2020 AND 128 IN 2021.
THIS TREND HAS DRIVEN US TO FORM COLLABORATIVE WORKING GROUPS WITH OUR ALLIED AGENCY PARTNERS.
PART OF OUR INVESTIGATION INTO THESE CRIMES HAS SHOWN THAT ONE GROUP OF OFFENDERS CAN TRAVEL THROUGHOUT SOUTHERN CALIFORNIA, COMMITTING THESE OFFENSES. AND THE COLLABORATION EFFORT OF LAW ENFORCEMENT IN SOUTHERN CALIFORNIA, OFTENTIMES LED BY OUR OWN CINDY ANDERSON, HELPS BRING THESE CASES TOGETHER, WHICH HAS A COUPLE OF DIFFERENT BENEFITS.
WHAT MIGHT HAVE BEEN AN UNSOLVABLE CASE IN OUR JURISDICTION? WHEN ADDED THE INFORMATION FROM ANOTHER JURISDICTION, DEFENSE BECOMES SOLVABLE.
SECONDLY, FOR PROSECUTORIAL PURPOSES, WHEN WE'RE ABLE TO PRESENT A PACKAGE OF OFFENSES TO THE PROSECUTION, THE LIKELIHOOD OF GAINING PROSECUTION AND SECONDARILY THE RESULTING SENTENCES ARE MUCH HIGHER.

AND THEN, AS YOU'RE AWARE, RECENTLY CITY COUNCIL AMENDED OUR MUNICIPAL CODE, ADDING A SECTION THAT MADE THE SIMPLE POSSESSION OF A DISCONNECTED CATALYTIC CONVERTER WITHOUT OWNERSHIP DOCUMENTATION ILLEGAL, WHICH WAS WHICH IS A GREAT TOOL FOR OUR OFFICERS ALSO.
SO SOME OTHER TRENDS THAT WE'VE BEEN ADDRESSING FIRST IS BIKE THEFT.
WE'VE SEEN AN INCREASE IN BIKE THEFT, BOTH BOTH TRADITIONAL BICYCLES AND E-BIKES.
THE INCREASE WAS 26% BETWEEN 2020 AND 2021 AND 21.
ALREADY THIS YEAR, WE'VE SEEN OVER 130 THEFTS.
WE'RE TRYING TO UTILIZE EDUCATION FIRST AND FOREMOST.
LOCK OUR BIKES UP, TAKE THEM INSIDE IF YOU CAN.

WE'RE SEEING THESE ORGANIZED RETAIL CREWS OPERATE THROUGHOUT SOUTHERN CALIFORNIA.
AND THIS IS ANOTHER EXAMPLE WHERE OUR OWN CINDY ANDERSON HAS TAKEN THE LEAD TO BRING INVESTIGATORS AND CRIME ANALYSTS TOGETHER TO ADDRESS THIS ISSUE, TO SHARE INFORMATION AND TO LINK THESE OFFENSES, WHICH MAY BE APPARENTLY INDIVIDUAL.

WE HAD 186 VEHICLES STOLEN IN 2021.
THE GOOD NEWS IS WE RECOVERED 160 VEHICLES IN OUR CITY, 160 STOLEN VEHICLES, AND 114 OF THOSE WERE RECOVERED WITH THE ASSISTANCE OF LICENSE PLATE READERS. SO THE INVESTMENT IN LICENSE PLATE READERS IS PROVIDED TO BE A GREAT TOOL FOR OUR POLICE OFFICERS TO RETURN VEHICLES TO THE RIGHTFUL OWNERS AND TO HOLD PEOPLE ACCOUNTABLE THAT STEAL CARS WITHIN OUR JURISDICTION.
SPECIFICALLY, WE'RE LOOKING AT AGGRAVATED ASSAULTS.
WE DID SEE AN INCREASE, AS CINDY MENTIONED, OF 10% INCREASE IN AGGRAVATED ASSAULT IN 2021.
THERE'S MULTIPLE FACTORS THAT HAS DRIVEN THAT.
SOME FACTORS THAT GO INTO THAT ARE DOMESTIC VIOLENCE RELATED.

AND WE'VE ALSO THE SECOND PRONG IS TOWARDS HUMAN TRAFFICKING AND DEALING WITH PROSTITUTION, AND THAT OCCURS WITHIN MOTELS, NOT JUST WITHIN OUR JURISDICTION, BUT WITHIN THE COUNTY.
WE PARTNERED WITH THE SAN DIEGO HUMAN TRAFFICKING TASK FORCE TO CONDUCT AN OPERATION EARLIER THIS YEAR THAT RESULTED IN ARRESTS FOR PEOPLE ATTEMPTING TO TAKE ADVANTAGE OF THE PROSTITUTION ENVIRONMENT AND THEN ALSO TO PROVIDE SERVICE TO SURVIVORS.
THIS HAS BEEN AN ABSOLUTE PRIORITY FOR OUR DEPARTMENT AND IT'S QUITE A CHALLENGE.
IN ADDITION TO SPREADING THE WORD, WE'VE ALSO HAD A FOCUS TOWARDS ENFORCEMENT.
WE RECEIVED A GREAT TOOL BY FROM CITY COUNCIL WHEN YOU AMENDED THE MUNICIPAL CODE EARLIER THIS YEAR, JUST BEFORE SUMMERTIME, TO REALLY SIMPLIFY THE ENFORCEMENT FOR E-BIKE VIOLATIONS.
THE ENFORCEMENT OF E-BIKE VIOLATIONS HAS BEEN A PRIORITY FOR US SINCE THAT HAS GONE INTO MOTION.
WE'RE ABLE TO DIVERT THOSE THROUGH OUR POLICE DEPARTMENT AND OFFER OFFENDERS FIRST TIME OFFENDERS, THE OPPORTUNITY, BOTH JUVENILES AND ADULTS, THE OPPORTUNITY TO GO THROUGH AN EDUCATIONAL PROGRAM TO AVOID HAVING TO PAY THE FINE ASSOCIATED, BECAUSE WE'D RATHER THEM LEAVE THAT EXPERIENCE MORE EDUCATED AND ATTUNED TO WHAT THEY SHOULD BE DOING THAN PAYING SIMPLY PAYING A FINE.
IF THEY IF THEY DESIRE MORE INFORMATION, WHICH IS AN OPPORTUNITY FOR THEM THERE.
