I WILL BE PRESENTING THIS PROCLAMATION ON NATIVE FOR NATIVE AMERICAN HERITAGE MONTH, AND I'LL ASK NICK HOUTS, LIBRARY TECHNICIAN, TO STAND AT THE PODIUM. I'LL READ THE PROCLAMATION AND THEN INVITE NICK TO SAY A FEW WORDS.

I'M SO EXCITED TO READ THIS PROCLAMATION.

OKAY. NATIVE AMERICAN HERITAGE MONTH, NOVEMBER 2023 READING THE WHEREASES.

WHEREAS DURING NATIVE AMERICAN HERITAGE MONTH, THE CITY OF CARLSBAD CELEBRATES THE CONTRIBUTION OF NATIVE PEOPLES PAST AND PRESENT.

AND WHEREAS NATIVE AMERICAN ROOTS ARE DEEPLY EMBEDDED IN THIS LAND, A HOMELAND LOVE NURTURED, STRENGTHENED AND FOUGHT FOR WITH HONOR AND CONVICTION.

WHEREAS WE HONOR OUR NATIVE AMERICAN VETERANS AND SERVICE MEMBERS WHO HAVE COURAGEOUSLY SERVED AND CONTINUE TO SERVE IN OUR ARMED FORCES, INCLUDING THE BRAVE NATIVE AMERICAN CODE TALKERS IN WORLD WAR ONE AND WORLD WAR TWO.

AND WHEREAS WE THANK NATIVE AMERICANS FOR THEIR PUBLIC SERVICE IN THE ARTS, CULTURE, EDUCATION, MEDICINE AND TECHNOLOGY.

AND WHEREAS, DURING NATIVE AMERICAN HERITAGE MONTH, WE RECOGNIZE LUISEÑO AND THE KUMEYAAY COMMUNITIES AS THE ORIGINAL STEWARDS OF THE LAND.

NOW, THEREFORE, I COUNCIL MEMBER TERESA ACOSTA, ON BEHALF OF THE MAYOR AND CITY COUNCIL, DO HEREBY PROCLAIM NOVEMBER 2023 AS NATIVE AMERICAN HERITAGE MONTH IN THE CITY OF CARLSBAD, AND I WELCOME YOU TO MAKE YOUR COMMENTS.

THANK YOU COUNCIL MEMBER ACOSTA AND GOOD EVENING TO ALL.

MY NAME IS NICHOLAS HOUTS.

I CURRENTLY WORK FOR THE CITY OF CARLSBAD AS A CIRCULATION TECHNICIAN AT THE LIBRARY AND CULTURAL ARTS DEPARTMENT.

HOWEVER, I AM A WAH-ZHA-ZHI, IN ENGLISH I AM A MEMBER OF THE OSAGE NATION.

I AM HONORED TO BE HERE ON BEHALF OF MY NATION AND ALL OTHER NATIONS, AND I GRACIOUSLY ACCEPT THE CITY'S NATIVE AMERICAN HERITAGE MONTH PROCLAMATION.

THE CITY OF CARLSBAD HAS PLAYED AND CONTINUES TO PLAY AN ESSENTIAL ROLE BY SERVING AS A GATHERING PLACE FOR THE DIASPORA OF THE OSAGE PEOPLE LIVING IN CALIFORNIA. WE HAVE GATHERED HERE YEARLY FOR OVER 30 YEARS.

CALIFORNIA HAS ONE OF THE LARGEST POPULATIONS OF OSAGE OUTSIDE OF OKLAHOMA.

SIMILAR TO OTHER NATIVE PEOPLES, MOST DO NOT LIVE ON OR NEAR THEIR NATION'S RESERVATION.

APPROXIMATELY THREE QUARTERS LIVE IN METROPOLITAN AREAS, AND THAT IS ONE REASON WHY SO MANY OSAGE ARE HERE NOW.

MY GRANDFATHER, GALEN CLAVIER, AND LATER MY UNCLE GREG CLAVIER A RETIRED CITY EMPLOYEE, HAD LED THE ORGANIZATION UNITED OSAGE OF SOUTHERN CALIFORNIA.

THEY HAVE HOSTED MANY GATHERINGS HERE AT MCGEE PARK, HERITAGE HALL AND THE SENIOR HERE IN CARLSBAD.

