BECAUSE OF THIS EVENT, I BECAME INVOLVED WITH EVERYTOWN FOR GUN SAFETY AND STUDENTS DEMAND ACTION. SINCE THEN, COUNTLESS MORE INCIDENTS OF GUN VIOLENCE HAVE OCCURRED. NOW, FIVE YEARS LATER, I AM A MEMBER OF THE STUDENTS DEMAND ACTION GROUP AT MY SCHOOL, WHERE WE WORK WITH ADMINISTRATORS IN OUR COMMUNITY TO MAKE OUR CAMPUS SAFE. ONE OF THE INITIATIVES THAT WE HAVE FOCUSED ON THIS YEAR IS SECURE AND SAFE GUN STORAGE. SAFE GUN STORAGE IS A PRESSING ISSUE IN AMERICA. ACCORDING TO EVERYTOWN.ORG, AN ESTIMATED 54% OF GUN OWNERS DO NOT LOCK THEIR FIREARMS SECURELY, AND APPROXIMATELY AND APPROXIMATELY 4.6 MILLION CHILDREN LIVE IN A HOME WITH AT LEAST ONE UNLOCKED AND LOADED FIREARM. AS YOU MAY KNOW, EVERY SCHOOL BOARD IN SAN DIEGO COUNTY IS CURRENTLY REQUIRED TO POST SAFE STORAGE INFORMATION ON THEIR SCHOOL WEBSITE. AND I PROPOSE THAT THE CITY OF CARLSBAD DOES THE SAME. THE INFORMATION ON THE SCHOOL BOARD WEBSITE CURRENTLY INCLUDES THE PENALTIES FOR STORING A GUN UNSAFELY. BUT I THINK THAT IF THE CITY OF CARLSBAD DECIDES TO DO THIS, THEY SHOULD INCLUDE MORE RESOURCES, FOR EXAMPLE, HOW TO ACTUALLY STORE A FIREARM SAFELY AND HOW TO MAKE SURE IT STAYS OUT OF REACH OF CHILDREN. EVERYTOWN.ORG AND THE NRA WEBSITE BOTH HAVE INFORMATION ON HOW TO STORE A FIREARM SAFELY. I'D BE HAPPY TO SEND ALONG. HAVING THIS INFORMATION ON THE CITY WEBSITE WOULD MAKE SURE EVERY CITIZEN IN CARLSBAD WHO OWNS A GUN WOULD BE ABLE TO LEARN HOW TO STORE THEIR FIREARM SAFELY. OVER THE YEARS, MANAGEMENTS REPAIRS IN THE INDIVIDUAL APARTMENTS HAVE ONLY BEEN QUICK FIXES. THE APPLIANCES ARE SUBSTANDARD AND ARE NOT ENERGY EFFICIENT. THE FAN DRIVEN WALL HEATERS IN THE APARTMENTS ARE THE ORIGINAL HEATERS INSTALLED WHEN THE BUILDING WAS BUILT. NONE HAVE BEEN REPLACED AND MANY ARE NOT WORKING PROPERLY. OVER THE YEARS, THE ONLY FIX WITH MANAGEMENT'S APPROVAL APPROVAL IS TO INSTALL A THERMOSTAT ABOVE THE OLD UNITS, WHICH ALLOWS THE WALL HEATER TO TURN ON. BUT THE FAN INSIDE THE HEATER UNIT ITSELF THAT FORCES THE HEAT OUT INTO THE WALL, INTO THE ROOM FOR WARMTH DOES NOT WORK, THEREFORE CAUSING THE HEATER UNIT TO GET VERY WARM. AN APPROVED POLICY IS REQUIRED BEFORE THE AGENCIES CAN FUND, ACQUIRE OR USE MILITARY EQUIPMENT AS DEFINED BY THE LAW. THE LAW IS INTENDED TO LET THE PUBLIC KNOW WHAT MILITARY EQUIPMENT THE LOCAL POLICE DEPARTMENT HAS AND ENABLE THE PUBLIC TO PARTICIPATE IN THE CITY'S DECISION WHETHER OR NOT TO FUND, ACQUIRE OR USE SUCH EQUIPMENT IN THE FUTURE. THE CURRENT MILITARY EQUIPMENT POLICY WAS APPROVED BY COUNCIL IN APRIL OF 22. THE LAW REQUIRES