IT'S MY PLEASURE TO READ THE PRESENTATION FOR THE RETIREMENT OF COMMUNICATION SUPERVISOR JESSICA THIM.

JESSICA, WILL YOU PLEASE STAND AT THE PODIUM? OH, THERE YOU ARE. THE PROCLAMATION READS JESSICA THIM HAS BEEN A DEDICATED, TRUSTED AND VALUED EMPLOYEE HIRED BY THE CARLSBAD POLICE DEPARTMENT AS A COMMUNICATIONS OPERATOR 2 IN 1997, AND WAS PROMOTED TO COMMUNICATIONS SUPERVISOR IN 2009.

SHE HAS SERVED THE COMMUNITY AS A COMMUNICATIONS OPERATOR FOR 33 YEARS, INCLUDING 27 YEARS WITH THE CARLSBAD POLICE DEPARTMENT, AND WILL BE RETIRING AFTER A DISTINGUISHED CAREER SERVING THE CARLSBAD COMMUNITY.

JESSICA SERVED THE CITY OF CARLSBAD WITH PROFOUND LEADERSHIP AND EXPERTISE WITH THE UTMOST EXPERIENCE AND EFFECTIVENESS.

SHE HAS PARTICIPATED AND LED RESPONSE EFFORTS IN MAJOR INCIDENCES, INCLUDING THE ON DUTY DEATHS OF CHP OFFICER SEAN NAVA IN 2000, OCEANSIDE POLICE OFFICER DAN BESSANT ON IN 2006, THE 2003 CEDAR FIRE, THE 2007 FIRESTORMS, THE 2010 KELLY ELEMENTARY SCHOOL SHOOTING.

THE 2014 POINSETTIA FIRE, THE COVID 19 PANDEMIC, AND MOST RECENTLY, A 17 HOUR LONG STANDOFF.

SHE HAS BEEN RECOGNIZED FOR HER EXTRAORDINARY EFFORTS, RESULTING IN A MAYORAL COMMENDATION, FIVE CHIEF'S COMMENDATIONS, TWO MERITORIOUS UNIT COMMENDATIONS, AND THE DISPATCH INCIDENT OF THE YEAR AWARD.

JESSICA IS KNOWN BY HER FELLOW EMPLOYEES AS A MENTOR AND A COACH, WHICH LEADS BY WHO LEADS BY EXAMPLE WITH PRIDE AND PROFESSIONALISM.

HER CAREER HAS SIGNIFICANTLY CONTRIBUTED TO THE SAFETY OF CARLSBAD COMMUNITY, AND HER IMPACT WILL BE REALIZED AS THE DEPARTMENT EMBRACES THE FUTURE AND HONORS THE PAST IN PURSUIT OF A SAFER TOMORROW.

KERRY SCOTT HAS BEEN A DEDICATED EMPLOYEE AND VOLUNTEER FOR THE CITY OF CARLSBAD LIBRARY AND CULTURAL ARTS DEPARTMENT FOR MORE THAN 35 YEARS AND HAS ANNOUNCED HER DESIRE TO RETIRE. AND WHEREAS KERRY BEGAN HER CAREER TRANSITION FROM ENGINEERING TO LITERACY IN 1988 AS A LITERACY VOLUNTEER WITH LIBRARY AND CULTURAL ARTS, AND IN 2008, KERRY WAS INSTRUMENTAL IN CREATING THE LEARNING ECOSYSTEM PROVIDED AT THE CARLSBAD CITY LIBRARY LEARNING CENTER.

AND WHEREAS, KERRY HAS PLANNED, CREATED, SUPPORTED AND LED A WIDE VARIETY OF LITERACY LITERACY SERVICES AND PROGRAMS FOR THE COMMUNITY, INCLUDING LAUNCHING CAREER ONLINE HIGH SCHOOL, INTEGRATING COMPUTERS INTO THE LITERACY CURRICULUM, PARTNERING FOR ENGLISH AS A SECOND LANGUAGE CLASSES, AND AUTHORING WITH STAFF 11 ADULT NEW READER BOOKS AS PART OF A STATEWIDE EFFORT.

