AND WHEREAS, WITH THE RECOGNITION OF NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH, IT IS A CHANCE FOR US TO CELEBRATE WORKERS WITH DISABILITIES AND RECOMMIT OURSELVES TO DISMANTLING BARRIERS TO ACCESS AND INCLUSION IN THE WORKPLACE.

AND IT'S PLEASANT.
THEY'D RATHER THROW OUT THE COFFEE OR THE WATER, THEN ALLOW SENIORS TO USE IT.

IT'S ON THE WEST SIDE OF EL CAMINO REAL AT KELLEY ROAD.
THE COMMUNITY WILL CONSIST OF 248 MARKET RATE TOWNHOMES, 10,000 SQUARE FEET OF COMMERCIAL AND A 47 UNIT AFFORDABLE SENIOR PROJECT. THE CITY COUNCIL APPROVED A PROJECT WITH THE DENSITY INCREASE AND MODIFICATIONS TO DEVELOPMENT STANDARDS, INCLUDING MIXED USE, LIMITS, SETBACKS, WALL HEIGHT AND GRADING.
IN EXCHANGE, THE MASTER DEVELOPER AGREED TO SET ASIDE 15% OF THE PROJECT FOR BELOW MARKET RATE RENT ON THE PROPERTY AT LOW AND VERY LOW INCOME LEVELS. THE AFFORDABLE PROJECT IS A PORTION OF THE MARJA ACRES OVERALL PROJECT.
THE AFFORDABLE PROJECT CONSISTS OF 46 UNITS PLUS A MANAGER'S UNIT, AND IT'S A THREE STORY PROJECT.
THE PROJECT IS REQUIRED TO PROVIDE THE UNIT MIX AS SHOWN ON THE SCREEN.
SO IT'S 37 VERY LOW INCOME UNITS.
NINE LOW INCOME UNITS AND THEN A UNRESTRICTED MANAGER'S UNITS.

THEY'RE ESTIMATED ABOUT A 20% INCREASE IN CONSTRUCTION COSTS.
SO THAT INCREASES THE FINANCING GAP.

SO WE DID LOOK AT THE REQUIREMENTS FOR DEEPER AFFORDABILITY THAN IS REQUIRED BECAUSE THIS PROJECT HAS AN OBLIGATION THROUGH INCLUSIONARY AND DENSITY BONUS.
AND SO WE LOOKED AT THE AMOUNT THAT THEY'RE INCREASING OR DEEPENING THE AFFORDABILITY.
THE PROJECT DOES PROVIDE HOUSING FOR VERY LOW AND EXTREMELY, LOW INCOME HOUSEHOLDS, ACCESSIBLE TO SENIOR RESIDENTS IN A HIGH OPPORTUNITY AREA. AND THAT HELPS US ACHIEVE TWO IMPORTANT PROGRAMS IN OUR ADOPTED HOUSING ELEMENT.
SO, FOR EXAMPLE, WORKING WITH AN EXPERIENCED DEVELOPER WITH A STRONG TRACK RECORD AND HAVING MULTIPLE FUNDING PARTNERS FOR LEVERAGING AND ALSO THE LOAN SECURED THE PROJECT CONTRIBUTION SECURED AS A LOAN.

BACK IN 2014, WE ENTERED INTO A SETTLEMENT AGREEMENT BETWEEN THE CITY NRG AND SDG&E, AND ONE OF THE PROVISIONS OF THAT SETTLEMENT AGREEMENT WAS THAT THE CITY AND SDG&E WERE TO WORK TOGETHER TO FIND A MUTUALLY ACCEPTABLE RELOCATION SITE FOR THE NORTH COAST SERVICE CENTER, AND THAT WOULD BE SUBJECT TO SAN DIEGO GAS AND ELECTRIC SPECIFICATIONS AND COST NEUTRALITY TO THE RATEPAYER.AND IF WE WERE SUCCESSFUL IN THOSE TWO POINTS, THE CITY WOULD TAKE OWNERSHIP TO CERTAIN SDG&E PARCELS AND THEN THE CITY AND NRG WOULD WORK ON A JOINT DEVELOPMENT STRATEGY BETWEEN A PIECE THAT THE CITY WOULD GET FROM SDG&E AND THE NRG POWER PLANT SITE.
AND IF WE WERE NOT SUCCESSFUL, NRG WOULD BE PAYING THE CITY $10 MILLION DOLLARS.
JUST TO REMIND THE COUNCIL OF WHAT THOSE SDG&E PARCELS WOULD BE.

