I'M EXCITED TO READ THIS PROCLAMATION, AND I'LL GO AHEAD AND INVITE UP JILL MCMONAGLE AND BEN CHURCHILL TO THE PODIUM.

I WILL READ THE PROCLAMATION FROM THE CITY OF CARLSBAD AND THEN INVITE JILL TO SAY A FEW WORDS.

AND I THINK SHE'S GOT A PROGRAM HERE OF FOLKS TO TO CALL OUT.

BUT I'LL GO AHEAD AND READ THE PROCLAMATION FIRST TO YOU.

THIS IS THE PROCLAMATION FOR THE GREAT KINDNESS CHALLENGE, JANUARY 22ND TO 26, 2024.

WHEREAS THE GREAT KINDNESS CHALLENGE WAS CREATED AND LAUNCHED IN CARLSBAD IN 2012 BY KIDS FOR PEACE, A GLOBAL NONPROFIT THAT IS BUILDING A WORLDWIDE COMMUNITY OF KIND, COMPASSIONATE AND EMPOWERED YOUNG PEOPLE.

AND WHEREAS, THE GREAT KINDNESS CHALLENGE IS ONE WEEK DEDICATED TO STUDENTS PERFORMING AS MANY ACTS OF KINDNESS AS POSSIBLE USING A PROVIDED CHECKLIST.

AND WHEREAS THE GREAT KINDNESS CHALLENGE BEGAN WITH THREE CARLSBAD PUBLIC SCHOOLS AND HAS NOW EXPANDED TO ALL 50 STATES AND 115 COUNTRIES WITH 20 MILLION STUDENTS PARTICIPATING.

AND WHEREAS, KIDS FOR PEACE IS HONORED TO UNITE ALL CARLSBAD SCHOOLS AND THE COMMUNITY IN THE SPIRIT OF KINDNESS, UNITY AND RESPECT.

NOW THEREFORE, I COUNCIL MEMBER TERESA ACOSTA, ON BEHALF OF THE CITY COUNCIL, DO HEREBY PROCLAIM JANUARY 22ND TO 26, 2024, AS THE GREAT KINDNESS CHALLENGE WEEK IN THE CITY OF CARLSBAD.

OUR AMAZING SUPERINTENDENT HERE IN CARLSBAD.

THE THREE SCHOOLS THAT THE GREAT [INAUDIBLE] STARTED WITH ARE HOPE, KELLY AND JEFFERSON ELEMENTARY.

THEY SET IN MOTION, JUST IN CASE YOU DIDN'T HEAR IT, OVER 45,000 SCHOOLS NOW 20 MILLION STUDENTS.

AND IT STARTED RIGHT HERE IN CARLSBAD.

WE ARE SO PROUD TO BE ABLE TO BE PART OF THIS.

WE'RE SO GRATEFUL TO CALL CARLSBAD THE KINDNESS CAPITAL OF THE WORLD.

HOPEFULLY YOU HAVE SEEN THE KINDNESS MATTERS ART INSTALLATION AT THE STRAWBERRY FIELDS, AND THAT WAS MADE BY ALL 15 CARLSBAD SCHOOLS.

WE'RE ALL COMING TOGETHER BECAUSE KINDNESS MATTERS.

AND BEFORE I READ THE PROCLAMATION, I JUST WANT TO SAY THAT BLACK HISTORY MONTH ISN'T JUST A TIME TO REFLECT ON THE STRUGGLES AND TRIUMPHS OF THE PAST, BUT ALSO A REMINDER OF THE ENDURING CONTRIBUTIONS THAT HAVE SHAPED NOT ONLY OUR PRESENT AND WILL CONTINUE TO INFLUENCE OUR FUTURE.

SO WITH THAT, I'LL GO AHEAD AND READ OUR PROCLAMATION.

WHEREAS THE CITY OF CARLSBAD JOINS AMERICANS THROUGHOUT THE COUNTRY IN RECOGNIZING FEBRUARY 2024 AS BLACK HISTORY MONTH.

AND WHEREAS BLACK HISTORY MONTH RECOGNIZES AND PAYS TRIBUTE TO THE ACCOMPLISHMENTS THAT BLACK PEOPLE HAVE MADE TO OUR COMMUNITY AND ACKNOWLEDGE PAST AND PRESENT STRUGGLES FOR FREEDOM, EQUALITY AND EQUITY OF THE BLACK COMMUNITY.

AND WHEREAS, THE 2024 NATIONAL THEME FOR THE OBSERVANCE OF BLACK HISTORY MONTH IS AFRICAN AMERICAN AND THE ARTS TO RECOGNIZE ARCHITECTURAL, CULTURAL, LITERARY, PERFORMING, AND TECHNOLOGICAL WORKS.

AND WHEREAS THE CITY OF CARLSBAD CONTINUES TO STRIVE TO BE AN INCLUSIVE ENVIRONMENT IN WHICH ALL ARE RESPECTED AND RECOGNIZED FOR THEIR EFFORTS IN OUR COMMUNITY, THE STATE, THE COUNTRY AND THE WORLD.

IT IS THIS SEAMLESS THREAD OF INNOVATIONS THAT CAPTURES THE AMERICAN SPIRIT, THEREBY ENHANCING OUR LIVES.

AND ALTHOUGH UNDER EXTREME PRESSURES FROM DISCRIMINATION AND HUMILIATIONS, AFRICAN AMERICANS STILL STRIVED AND EMBRACED DEMOCRACY.

IT IS THIS VERY DISTINCTION THAT WE RECOGNIZE THIS DAY OF PROCLAMATION.

DURING BLACK HISTORY MONTH, I AM REMINDED OF MY TIME IN ELEMENTARY SCHOOL, WHEN EVERY YEAR IN MUSIC CLASS WE WOULD TAKE TIME OUT TO SING.

YOUNG, GIFTED AND BLACK.

TWO WEEKS AGO, I THINK YOU TALKED A LOT ABOUT THE BEACHES, AND SO I WAS REALLY HAPPY TO SEE THAT.

I HAVE ATTENDED ALL OF THE CITY OF OCEANSIDE BEACH, WORKSHOPS AND MOSTLY THE OCEANSIDE CITY COUNCIL, MOST RECENTLY THE OCEANSIDE CITY COUNCIL MEETING LAST WEDNESDAY WHERE THE COUNCIL CHOSE A SAND RETENTION PILOT PROJECT.

I COMMEND THE CITY OF OCEANSIDE FOR ADDRESSING THE LACK OF SAND ON THEIR BEACHES AND THE NEAR FUTURE EROSION IMPACTS TO THEIR BEACHES CAUSED BY STORM SURGES, EL NINO STORMS AND SEA LEVEL RISE.

I'M ALSO SUPPORTIVE OF THEIR EFFORTS TO FUND POTENTIAL PROJECTS.

WITH THE MANY GRANTS AVAILABLE TO CALIFORNIA COASTAL CITIES FROM FEDERAL, STATE AND LOCAL GOVERNMENT.

I ALSO COMMEND THE CITY OF OCEANSIDE TO HOLD PUBLIC WORKSHOPS THAT HAVE BEEN ATTENDED BY HUNDREDS OF OCEANSIDE RESIDENTS.

I WAS REALLY HAPPY TO SEE THAT EVERY TIME IT WAS FILLED WITH IT WAS STANDING ROOM ONLY.

SO MANY PEOPLE IN OCEANSIDE ARE CONCERNED ABOUT THEIR BEACHES.

AND THEY INCLUDED THE RESIDENTS IN A MEANINGFUL WAY.

