WHEREAS SYSTEM ADMINISTRATORS ARE REPRESENTATIVE OF THE BROADER COMMUNITY OF INFORMATION TECHNOLOGY, PROFESSIONALS WHO DESIGN, DEVELOP, MAINTAIN AND SUPPORT THE TECHNOLOGY SOLUTIONS THAT ENABLE OUR CITY TO DELIVER QUALITY SERVICES TO ITS RESIDENTS AND BUSINESSES.

AND. WHEREAS, SYSTEM ADMINISTRATORS DEMONSTRATE THEIR COMMITMENT TO EXCELLENCE, INNOVATION AND PUBLIC SERVICE THROUGH THEIR DAILY WORK AND THEIR PARTICIPATION IN PROFESSIONAL ASSOCIATIONS AND EVENTS.

AND. WHEREAS, SYSTEM ADMINISTRATORS POSSESS THE SKILLS AND EXPERTISE TO TROUBLESHOOT AND RESOLVE VARIOUS TECHNICAL ISSUES, INCLUDING THE MAYOR'S PHONE, ENSURE OPTIMAL PERFORMANCE AND RELIABILITY OF THE SYSTEMS AND NETWORKS, AND PROTECT THE CITY'S DATA AND INFORMATION ASSETS FROM UNAUTHORIZED ACCESS AND CYBER ATTACKS.

AND. WHEREAS, SYSTEM ADMINISTRATOR APPRECIATION DAY IS CELEBRATED ANNUALLY ON THE LAST FRIDAY OF JULY TO RECOGNIZE THE VALUABLE CONTRIBUTIONS OF SYSTEM ADMINISTRATORS AND INFORMATION TECHNOLOGY PROFESSIONALS AROUND THE WORLD.

IT'S THE FIRST EVER SYSTEM ADMINISTRATORS DAY IN THE CITY OF CARLSBAD.

SO THANK YOU.

IT GIVES ME GREAT PRIDE TO ACCEPT THIS PROCLAMATION.

ON BEHALF OF THE CITY OF CARLSBAD'S IT STAFF, I WANT TO EXPRESS MY DEEPEST APPRECIATION FOR THE ENTIRE IT DEPARTMENT.

YOUR HARD WORK, INNOVATIVE THINKING AND RELENTLESS PURSUIT OF EXCELLENCE HAVE TRANSFORMED OUR CITY'S DIGITAL INFRASTRUCTURE AND SET THE CITY UP TO HARNESS THE POWER OF DATA TO MAKE BETTER DECISIONS, MEASURE RESULTS, AND SAVE BOTH TIME AND MONEY.

IT SKILLS ARE VERY HIGH IN DEMAND, AND THAT'S WHY I AM ESPECIALLY GRATEFUL FOR OUR CITY.

IT MEMBERS WHO HAVE CHOSEN A CAREER IN PUBLIC SERVICE WHERE THEY CAN TRULY MAKE A DIFFERENCE.

ON BEHALF OF THE IT TEAM, I WOULD LIKE TO THANK THE CITY COUNCIL FOR YOUR VISION AND INVESTMENT IN THE CITY'S DIGITAL INFRASTRUCTURE.

YOUR UNWAVERING BELIEF IN THE POWER OF TECHNOLOGY AND YOUR COMMITMENT TO INVESTING IN IT HAVE BEEN PIVOTAL, PIVOTAL, PIVOTAL IN OUR ABILITY TO MEET THE EVOLVING NEEDS OF OUR CITY.

IT IS BECAUSE OF YOUR LEADERSHIP THAT WE HAVE BEEN ABLE TO NAVIGATE THE EVER CHANGING TECHNOLOGY LANDSCAPE AND ENHANCE OUR ABILITY TO SERVE THIS GREAT COMMUNITY.

MORE IMPORTANTLY, YOU HAVE RECOGNIZED THAT DIGITAL INFRASTRUCTURE HAS BECOME JUST AS IMPORTANT AS OUR PHYSICAL INFRASTRUCTURE.

ONE OF OUR MOST RECENT TRANSFORMATIONAL PROJECTS IS THE IMPLEMENTATION OF A HIGH SPEED FIBER NETWORK MADE POSSIBLE THROUGH A PUBLIC PRIVATE PARTNERSHIP.

MANY CITIES TEN TIMES OUR SIZE DO NOT HAVE THIS KIND OF DIGITAL BACKBONE.

TECHNOLOGY HAS NOT ONLY ALLOWED OUR CITY TO PROVIDE SERVICES MORE EFFICIENTLY, BUT TECHNOLOGY ENHANCES THE EXPERIENCES OUR RESIDENTS, BUSINESSES AND OTHERS HAVE WHEN THEY ENGAGE WITH THE CITY.

WHETHER IT'S GETTING A PERMIT ONLINE.

PROVIDING INPUT ON A NEW PARK OR PAYING THEIR WATER BILLS ONLINE.

I FEEL VERY FORTUNATE TO WORK FOR A CITY THAT IS TRULY HAVING AND LIVING UP TO ITS MISSION OF SETTING THE STANDARD FOR THE EFFICIENT AND EFFECTIVE DELIVERY OF MUNICIPAL SERVICES.

