THE PROJECT WILL REMOVE AND REPLACE FLOOR TILES AND WALL TILES. ANY COMPROMISE FRAMING, AND SOME OF THE WALLS WILL BE REPLACED. NEW WATERPROOFING MEMBRANES WILL BE INSTALLED AND THE FLOOR DRAINS WILL BE REPLACED. THE SHOWERS WILL BE REBUILT, AND ADDITIONAL ACCESSIBILITY IMPROVEMENTS WILL BE MADE. THE ALGA NORTE SETTLEMENT PROJECT WAS INITIALLY FUNDED WITH JUST UNDER $2 MILLION. APPROXIMATELY 200,000 HAS BEEN ENCUMBERED OR SPENT, LEAVING A BALANCE OF JUST OVER 1.7 MILLION. THE ESTIMATED CONSTRUCTION COSTS FOR THIS PROJECT IS 1.125 MILLION. IT WILL LEAVE A REMAINING BALANCE OF 651,000 TO ACCOUNT FOR ANY FUTURE WARRANTY REPAIRS NEEDED AT THE PARK. SO MOVING ON TO THE POOL REPLASTERING PROJECT. THE POOLS HAVE BEEN THERE IN SERVICE FOR ABOUT 11 YEARS AND WITH THE EXCEPTION OF A FEW SMALL REPAIR AREAS, THE GROUT TILE AND POOL PLASTER ARE ALL ORIGINAL. THE ANTICIPATED LIFESPAN OF PLASTER IN A TYPICAL COMMERCIAL POOL IS APPROXIMATELY 10 TO 15 YEARS. THE AMOUNT OF AND FREQUENCY OF CRACKING, SPAULDING, AND WEATHERING IN THE POOLS HAS INCREASED IN RECENT YEARS, AND ON A NUMBER OF OCCASIONS STAFF HAVE HAD TO CLOSE SECTIONS OF THE POOL AND RETAIN A CONTRACTOR TO MAKE LOCALIZED REPAIRS. ELEMENTS OF THE POOL SYSTEMS ARE REACHING THE END OF THEIR USEFUL LIFE, AND STAFF ARE RECOMMENDING REFURBISHING THE POOLS AT THIS TIME. THE SCOPE OF THE PROJECT WILL BE TO REMOVE AND REPLACE ALL WATERLINE, COPING, DECK AND SPECIALTY TILES IN THE POOLS. [00:20:05] THE PLASTER POOL SURFACE WILL SURFACES WILL BE DEMOLISHED AND REMOVED. THE CONCRETE SUBSTRUCTURE WILL BE ASSESSED AND NECESSARY REPAIRS WILL BE MADE. THE DECK DRAINS, POOL DRAINS AND LIGHTING FIXTURES WILL ALL BE REPLACED AND A NEW PLASTER SURFACE WILL BE APPLIED TO THE POOLS. CAPITAL IMPROVEMENT PROGRAM PROJECT 4733 WILL BE USED TO FUND THE POOL. REPLASTERING PROJECT. PROJECT APPROPRIATIONS TO DATE ARE $1.424 MILLION 273,646 HAS BEEN ENCUMBERED OR SPENT, LEAVING A BALANCE OF JUST OVER $1.1 MILLION. THE ESTIMATED CONSTRUCTION COSTS ASSOCIATED WITH REPLASTERING THE POOLS IS JUST UNDER $2.4 MILLION. THE ESTIMATED COST TO COMPLETE OTHER ELEMENTS OF SCOPE INCLUDED IN THE PROJECT ARE ESTIMATED AT $263,000, AND THEREFORE STAFF ARE REQUESTING THE CITY COUNCIL AUTHORIZATION TO APPROPRIATE AN ADDITIONAL $1.487 MILLION FROM THE INFRASTRUCTURE REPLACEMENT FUND TO THE PROJECT. THE PARK IS WHAT YOU MIGHT CALL A TWEEN SIZE AT 11.2 