AND REGARDING THE HEALTH IMPACT OF LEADED FUEL, WHICH HARMS SO MUCH OUR CHILDREN IN TERMS OF NEUROLOGICAL BEHAVIOR DISORDERS AND MANY OTHER THINGS.

AND I SENT A LETTER AND I THINK YOU CAN REFERENCE THAT FOR WHAT INFORMATION THERE IS ABOUT THE HEALTH IMPACTS.

IT'S WELL PROVEN IN THE SCIENCE IN TERMS OF LEADED FUEL.

WHAT ELSE IS REQUIRED IS THAT THE COUNTY PURCHASE A UNLEADED FUEL TANK SO THAT THAT CAN BE PURCHASED AND PROVIDED TO THE PILOTS THERE.

SO AGAIN, THAT'S MY MESSAGE AND, YOU KNOW, WE WANT A SUSTAINABLE CARLSBAD.

WE WANT A PLACE WHERE CITIZENS WANT TO LIVE.

THERE ARE BEEN LONG STANDING ISSUES WITH THE AIRPORT, BUT I BELIEVE THIS IS MOST SIGNIFICANT BECAUSE OF THE HEALTH IMPACTS.

I REPRESENT THE PALOMAR AIRPORT ASSOCIATION AS ONE OF THE BOARD OF DIRECTORS.

SOME COMMUNITY MEMBERS, SOME OF WHOM ARE IN THIS ROOM, HAVE PUT FORTH A FALSE NARRATIVE THAT PILOTS ARE BEING DELIBERATELY MALICIOUS, BUZZING THEIR HOMES, FLYING AT INCONVENIENT HOURS, AND, AS WE HEARD, DELIBERATELY POISONING THEIR CHILDREN BELOW.

THIS GROSS EXAGGERATION OF REALITY IS NOT HELPFUL TO FOSTER COMMUNITY OR COOPERATION AMONGST THE DIFFERENT ORGANIZATIONS.

THE REALITY IS, IS THAT MANY OF THE PILOTS WHO FLY IN THIS AREA HAVE OUR FAMILIES BELOW.

WE WANT TO BE COURTEOUS, WE TRY TO BE COURTEOUS, AND ULTIMATELY WE FOLLOW THE INSTRUCTIONS THAT WE HAVE TO FOLLOW.

TODAY'S PRESENTATION WILL PROVIDE AN ECONOMIC AND FINANCIAL UPDATE FOR FISCAL YEAR 2023 AND 2024 Q-2.

AFTER REVISED DATA WAS RELEASED FROM THE FEDERAL GOVERNMENT IN NOVEMBER, CARLSBAD'S GRP FOR 2022 WAS REVISED TO $17.1 BILLION, MEANING THAT IN THAT YEAR, CARLSBAD'S ECONOMY GREW BY ROUGHLY $1.5 BILLION OVER THE PREVIOUS YEAR.

ESSENTIALLY, THIS SHOWS THAT CARLSBAD'S ECONOMY CONTINUES TO EXCEED EXPECTATIONS.

WE'RE HOPING THE INITIAL 2023 REPORT WOULD BE ISSUED BEFORE THIS MEETING, BUT IT HAS YET TO BE RELEASED.

OOPS, SORRY.

THERE WE GO.

THERE ARE SEVERAL FACTORS THAT ARE HAVING AN IMPACT ON CARLSBAD'S ECONOMY.

ALTHOUGH MOST ECONOMISTS OR ECONOMIC FORECASTS AND STRENGTHENING CONSUMER CONFIDENCE PAINT AN OPTIMISTIC PICTURE FOR THE FUTURE.

THE REALITY FOR MOST BUSINESSES OR FOR BUSINESSES MAY BE DIFFERENT IN THE SHORT TERM.

IN CARLSBAD, ACROSS MOST INDUSTRIES, WORKERS ARE HARD TO FIND AND RETAIN INCREASED COSTS, WHILE LEVELING OFF PRESENT DIFFICULTIES FOR SMALL BUSINESSES AND THE HIGH COST OF CAPITAL ALSO MAKES BORROWING MORE EXPENSIVE, AND GLOBAL CONFLICTS AND ECONOMIC PRESSURES MAY CAUSE PROLONGED ECONOMIC INSTABILITY.

INFLATION HAS CONTINUED TO DECREASE OVER THE PAST YEAR, BUT REMAINS ELEVATED ABOVE THE FEDERAL RESERVE TARGET OF 2%, ACCORDING TO THE BUREAU OF LABOR AND STATISTICS.

PRICES IN THE SAN DIEGO AREA, AS MEASURED BY THE CONSUMER PRICE INDEX, INCREASED BY 0.4% FOR THE TWO MONTHS ENDING IN JANUARY.

THE INCREASE WAS INFLUENCED BY HIGHER PRICES FOR HOUSING AND RECREATION.

OVER THE PAST YEAR THE CPI CONSUMER PRICE INDEX FOR ALL ITEMS FOR THE SAN DIEGO AREA WAS UP 3.8% FOR ALL ITEMS AND 5% FOR ALL ITEMS, LESS FOOD AND ENERGY, WHICH IS A SLIGHT UPTICK ATTRIBUTABLE TO THE INCREASED PRICES OF ELECTRICITY AND ENERGY.

BUT IN GENERAL, INFLATION HAS CONTINUED TO FALL OVER THE LAST YEAR.

IT'S WORTH NOTING THAT INFLATION REMAINS HIGHER IN SAN DIEGO THAN THE NATIONAL AVERAGE.

A RECENT POLL BY THE NATIONAL ASSOCIATION FOR BUSINESS ECONOMICS SHOWED THAT THREE QUARTERS OF ECONOMISTS SURVEYED NOW PREDICT THAT THE US WILL AVOID A RECESSION IN 2024, AND AN EVEN LARGER NUMBER PREDICTS GROWTH IN 2025.

THE MAJORITY THOUGHT THAT INTEREST RATES WERE LIKELY TO HOLD AT THEIR CURRENT RATE FOR SOME TIME, BUT A GROWING CONTINGENT THOUGHT INTEREST RATES MAY BE TOO HIGH AND SHOULD BE REDUCED SOON. SHOULD INTEREST RATES DROP, IT COULD CREATE A SURGE IN CAPITAL MARKETS, WHICH COULD YIELD MORE DEVELOPMENT OF BOTH COMMERCIAL AND RESIDENTIAL PROPERTIES.

CARLSBAD'S UNEMPLOYMENT WAS 4.2% TO END 2023, DESPITE HAVING HIGHER UNEMPLOYMENT THAN A YEAR AGO THE CURRENT UNEMPLOYMENT RATE IS STILL INDICATIVE OF BEING AT FULL EMPLOYMENT.

CARLSBAD'S LABOR MARKET HOVERED AROUND 4% FOR THE QUARTER.

DESPITE LAYOFFS IN THE TECH SECTOR, OVERALL, NATIONAL AND LOCAL UNEMPLOYMENT REMAINS LOW AND EMPLOYERS CONTINUE TO HIRE.

JOB OPPORTUNITIES CONTINUE TO OUTNUMBER AVAILABLE WORKERS, KEEPING OVERALL UNEMPLOYMENT IN CARLSBAD AND THE SAN DIEGO REGION LOW.

THERE WERE 7,752 UNIQUE JOB POSTINGS IN CARLSBAD BETWEEN OCTOBER AND DECEMBER, WHICH IS A DECREASE OF ABOUT 1,400 JOBS FROM THE PREVIOUS QUARTER, CONTINUING A TREND OF FEWER JOBS BECOMING AVAILABLE.

WE ARE MONITORING THE CONTINUAL DECREASE IN JOB POSTINGS.

WHILE IT'S A SIGN THAT THE JOBS TO LABOR RATIO MAY BE COMING MORE INTO BALANCE, WHICH IS A GOOD THING, WE ALSO DON'T WANT TO SEE CARLSBAD JOB OPPORTUNITIES DISAPPEARING ALTOGETHER. THE MEDIAN ADVERTISED SALARY FOR THESE POSTINGS WAS $49,500.