THIS IS HOW MANY OSAGE RECONNECT WITH THEIR PEOPLE'S CULTURE, LANGUAGE, AND GOVERNMENT THAT MANY OF US HAVE LOST OVER TIME.

SOME MAY HAVE HEARD OF DAVID GRAHAM'S BOOK KILLERS OF THE FLOWER MOON, AND THE NEW MOVIE WITH THE SAME TITLE.

THE NARRATIVES OF THE OSAGE PEOPLE REMIND US OF THE VALUES OF TRIALS, TRIUMPHS, AND THE TELLING OF HISTORY FROM MULTIPLE POINT OF VIEWS.

THIS MONTH IS ALSO A REMINDER OF THE IMPORTANCE OF ACKNOWLEDGING OUR NATION'S PAST ACTIONS, AND THE IMPORTANCE OF MOVING FORWARD TOGETHER AS A SOCIETY WITH GROWTH, RESPECT, AWARENESS AND TRANSFORMATION.

AFTER LEARNING ABOUT THE ONGOING HUMAN ATROCITIES AGAINST PEACEFUL MOVEMENTS AND OPINIONS IN OTHER COUNTRIES TODAY, I ALMOST WEPT, REALIZING THAT AMERICA, INCLUDING OUR CARLSBAD COMMUNITY, IS ONE OF THE FEW PLACES ON EARTH WHERE PEOPLE LIKE DR.

KING, GEORGE WASHINGTON, GEORGE ORWELL, THOMAS JEFFERSON, AND FREDERICK DOUGLASS ARE ABLE TO EXPRESS THEIR PERSPECTIVES WITHOUT BEING SILENCED BY TYRANTS FISTS. FREEDOM OF SPEECH PROMOTES INDIVIDUAL AUTONOMY AND SELF-EXPRESSION, FOSTERS OPEN DISCOURSE, ENABLES THE EXCHANGE OF DIVERSE VIEWPOINTS LEADING TO PERSONAL GROWTH. CAN INFORM DECISION MAKING AND DRIVE IN A DEMOCRATIC SOCIETY.

HATE SPEECH REFERS TO ANY FORM OF COMMUNICATION THAT INCITES VIOLENCE, DISCRIMINATION, OR HOSTILITY TOWARDS INDIVIDUALS OR GROUPS BASED ON THEIR RACE, RELIGION, ETHNICITY, GENDER, OR PROTECTED CHARACTERISTICS.

ALL THOSE HATE CRIMES AND MURDERS THAT WE SEE ON THE NEWS EVERY DAY WERE TRIGGERED BY CRIMES TRIGGERED BY EVENTS REGARDING THE DECLARATION OF RELIGIOUS AND SOCIAL DOGMATISM, SUCH AS ISLAMOPHOBIA AND ANTI-SEMITIC CRIMES THAT ARE INFECTED ONLINE CONTENT, ESPECIALLY EDUCATIONAL INSTITUTES.

IT'S OUR JOB AS THE BELOVED COMMUNITY TO EDUCATE OUR CITIZENS ABOUT HOW SPEECH CAN OCCUR AND AVOID IT, AND ESPECIALLY HOW IT CAN TIP OFF A DESPAIRING CATASTROPHE IF WE'RE NOT AWARE.

I WOULD LIKE TO BRING UP A AREA CONCERN AND THAT'S THE GRASS AREA IN FRONT OF OFFSHORE SURF SHOP.

PART OF THE PROBLEM, I KNOW FOR A FACT, IS THAT THERE'S A GROUP OF INDIVIDUALS FROM OCEAN BEACH THAT COME DOWN AND LIGHT FIRE ON STICKS WHEN THE FIRE FALLS ON THE GROUND THE FIRE CONTINUES TO BURN HOLES INTO THE GRASS.

THIS PAST WEEKEND, AS I WAS SITTING AT OFFSHORE GETTING DONE SURFING, I'VE SEEN TWO INDIVIDUALS FALL, A COUPLE FROM ARIZONA AND A LOCAL PERSON. THE GRASS IS HORRIBLE AND I'VE WENT TO THE STATE ABOUT IT FRIDAY, AND I'VE ACTUALLY WENT TO THE CITY CLERK'S SEVERAL TIMES THIS YEAR, AND I'VE CALLED THE CITY POLICE ABOUT IT.

