THIS PAST YEAR HAS BEEN REALLY REMARKABLE IN TERMS OF THE PROGRESS THAT WE'VE MADE AS A CITY. WE HAVE BEEN GUIDED BY OUR FIVE YEAR STRATEGIC PLAN, WHICH I'M SURE YOU'VE NOTICED IS SOMETHING THAT WE'VE DONE FOR THE FIRST TIME. THIS PLAN ENSURES OUR WORK REALLY ALIGNS WITH THE COMMUNITY'S PRIORITIES, SUSTAINABILITY, AND OUR INTELLIGENT GROWTH. ONE OF OUR MOST SIGNIFICANT ACHIEVEMENTS IS THE PASSAGE OF A BALANCED BUDGET FOR THE 2023 2024 FISCAL YEAR BY FOCUSING ON MAINTAINING ESSENTIAL SERVICES, INVESTING IN INFRASTRUCTURE AND SECURING OUR FINANCIAL STABILITY. I THINK THAT WE'VE LAID A SOLID FOUNDATION FOR CONTINUED GROWTH. OUR PRIMARY REVENUE SOURCES, WHICH ARE PROPERTY TAXES, SALES TAX AND TRANSIT OCCUPANCY TAXES, REALLY HIGHLIGHT THE STRENGTH OF OUR LOCAL ECONOMY. AND OF COURSE, AS YOU ALL KNOW, TRAFFIC SAFETY HAS REMAINED A TOP PRIORITY. WE'VE MADE GREAT STRIDES IN ENHANCING THE SAFETY OF OUR STREETS FOR ALL WHO WALK, BIKE, RIDE OR DRIVE OUR STREETS. WE'RE REDUCING SPEEDING, IMPROVING TRAFFIC CONDITIONS THROUGH NEW ROAD IMPROVEMENTS AND REALLY LOOKING AT OUR MULTIMODAL CORRIDORS AND COMMUNITY EDUCATION EFFORTS. I ALSO WANT TO THANK OUR TRAFFIC SAFETY MOBILITY COMMISSION FOR ALL OF THEIR DEDICATION AND SUPPORT FOR THESE EFFORTS. AND I ALSO I WANT TO SHOUT OUT THAT WE HAVE BEEN A CULTURAL HUB, OUR SUPPORT FOR INITIATIVES LIKE THE SAGE CREEK HIGH SCHOOL ART PROJECT, WHICH INVOLVED OVER 100 STUDENTS, SHOWCASES OUR COMMITMENT TO FOSTERING CREATIVITY AND ENGAGING OUR YOUTH AND COMMUNITY. ENGAGEMENT IS AT THE HEART OF OUR CITY'S SUCCESS LIKE THE CARLSBAD VILLAGE FAIR AND PROGRAMS LIKE WALK AND BIKE CARLSBAD THAT BRING US TOGETHER AND PROMOTE HEALTHY LIFESTYLES AND SUSTAINABLE TRANSPORTATION. WE INVEST IN SAFETY IN OUR COMMUNITY AND THAT COMES IN MANY DIFFERENT FORMS, WHETHER IT'S OUR HOMELESS OUTREACH TEAM OR LOWERING OUR 911 RESPONSE TIMES, OR OUR ONGOING WORK FOR SAFE STREETS, ONE OF THE TOP CONCERNS OF MY RESIDENTS HAS BEEN STREET SAFETY, AND WE CONTINUE TO WORK ON EDUCATION, ENGINEERING AND ENFORCEMENT SO THAT CARS, BIKES AND PEDESTRIANS CAN SAFELY COEXIST. DOWN THE ROAD, CONSTRUCTION OF VETERANS MEMORIAL PARK IS ALMOST READY TO BE PUT OUT TO BID, AND AN ARTIST HAS BEEN SELECTED TO CREATE SOMETHING TRULY SPECIAL TO HONOR [00:10:10] VETERANS ON THE PARK'S UPPER PLATEAU. CARLSBAD POLICE DEPARTMENT HAS SUCCESSFULLY TRAINED OVER 1200 