ALL OF THOSE ACHIEVEMENTS THAT WERE LISTED WOULDN'T HAVE BEEN ACCOMPLISHED WITHOUT A LOT OF OTHER PEOPLE'S HELP.

SO I'D LIKE TO THANK.

YOU FOR YOUR SUPPORT, BUT ALSO MY TEAM, OUR VOLUNTEERS, THE CITY AND LIBRARY STAFF, AND MY SUPERVISORS AND MENTORS.

MY CAREER STARTED HERE 35 YEARS AGO, WHEN I SAW A SIGN ON A BULLETIN BOARD THAT SAID, TEACH AN ADULT TO READ, AND I THOUGHT TO MYSELF, I'D LIKE TO DO THAT.

AND SO I CALLED TO BE A VOLUNTEER TUTOR AT THE CARLSBAD LIBRARY LITERACY PROGRAM.

I HAD HOPED THAT THAT CALL WOULD CHANGE SOMEONE'S LIFE.

I DIDN'T KNOW THAT IT WOULD BE MINE.

AT THE TIME, I WAS MANUFACTURING ENGINEERING MANAGER AT A LOCAL TECHNOLOGY FIRM.

I DIDN'T KNOW ANYBODY WHO STRUGGLED WITH READING AND WRITING.

AT LEAST I DIDN'T THINK SO.

MY ENTIRE LIFE CHANGED AFTER THAT CALL.

I LEARNED HOW 1 IN 5 ADULTS STRUGGLE WITH READING AND WRITING.

IT'S NOT THAT THEY CAN'T READ AND WRITE AT ALL, IT'S THAT THEY CAN'T READ AND WRITE TO THE EXTENT THAT THEY NEED TO PARTICIPATE FULLY IN THEIR LIVES AS FAMILY MEMBERS, AS WORKERS, COMMUNITY MEMBERS, AND LIFELONG LEARNERS.

THEY NEED BETTER SKILLS FOR HIGH PAYING JOBS, TO READ TO THEIR CHILDREN, TO FILL OUT MEDICAL FORMS, TO PASS THE WRITTEN DRIVER'S TEST.

TO VOTE AND TO GET A HIGH SCHOOL DIPLOMA.

AS A VOLUNTEER, I LEARNED HOW TO TEACH ADULTS TO READ AND WRITE, BUT ALSO HOW TO ENCOURAGE THEM AND SUPPORT THEM ON THEIR LEARNING JOURNEY.

IT WAS AN HONOR TO BE A PART OF OUR LEARNERS LIVES VERSUS A VOLUNTEER TUTOR.

LATER, AS AN EMPLOYEE AND THE COORDINATOR OF LITERACY SERVICES.

AND WHILE IT'S BEEN A JOY TO WORK IN LITERACY, IT'S BEEN A SPECIAL PRIVILEGE TO WORK IN LITERACY IN CARLSBAD.

AND THAT'S BECAUSE CARLSBAD LEADERSHIP RECOGNIZES THAT TEACHING LITERACY SKILLS IS AN ESSENTIAL SERVICE AND NOT JUST A NOBLE CAUSE.

OUR CITY'S LEADERSHIP ALSO KNOWS AND VALUES THE LIFELONG LEARNING, NO MATTER WHAT THE STARTING POINT.

WE'RE DOING SOME IMPROVEMENTS.

CAN WE CHANGE THE SLIDE, PLEASE? SO THESE IMPROVEMENTS BASICALLY ARE GOING TO BE WE'RE GOING TO WIDEN THE AREA TO ADD SOME BIKE PATHS AND TO ENHANCE THE EXISTING SIDEWALKS THERE.