AT THAT MEETING, SDG&E INFORMED THE COUNCIL THAT AN EFFORT WE WERE LOOKING AT TO RELOCATE THE CENTER TO THE SHOPS PARKING LOT WAS NOT GOING TO WORK FOR THEM.
SO AFTER MUCH DELIBERATION, THE COUNCIL INSTRUCTED STAFF TO CONTINUE TO NEGOTIATE ON AN APPROPRIATE RELOCATION SITE WITH EMPHASIS ON LOT 11. AND YOU DIRECTED US TO RETURN THIS EVENING WITH A PROGRESS REPORT.
AND THAT'S WHERE WE'RE AT TODAY.
ONE OF THE THINGS THAT HAS COME OUT OF THAT CONTINUED NEGOTIATION IS THAT THE LOT 11 SITE ISN'T GOING TO BE A FEASIBLE ALTERNATIVE FOR RELOCATING THE SERVICE CENTER.
AND WHILE THAT'S BASED ON COST, ENVIRONMENTAL CONCERNS AND THEN TIMING CONCERNS IN TERMS OF WHAT IT WOULD TAKE TO ENTITLE THAT PROPERTY IF IT WAS EVEN POSSIBLE.
THIS IS KIND OF A MUTUAL DECISION.
JUST TO REMIND THE COUNCIL, YOU CAN SEE WHERE SDG&E SPOT 11 IS.
IT'S ON THE NORTH SIDE OF CANNON ROAD, EAST OF THE FREEWAY.
AND AGAIN, IT'S OWNED BY SDG&E.
HOWEVER, IT WILL NOT DOES NOT APPEAR TO BE A FEASIBLE ALTERNATIVE.
SO ONCE THAT DETERMINATION WAS MADE, OUR EFFORTS STARTED TO FOCUS ON TRYING TO RELOCATE SDG&E ON SITE. IF YOU THINK ABOUT IT RIGHT NOW, THE PARCEL THEREON GOES ALL THE WAY TO THE COAST HIGHWAY.
THEY OCCUPY THE ENTIRE ACREAGE THERE.
THIS MAY ENTAIL THEIR PROPERTY PLUS A PORTION OF NRG'S PROPERTY.
SO THIS KIND OF GIVES YOU AN IDEA OF WHAT IT COULD LOOK LIKE.
AND AGAIN, THIS IS JUST FOR ILLUSTRATIVE PURPOSES.

SO WE'VE LOOKED AT A NUMBER OF SITES ALL OVER THE CITY WITHIN THOSE PARAMETERS, GEOGRAPHIC PARAMETERS, THE SDG&E HAS REQUIRED AND BACK WHEN WE DID THE SETTLEMENT AGREEMENT ALL THOSE YEARS AGO, AS YOU SHOWED IN YOUR VERY FIRST SLIDE, THERE WAS A REASON WHY WE WERE LOOKING AT HAVING THIS THIS DEAL WHERE NRG WOULD GIVE SOME MONEY FOR THE RELOCATION.
AND THE CITY WAS KIND OF LOOKING FOR COMMUNITY BENEFIT.
WE WERE LOOKING FOR THE PUBLIC TO BENEFIT FROM A PIECE OF THIS LAND KIND OF IN GENERAL.
CAN YOU DESCRIBE WHAT THAT COULD BE THE COMMUNITY BENEFIT OF HAVING THIS LAND AVAILABLE TO US? YES. SO WHEN YOU GO BACK TO THE 2014 TIME FRAME, YOU KNOW, THE SITUATION WAS, YOU KNOW, NRG AND SDG&E ARE ASKING THE CITY OF CARLSBAD TO SUPPORT A REVISED CALIFORNIA ENERGY CENTER APPLICATION FOR THE AT THE TIME WAS A COMBINED CYCLE PLANT THAT WAS APPROVED TO CHANGE THAT TO A PEAKER PLANT.
AND AS AS COUNCIL'S AWARE, THE CITY HAD BEEN IN OPPOSITION TO THAT APPLICATION.
AND SO IN THAT NEGOTIATIONS, YOU KNOW, WHAT WOULD IT TAKE FOR THE CITY TO SUPPORT THE APPLICATION TO CHANGE THE APPROVAL TO A PEAKER PLANT? THERE WERE A NUMBER OF THINGS THAT WERE INCLUDED IN THE AGREEMENT.