ALL ALONG THE JOURNEY OF CHOOSING A SAND RETENTION PROJECT, THE STAKEHOLDERS FEEDBACK SOUGHT BY THE CITY WAS THE RESIDENTS.

PRIMARILY. IT WASN'T KIND OF A HANDPICKED FEW OF PEOPLE, OF HOTEL OWNERS AND BUSINESSES, BUT THE CITY SOUGHT INPUT FROM THE RESIDENTS OF OCEANSIDE.

AS FOR THE PILOT PROJECT CHOSEN, THE JURY, CHOSEN BY THE JURY.

MUCH REMAINS UNKNOWN ABOUT ANY IMPACTS THE PILOT SAND RETENTION PROJECT WILL HAVE ON OUR SAND IN CARLSBAD.

THE IDEA THAT SAND FLOW IS COMPLICATED AND CAN'T BE PREDICTED HAS BEEN PERVADED IN THE BEACH MEETINGS.

RESEARCH AND HISTORY HAS SHOWN THAT THE MAJORITY OF SAND MOVING THROUGH THE AREA FLOWS SOUTH.

THE 2012 SANDAG REGIONAL SAND REPLENISHMENT PROJECT SHOWED THAT SAND PLACE IN OCEANSIDE ENDED UP IN CARLSBAD.

I AM HERE TO PRESENT THE FISCAL YEAR 2023-24 UPDATES TO THE WORK PLANS AND THE REPORT OF ACCOMPLISHMENTS FOR FISCAL YEAR 22-23 FOR THE LIBRARY, BOARD OF TRUSTEES AND THE ARTS COMMISSION.

THESE ARE THE TWO, BOARDS AND COMMISSIONS THAT ARE SUPPORTED BY THE LIBRARY AND CULTURAL ARTS DEPARTMENT.

I SERVE AS THE STAFF LIAISON FOR THE LIBRARY BOARD OF TRUSTEES, AND RIGHT NOW AS THE INTERIM STAFF LIAISON FOR THE ARTS COMMISSION.

WHILE WE ARE, OUT OUR ART CULTURAL ARTS MANAGER.

ALSO HERE THIS EVENING WITH ME ARE TWO DEDICATED VOLUNTEERS SERVING ON THE BOARD AND THE COMMISSION.

WE HAVE THE VICE CHAIR OF THE LIBRARY BOARD OF TRUSTEES, BILL SCHEFFLER.

AND THE CHAIR OF THE ARTS COMMISSION, BARBARA CHUNG.

THE MUNICIPAL CODE, GUIDES THAT ALL BOARDS AND COMMISSIONS ARE, PRESENT THEIR WORK PLANS ANNUALLY TO CITY COUNCIL. AND THIS ALSO INCLUDES A REPORT OF WORK DONE IN THE PRIOR YEAR.

SO THE RECOMMENDED ACTION AT THE END OF THE PRESENTATION IS TO ADOPT TWO RESOLUTIONS APPROVING THE WORK PLANS FOR FISCAL YEAR 2023-24 AND THE REPORT OF WORK COMPLETED FOR FISCAL YEAR 22-23.

AS NOTED ALSO IN THE STAFF REPORT, I WILL BE SHARING THE HIGHLIGHTS HERE AND THE FULL REPORT IS IN THE STAFF REPORT.

I'LL START WITH THE LIBRARY BOARD OF TRUSTEES.

ITS MISSION IS PRIMARILY TO ADVISE CITY COUNCIL REGARDING LIBRARY SERVICES.

THE LIBRARY BOARD ALSO SERVES AS A LIAISON FROM THE COMMUNITY TO THE STAFF.

THE BOARD STAYS UPDATED ON CURRENT SERVICES AND TECHNOLOGIES TO BEST SERVE IN THAT ROLE.

DURING RECENT YEARS, THE TRUSTEES HAVE ASKED QUESTIONS AND SHARED IDEAS THAT HAVE COME FROM THE COMMUNITY, INCLUDING RELAUNCHING OUR STREAMING SERVICES IN FISCAL YEAR 22-23.

AS THEY DO MOST YEARS, THEY REVIEWED AND APPROVED THE ANNUAL REPORT SUBMITTED TO THE CALIFORNIA STATE LIBRARY.

THIS IS A MANDATED REPORT.

ALL PUBLIC LIBRARIES IN CALIFORNIA ARE REQUIRED TO COMPLETE IT.

THE DATA IS THEN PROVIDED BACK TO US, AND WE ARE ABLE TO LOOK AT OTHER LIBRARIES AND SEE THEIR DATA.

MOST THINGS ARE NOT APPLES TO APPLES AND ORANGES TO ORANGES, BUT, THIS REPORT EVERY YEAR, GENERATES A LOT OF COMMENTS AND QUESTIONS AND DEEP DIVES INTO THE SERVICES PROVIDED BY THE LIBRARY.

ONE OF THE OTHER MAJOR THINGS THAT THEY DID THIS YEAR WAS APPROVE A FIVE YEAR UPDATE TO OUR COLLECTION DEVELOPMENT POLICY.

THIS GUIDES PURCHASES AND ACQUISITIONS, BOTH OF PRINT AND DIGITAL ITEMS THAT ARE IN THE COLLECTION FOR THE COMMUNITY TO CHECK OUT.

THEY HEARD OF SEVERAL PRESENTATIONS THIS LAST YEAR.

INCLUDING, LIKE I SAID, ON THE STREAMING SERVICES AFTER WE LAUNCHED THEM, A LITTLE BIT OF A HOW TO WHICH THEN WAS INCORPORATED INTO A FOLLOW UP PRESENTATION HERE TO THE CITY COUNCIL.

THEY HEARD FROM VARIOUS WORK GROUPS LIKE CARLSBAD HISTORY AND GENEALOGY.

THEY HEARD ABOUT SPECIFIC PROGRAMS LIKE CARLSBAD READS TOGETHER AND SUMMER READING, AND THEY ALSO HEARD A TIMELY PRESENTATION ON THE FREEDOM TO READ AND INTELLECTUAL FREEDOM.

GOING FORWARD, THEY WILL ONCE AGAIN TAKE A DIVE INTO THE STATE LIBRARY SURVEY.

AND WE HAVE SEVERAL POLICIES THAT WILL BE UPDATING THIS YEAR IN ADDITION TO THE FIVE YEAR COLLECTION DEVELOPMENT POLICY THAT WILL COME BEFORE THEM.

AND THOSE ARE SOME OF THE PRIMARY THINGS THAT THEY'RE LOOKING FORWARD TO DOING, OR ARE ACTIVELY ENGAGED IN ALREADY THIS YEAR.

NEXT I WILL MOVE ON TO THE ARTS COMMISSION.

LIKE THE LIBRARY BOARD OF TRUSTEES, IT IS ADVISORY TO CITY COUNCIL.

IT HAS A GROUP OF SEVEN ACTIVE COMMISSIONERS WHO ARE PASSIONATE ABOUT THE ARTS IN CARLSBAD.

THEY SERVE AS AMBASSADORS TO THE COMMUNITY AND FOCUSING ON ARTS AND CULTURE.

THE COMMISSION PROVIDES ASSISTANCE AND GUIDANCE RELATED TO THE CITY SERVICES OF ARTS, PROGRAMING, PUBLIC ART AND ARTS EDUCATION AND MAKES RECOMMENDATIONS TO CITY COUNCIL ABOUT THAT.