I BELIEVE WE WERE OUT HERE A COUPLE OF MONTHS AGO TO SELECT A TEAM, AND I THINK THAT WAS GREAT, AND WE'RE LOOKING FORWARD TO WORKING WITH THEM.

NEXT SLIDE. WE'VE DONE A LITTLE BIT OF PUBLIC OUTREACH AND I WON'T READ THROUGH EVERYTHING, BUT WE ALREADY SEND OUT POSTCARDS AND SOME STAKEHOLDER EMAILS AND SOME E-BLASTS, AND SOME OF THE OTHER THINGS WE'RE GOING TO DO UPCOMING IS WE'RE GOING TO DO SOME FLIERS AND OUR HANGING.

WE ARE GOING TO START ON THE SOUTH SIDE OF THE OF THE RETAINING WALLS OF THE BRIDGE.

WE'RE GOING TO IMPROVE THOSE RETAINING WALLS, AND THAT'S GOING TO TAKE US ALL THE WAY TO OCTOBER, WHERE 156 OUR CLOSURE, AND THEN WE'RE GOING TO SWITCH AND WE'RE GOING TO DO THE SAME EXACT THING ON THE NORTH SIDE DOING ALL THIS TIME.

CAN WE CHANGE THE SLIDE? WE'RE GOING TO HAVE ACCESS TO EVERYBODY.

OH, SORRY, WRONG SLIDE.

YOU KNOW, WE'RE GOING TO BE OUT THERE AND CONSTRUCTING, BUT WE'RE GOING TO MAKE SURE THAT, YOU KNOW, THERE'S GOING TO BE SOME LANE CLOSURES, THERE'S GOING TO BE SOME LIGHTS AND THERE'S GOING TO BE SOME NOISE.

ONE OF THE LARGEST NOISE YOU'RE GOING TO HEAR IS WE HAVE MANDATORY BACKUPS FOR OUR, FOR OUR VEHICLES THAT, YOU KNOW, IT'S FOR SAFETY.

MOST OF THE WORK WILL BE DONE AT DAYTIME.

ACTUALLY, AS OF RIGHT NOW, ALL THE WORK IS GOING TO BE DONE AT DAYTIME.

YOU'VE SEEN BETTER MAPS THAN THIS, BUT THAT'S THE LOCATION NOT ONLY OF THE NEW CHESTNUT UNDERPASS, BUT ALSO THE PUBLIC ART ASSOCIATED WITH THE PROJECT.

AND SO JUST A FEW FAST FACTS FOR ALL OF YOU.

WE HAVE A $400,000 BUDGET FOR THIS PUBLIC ART PROJECT.

WE HAVE SELECTED AN ARTIST VIA A PUBLIC ART ADVISORY COMMITTEE THAT WAS MADE UP OF TWO ARTS COMMISSIONERS AND TWO COMMUNITY MEMBERS, AND AN ARTS PROFESSIONAL.

WE ARE IN THE MIDST OF EXECUTING A CONTRACT WITH THAT ARTIST TEAM TO DO THE DESIGN FOR THE PROJECT.

CURRENTLY THE CONTRACT IS WITH SANDAG AND CALTRANS, OUR PARTNERS WHO ALSO HAVE TO REVIEW THE CONTRACT AND A LOT OF THE DETAILS ABOUT THE CONTRACT BECAUSE IT IS A COMPLEX TRANSPORTATION PROJECT, AND THEY NEED TO MAKE SURE THAT THE PUBLIC ART FITS INTO THE PROJECT APPROPRIATELY.

OH. TRY THAT AGAIN AND THEN BRIEFLY JUST NEXT STEPS.

SO ONCE WE HAVE AN EXECUTED CONTRACT WITH OUR ARTIST TEAM, THEIR FIRST TASK IS TO GATHER COMMUNITY INPUT FOR THE DESIGN FOR THE PUBLIC ART.

AND ONCE THEY'VE GATHERED THAT COMMUNITY INPUT AND THOUGHT ABOUT IT, THEY WILL FINALIZE A DESIGN FOR THE ACTUAL ART PIECE.