THIS IS INDICATIVE OF MORE POSTINGS FOR ENTRY LEVEL WORKERS AND TRACKS, WITH EMPLOYER SENTIMENT OF IT BEING INCREASINGLY DIFFICULT TO HIRE AND RETAIN WORKERS.

COMMERCIAL VACANCY RATES DROPPED ACROSS ALL THREE CATEGORIES THIS QUARTER.

THE INDUSTRIAL VACANCY RATE IN DECEMBER WAS 7.3%.

OFFICE VACANCY RATE WAS 11.8% AND RETAIL WAS 5.3%.

RENTAL RATES WERE RELATIVELY STEADY ACROSS ALL CATEGORIES, AND WHILE CARLSBAD OFFICE MARKETS HAVE REMAINED RELATIVELY STABLE, REMOTE AND HYBRID WORK ARE PREDICTED TO CONTINUE IMPACTING OFFICE LEASES.

WITH UNCERTAIN WORKFORCE DYNAMICS AND TIGHT CAPITAL MARKETS, COMMERCIAL DEVELOPERS ARE STILL LARGELY HOLDING OFF ON NEW OFFICE DEVELOPMENTS.

THIS TREND IS PREDICTED TO CONTINUE THROUGH THE IMMEDIATE FUTURE.

THE CURRENT MEDIAN HOME PRICE IN CARLSBAD IS $1.45 MILLION, AN INCREASE OF ABOUT $22,000 OVER THE LAST THREE MONTHS.

SHOULD INTEREST RATES DROP, IT COULD CREATE A SURGE IN DEMAND FOR HOMES.

SUCH A SHIFT IN DEMAND, AGAINST THE BACKDROP OF ALREADY ROBUST MARKET CONDITIONS IN CARLSBAD, COULD FURTHER ESCALATE HOME VALUES.

OCCUPANCY OUR TOURISM OCCUPANCY AVERAGED 64.53% IN THE SECOND QUARTER, WHICH IS A SLIGHT INCREASE OVER THE SAME QUARTER IN 2022.

HOWEVER, OVER THE COURSE OF THE YEAR, BOTH OCCUPANCY AND AVERAGE DAILY RATE CAME IN BELOW 2022 LEVELS.

AS A REMINDER, 2022 WAS FUELED BY A TRAVEL BY TRAVEL COMING OUT OF PANDEMIC RESTRICTION AND IS LIKELY AN ANOMALY.

THERE WERE A TOTAL OF 2,219 BUSINESS LICENSES ISSUED LAST QUARTER, INCLUDING 978 NONRESIDENTIAL, 531 RESIDENTIAL AND 710 OUTSIDE THE CITY LICENSES. THIS IS A DECREASE OF 81 TOTAL BUSINESSES OVER THE SAME QUARTER OF 2022.

THE ESTIMATED TOTAL NUMBER OF BUSINESSES IN THE CITY IS 6,667, WHICH IS AN OVERALL INCREASE OVER 2022.

BETWEEN OCTOBER AND DECEMBER, PERMIT ACTIVITY CONTINUED TO DECREASE FOR RESIDENTIAL BUILDING PERMITS.

THE SURGE IN RESIDENTIAL PERMITS ISSUED IN THE FIRST HALF OF THE YEAR, FOLLOWED BY THE SUBSEQUENT DROP OFF, IS LARGELY ATTRIBUTABLE TO FLUCTUATION IN DEMAND FOR NEW PHOTOVOLTAIC SYSTEMS AS A RESULT OF THE STATE'S CHANGES TO NET METERING RULES.

OVERALL, THE FUTURE LOOKS BRIGHT FOR CARLSBAD OUR DIVERSE ECONOMY IS POISED FOR GROWTH, AND BARRING UNFORESEEN SETBACKS, MOST ECONOMISTS ARE PREDICTING GROWTH IN 24 AND 2025.

HOWEVER, THE REALITY IS THAT MANY BUSINESSES, AND ESPECIALLY SMALL BUSINESSES, ARE STILL EXPERIENCING CHALLENGES RELATED TO HIGH COSTS OF SUPPLIES AND SPACE, HIGHER COSTS OF BORROWING, AND DIFFICULTY IN HIRING AND RETAINING WORKERS.

AND NOW I'LL TURN IT OVER TO THE CITY'S FINANCE DIRECTOR, ZACH KORACH.

WE ARE PRESENTING THE GENERAL FUND REVENUES BY CATEGORY, AND WE HAVE THREE DATA POINTS THAT WE'RE PRESENTING HERE.

THE FIRST COLUMN REPRESENTS THE FIRST SIX MONTHS OF ACTUAL REVENUE DATA FROM LAST FISCAL YEAR.

THE SECOND COLUMN REPRESENTS THE FIRST SIX MONTHS OF WHAT WE EXPECTED TO BRING IN THIS FISCAL YEAR.

AND THE THIRD AND FINAL COLUMN FOR EACH OF THE CATEGORIES REPRESENTS WHAT WAS ACTUALLY GENERATED IN THE CURRENT FISCAL YEAR.

OVERALL, THE FIRST TWO QUARTERS HAVE EXCEEDED BOTH LAST YEAR'S ACTUALS AS WELL AS THIS YEAR'S EXPECTATIONS, WITH THE PRIMARY EXCEPTION OF TRANSIENT OCCUPANCY TAX, WHICH WE'LL DISCUSS ON THE NEXT SLIDE.

SO THIS SLIDE SHOWS THE FIRST TWO QUARTERS OF GENERAL FUND REVENUE DATA, WITH A COMPARISON OF LAST YEAR'S MID-YEAR DATA COMPARED TO THIS YEAR'S MID-YEAR DATA.

FOCUSING ON THE TOP THREE REVENUE GENERATORS FOR THE GENERAL FUND FOR THE MOST PART, WE ARE SEEING POSITIVE PERFORMANCE, THE TOP THREE BEING PROPERTY TAX, SALES TAX AND TRANSIENT OCCUPANCY TAX, OR COMMONLY REFERRED TO AS HOTEL TAX.

WE ALWAYS FOCUS ON THESE THREE PARTICULAR SOURCES BECAUSE TOGETHER THEY COMPRISE OR REPRESENT APPROXIMATELY 80% OF TOTAL GENERAL FUND REVENUES IN ANY GIVEN FISCAL YEAR.

STARTING WITH PROPERTY TAX, IT WAS UP $2.9 MILLION, OR 10%, COMPARED TO LAST YEAR.

THIS IS MAINLY DUE TO CONTINUED INCREASES IN AIRCRAFT TAXES.

THE MAJORITY OF THE CITY'S PROPERTY TAXES RECEIVED IN DECEMBER AND APRIL OF EACH YEAR, AND THIS DATA DOES IN FACT INCLUDE THE FIRST INSTALLMENT OF THOSE TAXES.

THE INCREASE IS ALSO FURTHER DRIVEN BY ASSESSED VALUES INCREASING BY 6.2% OVER THE PREVIOUS YEAR.

FOR SALES TAX, UP $3.7 MILLION, OR 14%, WHEN COMPARED TO THE PREVIOUS YEAR.

INCREASES ARE MOSTLY ATTRIBUTABLE TO NEW AUTO SALES.

THE LARGEST ECONOMIC SEGMENTS IN THIS CATEGORY ARE AUTOMOBILE DEALERS, GENERAL RETAIL STORES, AND RESTAURANTS.

TOGETHER, THE THREE REPRESENT APPROXIMATELY 70% OF THE TOTAL SALES TAX BASE.

ALSO INCLUDED IN THE SALES TAX REVENUES THIS YEAR IS A CORRECTION OF AN ERROR THAT WAS IDENTIFIED.

AND THE SITUATION HERE WAS A SPECIFIC AUTO DEALER HAD BEEN MISREPORTING SALES TAX RECEIPTS TO THE BOARD OF EQUALIZATION.

EFFECTIVELY RECEIPTS THAT WERE BEING ALLOCATED TO A SEPARATE JURISDICTION SHOULD HAVE BEEN ASSIGNED TO THE CITY OF CARLSBAD.

