WE LOST SOME SENIOR MEMBERS AT THE END OF 2022, AND WE LOST SOME OTHERS IN THE BEGINNING OF 2023, BUT YOU GUYS GOT TO WORK QUICKLY AND APPOINTED SOME GREAT NEW COMMISSIONERS, AND WE ALL WORKED HARD TO GET UP TO SPEED QUICKLY, AND WE WERE ABLE TO ACCOMPLISH A GREAT DEAL LAST YEAR. OF COURSE, YOU KNOW, WE CAN'T DO ANY OF THIS WITHOUT THE INCREDIBLE SUPPORT OF MICK CALARCO AND DIRECTOR LANCASTER OF EVERYTHING WE DID IN 2023 WERE REALLY MOST PROUD OF THE COMPLETION AND APPROVAL OF THE MASTER PLAN UPDATE AFTER AFTER THAT, WE BASICALLY GOT RIGHT TO WORK ON OUR NEW WORK PLAN FOR 2024, WHICH IS WHY WE'RE HERE TONIGHT WITH A TON OF SUPPORT FROM THE STAFF, WE COMPLETED AND APPROVED THE 2024 WORK PLAN IN DECEMBER. YOU'RE GOING TO SEE SOME WONDERFUL THINGS HAPPEN NEXT YEAR. PARKS AND REC COMMISSION, THE PARKS AND REC DEPARTMENT WE'RE GOING TO BE ADDING A COMMUNITY GARDEN AT STAGECOACH PARK, AND THE CITY WILL BREAK GROUND FINALLY ON VETERANS MEMORIAL PARK IN 2024, AND THERE'S GOING TO BE SO VERY MUCH MORE. THE VILLAGE AND BARRIO MASTER PLAN ENVISIONED TRAFFIC CIRCLES AT THE KEY INTERSECTIONS YOU SEE IN ORANGE ON THE MAP, ALTHOUGH IT ALSO GAVE FLEXIBILITY TO USE OTHER TRAFFIC CALMING STRATEGIES. ONCE THE MASTER PLAN WAS APPROVED IN 2018, THE CITY CREATED AN IMPLEMENTATION SCHEDULE FOR THE PROJECTS RECOMMENDED. THIS PROJECT WAS PRIORITIZED AND STAFF BEGAN WORK IN 2019. TWO UNANTICIPATED EVENTS CAUSED THE WORK TO BE DELAYED. ONE IS THE CITY'S TRAFFIC SAFETY EMERGENCY. THE CITY REPRIORITIZED SOME PLANNED PROJECTS TO FOCUS ON THE AREAS WITH THE HIGHEST INCIDENCE OF INJURY COLLISIONS. THIS CAUSED WORK TO SLOW DOWN ON THE BARRIO TRAFFIC CIRCLES PROJECT. THE SECOND DELAY WAS THE RESULT OF BEING AWARDED $5 MILLION IN FEDERAL FUNDING. TO OBTAIN THE GRANT, THE CITY WAS REQUIRED TO COMPLETE MORE TECHNICAL STUDIES AND OBTAIN ADDITIONAL ENVIRONMENTAL CLEARANCES DUE TO RULES ASSOCIATED WITH FEDERAL FUNDING. I'M HAPPY TO REPORT THIS WORK IS COMPLETE AND WE EXPECT TO BE ABLE TO BRING YOU FINAL BIDDING DOCUMENTS THIS SPRING. NOW, I'D LIKE TO TELL YOU A LITTLE BIT ABOUT WHAT IS PROPOSED, INCLUDING TWO OPTIONS FOR WHICH WE ARE SEEKING YOUR DIRECTION. BASED ON THE CONDITIONS AND COMMUNITY FEEDBACK, STAFF HAVE DESIGNED TRAFFIC CIRCLES AT FIVE INTERSECTIONS. THE PUBLIC ART COMPONENT OF THIS PROJECT WOULD BE LOCATED AT THE TRAFFIC CIRCLE INTERSECTION OF HARDING