THEY WILL SHARE THE DESIGN CONCEPT AGAIN WITH THE COMMUNITY.

IT'S IMPORTANT THAT THE COMMUNITY INPUT IS A IS AN INTEGRAL PART OF THIS WHOLE PROCESS.

THE FINAL DESIGN WILL BE PRESENTED TO BOTH THE ARTS COMMISSION AND TO YOU, CITY COUNCIL, FOR YOUR APPROVAL.

ONCE THAT DESIGN HAS BEEN APPROVED, WE WILL ENTER INTO A FABRICATION AND INSTALLATION CONTRACT WITH THE ARTIST TEAM.

AND THEN THE FINAL THING IS FOR THEM TO ACTUALLY FABRICATE AND INSTALL THE PUBLIC ART.

THIS IS JUST SORT OF THE TIMELINE FROM THE THE PUBLIC ART PROJECT PERSPECTIVE.

IT IS SPRING 2024, AND AS SOON AS THAT CONTRACT DESIGN CONTRACT IS EXECUTED, WE'LL BE STARTING WITH GATHERING PUBLIC INPUT ABOUT THE DESIGN OF THE PROJECT.

THE GOAL IS TO HAVE THE ART PIECE COMPLETED AND INSTALLED BY SUMMER 2025, IN CONJUNCTION WITH THE COMPLETION OF THE CONSTRUCTION PROJECT.

WE'RE ABLE TO PROVIDE APPROPRIATE PARKING OR SHUTTLE LOCATIONS FOR THOSE LAST TWO CONCERTS IN AUGUST.

THE LOCATIONS THAT WE USE ARE THE SCHOOLS THAT ARE NEARBY AND THEY WILL BE PREPARING AND USING THEIR PARKING LOTS AT THAT POINT IN TIME.

THE FIRST IS WE WANT TO PROVIDE A CONTROLLED LOCATION FOR THE EVENT SCREEN FOR WEAPONS, AS WELL AS HAVE SECURITY ON STAFF ON ON SITE AND HAVE ADDITIONAL BOTH LAW ENFORCEMENT PUBLIC SAFETY PROFESSIONALS THERE WHO CAN RESPOND AND MANAGE INCIDENTS SHOULD THEY ARISE.

WHEN DEVELOPING THESE PLANS, WE WORKED BOTH WITH LIBRARY AND CULTURAL ARTS, AS WELL AS OUR PARTNERS AT THE FIRE DEPARTMENT AS WELL AS OTHER CITY DEPARTMENTS.

IT ALSO MOVES THE RESTROOM FACILITIES AS WELL AS SOME OTHER AREAS INSIDE OF THAT PERIMETER, BUT IT ALLOWS FOR OTHER PEOPLE WHO AREN'T NECESSARILY THERE TO ATTEND THE PARKS TO OR TO ATTEND THE CONCERTS TO STILL ATTEND THE PARKS AND STILL HAVE ACCESS TO OTHER OPPORTUNITIES WITHIN WITHIN THE PARTICULAR VENUE.

WE HAVE MULTIPLE LOCATIONS FOR SECURITY SCREENING, AND THE REASON WE DID THAT IS BOTH TO ALLOW FOR WHEN PEOPLE COME IN TO DISTRIBUTE THAT WORKLOAD A LITTLE BIT SO THAT THERE'S NOT LONG LINES AND DELAYS WITH PEOPLE COMING IN.