AND THE CITY COPS KEEP TELLING ME THAT IT'S UP TO THE STATE.

WHEN I CALLED THE STATE POLICE, THE STATE PATROL TELLS ME IT'S UP TO THE CITY.

SO I WOULD LIKE TO KNOW OR GET AN ANSWER ON ROBERT C FRAZEE RIGHT AT PINE PARK WHO CONTROLS THAT AREA? IS IT THE CITY OR IS IT THE STATE BECAUSE SOMEONE IS GOING TO GET HURT AND IT'S GOING TO BRING A LAWSUIT ON THE CITY? THE HOLES ON THERE ARE RIDICULOUS RIGHT NOW.

AND YOU KNOW, SHE CARES ABOUT CHILDREN AND LIKE HERSELF, SHE WANTS SOMETHING DONE IN TERMS OF THIS CONCERN.

ALSO, I WANT TO BRING ATTENTION THAT THE STATE HAS PASSED A LAW THAT INDICATES COMMUNITIES CAN PROHIBIT THE USE OF SYNTHETIC TURF.

AND SYNTHETIC TURF, AGAIN, IS ANOTHER HEALTH IMPACT AN LOTS OF RISKS TO CHILDREN.

I ASK THAT THE CITY BAN THE USE OF SYNTHETIC TURF, AT LEAST IN TERMS OF ALL OUR PUBLIC AREAS, AND THEN PUT A MORATORIUM TO NOTIFY THE PUBLIC OF THE HEALTH RISKS AND EVENTUALLY BAN SYNTHETIC TURF IN PRIVATE RESIDENCES.

THE RECOMMENDED ACTION BEFORE YOU ARE THE RECOMMENDED ACTIONS BEFORE YOU ARE TO SUPPORT STAFF'S RECOMMENDATION TO INSTALL AN ALL-WAY STOP AT MADISON STREET AND OAK AVENUE, AND TO INTRODUCE AN ORDINANCE AMENDING THE AFOREMENTIONED TITLE OF THE CARLSBAD MUNICIPAL CODE TO ESTABLISH ALL-WAY STOP CONTROL AT MADISON STREET AND OAK AVENUE.

BASED ON CONCERNS AND REQUESTS FROM THE COMMUNITY ABOUT THE LIMITED VISIBILITY AT THE INTERSECTION OF MADISON STREET AND OAK AVENUE STAFF CONDUCTED AN EVALUATION FOR ALL-WAY STOP CONTROL.

THE EVALUATION FOLLOWED THE GUIDELINES FOUND IN THE CALIFORNIA MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES AND CONSIDERED SUCH FACTORS SUCH AS VEHICLE, PEDESTRIAN AND BICYCLE VOLUMES, COLLISION HISTORY, MOVEMENT CONFLICTS, AND SIGHT DISTANCE.

OUR ANALYSIS FOUND THAT SITE DISTANCE FROM EASTBOUND OAK AVENUE DID NOT MEET THE MINIMUM RECOMMENDED INTERSECTION SITE DISTANCE FOR 25 MILE PER HOUR ROADWAY. THIS IS A VIEW FROM EASTBOUND OAK AVENUE LOOKING TO THE NORTH ON MADISON.

AND THIS IS ANOTHER VIEW FROM EASTBOUND OAK AVENUE, BUT LOOKING TO THE SOUTH.

AND BOTH PHOTOS SHOW INDICATION OF THE LIMITED SIGHT DISTANCE.

ALTHOUGH THE SITE DISTANCE CRITERIA FOR ALL WAY STOP CONTROL WAS SATISFIED BY STAFF'S FINDINGS, SITE DISTANCE DEFICIENCIES CAN SOMETIMES BE MITIGATED.

AT THIS LOCATION SITE DISTANCE COULD BE RESTORED BY THE REMOVAL OF ON STREET PARKING, SPECIFICALLY SIX SPACES TO THE NORTH OF THE INTERSECTION AND TWO SPACES SOUTH.

BUT CONSIDERING THE HIGH DEMAND FOR PARKING IN THE VILLAGE AND BARRIO COMMUNITIES, STAFF DOES NOT SUPPORT REMOVAL OF PARKING IN THIS CASE.

