JACKIE IS THE REGION OF THE SANTA MARGARITA CHAPTER OF THE NATIONAL SOCIETY DAUGHTERS OF THE AMERICAN REVOLUTION, AND I WILL PROCEED TO READ THE PROCLAMATION, AND THEN YOU'LL HAVE AN OPPORTUNITY TO SAY A FEW WORDS AS WELL.

THIS IS A PROCLAMATION ON BEHALF OF THE CITY OF CARLSBAD FOR CONSTITUTION WEEK SEPTEMBER 17 TO 23, 2022, AND IT READS WHEREAS THE CONSTITUTION OF THE UNITED STATES OF AMERICA, THE GUARDIAN OF OUR LIBERTIES AND BOTTLES, EMBODIES THE PRINCIPLES OF LIMITED GOVERNMENT IN A REPUBLIC DEDICATED TO RULE BY LAW AND WHEREAS, SEPTEMBER 17, 2022, MARKS THE 235TH ANNIVERSARY OF THE DRAFTING OF THE CONSTITUTION OF THE UNITED STATES OF AMERICA BY THE 1787 CONSTITUTIONAL CONVENTION, AND WHEREAS, IT IS FITTING AND PROPER TO ACCORD OFFICIAL RECOGNITION TO THIS MAGNIFICENT DOCUMENT, ITS MEMORABLE ANNIVERSARY, AND TO THE PATRIOTIC CELEBRATIONS WHICH WILL COMMEMORATE IT, AND WHEREAS, PUBLIC LAW 915 GUARANTEES THE ISSUING OF A PROCLAMATION EACH YEAR BY THE PRESIDENT OF THE UNITED STATES, DESIGNATING SEPTEMBER 17 THROUGH SEPTEMBER 23 AS CONSTITUTION WEEK.

THANK YOU. GREETINGS FROM THE SANTA MARGARITA CHAPTER OF THE NATIONAL SOCIETY OF DAUGHTERS OF THE AMERICAN REVOLUTION.

I AM THE REGENT OF THE SANTA MARGARITA CHAPTER, JACQUELINE [INAUDIBLE]AND THE UNITED STATES CONSTITUTION.

AMERICA'S MOST IMPORTANT DOCUMENT STANDS AS A TESTAMENT TO THE TENACITY OF AMERICANS THROUGHOUT HISTORY TO MAINTAIN THEIR LIBERTIES, FREEDOMS AND INALIENABLE RIGHTS. CONSTITUTION WEEK IS CELEBRATED ANNUALLY DURING THE WEEK OF SEPTEMBER 17TH THROUGH 23 TO COMMEMORATE ITS HISTORY, IMPORTANCE AND BRING ATTENTION TO HOW WELL IT STILL SERVES US TODAY.

IN 1929, DAR CONSTITUTION HALL IN THE DISTRICT OF COLUMBIA WAS BUILT IN TRIBUTE TO THE CONSTITUTION OF THE UNITED STATES BY THE DAUGHTERS OF THE AMERICAN REVOLUTION AND IN IN 1955, THE DAUGHTERS OF THE AMERICAN REVOLUTION PETITIONED CONGRESS TO SET ASIDE SEPTEMBER 17TH THROUGH THE 23RD ANNUALLY TO BE DEDICATED TO THE CELEBRATION OF OBSERVANCE OF OUR GREAT CONSTITUTION.

THE RESOLUTION WAS ADOPTED BY THE US CONGRESS AND SIGNED INTO LAW ON AUGUST 2ND, 1956, BY PRESIDENT DWIGHT EISENHOWER.

THE AIMS OF CONSTITUTION WEEK ARE TO EMPHASIZE TO EACH AND EVERY CITIZEN THE RESPONSIBILITY FOR PROTECTING AND DEFENDING THE CONSTITUTION TO INFORM OUR CITIZENS THAT THE CONSTITUTION IS THE BASIS FOR OUR AMERICA'S GREAT HERITAGE AND THE FOUNDATION OF OUR WAY OF LIFE, AND TO ENCOURAGE THE STUDY OF HISTORICAL EVENTS THAT LED TO THE FRAMING OF THE CONSTITUTION IN SEPTEMBER 1787 , AND ADDITIONALLY, BELLS ACROSS AMERICA IS ALSO AN ANNUAL CELEBRATION OF THE SIGNING OF THE CONSTITUTION.

YES, THANK YOU, AND TO THE PODIUM, I'LL GO AHEAD AND INVITE MISS KIM YOUNG, OUR ASSISTANT DIRECTOR OF EMERGENCY SERVICES AND BEFORE I HAND IT OFF TO YOU FOR SOME WORDS I'D LIKE TO SHARE, I'M SURE WE'VE HAD VARIOUS TYPES OF DISASTERS THROUGHOUT CALIFORNIA, WHETHER IT'S WILDFIRE, EARTHQUAKE, OTHER, AND IT'S REALLY I'M REALLY GRATEFUL WE'RE IN THE CITY OF CARLSBAD WITH THE LEADERSHIP, OF COURSE, OF OUR EMERGENCY SERVICES DIRECTOR, BUT OF COURSE, WITH OUR PUBLIC SAFETY OFFICERS WHO KEEP US SAFE IN ANY SORT OF CIRCUMSTANCE, AND SO WITH THAT, I'LL GO AHEAD AND READ OUR PROCLAMATION. WHEREAS THIS YEAR, CARLSBAD CITIZENS AND CALIFORNIAN RESIDENTS HAVE EXPERIENCED THE EFFECTS OF VARIOUS DISASTERS RANGING FROM THE COVID 19 PANDEMIC TO MAJOR EARTHQUAKES AND DEVASTATING WILDLAND FIRES, RESULTING IN DAMAGES COSTING HUNDREDS OF MILLIONS OF DOLLARS, AND WHEREAS, CALIFORNIA PUBLIC SAFETY AGENCIES AGAIN CONTINUE TO ENGAGE NUMEROUS LARGE SCALE AND DEVASTATING WILDFIRES ACROSS THE STATE THIS YEAR, AND WHEREAS, SAN DIEGO COUNTY CONTINUES TO EXPERIENCE EXTREME FIRE CONDITIONS THAT HEIGHTEN THE IMPORTANCE OF DISASTER PREPAREDNESS, AND WHEREAS, SHOULD UNSAFE SPARK PRODUCING OR FIRE PRACTICES BE WITNESSED DURING HOT, HIGH WIND DAYS, WE ASK RESIDENTS TO REPORT SUCH PRACTICES TO ENSURE APPROPRIATE ACTIONS ARE TAKEN TO MITIGATE THE HAZARD, AND WHEREAS, THE LOSS OF LIFE DAMAGE TO PROPERTY AND ECONOMIC LOSS CAN BE GREATLY REDUCED IF APPROPRIATE. EMERGENCY PREPAREDNESS MEASURES ARE TAKEN BEFORE, DURING AND AFTER A MAJOR EMERGENCY.

I'M KIM YOUNG. I'M THE ASSISTANT DIRECTOR OF EMERGENCY SERVICES, AND IT'S MY PRIVILEGE TONIGHT TO TALK ABOUT NATIONAL PREPAREDNESS MONTH AND WHAT THAT MEANS HERE IN CARLSBAD.

SO THE PURPOSE OF NATIONAL PREPAREDNESS MONTH IS TO EMPHASIZE THE IMPORTANCE OF PREPARING FOR EMERGENCIES THAT CAN OCCUR AT ANY TIME, AND IT'S IMPORTANT WE RECOGNIZE THE NATIONAL PREPAREDNESS MONTH EACH SEPTEMBER BECAUSE OF THE NUMEROUS THREATS AND HAZARDS THAT TO CARLSBAD AND TO OUR REGION, FOR EXAMPLE, WILDLAND FIRE, FLOOD, EARTHQUAKE, CYBER ATTACKS, BUT IT'S IMPORTANT TO NOTE THAT IT'S NOT JUST IN SEPTEMBER, RIGHT? SO IT'S NOT JUST IN SEPTEMBER THAT WE FOCUS ON AND RECOGNIZE EMERGENCY PREPAREDNESS.

WHEN I SAY WE, IT'S THE ENTIRE COMMUNITY, THE ENTIRE COMMUNITY OF CARLSBAD.

WE HAVE ALL COMMITTED TO THIS YEAR LONG, CONTINUOUS EFFORT OF PREPAREDNESS, AND BECAUSE OF THAT, CARLSBAD, WE'RE COMPREHENSIVELY PREPARED FOR THE HIGHEST LEVEL THREATS AND HAZARDS THAT WE MAY FACE AS A CITY OR AS A REGION.

SO ALLOW ME NOW TO ILLUSTRATE A FEW CAPABILITIES AND ACCOMPLISHMENTS THAT DEMONSTRATE OUR PREPAREDNESS AND STARTING WITH THE NUMEROUS CITYWIDE EMERGENCY PREPAREDNESS PROGRAMS TO INCLUDE OUR RIGOROUS TRAINING AND EXERCISE PROGRAM AN INTEGRATED PUBLIC OUTREACH PROGRAM ARE EXHAUSTIVE EMERGENCY PLANNING EFFORTS, INCLUDING THE EMERGENCY OPERATIONS PLAN AND, OF COURSE, OUR CITY'S EMERGENCY OPERATIONS CENTER BUT ALSO WE HAVE NUMEROUS PARTNERSHIPS AND COLLABORATIONS THAT NOT ONLY STRENGTHEN, BUT THEY ENHANCE OUR PREPAREDNESS. EXAMPLES OF THIS ARE OUR CARLSBAD CERT TEAMS PARTNERSHIPS WITH THE CHAMBER OF COMMERCE, AS WELL AS COLLABORATION WITH REGIONAL PARTNERS, AND THEN FINALLY, AS EVIDENT HERE TONIGHT, THE SUPPORT OF CITY HALL, INCLUDING THE MAYOR'S OFFICE, CITY COUNCILMEMBERS, CITY STAFF, THE COMMUNITY.

THIS IS ANOTHER EXAMPLE OF COLLABORATION THAT CONTRIBUTES TO OUR OVERALL PREPAREDNESS, AND SO THESE AMONG MANY OTHER FACTORS, THIS CONTRIBUTES TO THE HIGHEST LEVEL OF PREPAREDNESS HERE IN CARLSBAD.

SO IN CLOSING, I WOULD LIKE TO THANK CITY OFFICIALS AND COMMUNITY MEMBERS INVOLVED IN ISSUING THIS NATIONAL PREPAREDNESS MONTH PROCLAMATION. IT'S CERTAINLY A WORTHY EFFORT TO RECOGNIZE THIS EVERY YEAR, AND IT DEMONSTRATES CARLSBAD'S CONTINUOUS

IT SEEMS THAT IN CARLSBAD, EVERY TIME THERE'S A CHANGE OF SENIOR CENTER MANAGERS, THERE'S NO OVERSIGHT AS TO CONTINUITY AND BUILDING UP, WHETHER IT'S BUILDING UP GAMES, BUILDING UP ATTENDANCE.