BUT THE OTHER THING THAT'S NICE ABOUT THEM IS THAT THEY ALLOW FOR SIGNAGE, AND THE SIGNAGE WILL INCLUDE THINGS LIKE PROHIBITED ITEMS FOR SECURITY SCREENING POTENTIALLY OTHER INFORMATION WITH, DEPENDING ON OUR TICKETING OPTIONS AS WELL AS THE OPPORTUNITY FOR SPONSORSHIP PROGRAMS. SO WE'RE PROPOSING AN AMENDMENT TO THE MUNICIPAL CODE SPECIFICALLY IN THE AREA THAT APPLIES TO PARKS AND THIS AMENDMENT TO THE NEXT ONE TO THIS AMENDMENT IS VERY NARROW IN WITH RESPECT TO ONLY SCREENING INDIVIDUALS WHO ARE ENTERING INTO THE CONCERT VENUE.

SO IT'S RESTRICTED TO THAT, AND IT GIVES BASICALLY RESTRICTIONS TO YOU WERE REQUIRED TO GO THROUGH SCREENING TO ENTER INTO THE CONCERT VENUE.

AND THE THINGS WE'RE SCREENING FOR ARE THINGS THAT ARE ALREADY PROHIBITED ELSEWHERE IN THE MUNICIPAL CODE FOR THE PARKS, WITH THE EXCEPTION OF GLASS.

GLASS IS IS EXEMPTED DUE TO THE DURING THE CONCERT VENUES BECAUSE OF THEIR SPECIAL EVENTS PERMIT.

SO PEOPLE WILL STILL BE ABLE TO BRING THEIR WINE AND THEIR, THEIR GLASS AND STUFF INTO THE, INTO THE VENUE.

BUT WE'RE SPECIFICALLY LOOKING THINGS FOR LIKE WEAPONS, INCENDIARY DEVICES, THINGS THAT WE DON'T WANT IN A CONCERT ENVIRONMENT THAT UNDERMINE THE SAFETY AND SECURITY OF CONCERT GOERS. THE OTHER PART OF THIS WAS PROVIDING A SECURITY PRESENCE.

THIS IS BOTH SECURITY PRESENCE, WHO WILL BE DOING THE SCREENING AT THE ENTRANCES.

THEY WILL BE UNDER THE SUPERVISION OF THE POLICE DEPARTMENT, BUT NOT NECESSARILY POLICE OFFICERS DOING THESE SCREENINGS.

IT'S WE'VE GOING TO BE ENTERING INTO A CONTRACT WITH SECURITY COMPANY TO PROVIDE THAT SERVICE, AS WELL AS TO BE A PRESENCE WITHIN THE VENUE, JUST PROVIDING ADDITIONAL OPPORTUNITIES FOR SAFETY AND SECURITY.

AND FINALLY THE POLICE DEPARTMENT AND FIRE DEPARTMENT SPECIFICALLY, ALONG WITH LIBRARY AND CULTURAL ARTS STAFF, ARE GOING TO BE WORKING TO ENHANCE GENERAL AWARENESS AND PLANNING. SO THIS WILL INCLUDE THE PRESENCE OF BOTH THE POLICE INCIDENT COMMANDER AS WELL AS FIRE REPRESENTATIVES.

SO THAT SHOULD WE HAVE AN EMERGENCY THAT REQUIRES A RAPID INTERVENTION.

WE HAVE SUFFICIENT EQUIPPED STAFF AND THE ABILITY TO IMMEDIATELY JUMP INTO LIFE SAVING MEASURES AND COMMAND AND CONTROL THAT WILL ALLOW US TO RESOLVE THOSE INCIDENTS QUICKLY WITH MINIMAL IMPACTS TO THE THE CONCERT GOERS.

AND SO WE WERE DIRECTED TO EXPLORE TICKETING AND RESERVATION SYSTEMS. AND WE LOOKED INTO THREE OPTIONS.

THAT ROSE TO THE TOP A DIGITAL OR ONLINE TYPE OF TICKETING.

WE PARTNERED WITH OUR IT DEPARTMENT.

AND WE'RE AND THEY DID A LOT OF THE LEGWORK AND RESEARCH.