BASED ON STAFF FINDINGS, STAFF RECOMMENDS INSTALLATION OF AN ALL WAY STOP AT THE INTERSECTION OF MADISON STREET AND OAK AVENUE.

ON SEPTEMBER 5TH OF 2023, THE TRAFFIC AND MOBILITY COMMISSION SUPPORTED STAFF'S RECOMMENDATION TO INSTALL AN ALL WAY STOP AT THE SUBJECT INTERSECTION.

AND HE ACTUALLY TOOK THE WHEELCHAIR UP TO SMART & FINAL FROM TYLER COURT.

THEY'RE WIDER, AND THEY'RE MUCH BETTER FOR THE RESIDENTS WHO ARE ON MOTORIZED WHEELCHAIRS TO GET AROUND.

DURING THE PRESENTATION, I'LL PROVIDE INFORMATION ON THE GREENHOUSE GAS EMISSIONS INVENTORY TARGETS AND PROJECTIONS FOR THE UPDATE.

GIVE AN OVERVIEW OF THE PROPOSED MEASURES.

TOUCH ON CLIMATE EQUITY AND COMMUNITY ENGAGEMENT.

DESCRIBE THE PENDING COST ANALYSIS FOR THE CLIMATE ACTION PLAN UPDATE AND THEN PROVIDE NEXT STEPS.

IN CASE YOU ARE WONDERING, WHY ARE WE UPDATING THE CLIMATE ACTION PLAN TO BEGIN WITH? THERE ARE A NUMBER OF REASONS.

OUR ADOPTED CLIMATE ACTION PLAN FROM 2015 IS EIGHT YEARS OLD, AND IN THE WORLD OF CLIMATE PLANNING, THAT IS ACTUALLY PRETTY OUTDATED.

SINCE 2015, THE CITY COUNCIL HAS ADOPTED A CLIMATE EMERGENCY AS WELL AS A FIVE YEAR STRATEGIC PLAN WITH SUSTAINABILITY AND THE NATURAL ENVIRONMENT AS ONE OF ITS TOP PRIORITIES. ALSO SINCE 2015, THE CITY BEGAN ITS HOUSING ELEMENT REZONE EFFORT, AND VERY EARLY ON IN THAT PROCESS, STAFF REALIZED THAT THE CLIMATE ACTION PLAN UPDATE NEEDED TO TRACK THE HOUSING ELEMENT REZONE EFFORT CLOSELY AND USE THE SAME SET OF DATA AND ASSUMPTIONS.

THIS IS SO THE CLIMATE ACTION PLAN COULD CONTINUE TO BE USED FOR STREAMLINING PURPOSES AND HELP MITIGATE ANY ENVIRONMENTAL IMPACTS.

ON TOP OF THAT, UPDATING THE CLIMATE ACTION PLAN ALLOWS US TO BETTER REFLECT NEW STATE TARGETS AND MANDATES, MANY OF WHICH HAVE CHANGED SINCE 2015.

IT ALLOWS US TO FURTHER PURSUE THE COMMUNITY'S VISION OF SUSTAINABILITY.

WE CAN INCLUDE NEW MEASURES, WHICH WE'LL BE DISCUSSING TONIGHT.

WE CAN MAKE THE PLAN EASY TO UNDERSTAND, AND WE CAN BUILD CONSENSUS ALONG THE WAY.

NO CLIMATE ACTION PLAN IS COMPLETE WITHOUT A GREENHOUSE GAS INVENTORY.

AND THIS SLIDE SHOWS THE 2016 INVENTORY THAT WE WILL BE USING FOR THE UPDATE.

THE RESULTS OF THE INVENTORY FOLLOW A STANDARD PATTERN ACROSS JURISDICTIONS THROUGHOUT THE REGION AND THE STATE.

ON-ROAD, TRANSPORTATION IS ACCOUNTING FOR THE BULK OF OUR GREENHOUSE GAS EMISSIONS AT 51%, FOLLOWED BY ELECTRICITY AT 27% AND NATURAL GAS 14%, WITH THE OTHER CATEGORIES GETTING SMALLER FROM THERE.

SO AGAIN, NO SURPRISES.

ALL PRETTY STANDARD.

USING THE GREENHOUSE GAS INVENTORY WE THEN SET OUR REDUCTION TARGETS.

