AS WITH ANY OPTION, THERE ARE PROS AND CONS. THE PROS TO THIS PARTICULAR OPTION ARE THE FOLLOWING. HOWEVER, IF YOU RECALL IN DECEMBER, WE CAME BACK TO APPROACHING FOR ASKING FOR MORE MONEY FOR THESE SAME VEHICLES BECAUSE THERE WAS A 22% INCREASE IN THAT SAME CONTRACT THAT WAS UNEXPECTED AND APPROVED BY THE STATE OF CALIFORNIA. STAFF ARE WARY OF FUTURE COSTS, RISING COSTS AND UNPREDICTABLE COSTS, EVEN WITH CONTRACTED PRICING. SO ALTHOUGH THE CONTRACT IS STIPULATED FOR A 3% PRICE INCREASE, WE COULD SEE VERY LIKELY SEE HIGHER THAN THAT. OKAY. THANK YOU. THE LONGER THAT WE KEEP THE VEHICLES IN SERVICE AS WELL AS DELAYING THE IMPLEMENTATION OF THE TAKE HOME PROGRAM. EACH OF THESE VEHICLES TRAVELS UPWARDS OF 20 TO 25,000 MILES A YEAR ANNUALLY. SO THOSE VEHICLES THAT ARE APPROACHING 80,000 MILES NOW THAT WE ARE TYPICALLY ORDERING AS REPLACEMENTS WILL BE WELL OVER 100,000 MILES AND 100,000 MILES ON A POLICE PATROL VEHICLE IS QUITE A LONG LIFE AND A HARD LIFE. OKAY. AND ACTUALLY, YOU KIND OF ANSWERED MY NEXT LAST QUESTION, WHICH WAS WHAT WOULD THE DELAY MEAN? THERE'S ALWAYS ATTRITION GOING ON, BUT WE HAVE SEEN THE BEST LEVELS OF STAFFING MOST RECENTLY, AND I THINK THIS BEING USED AS A RECRUITING AND RETENTION TOOL BY OUR POLICE DEPARTMENT, OUR HUMAN RESOURCES DEPARTMENT HAS MADE AN IMPACT ON THAT IN REGARDS TO THE CLIMATE ACTION. AND IF I MAY MAKE A COMMENT FOR COUNCIL MEMBER ACOSTA, I THINK THAT STAFF SHARES THE SAME SENTIMENT THAT YOU DO AND CONCERN. QUICK ROADMAP. WE'RE GOING TO BE GOING OVER AN OVERVIEW ON COST RECOVERY, SOME POLICY STATEMENT CONSIDERATIONS, SOME SUBSEQUENT PROCEDURES, AND THEN CLOSING WITH THE PROPOSED ACTION. SO CURRENTLY THE CITY IS RECOVERING APPROXIMATELY 43% [00:55:08] OF ITS COSTS FOR PROVIDING VARIOUS SERVICES BETWEEN THE CITY, THE CARLSBAD MUNICIPAL WATER DISTRICT, AS WELL AS THE CITY'S COMMUNITY DEVELOPMENT COMMISSION. THEY ALL CHARGE FEES FOR VARIOUS SERVICES. THESE INCLUDE GENERAL AND DEVELOPMENT RELATED PROCESSING FEES, ALL OF WHICH CAN BE FOUND ON THE CITY'S MASTER FEE SCHEDULE POSTED ON ITS WEBSITE. IT'S ALSO ATTACHED TO THIS ITEM AS EXHIBIT FOUR. IT'S VERY IMPORTANT TO KEEP IN MIND AND REMEMBER THAT STATE LAW REQUIRES FEES TO BE SET AT LEVELS THAT CANNOT EXCEED THE REASONABLE COST OF PROVIDING SERVICES. ACCORDING TO BEST PRACTICE, COMPREHENSIVE COST OF SERVICE STUDIES OUGHT TO BE COMPLETED EVERY 5 TO 7 YEARS. THE CITY OF CARLSBAD HAD ITS LAST STUDY COMPLETED IN MAY OF 2021. AND AS MENTIONED PREVIOUSLY, THE STUDY SHOWED THAT 43% OF THE CITY'S COSTS WERE BEING RECOVERED AT THAT TIME, WHICH IN OTHER WORDS, MEANS FOR EVERY DOLLAR OF COSTS INCURRED BY THE CITY TO PROVIDE SAID SERVICES, $0.43 WOULD BE CHARGED AND RECEIVED AS REVENUE. THE GOAL OF THIS PROPOSED POLICY IS TO ESTABLISH AND MAINTAIN BALANCE BETWEEN THE LEVEL OF COST RECOVERY AND PUBLIC BENEFIT. WE'LL EXPLAIN FURTHER HOW THIS IS PROPOSED TO BE ACHIEVED. STARTING WITH A FEW INFLUENTIAL FACTORS IN THE DISCUSSION OF COST RECOVERY, STARTING WITH COMMUNITY WIDE VERSUS INDIVIDUAL BENEFIT. FOR INSTANCE, HIGHER COST RECOVERY MAY BE MORE APPROPRIATE FOR SERVICES THAT CLEARLY BENEFIT AN INDIVIDUAL, WHEREAS LOWER COST RECOVERY MAY BE MORE APPROPRIATE FOR SERVICES THAT PROVIDE A COMMUNITY BENEFIT. CONSIDERING THE EFFECT ON PRICING, THE EXCUSE ME, THE EFFECT OF PRICING ON DEMAND FOR SERVICES. FOR INSTANCE, SETTING FEES AT FULL COST RECOVERY LEVELS MAY LEAD TO INSTANCES OF NONCOMPLIANCE WITH REGULATIONS, PUBLIC SAFETY HAZARDS