BUYING KARAOKE MACHINES.

KARAOKE IS POPULAR WITH SENIORS, BUT NOBODY AT THE CARLSBAD SENIOR CENTER IS CONCERNED ABOUT ANYTHING BUT MONEY. THEY EVEN CHARGE $5 FOR SENIORS TO PAINT A ROCK.

I STAND BEFORE YOU AS A NEAR LIFELONG CARLSBAD RESIDENT THAT IS HEAVILY INVESTED IN BEING AN ADVOCATE FOR THOSE WHO ARE OFTEN VOICELESS IN OUR SOCIETY.

TODAY, I SEEK TO SPEAK TO THE IMMENSE NEED FOR SAFE PARKING AREAS WITHIN OUR CITY AND THE WORK YOU ALL CAN DO.

TO ADEQUATELY MEET THE NEEDS OF THOSE WHO ARE HOUSING INSECURE, AND SO IT HAS BEEN WITH GREAT DISMAY TO SEE THAT RATHER THAN EXPANDING OVERNIGHT PARKING OPTIONS FOR THOSE WHO NEED IT.

THAT OPTIONS THESE RESIDENTS COULD RECEIVE, HAVE AND CONTINUE TO BE BECOME FURTHER RESTRICTED BY ACTIONS THE CITY HAS TAKEN AS WELL AS OTHER GOVERNING BODIES.

FURTHERMORE, I'M AWARE THAT THE CITY COUNCIL RECEIVED AN INFORMATIONAL PRESENTATION REGARDING A SAFE PARKING PROGRAM IN JUNE OF LAST YEAR, MEANING THIS IS AN ISSUE THAT SHOULD BE ALREADY BE ON THE MINDS OF MANY OF YOU.

TO CONTINUE, THE CITY MUST TAKE ACTIONS ACTION AS PUT FORTH BY SAID PRESENTATION TO QUOTE AMEND THE ZONING ORDINANCE OR MAKE A SHELTER CRISIS DECLARATION TO ALLOW A SAFE PARKING LOT PROGRAM.

BECAUSE THE REALITY FOR FAR TOO MANY INDIVIDUALS, PEOPLE, HUMAN BEINGS, IS THAT THEY ARE, IN FACT, LIVING IN CRISIS.

ONE IN WHICH THE CITY COUNCIL CAN ACT IMMINENTLY TO PUT THE LIVES OF OUR FELLOW CITIZENS BEFORE THE ILL INFORMED AND SELFISH ARGUMENTS OTHERS MAY PUT FORTH.

SAFE PARKING SPACES, SUCH AS THOSE ALREADY IN OUR NORTH COUNTY COASTAL COMMUNITY ENCINITAS HAVE BEEN SHOWN TO BE HIGHLY SAFE AND EFFECTIVE FOR THE UNHOUSED.

THOSE WHO SPEAK ABOUT THE CRIME THAT WILL INEVITABLY COME FROM A SAFE PARKING PROGRAM ARE USING BAD FAITH ARGUMENTATION THAT MAY, IN SOME CASES, COME FROM A PLACE OF IGNORANCE AND MISUNDERSTANDING.

A REPORT FROM THE UNIVERSITY OF SOUTHERN CALIFORNIA SHOWS THAT SAFE PARKING PROGRAMS, MANY WITHIN THE STATE OF CALIFORNIA, CAN BE INCREDIBLY EFFECTIVE AND SAFE WAYS TO MAKE SURE OUR FRIENDS AND NEIGHBORS CAN HAVE A SAFE PLACE TO SLEEP AT NIGHT.

LET ME BE CLEAR, THOUGH.

SAFE PARKING IS NOWHERE NEAR A PERFECT SOLUTION TO THE ISSUE OF HOUSING AND SECURITY, BUT IT IS A CONCRETE STEP YOU ALL CAN TAKE TODAY OR NOT NECESSARILY TODAY, BUT TO ACTUALLY MAKE AN IMPACT ON THE LIVES OF OUR FRIENDS AND NEIGHBORS, BUT THAT SHOULD NOT DETER OH SORRY.

WILL THERE BE INEVITABLE BACKLASH TO A PROGRAM LIKE THIS? UNFORTUNATELY, THAT IS ALMOST CERTAIN, BUT THAT SHOULD NOT DETER ANY ONE OF YOU FOR MAKING THE RIGHT DECISION FOR ALL OF US IN CARLSBAD PUTTING THE LIVES OF THE UNHOUSED AS A REAL PRIORITY.

HUMAN BEINGS HAVE A RIGHT TO BE ABLE TO LIVE AND THRIVE IN A SAFE SPACE, ONE WHICH IS NOT CONSTANTLY UNDER THREAT, AND YOU ALL NEED TO ACT NOW TO HELP TAKE A FIRST STEP TOWARDS LENDING A HAND TO OUR MOST VULNERABLE NEIGHBORS.

ALL SUPPORTED RESTRICTING OVERNIGHT PARKING ON SURFSIDE LANE AND ISLAND WAY.

THE DATA WAS PRESENTED TO THE MOBILITY TRAFFIC MOBILITY COMMISSION ON AUGUST 18TH.

THE TRAFFIC MOBILITY COMMISSION RECOMMENDED OPTION ONE AND THEREFORE AN ORDINANCE REFLECTING OPTION ONE AND THE CORRESPONDING RESOLUTION HAS BEEN PREPARED FOR YOUR CONSIDERATION. HERE'S A QUICK OVERVIEW FOR THE CALLS FOR SERVICE RECEIVED BY THE CARLSBAD POLICE DEPARTMENT BETWEEN JUNE 1ST, 2021, AND JUNE 30TH OF 2022.

AS YOU CAN SEE BETWEEN THE RESPONSE FROM POLICE OFFICERS TO CALL FOR SERVICE AND SELF INITIATED ACTIVITIES.

THERE WAS OVER 61 EVENTS.

THERE WERE 61 EVENTS THAT ARE DOCUMENTED IN OUR COMPUTER AIDED DISPATCH SYSTEM.

WITH THE INTRODUCTION OF THE ORDINANCE, THE PROS WOULD BE TO REDUCE PUBLIC HEALTH AND SAFETY CONCERNS BY ELIMINATING OVERNIGHT PARKING IN THE AREA OF CONCERN, WHICH WOULD LIKELY REDUCE LITTERING AND ILLEGAL DUMPING IN THE AREA AN UNINTENDED CONSEQUENCES OF RESTRICTING PARKING IN THIS MANNER MAY INCREASE SIMILAR PARKING ISSUES IN OTHER AREAS OF THE CITY.

OPTION TWO TO MAKE NO CHANGE WILL MAINTAIN EXISTING OVERNIGHT PARKING SPACES, AND UNFORTUNATELY, IT DOES NOT ADDRESS THE CONCERNS OF THE COMMUNITY THAT WE SPOKE WITH.

THE TOTAL FISCAL ANALYSIS FOR THE INSTALLATION OF SIGNS AND POLES REQUIRED TO MAKE IT ILLEGAL TO PARK IN THE AREA WOULD BE APPROXIMATELY $9,600 AND IT WOULD REQUIRE 32 SIGNS. NEXT UP, ITEM NUMBER NINE IS THE 2022 ZONING ORDINANCE CLEANUP, IT'S VARIOUS AMENDMENTS TO THE CARLSBAD MUNICIPAL CODE AND LOCAL COASTAL PROGRAM, AND MAKING OUR PRESENTATION TODAY IS OUR CITY PLANNER, ERIC LARDY, AND JOINING HIM IS OUR COMMUNITY DEVELOPMENT DIRECTOR, JEFF MURPHY. GOOD EVENING, WE'RE PRESENTING THE 2022 ZONING ORDINANCE UP, WHICH IS A NEW RECURRING WORK PROGRAM ITEM IN THE COMMUNITY DEVELOPMENT DEPARTMENT.

THE TRAINING THAT OFFICERS RECEIVE, THE EQUIPMENT THAT'S AVAILABLE TO US TO RESPOND TO THESE INCIDENTS, THE COMMUNITY ENGAGEMENT EFFORTS AND THOSE COLLABORATIVE INVESTMENTS THAT WE'VE MADE WITHIN THE COMMUNITY.

WHEN RESPONDING TO A SIGNIFICANT VIOLENT ATTACK.

WHILE A VERY COMPLICATED EVENT.

THE DEPARTMENT'S PHILOSOPHY IS VERY SIMPLE, AND OUR OBJECTIVE IS TO STOP THE KILLING AND STOP THE DYING.

STOPPING THE KILLING BRINGS WITH IT THE VERY CLEAR AND VERY PRECISE EXPECTATION THAT EVERY ONE OF OUR OFFICERS WILL BE PREPARED TO RESPOND IMMEDIATELY AND RAPIDLY TO THE LOCATION OF VIOLENCE, TO INTERVENE AND TO STOP THE ACTIONS THAT ARE CREATING MORE VICTIMS. THIS CAN BE CHALLENGING FOR OUR OFFICERS BECAUSE THEY ARE EXPECTED SOMETIMES TO BYPASS VICTIMS BECAUSE THE QUICKER AND MORE EFFECTIVELY THAT WE CAN INTERVENE, THE MORE LIVES THAT WE CAN SAVE AND THE QUICKER THAT WE CAN ADDRESS THOSE PERSONS WHO HAVE ALREADY BEEN INJURED.

THESE INCIDENTS ARE NOT RESOLVED UNTIL OUR OFFICERS ARE ABLE TO EFFECTIVELY INTERVENE AND STOP.

STOP THE KILLING AND WHATEVER MEANS THAT REQUIRES.

OUR NEXT OBJECTIVE AND OFTENTIMES THIS COMES IN CONJUNCTION WITH THE ACCOMPLISHMENT OF THE FIRST IS TO STOP THE DYING.

SO ONCE OUR SHOOTER IS NO LONGER ABLE TO OBTAIN ADDITIONAL VICTIMS OR WE HAVE THE RESOURCES TO DO SO WHILE WE'RE TRYING TO STOP THE SHOOTER, THE DEPARTMENT CAN TRANSITION AND BEGIN IMMEDIATELY WORKING TO PROVIDE AID AND CARE FOR THOSE VICTIMS. THE INITIAL RESPONSE IS TO SEARCH FOR ADDITIONAL VICTIMS AND PROVIDE IMMEDIATE LIFESAVING INTERVENTION AND TO USE THAT INFORMATION THAT'S AVAILABLE TO US TO AUGMENT THOSE EFFORTS.

WE WILL ALSO INCORPORATE WITH THE FIRE DEPARTMENT AND A RESCUE TASK FORCE AS QUICKLY AND EFFICIENTLY AS WE CAN, AND WE'LL GO OVER RESCUE TASK FORCE OPERATIONS IN JUST A MINUTE.