AND WE LOOKED AT FIVE SPECIFIC VENDORS AND ANALYZED THE DIFFERENT SERVICES AND ABILITIES AND THINGS THAT THEY COULD PROVIDE TO MAKE THIS AS SIMPLE OF A USER INTERFACE FOR OUR COMMUNITY MEMBERS AND HAVING SUPPORT, TRACKING ATTENDANCE AND HAVING SOME ON SITE VENDOR SUPPORT, AS WELL AS HAVING ATTENDANCE LIMITS.

SO THE PROS TO THIS ARE SOME OF WHAT OUR REQUIREMENTS WERE THAT WE COULD LIMIT THE ATTENDANCE.

IT WAS SIMPLE USABLE.

TICKETS WERE AVAILABLE ON THE MOST POPULAR PLATFORMS, AND WE CAN TRACK ATTENDANCE.

SOME OF THE CONS FOR THIS.

THERE ARE A LOT OF STAFF RESOURCES IT WOULD TAKE TO BOTH IMPLEMENT IT INITIALLY, AS WELL AS TO MANAGE IT AND SCAN THE TICKETING AT THE EVENT.

IT COULD TAKE A LOT OF CELLULAR SERVICE AT THE CONCERTS.

WHICH, YOU KNOW, IS IS SOMETIMES DIFFICULT IF YOU'RE TRYING TO PULL UP SOMETHING ON YOUR PHONE AND YOU HAVE NO CELL SERVICE, THAT COULD BE AN ISSUE.

AND THE MAJOR CON FOR IT IS THE COST ASSOCIATED WITH THE VENDOR THAT MET THE MOST REQUIREMENTS OF US.

THE COST FOR THIS FOR YEAR ONE WOULD BE ALMOST $73,000, WITH ALMOST $50,000 PER YEAR ONGOING.

AND THAT INCLUDES THE CONTRACT WITH THE VENDOR AS WELL AS HARDWARE STAFF AT THE VARIOUS TIMES, WHETHER IT'S IN GETTING A TICKET OR SCANNING AT THE VENUE.

SO IT'S IT'S QUITE A QUITE PRICEY OPTION.

THE SECOND OPTION INCLUDES ISSUING WRISTBANDS TO CONCERT ATTENDEES.

THIS COULD EFFECTIVELY LIMIT ATTENDANCE.

THE COST IS MINIMAL.

IT IS LOW RISK, LOW TECH PEOPLE THAT DON'T HAVE TECHNOLOGY, SUCH AS A SMARTPHONE OR SOMETHING LIKE THAT, OR ONLINE ACCESS, WOULD STILL BE ABLE TO PICK IT UP. IT DOES.

HOWEVER, ON THE THE CONS, IT'S AN EXTRA STEP FOR OUR CONCERT ATTENDEES.

AND IT'S AN EXTRA STEP FOR STAFF TO BOTH DEVELOP A PLAN FOR DISTRIBUTION AND CARRY OUT THAT PLAN.

SO THERE IS ALSO A COST TO THAT.

OUR THIRD OPTION IS TO CONTINUE LIKE WE HAVE WITH NO TICKETING OR RESERVATION SYSTEM, AND WITH NOTING THAT THE INCREASE IN SECURITY SCREENINGS AND PERIMETER SAFETY AND HAVING THAT POLICE PRESENCE THERE, THE THE POLICE AND THE FIRE MARSHAL HAVE HAVE DETERMINED THE FIRE MARSHAL SPECIFICALLY IS TO DETERMINED CAPACITY FOR THE VARIOUS CONCERT VENUES.

AND IT WOULD IT WOULD BE LESS CHANGE FOR THE CONCERT GOERS.

IT WOULD CONTINUE SORT OF THE COMMUNITY FEEL OF THE CONCERT.

IT WOULD PROVIDE FOR LAST MINUTE CONCERT ATTENDANCE, WHICH WE KNOW IS VERY COMMON, TO KNOW THAT EVERY FRIDAY NIGHT DURING THE SUMMER, YOU CAN DO THIS AS AN OPTION. WHOOPS.