ACRES, MEANING IT'S LARGER THAN OUR TYPICAL SPECIAL USE AREA, WHICH OFTEN IS REFERRED TO AS A NEIGHBORHOOD PARK. AND IT IS A BIT SMALLER THAN OUR TYPICAL COMMUNITY PARK. SO, THE PARK IS A PRIORITY PROJECT AGAIN IN CITY COUNCIL'S FIVE-YEAR STRATEGIC PLAN, AS THE PREVIOUS PROJECTS WERE. THE PARKS AND RECREATION DEPARTMENT MASTER PLAN ALSO IDENTIFIES THIS PROJECT AS A STRATEGIC GOAL AND COMMUNITY PARKS AND NEIGHBORHOOD PARKS WERE BOTH IDENTIFIED AS NEEDS IN THAT ASSESSMENT THAT LED UP TO THE MASTER PLAN. AGAIN, FOR THOSE IN THE PUBLIC MAY NOT BE FULLY FAMILIAR. THIS ENLARGEMENT HERE SHOWS THE EXACT LOCATION ON CANNON ROAD, JUST OFF CANNON ROAD NORTHEAST OF EL CAMINO REAL. MANY DESIGN CONSIDERATIONS WENT INTO THIS PROJECT. WE WANTED TO START BY REFLECTING ON THE COMMUNITY'S NEEDS, VALUES, AND PRIORITIES. WE REALLY WANTED TO GET A BASELINE OF THEIR INTERESTS AND WHAT THEY SAW FOR THIS PARK. BUT WE ALSO WANTED TO FOCUS ON SAFETY AND ENSURE THAT THIS WAS NOT ONLY A SAFE PLACE FOR THE PATRONS, BUT ALSO THE SURROUNDING NEIGHBORHOOD. WE ALSO WANT TO BE A GOOD NEIGHBOR IN GENERAL AND BE CONSIDERATE OF IMPACTS TO THE ADJACENT NEIGHBORS, AND ALSO CREATE A FAMILY-ORIENTED THEME, IF YOU WILL, OR INTENT. AND WE ALSO CONSIDERED LOCATIONS OF OTHER NEARBY PARKS AND WHAT AMENITIES THEY OFFERED. SO, IN THIS PARTICULAR CASE, WE DID DEVELOP A PLAN WHICH YOU'LL SEE MOMENTARILY THAT INCLUDES MULTIGENERATIONAL, INCLUSIVE ELEMENTS WHILE STAYING WITHIN ROUGH COST PARAMETERS. WE KNOW WHAT THE INDUSTRY STANDARD IS FOR THIS TYPE OF COMBINED USE PARK, AND RIGHT NOW WE'RE LOOKING AT ABOUT $2.5 MILLION PER [00:40:07] ACRE. THE PARK PLANNING PROCESS REALLY HAD THREE PHASES TO IT WERE DOWN TO CONCLUDING THE FIRST PHASE, WHICH IS COMING TO THE RECOMMENDED MASTER PLAN. BUT THAT'S BEEN A PROCESS, AND WE'VE REALLY TAKEN THE FULL 14 MONTHS IN THIS CASE TO GET HERE, BUT IT'S BEEN VERY THOROUGH. THE NEXT PHASE, WITH YOUR APPROVAL, WOULD BE TO PROCEED INTO THE PERMITTING AND BRING BACK A FINAL MASTER PLAN TO YOU AFTER WE RECEIVE THOSE PERMITS. AND ULTIMATELY, IF THE CITY COUNCIL GAVE AUTHORIZATION AFTER THE MASTER PLAN, WE WOULD PROCEED WITH DEVELOPING CONSTRUCTION PLANS AND SPECS AND THEN COMING BACK WITH THOSE PLANS AND SPECS, ASKING FOR AUTHORIZATION TO BID AND ULTIMATELY CONSTRUCT THAT FINAL PHASE IS LENGTHY, AND SO THAT COULD BE AS LONG AS FOUR YEARS IN THE MAKING. THE PARKS MASTER PLAN IS CONCEPTUAL