IN ADDITION TO OUR PHILOSOPHY OF STOP THE KILLING AND STOP THE DYING, DEPARTMENT HAS A POLICY THAT VERY CLEARLY EXPECTS OUR OFFICERS TO TAKE IMMEDIATE ACTION AND I WANT TO SAY IT OVER AND OVER AGAIN, BECAUSE THIS IS REINFORCED WITH TRAINING.

IT'S REINFORCED WITH THE CONSTANT EXPECTATIONS OF OUR PERSONNEL THAT EVEN INDIVIDUAL OFFICERS, REGARDLESS OF THEIR CONFIGURATION, UNDERSTAND THAT AS THEIR RESPONSIBILITY TO IMMEDIATELY RESPOND TO THESE ENVIRONMENTS AND PROVIDE AID.

THE TRAINING AND DEVELOPMENT OF OUR PERSONNEL TO RESPOND TO THESE INCIDENTS IS CRITICAL.

ALL PERSONNEL ARE ALL SWORN PERSONNEL WITHIN THE DEPARTMENT UNDERGO REGULAR, ONGOING TRAINING.

THIS TRAINING INCLUDES EIGHT SESSIONS ANNUALLY TO INCLUDE USE OF FORCE, FIREARMS AND A WHOLE VARIETY OF EQUIPMENT AND DECISION MAKING CONSIDERATIONS.

THIS TRAINING IS ALWAYS INCLUDE DYNAMIC DECISION MAKING OPPORTUNITIES AS WELL AS DE-ESCALATION PRINCIPLES, AND THAT'S INTERWOVEN WITH ALL OF OUR TRAINING OPPORTUNITIES WITHIN THE CITY. THESE SKILL SETS ARE BENEFICIAL FOR US ON A DAILY OPERATIONAL PLATFORM, BUT ALSO TRANSLATE DIRECTLY INTO CRITICAL INCIDENTS IN ACTIVE SHOOTER EVENTS.

IN ADDITION TO THAT, WE CONDUCT REGULAR ACTIVE SHOOTER TRAINING.

THIS TRAINING IS SPECIFICALLY TAILORED TO RESPONDING TO THESE TYPE OF INCIDENTS.

WE TRAIN AT A VARIETY OF PLACES, INCLUDING COMMUNITY LOCATIONS THAT SIMULATE APARTMENT OR APARTMENT OR COMMERCIAL STRUCTURES, BUT ALSO WE'VE TRAINED AT SCHOOLS LA COSTA CANYON HIGH SCHOOL, HOPE ELEMENTARY, AND MOST RECENTLY AT AVIARA OAKS MIDDLE SCHOOL.

WE MOST RECENTLY CONDUCTED OUR TRAINING IN AUGUST OF THIS SUMMER, AND ALL SWORN MEMBERS WENT THROUGH THE TRAINING.

THE TRAINING FOCUSED ON MINDSET AND THE EXPECTATION OF RESPONSE.

IT FOCUSED ON OUR RAPID DEPLOYMENT AND THE ABILITY FOR THESE OFFICERS TO IMMEDIATELY INTERVENE.

WE SPENT SOME TIME FOCUSING ON BREACHING BECAUSE WE DON'T WANT TO ALLOW THE ABSENCE OF KEYS OR OTHER MEANS OF GETTING INTO A LOCATION TO SLOW DOWN OUR ABILITY TO PROVIDE AID AND TO INTERVENE IN THESE INCIDENTS.

WE ALSO WORK THROUGH MEDICAL AID, AND THIS HAS BEEN A BIG TRANSITION FOR LAW ENFORCEMENT AS WE CONTINUE TO EVOLVE WITHIN THESE INCIDENTS, IS TRAINING OFFICERS TO PROVIDE IMMEDIATE LIFESAVING INTERVENTION FOR TRAUMATIC INJURIES AND ALLOWING OUR PERSONNEL TO NOT HAVE TO WAIT FOR FIRE DEPARTMENT PERSONNEL TO ARRIVE ON SCENE BEFORE WE PROVIDE THAT INTERVENTION , AND WHEN DONE WELL, THAT CAN THAT CAN DRAMATICALLY INCREASE THE POTENTIAL FOR SAVING LIVES.

WE ALSO WORKED ON OUR INTEGRATION WITH CARLSBAD FIRE DEPARTMENT.

THERE'S A CONCEPT CALLED RESCUE TASK FORCE, WHERE WE SEEK TO OVERCOME THE TRADITIONAL DEFICIENCY OF FIRE, NOT MOVING INTO AREAS THAT REPRESENT THESE KIND OF HAZARDS.

RESCUE TASK FORCE WAS DEVELOPED SO THAT FIRE PERSONNEL CAN RESPOND INTO A DANGEROUS AREA WITH POLICE DEPARTMENT SUPPORT AND IMMEDIATELY PROVIDE AID, EVEN IN A SCENARIO WHERE A SUSPECT MAY NOT HAVE BEEN TAKEN INTO CUSTODY YET.

THIS IS A SIGNIFICANT ADVANCEMENT FOR FIRE AND POLICE COLLABORATION, AND IT'S SOMETHING THAT WE TRAINED IN OUR MOST RECENT ACTIVE SHOOTER TRAINING, INCLUDING HAVING THE ON DUTY FIRE PERSONNEL THAT WERE WORKING, RESPOND IN THEIR ENGINE STOP, GET OUT, DON THEIR PROTECTIVE GEAR AND RESPOND WITH US TO DYNAMIC SCENARIOS.

AS WE SEND OUR OFFICERS INTO THESE CHALLENGING ENVIRONMENTS.

THE DEPARTMENT HAS WORKED WITH CITY COUNCILS ASSISTANCE TO MAKE SURE THAT WE HAVE OUTSTANDING EQUIPMENT IN ORDER TO RESOLVE THESE INCIDENTS FOR OUR STOP THE KILLING MISSION. EVERY OFFICER IN THE DEPARTMENT HAS EQUIPPED WITH A PATROL RIFLE, AS WELL AS BALLISTIC EXTRA ARMOR AS WELL AS HELMETS, AND THIS IS TO ENABLE THEM TO DEAL WITH THE HAZARDS THAT THEY'RE FACING AND TO RESPOND QUICKLY AND EFFECTIVELY WITH RESPECT TO OUR MISSION TO STOP THE DYING.

EVERY OFFICER IN THE FIELD CARRIES WITH THEM AN INDIVIDUAL TOURNIQUET, AND THE VEHICLES ALSO CARRY A TRAUMA BAGS THAT HAVE ADDITIONAL LIFE SAVING AND TRAUMATIC INJURY CARE EQUIPMENT. IN ADDITION TO THESE, WE HAVE BREACHING EQUIPMENT, SPECIALIZED BREACHING EQUIPMENT, ARMORED RESCUE VEHICLES, AND A WHOLE SLEW OF ADDITIONAL VALUABLE EQUIPMENT THAT ALLOWS US TO RESPOND TO THESE INCIDENTS.

MANY OF THE THINGS THAT ALLOW US TO EFFECTIVELY DEAL WITH THESE INCIDENTS WERE APPROVED BY THIS COUNCIL IN APRIL WITH OUR POLICE MILITARY EQUIPMENT POLICY.

SO WE APPRECIATE THAT BECAUSE IT ALLOWS US TO CONTINUE TO CARRY ON THIS MISSION.

WE ALSO RECOGNIZE THAT PREPARATION AND INVESTMENT IN OUR COMMUNITY CAN HELP TO SIGNIFICANTLY IMPROVE OUR ABILITY TO RESPOND.

THE DEPARTMENT HAS AN ONGOING RUN, HIDE, FIGHT TRAINING THAT'S AVAILABLE TO THE PUBLIC PLACES OF BUSINESS, PLACES OF WORSHIP AS WELL AS SCHOOLS, AND WE'VE CONDUCTED MANY, MANY OF THESE TRAININGS.

WE HAVE AN EXCESS OF 80 TRAININGS THAT WE'VE CONDUCTED IN THE LAST FEW YEARS, AND OVER 3400 PEOPLE HAVE GONE HAVE GONE THROUGH THAT TRAINING.

THAT TRAINING IS, LIKE I SAID, UNIVERSALLY AVAILABLE, BUT WE'RE WORKING TO DEVELOP A VIDEO PRESENTATION TO MAKE IT MORE EASILY ACCESSIBLE TO OUR COMMUNITY, BECAUSE WE RECOGNIZE THAT MANY PEOPLE MAY NOT HAVE THE OPPORTUNITY TO PARTICIPATE IN THOSE TRAINING VENUES.

WE ALSO CONDUCT SITE SURVEYS, AND THESE SITE SURVEYS EXTEND TO SCHOOLS AS WELL AS PLACES OF WORSHIP, AS WELL AS OTHER COMMUNITY LOCATIONS AND BUSINESSES WITHIN THE CITY, AND THEY SERVE TWO FOLD TO ALLOW US TO PROVIDE INSIGHT INTO THE SECURITY OF A LOCATION, BUT ALSO ALLOW US TO GATHER INFORMATION AND INTELLIGENCE ON HOW TO EFFECTIVELY RESPOND TO THOSE LOCATIONS AND THOSE SITE SURVEYS OCCUR BOTH AT PRIVATE AND CITY VENUES.

THE OTHER ASPECT OF OUR PREPAREDNESS FOR CRITICAL INCIDENTS AND ACTIVE SHOOTER ENVIRONMENTS IS OUR INVESTMENT IN PUBLIC EVENTS.

THE CITY HOSTS A VARIETY OF LARGE SCALE PUBLIC EVENTS WITHIN WITHIN ALL AREAS OF OUR CITY THAT INCLUDE THINGS LIKE THE STREET FAIR AS WELL AS HIGH SCHOOL GRADUATIONS. EVERY PUBLIC EVENT IS REVIEWED BY A DEPARTMENT LIEUTENANT, AND THOSE DEPARTMENT LIEUTENANTS CREATE ACTION PLANS, EVENT ACTION PLANS THAT INCLUDE BOTH THE DEPARTMENT'S VISION AND GOALS AND ASSIGNED OBJECTIVES, AS WELL AS CONTINGENCY PLANS SHOULD SOMETHING SIGNIFICANT HAPPEN.

WE ALSO BRING WITH US AND HAVE AVAILABLE RESOURCES TO MITIGATE LARGE SCALE ATTACKS, OPTIONS TO PROVIDE ADDITIONAL AWARENESS.

WE WILL DEPLOY RAPID RESPONSE TEAMS THAT ARE MADE UP OF DEPARTMENT PERSONNEL WHO ARE AT THE EVENT SPECIFICALLY TO PROVIDE IMMEDIATE INTERVENTION.

SO THEY'RE NOT THERE NECESSARILY DOING TRAFFIC CONTROL OR SOME OF THE OTHER RESPONSIBILITIES.

THEY ARE THERE SOLELY TO RESPOND TO AN EVENT LIKE THIS AND PROVIDE AID WHEN NECESSARY.