THE POLICE DEPARTMENT TO PREPARE A REPORT SUMMARIZING THAT USE FOR THE PREVIOUS YEAR. [00:40:06] ONCE THE REPORT IS COMPLETE AND THE PUBLIC HAS HAD AN OPPORTUNITY TO ENGAGE WITH THE DEPARTMENT ON THE TOPIC OF MILITARY EQUIPMENT, THE GOVERNING BODY IS THEN TASKED WITH REVIEWING THE AVAILABLE MATERIAL, MAKING THE DETERMINATION ON HOW THEY WOULD LIKE TO MOVE FORWARD REGARDING THE POLICY AND THE EQUIPMENT USE. SO WHAT CONSTITUTES MILITARY EQUIPMENT? THE CALIFORNIA GOVERNMENT CODE REQUIRES THAT ALL LAW ENFORCEMENT AGENCIES, WHICH HAVE MILITARY EQUIPMENT SUCH AS THE CITY OF CARLSBAD, TO TRACK ALL OF SAID EQUIPMENT. THE TERM MILITARY EQUIPMENT IN THE CALIFORNIA GOVERNMENT CODE IS NOT CLEARLY DEFINED, BUT RATHER IT'S LISTED. A FEW EXAMPLES OF ITEMS IN THAT. THAT LIST INCLUDE DRONES, ARMORED PERSONNEL CARRIERS, COMMAND AND CONTROL VEHICLES, FIREARMS OF A CERTAIN CALIBER. SPECIALIZED FIREARMS AND AMMUNITION UNDER THAT SAME CALIBER. MUNITIONS, SUCH AS BEANBAGS, RUBBER BULLETS AND SPECIALTY IMPACT MUNITIONS AND THE LAUNCH PLATFORMS FOR THOSE MUNITIONS. THE CARLSBAD POLICE DEPARTMENT DOESN'T POSSESS ALL OF THESE ITEMS. THIS IS JUST SOME GENERAL INFORMATION TO GIVE YOU AN IDEA OF WHAT THE LAW'S INTENT IS. THE STATE SAYS THAT IN ORDER TO POSSESS ANY OF THE LISTED EQUIPMENT, WE MUST SHOW A NECESSITY FOR EACH ITEM AND DEMONSTRATE HOW IT'S USED TO SAFEGUARD THE PUBLIC WELFARE SAFETY AND THEN PRESERVE CIVIL RIGHTS AND LIBERTIES. IT OUTLINES AN APPROVAL PROCESS AND PROVIDES PROCEDURES FOR THE ANNUAL REVIEW. IT ESTABLISHES A MILITARY EQUIPMENT COORDINATOR, WHICH IS TYPICALLY THE SWAT COMMANDER. IT SETS FORTH LEGAL AND PROCEDURAL RULES FOR THE USE OF THE EQUIPMENT. ALSO OUTLINES TRAINING REQUIREMENTS, AND THE POLICY PROVIDES A MECHANISM TO ENSURE COMPLIANCE AND FOR SUBMITTING COMPLAINTS AND QUESTIONS RELATED TO MILITARY EQUIPMENT. ATTACHED TO THAT POLICY IS OUR MILITARY EQUIPMENT INVENTORY. THIS DOCUMENT WAS DESIGNED TO PROVIDE CLEAR, DETAILED INFORMATION IN A FORMAT THAT IS UNDERSTANDABLE TO THE GENERAL PUBLIC AND ALLOWS FOR OPEN ENGAGEMENT AND DIALOG. OF THOSE 13 MISSIONS, THREE WERE HIGH RISK SEARCH OR ARREST WARRANTS. ONE WAS A HOSTAGE RESCUE EVENT. ONE WAS A DIGNITARY PROTECTION DETAIL FOR PRESIDENT BIDEN, AND THEN EIGHT WERE CLASSIFIED AS QUICK REACTION FORCE DEPLOYMENTS. SO THESE ARE WHERE WE PRESTAGED RESOURCES AT LARGE GATHERINGS. OUR UAV PROGRAM LOGGED 26 MISSIONS OVER THE COURSE OF 2022, AND THOSE FLIGHTS INCLUDED OPEN AREA SEARCHES, SWAT ASSISTS, LARGE EVENTS, ENCAMPMENT CHECKS AND MISSING PERSON SEARCHES. AS FOR