AND PINE. COMMUNITY OUTREACH FOR THAT PROJECT HAS ALREADY BEGUN, AND ONCE THE ARTIST IS SELECTED, THE COMMUNITY WILL BE INVOLVED IN DEVELOPING THIS PIECE, SITTING AT ONE OF THE MAIN GATEWAYS INTO THE BARRIO. [00:50:02] HERE YOU CAN SEE AN EXISTING TRAFFIC CIRCLE IN THE BARRIO TO THE RIGHT, ALONG WITH A RENDERING OF WHAT THE NEW TRAFFIC CIRCLES WOULD LOOK LIKE. ONE QUESTION THAT OFTEN COMES UP IS HOW OUR TRAFFIC CIRCLES DIFFERENT FROM ROUNDABOUTS. THE BEST WAY TO THINK ABOUT THAT IS TRAFFIC CIRCLES TAKE UP LESS ROOM AND ARE MORE COMMONLY USED IN NEIGHBORHOODS. ROUNDABOUTS ARE LARGER AND USUALLY HAVE CROSSWALKS SET BACK FROM THE INTERSECTIONS. THERE ARE THREE LOCATIONS WHERE WE ARE NOT RECOMMENDING TRAFFIC CIRCLES. ONE IS AT THE CORNER OF OAK AND ROOSEVELT. AFTER WORKING WITH THE BOYS AND GIRLS CLUB, WE HAVE DESIGNED AN ENHANCED VISIBILITY CROSSWALK INSTEAD OF A TRAFFIC CIRCLE DUE TO CONCERNS ABOUT BUS QUEUING AND PARENT PICKUP AND DROP OFF. THE TWO REMAINING INTERSECTIONS DO NOT HAVE ENOUGH ROOM FOR TRAFFIC CIRCLES AT THESE LOCATIONS. WE COULD USE CURB RAMP OR CURB EXTENSIONS OR RAISED MEDIANS. BOTH WOULD WORK IN THE SPACE AND COULD BE COMPLETED WITHIN THE PROJECT'S BUDGET. RAISED MEDIANS ARE PLACED IN THE MIDDLE OF THE ROADWAYS TO NARROW TRAFFIC LANES, ENCOURAGING SLOWER CAR SPEEDS, AND PROVIDE A STOPPING POINT THAT COULD BE USED BY PEDESTRIANS IF NEEDED WHEN CROSSING THE STREET. A PROJECT TO INCLUDE RAISED MEDIANS AT THE TWO LOCATIONS IN THE BARRIO HAD BEGUN RIGHT BEFORE THE VILLAGE AND BARRIO BARRIO MASTER PLANNING PROCESS STARTED. IT WAS THEN PUT ON HOLD UNTIL THE MASTER PLAN WAS COMPLETED. WHEN WE CAME BACK TO THE PROJECT AND DID MORE WORK ON THE DESIGN, WE FOUND THAT WE WOULD NEED TO REDUCE A SIGNIFICANT NUMBER OF STREET PARKING SPACES TO MAKE THIS APPROACH WORK. ANOTHER OPTION FOR THESE TWO INTERSECTIONS IS CURB EXTENSIONS. CURB EXTENSIONS HAVE BEEN USED THROUGHOUT CARLSBAD TO SLOW DOWN TRAFFIC AND IMPROVE SAFETY FOR PEDESTRIANS. FROM A TRAFFIC CALMING PERSPECTIVE, BOTH RAISED MEDIANS AND CURB EXTENSIONS PROVIDE SIGNIFICANT IMPROVEMENT. CURB EXTENSIONS HAVE MINIMAL IMPACT ON STREET PARKING. TRAFFIC CALMING FEATURES OFTEN REQUIRE SOME ON STREET PARKING TO BE ELIMINATED. HERE YOU CAN SEE A CUMULATIVE EFFECT OF THE PROJECT SPACES IMPACTED FROM THIS PROJECT. THE AREA SHADED IN GRAY SHOWS THE DIFFERENCE BETWEEN RAISED