STUDENTS ON SAFETY REGARDING THEIR E-BIKES. THIS IS JUST ONE OF THE STEPS THE CITY HAS TAKEN TO IMPROVE SAFETY AND WE'RE ALREADY SEEING RESULTS. INJURY COLLISIONS ARE DOWN IN CARLSBAD. THAT'S SOMETHING WE CAN ALL BE VERY PROUD OF. IN THE YEAR SINCE CARLSBAD DECLARED A TRAFFIC SAFETY EMERGENCY, INJURY COLLISIONS WERE DOWN 13%, AND CARLSBAD IS NOW BEING RECOGNIZED AS A LEADER WITH ITS THREE E'S APPROACH FOCUSING ON EDUCATION, ENGINEERING AND ENFORCEMENT. NEXT, I WANT TO TALK ABOUT A CONCERN A LOT OF RESIDENTS HAVE, AND THAT'S DEVELOPMENT. WE HAVE A GROWTH MANAGEMENT PLAN THAT THE STATE OF CALIFORNIA IS FORCING US TO VIOLATE. AND IT'S A LONG EXPLANATION, BUT I THINK I KNOW SOMEONE WHO COULD DO A REALLY GOOD JOB EXPLAINING IT. HANG IN THERE WITH ME. HEY, MAYOR, I GOT YOU COVERED ON THIS. YOU JUST CAUGHT ME SHOPPING. AND TO MAKE SURE NEW HOUSING GETS BUILT AS QUICKLY AS POSSIBLE, THEY HAVE STREAMLINED THE APPROVAL PROCESS, WHICH REMOVES A LOT OF THE CONTROL FROM CITIES LIKE CARLSBAD. AND BECAUSE AFFORDABILITY IS SUCH A CONCERN, IF A DEVELOPER AGREES TO INCLUDE MORE AFFORDABLE HOUSING IN A PROJECT THEY CAN BUILD OVER THE HEIGHT LIMITS. HERE IN CARLSBAD WE'VE DONE OUR PART TO MEET STATE HOUSING LAWS, WHICH PUTS US IN A MUCH BETTER POSITION THAN OTHER CITIES. AFTER ADOPTING A PLAN CALLED A HOUSING ELEMENT LAST YEAR, THE CITY COUNCIL HAS NOW ADOPTED ZONING CHANGES NEEDED TO KEEP CARLSBAD IN COMPLIANCE WITH NEW STATE HOUSING LAWS. WITHOUT A STATE APPROVED HOUSING PLAN, DEVELOPERS WOULD BE ALLOWED TO BUILD NEW HOMES, CONDOS AND APARTMENTS PRETTY MUCH ANYWHERE IN THE CITY AT ANY HEIGHT WITH LITTLE THE CITY COUNCIL COULD DO ABOUT IT. WORK CONTINUES ON AN UPDATED GROWTH MANAGEMENT PLAN SO THAT CARLSBAD CAN RETAIN ITS EXCELLENT QUALITY OF LIFE AS IT CONTINUES TO GROW. WE'VE ACTUALLY BEEN LOOKING FOR A PLACE FOR QUITE A WHILE NOW, BUT WITH THE COST OF LIVING, IT'S JUST BEEN VERY DIFFICULT TO FIND A PLACE AND SECURE IT. SO HONESTLY, I'VE BEEN VERY GRATEFUL FOR THIS PROJECT. OVER THE PAST YEAR, THE NUMBER OF PEOPLE EXPERIENCING HOMELESSNESS HAS GONE UP REGION WIDE. HERE IN CARLSBAD THE CITY CONTINUES TO FOCUS ON CONNECTING PEOPLE TO THE SERVICES THEY NEED, IDEALLY PREVENTING MORE PEOPLE FROM BECOMING HOMELESS. AT THE SAME TIME, THE HOMELESS OUTREACH TEAM IS RESPONDING TO COMMUNITY CONCERNS AND ENFORCING THE LAW. SINCE 2022, THE CITY HAS SECURED MORE