THANK YOU CHAIR STINE THE SECOND AND FINAL AGENDA ITEM FOR THE PUBLIC HEARING OF A CONDITIONAL USE PERMIT AMENDMENT IS TO DEMOLISH A CAR WASH FACILITY AT A GAS STATION AND REPLACE IT WITH A NEW AND PRESENTING ON THE SITE AND AS ASSOCIATE PLANNER VAN LEEUWEN.

THE ITEM BEFORE ME TONIGHT IS AN AMENDMENT TO THE CONDITIONAL USE PERMIT FOR THE BP/ARCO FACILITY.
THIS LOCATION IS WITHIN THE PLANNED INDUSTRIAL ZONE, BORDERED ON BOTH SIDES BY STREETS, INCLUDING PALOMAR AIRPORT ROAD AND CAMINO VIDA ROBLE, AND THE SITE IS APPROXIMATELY 6.8 ACRES IN SIZE.
THE ACCESS TO THE SITE IS PROVIDED BY TWO DRIVEWAYS ON CAMINO VIDA ROBLE.
THEY WOULD ALSO THE AMENDMENT WOULD ALSO ALLOW FOR 18 VACUUM STATIONS TO BE INSTALLED WITH ENCLOSURES FOR THE VACUUM MOTORS AND THE DEBRIS COLLECTION. THERE IS SOME PAVEMENT EXPANSION TO THE NORTHWEST OF THE EXISTING GAS PUMPS SAYS NORTHEAST ON HERE.

IN TERMS OF THE BACKGROUND, THEIR ORIGINAL USE PERMIT WAS APPROVED IN 1991.THAT ESTABLISHED THE GAS STATION USE WITH NO CAR WASH.
THERE WERE TWO MODIFICATIONS AND EXTENSIONS THROUGH THE NINETIES AND IN 2008 THERE WAS AN EXTENSION APPROVED THAT ALSO ALLOWED FOR A MODIFICATION TO ALLOW THE CAR WASH AS IT IS TODAY. IN TERMS OF OPERATIONS, THE CUSTOMERS DRIVE THEIR OWN VEHICLES ONTO THE CARWASH TUNNEL.
THERE ARE TWO QUEUING LANES AND PAY STATIONS TO FACILITATE CARS WAITING FOR THE CAR WASH.
18 VACUUM STATIONS ARE INCLUDED IN THE PLAN.
TO 9:00 P.M. EVERY DAY OF THE WEEK.
ONE ASPECT OF THE PROJECT I DID WANT TO HIGHLIGHT WAS THE DIRECTION OF THE QUEUING.
CURRENTLY, THE CAR WASH IS ENTERED FROM THE WEST SIDE WHERE CARS DO QUEUE WITHIN A PARKING AREA AND SOMETIMES CONFLICT WITH CIRCULATION AROUND THE CONVENIENCE STORE.
THE NEW DESIGN WOULD ALLOW FOR QUEUING TO COME FROM THE EAST SIDE AND TWO QUEUING LANES TO APPROACH THE TUNNEL AS WELL AS ONE EMERGENCY EXIT LANE IN CASE SOMEBODY GETS IN THAT LANE BY ACCIDENT AND DOESN'T WANT TO USE THE CAR WASH.
AND HERE IS AN OVERALL SITE PLAN.
THE GENERAL REQUIREMENTS FOR CONDITIONAL USE PERMITS AS WELL AS SPECIFIC REQUIREMENTS FOR CAR WASH FACILITIES AND IS LOCATED IN THE AIRPORT LAND USE COMPATIBILITY PLAN AREA.
AND STAFF HAS BEEN ABLE TO MAKE FINDINGS FOR COMPATIBILITY WITH THESE PLANS.
BASED ON THE FINDINGS AND SUBJECT TO THE CONDITIONS CONTAINED THEREIN, STAFF IS HERE FOR QUESTIONS.
THE APPLICANT IS ALSO HERE FOR QUESTIONS.

CAN YOU SPEAK A LITTLE BIT ABOUT HOW STAFF HAS ADDRESSED ANY POTENTIAL NOISE ISSUES THAT MIGHT BE FROM BECAUSE IT'S GOING TO BE A LARGER, I PRESUME, A POTENTIALLY NOISIER CAR WASH THAN WE HAVE PREVIOUSLY.
AND THE STUDY FOUND WITH THE RECOMMENDED MITIGATION AND ABATEMENT MEASURES IN THE REPORT, THAT THE SOUND LEVELS WOULD NOT EXCEED THE REQUIRED NOISE LEVELS AT A PROPERTY LINE IF THERE WAS A SENSITIVE NOISE LAND USE ALONG THE PROPERTY, ANY OF THE PROPERTY LINES.
THERE IS NOT ACTUALLY A SENSITIVE LAND USE ALONG ABUTTING ANY OF THE DIRECT PROPERTY LINES, AND THE CLOSEST RESIDENCES ARE ABOUT 1500 FEET AWAY TO THE SOUTHEAST. AND WITH THE CHANGE IN DIRECTION OF THE CAR WASH TUNNEL, A LOT OF THE SOUND IS ACTUALLY CREATED BY THE DRYER.
OKAY. AREN'T THERE SOME BUFFERING VEGETATION TO BETWEEN THE CAR WASH AND THE RESIDENCES? CORRECT. YES, THERE ARE PRIMARILY OPEN SPACE BETWEEN HERE AND THE CLOSEST RESIDENCES, AS WELL AS THE ELEVATION CHANGE AND A LARGE INDUSTRIAL BUILDING.

WE'VE BEEN MEETING VERY DILIGENTLY NOW ON THIS, AND WE'RE MEETING AGAIN THIS MONTH.
WHERE WE ARE RIGHT NOW IN THE PROCESS IS THAT WE ARE CONSIDERING THE PERFORMANCE STANDARDS THAT ARE BAKED INTO OUR CURRENT GROWTH MANAGEMENT PLAN AND ANALYZING THEM AND HAVING DEBATE BACK AND FORTH AS TO THE NEED FOR THOSE STANDARDS.
DO WE ELIMINATE THEM? DO WE TWEAK THEM? AND THAT PROCESS IS STARTED.
SO THERE WAS A CONSENSUS TO ELIMINATE THAT ONE.
AND THE COMMITTEE DID NOT SEE A NEED TO RETAIN THAT ONE BECAUSE THE COUNCIL HAS ALREADY MADE DECISIONS WITH REGARD TO EXPANDING CITY HALL AND CHANGES THAT ARE GOING TO BE MADE.
THAT'S DONE. BUT WE HAVE A NUMBER OF THEM THAT ARE STILL BEING DEBATED AND DISCUSSED, AND I WOULD EXPECT THE COMMITTEE'S WORK WILL CONTINUE PERHAPS INTO THE EARLY SPRING BEFORE WE HAVE A FINAL RECOMMENDATION TO COUNCIL.
THERE'LL BE A FINAL WRITTEN REPORT WITH RECOMMENDATIONS WITH REGARD TO PERFORMANCE STANDARDS AND SOME RECOMMENDATIONS THAT ARE NOT PART OF GROWTH MANAGEMENT, BUT MORE QUALITY OF LIFE THINGS THAT WILL MOST LIKELY BE ATTACHED TO THAT.