THAT HAS SINCE BEEN CORRECTED, AND THE CITY IS STILL WORKING WITH THE TAX CONSULTANT TO DETERMINE WHETHER OR NOT THIS WILL BE A ONE TIME OR AN ONGOING POSITIVE IMPACT FOR THE CITY. WHILE SALES TAX REVENUES ARE UP IN TOTAL, THERE ARE CERTAIN INDUSTRY GROUPS OR SECTORS THAT ARE EXPERIENCING DECLINE, INCLUDING FOOD PRODUCTS, CONSTRUCTION AND BUSINESS TO BUSINESS.

THE CITY IS ANTICIPATING THAT THIS GROWTH IN SALES WILL LEVEL OFF AND BEGIN TO SLOW DOWN THIS FISCAL YEAR.

FINALLY, TRANSIENT OCCUPANCY TAX IS DOWN $1.1 MILLION, OR 6% COMPARED TO LAST YEAR.

AS MR. SANFORD MENTIONED, OCCUPANCY LEVELS HAVE REMAINED SOMEWHAT CONSISTENT.

HOWEVER, THE LOWER AVERAGE DAILY ROOM RATES ARE DRIVING THE DECREASE.

WE ARE ANTICIPATING THAT 2024 WILL LIKELY BE WHEN WE BEGIN TO SEE A NEW NORMAL IN THE POST PANDEMIC VISITOR TRENDS.

IN TOTAL FOR GENERAL FUND REVENUES COMPARED TO LAST YEAR, THEY ARE UP $7.8 MILLION IN TOTAL, OR 8%.

SWITCHING OVER TO THE OTHER SIDE OF THE LEDGER.

THE GENERAL FUND BUDGET OR EXPENDITURES.

THE CITY COUNCIL HAD ADOPTED A BUDGET OF $216.9 MILLION, AND WE CURRENTLY HAVE A WORKING BUDGET OF $241.5 MILLION.

THE WORKING BUDGET IS MADE UP OF OF COURSE, THE ADOPTED BUDGET, PLUS ANY OPEN PURCHASE ORDERS AT THE END OF LAST YEAR, PLUS ANY APPROVED BUDGET CARRY FORWARDS THAT WERE BROUGHT FORWARD FROM THE PREVIOUS FISCAL YEAR TO THE CURRENT FISCAL YEAR.

I WANT TO NOTE THAT ANY APPROVED BUDGET CARRY FORWARD ITEMS ARE RESTRICTED TO BE FOR ONE TIME EXPENDITURE PURPOSES, AND NOT FOR ONGOING INCREASES TO THE CITY'S BUDGET.

AS OF DECEMBER 31ST, 2023, THERE IS A REMAINING BUDGET OF $112 MILLION, OR 46%.

THIS SLIDE SHOWS THE TOTAL GENERAL FUND EXPENDITURES AND ENCUMBRANCES FOR THE FIRST HALF OF THE FISCAL YEAR.

THE FIRST COLUMN IN EACH OF THE EXPENDITURE CATEGORIES IS THE TOTAL CURRENT FISCAL YEAR BUDGET.

THE SECOND COLUMN REPRESENTS LAST YEAR'S FIRST SIX MONTHS WORTH OF EXPENDITURES, AND THE THIRD AND FINAL COLUMN REPRESENTS THE FIRST SIX MONTHS OF THE CURRENT FISCAL YEAR'S EXPENDITURES.

STARTING WITH PERSONNEL, WE CAN SEE A SLIGHT INCREASE OVER THE PRIOR YEAR DRIVEN BY NEGOTIATED AND CONTRACTUAL BENEFIT INCREASES.

WE ARE A BIT HIGHER THIS YEAR IN MAINTENANCE AND OPERATION COSTS, PRIMARILY DRIVEN BY INFLATION.

TRANSFERS ARE RELATIVELY CONSISTENT FROM LAST YEAR TO THIS YEAR, THE MAJORITY OF WHICH ARE THE MOVEMENT OF FUNDS FROM THE GENERAL FUND TO THE CITY'S CAPITAL PROJECT FUNDS, IN ACCORDANCE WITH COUNCIL POLICY NUMBER 91.

EXCUSE ME. THIS IS ONE FINAL LOOK AT THE EXPENDITURES AND ENCUMBRANCES NUMERICALLY.

AND ON THIS CHART, WE DO BREAK OUT THE ACTUAL EXPENDITURES SEPARATELY FROM THE OPEN PURCHASE ORDERS.

WE CAN SEE AT THE END OF THE FIRST HALF OF THE FISCAL YEAR, WE'VE EXPENDED 47% OF THE TOTAL GENERAL FUND BUDGET.

AND WE'LL ALSO WANT TO DRAW ATTENTION TO A NEW ITEM THIS YEAR FOR THE VILLAGE TRENCHING, AS THE CITY COUNCIL HAD APPROVED A $5.2 MILLION APPROPRIATION FOR THIS EFFORT.

SINCE THIS SPECIFIC EXPENSE ITEM DOES NOT FIT NICELY WITHIN PERSONNEL OR MAINTENANCE OR OPERATIONS OR OTHER EXPENDITURE CATEGORIES, WE WANTED TO BREAK IT OUT SEPARATELY FOR PURPOSES OF THESE QUARTERLY REPORTS.

AND TO WRAP UP THE DISCUSSION ON THE GENERAL FUND PORTION OF THE PRESENTATION, THIS IS A LOOK AT THE FIVE YEAR GENERAL FUND FORECAST, WHICH WAS PRESENTED TO THE CITY COUNCIL BACK IN OCTOBER OF 2023, AND ALSO EARLIER THIS MONTH AS PART OF THE STRATEGIC PLAN UPDATE.

THIS FORECAST REFLECTS ACTUAL REVENUES RECEIVED IN FISCAL YEAR 22-23 AND IMPLIES RELATIVELY CONSERVATIVE ASSUMPTIONS, NAMELY FOR BOTH SALES TAX AND TRANSIENT OCCUPANCY TAX REVENUES, WHICH WE ARE BEGINNING TO REALIZE AND OBSERVE THROUGH THE FIRST SIX MONTHS OF THIS YEAR.

THE GENERAL FUND RESERVE, CURRENTLY AT $136 MILLION, OR APPROXIMATELY 63% OF THE PREVIOUS YEAR'S OPERATING BUDGET, IS IN A VERY STRONG POSITION.

ALTHOUGH EXPENDITURES ARE EXPECTED TO GROW FASTER THAN REVENUES BEFORE EVENTUALLY CROSSING IN FISCAL YEAR 28-29, THE CITY WILL CONTINUE TO DO EVERYTHING IT CAN TO ENSURE THAT WE ARE PUSHING OUT THE PROJECTED DEFICIT AS FAR OUT INTO THE FUTURE AS POSSIBLE.

I'D LIKE TO BRIEFLY TOUCH ON A FEW OF THE CITY'S LARGER ENTERPRISE FUNDS AND THEIR FISCAL CONDITION THROUGH THE FIRST SIX MONTHS OF THE FISCAL YEAR FOR WATER AND WASTEWATER.

STARTING WITH WATER, WHEN COMPARED TO THE PRIOR YEAR'S FIRST TWO QUARTERS, WATER REVENUES ARE DOWN 3% AND EXPENSES ARE UP 7%.

THE DECREASE ON THE REVENUE SIDE IS DUE TO A 4% DECREASE IN WATER VOLUME SALES OFFSET BY AN INCREASE IN USER RATES THAT WENT INTO EFFECT IN JANUARY OF 2023.

INCREASES IN EXPENSES ARE MAINLY DUE TO BUDGETED SALARY INCREASES, ALONG WITH A 7.8% RATE INCREASE FOR THE VARIABLE COST OF PURCHASE WATER FROM THE COUNTY WATER AUTHORITY.

WASTEWATER REVENUES ARE UP 19% AND EXPENSES ARE UP 7%.

THE OPERATING REVENUE INCREASE WAS DUE TO A 20% RATE INCREASE THAT WENT INTO EFFECT AT THE BEGINNING OF LAST CALENDAR YEAR, AND INCREASES IN EXPENSES ARE MAINLY DUE TO BUDGETED SALARY ADJUSTMENTS AS WELL AS COST INCREASES FOR THE SERVICES.

