GOOD EVENING, MAYOR PRO TEM AND COUNCIL MEMBERS.

I AM SUZANNE SMITHSON, THE CITY OF CARLSBAD'S LIBRARY AND CULTURAL ARTS DIRECTOR.

I HAVE THE HONOR TONIGHT OF TALKING ABOUT A DONATION FROM THE FRIENDS OF THE LIBRARY.

I COME TO YOU REGULARLY FOR WITH OUR SUPPORT GROUP DONATIONS, WHICH AFFORDS US TO HAVE AN OUTSTANDING LIBRARY TO BE TRULY ABOVE AND BEYOND.

SO WE REALLY APPRECIATE ALL THE WORK THAT OUR SUPPORT ORGANIZATIONS DO.

TONIGHT WITH THE FRIENDS OF THE LIBRARY THEY HAVE MADE A SPECIAL DONATION IN ADDITION TO THE REGULAR MORE THAN $100,000 DONATION THEY MAKE EVERY YEAR.

AND THEY DONATE TO US.

THEY MAKE THAT MONEY BY SELLING USED BOOKS AT THE BOOKSTORE, AT THE COLE LIBRARY, THE GEORGINA COLE LIBRARY, AND THE CARLSBAD CITY LIBRARY ON DOVE LANE.

SO WE ARE SO GRATEFUL FOR THEM AND THEIR WORK, AND WE ARE GRATEFUL FOR THIS EXTRA DONATION.

IT'S $5,000 DOLLARS SO IT'S NOT ON YOUR CONSENT AGENDA BECAUSE IT'S JUST UNDER THE LIMIT.

BUT I'M GOING TO INTRODUCE LONGTIME BOARD MEMBER OF THE FRIENDS OF THE LIBRARY, TAFFY CANNON, TO TELL YOU A LITTLE BIT MORE ABOUT THIS DONATION AND THE PEOPLE THAT IT'S HONORING.

WE HAVE MEMBERS OF THE FRIENDS OF THE LIBRARY HERE AND THE FRIENDS OF THE LIBRARY PRESIDENT ROBBY ADAMS. AND TAFFY IS A LONGTIME BOARD MEMBER SERVING AS A VOLUNTEER FOR MORE THAN 30 YEARS.

SO I'LL TURN THE TIME OVER TO HER.

I'VE BEEN HERE A BUNCH OF TIMES OVER THE YEARS, ALMOST ALWAYS ASKING YOU TO ACCEPT A BIG CHUNK OF MONEY.

AND TO YOUR CREDIT, Y'ALL ALWAYS SAY YES.

SO THIS IS A GOOD THING.

THIS IS PROBABLY THE DONATION I'M PROUDEST TO MENTION, THOUGH, BECAUSE IT'S ABOUT JIM AND PAT HANSEN.

JIM AND PAT WERE THE FIRST PEOPLE THAT WE MET WHEN WE MOVED TO CARLSBAD WHO WEREN'T RELATED BY BLOOD.

THEY MADE US FEEL INSTANTLY WELCOME AND SET UP A FRIENDSHIP THAT LASTED ALMOST A THIRD OF A CENTURY UNTIL THEY PASSED LAST SUMMER, WITHIN TWO WEEKS OF EACH OTHER, WHICH WASN'T REALLY SURPRISING TO THOSE WHO KNEW THEM.

AND THEY WERE BOTH IN THEIR NINETIES.

IN THE SPRING OF 1990 WHEN WE FIRST MOVED HERE THEY WERE BOTH RETIRING FROM THEIR FIRST JOBS.

PAT HAD BEEN WORKING AS PROGRAMS AND EVENTS FOR THE CARLSBAD LIBRARY.

JIM WAS AN OCEANSIDE HIGH SCHOOL HISTORY TEACHER.

AND JIM ALREADY HAD A LIMITED BOOK SELLING OPERATION SET UP BACK WHEN IT WAS ALL DONE BY MAIL AND WE HAD, YOU KNOW, SHEETS WITH TINY LITTLE PRINT ON IT THAT TOLD YOU WHAT THE BOOKS WERE.

AND HE DECIDED TO DO THAT FULL TIME.

SO HE JUMPED INTO THAT HEADLONG.

MEANWHILE, PAT HAD WORKED 26 YEARS FOR THE CARLSBAD LIBRARY.

SHE WAS HIRED BY THE LEGENDARY GEORGINA COLE, WHO HAD THE THEN UNCONVENTIONAL IDEA THAT A LIBRARY OUGHT TO BE A CENTER FOR CULTURAL ARTS, FOR THE COMMUNITY TO INCLUDE EVENTS AND PROGRAMS AND ESSENTIALLY ALL THE THINGS THAT WE DO TODAY.

SO SHE SET UP THE MODEL AND THE LIBRARY AT THAT POINT WAS NOT QUITE AS POPULAR AS IT IS RIGHT NOW.

THE COLE LIBRARY UP THE HILL, WHICH IS CURRENTLY HELD TOGETHER WITH BAND-AIDS, WAS CALLED THE TAJ MAHAL AT THE TIME WHEN IT WAS BUILT.

AND NOT EVERYONE WAS KEEN ABOUT THAT.

GEORGINA AND I NEVER MET THE WOMAN OR I PROBABLY WOULDN'T DARE CALL HER GEORGINA, BUT WE ALL DO.

SHE HIRED PAT TO SET UP PROGRAMS AND EXHIBITS IN THIS NEW LIBRARY.

BUT THE CITY COUNCIL, WHICH WAS THEN LESS ENLIGHTENED, DIDN'T THINK IT WAS NECESSARY TO COME UP WITH A SALARY FOR THAT PERSON.

SO GEORGINA PAID HER OUT OF HER OWN POCKET TO DO THIS UNTIL FINALLY THE COMMUNITY SUPPORT FOR WHAT WAS GOING ON WAS SO STRONG THAT THEY COUGHED UP ENOUGH FOR A PART TIME JOB. AND THEN PAT WAS THERE UNTIL SHE RETIRED BACK IN 1990, WHICH REALLY SEEMS LIKE QUITE A WHILE AGO AND ALWAYS AHEAD OF HER TIME, PAT WAS A WORKING MOTHER.

AFTER SHE RETIRED FROM WORKING AT THE LIBRARY SHE IMMEDIATELY BECAME TOTALLY INVOLVED IN THE FRIENDS.

SHE WAS ALMOST ALWAYS ON THE BOARD UNTIL JUST A FEW YEARS AGO, AND SHE WAS WILLING TO TAKE THE CRUMMY JOBS THAT NOBODY WANTED.

ONE OF HER FAVORITE PROJECTS WAS THE MAGEE PARK POETRY.

AND SHE WORKED WITH THAT AND THEN EDITED THE ANNUAL BOOK, WHICH THE FRIENDS PUBLISHED FOR YEARS AND YEARS AND YEARS.

SHE'D ALWAYS DREAMED ABOUT BEING IN THEATER, AND NOW SHE HAD THE CHANCE, AND SHE BEGAN ACTING ALL OVER SAN DIEGO.

I REMEMBER DRIVING TO CORONADO AT ONE POINT TO SEE HER IN SOMETHING.

IN CARLSBAD SHE AND JIM FORMED THE PLAY READERS, WHICH I KNOW YOU ALL ARE FAMILIAR WITH.

AND THEY PRODUCED 80 PLAYS OVER THE COURSE OF ITS FIRST TEN YEARS BEFORE THEY TURNED IT OVER TO OTHER PEOPLE.

THE NEW VILLAGE ARTS WAS ESSENTIALLY MADE FOR THEM.

THEY WERE ACTIVE IN EVERY POSSIBLE STEP, STARTING BEFORE THERE WAS A NEW VILLAGE ARTS.

PAT WAS IN THE FIRST PRODUCTION AS AN ACTOR.

SHE DESIGNED COSTUMES AND PROPS.

SHE RECRUITED SET DESIGNERS.

SHE HAD AN ENTHUSIASM FOR EVERYTHING.

AND HONESTLY, IT WAS IMPOSSIBLE TO SAY NO TO HER.

JIM SHARED ALL OF THESE ENTHUSIASMS ALONG WITH A LOT OF OPINIONS THAT HE WAS ALWAYS VERY HAPPY TO SHARE.

BOOKSELLING WAS HIS PASSION.

AND THAT JUST WENT WIDE OPEN ONCE THE INTERNET CAME ALONG.

AND LIKE A LOT OF BOOKSELLERS, HE WAS INTO THE HUNT AND THE SPORT OF IT.

HE ACCUMULATED A GAZILLION BOOKS AND HE HAD THEM IN STORAGE LOCKERS ALL OVER TOWN AND OUTBUILDINGS AROUND THE PROPERTY WHERE THEY LIVE.

AND THE FRIENDS OF THE LIBRARY ACTUALLY BENEFITED ON BOTH ENDS OF THIS.

WE SOLD HIM PILES OF BOOKS WHEN WE USED TO HAVE SALES OUT ONLINE.

HE WOULD BE THE FIRST ONE UP ON THE LINE HOLDING BANANA BOXES.

AT THAT POINT, WE DIDN'T EVEN USE BANKER'S BOXES YET.

AND THEN MUCH LATER, WHEN HE WAS DIVESTING HIMSELF OF VARIOUS PARTS OF THE COLLECTION, WE GOT ALL THOSE BOOKS BACK AGAIN.

AND SOMETIMES I HAD TO ASK HIM TO JUST WAIT, PLEASE.

WE'RE BEING BURIED RIGHT NOW.

YEAH. STICK THEM SOMEWHERE FOR A LITTLE WHILE.

ONCE UPON A TIME, HE BOUGHT A HUGE COLLECTION TO GET ONE VALUABLE BOOK.

AND HE SOLD THAT BOOK AND HE BOUGHT PAT A PT CRUISER WITH IT.

MY OWN FIRST NOVEL CONVICTIONS THEY ACTUALLY OWNED WHEN WE MOVED HERE.

THAT WAS VERY NICE.