MEDIANS AND CURB EXTENSIONS AT PALM AND HARDING AND MAGNOLIA AND MADISON. WE LOOKED AT THE CITY'S ANNUAL STUDY OF PARKING AVAILABILITY IN THE BARRIO, WHICH SHOWED THAT PARKING IS GENERALLY AVAILABLE EXCEPT IN SOME AREAS IN CERTAIN TIMES OF DAY. UNFORTUNATELY, SOME OF THOSE HOT SPOTS ARE NEAR THESE TWO INTERSECTIONS. HERE ARE THE RESULTS OF THE 2022 PARKING STUDY FOR THE TWO INTERSECTIONS IN QUESTION. DURING WEEKDAYS, THE DARKER COLOR THE MORE HEAVILY UTILIZED ON STREET PARKING IS, AND HERE IS A MAP OF WHAT THE WEEKENDS LOOK LIKE, BECAUSE THESE AREAS HAVE SOME SEGMENTS IN THE 85 TO 100% FULL CATEGORY. STAFF ARE RECOMMENDING THE CURB EXTENSION OPTION TO PRESERVE EXISTING ON STREET PARKING. ALL RIGHT. GOOD EVENING, MAYOR AND COUNCILMEMBERS AGAIN. MY NAME IS TOM FRANK, TRANSPORTATION DIRECTOR AND CITY ENGINEER, AND IT'S MY PLEASURE TO ALSO HAVE WITH ME TODAY THE TRAFFIC SAFETY AND MOBILITY COMMISSIONER, VICE CHAIR BILL FOWLER, WHO WILL PROVIDE COMMISSIONER COMMENTS FOLLOWING MY REPORT. SO TONIGHT'S RECOMMENDED ACTION IS TO ACCEPT OUR SEMIANNUAL TRANSPORTATION REPORT, AND STAFF BEGAN WORKING, OR STAFF BEGAN PROVIDING THESE TWICE A YEAR UPDATES BACK IN 2018, AND THAT WAS IN DIRECT RESPONSE TO THE FACT THAT TRAFFIC HAS LONG BEEN AMONG THE TOP CONCERNS OF OUR RESIDENTS AND BUSINESSES, AND THE CITY COUNCIL WANTED TO MAKE SURE THAT WE'RE TRACKING OUR PROGRESS AND THAT THE COMMUNITY COULD LEARN ABOUT THE VARIOUS PROJECTS AND PROGRAMS WE ARE WORKING ON. TONIGHT, I WILL BRIEFLY HIGHLIGHT THE POLICIES THAT GUIDE THE CITY'S EFFORTS, THEN SPECIFIC PROJECTS ON HOW WE REDUCE SPEEDING THROUGH OUR STREET DESIGN, ADDRESSING COLLISION HOTSPOTS, AND REDUCING TRAFFIC CONGESTION THROUGH OUR TRAFFIC SIGNALS. IN 2015, THE CITY COUNCIL APPROVED AN UPDATED GENERAL PLAN, WHICH REFLECTS THE CHANGES IN STATE LAW FOR ROAD DESIGN. THE GENERAL PLAN RECOGNIZES THAT ONE SIZE DOES NOT FIT ALL WHEN IT COMES TO TRANSPORTATION. THE PLAN PUTS STREETS INTO DIFFERENT CATEGORIES, EACH WITH ITS OWN SET OF DESIGN GOALS. FOR EXAMPLE, STREETS THAT ARE MORE CONDUCIVE TO WALKING AND BIKING, SUCH AS THOSE IN THE VILLAGE AND ALONG THE COAST. PRIORITIZE SPEEDS WITH WIDER BIKE LANES AND SIDEWALKS. MAIN THOROUGHFARES LIKE EL CAMINO REAL OR PALOMAR AIRPORT ROAD PRIORITIZE VEHICLE TRAFFIC LOOKS LIKE THAT SLIDE'S NOT COMING UP SPEEDING HAS BECOME A BIGGER PROBLEM NATIONWIDE IN RECENT