COMPLAINTS RECEIVED BOTH INTERNALLY AND EXTERNALLY REGARDING THE USE OF MILITARY EQUIPMENT, THE DEPARTMENT HAD ZERO. SO FOR ALL OF 22, SINCE THERE WERE NO REPORTED POLICY VIOLATIONS EITHER INTERNALLY SO GENERATED FROM ANOTHER OFFICER OR A SUPERVISOR OR EXTERNALLY A CITIZEN OR ANOTHER DEPARTMENT THAT WAS RELATED TO THE USE OF MILITARY EQUIPMENT. THIS RESULTED IN ZERO AUDITS. I WANT TO STRESS, THOUGH, THAT THE LACK OF ANY AUDITS SHOULD NOT BE MISCONSTRUED TO THINK THAT THAT WE DON'T BELIEVE THAT THE DEPARTMENT CANNOT IMPROVE AS A STANDING ORDER. WE ARE CONSTANTLY REEVALUATING OUR PRACTICES TO TO SEEK IMPROVEMENT ON OUR OWN. AS FOR THE TOTAL COST. THE LARGEST POLICE DEPARTMENTS HAD TO START COLLECTING DATA FIRST WITH THE SMALLER POLICE DEPARTMENTS LATER. WE AS AN AGENCY WITH LESS THAN 334 POLICE OFFICERS WERE REQUIRED TO START COMPILING OUR DATA ON JANUARY 1ST OF 2022. OUR FIRST REPORT TO THE CALIFORNIA DEPARTMENT OF JUSTICE WAS DUE APRIL 1ST. THAT WAS SUBMITTED ON TIME AND EARLY. AS YOU'LL HEAR, WE ARE CONTINUALLY UPLOADING OUR DATA FOR THE CALIFORNIA DEPARTMENT OF JUSTICE. WE DON'T WAIT UNTIL THE END OF THE YEAR TO SUBMIT IT. IT'S A ROLLING UPDATE OF INFORMATION FOR THE DEPARTMENT OF JUSTICE. SO THE ONE OF THE SOME OF THE IDENTIFIED PURPOSES AND INTENTS OF THIS LAW IN CALIFORNIA WAS TO TO ELIMINATE RACIAL AND IDENTITY PROFILING IN LAW ENFORCEMENT, TO IMPROVE DIVERSITY AND TO IMPROVE RACIAL AND IDENTITY IDENTITY SENSITIVITY IN LAW ENFORCEMENT. SO WE ARE REQUIRED RIPA IS REQUIRED IS CALLED STOP DATA AND SO STOP WHAT. WHAT IS CONSIDERED A STOP AND REQUIRED TO FOR DATA COMPILATION IS DEFINED IN CALIFORNIA LAW AND ONE OF TWO ELEMENTS MUST BE MADE. FIRST, ANY DETENTION BY A POLICE OFFICER IS REQUIRED TO COMPILE DATA OR IF THERE'S EFFORTS TO CONDUCT A SEARCH BY A POLICE OFFICER. A DETENTION IS OCCURS WHEN A POLICE OFFICER EXERTS AUTHORITY OVER A PERSON AND THE PERSON SUBMITS AND A REASONABLE PERSON UNDER THE CIRCUMSTANCES WOULD NOT BE FEEL FREE TO LEAVE. THAT'S WHEN A DETENTION OCCURS. AND THEN THE OTHER ELEMENT IS WHEN WE TAKE EFFORTS TO EITHER CONDUCT A SEARCH OR ASK FOR CONSENT TO SEARCH. THERE'S THREE SLIDES HERE OF REQUIRED DATA AS THE LAW HAS PROGRESSED OVER TIME. ADDITIONAL ITEMS HAVE BEEN ADDED. SO HERE'S THE INFORMATION AT THIS POINT THAT WE WERE REQUIRED TO COLLECT WITH OUR FOR EACH STOP. THE DATE, TIME AND DURATION AND LOCATION OF THE STOP. OUR DATA IS APPROXIMATELY 20% STOPS AS A RESULT OF A CALL FOR SERVICE, AND ABOUT 80% OF OUR STOPS ARE OFFICER INITIATED. SO THE VAST MAJORITY OF OUR CONTACTS ARE