THE MOST SIGNIFICANT ONE WAS THAT THE ENCINA POWER STATION ENCINA POWER PLANT THAT'S NOW DEMOLISHED WOULD CLOSE AND WOULD BE DEMOLISHED.THAT WAS NOT EVEN ANYTHING WE COULD IMPOSE ON THE PREVIOUS APPROVAL.
SO THAT WAS A MAJOR PIECE OF PUBLIC BENEFIT.
THE OTHER PIECES INVOLVED WHAT WE'RE TALKING ABOUT TONIGHT, WHICH IS IT'S ALWAYS BEEN THE DESIRE TO NOT ONLY ELIMINATE AND MOVE THE ENCINA POWER STATION OFF THE COAST, BUT ALSO TO RELOCATE THE OPERATIONS CENTER, SDG&E OPERATIONS CENTER OFF THE COAST.
AND SO THAT WAS PART OF THE AGREEMENT.
AND NRG PUT UP MONEY TO CONSTRUCT A NEW FACILITY BASED ON THE ESTIMATES AT THAT TIME IN 2014.
AND WE SET ABOUT TRYING TO FIND A SITE OFFSITE TO RELOCATE TO.
LOT 11 WAS SPECIFICALLY INCLUDED IN THE AGREEMENT BECAUSE IT WAS OWNED BY SDG&E AND OVER TIME MANY OF THE POTENTIAL SITES, 10 TO 15 ACRES OF LAND WE NEED AND RELATIVELY FLAT AND RELATIVELY RECTANGULAR GOT DEVELOPED IN THE AREA. AND SO WE NOW FIND OURSELVES HERE IN 2022 WITH VERY LIMITED OPTIONS.
AND SO WHAT WE'RE ASKING THE COUNCIL FOR DIRECTION IS TO ALLOW US TO CONTINUE TO NEGOTIATE HOPEFULLY A BETTER DEAL THAN THE $10 MILLION DOLLAR CONSOLATION PRIZE, IF YOU WILL, WHERE WE WOULD JUST GET MONEY AND NO LAND SO THAT LAND WOULD BE COMING TO THE CITY.
YES. THIS IS PROBABLY A BETTER ONE.
SO YEAH, THE SDG&E PIECES ARE IN RED THAT WE MIGHT RECEIVE IF WE'RE ABLE TO, IF WE'RE NOT ABLE TO DO ANYTHING AND THEY STAY IN PLACE, WE GET $10 MILLION DOLLARS, BUT WE DON'T DIMINISH THE FOOTPRINT OF THE OPERATIONS CENTER.
THAT'S A POSSIBILITY THAT THAT LAND COULD BE USED FOR.
GREAT. THANK YOU. SO BEFORE TONIGHT, WE WERE LOOKING AT THOSE GETTING ACCESS TO THIS LAND TO BE ABLE TO DO SOMETHING, WHETHER IT'S FIRE STATION, A NEW FIRE STATION THAT WE DON'T HAVE.

RIGHT. THAT YELLOW AREA IS WHAT WE'RE LOOKING AT NOW.
IF WE DID DO SOME KIND OF COMMUNITY GATHERING SPOT AND MAYBE ALSO WOULD BE ABLE TO FIT MORE THINGS, HOW MUCH LAND IS THAT IN FRONT OF THE YELLOW AREA THAT WE WOULD HAVE ACCESS TO? ROUGHLY TEN ACRES.
RIGHT NOW WE HAVE A LEASE ON THAT PROPERTY AND IT DOESN'T LAST FOREVER.
IT LASTS FOR A WHILE, STILL A GOOD WHILE STILL.
SO ABOUT A TOTAL OF TEN ACRES.
SO TEN ACRES KIND OF OCEAN FACING VERSUS $10 MILLION DOLLARS IS KIND OF WHAT WE'RE LOOKING AT.
YES. AND I WOULD ADD THE SECOND PART OF THAT WOULD BE DIMINISHING THE VISIBILITY AND KIND OF FOOTPRINT, IF YOU WILL, FROM THE COAST OF THE OPERATIONS CENTER ITSELF, KIND OF PUSHING THE MORE INDUSTRIAL USES, IF YOU WILL, BETWEEN POSEIDON IN THE SWITCH AND THE OPERATIONS CENTER UP AGAINST THE TRACKS AND THE POWER PLANT ON THE OTHER SIDE OF THE RAILROAD.

SO HOW IS THAT GOING TO LIMIT OUR ABILITY TO DEVELOP THE FRONT PART OF THAT PROPERTY IF THERE'S, YOU KNOW, ELECTRICITY AND OTHER THINGS THAT MAY NEED TO HAVE SOME KIND OF A BUFFER ZONE BETWEEN THAT AND PEOPLE, THE PUBLIC BEING ON THAT LAND.SO THE LAND THE CITY WOULD GET WOULD BE MOST ADJACENT TO THE OPERATIONS CENTER FOR SDG&E.
THEIR OPERATIONS CENTER IS SIMILAR TO A PUBLIC WORKS CITY, PUBLIC WORKS YARD.
IT'S I WOULDN'T SAY IT'S A PARK, BUT IT'S NOT A YOU KNOW, IT'S NOT A HEAVY INDUSTRIAL USE DOES HAVE MACHINERY AND TRUCKS AND ODD HOURS.
BUT THEN AS YOU LOOK TO THE NORTH, THE SWITCH WOULD STILL REMAIN SDG&E SWITCH, AS WOULD THE POSEIDON DESALINATION PLANT.
SO THERE WOULD BE SOME INDUSTRIAL TYPE USES STILL THERE AND WE WOULD HAVE TO WHATEVER WE DID ON OUR IF WE GOT THE PROPERTY, WHATEVER WE PLANNED AND DID THERE WOULD HAVE TO TAKE THAT INTO CONSIDERATION.