WE WILL ALSO OFTEN INTEGRATE CARLSBAD FIRE DEPARTMENT PERSONNEL BEFORE THE EVENT EVEN OCCURS SO THAT THEY ARE ON SCENE AS WELL TO PROVIDE ASSISTANCE FOR US FOR A VARIETY OF RESPONSES. WE CANNOT DO THIS ALONE WITHOUT THE ASSISTANCE OF OUR PARTNERS, BOTH WITHIN THE COMMUNITY AND WITHIN THE CITY.

ONE OF THE BIGGEST AND WE'RE CERTAINLY INCREDIBLY THANKFUL FOR THE RELATIONSHIP WITH OUR CARLSBAD FIRE DEPARTMENT.

WE ARE VERY PRIVILEGED TO WORK WITH THE FIRE DEPARTMENT THAT IS RESPONSIVE TO THE POLICE DEPARTMENT NEEDS AND VICE VERSA.

THE DEVELOPMENT OF THE RESCUE TASK FORCE HAS BEEN FOUNDATIONAL FOR OUR PLANNED RESPONSE TO THESE TYPES OF INCIDENTS, AND WE'VE WORKED TOGETHER WITH THE FIRE DEPARTMENT TO PROVIDE THEM WITH BODY ARMOR AND HELMETS CONSISTENT WITH WHAT THE OFFICERS WEAR SO THAT THEY ARE BETTER PROTECTED RESPONDING, AND THE FIRE DEPARTMENT HAS PROVIDED OUR OFFICERS WITH THE NECESSARY SKILLS AND TRAINING TO BE ABLE TO ADDRESS THOSE INJURIES.

WE'VE ALSO WORKED WITH THE SCHOOLS AND BUSINESSES WITHIN CARLSBAD.

WE WORK COLLABORATIVELY WITH ALL THE SCHOOL DISTRICTS WITHIN THE CITY TO MAKE SURE THAT WE CAN BE PREPARED TO AND RESPOND AS EFFICIENTLY AS WE CAN.

WE PRESENTED LAST NIGHT AT THE CITY SCHOOLS COMMITTEE, AND I SPOKE WITH OUR SUPERINTENDENTS TO CONTINUE THIS RELATIONSHIP AND TO CONTINUE MOVING IN A DIRECTION WHERE WE CAN ALWAYS BE LOOKING FOR WAYS TO AUGMENT THAT RELATIONSHIP AND OUR RESPONSE TO CAMPUSES.

ONE FURTHER THING TO DISCUSS AS FAR AS OUR PREPARATION IS SCHOOL THREAT PROTOCOLS.

THE SAN DIEGO COUNTY DISTRICT ATTORNEY HAS ISSUED EXPECTATIONS FOR LAW ENFORCEMENT AGENCIES IN HOW WE PLAN AND RESPOND TO THREATS, SPECIFICALLY

THERE'S A VARIETY OF APPROACHES TO MAKE SURE THAT WE HANDLE IT WELL AND THAT THERE'S REDUNDANCY TO ENSURE THAT WHEN OUR STUDENTS AND STAFF RETURN TO CAMPUS, THEY CAN DO SO WITH CONFIDENCE THAT THEY CAN LEARN IN A SAFE ENVIRONMENT.

CUSTOMERS CAN ALSO CHOOSE TO OPT UP TO 100% RENEWABLE OVER THE COURSE OF THAT YEAR.

WE DID REDUCE GREENHOUSE GAS EMISSIONS BY OVER 50% AND WHILE AT THE SAME TIME SAVING CUSTOMERS NEARLY $2 MILLION WITH OUR RATES THAT WERE JUST SLIGHTLY LOWER THAN SDG&E. OUR CUSTOMERS WITH ROOFTOP SOLAR AND WHOSE SYSTEMS GENERATED MORE ELECTRICITY THAN THEY USED OVER THE COURSE OF THE 12 MONTHS, EARNED A HIGHER NET SURPLUS COMPENSATION FOR THAT EXCESS GENERATION COMPARED TO SDG&E AND FOR MOST CUSTOMERS IT WAS MORE THAN DOUBLE FOR THAT PERIOD.

WE'RE GROWING, AND THE END OF 2021, THE CITIES OF ESCONDIDO AND SOME MARCOS JOINED CLEAN ENERGY ALLIANCE, AND WE WILL BEGIN SERVING THOSE CUSTOMERS IN APRIL OF 2023. MOST RECENTLY, THE CITIES OF OCEANSIDE AND VISTA ALSO JOINED CLEAN ENERGY ALLIANCE, AND WE WILL BEGIN SERVING THOSE CUSTOMERS IN APRIL OF 2024.

AT THAT POINT, WE WILL BE THE 10TH LARGEST COMMUNITY CHOICE ENERGY PROGRAM IN THE STATE, AND I THINK THERE ARE 30 OPERATIONAL CCAS IN THE STATE AT THIS POINT.

WE WILL BE INCREASING FROM THE CURRENT APPROXIMATELY 60,000 ACCOUNTS TO OVER 270,000 AND INCREASING THE AMOUNT OF ELECTRICITY THAT WE SERVE FROM 650 GIGAWATT HOURS TO 2,500 GIGAWATT HOURS.

WE WERE DID HAVE A LOAN FROM JPMORGAN THAT HELPED TO FILL THE GAP FOR THAT FIRST YEAR.

OUR ACTUAL RESULTS WERE BETTER THAN ANTICIPATED.

REVENUES WERE HIGHER THAN WHAT WE HAD PROJECTED.

WE ALSO BECAUSE WE HAD MORE SALES.

OUR COSTS WERE A LITTLE BIT HIGHER, BUT OVERALL, OUR NET RESULTS WAS A $-1.5 MILLION, AND ADDING IN OUR LOAN, OUR CHANGE IN FUND BALANCE WITH $7 MILLION FOR THE YEAR COMPARED TO THE BUDGETED $2.2 MILLION.

THAT DID BRING US THEN TO A POSITIVE NET ENDING FUND BALANCE OF $4.3 MILLION.

FOR THE CURRENT FISCAL YEAR OUR REVENUES AND EXPENDITURES ARE HIGHER BASED MOSTLY ON THE EXPANSIONS INTO THE CITIES OF ESCONDIDO AND SAN MARCOS.

WE'RE PROJECTING NET POSITIVE RESULTS OF $4.1 MILLION NO LOAN FUNDS TO FOR OPERATIONS AND ENDING WITH A NET CHANGE IN FUND BALANCE OF $4.1 MILLION.

INCLUDED IN THIS YEAR'S BUDGET ARE FUNDS TO SUPPORT THE LAUNCH INTO ESCONDIDO AND SAN MARCOS.

WE HAVE MARKETING AND OUTREACH AND THE ENERGY PROCUREMENT RELATED TO THOSE EXPANSIONS.

THE BOARD ALSO APPROVED THREE NEW POSITIONS.

HOWEVER, BECAUSE OF THE TYPE OF FILING THAT WAS DONE, THE RATE DECREASE DID GO INTO EFFECT AUTOMATICALLY ON JUNE 1ST.

THAT HAS RESULTED IN AVERAGE BILLS FOR CUSTOMERS IN CARLSBAD BEING SLIGHTLY HIGHER THAN SDG&E, APPROXIMATELY $1.44 PER MONTH ON AVERAGE.

CUSTOMERS IN SOLANA BEACH, BECAUSE THEY ARE ON A DIFFERENT EXIT FEE VINTAGE, ARE STILL REALIZING A SAVINGS OF ABOUT $5.42 PER MONTH.

THIS DIFFERENTIAL IS EXPECTED TO BE TEMPORARY AND IN JANUARY, SDG&ES RATES WILL BE GOING UP BASED ON THEIR CURRENT RATE APPLICATION, AND WE WILL AGAIN BE LOWER THAN SDG&E.

SO THIS CHART HERE DEPICTS WHAT AN AVERAGE BILL LOOKED LIKE BASED ON OUR RATES THAT WERE EFFECTIVE ON FEBRUARY 1ST FOR AVERAGE USAGE IN THE CITIES OF DEL, MAR AND CARLSBAD, AND YOU CAN SEE THAT THE FIRST COLUMN INFORMATION IS SDG&ES POWER SUPPLY, AVERAGE MONTHLY COST COMPARED TO CEAS THREE POWER SUPPLY PRODUCTS, AND WE CAN FOCUS ON THE 75% CARBON FREE SINCE THAT'S THE POWER SUPPLY THAT MOST CUSTOMERS IN THE CITY ARE ENROLLED IN.

THE AVERAGE BILL SAVINGS WAS ABOUT $1.03 WHICH TRANSLATED TO 1.68% SAVINGS ON GENERATION AND A 0.66% SAVINGS ON TOTAL BILL.

THE 2% SAVINGS WAS 2.3% SAVINGS ON GENERATION ON OUR 50% RENEWABLE PRODUCT.

AFTER THE RATE CHANGE ON JUNE 1ST.

THE 75% CARBON FREE TOTAL BILL IS ABOUT $1.44 HIGHER THAN SDG&E, WHICH TRANSLATES TO A 2.3 TO 6% PREMIUM COMPARED TO SDG&E ON GENERATION 0.93% TOTAL BILL ON THE 50% RENEWABLE.

IT'S $1.03 ON AVERAGE PER MONTH 1.71% GENERATION COST PREMIUM 0.66% TOTAL BILL , AND AGAIN, THAT'S ANTICIPATED TO BE TEMPORARY AND IN JANUARY WILL BE REALIGNED AGAIN TO BE LOWER THAN SDG&E.

SDG&E RECENTLY FILED A NOTICE WITH THE PUBLIC UTILITIES COMMISSION THAT THEIR CURRENT RATES RESULTED IN AN UNDER COLLECTION OF REVENUE, AND THEIR RATE APPLICATION FOR RATES EFFECTIVE JANUARY 1ST INDICATE THEIR GENERATION RATES WILL GO UP, BUT THE EXIT FEES THEN WILL GO DOWN, AND FOR THE EXIT FEE VINTAGE FOR CARLSBAD RESIDENTS, IT'S THEIR APPLICATION INDICATES IT'S AN 80% DECREASE IN THE EXIT FEES.

THE CURRENT PRICE IS 3.8 CENTS PER KILOWATT HOUR AND IT IS PROJECTED TO GO DOWN TO 0.75 PER KILOWATT HOUR.

SDG&E WILL BE UPDATING THEIR RATE APPLICATION IN NOVEMBER AND WE WILL HAVE BETTER VISIBILITY INTO WHAT THE FINAL RATES WILL BE IN JANUARY.

CEAS BOARD WILL BE REVIEWING OUR RATES IN DECEMBER AND THERE'LL BE A BOARD ACTION ANTICIPATED IN JANUARY, AND THAT CONCLUDES MY PRESENTATION AND I'M HAPPY TO ANSWER WHATEVER QUESTIONS YOU MAY HAVE.