I WAS SUPER DISAPPOINTED THAT I WAS NOT ABLE TO ATTEND LAST WEEK'S MEETING TO WEIGH IN ON THE ROUNDABOUT THAT I'VE BEEN VERY OUTSPOKEN ABOUT.

THAT SAID, I WATCHED THE MEETING WELL INTO THE NIGHT FROM A HOTEL ROOM 3000 MILES AWAY.

I FELT COMPELLED TO COME IN TONIGHT TO PERSONALLY THANK YOU, MAYOR BLACKBURN AND MISS BURKHOLDER FOR BEING THE VOICE OF REASON AND UNDERSTANDING THE COMPLEXITIES THAT THIS PROJECT BRINGS.

WHILE RECOGNIZING THE SHORTFALLS OF THE STUDIES PRESENTED BY STAFF TO THE OTHER MEMBERS OF THE COUNCIL, I CAN SEE THAT YOU ARE CLEARLY TORN AND HAD RESERVATIONS, BUT IN THE END YOU CAVED AND IGNORED THE THE VOICE OF THE MAJORITY.

STAFF LIKES TO POINT TO THE ROUNDABOUTS AND THE BIRD ROCK AREA AS MODELS OF SUCCESS.

YET WHEN MISS BURKHOLDER ASKED A SIMPLE QUESTION ABOUT PEDESTRIAN COUNTS IN THAT AREA, OUR CITY EXPERTS ACKNOWLEDGED THAT THEY DIDN'T HAVE THAT DATA BASED ON THE FEEDBACK AND CONCERNS OF THIS COMMUNITY.

DON'T YOU THINK THAT THAT WOULD HAVE BEEN IMPORTANT INFORMATION TO UNDERSTAND BEFORE VOTING AND MAKING A DECISION? SHE THEN ASKED A QUESTION ABOUT THE TIMING OF THE ROUNDABOUT BEING BROUGHT FORWARD WITH REGARD TO THE CITY'S EMERGENCY DECLARATION.

WHAT STAFF FAILED TO DISCLOSE IS THAT THE ROUNDABOUT HAD BEEN STUDIED BY TWO PREVIOUS ENGINEERING FIRMS DATING BACK TO 2015 AND 2016 AND BOTH DECLARED THE ROUNDABOUT A POOR CHOICE FOR THAT INTERSECTION.

THIS IS NOT A NEW PROJECT AS A RESULT OF THE EMERGENCY DECLARATION.

ACOSTA YOU ABSTAINED FROM MAKING COMMENTS UNTIL HEARING WHAT MISS BURKHOLDER HAD TO SAY, ACKNOWLEDGING THAT THIS PROJECT IS IN HER DISTRICT AND SHE LIKELY KNOWS WHAT'S BEST FOR HER DISTRICT. AND THEN YOU VOTED AGAINST HER, YOU KNOW, SO IN YOUR MIND, YOU KNOW, IT'S LIKE YOU DON'T REALLY BELIEVE THAT MISS BURKHOLDER KNOWS WHAT'S BEST FOR HER DISTRICT. I KNOW THAT YOU SAW THE DEFICIENCIES IN THE PLAN, BUT YOU FAILED TO RECOGNIZE THE ABSURDITY OF THE COMPROMISE THAT YOU GUYS VOTED ON.

AND MS.. LUNA, YOU WERE OBVIOUSLY TORN AS WELL, MAKING COMMENTS ABOUT THE FACT THAT YOUR WALKER FRIENDS DON'T EVEN FEEL SAFE CROSSING THE STREET WITH THE FLASHING LIGHTS YET YOU'RE GOING TO SEND THEM INTO A VERY DISTRACTED ROUNDABOUT WHERE THEIR ONLY HOPE OF STOPPING TRAFFIC IS MAKING EYE CONTACT WITH OTHER DRIVERS.

YOU SAID YOU TYPICALLY SIDE WITH THE SUBJECT EXPERTS RATHER THAN DATA MINERS, AND YOU EVEN WEIGHTED THE COMMENTS FROM AN ELECTRICAL ENGINEER OVER THE DATA THAT WAS PRESENTED TO YOU BY THE VICE FORMER VICE CHAIR OF THE TRAFFIC AND MOBILITY COMMISSION OF THE CITY OF CARLSBAD.

AND THAT WAS REAL WORLD DATA ABOUT CARLSBAD.

NOT ANOTHER CITY, NOT ANOTHER STATE, NOT ANOTHER COUNTRY.

MAYOR BLACKBURN CORRECTLY ACKNOWLEDGED THAT CONVERSATIONS AROUND THIS PROJECT LIKELY SURPASSED THOSE ABOUT HOMELESSNESS.

IF YOU TAKE THE TIME TO READ ALL OF THE COMMENTS THAT WERE WRITTEN INTO YOU WHILE ALSO MONITORING THE DISCUSSIONS HAPPENING ON SOCIAL MEDIA SITES, YOU'D HAVE TO BE TONE DEAF TO NOT CLEARLY SEE THAT THE VAST MAJORITY ARE AGAINST THIS PROJECT.