AND IT SOUNDS LIKE THE TIMELINE THAT'S BEING ASKED FOR IS FOR THAT DECEMBER 13TH MEETING.
HOWEVER, THAT WILL LIKELY BE THE FIRST MEETING FOR AT LEAST ONE MEMBER OF THE COUNCIL.
I JUST WANTED TO RAISE THAT AND ENSURE THAT WE'RE AWARE OF THAT.
COUNCIL MEMBER WE ARE AWARE OF THAT AND WE'RE JUST TRYING TO MAKE DO WITH THE TIME THAT WE'VE GOT.
I THINK THAT'S IT FOR ME FOR NOW.

THAT'S CORRECT. SO IS THAT CONSIDERED FLAT OUT AN IMPOSSIBILITY AT THIS POINT? IMPOSSIBLE. NO, BUT A VERY, VERY LONG PROBABILITY.
ENVIRONMENTAL CONSTRAINTS ON THAT PROPERTY, SIGNIFICANTLY HIGHER CONSTRUCTION COSTS AND JUST THE AMOUNT OF ENTITLEMENT AND APPROVAL TIME IS SIGNIFICANTLY LONGER THAN RELOCATING ON SITE.
THAT'S WHY WE'RE ASKING FOR THE COUNCIL'S DIRECTION ON THAT TONIGHT.
IS THE MAIN MOTIVATION FOR ELIMINATING, PARCEL 11 SO COUNCILMEMBER NORBY CAN PARTICIPATE IN THE FUTURE DISCUSSIONS? IS THAT THE MAIN REASON? WELL, THE LAST DIRECTION THE COUNCIL GAVE US WAS TO PURSUE RELOCATION ON LOT 11.

ON THE OTHER HAND, BEING RIGHT IN FRONT OF THE OCEAN IN THIS VERY PRIME LOCATION IS NOT A GREAT USE OF LAND FOR WHAT SOUNDS TO ME TO BE A COMMERCIAL USES A TRUCK YARD. IT'S A TERRIBLE USE FOR THAT LAND FOR SDG&E'S FACILITIES.
AND I HAVE ASKED SDG&E FROM THE DAIS HERE.
WORK ON THAT, PLEASE COME UP WITH SOMETHING.

AN ESTIMATED $200,000 WOULD BE NEEDED FOR THAT FAMILY TO AFFORD A TOWNHOME IN THE CITY.