BECAUSE OFFICERS ARE PROACTIVELY MAKING CONTACTS TO TRY TO MAKE SURE THE COMMUNITY IS SAFE. THERE'S ALSO SOME IDENTIFICATION INFORMATION RELATED TO THE OFFICER INVOLVED, INCLUDING THEIR ID NUMBER FOR THE POLICE DEPARTMENT, THEIR YEARS OF EXPERIENCE. SO WE HAVE CONTRACTED FOR A SOFTWARE SYSTEM THAT ALLOWS OUR OFFICERS TO CONDUCT THESE REPORTS ON THEIR PHONE IMMEDIATELY AFTER A STOP. THE THE USE OF THIS SOFTWARE IS VERY ADVANCED AND HAS SEVERAL ADVANTAGES FOR US. ONE, IT STREAMLINES THE REPORT PROCESS FOR OUR OFFICERS. ALSO, IT ALLOWS FOR OUR SUPERVISORS TO QUICKLY APPROVE THE OFFICER'S REPORT OR SEND IT BACK IF IT NEEDS TO BE FIXED FOR SOME REASON. AND THEN THERE'S AN AUTOMATIC CONNECTION BETWEEN THAT SOFTWARE SYSTEM AND THE CALIFORNIA DEPARTMENT OF JUSTICE SO THAT ONCE OUR SUPERVISORS APPROVE IT, THAT REPORT IS UPLOADED TO THE DEPARTMENT OF JUSTICE. AND THAT'S WHAT ALLOWS US NOT TO HAVE TO STORE UP OUR CONTACTS UNTIL THE VERY END OF THE YEAR AND THEN SUBMIT THEM. IT'S A CONSTANT FLOW OF INFORMATION FROM THE CARLSBAD POLICE DEPARTMENT THROUGH OUR SOFTWARE SYSTEM TO THE CALIFORNIA DEPARTMENT OF JUSTICE. WE FOUND THAT THIS REPORT TAKES ABOUT 1 TO 5 MINUTES PER STOP PER OFFICER. AND THAT'S WHAT WHAT DEPENDS THERE IS THE COMPLEXITY OF THE STOP. HOW MANY ACTIONS WERE TAKEN, HOW MANY PEOPLE WERE CONTACTED, AND ALSO THE OFFICERS EXPERIENCE WITH THESE TYPES OF REPORTS. THERE ARE SOME LIMITATIONS TO THIS DATA THAT I WANTED TO ADDRESS AND TO MENTION. AND WHAT I MEAN BY CRIME INTELLIGENCE IS OFTENTIMES OUR POLICE DEPARTMENT INVEST SIGNIFICANT EFFORT IN CRIME ANALYSIS AND REVIEW SO THAT WE CAN PROVIDE UP TO DATE INFORMATION TO OUR OFFICERS THAT ARE OUT WORKING SO THAT THEY KNOW WHAT THEY SHOULD BE LOOKING FOR AND THEY KNOW WHAT THE CRIME TRENDS ARE AND THEY KNOW WHAT THE SUSPECT DESCRIPTIONS ARE OR WHERE CRIMES ARE OCCURRING SO THAT THEY CAN FOCUS THEIR EFFORT IN THOSE AREAS. SO, FOR EXAMPLE, IF AN OFFICER WERE TO RECEIVE A BE ON THE LOOKOUT FROM OUR CRIME ANALYSIS UNIT OF A CERTAIN TYPE OF VEHICLE OR A DESCRIPTION OF A PERSON INVOLVED IN A RESIDENTIAL BURGLARY IN A NEIGHBORHOOD, AND THEY WERE PATROLLING THAT NEIGHBORHOOD LOOKING TO SEE IF THERE WERE ANY OTHER BURGLARIES ABOUT TO OCCUR. AND THEY SAW SOMEBODY OR A VEHICLE THAT MATCHED THAT DESCRIPTION AND INITIATED A STOP. THE FACT THAT THAT STOP CURRENTLY, THE FACT THAT THAT STOP WAS GENERATED OR IN SOME WAY INFLUENCED BY CRIME INTELLIGENCE ISN'T CAPTURED IN THE DATA, BUT WE ARE WORKING TO ADDRESS THAT BY ADDING ADDITIONAL QUESTIONS FOR OUR REPORTS THAT WE CAN UTILIZE