OURS IS $0.06 PER KILOWATT HOUR AND WE DID JUST ISSUE ABOUT 1500 CHECKS IN THE LAST MONTH FOR CUSTOMERS WHO ENDED THEIR FIRST COMPLETE YEAR. OKAY, SAY THAT AGAIN.

SO IF SOMEBODY OVER PRODUCES, THEY GET CREDIT FOR SIX..

A LOT OF WORDS. THE RECOMMENDED ACTION IS TO RECEIVE AN UPDATE ON THE SOUTH CARLSBAD COASTLINE PROJECT AND GRANT FUNDED SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT.

AT THIS STAGE, OUR ORIGINAL PLAN WAS TO BRING YOU A RECOMMENDATION ON A PREFERRED PROJECT OPTION FOR THE ONE MILE STRETCH OF COASTLINE AROUND PALOMAR AIRPORT ROAD IN ORDER TO MEET THE FEBRUARY 2023 DEADLINE FOR THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT.

BASED ON FEEDBACK FROM OUR OUTREACH WITH SOME OF THE MOST AFFECTED PROPERTY OWNERS, THE CITY ASKED FOR A TIME EXTENSION FOR THIS GRAND PROJECT SO WE CAN WORK THROUGH THEIR COMMENTS AND CONCERNS.

THE STATE COASTAL CONSERVANCY HAS GRANTED THE CITY A YEARLONG EXTENSION, SO TODAY'S PRESENTATION WILL JUST BE FOCUSED ON A PROJECT UPDATE AND WE PLAN TO COME BACK TO YOU AT A LATER DATE WITH A PREFERRED OPTION.

IN TODAY'S PRESENTATION, I'LL BE PROVIDING BACKGROUND INFORMATION ON THE GRANTS PROJECT, GOALS AND SCOPE OF WORK AS WELL AS HIGHLIGHTING WORK TO DATE.

MS. MATOSIAN WILL PRESENT WHAT WE HEARD IN OUR OUTREACH EFFORTS, AND MR. FRANK WILL WALK YOU THROUGH THE PROJECT OPTIONS.

WE'LL CONCLUDE WITH NEXT STEPS AND THEN ANSWER ANY QUESTIONS YOU MAY HAVE.

IN ALIGNMENT WITH THE CITY'S GENERAL PLAN APPROVED IN 2015.

THE CITY OF CARLSBAD IS EXPLORING WAYS TO MAKE OUR SOUTHERN COASTLINE MORE ACCESSIBLE TO THE COMMUNITY.

THAT STRETCH OF LAND IS HIGHLIGHTED IN ORANGE ON THE MAP FROM MANZANO DRIVE TO OUR CITY'S BORDERS AT LA COSTA AVENUE.

WITHIN THIS AREA, THE CITY IS WORKING ON A CLIMATE ADAPTATION FOCUSED GRANT PROJECT FROM MANZANO DRIVE TO 400 FEET SOUTH OF ISLAND WAY, WHICH IS REPRESENTED IN THE BLUE DASHED LINE.

THE SOUTH CARLSBAD CLIMATE AT THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT, SORRY, IS FUNDED BY A GRANT FROM THE STATE'S COASTAL CONSERVANCY, AND THE INTENT OF THIS GRANT IS TO MAXIMIZE THE ROADWAYS RESILIENCY TO COASTAL FLOODING AND CLIFF EROSION NEAR PALOMAR AIRPORT ROAD AND LOS ENCINAS CREEK.

SOUTHBOUND CARLSBAD BOULEVARD IS CURRENTLY EXPOSED TO BLUFF, EROSION HAZARDS AND PERIODIC FLOODING, WHICH HAS RESULTED IN BEACH COBBLE ON THE ROADWAY SURFACE AND LANE CLOSURES. AS INDICATED IN THE CITY SEA LEVEL RISE VULNERABILITY ASSESSMENT FROM 2017.

BY THE YEAR 2050, THERE IS A HIGH RISK OF DAMAGE TO CARLSBAD BOULEVARD DUE TO SEA LEVEL RISE BECAUSE OF BLUFF, EROSION AND FLOODING.

THE ASSESSMENT ALSO FOUND THAT ADAPTATION TO SEA LEVEL RISE INVOLVES TAKING APPROPRIATE ACTIONS TO PREVENT OR MINIMIZE THE ADVERSE EFFECTS OF CLIMATE INDUCED IMPACTS , AND THIS SENTIMENT IS ECHOED IN THE CLIMATE EMERGENCY RESOLUTION THAT WAS ADOPTED BY COUNCIL IN SEPTEMBER 2021.

IN THIS SAME STRETCH OF LAND FROM MONSANTO DRIVE TO ISLAND WAY, THE CITY HAS INTERIM EFFORTS UNDERWAY ALONG SOUTH CARLSBAD BOULEVARD.

THE RESTRIPING PROJECT WILL REDUCE THE NUMBER OF TRAVEL LANES ON SOUTHBOUND CARLSBAD BOULEVARD FROM 2 TO 1 LANE WHILE ENHANCING THE BIKE LANE AND ON STREET PARKING THAT EXISTS TODAY.

THAT ITEM AND MORE DETAILS WILL COME BEFORE YOU IN SEVERAL WEEKS.

IN 2016, THE LANE CLOSEST TO THE COAST ON CARLSBAD BOULEVARD WAS CLOSED IN THE SOUTHBOUND DIRECTION BETWEEN SOLOMAR DRIVE AND ISLAND WAY DUE TO SEVERE EROSION NEAR THE LAS ENCINAS CREEK BRIDGE.

TO ENSURE THE SAFETY OF DRIVERS, BICYCLISTS AND PEDESTRIANS AND TO HELP FACILITATE NECESSARY REPAIRS, A LONG TERM LANE CLOSURE WAS IMPLEMENTED JANUARY 2016, LASTING THROUGH EARLY 2017, DURING WHICH TIME STAFF NOTED MINIMAL TRAFFIC IMPACTS.

COMPONENTS OF ADDRESSING EROSION IN THIS SEGMENT OF SOUTH CARLSBAD BOULEVARD HAVE BEEN UNDERWAY FOR OVER 20 YEARS, INCLUDING DISCUSSIONS AND ANALYSIS REGARDING ROADWAY ALIGNMENT AND THE LOSS IN SEEN AS CREEK REVETMENT.

DUE TO THE HISTORY OF EROSION AND INSTABILITY ALONG CARLSBAD BOULEVARD NEAR LAS ENCINAS CREEK.

PLACEMENT OF ROCKS, SHORELINE PROTECTION TOOK PLACE FROM 2009 TO 2016, SOME OF WHICH TOOK PLACE DURING WAVE EVENTS THAT LED TO PARTIAL CLOSURE OF THE ROADWAY AND EMERGENCY REPAIR WORK.

THE CALIFORNIA COASTAL COMMISSION PERMIT, GRANTED AT THIS TIME, WAS CONDITIONAL ON THE COMPLETION OF ANALYSIS OF VIABLE ALTERNATIVES FOR THIS AREA.

THE CITY REQUESTED A FIVE YEAR PERMIT EXTENSION TO DEVELOP A LONG TERM MANAGEMENT PLAN FOR THE ROADWAY THAT INCORPORATES ONE OF THESE ALTERNATIVES, AND THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT IS INTENDED TO MEET THAT REQUIREMENT.

ITEMS IN THE GRAND SCOPE OF WORK INCLUDE DEVELOPMENT OF CONCEPTUAL DESIGNS AND ALTERNATIVES, WHICH MR.

FRANK WILL DISCUSS LATER THAT INCORPORATE RESILIENCY TO COASTAL FLOODING, CLIFF EROSION AND OTHER SEA LEVEL RISE IMPACTS IN THEIR EASTWARD RELOCATION.

THE SCOPE ALSO INCLUDES A CLIFF EROSION ASSESSMENT TO INFORM THE DELIVERABLES FOR THIS PROJECT, AS WELL AS A RESTORATION ANALYSIS OF LAS ENCINAS CREEK, WHICH WILL EXPLORE PHASED ADAPTATION OPTIONS FOR THE EXISTING BRIDGE ROADWAY AND REVETMENT AT THE CREEK, INCLUDING HABITAT RESTORATION OPTIONS FOR THIS AREA.

THIS GRANT FUNDING WAS ACCEPTED BY CITY COUNCIL IN MAY 2020.

ORIGINALLY, THE GRANT FUNDING EXPIRED IN FEBRUARY 2023, BUT WE NOW HAVE UNTIL FEBRUARY 2024 TO COMPLETE THE GRANTS DELIVERABLES.

TO DATE, THE PROJECT TEAM HAS INCORPORATED THE CITY'S GENERAL PLAN GUIDING PRINCIPLES FOR SOUTH CARLSBAD BOULEVARD, ASSESSED PHYSICAL AND REGULATORY CONSTRAINTS AS WELL AS CAPACITY CONSTRAINTS AS IT RELATES TO THE ROADWAYS, EXISTING CONDITIONS.

OUR CONSULTANTS PREPARED A DRAFT OF THE LAS ENCINAS CREEK RESTORATION ANALYSIS AND A CLIFF EROSION ASSESSMENT REPORT.

THE PROJECT TEAM ALSO CONDUCTED LISTENING SESSIONS WITH CITY STAFF AND OTHER REGULATORY AGENCIES, WHICH COVERS TOPICS SUCH AS COASTAL ACCESS, ROAD USE AND REALIGNMENT, RECREATIONAL SPACES AND NATURAL OPEN SPACE.

PUBLIC OUTREACH WAS ALSO CONDUCTED, WHICH WE'LL BE COVERING SHORTLY.

SO WE'RE GOING TO ZOOM OUT AGAIN AND LOOK AT OUR WHOLE SOUTHERN COASTLINE.

WHEN IT COMES TO PLANNING THIS AREA, WE ARE NOT STARTING FROM SCRATCH.

IN 2015, THE CITY COUNCIL APPROVED A NEW GENERAL PLAN WHICH INCLUDED GUIDANCE FOR THE SOUTHERN COASTLINE.

AND YOU CAN SEE THAT THE FOCUS IS ON CHANGING THE CHARACTER OF THIS CORRIDOR AND TO INCREASE PUBLIC ACCESS IN THOSE BOLD BLUE WORDS.

AGAIN, PRESERVING THE AREA'S NATURAL BEAUTY IS EMPHASIZED IN THE GUIDING PRINCIPLES, AND THEY SPECIFICALLY SAY THAT A GOAL IS TO CREATE AN ENVIRONMENT WHERE PEOPLE CAN SLOW DOWN AND ENJOY THE SCENERY.

AGAIN, IN THOSE BOLDED BLUE WORDS.

THE GENERAL PLAN GAVE SOUTH CARLSBAD BOULEVARD A NEW DESIGNATION AS A COASTAL STREET.