NOW, I SHOULD PROBABLY MENTION HERE THAT THESE FIGURES WERE CALCULATED WHEN INTEREST RATES WERE 2% LOWER THAN THEY ARE TODAY, WHICH WILL LIKELY INCREASE THE NECESSARY SUBSIDY.ALSO, THERE ARE NO ASSURANCES OR GUARANTEES THAT THE PROGRAMS IN THE WHITE PAPER THAT ARE DESIGNED TO STREAMLINE PROJECT REVIEWS OR FACILITATE THE CONSTRUCTION OF MORE MARKET RATE HOUSING WILL ACTUALLY TRANSLATE INTO HOUSING THAT WILL BE AFFORDABLE TO FIRST TIME HOMEBUYERS.
LASTLY, THE PROGRAMS LISTED IN THE WHITE PAPER THAT INCENTIVIZE OR MANDATE A PERCENTAGE OF MODERATE INCOME UNITS IN NEW DEVELOPMENT WILL LIKELY COMPETE WITH AND TAKE AWAY FROM THE CITY'S EXISTING INCLUSIONARY HOUSING PROGRAMS THAT HELP GENERATE HOUSING FOR LOW INCOME FAMILIES.
AN AFFORDABILITY LEVEL THE CITY IS WOEFULLY SHORT.
FOR THE CURRENT HOUSING ELEMENT, THE CITY'S HOUSING ALLOCATION FOR MODERATE INCOME UNITS IS A LITTLE UNDER 750 OR 19% OF THE CITY'S TOTAL REGIONAL HOUSING NEEDS ASSESSMENT RHNA.
SO CONSIDERING THESE CONSTRAINTS, STAFF RECOMMENDS TWO PROGRAMS BE CONSIDERED.
UNDER THE CITY'S CURRENT INCLUSIONARY ORDINANCE 15% OF UNITS MUST BE RESERVED FOR LOW INCOME FAMILIES.
THE FIRST WAS OPTION WAS TO REQUIRE 20% OF THE UNITS BE AFFORDABLE TO LOW INCOME.
THE SECOND ONE WAS TO DO SPLIT WITH 15% LOW INCOME AND AN ADDITIONAL 10% MODERATE.
AND THE THIRD OPTION WAS 15% VERY LOW INCOME.
I'M SORRY. [INAUDIBLE] WHILE MOST PROJECTS OPT FOR THE FIRST OPTION, WHICH IS THE 20% LOW INCOME OPTION, THERE WAS ONE DEVELOPMENT SO SELECTED THE SECOND OPTION AND PROVIDED ALBEIT MODERATE INCOME RENTAL UNITS NOT FOR SALE OR UNITS, BUT THEY WERE FOR MODERATE INCOME.
AS PART OF THE HOUSING ELEMENT UPDATE REZONING EFFORT WHICH STAFF IS TARGETING FOR COUNCIL CONSIDERATION NEXT YEAR, STAFF WILL BE RECOMMENDING A SIMILAR INCLUSIONARY REQUIREMENT FOR UPZONED SITES.
THERE ARE AS FAR AS THE SECOND OPTION, WHICH IS PRIORITY TO CITY OWNED SITES.
THERE ARE PROPERTIES THE CITY OWNS THAT ARE SUITABLE FOR RESIDENTIAL DEVELOPMENT.
WHEN MAKING THESE SITES AVAILABLE FOR SALE OR LEASE, THE CITY COULD REQUIRE AFFORDABILITY LEVELS THAT WOULD LAST FOR A SPECIFIED TIME WITH RESALE RESTRICTION AS A CONDITION OF BUYING THE PROPERTY.
THE CITY STILL WOULD NEED TO HAVE THE APPROVAL FROM THE STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT, ENSURING THAT THIS APPROACH IS ACCEPTABLE SINCE THE STATE SURPLUS LAND ACT REQUIRES THAT CITY OWNED LAND FIRST BE MADE AVAILABLE TO LOW INCOME HOUSING BEFORE IT CAN BE OFFERED TO MODERATE.

THERE ARE SOME PROGRAMS THAT MIGHT HAVE A MODERATE INCOME REQUIREMENT ALLOWANCE, AND THAT WOULD BE IF IT WERE A COMPETITIVE PROGRAM, THEY'D BE LESS COMPETITIVE OR THEY MIGHT BE RENTAL AS OPPOSED TO FOR SALE PRODUCT, BUT I WOULD ADD THAT THIS IS AN ISSUE THAT NOT ONLY THIS CITY IS GRAPPLING WITH, BUT OBVIOUSLY THIS IS A COUNTY WIDE AND ALSO STATEWIDE ISSUE.