YEARS. AT THE LAST TRAFFIC SAFETY AND MOBILITY COMMISSION MEETING IN DECEMBER, THE POLICE DEPARTMENT SHARED THAT THE LATEST DATA ON INJURY COLLISIONS. SPEEDING REMAINS A TOP CAUSE, WHICH IS WHY WE HAVE BEEN MAKING CHANGES TO LOCAL ROADS AND THAT WILL SLOW DOWN TRAFFIC. THE CITY REGULARLY REPAVES STREETS TO KEEP THE SURFACE IN GOOD CONDITION, WHICH PROVIDES THE OPPORTUNITY TO CHANGE THE STRIPING TO MORE APPROPRIATE LANE WIDTHS, SUPPORTING LOWER SPEEDS. AS A PART OF THE SAFER STREETS TOGETHER PLAN, THE CITY COUNCIL AUTHORIZED ACCELERATING THE RESURFACING OF OUR MAJOR EAST WEST ROADWAYS. [01:15:05] THERE ARE NATIONAL INDUSTRY GUIDELINES FOR LANE WIDTHS, AND ALL OF OUR STREETS MEET THOSE STANDARDS EVEN AFTER THE LANE RESTRIPING. DESIGNING APPROPRIATE VEHICLE. LANE WAS ALSO RESULT IN LOWER LONG TERM MAINTENANCE COSTS FOR THE CITY'S PAVEMENT INFRASTRUCTURE AND CREATES A STEADIER, IMPROVED FLOW OF TRAFFIC WITH LESS DELAYS AT THE TRAFFIC SIGNALS, AND WE ACCOMPLISH THAT BY DE FACTO RIGHT HAND TURN LANE FOR THAT INCREASED SHARED CONFLICT ZONE AREA WITH THE BICYCLES. A COUPLE OF QUESTIONS HAVE COME UP ABOUT THE NEW STRIPING AND WHAT IT ACTUALLY MEANS. WE UNDERSTAND THERE'S AN ADJUSTMENT PERIOD, AND IT TAKES A WHILE FOR THE PUBLIC TO GET USED TO THESE CHANGES. EVEN AFTER THE RESTRIPING, THE RULES OF THE ROAD REMAIN THE SAME. WE, ALONG WITH MOST OTHER CITIES IN THE STATE, USE THE CALIFORNIA MANUAL UNIFORM TRAFFIC CONTROL DEVICES AS OUR STRIPING GUIDELINE AND STANDARD. THIS PROVIDES UNIFORMITY FOR THE DRIVERS, WHICH HELP DRIVERS RECOGNIZE THE DELINEATION AND SIGNS REGARDLESS OF WHICH CITY THEY'RE DRIVING IN. ON THIS SLIDE, WE SHOW THE STRIPED BUFFERED AREA THAT SEPARATES THE BIKE LANES FROM THE VEHICLE LANES PER THE CALIFORNIA VEHICLE CODE, THESE BUFFER AREAS ARE STRIPED MEDIANS, WHICH ARE NOT TO BE DRIVEN ON BY VEHICLES EXCEPT WHEN VEHICLES ARE ENTERING A DRIVEWAY OR WHEN THE VEHICLES ARE MOVING TO THE RIGHT TO ALLOW EMERGENCY RESPONDING VEHICLES TO PASS WHEN THEY'RE IN ROUTE. THAT TRIANGULAR MARKINGS THAT LOOK LIKE SHARK'S TEETH DESIGNATE YIELD LINES FOR CARS TO YIELD TO PEDESTRIANS IN CROSSWALKS. ON THIS SLIDE, WE SHOW THE PAVEMENT LEGENDS DELINEATING THE RAISED SPEED TABLES OR IN OTHER CASES, HUMPS, CUSHIONS OR CROSSWALKS. THE DASHED LINES AND THE BUFFERED AREAS AGAINST THE EDGE LINE OF THE PARKING AREA DELINEATE THE DOOR ZONES, WHICH