INTERNALLY. SOME OTHER LIMITATIONS IN OTHER JURISDICTIONS. RIPA DATA OR STOP DATA IS A IS EASILY OVERLAID WITH THE DEMOGRAPHIC INFORMATION FROM THE COMMUNITY THAT IS SERVED BY THE AGENCY. SO FOR US, THE CITY OF CARLSBAD AND WE WILL PRESENT, I BELIEVE I HAVE THREE SLIDES THAT PRESENTS OUR STOP DATA IN THAT CONTEXT. BUT I DO WANT TO HIGHLIGHT THE FACT THAT OUR POLICE DEPARTMENT PROVIDES SERVICE TO A COMMUNITY THAT'S MUCH MORE DIVERSE THAN JUST THE RESIDENTIAL POPULATION. FOR EXAMPLE, A RECENT REPORT IN 2022 ESTIMATED WE HAVE 3.5 MILLION VISITORS TO OUR CITY TOURIST VISITORS. THERE'S ALSO MANY THAT WORK OR ENJOY THE AMENITIES IN CARLSBAD THAT MAY NOT LIVE IN OUR CITY. SO THE COMMUNITY THAT RECEIVES OUR POLICE SERVICES IS MUCH MORE DIVERSE THAN JUST OUR RESIDENTIAL POPULATION, AS REPORTED BY SANDAG THROUGH THE CENSUS. [01:05:04] SO FOR 2022, WE HAD A TOTAL OF 8,729 REPORTABLE STOPS. NOW THOSE AGAIN ARE THE DETENTIONS OR SITUATIONS WHERE WE CONDUCTED EFFORTS TO CONDUCT A SEARCH. OF THOSE STOPS, THERE WERE 9,367 TOTAL PEOPLE STOPPED. SO IN ONE STOP, THERE COULD BE MORE THAN ONE PERSON THAT IS ACTUALLY STOPPED. THIS IS A PRETTY TECHNICAL AREA OF THIS LAW. SO, FOR EXAMPLE, IF AN OFFICER CONDUCTS A TRAFFIC STOP OF A VEHICLE AND THERE'S TWO PASSENGERS IN THE VEHICLE, IF THE STOP WAS ONLY FOR A VIOLATION, MAYBE RUNNING A STOP SIGN OR SPEEDING, IT WOULD COUNT AS ONLY A STOP OF THE DRIVER. THE PASSENGERS WOULD NOT BE CONSIDERED, HOWEVER, IF DURING THAT STOP, THE OFFICER CONDUCTED AN ADDITIONAL INVESTIGATION THAT RESULTED IN SOME SORT OF DETENTION AND OR SEARCH EFFORT RELATED TO A PASSENGER, THEN YOU COULD HAVE 2 OR 3 PEOPLE LISTED AS A STOP FOR THAT INCIDENT. SO THAT'S HOW WE CAN HAVE MORE PEOPLE STOPPED THAN ACTUAL NUMBER OF STOPS. SO AS I MENTIONED, WE WILL PROVIDE STOP DATA IN COMPARISON TO OUR CITY DEMOGRAPHIC. NOTING THE LIMITATIONS THAT I HAD ALREADY TALKED ABOUT. THIS IS THE SANDAG REPORTED 2022 CENSUS INFORMATION FOR THE CITY OF CARLSBAD, WITH AN ESTIMATED POPULATION OF ABOUT 114,000 WITH A WITH A POPULATION THAT REPORTS AS WHITE AT ABOUT 68%, HISPANIC LATINO AT APPROXIMATELY 19%, ASIAN AT APPROXIMATELY 8%, TWO OR MORE RACES AT 3%, BLACK OR AFRICAN AMERICAN AT 1%. AND THEN YOU CAN SEE THE REMAINDER ON THAT SLIDE. SO THE REASON FOR OUR STOPS WERE VASTLY THE MAJORITY WAS TRAFFIC VIOLATIONS. YOU CAN SEE ABOUT 80% OF OUR STOPS WERE THE RESULT OF A TRAFFIC VIOLATION, WHICH IS CONSISTENT WITH THE FACT THAT ABOUT 80% OF OUR STOPS WERE OFFICER INITIATED. A LOT OF OFFICER INITIATED CONTACT COMES THROUGH TRAFFIC ENFORCEMENT. 