JUST ON THE PUBLIC COMMENTS ALONE SUBMITTED PRIOR TO THE TO THE MEETING LAST WEEK, THERE WERE 72 THAT WERE AGAINST THE PROJECT.

THERE WERE 45 THAT WERE FOR IT.

OF THOSE 45, NO LESS THAN 12 IDENTIFIED THEMSELVES AS RESIDENTS OF OTHER CITIES AND OTHER STATES.

WE'RE HERE TONIGHT TO CLOSE OUT OUR HAZARD REDUCTION SEASON FOR THE YEAR BY REQUESTING THAT YOU ADOPT A RESOLUTION SO THAT THE CITY CAN RECOVER OUR COSTS ASSOCIATED WITH THE ABATEMENT OF PRIVATE PROPERTY DUE TO THE POTENTIAL PRESENCE OF NOXIOUS WEEDS.

THIS DECLARATION WILL ALLOW THE CITY CLERK TO REQUEST THAT THE COUNTY ASSESSOR PLACE A LIEN ON THE 23 PARCELS AFFECTED SO THAT ADMINISTRATIVE AND REAL COSTS CAN BE RECOVERED THROUGH THE PROPERTY TAX ROLL.

AS A MEMBER OF THE MILLENNIAL GENERATION, I THINK I'VE BEEN PARTICULARLY IMPACTED BY THE HOUSING SITUATION IN SOUTHERN CALIFORNIA.

SO THIS IS SOMETHING I REALLY CARE DEEPLY ABOUT, IN PARTICULAR FOR WHY YOU MIGHT WANT TO NOMINATE ME FOR THE HOUSING COMMISSION.

I THINK I'D BRING VALUABLE EXPERIENCE, INCLUDING MY UNIVERSITY EDUCATION AND TOPICS SUCH AS PROJECT PLANNING AND FINANCING FROM THE UNIVERSITY OF SOUTHERN CALIFORNIA.

ADDITIONALLY, I HAVE SERVED ON THE SAN DIEGO TAXPAYERS ASSOCIATION SINCE 2022.

THE WHAT WORKS CITIES CERTIFICATION IS AN INTERNATIONALLY RECOGNIZED STANDARD THAT HELPS LOCAL GOVERNMENTS USE DATA AND EVIDENCE TO IMPROVE PEOPLE'S LIVES.

IT ALSO IS AN OPPORTUNITY TO PARTICIPATE WITH A LARGER COMMUNITY BACKED BY BLOOMBERG PHILANTHROPIES AND LAUNCHED IN 2017.

THIS CERTIFICATION IS BASED ON FOUNDATIONAL PRINCIPLES ON WELL MANAGED AND EVIDENCE BASED GOVERNMENT.

TO COMPLETE CERTIFICATION, YOU HAVE TO GO THROUGH A RIGOROUS PROCESS AND MEET A SERIES OF STANDARDS THAT HAVE BEEN DEVELOPED.

THOSE STANDARDS THEN END UP GOING TO A STANDARDS COMMITTEE OF COMPOSED OF EXPERTS FROM THE PUBLIC, PRIVATE AND ACADEMIC SECTORS.

AND WHILE IT MIGHT NOT BE EVIDENT FROM THEIR CURRENT WORK TITLES, MOST OF THE COMMITTEE HAVE EITHER WORKED FOR THE LOCAL, STATE OR FEDERAL GOVERNMENT, AND EVERY SINGLE ONE OF THEM HAS BEEN INVOLVED IN CONTINUOUS IMPROVEMENT WITH PUBLIC ORGANIZATIONS.

WE PICKED THE WHAT WORKS CITIES CERTIFICATION AS A COST EFFECTIVE BENCHMARK OF OUR CITY PERFORMANCE AND OPERATIONAL EXCELLENCE EFFORTS.

AND IF YOUR CITY MEETS 51% OF THE CRITERIA FOUND WITHIN THE ASSESSMENT, THE CITY ACHIEVES CERTIFICATION.

OUR CITY'S JOURNEY STARTED WITH A CITYWIDE EFFORT TO GATHER POLICIES, PROCESSES, PROCEDURES AND PROGRAMS. TO DEMONSTRATE. WE MET THE 43 CRITERIA FOUND WITHIN THE ASSESSMENT.

BASED ON OUR INDIVIDUAL EVALUATION, WE BECAME ONE OF THE FEW CITIES ELIGIBLE FOR THE NEXT STEPS.

A TWO DAY SITE VISIT BY THE EVALUATION TEAM.

ALL OUR HARD WORK PAID OFF ON JUNE 21ST, WHEN BLOOMBERG PHILANTHROPIES ANNOUNCED THAT CARLSBAD ACHIEVED CERTIFICATION, A SIGNIFICANT ACCOMPLISHMENT FOR OUR FIRST ATTEMPT.

THE ASSESSMENT TEAM WAS IMPRESSED WITH OUR COMMUNITY COLLABORATION.

THEY ALSO RECOGNIZED A CULTURE OF DATA.

INFORMED DECISION MAKING WAS EVIDENT AT ALL LEVELS FROM THEIR PERSPECTIVE.