THIS SLIDE IS AN ILLUSTRATION OF HOW THAT HAPPENS.

AND THE TOP LINE AS I SEAMLESSLY TRANSITION TO A LASER POINTER.

THE TOP LINE HERE REPRESENTS THE BUSINESS AS USUAL GREENHOUSE GAS EMISSIONS PROJECTIONS, OR WHAT WOULD HAPPEN IF THE CITY DID ABSOLUTELY NOTHING.

NOTHING IS GOING ON AT ALL.

THE MIDDLE LINE REPRESENTS THE LEGISLATIVELY ADJUSTED BUSINESS AS USUAL PROJECTIONS.

WITH SO MANY STATE AND FEDERAL ENVIRONMENTAL REGULATIONS, THIS ACTUALLY LOWERS THE CEILING OF WHERE LOCAL AGENCIES NEED TO START WHEN ASSESSING THEIR GREENHOUSE GAS IMPACTS. AND THEN THE ARROWS BENEATH THAT CENTER LINE REPRESENT THE REDUCTIONS NEEDED FROM A LOCAL AGENCY, OR THE GAP THAT WE NEED TO MEET TO CLOSE THE GAP THAT WE NEED TO CLOSE TO MEET OUR STATE TARGETS.

AND HOW WE DO THAT IS THROUGH THE MEASURES IN OUR CLIMATE ACTION PLAN.

USING OUR UPDATED GREENHOUSE GAS INVENTORY AND THE LATEST STATE REGULATIONS.

WE HAVE TWO TARGETS FOR THE CLIMATE ACTION PLAN UPDATE.

BY 2035 THE CITY WILL NEED TO REDUCE 50% OF EMISSIONS BELOW THE 2016 BASELINE.

THIS IS CONSISTENT WITH SENATE BILL 32 AND ALSO ALIGNS WITH OUR GENERAL PLAN BUILD OUT YEAR.

BY 2045, THE CITY WILL NEED TO REDUCE 85% OF EMISSIONS BELOW THE 2016 BASELINE, AND THIS IS CONSISTENT WITH ASSEMBLY BILL 1279.

SO WE HAVE OUR INVENTORY.

WE HAVE OUR TARGETS. NOW LET'S TALK ABOUT OUR PROJECTIONS.

THE TOP LINE GET MY LASER POINTER FRIEND HERE AGAIN.

THE TOP LINE OR THE ORANGE LINE IS THE BUSINESS AS USUAL PROJECTION.

SO WE'RE STARTING WITH 981,000 METRIC TONS OF CARBON DIOXIDE EQUIVALENT IN THE 2016 BASELINE YEAR, AND THIS PROJECTS ALL THE WAY OUT TO 2045 HERE ON THE OTHER SIDE OF THE SCREEN.

IN THE CENTER, WE HAVE TWO LINES THAT ARE PRETTY CLOSE TOGETHER.

THE LINE THAT STARTS ON THE BOTTOM BUT MOVES TOWARDS THE TOP OR THE BLUE LINE IS THE LEGISLATIVELY ADJUSTED BUSINESS AS USUAL PROJECTION.

THE LINE THAT SWITCHES PLACES WITH IT OR STARTS ON THE TOP ENDS UP ON THE BOTTOM, OR THE PURPLE LINE THAT IS OUR GREENHOUSE GAS REDUCTION TARGET.

NOW A SAVVY READER OF A LINE GRAPH, MAY HAVE NOTICED THAT IN 2035 THERE IS NO EMISSIONS GAP TO CLOSE BECAUSE THE GREENHOUSE GAS REDUCTION TARGETS ARE HIGHER THAN THE LEGISLATIVELY ADJUSTED PROJECTIONS.

HOWEVER, IN 2045, THIS IS NO LONGER THE CASE, AND THERE IS A 92,000 METRIC TON GAP TO REDUCE TO MEET OUR TARGETS.

BEFORE I MOVE TO THE NEXT SLIDE, I WANT TO EMPHASIZE THAT JUST BECAUSE WE'RE MEETING OUR 2035 TARGETS SOLELY BASED ON STATE AND FEDERAL LEGISLATION DOES NOT MEAN WE CAN DO NOTHING BETWEEN NOW AND THEN.