SOME OF THE FEATURES OF A COASTAL STREET INCLUDE ENHANCED PEDESTRIAN CROSSINGS AND SHORTER CROSSING DISTANCES.

WIDE SIDEWALKS, SLOWER VEHICLE SPEEDS AND INFRASTRUCTURE TO ENCOURAGE BICYCLING, SUCH AS BUFFERED OR SEPARATED BIKE LANES, AND I'LL NOW TURN IT OVER TO MS.. MATOSIAN TO DISCUSS PUBLIC OUTREACH.

GOOD EVENING. NICE TO JOIN YOU THIS EVENING FOR PUBLIC INPUT AND WHAT WE HEARD.

SO EARLIER THIS YEAR, BETWEEN JANUARY AND FEBRUARY OF 2022, THE CITY GATHERED INPUT FROM THE COMMUNITY ON WHAT WAS IMPORTANT TO THEM WHEN IT CAME TO THE FUTURE USE OF THE SOUTHERN COASTLINE, AND THAT WAS THE FULL THREE MILE STRETCH OF THE COASTLINE FROM MANZANO DRIVE TO ISLAND WAY.

WE ASKED OPEN ENDED QUESTIONS AND WE DID THAT TO REALLY IDENTIFY THE CHARACTERISTICS OF THE COASTLINE ON WHAT WAS IMPORTANT TO THEM AND IDEAS FOR WHAT WOULD MAKE IT BETTER FOR THE FUTURE, AND SO THIS IS A SNAPSHOT OF JUST SOME OF THE WAYS THAT WE HIGHLIGHTED THE PUBLIC INPUT OPPORTUNITIES.

WE DID IT SPECIFICALLY THROUGH AN ONLINE SURVEY, VIRTUAL MEETINGS WITH A VARIETY OF GROUPS WHO ARE EITHER DIRECTLY IMPACTED AND LOCATED ALONG THAT THREE MILE STRETCH, OR JUST GENERAL INTEREST ON WHO WOULD LIKE TO GET INVOLVED AND PROVIDE FEEDBACK, AND AT THE SAME TIME, THIS WAS HAPPENING DURING OUR PUBLIC INPUT OPPORTUNITIES FOR THE FIVE YEAR STRATEGIC PLAN, AND SO KNOWING THAT OUR COASTLINE IS JUST SO VITAL TO OUR COMMUNITY, WE WERE DEFINITELY ABLE TO CAPTURE THE INPUT WHEN IT RELATED TO WHAT PEOPLE WANTED TO SEE ON THE COASTLINE AND HOW IMPORTANT IT WAS, AND SO WE ALSO DID THAT THROUGH THE SURVEY AND AN IDEAS WALL.

AGAIN, OUR GOAL WAS REALLY TO IDENTIFY THOSE BIG PICTURE VALUES AND PRIORITIES FOR THIS AREA AND NOT SO MUCH MORE OF LIKE THE SPECIFIC ROAD CONFIGURATIONS OR LAND USE PLANS. AGAIN, YEAH, THAT BIG PICTURE OF WHAT'S IMPORTANT TO OUR COMMUNITY.

SO THAT LEADS US NOW INTO WHAT WE HEARD, PART ONE.

WE HAD MORE THAN 3000 PEOPLE WHO PARTICIPATED IN OUR ONLINE AND OUTREACH OPPORTUNITIES, AND THAT GENERATED MORE THAN 20,000 INDIVIDUAL COMMENTS.

SO IT WAS DEFINITELY A LOT TO GO THROUGH AND WE HEARD A LOT OF GREAT THINGS.

WE IDENTIFY THESE THEMES OR TOPICS IN THE OPEN ENDED RESPONSES, AND ONE OF THE FIRST ONES THAT WE DID HERE WAS THAT THERE WAS A CONCERN ABOUT DEVELOPMENT ALONG THE COAST.

PEOPLE REALLY REALIZE THAT THIS STRETCH OF COASTLINE IS A GEM.

IT MAKES CARLSBAD SPECIAL.

IT MAKES CARLSBAD UNIQUE AND REALLY WANTING TO PRESERVE THAT NATURAL LOOK AND FEEL AND THAT FEEL OF IT, WHICH IS IN ALIGNMENT WITH OUR GENERAL PLAN.

YOU KNOW, AS KATIE, MS. HENTRICH MENTIONED, REALLY TAKING IN THOSE VIEWS AND ENJOYING OUR COASTLINE, BUT THERE'S ALSO WAYS TO IMPROVE THAT AREA.

SO EVEN IN THE DESIRE TO RETAIN THE NATURAL FEEL, THEY DID SAY THAT WHAT WOULD MAKE IT BETTER WERE SAFE AND ACCESSIBLE BIKING AND WALKING PATHS, AS MR.

SO AS THE PROJECT TEAM LOOKED TO MOVE THE ROADWAY AWAY FROM THE COASTAL HAZARD ZONE AND INCORPORATE THESE REALLY BIG PICTURE PRIORITIES, THEY THEN TOOK THESE IDEAS AND WE DEVELOPED THREE OPTIONS FOR THE ONE MILE STRETCH OF COASTLINE, WHICH MR. FRANK WILL BE REVIEWING SHORTLY.

SO THAT LEADS US INTO WHAT WE HEARD PART TWO.

SO WE DID SHARE THE THREE OPTIONS WITH THE COMMUNITY.

WE WANTED TO GET THEIR GENERAL REACTIONS COMING INTO THIS AND LOOKING AT THESE PLANS.

AS YOU'LL SEE, THEY'RE PRETTY TECHNICAL PLANS, BUT WE WERE ABLE TO CAPTURE SOME GENERAL FEEDBACK FROM THEM.

SO LET'S START WITH THE EXISTING CONDITIONS AND ITS CURRENT CONDITION, CARLSBAD BOULEVARD IN THIS PROJECT AREA OPERATES AS A FOUR VEHICULAR LANE ROADWAY.

TWO LANES IN EACH DIRECTION, AND IT DOES HAVE A BUFFERED BIKE LANE ADJACENT TO THOSE LANES.

AS MENTIONED, OR THERE'S A WIDE LANDSCAPE MEDIAN BETWEEN THE NORTHBOUND AND THE SOUTHBOUND DIRECTIONS AND THERE ARE SPARSE SIDEWALKS, MAINLY LOCATED NEAR ISLAND WAY, AND SO LAMAR DRIVE COUNTS WERE COLLECTED AS A PART OF THE CARLSBAD ACTIVE TRANSPORTATION MONITORING PROGRAM IN SEPTEMBER OF LAST YEAR.

BETWEEN AVENIDA ENCINAS AND PONTO ROAD, THESE COUNTS INCLUDED 24 HOUR VEHICULAR COUNTS, 13 HOUR PED COUNTS, AND 13 HOUR BIKE COUNTS, AND THE COUNTS ARE SUMMARIZED ON THIS SLIDE IN FRONT OF YOU, AND THE WEEKDAY AND WEEKEND VEHICULAR COUNTS RANGE BETWEEN 11,014 THOUSAND TRIPS PER DAY.

THE BIKE COUNTS RANGED WEEKDAY TO WEEKEND FROM 800 BIKES SWELLING TO 2500 BIKES PER DAY ON THE WEEKEND, AND THE PEDESTRIAN COUNTS WITHOUT THESE FORMAL WALKWAYS ACTUALLY ARE PRETTY IMPRESSIVE, BETWEEN 150 AND 400 TRIPS PER DAY.

SO AS SHOWN IN THESE COUNTS, THIS SECTION OF CARLSBAD BOULEVARD NOT ONLY MOVES VEHICULAR TRAFFIC, BUT ALSO HIGH VOLUMES OF BOTH PEDESTRIANS AND BICYCLES, AND AS NOTED IN THE CARLSBAD ACTIVE TRANSPORTATION MONITORING REPORT, THIS SECTION SAW THE LARGEST WEEKEND BIKE COUNTS AND THE SECOND LARGEST WEEKDAY BIKE COUNTS OF ALL THE 26 SEGMENTS STUDIED THROUGHOUT OUR CITY, AND WHAT I FIND IMPRESSIVE IS THIS IS SOME OF THE HIGHEST BIKE COUNTS REPORTED IN THE COUNTY, AND I WAS OUT OVER IN THAT STRETCH OVER THE WEEKEND AND LABOR DAY WEEKEND AND IT SKYROCKETED.

I WAS SO IMPRESSED AT THE LEVEL OF BIKE RIDING ALONG THAT SEGMENT.

SO NOW LET'S MOVE TO THE ACTUAL OPTIONS WHICH ARE PRESENTED IN THE REPORT.

WEST IS TO THE BOTTOM WHERE YOU CAN SEE THE OCEAN THERE, AND THE COASTAL HAZARD ZONE IS DEPICTED IN THAT ORANGE SHADING AGAINST THE BEACH AREA, AGAINST THE OCEAN THERE, AND SO THIS IS A ZOOMED IN VERSION ON A NORTHERN SEGMENT OF THAT SEGMENT OR OF THE OVERALL SEGMENT, AND I JUST WANTED TO HIGHLIGHT A COUPLE OF THE KEY FEATURES FOR THIS OPTION, AND THOSE ARE NOTED IN THE BLUE TEXT AREAS, AND SO FIRST IT SHOWS THE COASTAL ACCESS OPPORTUNITIES AND THE AREAS WHERE WE'RE RETAINING EXISTING PARKING.

IT ALSO SHOWS THE SHARED PEDESTRIAN AND BIKE PATHWAY AND THE DEDICATED TEN FOOT PEDESTRIAN PATHWAY THAT IS SHOWN IN THE CURRENT SOUTHBOUND VEHICULAR LANE ALIGNMENTS, MOSTLY WITHIN THAT HAZARD ZONE, AND ALL THREE OPTIONS SHOW THIS PATHWAY IN THE DEDICATED PEDESTRIAN PATHWAY IN THAT ALIGNMENT, AND IT'S EXCLUSIVELY USED BY PEDESTRIANS AND BICYCLISTS AND OTHER NON-MOTORIZED MODES OF TRAVEL, INCLUDING STROLLERS AND SKATEBOARDS AND THOSE REALLY TRYING TO JUST GO SLOW AND ENJOY THE COASTLINE.

THAT SHARED PATHWAY IS INTENDED FOR SLOWER SPEED USERS WITH HOPEFULLY A MAXIMUM OF UP TO 20 MILES PER HOUR.

I DID WANT TO EXPLAIN THAT IN THE CROSS SECTIONS AND I'M NOT GOING TO GO THROUGH OF THOSE TONIGHT JUST IN THE IN THE INTEREST OF TIME, BUT I'M HAPPY TO ANSWER ANY QUESTIONS.

AS I MENTIONED THE WHAT THEY CALL THE CLASS ONE, THE SHARED BIKE AND PEDESTRIAN PATHWAY.