OR MAKING IT HARDER FOR SOME INDIVIDUALS TO ACCESS THESE SERVICES. AND THAT'S WHY IT IS IMPERATIVE TO BALANCE THIS WHEN RECOVERING THE COST TO THE CITY FOR PROVIDING THOSE SERVICES. AND THEN LASTLY, COMPARABILITY WITH OTHER COMMUNITIES. IT IS IMPORTANT TO PROVIDE BACKGROUND INFORMATION AND UNDERSTAND WHETHER THE CITY'S FEES ARE WITHIN THE MARKET OR COMPARABLE WITH OTHER JURISDICTIONS. BUT IT SHOULD NEVER BE THE PRIMARY CRITERIA IN SETTING THE FEES, AND THAT IS FOR A FEW REASONS. FIRST, AGAIN, THE COMPARISONS AREN'T ALWAYS ANALOGOUS. THERE CAN BE DIFFERING COST RECOVERY POLICIES AND PROCEDURES WITHIN VARYING ORGANIZATIONS. THE LEVEL OF COST OF SERVICES CAN ALSO DIFFER, AS WELL AS THE TERMINOLOGY FOR PROVISIONS OF SIMILAR SERVICES CAN BE A FACTOR AT THIS POINT. I WILL TURN IT OVER TO OUR SENIOR MANAGEMENT ANALYST, JEREMY BATES, TO DISCUSS THE PROPOSED TARGET RANGES. THANK YOU. SO USING THESE FACTORS THAT WERE JUST DISCUSSED, WE WERE PROPOSING THREE DIFFERENT TARGET RANGES FOR COST RECOVERY, FOR DIFFERENT CITY FEES AND SERVICES. THE FIRST OF THOSE WOULD BE FOR LOW COST RECOVERY SERVICES AT 0 TO 30% OF THE COST OF PROVIDING THAT SERVICE. AND THESE WOULD BE SERVICES WHERE THERE IS A SIGNIFICANT COMMUNITY BENEFIT OR GOAL TO ENCOURAGE COMPLIANCE WITH PARTICULAR REGULATORY PROGRAM, OR IF THE SERVICE IS ESSENTIAL TO PUBLIC SAFETY OR INFRASTRUCTURE. SO SOME EXAMPLES OF LOW COST RECOVERY TARGET FEES WOULD BE CITY SPONSORED, SPECIAL EVENTS, MINOR RESIDENTIAL BUILDING PERMITS, LIBRARY FEES, THINGS OF THAT NATURE. THE NEXT RANGE IS THE MID-LEVEL COST RECOVERY TARGET RANGE. AND FOR THESE FEES, WE THE POLICY WOULD BE TO RECOVER BETWEEN 31 AND 80% OF THE COST OF PROVIDING THE SERVICE. SO THESE ARE SERVICES WHERE THERE IS A SIGNIFICANT INDIVIDUAL BENEFIT TO PROVIDING THE SERVICE, BUT ALSO A COMMUNITY BENEFIT OR FEE PROGRAMS WHERE THERE IS A GOAL TO ENCOURAGE VOLUNTARY COMPLIANCE WITH REGULATORY REQUIREMENTS. SOME EXAMPLES OF THESE TYPES OF FEES WOULD BE UTILITY ACCOUNT, SERVICE FEES, FIRE AND LIFE SAFETY INSPECTIONS AND SOME SPECIAL EVENTS AS WELL. AND THE HIGH COST RECOVERY SERVICE RANGE IS BETWEEN 81 AND 100% OF COST RECOVERY. SO THESE ARE SERVICES WHERE THE SERVICE PREDOMINANTLY BENEFITS THE INDIVIDUAL, NOT THE COMMUNITY AT LARGE. OR SERVICES WHERE THERE MIGHT BE A PRIVATE ALTERNATIVE OR THE CITY IS SEEKING TO DISCOURAGE USE OF OF THIS PROGRAM. SO THESE ARE THINGS LIKE PERMIT FEES FOR MAJOR DEVELOPMENT PROJECTS, COMMERCIAL SPECIAL EVENTS, WHERE AN ADMISSION FEE WOULD BE CHARGED, THINGS LIKE THAT. SO THE PROPOSED POLICY ALSO OUTLINES PROCEDURES FOR SETTING FEES FOR THE CITY. SO THIS SPRING, AS WE DO ANNUALLY, STAFF WILL BE RECOMMENDING ANY CHANGES TO THE MASTER FEE SCHEDULE TO MEET TARGET COST RECOVERY [01:00:04] LEVELS. AND THE POLICY PROPOSES PHASING IN INCREASES OVER THREE YEARS FOR ANY FEES WHERE THERE MIGHT BE A SIGNIFICANT INCREASE IN ORDER TO GET INTO THE TARGET COST RECOVERY RANGE. AND ANNUALLY, THE CITY COUNCIL REVIEWS PROPOSED UPDATES TO CITY FEES BASED ON THE CONSUMER PRICE INDEX. AND THAT PROCESS WON'T WON'T CHANGE THIS YEAR. THAT WILL BE INCLUDED IN THE MASTER FEE SCHEDULE UPDATE PROPOSED ALONG WITH THE PRELIMINARY BUDGET IN MAY EVERY 5 TO 7 YEARS. THE CITY WILL CONDUCT A COMPREHENSIVE COST OF SERVICE STUDY TO EVALUATE THE COST OF PROVIDING ALL THE SERVICES OUTLINED IN THE MASTER FEE SCHEDULE. THE LAST STUDY WAS CONDUCTED IN 2021, SO WE'VE STILL GOT A FEW MORE YEARS UNTIL THE NEXT ONE IS CONDUCTED.