CARLSBAD WAS A LEADING CITY THAT USES DATA TO CREATE A MEANINGFUL VALUE TO THE COMMUNITY.

THIS REALLY IS QUITE AN ACCOMPLISHMENT BECAUSE IF YOU LOOK AT THE EIGHT FOUNDATIONAL PRACTICES AND OVER 43 CRITERIA, THEY FOCUS ON LEADERSHIP MANAGEMENT EVALUATION AND EVIDENCE BASED DECISION MAKING.

NOW, YOU MIGHT BE WONDERING, HOW DID WE DO? WELL, LET'S TALK A LITTLE BIT ABOUT THAT.

WHEN LOOKING AT OTHER ASSESSED CITIES, THE CITY OF CARLSBAD DID BETTER THAN ON 75% OF THE CRITERIA THAN ALL CITIES THAT HAVE BEEN ASSESSED TO DATE.

WE ALSO ACHIEVED 100% IN OUR DATA DRIVEN BUDGET AND FINANCE.

THERE WERE FIVE AREAS WHERE WE ACHIEVED 60% OF THE CRITERIA OR BETTER.

WE DEMONSTRATED ALIGNMENT BETWEEN OUR STRATEGIC GOALS AND BUDGET DECISIONS WITH A RIGOROUS USE OF DATA FOR BUDGET EVALUATION AND PRIORITIZATION.

YOU'RE QUITE FAMILIAR WITH THIS BECAUSE THE STRATEGIC PLAN THAT THE COUNCIL APPROVED LAST YEAR WAS ALSO KEY TO MEETING THAT STANDARD, AND IT WAS USED DURING THE ENTIRE BUDGET

WHAT DO YOU DO WITH ALL THIS AND HOW DO YOU CONVEY IT TO THE PUBLIC? WELL, THE GOOD NEWS IS WE'VE COMPLETED THREE OF THE STRATEGIC OBJECTIVES TO DATE.

BUT HOW DO WE MEASURE PROGRESS ON AN ONGOING BASIS? AND I KNOW THAT A STRATEGIC PLAN DASHBOARD HAS BEEN A PRIORITY FOR THE COUNCIL.

THAT'S WHY WE DEVELOPED THE DASHBOARD, WHICH IS READY TO GO LIVE THIS WEEK.

IT IDENTIFIES THE GOALS.

IT IDENTIFIES THE STATUS OF OUR STRATEGIC OBJECTIVES.

IT ALSO PROVIDES THE AGGREGATED STATUS OF OUR PRIORITY PROJECTS AND KEY INFORMATION AND DATA POINTS THAT ARE RELEVANT TO THE IMPLEMENTATION OF THE PLAN.

NOW, DATA IN A VACUUM IS PRETTY MEANINGLESS.

OUR PRESENTATION TODAY IS GOING TO BE OUR TRANSPORTATION DIRECTOR, WHICH IS TOM FRANK, AND THEN OUR SENIOR ENGINEER, NESTOR MANGOHICK.

THANK YOU, SIR, AND GOOD EVENING, MAYOR AND CITY COUNCIL.

MY NAME IS TOM FRANK AND I'M THE CITY'S TRANSPORTATION DIRECTOR AND CITY ENGINEER.

I AM JOINED TODAY BY NESTOR MANGO, SENIOR ENGINEER IN OUR TRANSPORTATION DEPARTMENT.

AND IN ADDITION, WE HAVE OUR TRAFFIC AND MOBILITY COMMISSIONER, PETER COLE, WHO IS PRESENT.

AND YOU WILL BE HEARING FROM HIM FOLLOWING THE NEXT AGENDA ITEM.

TONIGHT'S RECOMMENDED ACTION IS TO ACCEPT OUR SEMIANNUAL TRANSPORTATION REPORT AND FOR THE BENEFIT OF THE NEWEST CITY COUNCIL MEMBERS.

CITY STAFF BEGAN PROVIDING THESE TWICE A YEAR UPDATES BACK IN 2018.

AND AND THAT WAS IN DIRECT RESPONSE TO THE FACT THAT TRAFFIC HAS LONG BEEN AMONG THE TOP CONCERNS OF OUR RESIDENTS AND BUSINESSES.

AND CITY COUNCIL WANTED TO MAKE SURE THAT THEY WERE TRACKING OUR PROGRESS AND THAT THE COMMUNITY COULD LEARN ABOUT THE VARIOUS PROJECTS AND PROGRAMS THAT WE WERE WORKING ON.

OUR GOAL IS TO HELP PEOPLE GET AROUND OUR CITY SAFELY AND CONVENIENTLY AND CONVENIENTLY IS REALLY IN THE EYE OF THE BEHOLDER.

WE HAVE SEEN MORE INTEREST IN WALKING AND BIKING, BUT WE ALSO RECOGNIZE THAT MOST PEOPLE RELY ON CARS TO GET AROUND.

WITH THE TRAFFIC EMERGENCY.

YOU HAVE HEARD QUITE A BIT FROM ME ABOUT OUR EFFORTS TO ENHANCE OUR ROADWAYS WITH AN EYE TOWARDS ADDITIONAL FEATURES THAT LEAD TO SAFER USE.