THE CLIMATE ACTION PLAN MUST BE IMPLEMENTED CONTINUOUSLY, AND SEVERAL OF THE PROPOSED MEASURES WILL TAKE MANY YEARS TO SUCCESSFULLY DESIGN AND IMPLEMENT.

SO AS WE GET FURTHER INTO THE DISCUSSION OF THE PROPOSED MEASURES, KEEP IN MIND THAT NO PROPOSED MEASURE CAN BE REMOVED OR REDUCED WITHOUT ADDING OR INCREASING A MEASURE.

THIS PIE CHART SHOWS THE BREAKDOWN OF MEASURES BY WHETHER THEY ARE EXISTING, NEW OR EXPANDED.

THOSE ARE THINGS THAT THE CITY MAY ALREADY BE DOING, BUT WE'RE EXPANDING OR EXTENDING A TARGET OR RAMPING THINGS UP IN SOME WAY.

AND THEN NEW IS A COMPLETELY BRAND NEW POLICY OR PROGRAM PROPOSED.

CLIMATE EQUITY DESERVES MUCH MORE ATTENTION THAN A SINGLE SLIDE, BUT I DID WANT TO HIGHLIGHT IT BRIEFLY, ESPECIALLY SINCE IT WILL BE A NEW COMPONENT TO THE CLIMATE ACTION PLAN UPDATE.

CLIMATE CHANGE IMPACTS ARE FELT DISPROPORTIONATELY BY VULNERABLE POPULATIONS, PEOPLE OF COLOR AND COMMUNITIES OF CONCERN, AND THE BENEFITS OF AN OPPORTUNITY RELATED TO THE CLIMATE ACTION PLAN UPDATE MUST BE DISTRIBUTED EQUITABLY THROUGHOUT CARLSBAD.

EQUITY CONSIDERATIONS ARE INCLUDED WITHIN THE PROPOSED MEASURES IN EXHIBIT THREE, BUT THESE ARE SURFACE LEVEL AT BEST.

A CLIMATE EQUITY ANALYSIS, PREPARED IN PARTNERSHIP WITH COMMUNITY BASED ORGANIZATIONS WOULD HELP STAFF WITH IMPLEMENTATION OF THE CLIMATE ACTION PLAN UPDATE, AND THIS IS SOMETHING THAT WE'RE LOOKING FOR GRANT FUNDING TO SUPPORT.

BEFORE DEVELOPING THE PROPOSED MEASURES, STAFF CONDUCTED PHASE ONE OF PUBLIC ENGAGEMENT, THE SUMMARY OF WHICH IS INCLUDED AS EXHIBIT FOUR IN YOUR STAFF REPORT.

THE GOAL WAS TO MAKE SURE THE CLIMATE ACTION PLAN UPDATE REFLECTED THE COMMUNITY'S NEEDS, AND THE THEMES THAT WE HEARD ARE LISTED ON THE SLIDE.

YOU MAY THEN RECALL, I WAITED OVER A YEAR FOR A CRITICAL TRANSPORTATION DATA FOR THE CLIMATE ACTION PLAN UPDATE, AND DURING THAT TIME WE CONTINUED OUTREACH AND WHAT I WILL INFORMALLY REFER TO AS PHASE 1.5.

MYSELF AND THE CITY'S COLLEGE CORPS FELLOW TABLED AT SEVERAL EVENTS AND PROMOTED THE CITY'S SUSTAINABILITY EFFORTS.

COSTS BY DEPARTMENT, STAFFING NEEDS AND COSTS BY MEASURE.

AND THIS WILL BE INCLUDED AS AN APPENDIX IN THE FORMAL DRAFT OF THE PLAN.

ALSO, THAT ADDITIONAL ITEMS INDICATE EFFORTS SPECIFICALLY SPECIFYING HOW THE COMMUNITY MEMBERS ARE GOING TO BE INFORMED AND BUSINESSES AS TO WHAT CHOICES THEY CAN PRIORITIZE THAT WILL LEAD TO REDUCE GREENHOUSE GASES AND IMPROVE CLIMATE HEALTH OUTREACH.