IN NATURE. THIS IS NOT INTENDED TO BE AGAIN, PLANS AND SPECIFICATIONS. RATHER, IT IDENTIFIES GENERAL FEATURES AND LOCATIONS OF AMENITIES. IT DOES NOT INCLUDE DETAILS SUCH AS BRANDS OF PRODUCTS OR MATERIALS, THE SPECIFIC PLANTS AND LANDSCAPING TO BE INSTALLED, MANUFACTURERS OF PLAY EQUIPMENT, OR THE PRECISE LOCATION OF ELECTRIC VEHICLE CHARGING STATIONS. ULTIMATELY, ONCE WE HAD THAT UNDERSTANDING, WE WORKED WITH OUR DESIGN TEAM TO GO BACK AND DEVELOP THREE CONCEPT OPTIONS, AND WE PRESENTED THOSE TO THE PUBLIC, AND THEN WE TOOK FEEDBACK ON THOSE DESIGN OPTIONS AND ULTIMATELY TOOK ALL OF THAT FEEDBACK AND MELDED IT, IF YOU WILL, INTO A PREFERRED DESIGN, WHICH IS NOW CALLED A RECOMMENDED MASTER PLAN. AND THAT BRINGS US TO TONIGHT'S MEETING AGAIN, REVIEWING THAT RECOMMENDED MASTER PLAN AND REQUESTING YOUR AUTHORIZATION TO PROCEED. THESE ARE SOME OF THE VARIOUS ELEMENTS THAT OUR COMMUNICATION AND ENGAGEMENT TEAM EXECUTED IN ORDER TO GET ENOUGH COMMUNITY INPUT. WE DID EVERYTHING FROM PRINT FLIERS TO ONLINE SURVEYS AND IDEA WALLS, TO SOCIAL MEDIA, TO E-BLASTS THROUGH THE CITY MANAGER'S UPDATE AND OTHER FORMS. AND THEN FINALLY WE ALSO USED, IN THIS CASE, LOCAL MAILERS TO THOSE ADJACENT RESIDENCES THAT I MENTIONED EARLIER. AND THEN ALSO IN THE LOWER RIGHT HAND CORNER IS A SAMPLE VIDEO THAT WE CREATED AGAIN AND POSTED ONLINE. SO OUR COMMUNICATION ENGAGEMENT TEAM REALLY JUST DID A STELLAR WORK ON THIS. THE TWO OVERWHELMING CONCEPTS THAT HAD THE MOST FAVOR FROM THE COMMUNITY WERE CONCEPT ONE AND THREE. THAT WAS THE AGRARIAN TAPESTRY AND THE ROLLING HILLS. AS WE BLENDED THOSE CONCEPTS TOGETHER AND HEARD THE INPUT FROM THE COMMUNITY, AS WELL AS RELIED ON SOME VERY IMPORTANT DOCUMENTS THAT WE HAVE WITHIN OUR ART NETWORK, SUCH AS THE PARK AND RECREATION MASTER PLAN UPDATE FROM LAST YEAR. WE KNOW CERTAIN NEEDS THAT ARE THAT ARE EXISTING WITHIN OUR PARK SYSTEM THINGS LIKE PICKLEBALL COURTS, COMMUNITY GARDENS SPORTS FIELDS, ETC. AND SO WITHIN THIS PLAN, WE CAN SEE THOSE MAJOR ELEMENTS TAKING SHAPE ON THE PLAN BEFORE YOU. WE ALSO HAVE A UNIQUE OPPORTUNITY HERE FROM ONE NEW REQUEST THAT CAME OUT, WAS FOR DEDICATED SPACE FOR FOLKS TO JOG OR RUN ON. AND AS WE TAKE A CLOSER LOOK AT THE MULTI-USE SPORTS FIELD, THIS WILL HAVE AN OPPORTUNITY FOR MULTI-GENERATIONAL SPORTS PLAY AS WELL. FROM YOUTH SPORTS TO ADULT LEAGUES, AND THE RUNNING TRACK THAT SURROUNDS THE SPORTS FIELD WILL