THAT'S FOR THE LOWER SPEED USERS, THE CLASS TWO BUFFERED BIKE LANES FOR THE HIGHER SPEED USERS.

SO THOSE WOULD BE THE HIGHER VEHICULAR TYPE OF BICYCLISTS THAT LIKE TO TRAVEL OVER 20 MILES PER HOUR IN ADDITION TO ALL THE NEW E-BIKE AND MOBILE DEVICE USERS. SO YOU SEE THOSE ONE WHEELED, ELECTRIC, WHATEVER YOU CALL THEM, I CALL THEM ONE WHEELED AND THEY LOOK LIKE FLINTSTONE, BUT THEY'RE GOING LIKE 30 MILES AN HOUR. SO THOSE WOULD HOPEFULLY BE THE HIGHER SPEED USERS THAT ARE USING.

THEY'RE ACTUALLY CALLED ONE WHEEL.

YEAH. THERE YOU GO. WELL, THAT SEEMS VERY LOGICAL.

SO THAT'S THE REASON WHY WE ACTUALLY ARE DESIGNING THESE ROAD ALTERNATIVES TO SERVE ALL THE USERS OF THE ROADWAY , AND SO ADDITIONALLY WE DESIGNED THE THOSE PATHWAYS IN THAT EXISTING SOUTHBOUND ALIGNMENT AS A VALUE ENGINEERING SOLUTION BECAUSE WE DO HAVE THAT INFRASTRUCTURE, WE WANT TO UTILIZE THAT NICE WESTERLY ALIGNMENT ADJACENT TO THE COASTLINE AS LONG AS WE CAN.

AS THE COASTLINE ERODES, WE WILL PROBABLY HAVE FURTHER ITERATIONS AND MOVE IT INLAND AS WE NEED TO, AND YOU'LL SEE HOW WE ADDRESS THAT WHEN WE CROSS THE AND SEEN AS CREEK AREA.

SO HERE'S THE SOUTHERN PORTION AND WE SHOW THE PROPOSED 500 FOOT BRIDGE CROSSING AND SEEN AS CREEK.

YOU'LL ALSO NOTE THAT WE HAVE A THE SHARED PATHWAY THAT CONNECTS FROM THE WESTERLY ALIGNMENT UP TO THE BRIDGE.

SO WE CAN MAINTAIN THAT CONNECTIVITY AT A TIME WHEN MAYBE THAT LOW LYING AREA IS NO LONGER AVAILABLE, AND THEN I WANTED TO HIGHLIGHT THAT THE ACCESS TO THE EXISTING PARKING NORTH OF THE CAMPGROUNDS IS SHOWN TO TAKE ACCESS BEFORE THE INTERSECTION BECAUSE THERE ARE SOME SPACE CONSTRAINTS WHEN YOU GET DOWN TOWARDS THE INTERSECTION AT ISLAND WAY.

SO THAT'S TYPICAL TO ALL THREE OPTIONS.

SO MOVING ON TO OPTION TWO, AND THIS IS THE TWO LANE VEHICULAR LANES WITH ROUNDABOUT OPTIONS, AND THE KEY ISSUE I WANTED TO

HIGHLIGHT WITH OPTIONS TWO AND THREE IS PEOPLE ASK, HOW COULD YOU POSSIBLY REDUCE VEHICULAR LANES ONE FULL LANE LIKE 50% OF WHAT EXISTS TODAY WITHOUT CAUSING CONGESTION? THERE'S GOING TO BE CONGESTION, AND THE ANSWER IS, IS IT SEEMS UNINTUITIVE, BUT WHEN YOU LOOK AT OTHER SEGMENTS ALONG OUR COASTLINE, YOU'LL SEE IT ACTUALLY FUNCTIONS BETTER.

THERE'S ACTUALLY LESS CONGESTION, AND THE REASON WHY IS BECAUSE ROUNDABOUTS ARE A MUCH MORE EFFICIENT INTERSECTION CONTROL AND THAT'S WHERE THE CONGESTION OCCURS IS ACTUALLY AT THE INTERSECTION. SO ROUNDABOUTS, I WON'T SPEND A TIME TONIGHT PRESENTING THE PROS AND CONS OF THE DIFFERENT INTERSECTION CONTROLS, BUT I CAN TELL YOU STATISTICALLY, THEY'RE MUCH, MUCH SAFER.

REDUCE FATALITIES BY OVER 80% AND MUCH MORE EFFICIENT, AND SO THAT'S HOW WE'RE ABLE TO PROVIDE THE ONE LANE IN EACH DIRECTION OPTION WITH OPTIONS TWO AND THREE.

AGAIN, WE JUST NOTE IN OPTIONS TWO AND THREE THAT WE'RE HAVE WE HAVE COASTAL ACCESS OPPORTUNITIES AND WE RETAIN THE EXISTING PARKING , AND HERE IS THE SOUTHERLY PORTION OF THAT SEGMENT CROSSING THE BRIDGE, AND AGAIN, YOU'LL SEE THE INTERSECTION PATROL THAT ISLAND WAY AND TAKING ACCESS TO THE EXISTING PARKING IN THE SOUTHBOUND DIRECTION PRIOR TO THAT INTERSECTION.

MOVING ON TO OPTION THREE, IT WAS VERY, VERY SIMILAR TO OPTION TO.

THE ONE DIFFERENCE IS THE INTERSECTION CONTROL AT SLIMMER DRIVE.

SO HERE'S A ZOOMED IN VERSION OF OPTION THREE IN THE NORTHERLY SEGMENT, AND THE DIFFERENCE THAT SOLAR DRIVE IS, IS THIS DOES NOT INCLUDE A ROUNDABOUT IT'S SOLAR DRIVE.

SO IT IS STOP CONTROLLED FOR THOSE EXITING SOLAR DRIVES.

SO A VEHICLE OR A BICYCLIST AND ANY USER ON.

YEAH. WOULD WOULD TAKE A RIGHT THEY'D GO RIGHT AND THEY'D HEAD NORTHBOUND OUT OF SOLANDER DRIVE IF THEY DESIRE TO GO SOUTHBOUND THEY'D TRAVEL NORTH FOR SEVERAL HUNDRED FEET, USE THE ROUNDABOUT AT PALOMAR AIRPORT ROAD, TAKE A U-TURN AND THEN HEAD SOUTHBOUND.

WE DO PROPOSE A LEFT TURN POCKET SO THEY WOULD MAINTAIN THEIR LEFT TURN ACCESS INTO SOLAR DRIVE.

WE ALSO SHOW AN ENHANCED PEDESTRIAN CROSSING, AND WHAT THAT WOULD LOOK LIKE IS IT'S A SIGNALIZED PEDESTRIAN CROSSING, VERY SIMILAR TO WHAT YOU SEE DOWN IN THE CITY OF ENCINITAS NEAR THE SWAMI SURF PARK.

AND THERE'S ALSO SEVERAL PEDESTRIAN SIGNALS BEING CONSTRUCTED AS A PART OF ENCINITAS, STREETSCAPE IMPROVEMENTS UNDERWAY RIGHT NOW, AND AGAIN, OPTION THREE SOUTHERLY PORTION IS IDENTICAL TO OPTION TWO.

SO IN THE INTEREST OF TIME, I'LL LEAVE IT AT THAT, AND THEN MOVING ON TO NEXT STEPS.

SO WHEN WE TOOK OUR FIRST REVIEW TO OUR TRAFFIC MOBILITY COMMISSION, THEY HAD ASKED FOR A DETAILED TRAFFIC STUDY BEFORE THEY COULD WEIGH IN ON THEIR PREFERENCE FOR DIFFERENT ALTERNATIVES.

SO WE ALSO HEARD, AS OUR TEAM MENTIONED, THAT ONE OF THE COMMENTS WAS THEY THAT WE IT FELT A LITTLE RUSHED, THAT THE PUBLIC MAY NEED A LITTLE BIT MORE TIME TO REALLY LOOK AT THESE DIFFERENT ALTERNATIVES.

SO WE HEARD THE GREAT NEWS THAT WE GOT THE EXTENSION.

SO THAT'S GOOD NEWS AND HELPS US FURTHER VET THE OPTIONS, AND THEN WE ARE COMPLETING THE TRAFFIC STUDY.

WE BEGAN COLLECTING OUR DATA PRIOR TO LABOR DAY AND WE'RE CONTINUING THAT DATA COLLECTION.

THE HOPE IS WE CAN TAKE THE TRAFFIC STUDY AND OUR OPTIONS ANALYSIS TO THE TRAFFIC MOBILITY COMMISSION LATER THIS YEAR, AND THEN WANTED TO NOTE THAT AS A PART OF THIS STUDY, THE FINAL ONE OF THE FINAL DELIVERABLES IS 30% CONCEPTUAL DESIGNS FOR ONE OF THE OPTIONS AS A PART OF THE STUDY DELIVERABLES.

THE GRANT DOES NOT FUND ENVIRONMENTAL ANALYSIS, TRAFFIC AND ROADWAY ANALYSIS OR CONSTRUCTION IMPROVEMENTS.

SO ALL ALL THE GROUND DELIVERABLES ARE CURRENTLY TARGETED FOR COMPLETION, OR THE DEADLINE IS BY FEBRUARY OF 2024.

AS A RESIDENT OF CARLSBAD AND A VOLUNTEER WITH THE SURF RIDER FOUNDATION, I WOULD LIKE TO THANK THE COUNCIL AND CITY STAFF FOR EVALUATING POTENTIAL OPTIONS TO REALIGN CARLSBAD BOULEVARD AS A MITIGATION PLAN FOR FUTURE SEA LEVEL RISE.

THIS AREA OF THE COAST COAST IS SUCH A TREASURE.

IT'S A PART OF MY DAILY LIFE FOR SURFING, OPEN WATER, SWIMMING, RUNNING, AND BEACH TIME WITH MY FAMILY.

HOWEVER, IT'S A STRETCH OF COASTLINE WHOSE TOPOGRAPHY IS SUSCEPTIBLE TO THE EFFECTS OF SEA LEVEL RISE.

THERE IS ALREADY SUBSTANTIAL BLUFF EROSION NEAR SOLAMAR DRIVE AND WAVE ENCROACHMENT AT THE DIP DURING HIGH TIDES, AND THESE CURRENT REALITIES WILL BECOME MORE SERIOUS AS THE SEAS RISE.

SO I APPRECIATE THE EFFORT UNDERTAKEN USING THE CALIFORNIA STATE COASTAL CONSERVANCY GRANT FUNDS TO CONSIDER WAYS TO SET BACK THE ROADWAY FROM THE BLUFF THROUGH ROAD REALIGNMENT.

WHILE I PERSONALLY PREFER THE TWO LANE OPTION, ALL OF THE PROPOSALS SHOWN TO THE PUBLIC IN THE JULY TIMEFRAME APPEAR TO ILLUSTRATE AN IMPROVED BUFFER ZONE BETWEEN THE COASTAL BLUFF AND THE ROAD.