THIS WAS MY MINUTE MOTION, AND I THINK IT COMES FROM A PLACE GROWING UP HERE IN SAN DIEGO COUNTY WHERE WE HAD A VERY LARGE MIDDLE CLASS IN SAN DIEGO COUNTY AND BLUE COLLAR, WHITE COLLAR, AND I FIRST KIND OF BECAME AWARE OF THIS ISSUE MAYBE 15 YEARS AGO, COUNTY PLANNING COMMISSION, LOTS OF SANDAG REPORTS, AND THERE WAS A CLEAR CHANGE, AND THE CHANGE IS THAT KIND OF AFTER WORLD WAR TWO, WE WERE BUILDING 75% SINGLE FAMILY HOMES.
ALL OWNER OCCUPIED, ABOUT 25% ATTACHED HOMES OF WHICH HALF WERE OWNER OCCUPIED, AND THEN THE REMAINING 12 AND ONE HALF PERCENT WERE RENTAL UNITS, AND THE SHIFT IS WE ARE AS A COUNTY, GENERALLY SPEAKING, WE ARE NO LONGER BUILDING THAT PRODUCT AND WE ARE NOW BUILDING ROUGHLY 80% ATTACHED HOMES, AND OF THE ATTACHED HOMES THAT WE BUILD, ROUGHLY 80% OF THOSE ARE RENTALS, 75 TO 80% OF THOSE.
SO WHAT'S HAPPENING IN OUR CITY, IN COASTAL CITIES, I GUESS MAYBE THE FIRST WAVE AND THEN IN THE COUNTY IN WHOLE IS THAT WE ARE LOSING A MIDDLE CLASS, AND IF YOU ARE FORTUNATE TO BE HERE AND HAVE ONE OF THOSE HOMES THAT ARE WORTH 1.5 MILLION OR ABOVE, YOU ARE A VERY WEALTHY INDIVIDUAL AND IF YOU ARE NOT FORTUNATE TO BE HERE DURING THAT TIME, YOU'RE GOING TO BE A RENTER AND YOU'RE GOING TO POSSIBLY BE IN A SUBSIDIZED UNIT, AND SO AS WE GROW THAT NUMBER, WE'RE GOING TO CREATE A CARLSBAD OF HAVES AND HAVE NOTS, AND THE MIDDLE CLASS IS LITERALLY GOING TO GO AWAY COMPLETELY.
IT'S ALREADY GONE AWAY IN LARGE PART AND GOING AWAY COMPLETELY.
SO IT'S SOMETHING THAT I THINK WILL HIT US HARD IN 20 OR 30 YEARS.
I'LL JUST NOTE THAT OUR ON THE GROUND AT THE CITIES IS WHERE WE DEAL WITH ALL HOUSING ISSUES, WHETHER IT'S THOSE WHO ARE UNHOUSED, WHETHER IT'S SHELTER, WHETHER IT'S RENTALS, YOU KNOW, FOR PURCHASE, IT HITS US AND WE DEAL WITH IT, AND WE HAVE THE LEAST TO SAY ABOUT HOW THAT'S DONE. THE STATE AND THE FEDERAL GOVERNMENT HAVE THE MOST TO SAY AND THE CONSTRUCT OF WHAT THEY HAVE CREATED WITH DEVELOPERS TO TO DEVELOP RENTAL UNITS IS HUGE, AND SO WE'RE A DROP IN THE BUCKET OF WHAT WE CAN DO HERE, BUT I DO KNOW THAT THERE IS STATE LEGISLATION OUT THERE THAT'S DEALING WITH HOMEOWNERSHIP AND BUYING HOMES.
SO I THINK I WOULD ASK MY COLLEAGUES TO ADD A THIRD, WHICH IS JUST TO HAVE OUR LEG' COMMITTEE REALLY, REALLY PAY ATTENTION TO WHAT'S GOING ON IN THE HOUSING SITE IN TERMS OF THE STATE. I THINK THE LAST TIME I CHECKED, THE MEDIAN WAS LIKE $1.2 MILLION FOR THE CITY OF CARLSBAD, AND FOR MANY YOUNG PROFESSIONALS ESPECIALLY, YOU KNOW, THAT'S A REALLY HEAVY LIFT EVEN IF YOU ARE, YOU KNOW, TRYING TO FIGURE OUT YOU HAVE A DUAL INCOME HOUSEHOLD OR WHATEVER THAT MIGHT LOOK LIKE, AND SO I THINK WE WILL BENEFIT FROM HAVING SOMETHING.
I DO THINK I AGREE WITH COUNCILMEMBER NORBY, THE COUPLE OF RECOMMENDATIONS THAT YOU ALL HAVE PROVIDED IN TERMS OF THE HOUSING ELEMENT SITES AND THE PRIORITY TO CITY OWNED SITES, IF THAT'S WHAT YOU WERE REFERENCING.