HELP BICYCLISTS RIDE IN A SAFER POSITION IN THE BIKE LANE. THE DASHED GREEN PAINT AREA IS DESIGNATED SHARED TRANSITIONAL AREAS, WHERE CARS CAN YIELD TO BICYCLISTS, ENTER AND THEN TURN RIGHT. WORK IS ALMOST DONE ON MOST OF THE STREETS. THE RECENT RAINY WEATHER AND COLD TEMPERATURES DELAYED SOME OF THE RESURFACING, AND ALL THE WORK IS ANTICIPATED TO BE COMPLETED OVER THE NEXT SEVERAL MONTHS. THE CITY HAS FOCUSED ITS SAFETY IMPROVEMENTS ON AREAS WITH THE HIGHEST RATE OF INJURY COLLISIONS. TOP. AMONG THESE IS CARLSBAD BOULEVARD FROM TAMARACK AVENUE TO THE CITY'S NORTHERN BORDER. SINCE THE LAST REPORT, IMPROVEMENTS TO THE CROSSWALK IN FRONT OF THE ARMY NAVY ACADEMY HAVE BEEN COMPLETED AND CONSTRUCTION IS UNDERWAY FOR THE FIVE ADDITIONAL ENHANCED CROSSWALKS AT OAK, SYCAMORE, MAPLE, CHERRY, AND HEMLOCK AVENUES. YOU MIGHT REMEMBER THAT UPGRADED CROSSWALKS ALONG THE COAST SEVERAL YEARS AGO. THIS NEXT ROUND OF IMPROVEMENTS WILL BUILD ON THE SAFETY FEATURES ALREADY THERE. ALLEVIATING TRAFFIC CONGESTION REMAINS A TOP PRIORITY FOR THE CITY'S TRANSPORTATION DEPARTMENT. ONE WAY TO DO THAT IS TO ADJUST THE TRAFFIC SIGNAL TIMING BASED ON TRAFFIC CONDITIONS. OVER THE PAST SIX MONTHS, WE'VE MADE MORE IMPROVEMENTS USING THE BLUETOOTH DEVICES AND IMPROVED ACCESS TO THE NEW HIGH SPEED FIBER. BLUETOOTH READERS ARE ATTACHED TO THE TRAFFIC SIGNALS AT 37 OF THE CITY'S BUSIEST INTERSECTIONS. THESE ARE AN ADVANTAGE BECAUSE THE BLUETOOTH TECHNOLOGY CAN HELP ESTIMATE THE FLOW OF TRAFFIC BETWEEN TRAFFIC SIGNALS AND ALERT STAFF IF THERE'S UNEXPECTED SLOWING. FOR EXAMPLE, IF THERE IS A DELAY WHERE CARS ARE WAITING AT LIGHTS LONGER THAN NORMAL, STAFF CAN ADJUST THE TIMING SIGNAL TIMING IN AN AREA TO GET THE CARS MOVING AGAIN, AND WE COULD DO THAT IN OUR OFFICE OR ACTUALLY ANYWHERE WHERE WE HAVE WI-FI. THIS SCREENSHOT IS AN EXAMPLE OF WAIT TIMES AT POINSETTIA LANE AND AVIARA PARKWAY. STAFF WERE ALERTED THAT THE WAIT TIME HAD INCREASED, WHICH IS SHOWN IN THAT SPIKE ON THE GRAPH AND WE ADJUSTED THE TIMING TO ADD MORE GREEN TIME AND GOT CARS MOVING AGAIN. WE CONTINUE TO COORDINATE WITH CALTRANS, WHO CONTROL THE TRAFFIC SIGNALS NEAR THE FREEWAY ON RAMPS AND OFF RAMPS. IT'S BENEFICIAL TO HAVE CALTRANS SIGNALS COORDINATED WITH THE CITY SIGNALS. IT HELPS MOVE THE CARS MORE EFFICIENTLY THROUGH THE CITY. THE SIGNAL AT POINSETTIA LANE AND I-5 DOES NOT HAVE THE ABILITY