TONIGHT, WE'RE GOING TO PROVIDE AN UPDATE ON ONE OF THOSE CONVENIENCE FACTORS, WHICH IS TO WHICH IS REDUCING HOW LONG PEOPLE NEED TO WAIT AT RED LIGHTS AT DIFFERENT TIMES OF THE DAY. IT IS MY PLEASURE TO INTRODUCE SENIOR ENGINEER NESTOR MANGO GOING TO TAKE IT FROM HERE.

I'M VERY HAPPY TO BE HERE TONIGHT TO TALK ABOUT THIS IMPORTANT PROGRAM.

SO I'M SURE EVERYONE WATCHING THIS EVENING HAS FELT LIKE THIS PERSON WHEN IT SEEMS LIKE IT'S TAKING FOREVER FOR A RED LIGHT TO CHANGE.

IT'S ESPECIALLY FRUSTRATING WHEN YOU CAN SEE THERE ARE NO OTHER CARS AT THE INTERSECTION.

THIS DOES NOT SUPPORT OUR GOAL OF HELPING PEOPLE CONVENIENTLY GET WHERE THEY NEED TO BE.

THAT'S WHY WE WERE ONE OF THE FIRST CITIES IN THE REGION TO EXPLORE NEW TECHNOLOGY TO MAKE OUR TRAFFIC SIGNALS SMARTER.

WITHOUT GETTING INTO TOO MUCH DETAIL, SYNCHRONIZING OUR NEARLY OUR NETWORK OF NEARLY 200 TRAFFIC SIGNALS WAS NO SIMPLE TASK.

THE FIRST STEP WAS TO CREATE A CENTRALIZED TRAFFIC MANAGEMENT CENTER WHERE CITY STAFF COULD MONITOR SIGNALS AND TRAFFIC IN REAL TIME AND MAKE ADJUSTMENTS AS NEEDED.

IT TOOK SEVERAL YEARS TO IMPLEMENT THIS NEW TECHNOLOGY, AND RESIDENTS BEGAN TO SEE IMPROVEMENTS.

THE WAY THIS WORKED, THE SIGNALS WOULD TRANSMIT DATA TO A RELAY LOCATION, WHICH WOULD THEN TRANSMIT IT TO THE TRAFFIC MANAGEMENT CENTER.

OVER TIME, HOWEVER, AS THE AMOUNT OF DATA WE WERE ABLE TO GATHER GREW.

IT BECAME TOO MUCH FOR THE WIRELESS SYSTEM TO SUPPORT.

WE HAD ESSENTIALLY MAXED OUT THE CAPABILITY OF OUR FIRST GENERATION SYSTEM.

ABOUT THIS TIME, THE CITY SAW AN OPPORTUNITY TO PARTNER WITH CROWN CASTLE, TO USE A SMALL PORTION OF THE HIGH SPEED FIBER NETWORK IT WAS INSTALLING THROUGHOUT THE CITY.

THE WORK THAT HAS BEEN TAKING PLACE OVER THE PAST SEVERAL YEARS HAS BEEN FOCUSED ON HOW WE COULD BEST UTILIZE THIS HIGH SPEED CONNECTION TO ENHANCE OUR TRAFFIC SIGNAL PROGRAM.

AGAIN, WITHOUT GETTING INTO TOO MUCH OF THE DETAILS, HERE'S WHAT THE NEW SYSTEM LOOKS LIKE.

IT MIGHT NOT LOOK LIKE IT TO YOU, BUT FROM AN ENGINEER'S PERSPECTIVE, THIS DESIGN IS MUCH, MUCH, MUCH MORE STREAMLINED, EFFECTIVE AND RELIABLE.

AND I PERSONALLY THINK AND I'M SURE MY IT COLLEAGUES IN THE CROWD WOULD AGREE THAT THIS IS A REALLY BEAUTIFUL CHART IF YOU KNOW WHAT WE'VE BEEN THROUGH TO DEVELOP IT.

SO ESSENTIALLY, WE NOW HAVE CONNECTED CRITICAL SEGMENTS OF THE SYSTEM TO THIS NEW NETWORK, WHICH HAS A MUCH HIGHER CAPACITY AND IS, OF COURSE, MUCH FASTER.

AS OF TODAY, WE HAVE PROGRAMED ABOUT 95% OF OUR CONNECTED TRAFFIC SIGNALS TO THE NEW HIGH SPEED NETWORK AND WE ARE WORKING ON THE REST.

ONE THING THAT'S IMPORTANT TO KEEP IN MIND IS THAT EVEN THE MOST ADVANCED TRAFFIC SIGNAL TECHNOLOGY WON'T PREVENT YOU FROM WAITING AT A RED LIGHT LONGER THAN YOU MAY WANT TO.

THERE ARE A FEW REASONS FOR THIS.

FIRST, WE DO NEED TO PRIORITIZE DIFFERENT STREETS AT DIFFERENT TIMES OF DAY.

WE ARE ABLE TO MAKE THESE DECISIONS BASED ON DATA, AND AS WE BEGIN TO GET EVEN MORE DATA, WE CAN FURTHER FINE TUNE THE SYSTEM.