15% OF OUR CONTACTS OR A TOTAL OF 1,334 STOPS WERE BASED ON REASONABLE SUSPICION. AND WHAT REASONABLE SUSPICION IS IN THIS CONTEXT IS FOR AN OFFICER TO CONDUCT A STOP OF SOMEBODY BASED ON REASONABLE SUSPICION. THEY HAVE TO HAVE ARTICULABLE FACTS THAT WOULD CAUSE A REASONABLE PERSON TO BELIEVE THAT CRIMINAL ACTIVITY IS AFOOT AND THAT THE PERSON STOPPED IS RELATED OR CONNECTED TO THAT CRIMINAL ACTIVITY. THAT'S WHAT REASONABLE SUSPICION IS. SO AN EXAMPLE OF HOW THAT WOULD OCCUR IS, FOR EXAMPLE, IF AN OFFICER WAS ON PATROL AND SAW AND SMELLED FRESH PAINT ON A WALL IN THE FORM OF GRAFFITI, AN OFFENSE OF VANDALISM, AND A PERSON WAS QUICKLY RUNNING AWAY FROM THE LOCATION WHERE THE GRAFFITI OCCURRED. UNDER FACTS LIKE THAT, AN OFFICER MAY HAVE REASONABLE SUSPICION TO DETAIN THAT PERSON TO SEE IF THEY WERE, IN FACT, CONNECTED TO THE VANDALISM. THAT'S HOW THOSE CONTACTS DEVELOP. AND THEN YOU CAN SEE ON THIS SLIDE A SMALL NUMBER WERE BASED ON CONSENSUAL ENCOUNTERS THAT RESULTED IN EITHER A REQUEST TO SEARCH OR A SEARCH, PROBATION OR PAROLE OR PERSONS WITH WARRANT, AND THEN A VERY ONLY FOUR RELATED TO TRUANCY. ABOUT 2% OF THE TIME WE ACTUALLY SEIZE PROPERTY. AND APPROXIMATELY 1% OF THESE CONTACTS ARE RELATED TO SOME SORT OF USE OF FORCE. AND NOW THIS IS COMING TO THE END OF THE PRESENTATION. BUT I JUST WANT TO FOCUS ON THE IMPORTANCE OF CONSTITUTIONALLY POLICING OUR COMMUNITY TO BOTH ME AND TO THE MEMBERS OF OUR DEPARTMENT. AND WHAT WE MEAN BY CONSTITUTIONAL POLICING IS TRYING TO PROVIDE THE HIGHEST LEVEL POLICE SERVICES TO OUR COMMUNITY. TRYING TO KEEP THIS COMMUNITY AS SAFE AS POSSIBLE, BUT STILL COMPLYING WITH ALL OF THE REQUIREMENTS AND LIMITATIONS IMPOSED BY THE UNITED STATES CONSTITUTION, THE CALIFORNIA CONSTITUTION AND THE APPLICABLE STATE AND FEDERAL LAWS, AND ALSO IN ACCORDANCE AND IN CONFORMITY WITH THE EXPECTATIONS OF OUR COMMUNITY, WE SERVE OUR COMMUNITY THAT IS IN THE FOREFRONT OF OUR MIND. AND WITH THE CONSISTENT FLUCTUATION OF RAINFALL WE'VE HAD RECENTLY, THE ISSUE OF STORMWATER RUNOFF HAS BECOME INCREASINGLY IMPORTANT. STORMWATER RUNOFF POSES MANY PROBLEMS FOR COMMUNITIES. FIRST AND FOREMOST, IT CAN LEAD TO OCEAN POLLUTION. AS THE WATER FLOWS THROUGH NEIGHBORHOODS, SHOPPING CENTERS AND INDUSTRIAL AREAS, IT PICKS UP VARIOUS POLLUTANTS. THESE POLLUTANTS ARE NOT ONLY SOLID WASTE, BUT CAN ALSO BE OIL, CHEMICALS, PESTICIDES AND BACTERIA THAT CAN GREATLY HARM AQUATIC LIFE. ALONG WITH THIS STORMWATER RUNOFF CAN ERODE SOIL AND CAUSE DAMAGE TO STREAM CHANNELS AND OTHER NATURAL FEATURES. AS SEEN IN THE BLUFFS