THAN $11.5 MILLION IN GRANT FUNDING TO HELP WITH THESE EFFORTS. NEXT, WE'RE GOING TO GO OVER TO THE SAFETY TRAINING CENTER. BUT FIRST I GOT TO FIGURE OUT WHICH BIN TO PUT THESE IN. I KNOW. HEY, MAYOR, THANKS FOR ASKING. WE ACTUALLY GET THIS QUESTION A LOT. A POSITION WHERE I FEEL I'M VALUED AND I THINK, I MEAN, THINGS ARE GOOD. WE ARE CONSTANTLY PROBLEM SOLVING WITH PEOPLE ALONG THE WAY TO GET THEM TO A POINT WHERE THEY HAVE EVERYTHING IN PLACE TO GET INTO HOUSING. WE HAD A SENIOR WHO WAS LIVING IN THEIR VEHICLE IN CARLSBAD FOR MANY YEARS. I STARTED WORKING WITH THEM AND GOT THEM THEIR ID, THEIR SOCIAL SECURITY CARD, ALL THEIR PROOF OF INCOME. SO ONCE WE FOUND AN APARTMENT, HE WAS ABLE TO QUALIFY, GET INTO THAT APARTMENT. AND HE'S NOW LIVING IN AN APARTMENT FOR THE FIRST TIME IN YEARS. A LIMITED SUPPLY OF AFFORDABLE HOUSING HAS BEEN A PROBLEM FOR MANY YEARS, BUT THE RISING HOUSING COSTS IN RECENT DAYS HAS REALLY INCREASED THIS CHALLENGE. THE CITY OF CARLSBAD HAS DONE A LOT TO CREATE AFFORDABLE HOUSING THROUGHOUT THE YEARS. AT THIS POINT, WE NEED TO CREATE MORE AFFORDABLE HOUSING PRICE FOR PEOPLE WHO ARE ON A FIXED INCOME, WHICH IS A KEY PIECE TO HELPING PEOPLE EXPERIENCING HOMELESSNESS. ANOTHER PROBLEM THAT CONTRIBUTES TO THIS COMPLEX ISSUE IS THE LACK OF RESOURCES FOR MENTAL HEALTH SERVICES. IT MAY HAVE TAKEN YEARS FOR SOMEBODY TO BECOME HOMELESS. COULD BE TRAUMA, A MENTAL HEALTH ISSUE, BAD EXPERIENCE THEY'VE HAD WITH A HOMELESS SHELTER. SOMETIMES IT'S MY FIRST TIME INTERACTING WITH THAT INDIVIDUAL. IT IS A BALANCE, RIGHT? SO AT ONE POINT YOU DO CONTINUE THAT OUTREACH. BUT IF YOU'RE CONTACTING THE SAME PERSON FOR THE SAME EXACT THING EVERY DAY, AT SOME POINT THEY HAVE TO BE HELD ACCOUNTABLE. AND THEY KNOW THAT ONE OF THE MORE RECENT SUCCESS STORIES IS A YOUNGER GENTLEMAN THAT WAS CAUSING A LOT OF DISTURBANCES WITHIN THE VILLAGE AREA. IT WAS ME CONTACTING HIM. WE'VE ARRESTED HIM A FEW TIMES AND CONTINUING TO HAVE THAT FOLLOW UP AND THAT RAPPORT WITH THAT INDIVIDUAL TO WHERE HE FINALLY SAID YES TO GETTING HELP. TWO MONTHS LATER, HE CONTACTS ME AND SAYS, HEY, OFFICER VELA, THANK YOU FOR REACHING OUT AND THAT CONTINUAL FOLLOW UP. I WANT TO LET YOU KNOW I'M TWO MONTHS SOBER, CLEAN AND SOBER. I'M NOW LIVING IN A SOBER LIVING FACILITY. IT'S EXTREMELY IMPORTANT THAT WE TRACK AND MONITOR DATA SO THAT WE CAN MAKE DATA DRIVEN DECISIONS. SO