THE DOCUMENT AIMS TO PROVIDE CLEAR POLICY DIRECTION TO CITY STAFF AND CREATE BETTER ALIGNMENT BETWEEN CITY COUNCIL'S POLICY DIRECTION AND THE DAY TO DAY FUNCTIONS OF CITY OPERATIONS.
THEREFORE, THE CITY COUNCIL CAN DIRECT CITY STAFF TO UPDATE THE STRATEGIC PLAN AT ANY TIME, AND EACH YEAR THERE WILL BE AN OPPORTUNITY TO REVIEW THROUGH THE ANNUAL BUDGET PROCESS THE PLAN'S PROGRESS AND PROVIDE DIRECTION ON ANY ADJUSTMENTS THAT MAY BE DESIRED AT THAT TIME.
WE KICKED OFF LAST DECEMBER WITH A WORKSHOP WHERE THE COUNCIL IDENTIFIED FIVE GOAL AREAS THAT YOU WANTED TO FOCUS ON FOR SUPPORTING THE COMMUNITY VISION.
WE TOOK THAT INPUT AND WENT OUT WITH AN EXTENSIVE COMMUNITY INPUT PROCESS.
WE OFFERED A VARIETY OF MECHANISMS FOR THE COMMUNITY TO PROVIDE THEIR INPUT ON DEVELOPING THE PLAN.
WE BROUGHT BACK THE RESULTS OF THAT COMMUNITY INPUT EFFORT AT A SECOND COUNCIL WORKSHOP IN MARCH OF THIS YEAR, AT WHICH TIME THE COUNCIL CONSIDERED THAT INPUT AND DEVELOPED AND IDENTIFIED SEVERAL STRATEGIC OBJECTIVES THAT YOU WANTED TO PURSUE AND FOCUS ON TO SUPPORT ACCOMPLISHMENT OF THOSE GOALS.
FOLLOWING THAT, WE DID ANOTHER WORKSHOP FOCUSED ON PRIORITIZING THE CITY'S CAPITAL PROJECTS FOR THE COMING FIVE YEARS AND THEN ENGAGED CITY STAFF ACROSS THE ORGANIZATION TO TEST WITH INTER-DEPARTMENTAL TEAMS AND DIVISIONS ACROSS THE ORGANIZATION.
FIRST TO DEVELOP A ONE YEAR WORK PLAN, WHICH HAS BEEN INCORPORATED IN THE CURRENT YEAR'S ANNUAL BUDGET, AS WELL AS TEST THOSE OBJECTIVES FOR FEASIBILITY OVER THE NEXT FIVE YEARS. WE CONDUCTED A FOURTH WORKSHOP THAT WAS FOCUSED ON THE RESULTS OF A REVENUE STUDY AND OPTIONS AND OPPORTUNITIES FOR LONG TERM FISCAL AND REVENUE ENHANCEMENTS, AND SINCE THEN HAVE BEEN DEVELOPING THE PLAN, REFINING THE PLAN WITH CITY STAFF ACROSS THE BOARD, AND THIS IS REALLY THE FINAL STEP IN THAT PROCESS.
SO THE FIVE GOAL THEMES THAT COUNCIL IDENTIFIED DURING THAT FIRST WORKSHOP INCLUDE COMMUNITY CHARACTER, QUALITY OF LIFE AND SAFETY, SUSTAINABILITY IN THE NATURAL ENVIRONMENT, ECONOMIC VITALITY AND ORGANIZATIONAL EXCELLENCE AND FISCAL HEALTH.

I GUESS THE IN 2019, THE PUBLIC WORKS DEPARTMENT WORKING WITH THE FLEET COMMITTEE, DEVELOPED A FLEET TRANSITION PLAN TO ENSURE COMPLIANCE WITH THE CAP CLIMATE ACTION PLAN, MEASURE L SEVEN, WHICH STATES THAT THE CITY SHALL INCREASE THE NUMBER OF VEHICLE MILES TRAVELED BY ZERO OR LOW EMISSION VEHICLES TO 25% OF THE TOTAL VEHICLE MILES TRAVELED BY 2035.
SO EACH YEAR THE CITY FLEET COMMITTEE, WHICH COMPRISED OF A NUMBER OF DEPARTMENTS, GETS TOGETHER, REVIEWS THE VEHICLES THAT ARE AT OR NEAR THE END OF THEIR USEFUL LIFE AND MAKES A RECOMMENDATION TO THE COUNCIL FOR REPLACEMENT OF THOSE VEHICLES.
SO WHAT WE'VE SEEN AND WE GO INTO IT WITH THE UNDERSTANDING THAT WE'RE TRYING TO REDUCE GREENHOUSE GASES AND INCORPORATE LOW OR ZERO EMISSION VEHICLES AS MUCH AS POSSIBLE.
WHEN IT COMES TO THE PASSENGER VEHICLES.

OUR PROCUREMENT RATE OVERALL WAS 7.6%, AND REMEMBER, THAT'S THE STATE OF CALIFORNIA, 12.41.

SO IN REGARDS TO THE CITY OF ENCINITAS SYSTEM, IT IS CURRENTLY OPERATED BY B CYCLE.
IT WAS LAUNCHED IN JANUARY OF 2022.