OVER THE BEACHES EROSION IS A CONSISTENT PROBLEM IN THE CITY OF CARLSBAD AND DOES NOT NEED TO BE ESCALATED BY THIS RUNOFF. LASTLY, STORMWATER RUNOFF CAN OVERWHELM DRAINAGE SYSTEMS AND CAUSE FLOODING WITH THE ABUNDANCE OF RAIN WE'VE BEEN EXPERIENCING RECENTLY, FLOODING HAS BECOME MORE COMMON IN CARLSBAD, WHICH CAN RESULT IN DAMAGE TO PROPERTIES, ECOSYSTEMS AND ALSO CUT OFF OF TRANSPORTATION WHEN ROADS FLOOD. WHILE CARLSBAD AND SOUTHERN CALIFORNIA IN GENERAL HAVE REGULATIONS IN PLACE TO HELP MITIGATE THESE NEGATIVE EFFECTS, THERE'S STILL MORE TO BE DONE. ONE WAY I PROPOSE CARLSBAD DOES SO IS THROUGH A PROGRAM CALLED ADOPT A DRAIN THAT IS IMPLEMENTED IN CITIES THROUGHOUT THE US, INCLUDING SAN FRANCISCO. THIS PROGRAM ALLOWS FOR RESIDENTS TO ADOPT A DRAIN IN FRONT OF THEIR HOME BUSINESS OR SIMPLY AROUND THEIR AREA. THE RESIDENT IS THEN RESPONSIBLE TO ENSURE THAT THIS DRAIN IS CLEAR OF LEAVES, TRASH AND OTHER DEBRIS, ULTIMATELY ALLOWING THE DRAIN TO FUNCTION PROPERLY AND PREVENTING FURTHER ISSUES WHILE KEEPING THE DRAINS CLEAR CAN HELP WITH FLOODING, ESPECIALLY STREET FLOODING. IT ALSO AIDS IN STOPPING OCEAN POLLUTION BY CLEARING THE STREET OF DEBRIS THAT WOULD OTHERWISE END UP IN OUR WATERS. ONCE ENROLLED IN THE PROGRAM, RESIDENTS WILL RECEIVE EMAILS PRIOR TO STORMS REMINDING THEM TO CLEAR THEIR STORM GRATES BEFORE IT RAINS. THIS SYSTEM HAS PROVEN TO BE VERY EFFECTIVE IN SAN FRANCISCO WITH OVER A QUARTER OF CITIES OF THE CITY'S 25,000 STORM DRAINS BEING ADOPTED SINCE IT BEGAN IN 2016. WHILE THE RECENT RAIN WE'VE BEEN EXPERIENCING CAN BE A LITTLE ANNOYING, THERE ARE ALWAYS SOLUTIONS TO LESSEN ITS IMPACT ON NOT ONLY OUR DAILY LIVES BUT OUR ENVIRONMENT AS WELL. I BELIEVE THAT THROUGH THE ADOPTION OF THIS PROGRAM, THE CITY OF CARLSBAD CAN HAVE A SIMPLE WAY TO NOT ONLY PREVENT RUNOFF FROM FLOODING OUR STREETS AND POLLUTING OUR WATERS, BUT ALSO GET THE COMMUNITY INVOLVED IN UPHOLDING THE BEAUTY OF THE CITY. THE CLIFFS ALONG OUR BEAUTIFUL COASTLINE HAVE BEEN ERODING AT AN ALARMING RATE, AND THIS IS A CAUSE FOR CONCERN. THE DANGERS OF BLUFF EROSION ARE NUMEROUS. FOR ONE, IT CAN LEAD TO LANDSLIDES THAT CAN CAUSE SEVERE DAMAGE TO NEARBY PROPERTIES AND HOMES. MOREOVER, THE LOSS OF THE PROTECTIVE BLUFFS CAN EXPOSE OUR BEACHES AND SHORELINES TO THE FULL FORCE OF STORMS AND SURGES, INCREASING THE RISK OF FLOODING AND PROPERTY DAMAGE. THESE EFFECTS CAN BE DEVASTATING NOT ONLY FOR OUR HOMES AND PROPERTIES, BUT ALSO FOR OUR LOCAL ECONOMY AND TOURISM INDUSTRY. IN ADDITION, BLUFF EROSION CAN CAUSE THE LOSS OF VITAL HABITATS FOR