WHILE SAFETY AND SUSTAINABILITY ARE IMPORTANT, SO IS CLIMATE HEALTH IN TERMS OF WHAT IS IMPORTANT AND NECESSARY FOR OUR PEOPLE WHO LIVE HERE, OUR BUSINESSES WHO WORK HERE, AND VISITORS WHO COME HERE.

SO MY THIRD ASK IS THAT THE CITY COUNCIL ESTABLISH AN ENVIRONMENTAL COMMISSION COMPRISED OF COMMUNITY MEMBERS THAT WILL PROVIDE A RESOURCE TO STAFF, EDUCATION, LEGISLATIVE AND GRANT OPPORTUNITIES, SHARE AND RESPOND TO COMMUNITY CONCERNS, AND WORK IN CONJUNCTION WITH STAFF TO ENACT THE CLIMATE ACTION PLAN IN A TRANSPARENT AND ENVIRONMENTALLY JUST AND EQUITABLE WAY.

UNFORTUNATELY FOR TRANSPORTATION GHG EMISSIONS.

THAT YEAR, TRANSPORTATION ACCOUNTED FOR ABOUT 50% OF OUR EMISSIONS.

NOT AN EASY NUT TO CRACK IN CARL.

SORRY. IN CARL CAR LOVING CALIFORNIA, ALMOST HALF OF THE ACTIONS PROPOSED BY STAFF COVER SOME ASPECT OF TRANSPORTATION, FROM TRAFFIC CALMING TO PARKING MANAGEMENT STRATEGIES.

SOME OF THESE ARE NEW WITHIN THE CAP, LIKE THE SAFE ROUTES TO SCHOOL, BUT ARE ALREADY UNDERWAY AND HENCE ARE RIGHTFULLY BEING FOLDED INTO THE CAP.

PLEASE ALSO CONSIDER INCLUDING AN ANTI-IDLING PORTION TO THE THIS ORDINANCE.

I'D LIKE TO LOOK AT TWO ACTIONS IN PARTICULAR THAT WERE ROLLED OVER FROM THE 2015 CAP.

ONE IS FOR THE ZERO EMISSION CITY FLEET.

I WORRY THAT THE PAST COUNCIL ACTIONS REFLECT A DISREGARD FOR THE CLIMATE EMERGENCY THAT WE'RE IN, AND THAT YOU WILL NOT ADOPT THESE ORDINANCES QUICKLY ENOUGH TO HAVE THE NEEDED IMPACT.

RECENTLY, COUNCIL APPROVED THE PURCHASE OF NOT SIX BUT 40 GAS POWERED POLICE CRUISERS.

RATHER THAN INVESTIGATE THE HYBRID OPTIONS, WHICH WAS PART OF THE ORIGINAL INTENT OF THE PURCHASE ORDER.

ANY ACTION BY THIS COUNCIL THAT IS A STEP BACKWARDS LIKE THIS MEANS YOU HAVE TO PICK UP THE SLACK SOMEWHERE ELSE.

THE SECOND TRANSPORTATION ACTION IS THE TRANSPORTATION DEMAND MANAGEMENT, OR TDM ORDINANCE, WHICH STRIVES TO REDUCE BUSINESS VEHICLE MILES TRAVELED BY LOWERING TRIPS WITH ONLY ONE PASSENGER.

CHECK WITH YOUR STAFF ON THE NUMBER OF BUSINESSES ENROLLED IN THIS PROGRAM.

IT IS MY UNDERSTANDING THAT NO MORE THAN 1 OR 2 HAVE BEEN ADDED IN THE LAST THREE YEARS.

THIS DOESN'T REFLECT WELL ON THE EFFECTIVENESS OF THE TDM ORDINANCE.

AS PROPOSED BY STAFF THE THRESHOLD FOR INCLUSION INTO THE PROGRAM NEEDS TO BE MUCH LOWER TO RECRUIT MORE BUSINESSES.

REGARDLESS OF THE AREA OF THE PROPOSED ACTION, IT'S IMPERATIVE THAT A TIMELINE WITH SPECIFIC TARGET REDUCTIONS BE CREATED SO PUBLIC CAN HOLD THE CITY ACCOUNTABLE. THESE NEED TO BE FOLDED INTO THE ANNUAL BUDGET CYCLE TO INCLUDE FUNDS FOR THESE STEPS.