AND FINALLY THE CITY'S GOLF COURSE.

COMPARED TO THE FIRST TWO QUARTERS LAST YEAR, NET INCOME IS $982,000 HIGHER THAN IT WAS LAST YEAR.

COMPARATIVELY, THE GOLF COURSE EXPENSES ARE DOWN, WHICH IS THE RESULT OF A PORTION OF THE TOTAL CAPITALIZED COST BECOMING FULLY DEPRECIATED, MEANING THERE IS NOW LESS DEPRECIATION EXPENSE THAT NEEDS TO BE RECORDED ON AN ANNUAL BASIS.

PRIMARY OPERATING REVENUES AT THE COURSE HAVE REMAINED RELATIVELY CONSISTENT YEAR OVER YEAR.

GENERAL AND ADMINISTRATIVE COSTS HAVE INCREASED OVER THE PRIOR PERIOD AS A RESULT OF COST OF LIVING INCREASES AND LINGERING INFLATION, AND THIS INCREASE WAS ABSORBED BY PRUDENT OPERATIONAL SPENDING OVER GROUNDS MAINTENANCE, FOOD AND BEVERAGE, AS WELL AS THE PRO SHOP.

FOR THE SECOND PORTION OF THE PRESENTATION, WE'LL BE DISCUSSING THE MID-YEAR BUDGET REVIEW.

THIS MID-YEAR BUDGET REVIEW WAS INITIATED FOR THE FISCAL YEAR 23-24 OPERATING BUDGET AND COMMENCED IN NOVEMBER OF 2023.

THE FINANCE DEPARTMENT HAD LED THIS EFFORT, IN COLLABORATION WITH ALL CITY DEPARTMENTS, TO EVALUATE REVENUES AND EXPENDITURES COMPARED TO THE CURRENT BUDGETS.

THE MID-YEAR BUDGET REVIEW WAS BASED ON THE FIRST FIVE MONTHS OF ACTUAL ACTIVITY IN THE CURRENT FISCAL YEAR.

A KEY COMPONENT OF THIS REVIEW WAS THE ANALYSIS OF SPENDING WITHIN DEPARTMENTS PERSONNEL BUDGETS, PARTICULARLY AS IT RELATES TO THE CITY'S VACANCY SAVINGS TARGET OF $2 MILLION. AS OF DECEMBER 2023, THE GENERAL FUND IS ON TRACK TO MEET THAT $2 MILLION TARGET.

SHOULD ANYTHING CHANGE, STAFF WILL BE BEFORE THE CITY COUNCIL WITH FURTHER INFORMATION.

AS A RESULT OF THIS MID-YEAR REVIEW THERE WERE NO SIGNIFICANT BUDGETARY SAVINGS WITHIN THE MAINTENANCE AND OPERATIONS THAT WERE IDENTIFIED AS A RESULT OF THE REVIEW, AND THIS WAS DRIVEN BY TWO CONSECUTIVE FISCAL YEARS OF ONGOING BUDGET REDUCTIONS THAT WERE APPLIED TO THE GENERAL FUND BUDGET, ALSO COUPLED WITH SIGNIFICANT LEVELS OF INFLATION THAT WERE ABSORBED. OUTSIDE OF THE GENERAL FUND, THERE WERE TWO BUDGET REQUESTS THAT WERE IDENTIFIED.

WITHIN THE CITY'S INTERNAL SERVICE FUNDS FLEET MAINTENANCE IS REQUESTING ADDITIONAL APPROPRIATIONS FOR $245,000 FOR INCREASES IN FUEL COSTS.

NOT ONLY HAVE FUEL COSTS BEEN ON THE RISE SINCE FISCAL YEAR 19-20, BUT $115,000 OF FUEL COSTS FOR THE CITY'S TAKE HOME VEHICLES IS ALSO REQUIRING FUNDING, SO A PORTION OF THE $245,000 INCREASE WILL GO TOWARDS FUNDING THE INCREASE FOR EXISTING FUEL, AS WELL AS THE FUEL NEEDED FOR THE CITY'S TAKE HOME VEHICLES.

THE SECOND REQUEST IS AN $80,000 APPROPRIATION REQUESTED BY PUBLIC WORKS AND OUR STORM WATER ENTERPRISE FUND FOR A FUNDING STUDY.

THIS FUND IS RESPONSIBLE FOR THE STORM WATER PROGRAM AND RECEIVES REVENUES FOR WASTEWATER WASTE HAULER REIMBURSEMENTS, BASED ON A PREVIOUS COST OF SERVICE STUDY THESE REIMBURSEMENTS ARE ASSOCIATED WITH CORRESPONDING SERVICES AMOUNTING TO $1.3 MILLION ANNUALLY.

HOWEVER, THERE ARE OTHER SERVICES PERFORMED WITHIN THIS FUND, MANY OF WHICH ARE UNFUNDED MANDATES AND REGULATORY REQUIREMENTS.

THE PURPOSE OF THIS STUDY WILL BE TO IDENTIFY AND EVALUATE OPTIONS TO INCREASE FUNDING IN AN EFFORT TO BRIDGE THE FUNDING GAP, WHICH IS PROJECTED TO RESULT IN AN ONGOING DEFICIT BEGINNING IN FISCAL YEAR 25-26.

ONCE THE STUDY IS COMPLETE, THE FINDINGS AND RECOMMENDATIONS RECOMMENDATIONS WILL BE PRESENTED TO THE CITY COUNCIL FOR FURTHER CONSIDERATION.

AS FOR NEXT STEPS, STAFF WILL CONTINUE TO MONITOR REVENUES AND EXPENDITURES, WILL BE PUBLISHING BOTH THE ECONOMIC AND FINANCIAL STATUS REPORTS ON THE CITY'S WEBSITE.

WE WILL NEXT BE BEFORE THE CITY COUNCIL IN MAY OF 2024 TO PROVIDE THE Q3 UPDATE.

ARE WE GOING TO HAVE TO CONTRIBUTE MORE BECAUSE CALPERS HASN'T BEEN PERFORMING WELL, OR DOES THAT 115 PROTECT US? THANK YOU FOR THE QUESTION.

YES. THE CHALLENGE WITH CALPERS IS GOING TO BE AN ONGOING CHALLENGE.

THE CITY COUNCIL DID ESTABLISH A SECTION 115 TRUST IN SEPTEMBER OF 2023.

AND THERE WERE TWO PRIMARY PURPOSES FOR ESTABLISHING THAT TRUST.

THE FIRST WAS TO ADDRESS THE THE FUNDED STATUS FOLLOWING CALPERS INVESTMENT PERFORMANCE, NOT MEETING THEIR TARGETS IN THE PREVIOUS YEAR, THE CITY'S COMBINED FUNDED STATUS FELL BELOW THE POLICY TARGET OF 80%.

WE'RE CURRENTLY AT APPROXIMATELY 74.5%.

SO PART OF THE PURPOSE OF THE 115 TRUST WILL BE CONTRIBUTING ASSETS FROM THE GENERAL FUND INTO THAT TRUST.

IN AN EFFORT TO REACH BACK TO THE 80% POLICY LEVEL.

THE OTHER PURPOSE IS TO PROACTIVELY FUND THE 115 TRUST FOR PURPOSES OF HAVING AVAILABLE FUNDING IN THE EVENT CALPERS MAKES SIGNIFICANT ASSUMPTIONS, ASSUMPTION CHANGES, SPECIFICALLY REDUCTIONS IN THEIR DISCOUNT RATE OR HOW MUCH THEY ANTICIPATE TO RETURN ON THEIR INVESTMENTS ON AN ANNUAL BASIS.

FOLLOWING THE ESTABLISHMENT OF THE TRUST IN SEPTEMBER OF 2023 COUNCIL DID AUTHORIZE AN INITIAL CONTRIBUTION OF $10 MILLION THAT WAS MADE IN EARLY DECEMBER OF 2023.

AS OF DECEMBER MONTH END, DECEMBER 31ST OF 2023 THE TRUST HAD EARNED APPROXIMATELY 3% ON THAT $10 MILLION.