OUR LOCAL WILDLIFE. THESE BLUFFS ARE HOME TO A VARIETY OF PLANT AND ANIMAL SPECIES, AND THEIR DESTRUCTION CAN LEAD TO SIGNIFICANT ENVIRONMENTAL IMPACTS. IT IS OUR RESPONSIBILITY TO PROTECT THESE HABITATS AND PRESERVE THE BIODIVERSITY OF OUR NATURAL SURROUNDINGS. WE MUST ACT NOW TO PREVENT FURTHER EROSION AND PROTECT OUR COMMUNITY. TO ADDRESS THIS ISSUE, WE NEED TO TAKE A COMPREHENSIVE APPROACH THAT INVOLVES BOTH INDIVIDUAL AND COLLECTIVE ACTION. HOMEOWNERS AND BUSINESSES SHOULD TAKE PROACTIVE STEPS TO PROTECT THE THEIR PROPERTIES AND THE SURROUNDING ENVIRONMENT. WE NEED TO WE NEED TO LIMIT CONSTRUCTION NEAR THE BLUFFS AND ENSURE THAT ANY DEVELOPMENT IS DONE IN AN ENVIRONMENTALLY SUSTAINABLE WAY. ADDITIONALLY, WE SHOULD PRIORITIZE INVESTING IN PROTECTIVE MEASURES SUCH AS SEAWALLS AND BEACH NOURISHMENT PROJECTS THAT CAN HELP MITIGATE THE EFFECTS OF EROSION. PROP 64 STATED THAT MARIJUANA PRODUCTS WOULD NOT BE DESIGNED TO BE APPEALING TO CHILDREN. INEXPLICABLY, REGULATIONS HAVE WEAKENED RATHER THAN ENFORCED THESE PROTECTIONS, AS THE PICTURES ON THE HANDOUT SHOWS THAT I LEFT BEHIND. HALF LED TO HOSPITALIZATION AND 1 IN 10 TO INTENSIVE CARE. IN SAN DIEGO REGION SDG&E IS THE INVESTOR OWNED UTILITY THAT DISTRIBUTES ELECTRICITY AND GAS IN OUR TERRITORY. ALTHOUGH WE DEPEND ON SDG&E FOR OUR BASIC NEEDS, FUNDAMENTALLY, SDG&E IS A BUSINESS GEARED TO GENERATE INVESTOR PROFITS. IT IS CLEAR THAT THEY SEEK MONEY AND PROFIT WITHOUT REGARD FOR THE HUMAN CONSEQUENCES. SDG&E IS PROJECTING A MASSIVE REVENUE INCREASE FOR A FOUR YEAR PERIOD STARTING IN 2024. ACCORDING TO KPBS, THEIR PRICE INCREASE WILL MAKE THEM A $3.6 BILLION PROFIT OVER THIS PERIOD. ACCORDING TO KPBS, THEIR PRICE WILL INCREASE. WILL MAKE THEM. OH, SORRY. SAN DIEGO WILL ALREADY. SAN DIEGO ALREADY HAS THE HIGHEST UTILITY RATE IN THE US, MORE THAN 67%, THE NATIONAL AVERAGE. OUR LOCAL RESIDENTS ALREADY HAVE TO PAY THE HIGHEST UTILITIES, BUT NOW THEY ARE EXPECTED TO PAY MORE BY NEXT YEAR. THIS ON TOP OF OTHER INFLATION WE ARE EXPERIENCING. WHEN I SAY THIS, I'M THINKING OF THE LOW INCOME RESIDENTS THAT WILL NOT BE ABLE TO AFFORD THEIR BILLS. SO THEY STOP TURNING ON THEIR HEATERS IN THE WINTER, MAKING THEIR HOUSES EXTREMELY COLD. THEY WON'T BE ABLE TO AFFORD AIR CONDITIONING ON HOT DAYS AND THEY WILL SUFFER FROM HEAT. RESIDENTS WILL SACRIFICE THEIR HEALTH BECAUSE THE COST OF UTILITIES, BECAUSE OF THE COST OF UTILITIES, THEY CANNOT AFFORD. I AM CONCERNED ABOUT THE HEALTH AND WELL-BEING OF OUR RESIDENTS AND ASK YOU TO PLEASE STAND AGAINST SDG&E CONSTANT HUNT FOR PROFITS.