ALSO MEANS DATA NEEDS TO BE AVAILABLE TO THE PUBLIC, AND ACTION AND TRANSPARENCY ARE CRITICAL.

DON'T DELAY, WITH OLD TRANSPORTATION DATA WE CAN'T REALISTICALLY EVALUATE WHAT OUR TARGETS ARE, SO WE HAVE TO BE PROACTIVE.

AND WHEN WE SEE IN THE REPORT MEASURES WITH 2035 AND 2045 GREENHOUSE GAS TARGETS, WE SIMPLY WILL NOT MEET THESE TARGETS UNLESS OUR CITY WORKS ON THESE PRIMARY AND SUPPORTING ACTIONS WITH ADEQUATE PLANNING AND RESOURCES.

WE ONLY NEED TO LOOK BACK AT THE HISTORY OF OUR CLIMATE ACTION PLAN IN 2015 TO TODAY, THAT REALIZED THAT MANY CHANGES HAVE TAKEN PLACE WITH THE STATE MANDATED GREENHOUSE GAS TARGETS, AND REALIZE THAT THESE TARGETS ARE BEING RAISED. AND TARGET DATES ARE MOVING UP EACH DECADE DUE TO THE EFFECTS OF CLIMATE CHANGE.

WHEN OUR CITY RECENTLY ASKED ON THE PUBLIC OUTREACH TO SHAPE OUR CLIMATE ACTION PLAN S OME THEMES CAME BACK.

AND THEY WERE ONE TAKE BOLD ACTIONS TO MINIMIZE CLIMATE CHANGE.

CONSIDER A RANGE OF ACTIONS PRIORITIZING REDUCTIONS IN TRANSPORTATION AND ENERGY, AND PROMOTE EQUITY AND PUBLIC AWARENESS TO IMPROVE THE QUALITY OF LIFE FOR EVERYONE AND ENCOURAGE PEOPLE TO DRIVE THAT CLIMATE ACTION INDIVIDUALLY.

SO IN THE NEXT FEW MONTHS, OUR CLIMATE ACTION PLAN WILL BE RETURNING TO CITY COUNCIL, AND I URGE YOU TO PUT A PRIORITY ON THESE MEASURES TO WORK ON GREENHOUSE GAS REDUCTIONS EARLY SO WE CAN BE MORE CONFIDENT TO MEET OUR FUTURE GOALS.

ACCORDING TO A REPORT BY THE AMERICAN PSYCHIATRIC ASSOCIATION ECO AMERICA.

IT'S EVEN CAUSING PTSD IN SOME CASES IF YOU'RE IN THE MIDDLE OF A HURRICANE.

THINK ABOUT THAT ONE. THE THING IS, WE HAVE EVERY REASON TO BE WORRIED.

OUR PLANET IS DYING, AND WE CAN SEE THE EFFECTS OF CLIMATE CHANGE ALL AROUND US ALREADY.

IF WE STAY ON THE PATH WE'RE ON RIGHT NOW, THINGS ARE ONLY GOING TO GET A LOT WORSE.

THAT'S THE REASON THE CITY OF CARLSBAD DECLARED A CLIMATE EMERGENCY TWO YEARS AGO.

THAT'S THE REASON WE ARE HERE TODAY MAKING A CLIMATE ACTION PLAN THAT WILL HELP US AND NOT ONLY MEET THE STATE MANDATED GOALS, BUT ALSO IMPROVE OUR QUALITY OF LIFE.

ONE WAY WE CAN HELP BY REDUCING OUR GREENHOUSE GASES, GASES AND 30% OF THEM COME FROM BUILDINGS.

ENCOURAGING ELECTRIFICATION OF ALL BUILDINGS SHOULD BE OUR GOAL AND OUR PRIORITY.

AND IF BUSINESSES ARE GOING THROUGH THAT EFFORT, WHICH IS FREE FOR THEM TO DO, AND THEY'RE GETTING CERTIFIED LOTS OF DIFFERENT AVENUES TO ACHIEVE THEIR GREEN BUSINESS CERTIFICATION COME UP.

AND INSTALLING SOLAR IS ONE OF THEM, THERE IS A SMALL BUT AN AVAILABLE INCENTIVE THAT THEY CAN GET FOR ANY PURCHASES THAT THEY MAKE TO ACHIEVE THEIR CERTIFICATION.