AND HE HAD ME SIGN IT IN A PARTICULAR WAY, WHICH HE SAID WOULD ENHANCE THE VALUE FOR RESALE.

AND THEN A LOT OF TIME PASSED AND THEY DOWNSIZED AND DOWNSIZED AND DOWNSIZED.

AND EVENTUALLY THEY WERE IN A VERY SMALL, LOVELY PLACE WITH ONE LITTLE BITTY BOOKSHELF.

AND OF COURSE, I LOOKED TO SEE WHAT BOOKS OF MINE WERE STILL IN THAT BOOKSHELF, BECAUSE THAT'S WHAT WRITERS DO.

AND I NOTICED THE CONVICTIONS WASN'T THERE.

AND PAT SAW ME LOOKING.

JIM WAS RESTING AT THE TIME, AND SHE SAID, YOU KNOW, I WISH WE HAD MORE OF YOUR BOOKS STILL, AND I REALLY WISH WE HAD CONVICTIONS, BUT JIM SOLD IT.

SO I DON'T THINK THERE WAS A PT CRUISER INVOLVED BECAUSE THEY WEREN'T DRIVING ANYMORE.

BUT I WILL SAY THAT PAT HAD A VERY NICE WALKER.

JIM AND PAT LEFT THIS WORLD JUST AS GRACIOUSLY AS THEY LIVED IN IT.

THEY SHARED 65 YEARS WITH THE COMMUNITY AND WE WERE LUCKY TO BE HERE FOR HALF OF THAT.

THEY WERE, OF COURSE, CITIZENS OF THE YEAR, BUT ABOVE ALL, THEY WERE A WHOLE LOT OF FUN.

AND I MISS THEM LIKE CRAZY.

THEY'VE RESURRECTED RACIAL TENSIONS.

AND OTHER MEANS TO SEPARATE US.

THEY CREATE A POLITICAL DIVIDE.

DEMOCRATS VERSUS REPUBLICANS.

BUT I THINK A LOT OF PEOPLE ARE WAKING UP NOW THEY CAN SEE THROUGH THIS CHARADE, THIS FOG.

WHAT WE'RE REALLY LOOKING AT IS A UNI-PARTY.

HATEFUL DIFFERENCES BETWEEN PEOPLE.

IT'S REALLY AN ILLUSION MADE UP AND STOKED BY BASICALLY TYRANTS, ELITES.

IF ANYTHING, GREAT UNREST WILL BE REVOLUTION, NOT CIVIL WAR.

IF IT COMES TO ANYTHING, IT'S GOING TO BE A REVOLUTION, NOT A CIVIL WAR.

IN REVOLUTION IT'S ALL THE PEOPLE UNITED AGAINST THE TYRANTS.

THE REASON I SAY REVOLUTION RATHER THAN CIVIL WAR IS HISTORICAL PRECEDENT OF 1773.

ITEM NUMBER EIGHT ON THE CONSENT CALENDAR IS TO APPROVE AN EMPLOYMENT AGREEMENT WITH THE CITY MANAGER.

IF APPROVED BY THE CITY COUNCIL, THE CITY MANAGER'S ANNUAL BASE SALARY WILL REMAIN THE SAME AS IT ALWAYS HAS BEEN FOR THE LAST YEAR AT $326,756 ANNUALLY.

THE EMPLOYMENT AGREEMENT INCLUDES A ONE TIME STIPEND IN THE AMOUNT OF $14,565 AND AN INCREASE IN CITY PAID LIFE INSURANCE BENEFIT OF $500,000.

AND WITH THAT, I MOVE APPROVAL OF CONSENT CALENDAR ITEMS ONE THROUGH EIGHT UNLESS ANYBODY HAS ONE TO PULL.

[9. ESTABLISHMENT OF A COMMUNITY-POLICE ENGAGEMENT COMMISSION AND CLARIFYING AMENDMENTS TO CARLSBAD MUNICIPAL CODE CHAPTER 2.15 – BOARDS AND COMMISSIONS]

YES, SIR. ITEM NINE IS THE ESTABLISHMENT OF A COMMUNITY POLICE ENGAGEMENT COMMISSION AND CLARIFYING AMENDMENTS TO CARLSBAD MUNI CODE CHAPTER 2.15 TITLED BOARDS AND COMMISSIONS.

AND MAKING OUR PRESENTATION TODAY IS A JOINT PRESENTATION BROUGHT BY ASSISTANT CITY ATTORNEY ALLEGRA FROST, ALONG WITH OUR POLICE CHIEF, MICKEY WILLIAMS. GOOD EVENING, COUNCIL.

THANK YOU FOR THIS OPPORTUNITY TO INTRODUCE THE ORDINANCE THAT WOULD CREATE THE CARLSBAD COMMUNITY POLICE COMMISSION.

THIS HAS BEEN A WORK IN PROGRESS FOR ABOUT TWO YEARS.

I WILL START WITH A SUMMARY OF THE PROCESS THAT HAS LED US TO THIS POINT.

AND THEN ASSISTANT CITY ATTORNEY ALLEGRA FROST WILL PROVIDE THE DETAILS OF THE ORDINANCE.

SO BACK IN AUGUST OF 2020, STAFF PROVIDED COUNCIL A REPORT REGARDING USE OF FORCE DATA FOR THE CARLSBAD POLICE DEPARTMENT AND ASPECTS OF THE POLICE OFFICER'S BILL OF RIGHTS.

AT THAT TIME, COUNCIL REQUESTED ADDITIONAL INFORMATION ON THE DIFFERENT FORMS THAT POLICE COMMISSIONS HAVE TAKEN ACROSS DIFFERENT JURISDICTIONS.

STAFF RETURNED TWO MONTHS LATER, APPROXIMATELY IN OCTOBER OF 2020, AND PROVIDED A REPORT OF THE DIFFERENT TYPES OF FORMS THAT COMMISSIONS HAVE TAKEN.

AT THAT POINT, COUNCIL DIRECTED STAFF TO SEEK COMMUNITY INPUT ON THE CONCEPT OF A POLICE COMMISSION.

AND SO WE DID.

WE WENT OUT AND CONDUCTED MEETINGS VIRTUAL MEETINGS IN EACH COUNCIL DISTRICT AND THEN ALSO HAD AN ONLINE SURVEY.

IN MARCH OF 2021 STAFF RETURNED BACK WITH THE REPORT DETAILING THE FEEDBACK THAT WE RECEIVED FROM THE COMMUNITY.

AND THEN AT THAT POINT THE COUNCIL DIRECTED STAFF TO WORK WITH A CONSULTANT TO TRY TO DRAFT UP THE FRAMEWORK OF WHAT A COMMISSION WOULD LOOK LIKE WITHIN THE CITY OF CARLSBAD.

SO WE DID THAT. AND THEN IN JUNE OF 2022, STAFF RETURNED BACK WITH THAT REPORT AND A DESCRIPTION OF WHAT THE FRAMEWORK OF A COMMISSION WOULD LOOK LIKE FOR OUR CITY.

AND THEN AT THAT POINT, COUNCIL DIRECTED STAFF TO WORK ON AN ORDINANCE THAT WOULD ACTUALLY CREATE THIS COMMISSION.

SO THAT'S WHERE WE'RE AT TODAY WITH THE PRESENTATION OF THE ORDINANCE THAT WOULD CREATE THE COMMISSION.

AND I WILL NOW TURN IT OVER TO ASSISTANT CITY ATTORNEY ALLEGRA FROST TO PROVIDE THE DETAILS OF THAT.

THANK YOU. I'LL START WITH AN OVERVIEW OF THE ORDINANCE CONTAINED IN EXHIBIT ONE.

THAT ORDINANCE WOULD ESTABLISH THE COMMUNITY POLICE ENGAGEMENT COMMISSION.

THE CONTENTS OF THE ORDINANCE WAS DRAFTED BASED ON THE FEEDBACK PROVIDED BY CITY COUNCIL AND THE RECOMMENDATIONS CONTAINED IN THE OIR GROUP REPORT.

BASED ON THAT DIRECTION, THE COMMISSION WOULD CONSIST OF FIVE COMMISSIONERS APPOINTED BY THE CITY COUNCIL WITH NO SPECIAL INTERESTS.

THE PRIMARY DUTY OF THE COMMISSION WOULD BE COMMUNITY ENGAGEMENT RATHER THAN POLICE OVERSIGHT.

THE COMMISSION WOULD MEET AT LEAST ONCE PER QUARTER.

THEIR TERMS WOULD COINCIDE WITH THE TERM OF THE COUNCIL MEMBER THAT MAKES THE APPOINTMENT AND PREFERENCE WOULD BE GIVEN TO APPOINTING A MEMBER WHO RESIDES IN THE COUNCIL MEMBERS DISTRICT. THE COMMISSIONERS MUST BE RESIDENTS OF THE CITY AND REGISTERED VOTERS, AND NOT CURRENTLY OFFICERS OR EMPLOYEES OF THE CITY.

LASTLY, THEY CANNOT BE A SOLE PROPRIETOR UNDER CONTRACT WITH THE CITY, OR A CONSULTANT, OR AN EMPLOYEE OF AN ENTITY UNDER CONTRACT WITH THE CITY PERFORMING WORK RELATING TO THE POWERS OR DUTIES OF THE COMMISSION.

THEY ALSO COULD NOT BE AN OFFICER, DIRECTOR, OWNER OR PRINCIPAL OF AN ENTITY UNDER CONTRACT WITH THE CITY PERFORMING WORK RELATING TO THE COMMISSION.

AND THOSE FINAL TWO BULLET POINTS ARE BASED ON THE PROPOSED REVISIONS TO SECTION 21530, WHICH ARE PART OF THE ORDINANCE CONTAINED IN EXHIBIT THREE. WE INCLUDED THOSE PROPOSED AMENDMENTS IN EXHIBIT THREE AS A CLEANUP TO CHAPTER 2.15 FOR EFFICIENCY SAKE.

SINCE WE WERE ALREADY MAKING AMENDMENTS TO THIS CHAPTER OR PROPOSING THEM, RATHER, WE DID A COMPREHENSIVE LOOK AND ARE INCLUDING THEM.