TO BE PROGRAMED AT THIS TIME, BUT STAFF IS WORKING WITH CALTRANS TO SEE IF THAT ONE THAT INTERSECTION INTERCHANGE CAN BE COORDINATED AS WELL, AND A NEW AGREEMENT APPROVED BY THE CITY COUNCIL IN DECEMBER WITH UBIQUITI, A COMMUNICATIONS INFRASTRUCTURE COMPANY THAT WILL PROVIDE ACCESS TO ADDITIONAL HIGH SPEED FIBER. [01:20:05] THERE'S SUCH A HIGH VOLUME OF DATA BEING TRANSMITTED THAT REPLACING THE WIRELESS CONTROLLED SIGNALS WITH THE HIGH SPEED FIBER CONNECTIONS WILL CREATE MORE RELIABLE SERVICE AND INCREASE CAPABILITIES OF THE SIGNALS THEMSELVES. TONIGHT, I HIGHLIGHT JUST A FEW OF OUR PROJECTS AND YOUR STAFF REPORT. IN YOUR AGENDA PACKET. YOU'LL SEE WE HAVE A LIST OF OTHER HIGHLIGHTS FROM THE TRANSPORTATION TEAM. IT MIGHT IT WAS AN IMPORTANT EVENT, BUT FOLLOWING THAT, SOME HARD WORK HAD TO BE DONE AND DELINEATING ALL THE THINGS THAT WOULD BE REQUIRED TO ADDRESS THE ISSUES BROUGHT ABOUT THAT BROUGHT ABOUT THE TRAFFIC, UH EMERGENCY. SO IT WAS, AS IT WERE, WHERE THE RUBBER MEETS THE ROAD, IF YOU'LL EXCUSE THE POOR METAPHOR THERE BUT THE PROJECTS HAVE A LOT OF MOVING PARTS, AND THEY'RE COMPLEX. THEY REQUIRE DESIGN DECISIONS, BUT BUDGETING DECISIONS, SCHEDULING DECISIONS AND ALL OF THAT KIND OF THING, AND IN THE END, MOST OF THE PROJECTS AND SO FAR AS I KNOW, MAYBE ALL OF THE PROJECTS COME THROUGH THE TRAFFIC SAFETY AND MOBILITY COMMISSION FOR OUR CONSIDERATION AND RECOMMENDATION AND WHAT HAS BEEN APPROVED. YOU HAVE RECEIVED, AND I THINK, BY AND LARGE, BEEN APPROVED BY THE CITY COUNCIL, AND THE ONE THAT I AM INTERESTED IN, I FIND THE MOST INTERESTING, AND MAYBE IT'S SORT OF A FLAGSHIP PROJECT WAS THE RESTRIPING AS MR. FRANK DESCRIBED, AND IT'S ONE THAT IS INTERESTING BECAUSE NO STREET THAT GETS STRIPED GETS STRIPED OVERNIGHT. I MEAN, IT IS A PAINFUL, LONG PROCESS IN WHICH PEOPLE RUMINATE OVER THE LACK OF PROGRESS, AND WHAT ARE THE LINES MEAN? WHAT ARE THESE WEIRD THINGS THAT HAVE GOTTEN PAINTED THAT THEN THEY LEAVE AND THREE WEEKS LATER SOME MORE LINES GET PUT ON THERE. IT'S JUST THE NATURE OF THE WAY THOSE THINGS ARE DONE, AND IT INVITED SKEPTICISM IN THE COMMUNITY. I KNOW, BECAUSE I READ FACEBOOK EVERY DAY, AND THERE WAS BEGINNING TO BE A LOT OF COMMENTS AND ANXIETY ABOUT, WELL, HOW COULD THIS BE? WHAT IS OR HOW IS IT REALLY GOING TO BE CONFIGURED? AND I BEGAN TO BE SKEPTICAL MYSELF, EVEN THOUGH WE HAD PRESENTATIONS AND DETAILED