SOME OF THE ACCOMPLISHMENTS IN FISCAL YEAR 2223, INCLUDING RECEIVING SOME OF THOSE UPDATES AT THEIR MONTHLY MEETINGS, WHICH HAS BEEN INCREASED FROM IN RECENT YEARS, SUPPORTING THE COMMUNITY ARTS GRANTS, OVER $100,000 PER YEAR IS DISTRIBUTED TO LOCAL ARTS GROUPS, SCHOOLS, ARTISTS, AND OTHER NONPROFITS IN THE CARLSBAD COMMUNITY.

THE APPLICATION PERIOD FOR THE 2425 GRANT CYCLE WILL OPEN NEXT WEEK.

ALSO AN ACCOMPLISHMENT.

LAST YEAR, THE ARTS COMMISSION SUPPORTED THE UPDATE OF THE GUIDING ORDINANCE.

THE MUNICIPAL CODE, CHAPTER 2.18.

THEY ALSO SUPPORTED, PARTICIPATION IN THE AMERICANS FOR THE ARTS, ECONOMIC AND PROSPERITY STUDY, FOR WHICH YOU RECEIVED A COUNCIL MEMO UPDATE LAST NOVEMBER.

LOOKING FORWARD, THEY ARE CONTINUING TO SUPPORT IN THE GRANTS PROCESS.

THEY'RE WORKING ON ATTENDANCE AT CITY AND COMMUNITY BASED ARTS EVENTS, SERVING ON RELEVANT COMMITTEES AND SUBCOMMITTEES.

ONE OF THE THINGS THAT IS COMING UP, WE HAVE A LOT OF PUBLIC ART PROJECTS COMING, AND THEY'RE ARTS COMMISSIONERS ASSIGNED TO SUPPORT THOSE PUBLIC ART PROJECTS.

ON THE SUBCOMMITTEES, USUALLY AT LEAST AT LEAST TWO COMMISSIONERS ON EACH ONE.

AND THAT PROCESS IS GUIDED BY THE ART AND PUBLIC PLACES, THE PROJECTS THAT MOST RECENTLY, WE'VE JUST SELECTED THE ARTIST FOR THE CHESTNUT AVENUE I-5 UNDERCROSSING.

THAT'S WORKING WITH SANDAG AND CALTRANS, AS WELL AS SOME OF OUR CITY STAFF HERE.

THE TRAFFIC CIRCLE AT PINE AND HARDING WILL HAVE, PUBLIC ART ON IT, AS WELL AS VETERANS MEMORIAL PARK.

THAT INCLUDES, CONCLUDES MY PRESENTATION, AND I WOULD LIKE TO INVITE LIBRARY BOARD OF TRUSTEES VICE CHAIR BILL SHEFFLER TO COME AND MAKE SOME COMMENTS ABOUT HIS SERVICE ON THE LIBRARY BOARD.

I WAS APPOINTED TO THIS BOARD ABOUT TWO YEARS AGO AND PARTICIPATED AS THE BOARD'S REPRESENTATIVE ON THE GROWTH MANAGEMENT COMMITTEE, AND WAS PREVIOUSLY EMPLOYED BY THE LIBRARY FROM 1962 TO 66.

THE LIBRARY BOARD HAS IS AN IMPORTANT REPRESENTATIVE FOR THE STAKEHOLDERS IN THIS CITY.

MY FOCUS HAS BEEN TO WATCH THE CITY'S PRESENT FINANCIAL PATH, ESPECIALLY CONSIDERING THE DECLINING TAX AND PERMIT REVENUES FROM DEVELOPERS AND OTHER BUSINESS ENTITIES THAT HAVE HISTORICALLY SUPPORTED THE CITY'S BUDGET.

MY OBJECTIVE IS TO RESPONSIBLY PRESERVE THE LIBRARY'S SERVICES, PROGRAMS AND STAFF AS THESE CONDITIONS UNFOLD.

IN MY OPINION, SUZANNE AND HER STAFF HAVE CONSISTENTLY DELIVERED SERVICES FOR WHICH CARLSBAD CAN BE JUSTIFIABLY PROUD.

FIVE YEARS AGO, CITY COUNCIL APPROVED THE ARTS AND CULTURE MASTER PLAN.

THIS TEN YEAR PLAN CONTAINS 49 ACTION ITEMS AND IS FORWARD THINKING IN ITS APPROACH.

THE ARTS COMMISSION WHOLEHEARTEDLY SUPPORTS THE GOALS OF THIS AMBITIOUS DOCUMENT, AND IS PROUD THAT CARLSBAD IS TAKING ITS PLACE AMONG THE MANY US CITIES THAT RECOGNIZE THE ARTS, CULTURE AND CREATIVE SECTORS AS FUNDAMENTAL TO THEIR CITY AND INTEGRAL TO A STRONG QUALITY OF LIFE.

AS PART OF SUPPORTING BOTH THE ARTS AND CULTURE MASTER PLAN AND THE ARTS COMMISSION'S ANNUAL WORK PLAN, ARTS COMMISSIONERS CONTINUED TO SERVE ON RELEVANT COMMITTEES, INCLUDING THE GROWTH MANAGEMENT CITIZENS COMMITTEE, WHICH PRESENTED ITS REPORT TO CITY COUNCIL IN JULY 2023, AND THE PUBLIC ART ADVISORY SUBCOMMITTEE, WHICH SELECTED AN ARTIST TEAM FOR THE CHESTNUT AVENUE UNDERPASS PUBLIC ART PROJECT AT A SPECIAL MEETING HELD LAST MONTH.

SPEAKING OF PUBLIC ART IN PARTICULAR, THEN CULTURAL ARTS MANAGER RICHARD SCHULTZ SAID AT THE APRIL 2023 ARTS COMMISSION MEETING THAT WE'RE RAISING THE VISIBILITY OF PUBLIC ART AND SHOWING THE COMMUNITY WHAT'S POSSIBLE.

ANOTHER AREA WHERE ARTS COMMISSION IS SHOWING THE COMMUNITY WHAT'S POSSIBLE IS BY PARTICIPATING IN THE COMMUNITY ARTS GRANT APPROVAL PROCESS, WHERE OVER 100,000 IS AWARDED ANNUALLY TO COMMUNITY BASED ARTS ORGANIZATIONS AND EDUCATIONAL INSTITUTIONS.

THE PERFORMANCES AND EXHIBITIONS THAT HAVE COME ABOUT AS A RESULT OF THESE GRANTS HAVE CONTRIBUTED TO THE VITALITY OF OUR COMMUNITY.

ARTS COMMISSIONERS WERE DELIGHTED TO ATTEND MANY OF THESE EVENTS, AS WELL AS THOSE SPONSORED BY THE CULTURAL ARTS DEPARTMENT.

AS A MEANS OF BECOMING BETTER INFORMED ABOUT ISSUES RELATING TO ARTS AND CULTURE.

IN CARLSBAD, THE ARTS COMMISSION REQUESTED UPDATES FROM CULTURAL ARTS STAFF MEMBERS, TWO OF WHOM PRESENTED AT THE ARTS COMMISSION DECEMBER 2023 MEETING.

LOOKING BEYOND OUR CITY AS FIRST TIME PARTICIPANTS IN THE AMERICANS FOR THE ARTS, ARTS, ECONOMIC AND PROSPERITY STUDY, THE CITY OF CARLSBAD RECEIVED AN IMPRESSIVE AMOUNT OF REGIONAL AND NATIONAL DATA ON THIS TOPIC.