THE PROPOSED ORDINANCE ALSO INCLUDES ADDITIONAL CRITERIA FOR COUNCIL MEMBERS TO CONSIDER DURING THE APPOINTMENT PROCESS.

THESE CRITERIA ARE UNIQUE TO THE PROPOSED COMMISSION, SO THOSE CRITERIA WOULD BE THAT THE APPOINTEE HAVE DEMONSTRATED ABILITY TO BE OPEN MINDED, IMPARTIAL, OBJECTIVE AND UNBIASED, THAT THEY HAVE AN ABSENCE OF ANY REAL OR EVEN PERCEIVED BIAS, PREJUDICE OR CONFLICT, THAT THEY HAVE A RECORD OF COMMUNITY INVOLVEMENT AND AN ABILITY TO BUILD CONSTRUCTIVE WORKING RELATIONSHIPS AND COMMUNICATE EFFECTIVELY WITH DIVERSE GROUPS.

ANOTHER CRITERIA IS THAT THEY HAVE A DEMONSTRATED COMMITMENT TO THE PURPOSE OF THE COMMISSION WITH AN EYE TOWARDS FOSTERING POSITIVE POLICE COMMUNITY RELATIONSHIPS.

AND COUNCIL COULD ALSO CONSIDER THEIR ATTENDANCE AT THE CARLSBAD CITIZEN POLICE ACADEMY.

TWO EXCLUSIONS FROM ELIGIBILITY WOULD BE ANYONE WHO HAS ONGOING LITIGATION WITH THE CITY RELATED TO POLICE MATTERS.

ALSO, ANYONE WHO IS A CARLSBAD POLICE DEPARTMENT EMPLOYEE, THEIR PARENTS OR THEIR CHILDREN WOULD NOT BE ELIGIBLE.

SO FOLLOWING THEIR APPOINTMENT, THE COMMISSIONERS WOULD RECEIVE A SERIES OF TRAININGS THEY'D START WITH AUTHORITY AND RESPONSIBILITIES ASSOCIATED WITH THEIR ROLE AS A COMMISSION MEMBER.

WE'D ALSO COVER OUR CITY POLICIES AND LEGAL REQUIREMENTS REGARDING PUBLIC MEETINGS, POLICE DEPARTMENT POLICIES, INCLUDING POLICE OFFICER USE OF FORCE TRAINING. POLICE OFFICER, IMPLICIT BIAS TRAINING, TRAININGS RELATED TO INTERACTING WITH PEOPLE EXPERIENCING MENTAL HEALTH CRISES.

THEY WOULD ALSO NEED TO COMPLETE AT LEAST TWO RIDE-ALONGS WITH THE CARLSBAD POLICE DEPARTMENT, ONE OF WHICH SHOULD BE WITH THE HOMELESS OUTREACH TEAM.

AND THEY WOULD RECEIVE A PRESENTATION FROM THE CITY'S HOMELESS SERVICES COORDINATOR.

SO IN TERMS OF DUTIES FOR THE COMMISSION, BASED ON THE RECOMMENDATION IN THE OIR GROUP REPORT, THEIR DUTIES WOULD BE AS FOLLOWS, ONE TO PROMOTE PRODUCTIVE COMMUNICATION AND INTERACTION BETWEEN THE CITY POLICE DEPARTMENT AND THE COMMUNITY, TO PROVIDE A FORUM FOR POLICE LEADERSHIP TO INFORM THE COMMISSION AND THE PUBLIC OF INITIATIVES, CHALLENGES AND DATA RELATING TO POLICE ACTIVITY.

THEY WOULD ALSO EDUCATE THE COMMUNITY AND RECEIVE FEEDBACK REGARDING POLICING STANDARDS AND EXPECTATIONS.

FINALLY, THEY WOULD CREATE ADDITIONAL ACCESS TO PUBLIC SAFETY INFORMATION.

RECOMMEND CHANGES OR IMPROVEMENTS TO POLICIES, PROCEDURES, OR TRAINING AND REVIEW NEW OR PROPOSED PROGRAMS. AND FINALLY, PROVIDE A FORUM FOR PRESENTATIONS BY POLICE LEADERSHIP ON MATTERS RECEIVING HIGH MEDIA INTEREST OR WHICH COME TO THE ATTENTION OF THE COMMISSION.

SO AS MENTIONED EARLIER ON IN THE PRESENTATION, THE TERMS OF THE COMMISSIONERS WOULD BE STAGGERED TO COINCIDE WITH THE TERMS OF THE COUNCIL MEMBERS MAKING THE APPOINTMENTS.

SO TO CLEARLY SET OUT THE TERMS FOR THOSE INITIAL APPOINTMENTS, WE INCLUDE A RESOLUTION TWO WHICH ARE EXHIBIT TWO, WHICH IS THE RESOLUTION ESTABLISHING THE INITIAL TERMS. SO I THINK OVERALL I'VE HEARD A LOT OF GOOD FEEDBACK, I'VE RECEIVED A LOT OF EMAILS AND I KNOW THAT WE OBVIOUSLY HAD SUPPORT HERE TODAY AND OVER THE COURSE OF THE LAST COUPLE OF YEARS. SO LOOKING FORWARD TO SEEING THIS MOVE FORWARD.

THANK YOU. I WAS CONTACTED BY THE CARLSBAD EQUALITY COALITION A FEW YEARS AGO, AND IT WAS THEN CHIEF GALLUCCI, AND HE SENT THEN ASSISTANT CHIEF MICKEY WILLIAMS TO MEET WITH THIS GROUP WITH ME.

BEING A COP FOR MANY, MANY YEARS, I WENT WITH A CHIP ON MY SHOULDER AND THOUGHT, WHAT IS THIS GROUP OF KIDS GOING TO TELL ME HOW TO RUN THE POLICE DEPARTMENT? VERY QUICKLY, THEIR MATURITY, THEIR TACTFULNESS WON ME OVER.

AND THEN LISTENING TO THE COMMUNICATION BETWEEN THIS GROUP OF RESIDENTS AND OUR THEN ASSISTANT CHIEF, MICKEY WILLIAMS, I WAS IMPRESSED.

AND THEY WENT FROM ME MEETING WITH THEM WITH A CHIP ON MY SHOULDER TO ME BUYING IN ON THIS COMPLETELY.

SO YOU GUYS GET A HUGE AMOUNT OF CREDIT FOR THAT.

THIS WAS NOT SOME PEOPLE HAVE TOLD ME THEY HAVE SOME CONCERN.

THEY DON'T WANT AN OUTSIDE GROUP TRYING TO DICTATE THE POLICIES OF OUR POLICE DEPARTMENT BECAUSE WE HAVE AN EXCELLENT POLICE DEPARTMENT.

THAT'S NOT WHAT THIS GROUP IS.

THIS GROUP IS TO OPEN THE COMMUNICATIONS, SHARE OBSERVATIONS, SHARE IDEAS, LEARN FROM THE POLICE DEPARTMENT, THE POLICE DEPARTMENT LEARN FROM THE COMMUNITY, AND THEN MAKE ADJUSTMENTS AS THE POLICE CHIEF FINDS IT WOULD BE BENEFICIAL.

AS A RESULT OF ALL OF THIS, I'M EXCITED.

I DID TALK WITH BOTH THEN-CHIEF GALLUCCI, CURRENT CHIEF WILLIAMS AND REPRESENTATIVES FROM OUR POLICE OFFICERS ASSOCIATION, AND ORIGINALLY I WOULD HAVE BET MONEY THAT THEY WOULD NOT HAVE BOUGHT INTO THIS, BUT THEY ALL ARE EMBRACING IT AND THEY ALL SUPPORT IT COMPLETELY.

FIRST, TO ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD ESTABLISHING FEES FOR HYDRAULIC MODELING SERVICES FOR THE WASTEWATER COLLECTION SYSTEM.

SECOND, TO ADOPT A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT ESTABLISHING FEES FOR HYDRAULIC MODELING SERVICES FOR THE WATER AND RECYCLED WATER SYSTEM. WHAT'S BEEN HAPPENING UP TO THIS POINT IS THAT WHEN DEVELOPERS COME WITH A PROJECT, THEY HIRE THEIR OWN ENGINEERS TO DETERMINE WATER DEMAND AND WASTEWATER FLOW AND TO STUDY WHETHER CARLSBAD HAS SUFFICIENT INFRASTRUCTURE CAPACITY TO SERVE A DEVELOPMENT.

THE PROBLEM IS THAT HYDRAULIC MODELS THAT ARE USED ARE NOT STANDARDIZED AND UP TO DATE AND CAN BE INACCURATE.

SO TO REMEDY THIS, UTILITIES PARTNERED WITH A THIRD PARTY TO UPDATE AND CALIBRATE OUR HYDRAULIC MODELS TO ACCURATELY DETERMINE DEVELOPMENT IMPACTS TO WATER AND WASTEWATER SERVICE. MOVING FORWARD, WE PROPOSE THAT DEVELOPERS WILL HAVE THEIR PROJECTS EVALUATED BY THE THIRD PARTY ENGINEERING FIRM USING THE NEW HYDRAULIC MODELS.

SO THE FEE STRUCTURE THAT WE'RE PROPOSING IS THAT THE MODELING FEES FROM THE THIRD PARTY ENGINEERING FIRM WOULD BE ULTIMATELY BILLED BACK TO THE DEVELOPERS AT ACTUAL COST.

AND THERE WOULD ALSO BE A FEE ESTABLISHED TO COVER THE STAFF REVIEW AND PROCESSING TIME.

WE ESTIMATE ABOUT 50 HYDRAULIC MODELING STUDIES PER YEAR.

AND AGAIN, THE NET REVENUE WOULD BE ZERO FOR RECOVERING CONTRACTOR COST FOR ACTUALLY DOING THE MODELING.

AND THEN WE ESTIMATE ABOUT $49,000 A YEAR TO RECOVER STAFF TIME AND THAT REVENUE WOULD BE APPLIED TO THE RELEVANT OPERATING FUND, EITHER WATER, RECYCLED WATER OR WASTEWATER, DEPENDING ON THE STUDY.