WE LOOK AT A VARIETY OF FACTORS TO TRACK OUR PROGRESS OVER TIME. TO HELP US ADDRESS HOMELESSNESS WITH LONG TERM SOLUTIONS. THE CITY KNOWS THAT WE'RE NOT GOING TO BE ABLE TO PAY FOR EVERYTHING OURSELVES. OUR CITY COUNCIL HAS BEEN A LEADER IN UPDATING LOCAL LAWS SO THAT WE HAVE ADDITIONAL TOOLS TO HELP REDUCE THE IMPACTS OF HOMELESSNESS ON THE COMMUNITY, ESPECIALLY WHEN IT COMES TO HEALTH AND SAFETY CONCERNS. WHEN WE FIRST MADE CONTACT WITH INDIVIDUALS IN AN ENCAMPMENT, WE PROVIDED THEM WITH RESOURCES, SEE IF THEY ARE WILLING TO SPEAK TO ONE OF OUR SOCIAL WORKERS. WE ALSO PROVIDED THEM WITH A FORM TO LET THEM KNOW THAT THEY WILL HAVE TO VACATE THE PREMISES, AND THEN WE'LL COME BACK AT A LATER TIME. AND IF THEY'RE STILL THERE AGAIN, WE'LL OFFER THEM RESOURCES. AND IF THEY CONTINUE TO DECLINE RESOURCES, THEY'RE VIOLATING ANY LAWS. WE'LL WRITE THEM A CITATION AND ALSO HELP THEM WITH THE CLEANUP OF THEIR ENCAMPMENT. WE DON'T NECESSARILY HAVE TO HELP WITH THE CLEANUPS, BUT A LOT OF OUR OFFICERS ON THE HOMELESS OUTREACH TEAM DO HELP THEM OUT AS INDIVIDUALS. IF THERE'S NOBODY THERE THEN WE HAVE A THIRD PARTY THAT COMES IN AND HELPS WITH THE CLEANUP, AND ANYTHING LEFT OF VALUE WILL BE STORED AT OUR POLICE STATION. A LOT OF THE INDIVIDUALS ARE USED TO BEING IN NORTH COUNTY. KNOW WHAT RESOURCES THEY CAN GO TO. SO A LOT OF THE PROBLEMS THAT WE HAVE AS WELL ARE THEY DON'T WANT TO LEAVE NORTH COUNTY. AND WHEN WE DON'T HAVE A SHELTER BED AVAILABLE, THAT'S WHEN WE RUN INTO PROBLEMS. IT'S A REALLY TOUGH ISSUE AND IT'S REALLY COMPLEX. I WISH I COULD SAY THAT WE WERE GOING TO BE ENDING HOMELESSNESS. YOU KNOW, I REALLY CAN'T, BUT WE ARE MAKING A DIFFERENCE EVERY DAY, AND WE HOPE THAT THE IMPACTS ARE NOTICEABLE ON THE COMMUNITY AS WELL AS FOR THE PEOPLE WHO ARE EXPERIENCING HOMELESSNESS. THE CITY OF CARLSBAD HAS BEEN PROACTIVE IN ADDRESSING HOMELESSNESS FOR A NUMBER OF YEARS. SO IN 2016, THE CITY DEDICATED A HOMELESS OUTREACH TEAM WITHIN THE POLICE DEPARTMENT TO CONDUCT OUTREACH AND ADDRESS SPECIFIC COMMUNITY CONCERNS AND THEN RECOGNIZING THAT HOMELESSNESS WAS BECOMING A BIGGER CONCERN IN CARLSBAD. THE CITY COUNCIL APPROVED THE CITY'S FIRST PLAN, SPECIFICALLY AIMED AT REDUCING HOMELESSNESS IN 2017. THEN, IN 2021, THE CITY COUNCIL MADE REDUCING HOMELESSNESS A TOP CITY PRIORITY, WITH A FOCUS ON DIRECTING RESOURCES WHERE THEY COULD MAKE THE BIGGEST IMPACT