THE INITIAL REVIEW OF THE DATA GENERATED SUPPORTS THE IDEA THAT A CULTURALLY THRIVING COMMUNITY IS DIRECTLY RELATED TO ECONOMIC GROWTH.

ARTS COMMISSIONERS LOOK FORWARD TO RECEIVING A SET OF TALKING POINTS IN ORDER TO SHARE THE RESULTS OF THIS STUDY WITH COMMUNITY MEMBERS AND STAKEHOLDERS IN THE FUTURE.

AS THE CHIEF SAID, TODAY'S PRESENTATION IS GOING TO COVER CRIME STATS, CRIME TRENDS, THE POLICE DEPARTMENT'S RESPONSE TO THOSE CRIME TRENDS, TECHNOLOGY IN THE FUTURE, AND THE IMPORTANCE OF COMMUNITY COLLABORATION.

THE CARLSBAD POLICE DEPARTMENT CONSISTENTLY MONITORS CRIME STATS AND CRIME TRENDS TO PREVENT, DETER AND FIGHT CRIME AND TO GIVE THE COMMUNITY TIMELY INFORMATION FOR THE PUBLIC SAFETY AND OVERALL QUALITY OF LIFE.

IN OCTOBER OF LAST YEAR, SANDAG PUBLISHED A BULLETIN ON CRIME IN THE SAN DIEGO REGION AT MID-YEAR 2023.

SANDAG AND ITS AUTOMATED REGIONAL JUSTICE INFORMATION SYSTEM, KNOWN AS ARGUS, HAVE NOT YET RELEASED THEIR 2023 REPORT ON CRIME IN OUR REGION, WITH DATA FROM THE LAST SIX MONTHS OF THE YEAR. HOWEVER, DATA FROM SANDAG SHOWS THAT THE NUMBER OF REPORTED CRIMES IN SAN DIEGO COUNTY, INCLUDING CARLSBAD, WAS DOWN BY 8% IN THE FIRST SIX MONTHS OF 2023 COMPARED TO 2022, AND 13% LOWER THAN IN 2021.

WHILE THE NUMBER OF REPORTED CRIMES IS DOWN ACROSS THE COUNTRY, THERE'S A WIDESPREAD PUBLIC PERCEPTION THAT CRIME HAS BEEN INCREASING.

YOU CAN SEE IN THIS SLIDE THAT CRIME RATES AT MID-YEAR 2023 ARE LOWER ACROSS THE COUNTY COMPARED TO MID-YEAR 2022.

SPECIFICALLY, IN THE CITY OF CARLSBAD, CRIMES AGAINST PERSONS WAS DOWN BY 19%.

EXAMPLES OF THESE CRIME TYPES INCLUDE ASSAULT AND RAPE.

CRIMES AGAINST PROPERTY IN CARLSBAD WAS DOWN 15%.

EXAMPLES OF THESE CRIME TYPES INCLUDE BURGLARY, VANDALISM, AND MOTOR VEHICLE THEFT.

CRIMES AGAINST SOCIETY IN CARLSBAD WAS DOWN BY 12%.

EXAMPLES OF THESE CRIME TYPES INCLUDE DRUG OFFENSES AND PROSTITUTION.

THE POLICE DEPARTMENT FOCUSED ON THE FOLLOWING REGIONAL CRIME TRENDS IN 2023 ORGANIZED RETAIL THEFT, RESIDENTIAL BURGLARIES, FENTANYL OVERDOSES, CATALYTIC CONVERTER THEFT, AND GHOST GUNS.

WHILE THE POLICE DEPARTMENT HAS DONE EXTENSIVE WORK ON EACH OF THESE TRENDS TO INCLUDE INCREASED TRAINING FOR OFFICERS IN RELATION TO NARCOTIC OVERDOSES, LEADING COUNTYWIDE INITIATIVES FOR CATALYTIC CONVERTER AND ORGANIZED RETAIL THEFT.

AN IMMENSE AMOUNT OF INVESTIGATIVE WORK FOR THE RESIDENTIAL BURGLARIES TO INCLUDE UNDERCOVER INVESTIGATIONS, PARTNERING WITH OUR LOCAL, REGIONAL AND FEDERAL PARTNERS, AND COLLABORATION WITH OUR AFFECTED COMMUNITY MEMBERS.

I WANTED TO DIVE IN A BIT ON THE RESPONSE TO THE FOLLOWING TRENDS.

FIRST OFF, GHOST GUNS.

THE INCREASING USE OF GHOST GUNS IN THE REGION AND ACROSS THE NATION POSES A MAJOR THREAT TO LAW ENFORCEMENT AND TO THE PUBLIC.

AS YOU KNOW, OUR DEPARTMENT WAS INVOLVED IN TWO OFFICER INVOLVED SHOOTINGS IN 2023, AND BOTH OF THOSE SHOOTINGS, THE OFFENDERS POSSESSED GHOST GUNS.

THESE FIREARMS ARE MANUFACTURED OUTSIDE OF THE TRADITIONAL SUPPLY CHAIN, DO NOT HAVE SERIAL NUMBERS, AND CANNOT BE TRACKED BY LAW ENFORCEMENT.

GIVEN THIS CRIME TREND AND THE TWO SHOOTINGS INVOLVING GHOST GUNS, THE POLICE DEPARTMENT RECOGNIZED THE NEED TO FOCUS ON SEIZING THESE FIREARMS. THE DEPARTMENT'S CRIME SUPPRESSION TEAM HAS BEEN TASKED WITH PROACTIVE WORK TO SEIZE ILLEGAL FIREARMS AND ARREST THE INDIVIDUALS WHO POSSESS OR ARE DISTRIBUTING THEM.

THE DEPARTMENT ALSO ESTABLISHED AN AD HOC TASK FORCE WITH OTHER NORTH COUNTY POLICE AGENCIES, AS WELL AS ATF, TO COLLABORATE ON ENFORCEMENT ACTIONS AND INTELLIGENCE REGARDING THESE WEAPONS.

THIS TASK FORCE IS INTENDED TO BE A PROACTIVE EFFORT TO SEIZE THESE ILLEGAL GUNS.

IN THE LAST THREE YEARS, THE DEPARTMENT HAS CONFISCATED 42 GHOST GUNS.

THE NEXT TREND IS FENTANYL OVERDOSES.

IN 2021, THE POLICE DEPARTMENT SAW A TOTAL OF 115 DRUG OVERDOSES, SIX OF THOSE BEING FATAL, WITH THE MAJORITY OF THEM BEING FENTANYL RELATED.

TO ADDRESS THE SPIKE IN OVERDOSES, THE DEPARTMENT CHANGED THE POLICY FOR OVERDOSE INVESTIGATIONS TO REQUIRE A DETECTIVE TO BE CALLED IN TO ASSIST IF THEY ARE JUVENILE

RELATED OR THERE IS A DEATH.

THE DEPARTMENT ALSO STARTED USING THE OVERDOSE DETECTION MAPPING APPLICATION KNOWN AS OD MAP.

IT PROVIDES NEAR REAL TIME SUSPECTED OVERDOSE DATA ACROSS JURISDICTIONS, INCLUDING A MAPPING TOOL TO SUPPORT PUBLIC SAFETY AND PUBLIC HEALTH EFFORTS SO THAT AGENCIES CAN MOBILIZE AN IMMEDIATE RESPONSE TO A SUDDEN INCREASE IN OVERDOSE EVENTS.

THE DEPARTMENT ALSO PURCHASED NARCAN, A LIFESAVING MEDICATION USED TO REVERSE AN OPIOID OVERDOSE, AND TRAINED ALL OFFICERS ON ITS USE IN 2022.