NEXT STEPS WOULD BE TO CONSIDER ADOPTING THE HYDRAULIC MODELING FEES INTO THE CURRENT FY 23 MASTER FEE SCHEDULE.

IF ADOPTED, THE FEES WOULD GO INTO EFFECT NO SOONER THAN 60 DAYS FROM TODAY.

IT'S BEEN JUST OVER 100 DAYS SINCE THE EMERGENCY PROCLAMATION, WHICH PROVIDED AN OPPORTUNITY TO GARNER SIGNIFICANT ATTENTION HERE IN CARLSBAD, AS WELL AS REGIONALLY AND EVEN NATIONALLY.

HERE YOU CAN SEE SOME NUMBERS RELATED TO PUBLIC EDUCATION AND ENGAGEMENT AROUND TRAFFIC SAFETY ISSUES.

AGAIN, A VERY SIGNIFICANT AMOUNT OF ACTIVITY IN THE PUBLIC EDUCATION ARENA.

WE'VE ALSO ENGAGED OTHERS IN THE COMMUNITY, INCLUDING LOCAL SCHOOLS, MOBILITY GROUPS AND BUSINESSES, TO HELP EXPAND OUR PUBLIC EDUCATION EFFORTS.

MOVING ON TO THE ENGINEERING PART OF THE THREE E'S.

WHEN THE EMERGENCY WAS FIRST PROCLAIMED, WE IMPLEMENTED IMMEDIATE INTERVENTIONS AT ROAD SEGMENTS WITH THE HIGHEST NUMBER OF COLLISIONS.

I'D LIKE TO POINT OUT THAT ALL OUR EFFORTS HAVE BEEN INFORMED BY DATA.

HERE YOU CAN SEE A HEATMAP OF COLLISIONS OVER THE PAST FIVE YEARS AND HOW OUR PROJECTS LINE UP WITH THOSE AREAS.

OUR DATA TEAM HAS BUILT A SIMILAR MAP, BREAKING OUT EACH MODE OF TRAVEL, AND WE'LL BE ABLE TO MONITOR PROGRESS OVER TIME.

SOME OF THE ENGINEERING PROJECTS INCLUDE ADDING GREEN PAINT TO POTENTIAL AREAS OF CONFLICT AND BIKE LANES, NEW SIGNS AND RESTRIPING ROADS TO BETTER BALANCE ALL MODES OF TRAVEL. AND HERE IS WHAT PROJECTS LOOK LIKE IN ACTION.

THANKS TO THE CITY COUNCIL'S EMERGENCY BUDGET APPROPRIATION OF $2 MILLION DOLLARS ON AUGUST 30TH.

THE CITY HAS ALSO BEEN ABLE TO GREATLY INCREASE ENFORCEMENT ACROSS ALL MODES OF TRAVEL, STARTING WITH A FOCUS AROUND OUR SCHOOL ZONES DURING THE FIRST WEEKS OF THE NEW SCHOOL YEAR. HERE YOU CAN SEE RECENT ENFORCEMENT DATA.

I'D LIKE TO POINT OUT A FEW THINGS ABOUT THESE NUMBERS.

ONE IS THAT OUR POLICE OFFICERS ARE CONTINUING TO UTILIZE ENFORCEMENT AS AN EDUCATIONAL TOOL, PROVIDING WRITTEN WARNINGS WHEN APPROPRIATE.

WE ARE ALSO UTILIZING THE NEW TOOLS MADE AVAILABLE WHEN THE CITY COUNCIL MADE CARLSBAD THE FIRST IN THE REGION TO ADD RULES SPECIFIC TO E-BIKES TO OUR MUNICIPAL CODE.

THIS ALLOWS THOSE WHO GET A CITATION WHILE USING AN E-BIKE OR OTHER MOTORIZED DEVICE LIKE AN E-SCOOTER TO TAKE A FREE SAFETY COURSE INSTEAD OF PAYING A FINE.

SO FAR, 86 INDIVIDUALS HAVE TAKEN ADVANTAGE OF THIS OPTION.

THE THIRD THING I WANTED TO POINT OUT IS THAT THE NUMBER OF CITATIONS BY MODE OF TRAVEL YOU WILL SEE THE MAJORITY HAVE BEEN ISSUED TO DRIVERS, WHICH IS A REFLECTION OF THE LARGER NUMBER OF CARS ON THE ROAD COMPARED TO BIKES AND PEDESTRIANS.

NOT THAT WE ARE FOCUSING MORE ON CARS.

WE'VE ALSO RECENTLY EXPANDED THE SCHOOL CROSSING GUARD PROGRAM TO PROVIDE MORE COVERAGE AT MIDDLE SCHOOLS.

AND THE POLICE DEPARTMENT IS IN DISCUSSIONS WITH SCHOOL DISTRICTS SERVING CARLSBAD ABOUT WAYS TO POTENTIALLY REQUIRE SAFETY EDUCATION FOR STUDENTS RIDING E-BIKES TO SCHOOL.

WE WILL HAVE MORE DETAILS ON WHAT THAT COULD LOOK LIKE AFTER THE FIRST OF THE YEAR.

AS YOU COULD SEE, WE'VE RECEIVED VERY POSITIVE FEEDBACK ON OUR ENFORCEMENT EFFORTS AND THE WAY OFFICERS ARE INTERACTING WITH COMMUNITY MEMBERS, ESPECIALLY OUR YOUNGER RESIDENTS.

IN ALL THREE OF THESE AREAS STAFF WORK IS JUST ONE PART OF THE STORY.

THE CITY COUNCIL HAS TAKEN MANY ACTIONS IN THE PAST FEW MONTHS TO SUPPORT THE CITY'S EMERGENCY RESPONSE, STARTING WITH RATIFYING THE LOCAL EMERGENCY AND APPROPRIATING $2 MILLION DOLLARS TO FUND TRAFFIC SAFETY IMPROVEMENTS.

AND THIS PLAN CITY STAFF PUT TOGETHER SHORT TERM, MID-TERM, AND LONG TERM OPTIONS FOR THE CITY COUNCIL'S CONSIDERATION.

WHEN AUTHORIZING 18 OF THESE OPTIONS YOU ALSO ASK STAFF TO SEEK THE INPUT FROM THE PLANNING COMMISSION AND THE TRAFFIC AND MOBILITY COMMISSION ON THE REMAINING 26.

THE COMMISSION RECOMMENDED THE CITY FOCUS ON HOTSPOTS FOR TRAFFIC COLLISIONS AND GENERALLY BE VERY STRATEGIC IN ITS EFFORTS.

AND FINALLY, THE COMMISSION RECOMMENDS THAT THE CITY COUNCIL REVIEW IDEAS FROM THE SAN DIEGO COUNTY BIKE COALITION.

THE TRAFFIC AND MOBILITY COMMISSION RECOMMENDED THE CITY COUNCIL CONSIDER UPDATING THE SUSTAINABLE MOBILITY PLAN TO REFLECT THE NEW GOALS RELATED TO VISION ZERO, INCLUDING ELIMINATING ALL PREVENTABLE TRAFFIC RELATED SEVERE COLLISIONS BY A CERTAIN YEAR DESIGNATED BY STAFF, CONSIDERING EQUITY WHEN PLANNING TRANSPORTATION PROJECTS, AND CONDUCTING ROOT CAUSE ANALYSIS OF ALL SEVERE AND FATAL COLLISIONS.

THE MINUTES FROM BOTH MEETINGS SUMMARIZE THE DISCUSSIONS AND ARE ATTACHED TO YOUR STAFF REPORT.

WE ARE VERY EXCITED.

THE CITY IS SO COMMITTED TO ENHANCE SAFETY AND ENHANCE SUSTAINABLE INITIATIVES.

WE WISH THAT THE IMPETUS HAD BEEN UNDER BETTER CIRCUMSTANCES, BUT NONETHELESS WE'RE EXCITED THAT WE'RE MOVING FORWARD AND HOPE THAT WITH OUR EFFORTS THAT WE CAN MAKE THESE MORE LONG TERM GOALS BEYOND THE END DATE OF THE EMERGENCY WHENEVER THAT COMES.

SO WE REVIEW THE PROPOSALS FROM CITY STAFF, AND WE LOOKED AT EACH ITEM ON AN INDIVIDUAL BASIS AND EVALUATED THEM.

WE ALL AGREED THAT WE WOULD BE BEST SERVING THE CITY COUNCIL BY DOING THAT AND LOOKING AT BOTH THE INITIATIVE AND THE COST ASSOCIATED WITH THAT SO THAT WE UNDERSTOOD THE VALUE THAT WE WERE BRINGING TO THE CITY AND TO YOU ALL TO MAKE A DECISION BASED OFF OF THAT.

I THINK THERE WAS AN UNDERLYING THEME THAT WE DIDN'T NECESSARILY OPPOSE ANY INDIVIDUAL ITEM, BUT THAT WE WERE LOOKING AT WHAT THE VALUE ADD WAS TO THE CITY ON EACH ITEM.

SO YOU'VE SEEN THE RESULTS, AND I JUST KIND OF WANTED TO TOUCH ON SOME KEY PROJECTS HERE THAT WE THINK ARE REALLY IMPORTANT FOR YOU ALL AND THEN SOME THINGS TO THINK ABOUT IN THE FUTURE. SO ITEM NUMBER 32, EXPEDITE INFRASTRUCTURE PROJECTS.

THIS WILL ADD PERMANENT STAFF SO THAT WAY WE CAN NOT ONLY GET THROUGH THIS EMERGENCY, BUT ALSO LOOK TO MAKING THIS PROGRAM OR THESE DIFFERENT PROGRAMS PERMANENT AND THAT ON AN ANNUAL BASIS ARE IMPROVING AS MANY SQUARE FEET, LINEAR MILES OF ROAD AS WE CAN, AND THAT WE'RE KIND OF CREATING THE MOST SAFE AND MOST SUSTAINABLY MANAGED CITY STREET PROGRAM THAT CARLSBAD CAN.