HAVE A CLEAR DELINEATION BETWEEN THE WALKING PATH AND THE RUNNING AREA. ALSO ADJACENT TO THE SPORTS FIELD, YOU'LL SEE ON THE LOWER RIGHT HAND OF THE SCREEN, THERE'S A LITTLE TURNAROUND THERE WE WERE ABLE TO INCORPORATE THAT, SO THERE'S A BETTER CIRCULATION THROUGHOUT THE SITE, OPPORTUNITIES FOR DROP OFF AND HAVE A GOOD AREA FOR PEOPLE TO TO INTERACT WITH THE SPACE WITHOUT HAVING TOO MUCH OF A TRAFFIC JAM. TOP HALF OF THE PARK. WE CAN SEE SOME GREAT OPPORTUNITIES THAT PRESENTED THEMSELVES AGAIN FROM ANOTHER ROUNDABOUT DROP OFF AREA FROM THE DEDICATED ENTRANCES, CALLED OUT AS PART OF THE MASTER PLAN OFF OF TRAILBLAZER. AND THAT CONNECTS TO A CENTRALIZED PLAZA SPACE, WHERE WE'LL HAVE A UNIQUE PLAYGROUND AREA THAT WILL ENCOMPASS THE TRADITIONAL PLAY AREAS THAT WE TYPICALLY WOULD SEE WITHIN OUR PARKS, AS WELL AS THE NATURE-BASED DISCOVERY AREA, AND ALSO A WATER INTERACTIVE AREA, OR, AS WE CALL IT, OUT ON THE PLAN, A SPLASH PAD. ANOTHER KEY FEATURES WE HAVE A CONNECTION TO THE ADJACENT TRAIL SYSTEM AND THE NORTH WESTERLY EDGE OF THE PARK. ON THE WESTERLY EDGE OF THE PARK ADJACENT TO THE NATURAL PRESERVE AREA, WILL HAVE A AREA THAT WILL KIND OF INVOKE AN AREA, IN ESSENCE, OF A LEISURELY PATH. SO, THERE'LL BE A PATH NOT QUITE THE TRAIL, BUT SOME MORE OF AN ORNAMENTAL PLANTING THAT WILL ALLOW USERS TO JUST HAVE A, A CASUAL WALK THROUGH THE PARK. AND THEN YOU'LL SEE WE ALSO HAVE SOME OF THE USUAL THINGS THAT WE WOULD SEE BLEACHERS AND SEATING AREAS THROUGHOUT THE PARK AS WELL. ANOTHER KEY THING THAT CAME OUT OF THE COMMUNITY ENGAGEMENT AND OUR PARK PLANNING PROCESS WAS THE NEED FOR AN ADDITIONAL ENTRANCE ON. THIS IS ACCOMPLISHED BY HAVING A RIGHT TURN IN AND RIGHT TURN OUT OFF OF CANNON. TO ALLEVIATE SOME OF THE CONCERN FOR CONGESTION AND CIRCULATION OFF OF THE ONE DEDICATED AREA OFF OF TRAILBLAZER WAY. SO AT THAT POINT, USERS WILL HAVE AN OPPORTUNITY TO EITHER DRIVE A CAR OR THEY CAN RIDE THEIR BICYCLE INTO THE PARK. AT THAT POINT, THE COUNCIL DIRECTED US TO PROCEED WITH THE REPLACEMENT OF THE SYNTHETIC TURF, BUT WE LANDED ON AN OPTION FOR THE INFILL OF A POLYMER COATING COATED CRUMB RUBBER. SO TYPICALLY, WHAT YOU SEE WHEN SOMEONE SLIDES ON ARTIFICIAL TURF FIELD MIGHT BE A LITTLE BIT OF BLACK PARTICLES THAT COME UP THAT IS CALLED CRUMB RUBBER. AND SO THE POLYMER COATING WAS ESSENTIALLY TO PREVENT DIRECT CONTACT FROM THE SKIN AND ALSO CREATE A COOLING EFFECT.