WE DO EXPERIENCE HIGH TRAFFIC VOLUMES ON LOCAL STREETS, SOME OF WHICH IS CAUSED BY RESIDENTIAL GROWTH AND THE GROWTH OF LARGE EMPLOYERS.

BUT A LOT OF IT HAS A LOT OF IT IS THE RESULT OF REGIONAL PROJECTS THAT SHIFT TRAFFIC TO LOCAL STREETS.

FINALLY, UP UNTIL RECENTLY, WE HAVE NOT HAD THE ABILITY TO COORDINATE WITH CALTRANS AND THE SIGNALS THEY OPERATE AT FREEWAY INTERSECTIONS.

IF YOU'VE EVER GOTTEN STUCK RIGHT OUTSIDE HERE AT CARLSBAD VILLAGE DRIVE ON I-5, YOU'LL KNOW WHAT THIS MEANS.

NEXT. SO I HAVE GOOD NEWS TO SHARE ON THIS FRONT.

WE'VE BEEN ABLE TO COORDINATE TIMING OF OUR UPGRADES TO COINCIDE WITH CALTRANS INSTALLING THEIR NEW CONTROLLERS, WHICH MEANS OUR SIGNALS NOW CAN WORK TOGETHER.

IN FACT, WE BROUGHT WE BROUGHT THE SIGNALS ON EL CAMINO REAL.

EL CAMINO REAL. AT 78, ABOUT A MONTH BEFORE THE LARGE SINKHOLES CLOSED DOWN THE FREEWAY.

NEXT SLIDE. I KNOW IT WAS STILL FRUSTRATING TO DRIVE THROUGH THIS AREA, BUT FROM A TRAFFIC MANAGEMENT POINT OF VIEW, ALL I CAN SAY IS THAT WE HAD NOT IF WE HAD NOT HAD THE SYSTEM IN PLACE, IT WOULD HAVE BEEN MUCH WORSE THAN IT WAS.

IT COULD HAVE BEEN MUCH WORSE WITH MUCH LONGER DELAYS.

SO IN TERMS OF NEXT STEPS, ONCE WE FINISH THE REMAINING 5%, WE WILL HAVE NEW OPPORTUNITIES TO WORK WITH EMERGENCY PREEMPTION DEVICES, CONFLICT MONITORS AND BATTERY BACKUPS. WE WILL ALSO HAVE EXPONENTIALLY MORE DATA AVAILABLE, WHICH CAN HELP US MAKE EVIDENCE BASED DECISIONS THAT MIGHT HAVE TAKEN YEARS TO ANALYZE BEFORE.

IN SHORT, WE ARE HARNESSING THE POWER OF TECHNOLOGY TO CONTINUALLY IMPROVE THE EXPERIENCE OF MOVING AROUND OUR CITY.

FINALLY, AS GREAT AS TECHNOLOGY CAN BE, WE ARE ALSO VERY INTERESTED IN HEARING FROM RESIDENTS DIRECTLY.

WE HAVE A DEDICATED LINE IF ANYONE WOULD LIKE TO REPORT A CONCERN WITH OUR SIGNALS, OR IF YOU'RE JUST CURIOUS AS TO WHY SOMETHING WORKS THE WAY THEY DO.

AND THEN WHEN IT GETS PAST, IT'S IN THE RIGHT LANE.

SO WHEN YOU GET PAST SOC AVENUE WHERE CALLAWAY IS, IT THEN SWITCHES TO THE CENTER, TO THE LEFT LANE TO GO UP AND MAKE A LEFT ONTO FARADAY.

SO NOW YOU HAVE AN EIGHT FOOT WIDE CITY BUS THAT HAS ROUGHLY 12IN ON EITHER SIDE TO, YOU KNOW, IT'S LIKE A FLAMING HOOP. YOU'RE DRIVING A BIG CITY BUS EIGHT FEET WIDE WITH, YOU KNOW, VERY SMALL AMOUNT OF AREA.

SO WHAT HAPPENS IS, IS THEY AND IT'S A 50 MILE AN HOUR ZONE.

THE BUS GOES OUT OF THE LANE.

IF YOU'RE IN THE RIGHT LANE, THEN YOU NECESSARILY YOUR REFLEX REACTION IS TO GO INTO THE BIKE LANE.

SO MY POINT IS, IS THAT I'VE BEEN I'M ON THAT STREET THREE TIMES A DAY AND I NEVER SEE A BICYCLE.

BUT YOU HAVE THIS BUFFER ZONE.

AND SO NOW YOU'VE CREATED A SITUATION THAT'S UNSAFE WHERE IT DIDN'T PREVIOUSLY EXIST AND YOU'VE ALREADY HEARD ABOUT THE CANNON ROAD THING.

AND THE ONE THING THAT DOESN'T GET FACTORED IN IS THERE'S, YOU KNOW, IN THE SAFE STREETS, YOU HAVE THE PICTURE OF THE WALKER, THE BIKER AND THE CAR, BUT YOU DON'T HAVE A PICTURE OF THE GUY IN THE YELLOW VEST, YOU KNOW, THAT'S WORKING IN THE MEDIAN.