ITEM NUMBER 35.

SPEED CUSHIONS ON STREETS AROUND SCHOOLS.

IT'S KIND OF UNANIMOUS AND VERY ENTHUSIASTIC SUPPORT OF THIS PROGRAM BECAUSE KIDS ARE KIDS AND THAT WE WANTED TO KEEP THE AREAS AROUND THE SCHOOLS AS SAFE AS POSSIBLE.

AND THEN I WANTED TO FOCUS ON TWO PROJECTS THAT YOU ALREADY HAD APPROVED UNDER OPTION A WHEN YOU MET A COUPLE OF MONTHS AGO, NUMBER 22 AND NUMBER 23, RECONFIGURE ARTERIALS AND EXPANDED STREET RESURFACING.

THIS HAS BEEN MET.

WE'VE HAD PUBLIC COMMENT AND TWO COMMISSION MEETINGS SINCE THEN AND HAS BEEN VERY ENTHUSIASTICALLY SUPPORTED NOT JUST FROM THE TRAFFIC MEMBERS BUT FROM THE COMMUNITY AS WELL. WE'VE RECEIVED PUBLIC COMMENT VIA EMAIL THAT HAVE BEEN SUPPORTIVE OF THESE INITIATIVES ALREADY AND WOULD IMPLORE US TO CONTINUE TO EXPAND THESE BEYOND WHAT WE'VE ALREADY IDENTIFIED IN THE NEXT UPCOMING FISCAL YEARS TO KEEP THAT MOMENTUM MOVING FORWARD.

THERE'S KIND OF TWO OPTIONS THAT I WANTED TO ALSO DISCUSS AND MENTION.

THERE'S A NUMBER 15, WHICH WAS APPROVED AS PART OF OPTION A HIGH VISIBILITY CROSSWALKS THAT THE CITY IS LOOKING TO PERHAPS SAVE SOME MONEY AS PART OF THIS PROGRAM. WE KIND OF ALSO FELT THAT THIS WAS ALREADY BEING COVERED WITH SPEED BUMPS AND OUR CROSSING GUARD PROGRAM AND THAT PERHAPS THAT $800,000 THAT WHICH IS RECOMMENDED AND ALLOCATED FOR THAT COULD BE USED TO EXPAND STREET SURFACING ELSEWHERE.

BUT NOBODY OBVIOUSLY HAS ANY OPPOSITION TO HIGH VISIBILITY CROSSWALKS BUT THAT WE CAN GET MAYBE MORE BANG FOR OUR BUCK ELSEWHERE.

AND THEN NUMBER TWO, OR NUMBER 42, EXCUSE ME, EXPLORE THE SCHOOL BUSSING PROGRAM.

OBVIOUSLY, THERE'S A HUGE PRICE TAG HERE.

WE RECOMMEND THAT THIS BE AN ITEM THAT THE CITY'S LEGISLATIVE AGENDA THAT WE WORK WITH THE STATE SENATE AND THE ASSEMBLY ON.

A COUPLE OF POINTS ON THERE AND TALKING WITH DIRECTOR FRANK THAT WE ESTIMATE AS MUCH AS 30% OF TRAFFIC IN THE CITY.

THERE'S PEOPLE GOING TO AND FROM SCHOOL AND THAT'S A HUGE NUMBER AND THAT IF WE HAVE SCHOOL BUSSES TAKING KIDS TO AND FROM SCHOOL, ESPECIALLY AT THE ELEMENTARY AND MIDDLE SCHOOL, WE COULD GREATLY REDUCE THE TRAFFIC ON THE STREETS.

THERE ARE OTHER BENEFITS TO SCHOOL BUSSES.

THEY ARE SAFER. THEY'RE LESS LIKELY TO BE IN ACCIDENTS THAN AN INDIVIDUAL CAR.

AND THEN IT WOULD RELIEVE THE BURDEN ON PARENTS, ESPECIALLY WORKING PARENTS AND LOW INCOME PARENTS WHO ALREADY STRUGGLE TO GET THEIR KIDS TO AND FROM SCHOOL.

OBVIOUSLY, THE PRICE TAG IS MASSIVE, BUT IT'S JUST SOMETHING TO KEEP IN MIND AS WE'RE WORKING WITH OUR PARTNERS IN THE STATE SENATE AND STATE ASSEMBLY.

I JUST WANTED TO REALLY CLOSE BY AGAIN THANKING THE CITY FOR THIS EFFORT.

AGAIN, ON THE TRAFFIC COMMISSION, WE'RE REALLY EXCITED ABOUT HOW WE CAN MAKE THE CITY BETTER.

FIRST, THANK YOU TO EVERYONE IN THE CITY FOR ALL OF THE DUE DILIGENCE THAT HAS BEEN GIVEN IN RESPONDING TO THE TRAFFIC ISSUES.

WE ARE VERY GRATEFUL.

SECOND, THE CARLSBAD STATE OF EMERGENCY FOR BICYCLE SAFETY IS MAKING A DIFFERENCE BY CREATING SAFER STREETS FOR EVERYONE.

BENEFITS FROM THE WORK COMPLETED CAN ALREADY BE SEEN.

HOWEVER, THE 2 MILLION DOLLARS THAT WAS INITIALLY AUTHORIZED TO FUND THESE CRITICAL PROJECTS IS NOT ENOUGH.

THERE ARE MULTIPLE REASONS FOR THIS.

THE STATE OF EMERGENCY WAS DECLARED ON AUGUST 23RD, 2022, THE FIRST DAY OF SCHOOL FOR THE CARLSBAD UNIFIED SCHOOL DISTRICT WAS THE VERY NEXT DAY.

THE POPULATION OF MINORS THAT RODE BICYCLES TO SCHOOL PRIOR TO THE PANDEMIC IS NOT THE SAME POPULATION THAT ARE RIDING BIKES TO SCHOOL TODAY.

THE NUMBER OF MINORS RIDING BIKES TO SCHOOL HAS SIGNIFICANTLY INCREASED.

THIS IS GREAT NEWS FOR SUSTAINABILITY AND THE CARLSBAD CLIMATE ACTION PLAN.

HOWEVER, IT IS NOT GREAT NEWS FOR THE HISTORICAL DESIGN OF CARLSBAD ROADS.

MINORS ARE NOT REQUIRED TO COMPLETE ANY EDUCATION OR LICENSING PRIOR TO OPERATING AN E-BIKE AS A MOTOR VEHICLE ON A PUBLIC ROAD.

SO THE NUMBER OF CRASH ACCIDENTS HAS INCREASED.

IN LOCATIONS WHERE SCHOOLS ARE LOCATED ON ARTERIAL ROADS THAT ARE USED AS COMMUTER THOROUGHFARES THIS CREATES A RECIPE FOR DISASTER.

ONE EXAMPLE IS THE INTERSECTION OF COLLEGE BOULEVARD AND CANNON ROAD IN FRONT OF SAGE CREEK HIGH SCHOOL.

SINCE THE FIRST DAY OF SCHOOL, THE PUBLIC RECORD DATA SETS SHOW THAT TWO 911 CALLS WERE REPORTED FOR AN ADULT DRIVER IN A VEHICLE CRASHING INTO A MINOR ON AN E-BIKE.

HOWEVER, DURING THE SAME TIME, THERE IS AN ANECDOTAL DATA SET AND WITNESSES FOR 12 SEPARATE CRASHES.

THIS SHOWS AN UNDERREPORTING OF CRASH DATA OCCURRING.

THE AVERAGE IS THAT THESE CRASHES ARE HAPPENING EVERY WEEK SINCE SCHOOL STARTED.

ADDITIONALLY, THIS INTERSECTION HAS BEEN DECLINED A CROSSING GUARD BECAUSE THE COMPANY STATED THAT THE INTERSECTION IS NOT SAFE FOR AN EMPLOYEE.

THIS IS A PROBLEM THAT HAS BECOME A PATTERN AND A PUBLIC HEALTH CRISIS THAT IS NOT GOING AWAY.

WE REQUESTED A TRAFFIC INVESTIGATION FOR A NO TURN ON RED TO HELP PREVENT A TRAGEDY.

HOWEVER, THERE IS A LONG LINE OF PROJECTS TO BE COMPLETED BEFORE US.

THE DEPARTMENT OF TRAFFIC AND MOBILITY CURRENTLY HAS 17 STAFF MEMBERS.

THESE 17 STAFF DO NOT HAVE ENOUGH RESOURCES TO COMPLETE THEIR BASELINE JOBS AND THE ADDITIONAL WORK CREATED BY THE STATE OF EMERGENCY IN A TIMELY MANNER AND REQUESTING THAT ALL CITY COUNCIL MEMBERS VOTE TO APPROVE ADDITIONAL FUNDS TO BE ALLOCATED FOR THE BICYCLE STATE OF EMERGENCY.

THESE ADDITIONAL FUNDS WOULD INCLUDE THE HIRING OF NEW STAFF SO CRITICAL PUBLIC ROAD PROJECTS, SAFETY PROJECTS, AND EDUCATIONAL OUTREACH CAN BE COMPLETED IN A TIMELY MANNER.

THIS IS IMPERATIVE IN INTERSECTIONS SUCH AS COLLEGE BOULEVARD AND CANNON ROAD AND IN THE THREE MILE STRETCH OF COLLEGE BOULEVARD, WHERE OVER 2000 STUDENTS GO TO AND FROM SCHOOL FIVE DAYS A WEEK.

THE CARLSBAD POLICE DEPARTMENT HAS PROVIDED REGULAR WEEKLY TRAFFIC CONTROL AND INCREASED VISIBILITY IN AN EFFORT TO ENCOURAGE ALL CITIZENS TO FOLLOW THE LAWS AND PREVENT A TRAGEDY. THIS HAS MADE A DIFFERENCE, IS GREATLY APPRECIATED AND WE NEED IT TO CONTINUE UNTIL TRAFFIC SOLUTIONS ARE IMPLEMENTED.