THE POLICE DEPARTMENT RECORDED A DROP IN OVERDOSES, WITH A TOTAL OF 66 FROM THE 115 THE YEAR PRIOR.

FIVE OF THE 66IN 2022 WERE FATAL.

IN 2023, THE DEPARTMENT SAW A TOTAL OF 38 OVERDOSES, WITH 11 OF THOSE BEING FATAL.

THE OVERDOSES HAVE TRENDED DOWNWARD.

NEXT IS THE BURGLARY TREND.

WE'VE SEEN A SPIKE IN RESIDENTIAL BURGLARIES IN THE LATTER HALF OF 2023.

MANY OF THESE BURGLARIES ARE ASSOCIATED WITH A GROUP WHO HAVE A VERY SPECIFIC M.O.

OF TARGETING AFFLUENT HOMES THAT ARE NEAR GREENBELTS OR OPEN FIELDS.

THEY USUALLY ENTER IN THE EVENING HOURS THROUGH THE REAR SLIDERS OR THE SECOND STORY WINDOWS, AND ARE PRIMARILY STEALING JEWELRY, CASH AND DESIGNER HANDBAGS.

I'D LIKE TO HIGHLIGHT A RECENT CASE THAT INVOLVED A RESIDENTIAL BURGLARY IN DECEMBER, BUT ALSO AS A SUCCESS STORY INVOLVING OUR LICENSE PLATE READER SYSTEM, COLLABORATION WITH THE RESIDENTS, AND A SUCCESS.

DUE TO THE IMMENSE AMOUNT OF INTENSIVE INVESTIGATIVE WORK THAT TOOK PLACE.

THE ORIGINAL CALLERS REPORT WAS REPORTED AS SUSPICIOUS CIRCUMSTANCES BY A NEIGHBOR WHO WAS REPORTED, WHO REPORTED UNKNOWN MALES IN HIS NEIGHBOR'S DRIVEWAY WITH A VERY INATTENTIVE NEIGHBOR WHO PROVIDED A LICENSE PLATE AND A VIDEO OF THE SUSPECT VEHICLE.

INVESTIGATORS WERE ABLE TO USE THE DEPARTMENT'S LICENSE PLATE READER SYSTEM TO DIG INTO INFORMATION THAT WOULD HELP US ID THE VEHICLE.

IN THE MEANTIME, THE POLICE DEPARTMENT'S DETECTIVE BUREAU HELD A COMMUNITY MEETING WITH THE AFFECTED NEIGHBORS HOA GROUP TO HAVE FACE TO FACE COLLABORATION WITH THE RESIDENTS.

THE DEPARTMENT PROVIDED INFORMATIONAL SAFETY TIPS VIA SOCIAL MEDIA AND VIA FLIER ON THE TRENDS DETECTIVES WERE OBSERVING AND HOW TO PROTECT YOUR HOME.

THE DEPARTMENT PUT TOGETHER AN OVERTIME DETAIL FOR OFFICERS TO WORK IN THE EVENING HOURS, IN ORDER TO CONDUCT PROACTIVE ENFORCEMENT AND TO BE HIGHLY VISIBLE AND TARGETED AREAS.

DETECTIVES PATROLLED IN UNMARKED VEHICLES AND UTILIZED THEIR SURVEILLANCE TRAILER, AND THE DETECTIVES BEGAN WORKING WITH LOCAL, STATE AND FEDERAL PARTNERS TO GATHER INTELLIGENCE ON OTHER CASES WHERE SUSPECTS HAD BEEN APPREHENDED.

A LITTLE OVER A MONTH LATER, DUE TO THE COLLABORATION WITH THE NEIGHBORHOOD, THE USE OF TECHNOLOGY AND MULTIPLE DEPARTMENT RESOURCES, AND THE EXTENSIVE COORDINATION BY OUR INVESTIGATORS, OFFICERS WERE ABLE TO APPREHEND THREE SUSPECTS COMING OUT OF A HOME AFTER THE COMMISSION OF A BURGLARY AND PLACED THEM UNDER ARREST.

THESE SUSPECTS ARE STILL IN CUSTODY, AND THIS IS AN ONGOING, INTENSE INVESTIGATION, ALONG WITH ITS CRIME ANALYSIS AND RESPONSE MODEL AND THE MULTIPLE DATABASE SOFTWARES THAT ASSIST IN DETERRING, INVESTIGATING AND SOLVING CRIMES, THE DEPARTMENT HAS FOUND LICENSE PLATE READERS TO BE A VITAL PIECE OF TECHNOLOGY.

WE HAVE MANY EXAMPLES THAT HIGHLIGHT THE BENEFITS OF USING THE LPR SYSTEM TO ADDRESS CRIME TRENDS, BUT HERE ARE TWO ADDITIONAL EXAMPLES OF THEIR SUCCESS.

FIRST IS AFTER A LICENSE PLATE READER SPOTTED A STOLEN VEHICLE, OFFICERS LOCATED THE VEHICLE OCCUPIED A FEW MILES AWAY AND LOCATED A LOADED GHOST GUN UNDER THE PASSENGER SEAT. THE SUSPECTS WERE ARRESTED, POTENTIALLY PREVENTING FUTURE CRIMES FROM OCCURRING.

THE SECOND WAS A STUDENT IN DECEMBER OF THIS PAST YEAR, WAS WALKING HOME FROM A LOCAL SCHOOL WHEN SHE WAS STRUCK BY A VEHICLE AS SHE WAS CROSSING THE STREET.

THE SUSPECT FLED, BUT A WITNESS WAS ABLE TO PROVIDE A DESCRIPTION OF THE VEHICLE AND THE DRIVER, IN CONJUNCTION WITH THE LPR SYSTEM AND SURVEILLANCE FOOTAGE THAT CAPTURED A PHOTO OF THE VEHICLE LEAVING THE AREA.

THE DRIVER, WHO WAS ON PROBATION AND HAD A LENGTHY CRIMINAL HISTORY, WAS LOCATED AND ARRESTED FOR FELONY HIT AND RUN.

THE CARLSBAD POLICE DEPARTMENT IS CONSISTENTLY LOOKING FOR INNOVATIVE WAYS TO FIGHT CRIME AND TECHNOLOGY, CONTINUES TO EVOLVE AND ASSIST POLICE DEPARTMENTS TO WORK PROACTIVELY AND IN REAL TIME RATHER THAN REACTIVELY.

THIS IS EXTREMELY IMPORTANT GIVEN THE EVER INCREASING NEED TO BE MORE STRATEGIC AND EFFICIENT WITH THE RESOURCES THAT WE HAVE.

ONE TECHNOLOGICAL IMPROVEMENT THE DEPARTMENT IS EXPLORING IS TO CREATE WHAT IS KNOWN AS A REAL TIME CRIME CENTER.

WITH THE SAFETY OF OUR OFFICERS AND THE COMMUNITY IN MIND.

THE CORE FUNCTION OF A REAL TIME CRIME CENTER IS DATA GATHERING, ANALYSIS AND INFORMATION SHARING TO AID IN DECISION MAKING AND RESPONSE COORDINATION.

THE POLICE DEPARTMENT IS IN THE PRELIMINARY STAGES OF RESEARCHING THAT.

TECHNOLOGY IS OUT THERE TO MAKE OUR CITY SAFER, AND TO DETER THE CRIMINAL ELEMENT FROM TARGETING OUR RESIDENTS AND OUR BUSINESSES.