DRAWINGS AND EXPLANATIONS ABOUT HOW THE STRIPING WOULD WORK, AND YET WHEN THE RUBBER MEETS THE ROAD, YOU. IT'S HARD TO MAP THE REALITY TO WHAT WE WERE LISTENING TO SITTING IN THE CHAIRS THAT YOU'RE SITTING IN RIGHT NOW AND I WAS SO SKEPTICAL. IN FACT, I CALLED MR. KIM OF STAFF AND EXPRESSED SOME RESERVATIONS ABOUT SOME OF THE THINGS THAT WERE HAPPENING ALONG CARLSBAD VILLAGE DRIVE AND HE REMINDED ME, BY THE WAY, YOU DID VOTE TO APPROVE IT UNANIMOUSLY, I MIGHT ADD. HE MIGHT ADD HE DIDN'T AND I APPRECIATE THAT, OF COURSE, BUT WE WALKED THROUGH IT AND HE ASSURED ME THAT THESE THINGS WERE ALL FOR THE GOOD, AND THAT WHEN IT WAS ALL DONE, IT WOULD TURN OUT FINE. SO IT GOT TO THE POINT WHERE IT WAS ALMOST ALL DONE, AND I TOOK MY BICYCLE OUT, RODE ON CARLSBAD VILLAGE, DRIVE DOWN COLLEGE TO CANNON, TO EL CAMINO REAL, UP TAMARACK AND BACK ONTO COLLEGE, CARLSBAD VILLAGE DRIVE, AND AFTER THE RIDE, I HAVE TO SAY THAT I WAS TOTALLY CONVINCED THAT IT WAS ALL GOOD. THE FACT OF THE MATTER IS, I WAS MUCH MORE COMFORTABLE RIDING MY BICYCLE, ESPECIALLY MOVING UP TAMARACK AND THE RESTRIPING OF THE ON CARLSBAD VILLAGE DRIVE BETWEEN TAMARACK AND PONTIAC VASTLY IMPROVED THE EXPERIENCE, AND EVEN SUBSEQUENT TO THAT, WHEN I WAS DRIVING IN MY CAR ON THOSE STREETS, I DIDN'T NOTICE ANY SIGNIFICANT DIFFERENCE IN THE [01:25:06] WAY I COULD GET ABOUT IN THE CAR. SO I THINK THIS IS REALLY, IN MY MIND, AN UNQUALIFIED SUCCESS, AND THE FACT THAT I COULD, EVEN AFTER I APPROVED IT AND HAD SOME MISUNDERSTANDINGS ABOUT WHAT THE STRIPING WOULD BE. MR. KIM PATIENTLY AND VERY POLITELY WALKED ME THROUGH ALL OF THE THINGS THAT THE STRIPING WAS GOING TO DO AND HOW IT WOULD WORK, AND I GAVE IT ANOTHER CHANCE AND TESTED IT AND FOUND THAT WAS THE WAY IT WAS, THAT IT WORKED AND SO THIS IS THE WAY OUR TRAFFIC COMMISSION WORKS. WE RECOGNIZED IT WAS ACTUALLY ONE OF THE CITY'S LARGER RESURFACING EFFORTS, SO WE HAD HOPED IT WOULD GO MORE SEAMLESS. OUR CONSTRUCTION MANAGEMENT INSPECTION GROUP WAS ON THE CONTRACTORS REPORTS AND THEIR SCHEDULING. UNFORTUNATELY, WE DO NOT CONTROL THEIR ACTIONS. SO WE DID TAKE STEPS TO TRY AND MINIMIZE THE DELAY. SO I MADE THE DECISION TO FOREGO THAT AREA AND PLAN IT OUT REALLY THOROUGHLY, PUT TOGETHER SUPER DIFFICULT SPECS, NOT DIFFICULT, I SHOULD SAY. VERY THOROUGH SPECS FOR THE TEAM TO FOLLOW WHERE WE COULD ADDRESS THAT IN THE FUTURE WHEN NEEDED.