THE ENDING BALANCE WAS JUST UNDER $10.3 MILLION.

IN TERMS OF NEXT STEPS, WE WILL FOLLOWING THE ISSUANCE OF CALPERS NEXT ACTUARIAL REPORTS, WHICH SHOULD BE RELEASED IN AUGUST OF 2024. WE WILL EVALUATE THOSE REPORTS, DETERMINE HOW CALPERS MOST RECENT INVESTMENT PERFORMANCE AT THAT POINT IN TIME IS GOING TO BE IMPACTING

THE PROPOSED ACTION IS TO ADOPT A RESOLUTION ACCEPTING PROPOSALS AND AWARDING AN AGREEMENT TO CHEN RYAN ASSOCIATES TO PROVIDE TRANSPORTATION PLANNING, ENGINEERING DESIGN AND ENVIRONMENTAL ASSESSMENT SERVICES FOR THE TAMARACK AVENUE COMPLETE STREETS PLAN FOR AN AMOUNT NOT TO EXCEED $283,241. SO TAKING A STEP BACK JUST IN REGARDS TO THE OVERALL STRUCTURE OF TAMARACK AVENUE, ONE OF THE KEY PRIORITIES IN THE CITY'S GENERAL PLAN IS RECONFIGURING STREETS SO PEOPLE CAN GET AROUND EASILY, CONVENIENTLY, AND AS SAFELY AS POSSIBLE. SO WHEN IT COMES TO STREET DESIGN, WE DO NOT TAKE A ONE SIZE FITS ALL APPROACH.

WE DESIGN OUR STREETS DIFFERENTLY BY THEIR DEPICTED TYPOLOGY.

SO IN THE GENERAL PLAN MOBILITY ELEMENT, TAMARACK IDENTIFIED WHAT WE CALL AS A NEIGHBORHOOD CONNECTOR STREET.

SO THIS MEANS A STREET THAT WE INTEND TO DESIGN SAFELY TO FIRST MOVE ALL MODES OF TRAVEL, BUT SPECIFICALLY ENHANCING MOBILITY FOR BICYCLISTS AND PEDESTRIANS.

TAMARACK AVENUE IN THIS CASE, PROVIDES AN IMPORTANT EAST WEST CONNECTION FROM THE COAST TO EL CAMINO REAL, PROVIDING CONNECTIONS TO THE SURROUNDING RESIDENTIAL AREA, COMMERCIAL, RECREATIONAL, AND SCHOOL USES.

SO THE PROJECT AREA FOR THE PLAN INCLUDES THIS SEGMENT OF TAMARACK AVENUE, AGAIN FROM THE WEST, STARTING AT CARLSBAD BOULEVARD, ENDING AT CARLSBAD VILLAGE DRIVE.

THE PROJECT AREA ITSELF INCLUDES A DIVERSE RANGE OF LAND USES AND ALSO SOME CRITICAL GAPS IN OUR NETWORK.

IT'S IN CLOSE PROXIMITY TO FIVE SCHOOLS AND FRONTS ACTUALLY ALONG TWO SCHOOLS, INCLUDING JEFFERSON ELEMENTARY AND VALLEY MIDDLE SCHOOL.

IT PROVIDES ACCESS THROUGH TWO KEY BARRIERS TO MULTIMODAL TRAVEL.

THIS BEING THE RAILROAD TRACKS AND THE I-5 INTERCHANGE.

SO HERE'S A SNAPSHOT OF THE BRIEF HISTORY OF PLANS AND ACTIONS TO DATE ALONG TAMARACK AVENUE.

I'M GOING TO TAKE YOU THROUGH EACH OF THESE VERY BRIEFLY.

THE INTENT IS JUST TO INFORM COUNCIL OF THE HISTORY, ALL THE WORK AND THE EFFORT THAT HAS BEEN DONE AS YOU CONSIDER YOUR DECISION.

SO FIRSTLY, WE'RE GOING BACK TO 2016 WHERE THE CITY IMPLEMENTED CROSSWALK WITH FLASHING LIGHTS.

HERE'S AN IMAGE DEPICTING THAT.

THIS WAS STARTED BASED ON CONCERNS FROM VALLEY MIDDLE SCHOOL AND MAGNOLIA ELEMENTARY.

THE COMMUNITIES THERE, THEY REALLY SOUGHT THE CITY TO DEPLOY ADDITIONAL TRAFFIC CALMING, ENFORCEMENT PATROLS AND STUDY OPTIONS TO ENHANCE THE INTERSECTION, SPECIFICALLY OF TAMARACK AND VALLEY STREET.

AT THAT TIME, THE INTERSECTION HAD JUST STANDARD TRADITIONAL CROSSWALKS, BUT IT WAS LATER IMPROVED WITH THE CROSSWALK WITH FLASHING LIGHTS AS SHOWN IN THE IMAGE, AND ADULT CROSSING GUARDS WERE ALSO IMPLEMENTED IN THIS AREA.

THEN IN 2022, THE CITY WE CONTINUED TO HEAR CONCERNS ABOUT THE SAFETY OF THIS AREA ON TAMARACK AVENUE AND VALLEY.

WHILE MANY RESIDENTS WERE ASKING THE CITY TO AGAIN TO CONSIDER INSTALLING A STOP SIGN AT THIS INTERSECTION.

THIS ITEM WAS TAKEN TO THE TRAFFIC AND MOBILITY COMMISSION BACK IN 2019, WHERE THE COMMISSION DID NOT RECOMMEND THE USE OF STOP SIGNS BECAUSE TAMARACK DID NOT MEET THE WARRANTS NEEDED TO INSTALL THOSE SIGNS.

SO THEY ASKED STAFF TO EXPLORE ALTERNATIVE OPTIONS AT THIS INTERSECTION.

AS A RESULT OF THAT, STAFF RECOMMENDED A NEW TYPE OF TRAFFIC TRAFFIC SIGNAL MADE SPECIFICALLY FOR PEDESTRIANS.

AS SHOWN IN THIS IMAGE, SIMILAR TO THE RECTANGULAR RAPID FLASHING BEACON LIGHTS, THE SIGNAL ALLOWS PEDESTRIANS TO ACTIVATE THE SIGNAL USING A PUSH BUTTON, AND THEN THEY CAN CROSS SAFELY AS TRAFFIC IS STOPPED AT THE INTERSECTION.

THEN IN 2023, NEIGHBORS ALONG TAMARACK AVENUE BETWEEN ADAMS STREET AND SKYLINE CONTINUED TO EXPRESS CONCERNS ABOUT SPEEDING AND SAFETY IN THE AREA.

A PROJECT TO REDESIGN TAMARACK AVENUE, WHICH IS THE SUBJECT OF THIS REPORT, HAD ALREADY BEEN ADDED TO THE CITY'S SCHEDULE OF UPCOMING PROJECTS, BUT IT WOULD TAKE SEVERAL YEARS TO COMPLETE. TO FOR FOR AN INTERIM STEP, THE CITY COUNCIL DIRECTED STAFF TO WORK WITH THE COMMUNITY ON POTENTIAL SOLUTIONS THAT COULD BE IMPLEMENTED MORE QUICKLY, WITH MINIMAL INVESTMENT TO ADDRESS THOSE SHORT TERM AND INTERIM CONCERNS.

DURING THE PUBLIC MEETINGS ON THIS SHORT TERM SPEED REDUCTION, PROJECT, STAFF EXPLAINED THAT THE FORTHCOMING TAMARACK AVENUE COMPLETE STREETS PLAN WOULD INCLUDE A COMPREHENSIVE, COMPLETE STREET STUDY OF TAMARACK AVENUE FROM CARLSBAD BOULEVARD TO CARLSBAD VILLAGE DRIVE.

THESE THESE MEASURES WERE IMPLEMENTED BY THE CITY IN 2023.

INCLUDING THINGS SUCH AS SPEED TABLES, THE RAISED CROSSWALKS AND THE FLASHING LIGHTS.

THEN IN RECENTLY IN 2023 WITH RESURFACING AND RESTRIPING.