AND FINALLY, WE AT THE POLICE DEPARTMENT VIEW OUR COMMUNITY AS ACTIVE PARTNERS IN REPORTING AND PREVENTING CRIME.

THE NEWLY FORMED COMMUNITY POLICE ENGAGEMENT COMMISSION IS INTENDED TO WORK COLLABORATIVELY WITH THE POLICE DEPARTMENT TO PROVIDE ADVICE, SUPPORT AND RECOMMENDATIONS RELATING TO CURRENT OR NEWLY CONSIDERED POLICIES AND PROGRAMS WITH AN OVERARCHING GOAL OF BUILDING TRUST AND FOSTERING STRONG POLICE COMMUNITY RELATIONS.

WHILE THE POLICE DEPARTMENT BEGINS THE NEXT STEPS OF RESEARCHING INNOVATIVE TECHNOLOGY, THE COMMUNITY POLICE ENGAGEMENT COMMISSION WILL PLAY AN IMPORTANT ROLE.

IT IS ALSO VITALLY IMPORTANT FOR THE POLICE DEPARTMENT TO BALANCE PRIVACY CONCERNS WITH THE ADOPTION AND IMPLEMENTATION OF NEW TECHNOLOGY.

THE POLICE DEPARTMENT, IN CONJUNCTION WITH THE CITY'S COMMUNICATION AND ENGAGEMENT DEPARTMENT, PLANS TO CONDUCT A COMMUNITY SURVEY TO ASSESS HOW SAFE RESIDENTS FEEL IN THE COMMUNITY, HOW SATISFIED THEY ARE WITH THE POLICE DEPARTMENT, AND HOW COMFORTABLE RESIDENTS ARE WITH THE DEPARTMENT'S FUTURE ADOPTION OF INNOVATIVE TECHNOLOGY.

AND I KNOW THE COUNCIL IS REALLY PROUD OF THE WORK THAT OUR HOT TEAM DOES.

SURE. OUR HOT TEAM IS STAFFED SEVEN DAYS A WEEK, AND THEY PRIMARILY ARE OUT ADDRESSING CALLS SPECIFIC TO HOMELESS, RELATED ISSUES.

SO IF WE GET A CALL FOR SERVICE OF A HOMELESS PERSON THAT IS EITHER CAUSING A DISTURBANCE OR IT'S CRIME RELATED, THEY WILL RESPOND, BUT THEY ALSO ARE PROACTIVELY GOING OUT AND LOOKING FOR WAYS TO OFFER RESOURCES TO PEOPLE THAT ARE EXPERIENCING HOMELESSNESS IN OUR CITY.

AND THEY WILL DO EVERYTHING FROM, TRYING TO GET THEM INTO REHAB, TAKING THEM TO GET AN ID CARD SO THAT THEY CAN ACCESS RESOURCES, AND TRYING TO DO EVERYTHING THEY CAN TO BRIDGE THE GAP SO THAT THEY CAN GET OFF THE STREETS AND LIVE A BETTER LIFE.

AND THEY'RE SPECIALLY TRAINED TO FOR THAT ASSIGNMENT.

RIGHT. TO BE ON THE TEAM? THAT IS TRUE. RIGHT.

I REMEMBER WHEN I DID MY HOT TEAM RIDE ALONG, AND WE ALSO COLLABORATED CLOSELY WITH THE SOCIAL WORKER.

THE CITY COUNCIL BEGAN BY CONSIDERING THE NINE CORE VALUES OF THE CARLSBAD COMMUNITY VISION, AND YOU FOCUSED ON FIVE KEY GOAL AREAS TO ADDRESS OVER THE NEXT FIVE YEARS.

THOSE INCLUDE COMMUNITY, CHARACTER, QUALITY OF LIFE AND SAFETY, SUSTAINABILITY AND THE NATURAL ENVIRONMENT, ECONOMIC VITALITY, ORGANIZATIONAL EXCELLENCE AND FISCAL HEALTH. AND FOR EACH GOAL, THE CITY COUNCIL IDENTIFIED A SET OF STRATEGIC OBJECTIVES, PRIORITY PROJECTS, CORE SERVICES, AND KEY PERFORMANCE INDICATORS THAT WOULD GUIDE THE CITY AND HELP US GAUGE OUR PROGRESS TOWARD ADDRESSING THE COMMUNITY'S HIGHEST PRIORITIES.

THE CITY COUNCIL ALLOCATES THE RESOURCES NEEDED TO ADVANCE THOSE PRIORITIES EACH YEAR THROUGH THE ANNUAL CITY BUDGET PROCESS, AND TONIGHT, WE'RE SEEKING CITY COUNCIL FEEDBACK AND DISCUSSION TO HELP INFORM STAFF AS WE DEVELOP THE PRELIMINARY BUDGET PROPOSAL FOR FISCAL YEAR 2024 THROUGH 2025.

WHILE YOU'LL HAVE OPPORTUNITIES TO MAKE SPECIFIC PROJECT LEVEL FUNDING DECISIONS DURING YOUR BUDGET DELIBERATIONS, TODAY'S DISCUSSION IS REALLY TO IDENTIFY ANY AREAS WHERE YOU'D LIKE TO SEE ADJUSTMENTS IN TERMS OF PRIORITIZATION AS WE PLAN THE WORK TO BE COMPLETED IN THE COMING YEAR.

SO THIS EVENING, CITY COUNCIL IS NOT BEING ASKED TO AUTHORIZE APPROPRIATIONS, BUT AGAIN, RATHER TO PROVIDE DIRECTION ON THE OBJECTIVES AND ACTIONS ASSOCIATED WITH EACH OF THE STRATEGIC PLANS. FIVE GOALS.

STAFF WILL THEN TAKE THAT DIRECTION AND INCORPORATE IT INTO THE BUDGET PROCESS, SIMILAR TO HOW IT'S BEEN DONE IN PREVIOUS FISCAL YEARS.

MANY PRIORITY PROJECTS IN THE STRATEGIC PLAN ARE IN FACT CAPITAL AND DIGITAL INVESTMENT PROJECTS.

WHILE WE'RE STILL IN THE PLANNING AND DEVELOPMENT PHASE FOR THE BUDGET, CITY COUNCIL WILL BE ABLE TO WEIGH IN MORE HEAVILY DURING THE PRELIMINARY BUDGET PRESENTATION ON MAY 21ST.

WE WILL ALSO BE HOLDING A COMMUNITY BUDGET WORKSHOP ON MAY 23RD FOR MEMBERS OF THE PUBLIC TO PROVIDE THEIR INPUT AND FEEDBACK ON BOTH THE PRELIMINARY OPERATING AND CAPITAL BUDGETS, EVEN AS IT APPLIES TO THE STRATEGIC PLAN BEFORE, OF COURSE, FINAL ADOPTION SCHEDULED FOR JUNE 18TH.

WE DID WANT TO PROVIDE SOME FOUNDATIONAL CONTEXT REGARDING THE CITY'S FINANCES.

BEFORE WE GET INTO THE HEART OF THE STRATEGIC PLAN AND ITS UPDATE.

OVER THE LAST FEW YEARS, THE CITY, LIKE MANY HAVE FACED, HAS FACED A NUMBER OF ECONOMIC AND FINANCIAL CHALLENGES FROM THE COVID 19 PANDEMIC, UNPRECEDENTED INFLATIONARY INCREASES, SUPPLY CHAIN ISSUES AND GEOPOLITICAL CONFLICT, ALL OF WHICH SINCE 2020 HAVE BEEN EXPERIENCED AT VARYING DEGREES.