BY CREATING A NEW HOUSING AND HOMELESS SERVICES DEPARTMENT. THE CITY'S STRATEGIC PLAN GOAL DIRECTED STAFF TO UPDATE THE 2017 PLAN TO FOCUS ON REDUCING THE IMPACTS OF HOMELESSNESS ON THE COMMUNITY, IN ADDITION TO REDUCING THE NUMBER OF PEOPLE EXPERIENCING HOMELESSNESS IN CARLSBAD. THE COMPLEXITY OF THE ISSUES ADDRESSED IN THE CITY'S STRATEGIC PLAN BY IDENTIFYING THIS TWO PRONGED APPROACH. SO THE GOAL IS SPECIFICALLY TO REDUCE THE NUMBER OF PEOPLE EXPERIENCING HOMELESSNESS IN A COMPASSIONATE AND EFFECTIVE MANNER, AND TO REDUCE THE IMPACTS OF HOMELESSNESS ON THE COMMUNITY. THE CITY COUNCIL DID ADOPT THE UPDATED HOMELESSNESS ACTION PLAN IN EARLY 2023. THE PLAN INCLUDES HIGH LEVEL POLICY DIRECTION AND STRATEGIES OVER THREE KEY AREAS OF IMPACT, WHICH ARE SHELTER AND HOUSING, OUTREACH AND ACCESS TO SERVICES, AND PUBLIC SAFETY. THE PLAN IDENTIFIES INITIATIVES AND ACTIONS THAT WILL BE PURSUED TO ACHIEVE THE GOAL OVER THE NEXT FIVE YEARS. THE 2017 HOMELESS RESPONSE PLAN ALSO DIRECTED STAFF TO BRING POTENTIAL ORDINANCE LANGUAGE TO THE CITY COUNCIL FOR CONSIDERATION THAT ADDRESSED THE GROWING COMMUNITY CONCERNS. SO I'LL TURN IT OVER TO SENIOR ASSISTANT CITY ATTORNEY ALLEGRA FROST TO DELVE MORE INTO OUR ORDINANCES AND LEGAL CONSIDERATIONS THAT HAVE SHAPED THOSE ORDINANCES. THANK YOU. ONE OF THE STRATEGIES IN THE CITY'S ORIGINAL HOMELESS RESPONSE PLAN FROM 2017 WAS TO REVIEW THE REVIEW AND UPDATE CITY ORDINANCES TO ADDRESS IMPACTS ON THE COMMUNITY. YOU'LL NOTICE THAT THE FIRST THE FIRST BULLET POINT ON THIS SLIDE HAS AN ASTERISK, AND I'LL ADDRESS THAT A LITTLE BIT MORE ON THE NEXT SLIDE. BUT I JUST WANTED TO NOTE THAT FOR YOU HERE THESE CODE UPDATES WERE DESIGNED TO ADDRESS QUALITY OF LIFE CONCERNS AND ENSURE THAT OUR MUNICIPAL CODE WAS CONSISTENT WITH CURRENT LAWS. THE REASON WE NOTED THE CAMPING ORDINANCE ON THE PRIOR SLIDE WITH THE ASTERISK WAS BECAUSE OF A 2018 99TH CIRCUIT COURT OF APPEAL DECISION CALLED MARTIN VERSUS BOISE. IN THAT CASE, THE COURT HELD THAT AN ORDINANCE VIOLATES THE EIGHTH AMENDMENT OF THE US CONSTITUTION'S CRUEL AND UNUSUAL PUNISHMENTS CLAUSE IF IT IMPOSES CRIMINAL SANCTIONS AGAINST HOMELESS PEOPLE FOR SITTING, LYING DOWN OR SLEEPING OUTSIDE ON PUBLIC PROPERTY WHEN NO ALTERNATIVE SHELTER IS AVAILABLE TO THEM. BECAUSE MARTIN VERSUS BOISE BECAUSE THE MARTIN VERSUS BOISE DECISION PROHIBITED ENFORCEMENT OF CAMPING RESTRICTIONS