ITEM NUMBER ONE IS A PROCLAMATION OF A STORM RELATED LOCAL EMERGENCY FOR REPAIR OF THE SLOPE BETWEEN EL CAMINO REAL AND TRIESTE DRIVE.

AND MEGAN, OUR PRESENTATION TODAY IS OUR TRANSPORTATION DIRECTOR, TOM FRANK, TOM.

GREAT. THANK YOU SIR.

GOOD AFTERNOON, MAYOR AND CITY COUNCIL.

MY NAME IS TOM FRANK AND I'M THE TRANSPORTATION DIRECTOR AND CITY ENGINEER.

AND THE RECOMMENDED ACTION FOR THIS REPORT IS TO ADOPT A RESOLUTION RATIFYING THE DIRECTOR OF EMERGENCY SERVICES, PROCLAMATION OF A STORM RELATED EMERGENCY FOR THE REPAIRS OF THE SLOPE BETWEEN EL CAMINO REAL AND TRIESTE DRIVE.

THE SUBJECT SLOPE AREA BETWEEN EL CAMINO REAL AND TRIESTE DRIVE, GENERALLY BEHIND THE BACKYARDS OF THE FOUR RESIDENTS SHOWN IN THIS PROJECT, LIMIT GRAPHIC ON YOUR ON THE SLIDE HAS EXPERIENCED SOIL MOVEMENT.

THE CITY HAS A CAPITAL IMPROVEMENT PROJECT TO REPAIR THE SLOPE.

HOWEVER, THE RECENT SEVERE STORMS HAVE CREATED ADDITIONAL FISSURES IN THE SOIL THAT NEED TO BE REPAIRED QUICKLY.

THE PROJECT INVOLVES A SLOPE AND HOMES THAT WERE CONSTRUCTED IN 1975.

DUE TO THE UNEXPECTED WATER INTRUSION, THE SLOPE EXPERIENCED MOVEMENT IN 2020.

THE RAINFALL EVENTS OVER 2023 AND 2024 WET SEASON HAVE EXASPERATED THE SITUATION, CAUSING ADDITIONAL WATER TO ENTER THE SLOPE AND CAUSE ADDITIONAL MOVEMENT.

TO ADDRESS THE EMERGENCY, A SERIES OF SLOPE STABILITY PINS AND GRADING ACTIVITIES ARE PROPOSED TO ASSIST STABILIZING THE SLOPE TO PREVENT FURTHER MOVEMENT UNTIL A PERMANENT REPAIR CAN BE COMPLETED.

HERE ARE A FEW RECENT PICTURES OF THE SLOPE AREA, WITH THE PICTURE ON THE LOWER RIGHT TAKEN FROM EL CAMINO REAL, LOOKING EAST TOWARDS THE PROJECT.

THE CITY HAS THE ABILITY TO DECLARE A LOCAL EMERGENCY UNDER MUNICIPAL CODE CHAPTER 6.04 AND DECLARATION OF LOCAL EMERGENCY MUST BE RATIFIED WITH BY THE CITY COUNCIL WITHIN SEVEN DAYS.

THE DECLARATION OF LOCAL EMERGENCY INCLUDES THAT IMMEDIATE REPAIR.

REPAIRS ARE NEEDED.

THE CURRENT PROJECT ESTIMATE IS BETWEEN $500,000 TO $750,000.

THE EMERGENCY WORK WILL BE COMPLETED CONCURRENT WITH THE LARGER SLOPE REPAIR THAT IS UNDERWAY, WHICH IS CURRENTLY IN THE DESIGN AND ENVIRONMENTAL REVIEW PHASE.

AND THAT CONCLUDES MY PRESENTATION.

AND AGAIN, THE RECOMMENDED ACTION FOR THIS REPORT IS TO ADOPT THE SUBJECT RESOLUTION RATIFYING THE THE DIRECTOR OF EMERGENCIES PROCLAMATION. QUESTIONS FROM COUNCIL.

WE'RE ALWAYS LOOKING FOR GRANT OPPORTUNITIES AND WHERE WE CAN GET ADDITIONAL FUNDING.

THIS IS IN MY DISTRICT, AND I KNOW IT'S SOMETHING TOP OF MIND FOR YOUR DEPARTMENT, SO I WANTED TO THANK YOU FOR JUST TRYING TO RENDER THIS IN A SUFFICIENT MANNER AND IN A SUFFICIENT TIME FRAME.

I THINK IT'S REALLY IMPORTANT FOR THOSE RESIDENTS UP ON THE HILL, AND WE KNOW THAT THERE'S BEEN SIGNIFICANT DAMAGE THERE FROM THE RECENT RAINS.

SO I JUST WANTED TO SAY THANK YOU AND HOPEFULLY THIS WILL BE RESOLVED FINALLY.

WE KNOW WITH THE WEATHER EVENTS THAT WE'VE BEEN HAVING RECENTLY, A LOT OF CITIES IN SOUTHERN CALIFORNIA HAVE BEEN SUFFERING, AND WE HAVEN'T AS MUCH AS MOST OTHERS.

BUT WHEN WE DO HAVE AN ISSUE, OUR STAFF BRING IT TO US IMMEDIATELY AND WE TAKE CARE OF BUSINESS.

I ALSO WANTED TO ADD TO THE MAYOR'S COMMENT ABOUT FINDING FUNDING ELSEWHERE.

THERE WILL BE CLIMATE RESILIENCY FUNDING COMING DOWN FROM THE STATE SOON, SO HOPEFULLY WE'RE PREPARED FOR THAT AND WE CAN TAKE ADVANTAGE OF THAT MONEY WHEN IT BECOMES AVAILABLE THANKS.