THIS WAS ONE OF THE SEVERAL PROJECTS APPROVED BY CITY COUNCIL IN SEPTEMBER OF 2022 AS PART OF THE CITY'S COMPREHENSIVE SAFER STREETS TOGETHER PLAN.

THE INTENTION WAS TO CHANGE THE STRIPING ON MAJOR EAST WEST CORRIDORS AFTER THE CITY'S RESURFACE THEM.

THE NEW RESTRIPING WOULD REQUIRE THE CITY TO RESTRIPE THE LANES TO TRY TO PROVIDE MORE APPROPRIATE LANE WIDTHS.

THAT WOULD THEN, IN TURN, SLOW DOWN DRIVERS AND PROVIDE EXTRA ADDITIONAL SPACE WITH BUFFERS FOR CYCLISTS AND PEDESTRIANS.

THE WORK ON THIS PROJECT IS COMPLETE, ASIDE FROM ADDITIONAL STRIPING IMPROVEMENTS AT THE INTERCHANGE.

SO THAT'S THAT AREA WITHIN CALTRANS RIGHT OF WAY.

AND AGAIN RECENTLY A PLANNED PROJECT IS ARE THE INTERSECTION IMPROVEMENTS, SPECIFICALLY AT THE INTERSECTION OF CARLSBAD BOULEVARD AND TAMARACK.

THAT WAS, OF COURSE, THE ROUNDABOUT THAT WAS EXPRESSED AS THE PREFERENCE FOR THAT, THAT PROJECT.

AND ANOTHER TWO PROJECTS THAT ARE CURRENTLY IN PROGRESS.

CITY STAFF IS WORKING ON SAFE ROUTES TO SCHOOL PLANS AT JEFFERSON ELEMENTARY AND HOPE ELEMENTARY.

THESE PLANS ARE INTENDED TO IDENTIFY SHORT TERM AND LONG TERM IMPROVEMENTS THAT WILL ENCOURAGE STUDENTS TO WALK AND BIKE TO SCHOOL.

SO THAT'S AN OVERVIEW.

SO THAT BEGS THE QUESTION WHY A COMPLETE STREETS PLAN FOR FOR TAMARACK.

THE PLAN WAS FIRST IDENTIFIED IN OUR SUSTAINABLE MOBILITY PLAN THAT WAS ADOPTED IN JANUARY OF 2022.

TAMARACK WITHIN THAT PLAN WAS IDENTIFIED AS WHAT WE CALL A TRANSFORMATIVE CORRIDOR.

SO THAT MEANS IT'S A CORRIDOR THAT HAS THE POTENTIAL TO REALLY TRANSFORM THE LIVES OF RESIDENTS IN THE AREAS OR WORKERS BY PROVIDING WELL CONNECTED CORRIDORS THROUGHOUT THE CITY. SO IT'S INTENDED TO PROVIDE A CITY WIDE CONNECTION, ENABLING PEOPLE TO ACCESS KEY DESTINATIONS WITHOUT DRIVING A PERSONAL VEHICLE.

SO THE PLAN ITSELF WOULD ALSO OFFER THE CITY A CHANCE TO HOLISTICALLY CONSIDER THE ENTIRE CORRIDOR.

SO A LOT OF THE PROJECTS THAT I PREVIOUSLY DISCUSSED, THEY WERE MORE FOCUSED ON SPECIFIC AREAS AND INTERSECTIONS.

THIS WOULD BE THE FIRST OPPORTUNITY FOR THE CITY TO CONSIDER THE CORRIDOR AS A WHOLE AND PLAN THOSE IMPROVEMENTS ACCORDINGLY.

IT WOULD ALSO ALLOW FOR PLANNING OF MORE SUBSTANTIAL IMPROVEMENTS.

SO THESE WOULD BE LARGER PHYSICAL, ALSO MORE EXPENSIVE IMPROVEMENTS THAT WOULD DIRECTLY CHANGE DRIVER BEHAVIOR AND PROVIDE OPTIONS FOR ALL MODES OF TRAVEL.

IT WOULD ALSO BE AN OPPORTUNITY FOR THE COMMUNITY TO PARTICIPATE, SO ALL RESIDENTS WITHIN THE AREA WOULD BE, OF COURSE, PARTICIPATING IN THIS DESIGN PROCESS FROM THE START TO THE FINISH. AND IT WOULD ALSO ALLOW THE CITY TO INFORM OUR REGIONAL PARTNERS SUCH AS CALTRANS AND SANDAG ON THOSE KEY IMPROVEMENTS AT THOSE KEY BARRIERS THROUGHOUT THE CORRIDOR, SPECIFICALLY AT I-5 AND AT THE RAILROAD CROSSING.

THERE'S ESSENTIALLY THREE MAIN PHASES TO THE PROJECT.

PHASE ONE, WHICH INCLUDES IDENTIFICATION OF NEEDS, CONCERNS AND PRIORITY.

THIS IS WORKING DIRECTLY WITH THE RESIDENTS TO GET THEIR FEEDBACK AND HOW THEY CAN INFORM THE DRAFT CONCEPTUAL PLAN.

SO THIS STEP WOULD BE TAKEN BEFORE ANY ENGINEERING ANALYSIS IS DONE.

THIS WOULD BE A WAY TO INFORM THE INITIAL DRAFT CONCEPTS.

THEN PHASE TWO IS TO GET FEEDBACK ON THOSE PROPOSED DESIGNS.

SO WE'LL TAKE THOSE DESIGNS BACK TO THE COMMUNITY, GET THEIR FEEDBACK THROUGH A SERIES OF WORKSHOPS AND SEE WHAT THEY THINK.

AFTER THAT, WE WOULD THEN REVISE THE DESIGNS AND PRESENT THEM TO THE VARIOUS COMMISSIONS BOARDS FOR FINAL REVIEW.

SO THAT WOULD OF COURSE GO TO THE TRAFFIC SAFETY MOBILITY COMMISSION, PLANNING COMMISSION AND CITY COUNCIL FOR FINAL APPROVAL AND DIRECTION ON THE NEXT STEPS.

I WOULD LIKE TO POINT OUT AN INCONSISTENCY, WHICH MAY HAVE SLIGHTLY CREATED SOME CONFUSION IN ONE OF THE ATTACHMENTS TO THIS REPORT RELATED TO COMMUNITY OUTREACH.

IT'S IN REGARDS TO THE AMOUNT OF OF WORKSHOPS.

SO THE CONSULTANT ORIGINALLY PROPOSED NINE COMMUNITY WORKSHOPS.

THE TIMELINE FROM THE ORIGINAL PROPOSAL WAS INCLUDED AS AN ATTACHMENT, AND THAT ATTACHMENT LISTED THOSE NINE WORKSHOPS.

BUT WE ARE IN FACT PLANNING TO DO TWO WORKSHOPS AS PART OF THIS.

SO AFTER THE PLAN IS ADOPTED, OF COURSE IT'S IT'S THE NEXT PHASE IS PROJECT IMPLEMENTATION.

SO FIRST IN TERMS OF CONSTRUCTION COST, THIS WILL VARY AGAIN ACCORDING TO WHAT IS PLANNED.

IT'S VARIED THE COST ARE VERY MUCH UNDETERMINED AT THIS TIME.

THE PROJECT ITSELF IS UNFUNDED.

BUT WE WILL SEEK TO DO A PHASED IMPLEMENTATION STRATEGY.

SO THAT WOULD BE LOOKING AT WAYS WE CAN PRIORITIZE THE SIGNIFICANT BENEFITS FOR LOWER COST PROJECTS FIRST, AND THEN CONTINUE TO IDENTIFY ADDITIONAL FUNDING FOR THOSE LARGER PROJECTS AND IMPLEMENT THOSE AS WE DO IDENTIFY NEW FUNDING SOURCES.

SO THAT'S THE PROJECT NOW THE BID RESULTS THE CITY RECEIVED PROPOSALS FROM THREE CONSULTING TEAMS, AND THE SELECTION PANEL RANKED CHEN RYAN AS THE MOST QUALIFIED FIRM AMONG THOSE THREE PROPOSALS THAT WERE RECEIVED.