SO WHEN WE HAVE RECEIVED FEEDBACK AND SPECIFICALLY WHEN WE DID THAT PROJECT WHERE WE ACTUALLY DID NARROW THE VEHICULAR TRAVEL LANES AND PROVIDED THE ADDITIONAL BUFFER ON COLLEGE BOULEVARD, WHICH YOU JUST HEARD ABOUT, AND CANNON ROAD, WHEN WE WERE GOING THROUGH THE DESIGN PROCESS FOR THE EAST WEST CORRIDOR PROJECT, THE 16 MILES, WE DID HEAR SOME FEEDBACK THAT PEOPLE FELT THAT MAY BE TOO TIGHT.

AND SO WE LOOKED AT THE ISSUE AGAINST THE MEDIAN.

AND AS A PART OF THAT PROCESS, THAT PUBLIC VETTING PROCESS, WHERE WE HAVE THE OPPORTUNITY, WE ARE PROVIDING TEN AND ONE HALF FOOT VEHICULAR TRAVEL LANES AGAINST THE MEDIAN. AND THE REASON WHY WE DIDN'T DO TEN AND A HALF WIDE VEHICULAR LANE WIDTHS ON THE OUTSIDE LANE IS BECAUSE IF YOU THINK ABOUT THAT, THAT'S NEXT TO THE BUFFER AND WE'RE PROVIDING THAT WIDER BUFFER.

SO THERE'S BEEN A LOT OF STUDIES DONE ON WHAT'S THE EFFECTIVE OR THE APPROPRIATE LANE WIDTH FOR VEHICLES ON ON RURAL OR SUBURBAN SETTINGS.

AND REALLY THE SWEET SPOT STATISTICALLY FROM A SAFETY STANDPOINT IS BETWEEN TEN AND 10.5FT.

SO I'VE BEEN WE STUDY THIS QUITE A BIT BECAUSE IT'S OUR BUSINESS AND WE HAVE NOT SEEN ANY STATISTICS OR SAFETY DATA THAT SHOWS THAT PROVIDING TEN FOOT TRAVEL LANES INCREASES THE LIKELIHOOD OF SIDE COLLISIONS OR ANY OTHER TYPES OF COLLISIONS.

SO WE'RE VERY FOCUSED ON THE DATA.

WE BELIEVE WHAT WE HAVE DESIGNED AND WHAT'S MOVING FORWARD IS THE APPROPRIATE LANE WIDTHS.

BUT IN TERMS OF THE SIGNAL SYSTEM, WE'RE OPERATING WELL WITH THAT COPPER.

BUT WHAT THE FIBER DOES GET YOU, IF WE HAVE THOSE OPPORTUNITIES, IS JUST ADDITIONAL THROUGHPUT BECAUSE WE DO HAVE OTHER COMPONENTS IN THE CABINET THAT DON'T NECESSARILY NEED TO COME BACK TO OUR TRAFFIC MANAGEMENT CENTER.

BUT WITH MORE DATA, WE CAN BRING MORE INFORMATION BACK AND ACTUALLY JUST TALK TO AS MANY THINGS AS WE CAN FROM THE TRAFFIC MANAGEMENT CENTER.

ITEM NUMBER 12 IS THE TRAFFIC AND MOBILITY COMMISSION WORK PLAN FOR FISCAL YEAR 2324 AND A REQUEST TO CHANGE THE COMMISSION'S NAME MAKING OUR PRESENTATION TODAY AS OUR TRANSPORTATION PLANNING AND MOBILITY MANAGER, NATHAN SCHMIDT.

MAYOR, MEMBERS OF THE COUNCIL.

I AM NATHAN SCHMIDT, THE TRANSPORTATION PLANNING AND MOBILITY MANAGER.

AND THIS ITEM IS THE TRAFFIC AND MOBILITY COMMISSION WORK PLAN FOR FY 2324.

ALSO WITH ME TONIGHT IS COMMISSIONER PETER COLE, AND HE WILL BE MAKING SOME STATEMENTS AFTER MY BRIEF PRESENTATION.

SO THE RECOMMENDED ACTION FOR THIS ITEM IS TO ADOPT A RESOLUTION APPROVING THE TRAFFIC AND MOBILITY COMMISSION'S WORK PLAN FOR FISCAL YEAR 20 2324 AND DIRECTING STAFF TO RETURN AT A FUTURE MEETING WITH AN ORDINANCE TO CHANGE THE COMMISSION'S NAME TO THE TRAFFIC SAFETY AND MOBILITY COMMISSION.

SO JUST A BRIEF BACKGROUND ON THE ON THE WORK PLAN.

SO CARLSBAD MUNICIPAL CODE, IT REQUIRES COMMISSIONS TO HAVE AN ANNUAL WORK PLAN.

THE INTENTION OF THIS IS TO INCREASE THE DIALOG BETWEEN THE TRAFFIC AND MOBILITY COMMISSION AND THE CITY COUNCIL, AND IT ALSO ENSURES THAT THE COMMISSION IS WORKING IN ALIGNMENT WITH YOUR PRIORITIES.

SO STAFF WORKED WITH THE COMMISSION THROUGHOUT THE MONTHS OF MAY AND JUNE ON THE WORK PLAN.