UNLESS SHELTER WAS AVAILABLE. THE CITY COUNCIL ALSO APPROVED AN EMERGENCY HOTEL VOUCHER PROGRAM IN 2021. THE PROGRAM ALLOWED THE POLICE DEPARTMENT TO OFFER A VOUCHER FOR A MOTEL STAY IF OTHER SHELTER WAS NOT AVAILABLE AT THE TIME. SO THIS BRINGS US TO THE REASON FOR TODAY'S PRESENTATION, WHICH IS A REASONS RECENT SUPREME COURT DECISION THAT OVERTURNED MARTIN VERSUS BOISE. THAT CASE CENTERED ON THE CITY OF GRANTS, PASSES PROHIBITION ON ACTIVITIES SUCH AS SLEEPING ON PUBLIC SIDEWALKS, CAMPING ON PUBLIC PROPERTY, AND CAMPING AND PARKING OVERNIGHT IN CITY'S PARKS, A GROUP OF PEOPLE EXPERIENCING HOMELESSNESS WHO WERE LIVING IN THE CITY OF GRANTS PASS SUED THE CITY. IN THAT CASE, THE SUPREME COURT FOUND THAT NONE OF THE PUNISHMENTS IMPOSED BY THE ORDINANCES QUALIFIED AS EITHER CRUEL OR UNUSUAL UNDER THE EIGHTH AMENDMENT. AND THERE, THE COURT EMPHASIZED THAT THE EIGHTH AMENDMENT DEALS WITH THE METHOD AND KIND OF PUNISHMENTS THAT CAN BE IMPOSED, AND NOT WHETHER [00:45:03] CONDUCT CAN BE CONSIDERED CRIMINAL. FURTHER, THE COURT FOUND THAT GRANTS PASSES ORDINANCE DID NOT CRIMINALIZE PEOPLE FOR BEING HOMELESS. RATHER, THE ORDINANCE PROHIBITED CERTAIN ACTIONS THAT COULD BE TAKEN BY ANY PERSON, REGARDLESS OF THEIR STATUS. THE SUPREME COURT NOTED THAT VIOLATIONS OF CAMPING ORDINANCES COULD STILL BE SUBJECT TO OTHER TYPES OF LEGAL DEFENSES THAT CAN BE RAISED BY A DEFENDANT DURING A CRIMINAL TRIAL. SO, FOR EXAMPLE, SOMEONE COULD CLAIM NECESSITY, WHICH MEANS HAVING NOWHERE ELSE TO GO. THEY COULD CLAIM INSANITY, DIMINISHED CAPACITY, DURESS, OR SELECTIVE ENFORCEMENT AS A DEFENSE IN A TRIAL. THE COURT ALSO NOTED THAT STATES CAN ADOPT LAWS LIMITING HOW FAR CITIES MAY GO IN REGULATING PUBLIC CAMPING. A QUESTION THAT HAS COME UP SINCE THIS RULING IS WHETHER THE CITY OF CARLSBAD SHOULD UPDATE ITS MUNICIPAL CODE, SECTION 8.36030, NOW THAT AN OFFER OF SHELTER IS NO LONGER REQUIRED UNDER THE EIGHTH AMENDMENT. THIS IS ONE OF THE OPTIONS THAT WE'LL BE PRESENTING TONIGHT. THE LANGUAGE REQUIRING AN OFFER OF SHELTER BEFORE ISSUING A CITATION COULD EITHER BE RETAINED OR REMOVED. IF THE COUNCIL WERE TO REMOVE THE REQUIREMENT FROM THE MUNICIPAL CODE, THE CITY COULD STILL IMPLEMENT THE OFFER OF SHELTER AS A BEST PRACTICE ELSEWHERE IN ANOTHER DOCUMENT. THERE ARE SEVERAL WAYS THE CITY COUNCIL OR CITY STAFF COULD INCORPORATE THIS BEST PRACTICE. ABOUT A MONTH AFTER