THE ATTENDANCE HISTORY, IF YOU CAN SEE FROM THE LAST SEVERAL YEARS, THIS IS THE LAST FIVE YEARS OF CONCERTS.

OF COURSE, WE DID NOT HAVE THE CONCERTS IN 2020 OR 2021, SO WE SKIPPED THAT.

EXCUSE ME. ALL OF OUR CONCERTS HAVE BEEN WELL WITHIN THE FIRE MARSHAL'S CAPACITY, WHICH IS CLOSER TO 4500 TO 5000 PER CONCERT.

THE ONLY YEAR THAT GREATLY EXCEEDED THAT WAS LAST YEAR.

AND, YOU KNOW, IT'S HARD TO SAY EXACTLY WHY WE HAD SO MANY MORE ATTENDEES.

IT COULD BE THAT WE HAD SIX CONCERTS INSTEAD OF NINE.

SO THERE WERE MORE PEOPLE PER CONCERT BECAUSE WE HAVE TO GET TO A CONCERT AND THERE ARE ONLY SIX OF THEM.

SO IT COULD HAVE BEEN THAT.

IT COULD HAVE BEEN THE CHOICE OF BANDS.

THE LAST TWO CONCERTS WERE THE ONES THAT REALLY SKEWED THIS AVERAGE.

SO OUT OF THOSE SIX, THE FIRST FOUR HAD AVERAGE ATTENDANCE AROUND 4000, WHICH AGAIN IS STILL WITHIN THE SAFE PARAMETERS OF THE VENUES WAS THE LAST TWO CONCERTS WHICH TOPPED OVER 7000 ATTENDEES EACH.

AND SO THAT SKEWED THAT AVERAGE FOR 2023 QUITE, QUITE HIGH.

BUT FOR THE MOST PART, FOR OVER OVER 35 YEARS, WE'VE HAD ATTENDANCE THAT FITS WITHIN THE 4 TO 5000 ATTENDEES PER CONCERT, WHICH IS THE THE CAPACITY LISTED.

SO THE CON TO HAVING NO TICKETING IS REALLY THAT PEOPLE COULD COME AND MAYBE TURNED AWAY AT THE GATE ONCE THEY GET THERE. IF IT IS A IT HAS EXCEEDED CAPACITY.

SO BUT STAFF FEEL THAT GIVEN THE HISTORY OF THE CONCERTS, THAT HAVING NO TICKETING OR RESERVATION SYSTEM WOULD BE VERY MANAGEABLE.

FIRE AND POLICE ALSO SUPPORT THAT AND FEEL THAT THAT THE TICKETING SOLUTION IS NOT REQUIRED.

NOW ONE THING THAT WE CAN DO IS WE CAN TRY IT WITHOUT A TICKETING SYSTEM THIS YEAR AND EVALUATE IT AGAIN.

WE CAN SEE WHAT THE ATTENDANCE IS AND THEN POSSIBLY IMPLEMENT A TICKETING SYSTEM FOR SUMMER OF 2025.

I'M GOING TO TALK A LITTLE BIT ABOUT OUR PILOT SPONSORSHIP PROGRAM.

LIBRARY AND CULTURAL ARTS STAFF ARE PARTNERING WITH THE CITY'S ECONOMIC DEVELOPMENT DEPARTMENT AND WILL BE SOON ISSUING A REQUEST FOR EXPRESSION OF INTEREST.

AND WE'RE STARTING A PILOT PROGRAM WITH A COUPLE TIERED LEVELS OF SPONSORSHIP.

SO WE DECIDED TO INITIALLY GET A QUOTE FROM THEM AS FAR AS WHAT THE COST WOULD BE.

AND BASED ON EVERYTHING THAT I HAD GATHERED, REGARDS TO THEIR BACKGROUND, WHO THE CONTRACTS ARE WITH THEIR TRAINING, WE DECIDED TO PURSUE THEM AS PART OF THE APPLICATION PROCESS.