ANY PUBLIC POLICY THAT PUTS CHILDREN IN DANGER WHILE THEY ARE TRYING TO GET TO AND FROM SCHOOL IS A BAD PUBLIC POLICY.

BUT I ALSO WANT TO BE VERY CLEAR THAT AND CONSISTENT WITH WHAT WE HAD PREVIOUSLY MENTIONED BACK ON AUGUST 30TH IS WE COBBLED TOGETHER BASICALLY A LITANY OF OPTIONS FOR COUNCIL'S CONSIDERATION AND WE TRIED TO EVALUATE BASICALLY EVERYTHING THAT IS GOING ON IN THIS AREA OF TRAFFIC SAFETY.

SOME OF THE COSTS THAT WE'VE INCLUDED ARE MASSIVE IN NATURE.

FOR INSTANCE, THE BUSSING WAS, I THINK, A $44 MILLION DOLLAR ITEM.

BUT AGAIN, THERE ARE A LOT OF ITEMS THAT ARE CURRENTLY LISTED THAT FAR EXCEED THE CITY'S ABILITY TO ORDER THOSE UP.

SO THERE WOULD BE A NEED FOR AN ADDITIONAL FUNDING OPPORTUNITIES OR ABILITIES THAT ARE OUT THERE, WHICH IS SO CRITICALLY IMPORTANT FOR OUR LEGISLATIVE SUBCOMMITTEE TO START REALLY FOCUSING OUR ATTENTION ON OPPORTUNITIES, WHETHER AT THE STATE OR AT THE FEDERAL LEVEL OR EVEN AT THE COUNTY LEVEL TO SECURE ADDITIONAL FUNDS.

GOOD EVENING, MAYOR PRO TEM AND COUNCIL MEMBERS TONIGHT WE'LL BE PRESENTING OUR FIFTH QUARTERLY REPORT ON THE CITY COUNCIL'S GOAL TO REDUCE HOMELESSNESS IN CARLSBAD. THIS PRESENTATION WILL COVER THE FIRST QUARTER OF THE FISCAL YEAR, SO THAT'S JULY ONE THROUGH SEPTEMBER 30.

BUT WE'LL ALSO COVER AN ENTIRE YEAR'S WORTH OF DATA FOR THE MOTEL VOUCHER PILOT PROGRAM, WHICH BEGAN IN NOVEMBER OF 2021.

PRESENTING WITH ME TODAY ARE CHRIS SCHILLING FROM THE HOUSING AND HOMELESS SERVICES DEPARTMENT AND LIEUTENANT ERIC KOVANDA FROM THE POLICE DEPARTMENT.

AS YOU'RE AWARE, THE CITY COUNCIL ESTABLISHED A GOAL TO REDUCE THE UNSHELTERED HOMELESS POPULATION BY 50% OVER FIVE YEARS AND TO PROVIDE QUARTERLY REPORTS UNTIL THE GOAL IS MET.

AND I JUST WANTED TO POINT OUT THIS.

SO THIS WAS THE GOAL THAT WAS IN PLACE DURING THIS QUARTER THAT WE'RE REPORTING ON.

AND THEN DURING IN OCTOBER, WHEN THE CITY COUNCIL DID ADOPT THE NEW STRATEGIC PLAN, THEY DID ADOPT A NEW GOAL.

SO THE REVISED LANGUAGE IS ON THIS SCREEN.

SO I JUST WANTED TO POINT OUT THAT IT WAS KIND OF IN A TRANSITION PERIOD DURING THIS TIME.

SO TO ACCOMPLISH THE COUNCIL GOAL TO REDUCE HOMELESSNESS, THE CITY DEVELOPED A COMPREHENSIVE PACKAGE OF INITIATIVES STRATEGICALLY DESIGNED TO MAKE BOTH SHORT TERM AND LONG TERM IMPACTS ON HOMELESSNESS CONCERNS IN CARLSBAD.

BASED ON CITY COUNCIL DIRECTION, IN THE STRATEGIC PLANNING PROCESS, CITY STAFF BEGAN UPDATING THE COMPREHENSIVE PLAN, AND WE WILL BE BRINGING THIS BACK TO CITY COUNCIL IN EARLY 2023.

A FIVE YEAR WORK PLAN WAS APPROVED IN 2021 THAT IDENTIFIED SPECIFIC SPECIFIC TASKS FOR THE 21-22 FISCAL YEAR.

MOST OF THOSE TASKS WERE COMPLETED WITH SOME TRAINING AND TECHNICAL ASSISTANCE STILL UNDERWAY AT THE LA POSADA EMERGENCY SHELTER.

A NEW WORK PLAN WILL BE PROPOSED AFTER THE CITY COUNCIL PROVIDES FEEDBACK ON THE UPDATED HOMELESS RESPONSE PLAN.

SO FOR THE QUARTER THAT WE'RE DISCUSSING THAT THE OVERALL EXPENDITURES WERE CLOSE JUST UNDER $1 MILLION DOLLARS, $952,000 FOR THE QUARTER, THE BUDGET FOR THE ENTIRE YEAR OF GENERAL FUNDS TO SUPPORT THE HOMELESS SCHOOL FOR THE 22-23 YEAR IS APPROXIMATELY $4.3 MILLION DOLLARS.

AND I JUST WANT TO POINT OUT THAT THIS NUMBER DOES INCLUDE CARRIED FORWARD ENCUMBRANCES FROM THE FISCAL YEAR.

SO THERE WERE SOME CONTRACTS THAT WERE EXECUTED IN THE MIDDLE OF THE YEAR SO THAT FUNDING FOR THE REMAINDER OF THAT CONTRACT PERIOD ALSO ROLLED FORWARD.

SO A MAJORITY OF THE FUNDING HAS GONE TO FUND A ROBUST POLICE DEPARTMENT HOMELESS OUTREACH TEAM.

THE CITY ALSO FUNDS STAFFING FOR THE HOMELESS SERVICES DIVISION.

SOCIAL WORKER OUTREACH THROUGH INTERFAITH COMMUNITY SERVICES, RAPID REHOUSING EFFORTS THROUGH COMMUNITY RESOURCE CENTER AND ENCAMPMENT AND ABANDONED TRASH CLEANUP THROUGH URBAN CORPS. WITH THAT, I WILL TURN OVER TO CHRIS SCHILLING TO REVIEW SOME OF THE ACCOMPLISHMENT DATA FOR THE FIRST QUARTER, AS WELL AS THE ANNUAL DATA ON THE MOTEL VOUCHER PROGRAM.

THANK YOU. WE ARE HAPPY TO REPORT THAT DURING THE QUARTER, CITY FUNDED PROGRAMS WERE ABLE TO TRANSITION 18 PEOPLE INTO PERMANENT HOUSING TO END THEIR HOMELESSNESS. WE ALSO CONNECTED 21 PEOPLE TO SHELTER AND 16 PEOPLE TO OTHER TEMPORARY LOCATIONS, SUCH AS BRIDGE HOUSING OR TREATMENT PROGRAMS. 247 UNDUPLICATED PEOPLE WERE CONTACTED AND POLICE RESPONDED TO 2,548 CALLS FOR SERVICE, WHICH INCLUDES BOTH PROACTIVE CALLS AND DISPATCH CALLS.

WE ALSO PROVIDED EIGHT MOTEL VOUCHER STAYS AND CLEANED UP 33 ENCAMPMENTS DURING THE QUARTER.

NOW I'LL PROVIDE AN ANNUAL UPDATE ON THE MOTEL VOUCHER PROGRAM, WHICH PROVIDES SHORT TERM MOTEL STAYS WITH STRICT RULES AND ELIGIBILITY CRITERIA, INCLUDING A WILLINGNESS TO ENGAGE WITH CASE MANAGEMENT ON A LONG TERM HOUSING SOLUTION AND PLAN.

OVER THE COURSE OF THE YEAR LONG PILOT PROGRAM, 51 HOUSEHOLDS RECEIVE MOTEL STAYS AND SERVICES.

OF THESE HOUSEHOLDS, 23 WERE ABLE TO BE BRIDGED TO SHELTER PLACEMENTS AND 13 HOUSEHOLDS WERE ABLE TO BE TRANSITIONED DIRECTLY TO PERMANENT HOUSING.

THAT MEANS APPROXIMATELY 70% OF HOUSEHOLDS EXITED THE PROGRAM TO LONGER TERM OR PERMANENT SHELTER IN HOUSING.

THE TOTAL COST OF THE MOTEL STAYS FOR THE 12 MONTH PERIOD WAS $30,911.58.

BASED ON THE SUCCESS AND THE CONTINUED NEED FOR THE PROGRAM, AT THE END OF THIS PRESENTATION, STAFF WILL BE MAKING A RECOMMENDATION FOR ITS CONTINUATION.

AND WHILE THEY'RE IN THE CITY, THEY'RE RESPONSIBLE FOR HELPING TO KEEP THE CITY FREE OF DEBRIS RELATED TO THOSE EXPERIENCING HOMELESSNESS BY ASSISTING IN CAMP CLEANUPS, POWER WASHING AND LITTER REMOVAL.

FROM JULY 1ST TO SEPTEMBER 30TH, URBAN CORP WAS ACTIVATED 52 DAYS.

THEY WERE ACTIVE DURING 52 DAYS AND THEY HELPED HOT CLEAN 33 ENCAMPMENTS DURING 44 SCHEDULED CLEANUP DAYS.

AND THEY HELPED US TO RECOVER AND RETURN 31 SHOPPING CARTS.

IN TERMS OF CALLS FOR SERVICE FROM JULY 1ST TO SEPTEMBER 30TH, CALLS FOR SERVICE RELATED TO HOMELESSNESS ACCOUNTED FOR 10% OF THE TOTAL CALLS FOR SERVICE FOR THE POLICE DEPARTMENT.

THIS QUARTER THE POLICE DEPARTMENT IS REPORTING, 2548 CALLS FOR SERVICE RELATED TO INDIVIDUALS EXPERIENCING HOMELESSNESS.

AND FROM JULY 1ST TO SEPTEMBER 30TH, WE RECORDED 1023 SELF INITIATED CALLS FOR SERVICE.