THE SUPREME COURT'S RULING, THE GOVERNOR ISSUED AN EXECUTIVE ORDER REQUIRING STATE AGENCIES TO ADOPT POLICIES TO ADDRESS ENCAMPMENTS ON STATE PROPERTY BASED ON THE POLICY USED BY CALTRANS. IT ONLY APPLIES TO STATE AGENCIES, BUT IT DOES ENCOURAGE CITIES TO TAKE SIMILAR APPROACHES. IT DOES NOT REQUIRE AN OFFER OF SHELTER, BUT IT DOES HAVE OTHER LANGUAGE ENCOURAGING, PRIORITIZING OFFERS OF SHELTER AND SERVICES AS A FIRST STEP TO RESOLVING ENCAMPMENTS. BUT OUR ENCAMPMENTS ARE ALSO IN ALLIANCE WITH THE REGIONAL TASK FORCE ON HOMELESSNESS, WHICH IS AN APPROACH WE HAVE BEEN TAKING FOR MANY YEARS. A KEY PROVISION OF BOTH THE EXECUTIVE ORDER AND THE REGIONAL TASK FORCE ON HOMELESSNESS IS WHAT THEY CALL A CLEARANCE WITH SUPPORT APPROACH, WHICH MEANS THAT WE WORK WITH PEOPLE TO TRY AND FIND THEM HOUSING AND OTHER SERVICES, AND GIVE THEM A MINIMUM NOTICE OF 48 HOURS BEFORE YOU REMOVE ITEMS. OFTENTIMES FOR US, IT IS LONGER THAN 48 HOURS. IT'S GENERALLY 3 TO 4 DAYS. BUT THE EXECUTIVE ORDER THAT SAYS A MINIMUM OF 48 HOURS DURING FISCAL YEAR 23-24, THE CITY CLEANED UP 40 ENCAMPMENTS OVER 135 DAYS, RESULTING IN THE REMOVAL OF JUST OVER 151YD³ OF TRASH. IN TERMS OF OUR ENFORCEMENT AT THE POLICE DEPARTMENT SPECIFIC TO ENCAMPMENTS OUR MAIN GOALS ARE TO END UNLAWFUL BEHAVIOR AND CONNECT PEOPLE WITH AVAILABLE RESOURCES WHEN APPROPRIATE OFFICERS MAY USE WARNINGS TO INTERRUPT UNLAWFUL BEHAVIOR. BUILD RAPPORT WITH SUBJECTS, AS YOU SAW IN THE VIDEO THAT NEED ASSISTANCE, ASSISTANCE AND ULTIMATELY GET THEM REFERRED TO A SOCIAL WORKER WHEN SERVICES ARE REFUSED ENFORCEMENT TOOLS ARE A NECESSARY PART OF OUR HOT TEAMS DUTIES. IF WE LOOK AT DATA FROM JULY 23RD TO JULY 24TH HERE ARE SOME DATA TO KIND OF SHOW YOU THE LEVEL OF ACTIVITY THAT WE ARE SEEING SPECIFIC TO ENCAMPMENTS. CARLSBAD POLICE MADE FIVE ARRESTS, ISSUED 114 CITATIONS AND PROVIDED 16 WARNINGS SPECIFIC TO VIOLATIONS FOR THE CITY'S [00:50:08] UNLAWFUL CAMPING ORDINANCE AND BEING IN THE PARK AFTER HOURS. TO PUT THIS DATA IN PERSPECTIVE, OVER THE SAME PERIOD, THE POLICE DEPARTMENT TOOK A TOTAL OF 1060 OFFICIAL ACTIONS RELATED TO PEOPLE EXPERIENCING HOMELESSNESS IN THE CITY. THIS INCLUDES ARRESTS, MENTAL HEALTH CITATIONS, AND WARNINGS. THE MOST COMMON REASONS FOR ARRESTS RELATE TO BEING UNDER THE INFLUENCE OF A CONTROLLED SUBSTANCE, POSSESSION OF A CONTROLLED SUBSTANCE, SHOPPING CART REMOVAL OR POSSESSION