HERE IS A LOOK AT THE GENERAL FUND'S FIVE YEAR FORECAST THAT WAS PRESENTED TO THE CITY COUNCIL DURING THE DEVELOPMENT OF THE FISCAL YEAR 22-23 BUDGET.

AT THAT TIME, WE WERE IN A UNIQUE SITUATION WHEREBY INFLATION WAS AT SIGNIFICANTLY HIGH LEVELS.

THE CITY WAS STILL UNSURE HOW ITS PRIMARY REVENUE SOURCES WOULD BE IMPACTED, AND ALSO FULLY RECOVER FROM THE IMPACTS OF THE PANDEMIC.

THIS FORECAST HAD APPLIED CONSERVATIVE ASSUMPTIONS ON BOTH THE REVENUE AND EXPENDITURE SIDE, ALL OF WHICH RESULTED IN IN A PROJECTED DEFICIT BEGINNING IN FISCAL YEAR 2526. FAST FORWARD TO OCTOBER OF 2023.

THIS WAS THE LAST TIME THAT STAFF HAD PRESENTED THE GENERAL FUND FORECAST TO THE CITY COUNCIL, AND WE SAW AT THAT TIME THAT THE FUTURE DEFICIT HAD BEEN PUSHED OUT THREE YEARS UNTIL FISCAL YEAR 28-29.

AND WE TALKED ABOUT THE REASONS BEHIND THIS POSITIVE SHIFT.

GENERAL FUND REVENUE SOURCES LIKE SALES TAX AND TRANSIENT OCCUPANCY TAX REVENUES HAD THRIVED DURING THE INFLATIONARY PERIOD, WHICH WAS SUSTAINED BY CONSUMER DEMAND, ALSO HAVING TWO FULL FISCAL YEARS OF BUDGET REDUCTION EFFORTS THAT WERE DIRECTED BY THE CITY MANAGER ACHIEVED NEARLY $5 MILLION IN ONGOING EXPENDITURE REDUCTIONS.

SO TO SUMMARIZE, THE CITY IS CURRENTLY IN A VERY STRONG FISCAL CONDITION, ALTHOUGH THE LINES ARE PROJECTED TO CROSS IN FISCAL YEAR 28-29.

AND WE CONTINUALLY TRY TO MANAGE THE STRUCTURAL DEFICIT, GENERAL FUND RESERVES HAVE NEVER BEEN HEALTHIER.

THE FISCAL YEAR 24-25 BUDGET DEVELOPMENT WILL CARRY ON AND, AS MENTIONED, WILL INCORPORATE ANY FEEDBACK AND DIRECTION FROM THE CITY COUNCIL THIS EVENING, AS WELL AS ANY NECESSARY BUDGET ADJUSTMENTS ASSOCIATED WITH THE STRATEGIC STRATEGIC ACTIONS.

AT THIS POINT, I WILL TURN IT OVER TO DAVID GRAHAM TO GO THROUGH THE STRATEGIC PLAN UPDATE.

WE'RE REPORTING AND A LOT IS HAPPENING AND THAT'S HAPPENING REGULARLY.

ATTACHED TO THE ITEM TONIGHT ARE TWO DOCUMENTS.

ONE IS THE SNAPSHOT IN TIME AND THAT'S THE ORIGINAL STRATEGIC PLAN.

BUT MORE IMPORTANTLY, BUILDING UPON THAT IS A STRATEGIC ACTIONS UPDATE, WHICH ARE ALL THE THINGS THAT ARE EITHER IN PROGRESS OR HAVE OCCURRED.

TO IMPLEMENT YOUR STRATEGIC PLAN, THERE ARE 116 DIFFERENT STEPS THAT HAVE OCCURRED THAT ARE CONTAINED THERE.

IT'S A MIX OF COUNCIL ACTIONS, DEPARTMENTAL WORK, AND WE HAVE BUILT SOME DIGITAL TOOLS TO HELP DEPARTMENTS BE ABLE TO REPORT THIS OUT AND REPORT IT TO THE PUBLIC.

LIKE TO GIVE SOME SPECIAL ATTENTION TO THE STRATEGIC PLAN WORKING GROUP THAT'S REALLY BEEN KEY IN GATHERING INFORMATION, REPORTING OUT INFORMATION AND PUTTING THAT ON BOTH THE DASHBOARD, BUT THEN COLLECTING THE REPORT THAT YOU HAVE TODAY.

THE STRATEGIC PLAN DASHBOARD IS A BEST IN CLASS GOVERNMENT ACCOUNTABILITY AND EFFICIENCY SOLUTION THAT WE'VE DEVELOPED HERE IN CARLSBAD.

SO IS OUR PLAN SITTING ON THE SHELF? NO, YOUR PLAN IS VERY ACTIVE.

AND IN JUST A LITTLE OVER A YEAR AND A HALF, WE HAVE TAKEN ACTION ON ALL OF THE OBJECTIVES, ALL 28 OBJECTIVES, AND COMPLETED FIVE OF THEM WITHIN THE STRATEGIC PLAN.

REALLY, BY ANY MEASURE, AS YOU LOOK AT THIS AND YOU BEGIN TO PAY ATTENTION TO WHERE WE ARE WITH OUR OBJECTIVES, THERE'S BEEN SIGNIFICANT MOVEMENT BOTH IN THE STRATEGIC ACTIONS, BUT ALSO IN WHAT WE WOULD CALL THE PRIORITY PROJECTS.

THOSE ARE SPECIFIC PROJECTS THAT MIGHT BE A MIX OF DIGITAL CAPITAL OR OTHER PROJECTS THAT HAVE STARTED OR ARE ONGOING, AND THE MAIN PLACE TO WEIGH IN ON THOSE WOULD BE DURING THE CAPITAL IMPROVEMENT PROGRAM.

AS YOU CAN SEE, A SIGNIFICANT AMOUNT OF WORK HAS BEEN DONE AND WE WILL TAKE THE NEXT COUPLE OF MINUTES TO DIG INTO THOSE VARIOUS GOALS AND THE OBJECTIVES UNDERNEATH THEM, SO YOU CAN SEE WHAT THE HIGHLIGHTS ARE OF THE STATUS OF THE PLAN.

FIRST IS THE COMMUNITY CHARACTER GOAL WHEN IT COMES TO MAINTAINING CARLSBAD UNIQUE COMMUNITY CHARACTER AND CONNECTEDNESS, WE ARE MOVING FORWARD.

THE CITY'S FUTURE REALLY RELIES ON MANAGING GROWTH.

THAT'S A HALLMARK OF CARLSBAD AND AROUND 40 COMMUNITY MEMBERS AND THEIR ALTERNATES.

ON THE CARLSBAD TOMORROW CITIZENS COMMITTEE COMPLETED RECOMMENDATIONS FOR OUR FUTURE.

STAFF WILL PRESENT A SCOPE OF WORK ON WHAT'S NEXT FOR THE GROWTH MANAGEMENT PLAN UPDATE THIS SPRING.

ON OBJECTIVE 1.2, THE CITY COUNCIL PASSED OBJECTIVE DESIGN STANDARDS AND COMPLETED THIS GOAL FOR BOTH MULTIFAMILY HOUSING AND THE VILLAGE AND BARRIO MASTER PLAN.