21 STATIONS THROUGHOUT THE CITY.AS YOU CAN SEE, THE MAJORITY OF THEM ARE LOCATED WEST OF I-5, PRIMARILY AT COASTAL DESTINATIONS, AT PARKS, RECREATIONAL USES THROUGHOUT THE CITY AND WITHIN DOWNTOWN ENCINITAS.
AS IT IS NOW, IT IS THE ONLY BIKE SHARE SYSTEM THAT OPERATES IN NORTH COUNTY.
SO JUST TO BRIEFLY GO OVER SOME OF THE PERFORMANCE METRICS, THERE'S DETAILED METRICS PROVIDED IN YOUR PACKET, BUT IN TERMS OF OPERATIONS, THE SYSTEM HAS BEEN UP AND OPERATIONAL. NOW WE HAVE DATA FROM THE FIRST TWO QUARTERS OF THIS YEAR, SO I'LL GO OVER THE SECOND QUARTER.
SO IN THE SECOND QUARTER OF 2022, THE SYSTEM EXPERIENCED JUST OVER 3000 RIDES.
THIS WAS UP FROM THE FIRST QUARTER, WHICH WAS ABOUT 2200 RIDES.
SO THOSE ARE MEMBERS THAT HAVE PASSES AND ARE ABLE TO USE THE SYSTEM.
IN THE FIRST QUARTER THERE WAS 25 ANNUAL MEMBERSHIPS, 75 MONTHLY.
THAT HAS INCREASED IN THE SECOND QUARTER TO 40 ANNUAL MEMBERSHIPS AND 136 MONTHLY MEMBERSHIPS, A KEY METRIC THAT THE CITY USES TO KIND OF TRACK THE SUCCESS OF THE PROGRAM IS CALLED THE AVERAGE TRIPS PER BIKE PER DAY.
RIGHT NOW THAT IS AT ABOUT 0.5.
THAT GRAPH THERE ON THE RIGHT SHOWS KIND OF THE DIFFERENCE BETWEEN EACH MONTH.
AS YOU CAN SEE, IT RANGES IN APRIL FROM 0.6 TO 0.4, KIND OF THE SWEET SPOT THAT WHAT THE CITY IS TRYING TO ACHIEVE IS ABOUT ONE TRIP PER BIKE PER DAY.
SO NOW THAT THE SYSTEM HAS BEEN UP AND OPERATIONAL, THE CITY IS LOOKING TO EXPAND.
THEY ARE WORKING WITH BCYCLE TO EXPAND.

YEAH. FROM MY UNDERSTANDING, I HAVEN'T REALLY HEARD MUCH NEGATIVE FEEDBACK FROM THE VENDORS, YOU KNOW, THE BIKE SHARE SYSTEM IS SET UP TO SERVE A DIFFERENT USER.

WE'VE BEEN SUPPORTING LOCAL LEAGUE OF AMERICAN CYCLISTS EDUCATIONAL CLASSES BY PROVIDING FREE BIKES FOR ANY PARTICIPANTS THAT NEED THEM.
WE HAVEN'T HAD ANY INTERACTION, ANY NEGATIVE INTERACTIONS FROM OUR RIDERS.
THE BIKES ARE THE SPEED IS GOVERNED ON OUR BIKES TO 15 MILES AN HOUR AND THEY'RE JUST A PEDAL ASSIST BIKE, NOT A THROTTLE BIKE. SO THERE'S FAR LESS LIKELIHOOD OF THEM BEING MISUSED IN A IN RELATION TO SPEED AT LEAST, AND WE HAVE HEARD OF NO REPORTS OF REALLY ILLEGAL USE RUNNING THROUGH STOP SIGNS OR STOPLIGHTS OR ANYTHING LIKE THAT.
WE'VE HAD JUST ONE INCIDENT WHERE A RIDER WAS STRUCK BY A CAR, BUT THEY WERE FOUND TO BE AT FAULT.
THE RIDER WAS FOUND TO BE AT FAULT.

SO A CIRCULAR ECONOMY ADDRESSES THE IDEA THAT SOME OF OUR EMISSIONS THAT COULD BE OFFSHORED, FOR EXAMPLE, WHEN WE GROW OUR FOOD THAT'S GROWING SOMEWHERE ELSE, OR WE PURCHASE PRODUCTS WHOSE EMISSIONS ARE OFFSHORED, THAT WE ACTUALLY CAPTURE THEM ALL.

SO WHEN YOU'RE LOOKING AT AGRICULTURE, ARE YOU LOOKING AT BOTH KIND OF CARBON SEQUESTRATION AS WELL AS KIND OF OFFSETTING TRANSPORTATION IF WE'RE GROWING MORE HERE? IS CAN YOU ELABORATE ON THAT A LITTLE BIT? YES, COUNCIL MEMBER FOOD SYSTEM, AS YOU MENTIONED, HAS BEEN A KIND OF CRITICAL COMPONENT ON FROM OUR BOARD, WHICH IS WHY WE ELEVATED WHEN WE STARTED THIS REPORT, AND MOST CLIMATE ACTION PLANS DO NOT ATTRIBUTE A LARGE EMISSIONS TO THE PRODUCTION OF FOOD ITSELF, BUT LIKE YOU MENTIONED, A LOT OF THAT IS BECAUSE IT'S OUTSOURCED THE OFTEN SORRY OFFSHORE AS YOU TRUCK IN FOOD OR YOU BRING IT IN IN SHIPS.THAT'S THE REASON WHY FOOD SYSTEM ITSELF DOES NOT GET ELEVATED.
SO WE ELEVATED IT, AND BUT ELEVATING IS NOT JUST ABOUT EMISSIONS.