AND THEN STAFF DID NEGOTIATE WITH THE SCOPE OF WORK, WITH AN ASSOCIATED FEE NOT TO EXCEED THAT $283,241.

SO THE TENTATIVE SCHEDULE FOR THE PROJECT WE INTEND TO KICK OFF THIS SPRING WITH PROJECT KICKOFF DATA COLLECTION AND THE FIRST ROUND OF PUBLIC INPUT THAT WILL THEN CONTINUE INTO THE SUMMER, WHEN WE PRESENT THE FIRST INITIAL DESIGN CONCEPTS TO THE COMMUNITY FOR THEIR FEEDBACK.

THEN, THROUGHOUT THE COURSE OF THE WINTER, STAFF WOULD BE WORKING WITH THE CONSULTANTS TO REFINE THE DESIGNS BASED UPON THE FEEDBACK AND DEVELOP 20% CONCEPTUAL LEVEL PLANS.

AND THEN IN THE SPRING AND SUMMER OF 2025, WE WOULD LOOK TO PRESENT THOSE 20% DESIGNS FOR FINAL APPROVAL.

BEYOND 2025 AGAIN, THAT GETS INTO THE IMPLEMENTATION PHASE WHERE WE WOULD LOOK TO DETERMINE FUNDING STRATEGIES FOR FINAL DESIGN AND CONSTRUCTION.

SO STAFF IS PROVIDING THE COUNCIL WITH TWO OPTIONS FOR CONSIDERATION.

STAFF'S RECOMMENDATION IS TO PROCEED WITH THE TAMARACK AVENUE COMPLETE STREETS PLAN AND ADOPT A RESOLUTION ACCEPTING CHEN RYAN AWARDING THE AGREEMENT TO CHEN RYAN.

OR THE ALTERNATIVE OPTION WOULD BE TO DO NOT PROCEED WITH THE PLAN.

THE REASON THIS IS ON THE AGENDA IS I WAS APPROACHED BY REPRESENTATIVES FROM CARLSBAD FOR A FRIENDLY AIRPORT.

THEY GAVE ME A LIST OF CONCERNS AND SUGGESTIONS.

I BELIEVE THAT THEIR, THEIR SUGGESTIONS REPRESENT THE CONCERNS OF A LOT OF OUR RESIDENTS.

SO I BROUGHT ASKED TO HAVE IT BRING BROUGHT FORWARD.

AND JASON HABER IS GOING TO HELP ME WITH THIS, AND IT'S TO INVESTIGATE AND THE REQUEST AND TO HAVE STAFF LOOK AT IT AND GIVE US AN IDEA OF WHICH ONES ARE DOABLE, WHICH AND THE AMOUNT OF TIME IT'S GOING TO TAKE COST INVOLVED.

AND THEN WE'LL GIVE YOU DIRECTION AT THE CONCLUSION.

WE DID RECEIVE A REQUEST, I BELIEVE, IN JANUARY ASKING THAT THE CITY INITIATE A HANDFUL OF AMENDMENTS TO THE CITY'S ZONING ORDINANCE AND A HANDFUL OF AMENDMENTS TO THE CITY'S GENERAL PLAN.

AND SO THIS SLIDE OUTLINES BRIEFLY THE PROPOSED CHANGES TO THE CITY'S ZONING ORDINANCE ONE.

TO PROVIDE AND INCLUDE A SPECIFIC DEFINITION OF AIRPORT IN THE CODE.

THAT TERM DOES NOT HAVE A CURRENT DEFINITION IN THE CITY'S ZONING CODE.

AND IF YOU WANT MORE DETAIL ON THAT, WE CAN PROVIDE THE PROPOSED DEFINITION.

SECOND, TO ALLOW AN AIRPORT WITH THE APPROVAL OF A CUP APPROVED BY THE CITY COUNCIL ONLY WITHIN THE BOUNDARY.

THE CURRENT BOUNDARY OF MCCLELLAN-PALOMAR AIRPORT.

THIRD, TO PROHIBIT AN AIRPORT IN ALL OTHER ZONES AND ON ALL OTHER PROPERTIES WITHIN THE CITY.

FOURTH, TO CLARIFY THE DEFINITION OF EXPANSION IN THE CONTEXT OF AIRPORTS TO BE CONSISTENT WITH STATE LAW.

A SPECIFIC PUBLIC UTILITIES CODE SECTION THAT IS CITED AND WE HAVE THAT LANGUAGE FOR YOU AS WELL.

THE CITY'S CODE DOES CURRENTLY HAVE A DEFINITION OF EXPANSION.

THIS IS TO A PROPOSAL TO EXPAND THAT DEFINITION TO COVER SPECIFICALLY RELATED TO AIRPORTS.

AND THEN FINALLY, TO CLARIFY THAT APPROVAL OF AN AIRPORT CUP AMENDMENT REQUIRES A VOTE OF THE CITY COUNCIL AS WELL.

THERE IS SOME CURRENT LANGUAGE, EITHER IN THE EXISTING CUP FOR THE AIRPORT OR IN VARIOUS PARTS OF THE CODE.

THAT PROVIDE SOME CONFLICT AS TO WHETHER THE CITY COUNCIL OR PLANNING COMMISSION OR OTHERWISE CAN APPROVE AMENDMENTS TO CUPS RELATED TO THE AIRPORT.

THIS SLIDE SUMMARIZES THE REQUESTS FROM CITIZENS FOR A FRIENDLY AIRPORT RELATED TO AMENDING THE GENERAL PLAN, AND THAT SPECIFICALLY WOULD BE IN THE LAND USE AND COMMUNITY DESIGN ELEMENT OF THE GENERAL PLAN, TO INCLUDE POLICY STATEMENTS THAT SAY THAT ANY PROPOSED AND THESE ARE SIMILAR TO SOME OF THE CODE AMENDMENTS THAT WOULD CREATE ALIGNMENT THERE.

ANY PROPOSED AIRPORT EXPANSION AGAIN REQUIRES A CP, EITHER NEW OR AMENDED, APPROVED BY THE CITY COUNCIL.

SECOND, EXPANSION IS ONLY PERMITTED WITHIN THE CURRENT BOUNDARY OF MCCLELLAN-PALOMAR AIRPORT.

THIRD, THAT THE EXPANSION EXPANSION IN THE CONTEXT OF AIRPORTS IS DEFINED CONSISTENT WITH THE DEFINITION IN THE PUBLIC UTILITIES CODE.

AND THEN FINALLY, THIS IS A STATEMENT THAT RELATES TO A COUPLE OF RESOLUTIONS PASSED BY THE CITY COUNCIL.

I BELIEVE IN 2018 THAT THE CITY SUPPORTS THE B2 ENHANCED ALTERNATIVE AIRPORT DESIGN CLASSIFICATION WITH NO RUNWAY EXTENSION, AND OPPOSES THE D THREE MODIFIED STANDARDS COMPLIANCE ALTERNATIVE THAT RELATES TO THE COUNTY'S PROPOSED AIRPORT MASTER PLAN UPDATE THAT WAS APPROVED BY THE BY THE COUNTY RECENTLY.

SO WITH THAT THAT SUMMARIZES THE REQUESTS FOR THAT ARE BEFORE YOU AND THE THOUGHT, SHOULD COUNCIL BE INTERESTED IN MOVING FORWARD OR RECEIVING MORE INFORMATION ON THAT? STAFF WOULD TAKE COUNCIL DIRECTION ON THAT FRONT.

GO DO SOME PRELIMINARY INVESTIGATION INTO THAT AND RETURN TO YOU WITHIN A 6090 DAY TIME FRAME TO DISCUSS NEXT STEPS FOR ADVANCING THESE TYPES OF CHANGES.

THEN THEY MAKE A TURN AND THEY FLY OVER CARLSBAD HIGH SCHOOL, MELANIE'S HOUSE AND MY HOUSE THERE LOW, AND THEY'RE SLOW.

AND AS FAR AS I KNOW, MY NEIGHBORS.

I DON'T KNOW OF ANYBODY IN MY NEIGHBORHOOD WHO COMPLAINS ABOUT THE AIRPLANES THAT ARE GOING TO LAND AND THEIR LOW AND SLOW.