THE CONTINUED IMPLEMENTATION OF THOSE OBJECTIVE DESIGN STANDARDS ARE WHAT'S NEXT? WHEN YOU LOOK AT AFFORDABLE HOUSING IN OBJECTIVE 1.3, THERE ARE A SLEW OF ACTIONS THE CITY COUNCIL HAVE TAKEN TO SUPPORT IT, INCLUDING CHANGES TO OUR CODE, PRE-APPROVED ADU PLANS AND THE HOUSING REZONE PROGRAM.

THOSE ARE ALL A PART OF TRYING TO IMPLEMENT THE HOUSING ELEMENT, WHICH RUNS BEYOND THIS EXISTING STRATEGIC PLAN FROM 2021 TO 2029, AND THAT REALLY WILL DRIVE THE OBJECTIVE HERE AND COMPLETING THIS ONE.

WHEN WE LOOK AT THE CONCEPT OF LOWERING THE RAILROAD TRACKS IN THE VILLAGE, STAFF HAS PARTICIPATED WITH SANDAG AND NORTH COUNTY TRANSIT DISTRICT ON A NUMBER OF DIFFERENT TOURS AND ANALYSIS ON WHAT THAT WOULD TAKE.

THIS SPRING, THEY'LL BE TOURING SOME ADDITIONAL TRENCH PROJECTS.

AND THE DELIVERABLE THAT YOU'LL SEE, THERE IS A DRAFT THREE PARTY MOU THAT WILL COME TO THE CITY COUNCIL FOR YOUR CONSIDERATION AND APPROVAL.

WHEN WE LOOK AT REALLY THE COMMUNITY CULTURE HERE AND WHAT IS IMPORTANT TO THE FOLKS IN CARLSBAD, OUR OFFERINGS ARE REALLY NEXT TO NONE.

OVER 4000 PROGRAMS LAST FISCAL YEAR WERE DELIVERED BY OUR LIBRARY AND CULTURAL, ARTS AND PARKS AND RECREATION DEPARTMENTS.

AND THEN WHAT YOU'LL SEE IN EACH OF THESE GOALS OR OBJECTIVES IS ONE PARTICULAR OBJECTIVE THAT SAYS, IMPLEMENT THE RELATED PLANS ASSOCIATED WITH IT.

THIS COUNCIL APPROVES QUITE A FEW MASTER PLANS, AND SO TAKING EVERY SINGLE ONE OF THOSE ACTIONS AND IDENTIFYING THEM WOULD REALLY HAVE US HERE ALL NIGHT.

SO THERE'S NINE PLANS FOR THIS PARTICULAR OBJECTIVE THAT ARE BEING IMPLEMENTED.

BUT SIGNIFICANT ACTION DID OCCUR WITH THE PARKS AND RECREATION MASTER PLAN, WITH THAT UPDATE BEING APPROVED BACK IN SEPTEMBER.

MOVING ON TO QUALITY OF LIFE AND SAFETY.

THERE HAS BEEN SIGNIFICANT MOVEMENT TO PRIORITIZE THE SAFETY AND WELL-BEING OF OUR COMMUNITY, AND TWO OBJECTIVES ARE ACTUALLY FULLY COMPLETE.

LAST YEAR, THE CITY COUNCIL APPROVED AND ADOPTED THE HOMELESS ACTION PLAN, AND IN JUNE OF THIS YEAR, STAFF WILL PRESENT A REPORT ON THE PLAN AND ITS IMPLEMENTATION TO THE CITY COUNCIL. SIGNIFICANT MOVEMENT TO ADDRESS HOMELESS.

WITH THIS PLAN, REALLY FOCUSING ON SHELTER AND HOUSING, OUTREACH AND ACCESS TO SERVICES AND PUBLIC SAFETY.

ONCE AGAIN, YOU'VE COMPLETED THIS ONE BY ESTABLISHING THE COMMUNITY POLICE ENGAGEMENT COMMISSION, WHICH HAS BEEN MEETING SINCE ITS ESTABLISHMENT AND IS IN THE MIDDLE OF WORKING ON DEVELOPING THEIR WORK PLAN FOR THE YEAR.

TODAY, THE FIRE DEPARTMENT NOW HAS REAL TIME DYNAMIC SYSTEM THAT MAPS, ANALYZES AND VISUALIZES DATA THAT WE BUILT IN-HOUSE FOR THEM, WITH DIRECTION AND SUPPORT FROM THE FIRE DEPARTMENT AND EXPERTS IN THAT SPACE, AND THAT IS ALLOWING THEM TO REPOSITION UNITS TO MAKE DECISIONS TO BOTH MAKE OPERATIONAL AND AGILE DECISIONS, BUT LONG TERM ONES AS WELL, REDUCING OVERALL OUR RESPONSE TIMES, BUT ALSO IMPROVING SERVICE IN THOSE WAYS.

AT THE SAME TIME. THE COMMUNITY HAS A BIG PART OF THIS WITH THE COMMUNITY RISK REDUCTION WORK THAT IS ALSO OCCURRING.

A BETTER INFORMED PUBLIC THAT RELATES TO SAFETY AND PUBLIC SAFETY IS ONE THAT ALSO HELPS TO KEEP OUR COMMUNITY SAFE.

STAFF HAVE RESEARCHED THE CLIMATE ADAPTATION AND SUSTAINABILITY PLAN, LOOKING AT WHAT OTHER JURISDICTIONS DO AND GUIDANCE, AND THEY'RE CONTINUING THAT RESEARCH AND WILL DETERMINE FUTURE ACTIONS.

AS FAR AS TRANSFORMING ROADWAYS TO REDUCE GHG GAS GREENHOUSE GAS EMISSIONS, YOU'LL SEE THAT THAT IS IN TANDEM WITH THE PREVIOUS OBJECTIVE UNDER THE IDEA OF PUBLIC SAFETY, WHERE TOGETHER, THE SUSTAINABLE MOBILITY PLAN IS NOT ONLY CREATING A SAFE PLACE FOR WALKING AND BIKING, BUT THAT ALSO CONTRIBUTES TO GREENHOUSE GAS REDUCTIONS FOR THE CITY.

MOVING ON TO OUR EFFORTS RELATED TO ELECTRIC VEHICLES, BOTH IN OUR FLEET AND ALSO IN CHARGING, WE'VE ADDED EV CHARGING CAPACITY.

WE HAVE ALSO INSTALLED EV CHARGING AT THE FLEET STATION, AND WE HAVE 96 HYBRID OR ELECTRIC VEHICLES WITH MORE ON THE WAY.

SOME NEXT STEPS HERE ARE THAT ADDING ADDITIONAL EV LEVEL THREE EV CHARGING BY THE END OF 2024, AND POTENTIALLY EXPANDING CHARGING AT THE STATE STREET PARKING LOT.

WE ALSO ARE HELPING OUR SMALL BUSINESSES, STARTUPS AND ENTREPRENEURS, AND WE HAVE REALLY SOLIDIFIED OUR PLACE WITH THAT PARTICULAR GROUP.

I MEAN, THEY'RE JUST TRYING TO RUN A BUSINESS AND WE HAVE A NEW PROGRAM PROVIDING RESOURCES DIRECTLY TO THEM TO HELP THEM START A BUSINESS, GET A BUSINESS GOING AND INTERACT WITH THE CITY OF CARLSBAD.

AND FINALLY ORGANIZATIONAL EFFICIENCY AND FISCAL HEALTH.

REGIONALLY, THE LEAGUE OF CALIFORNIA CITY, SAN DIEGO COUNTY DIVISION HAS A MEETING COMING UP ON MONDAY.

AND, I THINK THE OTHER ONES ARE LATER IN THE MONTH AFTER OUR NEXT COUNCIL MEETING.