HOMELESS OUTREACH TEAM WILL CONTINUE TO USE THEIR DISCRETION TO BALANCE OUTREACH WITH ENFORCEMENT AND ACCOUNTABILITY.

10% OF ALL CALLS FOR SERVICE WERE HOMELESS RELATED AS I SAID EARLIER, 16% OF ALL ARRESTS WERE HOMELESS RELATED 16 INDIVIDUALS EXPERIENCING HOMELESSNESS OR I'M SORRY, 16 INDIVIDUALS EXPERIENCING HOMELESSNESS WERE ARRESTED IN THE QUARTER.

5% OF ALL CITATIONS WERE HOMELESS RELATED THERE WERE 44 CITATIONS.

AND I WANT TO SHARE A SUCCESS STORY WITH YOU.

THIS IS A STORY ABOUT JOHN IN APRIL OF 2021.

JOHN HAD BEEN LIVING HOMELESS AND JOBLESS FOR OVER A YEAR IN THE DOWNTOWN CARLSBAD VILLAGE AREA.

HIS DEPENDENCE ON DRUGS IMPACTED HIS DECISION MAKING PROCESS.

THE HOMELESS OUTREACH TEAM APPROACHED HIM ON SEVERAL OCCASIONS UNTIL HE WAS OPEN TO ACCEPTING HELP.

THE HOMELESS OUTREACH TEAM AND INTERFAITH SOCIAL WORKERS HELPED HIM OVERCOME SEVERAL OBSTACLES.

HE HAD TO GO TO REHAB.

HIS LIFESTYLE HAD LED TO THE DEVELOPMENT OF HEALTH ISSUES THAT NEEDED TO BE ADDRESSED.

HE ALSO SOUGHT TREATMENT FOR AND TO ADDRESS PSYCHOLOGICAL IMPACTS OF LIVING HOMELESSLY.

INTERFAITH LINKED JOHN TO MANY SERVICES THAT HELPED HIM GET BACK ON HIS FEET.

MEMBERS OF THE HOT TEAM AND THE SOCIAL WORKERS KEPT IN REGULAR CONTACT WITH HIM, WHICH HELD HIM ACCOUNTABLE AND HELPED TO REDUCE HIS RISK OF RELAPSE AND RETURN TO HOMELESSNESS.

HIS JOURNEY WAS DIFFICULT, BUT HE PERSEVERED.

HE RECENTLY REPORTED THAT HE COMPLETED THE PROBATIONARY PERIOD OF HIS FULL TIME EMPLOYMENT AND HAS BEGUN TO RECEIVE FULL BENEFITS.

SO HE'S PROUD TO REPORT THAT HIS DEPENDABILITY AND WORK ETHIC HAVE ALLOWED HIM TO QUICKLY GAIN INCREASING LEVELS OF RESPONSIBILITY AT HIS NEW JOB AND THAT HE FEELS GOOD TO BE HEAVILY RELIED UPON.

HE'S MOST PROUD THAT HE'S NOW PROVIDING FOR HIMSELF.

HE KNOWS THAT HE HAS A LOT MORE WORK TO DO, BUT HE'S GRATEFUL FOR HOW FAR HE'S COME.

AFTER CONSISTENT ENGAGEMENT, HE WAS WILLING TO ACCEPT SERVICES AND WORKED HARD TO STABILIZE HIS OWN LIFE.

CASE MANAGEMENT WAS VERY IMPORTANT IN THIS PROCESS.

INTERFAITH SOCIAL WORKERS HELPED TO JOHN GET PLACEMENT IN VARIOUS PROGRAMS TO ADDRESS HIS NEEDS AND INCREASE HIS POTENTIAL FOR SUCCESS. AND THAT ALSO GOES FOR HOT TEAM MEMBERS THAT REMAINED IN CONTACT WITH HIM AND ENCOURAGED HIM ALONG THE WAY.

WHEN SHE EXITED THE HOSPITAL, SHE EXITED TO THE STREETS AND WAS HOMELESS.

SHE HAD A TRAUMATIC BRAIN INJURY AND SEVERE PAIN IN HER NECK AND BACK.

BUT SHE WAS LOOKING FOR SERVICES AND SHE WAS HERE IN CARLSBAD AND SHE WAS ABLE TO CONNECT WITH THE COUNTY OF SAN DIEGO SOCIAL WORKER THROUGH THE PILOT PROGRAM THAT THE COUNTY IS RUNNING IN NORTH COUNTY.

SO THE SOCIAL WORKER FROM THE COUNTY STARTED HER THROUGH THE PROCESS OF GETTING DISABILITY PAYMENTS SO SHE COULD HAVE SOME INCOME.

CONNECTED HER TO THE CAL FRESH PROGRAM SO THAT SHE COULD BECOME FOOD SECURE.

AND BECAUSE OF THE CLOSE COLLABORATION WE HAVE IN CARLSBAD, WAS ABLE TO CONNECT HER TO COMMUNITY RESOURCE CENTER, WHO OPERATES OUR RAPID REHOUSING PROGRAM.

COMMUNITY RESOURCE CENTER, WORKED WITH HER TO FIND HOUSING OPTIONS AND WAS FORTUNATE ENOUGH TO FIND AN INDEPENDENT LIVING HOME.

SO AN INDEPENDENT LIVING HOME IS SHARED HOUSING FOR ADULTS.

SOMETIMES SHARED ROOMS, SOMETIMES INDIVIDUAL ROOMS, BUT SHARED COMMON AREAS.

THEY SHARE THE KITCHEN, THEY SHARE THE BATHROOM, AND SO IT'S ABLE TO REDUCE COSTS.

AND THEN THEY HAVE A PRIVATE LANDLORD WHO OPERATES THE HOME.

CRC PAID FOR THE DEPOSIT AND WAS ABLE TO SUBSIDIZE THE RENT FOR A PERIOD OF TIME UNTIL HER DISABILITY PAYMENTS COULD KICK IN SO SHE WOULDN'T LOSE OUT ON THE HOUSING OPPORTUNITY.

SO WHAT WORKED FOR MICHELLE WHEN SHE NEEDED HELP IN CARLSBAD? WE HAD SOCIAL WORKERS AVAILABLE AND SO SHE WAS ABLE TO BE CONNECTED TO THE BENEFITS THAT SHE WAS ENTITLED TO BASED ON HER DISABILITY.

SHE WAS ABLE TO HAVE ACCESS TO FOOD BECAUSE WE DO CASE CONFERENCING AND WE COLLABORATE SO CLOSELY SHE WAS ABLE TO BE CONNECTED TO HOUSING SUPPORTS THAT THE CITY FUNDS. WITH THOSE HOUSING SUPPORTS, SHE'S ABLE TO FIND AN INDEPENDENT LIVING HOME AND CAPITALIZE ON THAT IMMEDIATELY.

IT'S SO CRUCIAL TO BE ABLE TO HAVE THE PAYMENTS AND BE READY TO GO AS SOME THINGS AVAILABLE BECAUSE VACANCY RATES ARE SO LOW AT THIS TIME AND BECAUSE OF THE RAPID REHOUSING

LAST WEEK, STAFF ATTENDED THE FIRST EVER REGIONAL TASK FORCE ON HOMELESSNESS SOLUTIONS FOR SAN DIEGO CONFERENCE.

AT THE CONCLUSION OF THE CONFERENCE, FIVE AWARDS WERE GIVEN OUT TO RECOGNIZE TOP HOMELESS SERVICE PROVIDERS.

FOR THE HOUSING SERVICES CATEGORY SHAUN ZENKO, WHO WORKS AS A CASE MANAGER FOR COMMUNITY RESOURCE CENTER WITHIN THE CITY FUNDED RAPID REHOUSING PROGRAM, RECEIVED THE AWARD.

OF THE THOUSANDS OF PEOPLE WORKING IN HOUSING PROGRAMS THROUGHOUT SAN DIEGO COUNTY SHAUN AND OUR RAPID HOUSING PROGRAM ARE RECOGNIZED.

CLEARLY, HOUSING FIRST IS AN ABJECT FAILURE, RESULTING IN LOST LIVES, INCREASED ADDICTION AND SPIKES IN CRIME.

THE REALITY FROM 2015 TO 2019, UNSHELTERED HOMELESSNESS IN CALIFORNIA ROSE 47%, EVEN AS SUBSIDIES ROSE MORE THAN 40%. WE NOW HAVE ONE IN FOUR OF AMERICA'S OVERALL HOMELESS POPULATION, EVEN THOUGH ONLY 12% OF US POPULATION.

WHY? THE POLICY FUNDS FREE HOUSING WITHOUT REQUIRING ANYTHING IN RETURN.

BUT PARTICIPANTS, INCLUDING NOT REQUIRING STOPPING DRUGS OR ALCOHOL, THE MENTALLY ILL TO SEEK HELP.

IT DOESN'T REQUIRE RECIPIENTS TO SEARCH FOR WORK OR EVEN TO OBEY THE LAW.

WE DID LEARN THROUGHOUT THE FIRST SIX MONTHS OR SO THAT IT WAS VERY HARD, LIKE FOR ONE NIGHT OR MAYBE POSSIBLY TWO NIGHTS, IT WAS VERY HARD TO BRIDGE SOMEBODY TO SOMETHING A LITTLE BIT MORE PERMANENT.

AND SO WE DID PROPOSE BACK IN JUNE TO HAVE LIKE KIND OF LIKE AN EXTENSION, LIKE A SECOND PART OF THE PROGRAM WHERE PEOPLE WHO WILL HAVE AN ACTIVE HOUSING PLAN THEN COULD BE STAYING LESS THAN 30 DAYS.

SO THEY'D BE GETTING THEY'D BE WORKING WITH ONE OF OUR CASE MANAGERS.

THEY BASICALLY HAVE THERE'S A FEW INSTANCES LIKE BASICALLY THEY MAYBE THEY EVEN HAVE A LEASE THAT THEY'VE SIGNED.