THAT WORK PLAN IS BEFORE YOU TODAY.

ESSENTIALLY, THE WORK PLAN HAS TWO PRIMARY GOALS.

THE FIRST ONE IS SHOWN ON THIS SLIDE HERE, WHICH IS TO REVIEW STAFF RECOMMENDATIONS ON THE MULTIMODAL TRANSPORTATION SYSTEM AND PROVIDE INPUT ON DATA, BEST PRACTICES AND PUBLIC INPUT. A FEW OF THE HIGH PRIORITY PROJECTS, THERE ARE SEVERAL WHICH AREN'T INCLUDED IN THIS SLIDE, BUT A FEW OF THOSE INCLUDE AN OVERVIEW OF THE TRAFFIC SIGNALS PROGRAM, WHICH WE JUST DISCUSSED REVIEW OF THE CITY'S MULTIMODAL TRAFFIC IMPACT FEE PROGRAM, WHICH IS CURRENTLY IN PROGRESS, IMPLEMENTATION OF THE SUSTAINABLE MOBILITY PLAN AND THE CAPITAL IMPROVEMENT PROGRAM SUITE OF PROJECTS.

SO THE SECOND GOAL OF THE WORK PLAN IS TO FOCUS ON MOBILITY, SPECIFICALLY AROUND SCHOOL SITES.

THIS FOCUS IS PRIMARILY ON SAFETY FOR STUDENTS WALKING, BIKING AND GETTING TO SCHOOL.

THIS INCLUDES A REVIEW OF MOBILITY AND SAFETY PROJECTS NEAR SCHOOLS TO PROACTIVELY ENGAGE WITH THE SCHOOL DISTRICTS.

SO PARTNERSHIP WITH THE SCHOOL DISTRICTS ON SAFE ROUTES TO SCHOOL PLANNING PROJECTS.

THROUGH THIS NEXT FISCAL YEAR, WE DO HAVE THREE SCHOOLS THAT WE HAVE IDENTIFIED AND WE WILL WE BE WORKING WITH THOSE, INCLUDING AVIARA OAKS, JEFFERSON ELEMENTARY AND SAGE CREEK HIGH SCHOOL, AND THEN ALSO TO RECEIVE REPORTS FROM THE CARLSBAD POLICE DEPARTMENT IN REGARDS TO SAFETY MATTERS, ENFORCEMENT MATTERS.

SO AS MENTIONED EARLIER, THE TRAFFIC AND MOBILITY COMMISSION DID MAKE A MINUTE MOTION TO CITY COUNCIL TO CONSIDER CHANGING THE NAME OF THE COMMISSION TO THE TRAFFIC SAFETY. SO ADDING THAT WORD SAFETY AND MOBILITY COMMISSION.

THE INTENTION BEHIND THIS IS BECAUSE THE COMMISSIONERS FELT THAT SAFETY REALLY WAS THEIR KEY GOAL.

SO THEY WANTED TO EMPHASIZE THAT WITH THIS NAME CHANGE, IF ACCEPTABLE AND APPROVED BY CITY COUNCIL, THE NAME CHANGE WILL BE INCLUDED IN A FUTURE UPDATE, A COMPREHENSIVE UPDATE THAT THE CITY CLERK'S OFFICE IS WORKING ON OF THE MUNICIPAL CODE THAT WILL TAKE PLACE LATER THIS FALL.

BEFORE MOVING TO CARLSBAD, I SERVED ON THE ENCINITAS TRAFFIC COMMISSION FOR 11.5 YEARS, INCLUDING SEVERAL TIMES AS CHAIR.

HERE ARE SOME THINGS THAT HAVE IMPRESSED ME MOST SINCE I STARTED.

THE EXCELLENT COMMUNICATION THAT OUR COMMISSION HAS WITH STAFF, STARTING WITH DIRECTOR FRANK.

AND TRANSPORTATION MOBILITY MANAGER SCHMIDT.

THE TRAFFIC ENGINEERING DEPARTMENT AND SUPPORT STAFF.

THE REPORTS THAT WE RECEIVE ARE VERY THOROUGH IN DETAIL AND SUPPORTED BY FACTS.

THE DIRECTION THAT CARLSBAD IS TAKING.

USING ROUNDABOUTS HAS GIVEN ME A WHOLE NEW PERSPECTIVE ON CONTROLLING TRAFFIC, AND I AM NOW CONVINCED THAT IT IS THE WAY TO GO.

WHERE APPLICABLE.

ALL MEMBERS OF THE COMMISSION COME FROM DIFFERENT WALKS OF LIFE.

BUT WE HAVE ONE COMMON GOAL SAFETY FOR PEDESTRIANS, BICYCLISTS, DRIVERS AND TRANSIT USERS.

TO EMPHASIZE THAT WE HAVE VOTED UNANIMOUSLY TO ADD THE WORD SAFETY TO OUR NAME AND HOPE THAT YOU WILL APPROVE. YOU'RE GETTING A RATHER DETAILED REPORT ON OUR ACCOMPLISHMENTS AND FUTURE TASKS. BUT LET ME GIVE YOU SOME EXAMPLES.