ALSO, THESE PROPOSALS APPEAR TO MAINTAIN THE OPEN SPACE FEEL THAT IS SO IMPORTANT TO ME AND MANY OF THE OTHER RESIDENTS BASED ON THE PROJECT SURVEY RESULTS.

I WANT TO THANK THE CITY STAFF FOR THEIR HARD WORK, TRANSPARENCY AND OUTREACH TO BOTH THE PUBLIC AND THE SURFRIDER FOUNDATION DURING THIS INITIAL PHASE OF THE PROCESS.

HOWEVER, TODAY I AM MAKING COMMENTS AS A RESIDENT OF CARLSBAD, AND I'M NOT SPEAKING FOR THE COMMISSION.

MY FAMILY AND I MOVED TO THE CITY OF CARLSBAD IN 1999 FROM HUNTINGTON BEACH.

WE LIKED THE SMALL TOWN BEACH ATMOSPHERE IN CARLSBAD AND SAW IT AS A GREAT PLACE TO RAISE OUR FAMILY.

THE MAIN REASON WE MOVED TO CARLSBAD WAS BECAUSE OF THE BEACH.

CARLSBAD WAS STILL A PLACE THAT RETAINED THE NATURAL COASTLINE WHERE YOU COULD WALK ON THE BEACH, OBSERVE WILDLIFE, SWIM AND SURF WITH FAMILY MEMBERS ALL ENJOYING THE OCEAN. OUR BEACHES ARE ERODING AT AN ALARMING PACE.

SANDY BEACHES IN CARLSBAD ARE BEING REDUCED TO A SHORELINE OF COBBLESTONES.

SEA LEVEL RISE WILL AFFECT US ALL, BEACH LOVER OR NOT.

IF IGNORED UNTIL TOO LATE, COSTS TO RESPOND TO EMERGENCIES CREATED BY SALTWATER INTRUSION ON VITAL INFRASTRUCTURE AND FLOODING ON HIGHWAYS WILL BE MUCH GREATER THAN PLANNING FOR SEA LEVEL RISE IN ADVANCE.

I SUPPORT MOVING THE SOUTHBOUND CARLSBAD BOULEVARD EASTWARD AS SHOWN IN THE GHG, LOS ENCINAS CREEK HABITAT RESTORATION AND ANALYSIS ALTERNATIVES ANALYSIS PREPARED MARCH 2022, CHOOSING THE LET IT GO ALTERNATIVE, THEY EVALUATED TWO ALTERNATIVES THE LET IT GO ALTERNATIVE REPLACES THE SOUTHBOUND LANE WITH A

SAND DUNE AND COBBLE SYSTEM BY ENCINAS CREEK AND WETLAND RESTORATION IN ENCINAS CREEK AREA, WHICH WILL INCREASE THE BEACH AREA NOW AND SUSTAIN THE BEACH THROUGH 6.6 FEET OF SEA LEVEL RISE.

DELAYING THIS OPTION, ACCORDING TO THE REPORT, AND LEAVING THE RIP WRAP AS IT IS NOW, WILL RESULT IN THE COMPLETE LOSS OF SANDY BEACH IN THIS AREA IN A FEW YEARS, IF NOT BEFORE.

SO PLEASE, I'M NOT TALKING FAST ENOUGH HERE, SO PLEASE PROTECT THE BEACH HERE AT DIP IN THE ROAD AND CHOOSE THE LET IT GO OPTION WHEN CHOOSING THE PREFERRED ALIGNMENT OF CARLSBAD BOULEVARD, I ALSO SUPPORT THE MAJORITY OF THE THOUSANDS OF CARLSBAD RESIDENTS WHO RESPONDED DURING YOUR PUBLIC OUTREACH CAMPAIGN TO LEAVE THE AREA NATURAL WITH THE HIKING TRAILS AND BIKING TRAILS, AND I DO NOT SUPPORT THE COMMERCIAL DEVELOPMENT ON THIS PART OF THE COAST.

IF THE STATED PURPOSE IS TO MOVE THE ROAD EASTWARD TO AVOID IMPACTS FROM SEA LEVEL RISE, BUT WE'RE ALSO BEING ASKED TO SEE IF WE WANT RESTAURANTS AND SHOPS OR OTHER AMENITIES.

SO I WOULD JUST LIKE THE COUNCIL TO LISTEN TO THE PEOPLE OF CARLSBAD LOOK AT THE OCEAN SO WE CAN PREPARE THE BEACHES, WE CAN KEEP THEM FOR THE FUTURE RESIDENTS OUR KIDS OF CARLSBAD THE WAY IT IS NOW, I'D LIKE THE SAND TO STAY ON THE BEACH.

I THINK THE HARD DEVELOPMENT OF THE COMMERCIAL DEVELOPMENT WILL REDUCE THE SANDY BEACHES.

THEREFORE, IT'S IN EVERYONE'S BEST INTEREST TO WORK TOGETHER TO SAVE AS MANY BEACHES AS WE CAN FOR AS LONG AS WE CAN.

WHILE THE PRESERVATION OF BEACHES FOR ALL PEOPLE PUTS A SUBSTANTIAL BURDEN ON COASTAL COMMUNITIES LIKE THE CITY OF CARLSBAD.

GENERALLY SPEAKING, I THINK IN CITIES WE'VE TURNED OVER WAY TOO MUCH OF OUR LAND TO THE AUTOMOBILE, IN SOME CASES 50%, AND I THINK IN CARLSBAD IT WOULD BE SOMEWHERE AROUND 30 OR 40% OF OUR LAND MASS WE HAVE GIVEN TO THE CAR AND ANY EFFORT TO REDUCE ASPHALT, I THINK, AND RECLAIM THAT FOR HUMAN USES AND PEOPLE USES, NOT MACHINE USES AS A CAR IS A GOOD EFFORT TO UNDERTAKE AND IN THESE HYPER HYPER IMPORTANT ENVIRONMENTAL AREAS THIS OCEAN INTERFACE AND OUR LAGOON INTERFACE, IT BECOMES EVEN MORE IMPORTANT.

AND SO THE, I GUESS THE COMMENT THAT I WOULD HAVE REGARDING THE FOUR LANE, I BELIEVE IT'S COMPLETELY UNNECESSARY EVEN WITH SIGNALS EXCEPT FOR A STACKING LANE.

SO AS YOU APPROACH A SIGNALIZED INTERSECTION, IF YOU KEEP SIGNALS, YOU WOULD WANT TO HAVE A STACKING LANE, TWO LANES IN EACH DIRECTION OF A CERTAIN LENGTH TO ACCOMMODATE THE TRAFFIC. OTHERWISE IT'S UNNECESSARY TO HAVE THE FOUR LANES.

PLEASE JUST REMOVE THAT ASPHALT.

THERE'S A LOT OF VESTIGES OF ASPHALT THERE FROM MANY, I GUESS, CONFIGURATIONS OF HIGHWAY 101 BEGINNING IN THE 1920S.

I HOPE THEY'RE REMOVED AS WELL AND RECLAIMED AND RETURNED TO NATURE INSTEAD OF ASPHALT.

POURED THAT SIDEWALK AT TURNAROUNDS FROM A CONSTRUCTION COMPANY THAT OBVIOUSLY IS AFFILIATED WITH BRESSY RANCH, AND SO IT REMINDS ME THAT THIS IS AN AREA OF CARLSBAD THAT BELONGS TO EVERYBODY.

THIS IS WHY WE'RE HERE, AND THE BEACH BELONGS TO EVERYBODY.

AND IT'S SUPER IMPORTANT TO ALL COUNCIL DISTRICTS AND ALL MEMBERS OF THIS COMMUNITY TO HAVE THIS, BUT JUST, YOU KNOW, AS A COUNCILMEMBER, BUT I GUESS A FUTURE CITIZEN, I HAVE NO DESIRE TO PUT ANY KIND OF ECONOMIC FOOTPRINT ON THIS PROPERTY THAT'S CURRENTLY ZONED OPEN SPACE OR TRANSPORTATION CORRIDOR.

WE DO HAVE PRIVATE PROPERTIES THAT WILL DEVELOP, BUT IN THIS FOOTPRINT, I JUST HAVE NO DESIRE.

THIS IS WHERE WE'RE GOING TO SHINE ENVIRONMENTALLY AND CULTURALLY, AND IF WE CAN, I DON'T KNOW, ALLAY THE FEARS OF MASSIVE HOTEL PROJECTS OR MASSIVE HOUSING PROJECTS OR SOMETHING EARLY ON AND PUT OUR COMMUNITY TO REST.

I THINK WE WOULD BE WELL SERVED TO DO THAT, BUT IT IS A GIANT OPPORTUNITY.

I'M SURE COUNCILMEMBER BHAT-PATEL WILL ALSO SHARE THAT SHE WAS THERE BECAUSE I SAW HER AND I WAS VERY EXCITED TO JOIN THE STATEWIDE BOARD FOR THE LEAGUE OF CALIFORNIA CITIES AND TO CONTINUE FURTHERING MY ADVOCACY ON BEHALF OF THE CITY OF CARLSBAD AND COMMUNITIES LIKE OURS AT THE STATE LEVEL AND THEN IN A RELATED, ON A RELATED NOTE, I JUST WANTED TO MENTION WE FOUND OUT JUST OVER THE PAST COUPLE OF WEEKS AND EVEN JUST TODAY THAT THERE HAVE BEEN SOME MOVEMENTS AT THE STATE LEVEL.

THANK YOU, MR. HABER, FOR SENDING ME A TEXT AND LETTING ME KNOW THE TWO BILLS THAT WE SPONSORED THROUGH ASSEMBLY MEMBER TASHA BERNER HORVATH HAVE BOTH GOTTEN THROUGH THE LEGISLATURE AND BEEN SIGNED, SO THAT'S VERY EXCITING.

SO WE'RE JUST SO GRATEFUL THAT THAT COMMON SENSE WAS HEARD AND THAT THOSE HAVE BECOME LAW , AND THEN ON A RELATED NOTE, IN THE FINAL STATE BUDGET BILL, WE RECEIVED NOTIFICATION THAT ANOTHER $5 MILLION WAS GRANTED TO THE CITY OF CARLSBAD FOR VETERAN'S PARK THROUGH THE STATE BUDGET PROCESS, AND THAT REALLY JUST IS A TESTAMENT TO WORKING CLOSELY WITH OUR STATE LEGISLATORS, MAKING CLEAR, CONCISE ARGUMENTS WHY WE NEED CERTAIN THINGS, WHETHER IT'S A BILL OR FUNDING FOR A PARK OR OTHER PROJECT, AND I'M REALLY EXCITED TO BE ADVOCATING ON BEHALF OF OUR CITY AND TO BE A PART OF MAKING THAT HAPPEN. BUT EVERYONE ON STAFF AND MY COUNCIL COLLEAGUES WERE ALSO PART OF MAKING THAT HAPPEN.