IT'S JUST THEY'RE AWAITING A MOVE IN DATE OR MAYBE THEY HAVE A VOUCHER AND THEY'RE TRYING TO MEET WITH DIFFERENT LANDLORDS OR PROPERTY MANAGERS.

IN THAT INSTANCE, WE ONE, WE WANT TO KEEP THEM ENGAGED IN THEIR CASE MANAGEMENT AND ACTIVELY WORKING ON THEIR HOUSING PLAN.

AND IT IS A LOT EASIER THAN FOR THEM TO PRESENT THEMSELVES WELL FOR A RENTAL UNIT WHEN THEY CAN SHOWER AND GET CLEANED UP.

SO THAT'S KIND OF WHY WE WENT WITH THAT SECOND PROGRAM AS WELL.

IT'S ONLY BEEN FOR A FEW MONTHS AND IT'S SUCH A LIMITED POPULATION.

WE'VE ONLY BEEN ABLE TO SERVE FOUR PEOPLE WITH THAT SINCE JULY.

BUT THREE OUT OF THOSE FOUR PEOPLE ARE NOW PERMANENTLY HOUSED.

SO OVER THE WHOLE YEAR, WE HAVE BEEN OPERATING BOTH PROGRAMS AND I DON'T KNOW, LIEUTENANT KOVANDA, DID YOU WANT TO ADD IS THERE ANY DIFFERENT INFORMATION YOU WANTED TO ADD TO THE PROGRAM OR? OKAY. THE HOTELS, THE MOTELS THAT WE HAVE BEEN UTILIZING, IT'S ECONOMY MOTEL IN THE LOCATION WHERE THE PERSON WAS, WHERE THEY WERE FOUND [INAUDIBLE] OR INTERACTED WITH.

I WOULD SAY THE MAJORITY OF THOSE HAVE BEEN KIND OF IN THIS NORTHWEST AREA QUADRANT OF THE CITY AND.

LET'S SEE WHAT ELSE. THERE'S ONLY BEEN ONE INSTANCE OF DAMAGE TO A UNIT WITHIN THE YEAR, AND THAT'S FROM FEEDBACK FROM THE MOTELS.

SOME HAVE MENTAL HEALTH ISSUES AND DRUG ABUSE ISSUES, AND SOME DON'T.

SOME ARE LIVING IN THEIR CARS AND IT'S A TEMPORARY THING OR THEY'RE PILING UP WITH FAMILY MEMBERS AND THEY NEED ASSISTANCE AND TO BE CONNECTED WITH SERVICES.

SO I AM VERY EXCITED THAT WE HAVE THE STAFF THAT WE DO NOW, THAT WE'RE WE'RE STAFFED UP TO.

TWO YEARS AGO WHEN I STARTED ON THE COUNCIL, WE DIDN'T HAVE AS MANY STAFF, PEOPLE AND RESOURCES DEDICATED TO THESE ISSUES.

WE AS A COUNCIL TOOK THIS ON AS A GOAL AND A PRIORITY, AND IT LOOKS TO ME LIKE WE ARE MAKING SOME REALLY POSITIVE MOVEMENT AND HELPING PEOPLE.

SO THE PROBLEM CONTINUES NOT JUST IN CARLSBAD, BUT EVERYWHERE ALL OVER THE COUNTRY.

AND I THINK THAT WE ARE DOING REALLY GREAT WORK IN OUR CITY TO HELP PEOPLE.

AND I'M REALLY PROUD OF OUR CITY FOR WHAT WE'RE DOING.

IT WOULD BE A WONDERFUL THING IF WE WERE ABLE TO DO THAT.

BUT I DO FEEL THE LAST YEAR AND A HALF, LAST COUPLE OF YEARS, AS COUNCIL HAS WORKED ON IT, CERTAINLY AS A RESIDENT AND A HOMEOWNER, I FEEL LIKE, WELL, I FEEL LIKE WE'RE ADDRESSING IT AND I FEEL LIKE WE'RE A LOT SAFER.

I GUESS THE UNKNOWN OF A COUPLE OF YEARS AGO WAS REALLY, REALLY KIND OF A SCARY SITUATION.

I REALLY APPRECIATE THE METRICS THAT HAVE BEEN DEVELOPED IN TERMS OF PERCENTAGE OF CRIME, PERCENTAGE OF PHONE CALLS, SO WE CAN EVALUATE HOW LARGE THE PROBLEM IS.

AND I KNOW THAT WAS KIND OF AN ONGOING SITUATION FROM OUR FIRST QUARTERLY REPORT.

AND IT GETS BETTER AND BETTER AND BETTER EACH TIME.

I APPRECIATE THE ADAPTIVENESS IN TERMS OF RETURNING $3 MILLION DOLLARS TO OUR GENERAL FUNDS VERSUS THE INITIAL KIND OF EXPECTATION AND OUTLAY, WHICH IS GREAT. AND THEN MOVING FORWARD WITH THIS PROJECT OR THIS ALLOTMENT HERE OF FUNDS TO CONTINUE A PROGRAM THAT'S WORKING REALLY, REALLY GREAT.

I HOPE THAT WE CAN GET TO A PLACE AND KIND OF NORMALIZE, IF YOU WILL, OR GET BACK TO A LEVEL OF THE PROBLEM THAT DOESN'T REQUIRE

AND I THINK THAT THAT IS COMPARED TO OTHER CITIES.

AND I THINK THAT IS A REAL GREAT THING FOR CARLSBAD.

WE SHOULD BE PROUD OF THAT, THAT WE HAVE THE HIGHEST PERCENTAGE OF OUR POPULATION THAT ARE IN SHELTERED SITUATIONS AND WE HAVE ITEMS ON THE TABLE FOR US TO TO GROW THAT PERCENTAGE AND TO MAKE THAT EVEN MORE SO.

I'M REALLY HAPPY ABOUT THAT AS WELL.

SO THANK YOU. WE'VE DONE A WONDERFUL JOB WALKING AROUND DOWNTOWN TONIGHT VERSUS A COUPLE OF YEARS AGO.

WE CAN SEE A HUGE DIFFERENCE.

SOME OF OUR BIGGEST CRITICS HAVE TOLD ME THAT THEY'VE SEEN SOME GREAT IMPROVEMENTS.

YOU TELL SOME GOOD STORIES ABOUT SUCCESS STORIES.

I WOULD NEVER WANT TO PUT A DOLLAR AMOUNT ON SAVING A HUMAN FROM THE STREETS AND GETTING THEM INTO HOMES.

BUT WE'VE GOT TO STOP PATTING OURSELVES ON THE BACK COMPLETELY.

I STILL WALK AROUND.

I SEE PEOPLE WHO WE'VE LET DOWN, PEOPLE WHO HAVE MENTAL ISSUES THAT WERE LETTING THEM LIVE ON THE STREETS AND THEY DON'T HAVE THE MENTAL CAPABILITY TO CARE FOR THEMSELVES. I SEE PEOPLE WHO ARE HOMELESS BY NO CHOICE OF THEIR OWN, JUST A LOT OF BAD CIRCUMSTANCES, AND THEY FIND THEMSELVES LIVING IN THEIR CARS.

I WANT TO FOCUS MORE ATTENTION ON THEM.

I WANT TO GIVE THEM AS MUCH OF OUR TIME AND RESOURCES AS WE POSSIBLY CAN.

BUT AT THE SAME TIME, I BELIEVE IN TOUGH LOVE.

EVERY TIME I SEE PEOPLE ON THE STREETS WHO CHOOSE METH OVER A HOME AND THERE'S A LOT OF THEM WHO WILL LOOK ME RIGHT IN THE EYE AND SAY, I'M JUST NOT READY TO TRADE MY METH FOR A HOUSE.

ALSO, PEOPLE WHO'VE JUST DECIDED THAT HOMELESSNESS IS THEIR WAY OF LIFE, THEY'D RATHER DRINK IN THE PARK WITH THEIR FRIENDS THAN HAVE TO GO TO A JOB EVERY DAY.

I DON'T THINK WE WE'RE USING ENOUGH TOUGH LOVE WITH THOSE FOLKS AND HOLDING THEM ACCOUNTABLE TO THE SAME STANDARDS THAT YOU WOULD HOLD ME ACCOUNTABLE IF I WAS WANDERING AROUND DRUNK IN A PARK OR ANYTHING ELSE.

SO I DO WANT TO FOCUS MORE ATTENTION ON THAT.

IF IT MEANS MORE RESOURCES, IF PEOPLE WANT HELP, I WANT TO GET THEM THEIR HELP.

IF PEOPLE DON'T WANT HELP AND THEY WANT TO BE DISRUPTIVE TO THE COMMUNITY, THEN I WANT THE POLICE DEPARTMENT TO TAKE A LITTLE BIT MORE AGGRESSIVE ACTION.

I KNOW THAT THAT SOUNDS LIKE I'M NOT CARING, BUT BY US LETTING THEM CONTINUE AND PERPETUATE THAT KIND OF LIFESTYLE, I THINK THAT IS IS AN EXAMPLE OF US NOT CARING. I THINK THE HOTEL VOUCHER ISSUE IS EXCELLENT.

I'VE WATCHED IT WORK.

I'VE SEEN PEOPLE WHO WANT TO GET OFF THE STREET.

THEY'RE SHIVERING IN THE COLD WITH THEIR TWO KIDS.

THEY WANT HELP.

I THINK THE VOUCHER PROGRAM IS EXCELLENT FOR THAT.

I'VE ALSO WATCHED OUR POLICE ADMINISTRATORS, THEY DO NOT LET ANYBODY TAKE ADVANTAGE OF IT.

IT'S NOT A REVOLVING DOOR.

IT'S NOT SOMEBODY WHO LIES AND SAYS, I'LL TAKE ADVANTAGE OF YOUR SERVICES, GETS A FREE NIGHT IN A HOTEL AND THEN TWO OR THREE DAYS LATER SAYS THE SAME THING.

THEY'RE NOT GETTING AWAY WITH THAT.

SO I GIVE TOTAL CREDIT TO OUR POLICE DEPARTMENT.