I DON'T KNOW, THERE MIGHT BE SOME PEOPLE THAT HAVE COME IN FROM MY NEIGHBORHOOD AND COMPLAINED ABOUT IT, BUT I JUST DON'T KNOW OF ANY.

SO. BUT I DID MOVE INTO MY HOUSE, INTO THIS HOUSE, MY THIRD IN CARLSBAD IN 2001, AND PLANES, LIKE ON THE FIRST DAY, THEY'RE LOW AND SLOW OVER MY HOUSE AND THE AIRPORT WAS THERE FIRST.

IT NEVER WOULD OCCUR TO ME TO GO OVER THERE TO PLAY SOME PLACE THAT WAS THERE BEFORE ME AND HINDER THEIR OPERATIONS, OR TELL THEM THAT YOU BOTHER ME AND I DON'T WANT YOU TO EXPAND YOUR BUSINESS.

SO WE SUPPORT STAFF'S RECOMMENDATION TO PURSUE THIS ENGAGEMENT OF HOW WE CAN MODIFY CARLSBAD CODE AND THE MUNICIPAL PLAN SUCH THAT CARLSBAD EXERCISES ITS LOCAL LAND USE JURISDICTION.

YOU HAVE FIVE RECOMMENDATIONS IN THIS REPORT.

THE ONE THAT'S NEAR AND DEAR TO ME ARE THE FOURTH AND FIFTH ONE, WHICH IS DOES THIS AIRPORT OPERATE AS A BTU AIRPORT OR AD3? NOW, WHEN I'VE PURSUED THIS, WHAT I'M TOLD BY THE COUNTY IS, WELL, YOU KNOW, IF AD3 AIRPORT, IF A PILOT OF AD3 AIRPLANE WANTS TO LAND HIS PLANE AT PALOMAR, WE CAN'T TELL HIM HE CANNOT.

AND TO ME, THAT DEFIES THE SAFETY CONCERNS THAT WE HAVE.

AND IT ALSO MAKES ME WONDER ABOUT REALLY WHAT IS THE PLAN HERE FOR PALOMAR.

AND THAT'S WHY IT'S SO IMPORTANT, I THINK, THAT YOU ASSERT YOUR LAND USE AUTHORITY HERE.

I THINK IT THE STEPPING UP AND ASSERTING THAT YOU'VE DONE THE PAST FEW MONTHS, ALONG WITH WHAT'S BEING RECOMMENDED BY C FOUR FOR WILL BE PREVENTATIVE. IT WILL BE GOOD REPRESENTATION AND IT WILL BE GOOD GOVERNANCE BECAUSE THE CITY NEEDS TO HELP WITH THIS.

THIS IS MY FIRST TIME SPEAKING IN FRONT OF OUR CITY COUNCIL, AND I WANT TO SAY I APPRECIATE THE TIME AND CONSIDERATION FOR WHAT I'M ABOUT TO SPEAK ON.

I'M HERE TO URGE THIS COUNCIL TO PUT FORTH A RESOLUTION ON THE AGENDA FOR AN IMMEDIATE AND PERMANENT CEASE FIRE IN GAZA, CALLING FOR A CEASE FIRE IN AN EMERGENCY THAT IS AN EMERGENCY THAT MERITS THE COUNCIL'S ATTENTION.

WHEN WE WOKE UP THIS MORNING, ANOTHER 34 CHILDREN WERE KILLED OR SUCCUMB TO THEIR WOUNDS CAUSED BY ISRAELI BOMBS DROPPING ON THEIR HOMES.

AND THIS WAS SUPPLIED BY THE US WITH OUR TAXPAYER MONEY.

OVER 40,000 INNOCENT CIVILIANS HAVE BEEN KILLED, WITH THOUSANDS MORE MISSING AND MILLIONS DISPLACED.

THE GENOCIDE BEING COMMITTED BY ISRAEL AGAINST PALESTINIANS IS A LOCAL ISSUE BECAUSE INNOCENT CIVILIANS, THE MAJORITY OF WHOM ARE CHILDREN, ARE BEING MURDERED WITH OUR TAX MONEY BY WEAPONS BEING MANUFACTURED IN OUR COUNTRY, MANY OF THEM IN SAN DIEGO COUNTY.

THE ESTIMATED FUNDS THAT THE UNITED STATES GOVERNMENT SENDS TO THE ISRAELI MILITARY FROM TAX PAYERS IN CARLSBAD THROUGH FEDERAL TAX DOLLARS, IS ROUGHLY $1.5 MILLION. IMAGINE WHAT OUR COMMUNITY COULD LOOK LIKE IF OUR GOVERNMENT FUNDED HEALTH CARE, EDUCATION, HOUSING AND ENVIRONMENTAL CONSERVATION INSTEAD OF SYSTEMS OF VIOLENCE. CARLSBAD IS HOME TO MANY PALESTINIANS AND IS OUR DUTY TO STAND UP AGAINST INJUSTICE AND BE THERE FOR OUR COMMUNITY.

TAKING A HUMANITARIAN POSITION AGAINST GENOCIDE BY ADDING CARLSBAD TO THE GROWING LIST OF CITIES DEMANDING A CEASE FIRE IS A RIGHT THING FOR THE CITY OF CARLSBAD TO DO, AND A FEW OF THOSE CALIFORNIA CITIES THAT HAVE PASSED A CEASE FIRE RESOLUTION ARE RICHMOND, CUDAHY, SAN FRANCISCO, MADERA, LONG BEACH, MONTEBELLO, POMONA, AND OAKLAND. WE HAVE A RESPONSIBILITY TO USE OUR VOICES TO ADVOCATE FOR HUMANITY, NOT WAR AND VIOLENCE.

I STRONGLY URGE THIS COUNCIL TO PUT FORTH A CEASE FIRE RESOLUTION ON THE AGENDA.

AND SINCE I HAVE ABOUT A MINUTE LEFT, I JUST THOUGHT THIS WAS REALLY IMPORTANT.

WHAT I SEE RIGHT HERE, WHAT IS RIGHT FOR CARLSBAD IS NOT ALWAYS POPULAR AND I'LL ADD, NOT ALWAYS POPULAR YET.

AND I THINK WE'VE SEEN IN THE HISTORY OF CARLSBAD THAT CHANGE IS NOT POPULAR.

IT TAKES A STRONG CONVICTION AND UNDERSTANDING THAT, AND ESPECIALLY HISTORY, SHOWS OVER AND OVER AGAIN THAT WHILE CHANGE MAY NOT SEEM POPULAR IN THE MOMENT, WE LOOK BACK AT HISTORY AND REALIZE THIS WAS WHAT WE NEEDED TO DO, AND THIS IS WHAT WE NEED TO DO WHEN WE THINK ABOUT HUMANITY AND JUSTICE.

THE PRESIDENTIAL DECLARATION WAS SIGNED ON FEBRUARY 19TH, AND SBA IS NOW HERE OFFERING LOW INTEREST LOANS TO IMPACTED BUSINESSES OF ALL SIZES, NONPROFITS, HOMEOWNERS AND RENTERS NOT COVERED BY INSURANCE OR OTHER RECOVERY FUNDS IN SAN DIEGO COUNTY.

SBA DISASTER LOANS ARE AVAILABLE TO HOMEOWNERS FOR UP TO $500,000 TO REPLACE OR REPAIR THEIR PRIMARY RESIDENCE.

AND THE DEADLINE TO APPLY FOR THESE DISASTER LOANS IS APRIL 19TH, 2024.

THAT'S A CONSIDERATION AS WELL.

ON SATURDAY, I WAS LUCKY TO JOIN CLEAN ENERGY ALLIANCE, WHERE I'M THE ALTERNATE FOR THE NAACP YOUTH COUNCIL IN OCEANSIDE. WE HAD A REGIONAL EVENT WHERE WE TALKED ABOUT YOUTH EMPOWERMENT AND MENTORSHIP.

TOMORROW MORNING I'VE GOT THE NORTH COUNTY DISPATCH, JOINT POWERS AUTHORITY BOARD OF DIRECTORS MEETING.

THAT'S AT OCEANSIDE.