OF A SHOPPING CART, AS WELL AS TRESPASSING. LOOKING AT JUST ENFORCEMENT OF PUBLIC CAMPING RESTRICTIONS, VIOLATIONS OF THE CITY'S CAMPING ORDINANCE WAS THE MOST COMMON, FOLLOWED BY TRESPASSING AND PARK HOURS. I POINT THIS OUT TO SHOW THAT THE CAMPING ORDINANCE IS JUST ONE TOOL WE HAVE FOR ADDRESSING CAMPING ON PUBLIC PROPERTY. I DID WANT TO DRAW A DISTINCTION BETWEEN PUBLIC CAMPING, AS WELL AS SLEEPING IN CARS AND USING PUBLIC FACILITIES. SOME PEOPLE HAVE ASKED, ESPECIALLY RECENTLY, WHY THE POLICE DEPARTMENT IS NOT REMOVING PEOPLE EXPERIENCING HOMELESSNESS FROM PARKING LOTS AT CITY FACILITIES AND THE FACILITY FACILITIES THEMSELVES. ALL MEMBERS OF THE COMMUNITY TO INCLUDE THOSE EXPERIENCING HOMELESSNESS DO HAVE A RIGHT TO ACCESS THESE FACILITIES, SUCH AS LIBRARIES AND PARKS, PROVIDED THEY DO SO IN ACCORDANCE WITH THE LAW AS WELL AS THE FACILITIES CODE OF CONDUCT. TWO OF THE OPTIONS THAT ARE BEFORE YOU TONIGHT FOR CONSIDERATION DO INCLUDE UPDATING THE LANGUAGE IN THE MUNICIPAL CODE TO RESTRICT OR PROHIBIT SLEEPING IN VEHICLES, AND RESTRICTING OVERNIGHT PARKING AND FACILITY PARKING LOTS TO ALLOW FOR THE POLICE DEPARTMENT TO CONDUCT MORE ENFORCEMENT. AS NOTED IN THE STAFF REPORT, THERE ARE SIX CITIES IN THE COUNTY THAT CURRENTLY HAVE A MUNI CODE RESTRICTING SLEEPING IN VEHICLES WITH TIME RESTRICTIONS, AS WELL AS EIGHT CITIES WITHIN THE COUNTY THAT HAVE A MUNI CODE RESTRICTING CAMPING AND VEHICLES ON CITY OWNED PROPERTY. MISS MILLS WILL TAKE OVER AND DISCUSS OTHER CITIES CAMPING ORDINANCES IN THE UPCOMING SLIDES. SO WE DID LOOK AT OTHER CITIES IN THE REGION AND LIKE CARLSBAD, MANY CITIES HAVE UPDATED THEIR MUNICIPAL CODES IN RECENT YEARS TO ADDRESS CAMPING ON PUBLIC PROPERTY AND OTHER ISSUES LIKE SLEEPING VEHICLES. SO A NUMBER OF CITIES HAVE RECENTLY ADOPTED ORDINANCES WHERE THEY DID NOT HAVE ONE, OR THEY MADE A DECISION TO ENFORCE AN EXISTING ORDINANCE. SO THIS INCLUDES ESCONDIDO, SAN MARCOS, AND VISTA AND CHULA VISTA'S ORDINANCE IS IN PROCESS AT THIS TIME. THERE ARE THREE LOCAL CITIES, SO CARLSBAD, OCEANSIDE AND SAN DIEGO IN THEIR CODES DO MENTION REQUIRING SHELTER TO BE OFFERED BEFORE CITATIONS FOR UNLAWFUL CAMPING ON PUBLIC PROPERTY CAN BE ISSUED IN SOME CIRCUMSTANCES. SO LET ME CLARIFY. THERE ARE SOME SITUATIONS THAT ARE EXEMPT FROM THIS. SO FOR EXAMPLE OPEN SPACE SENSITIVE WATERWAYS DISTANCE FROM A POTENTIALLY SENSITIVE AREA LIKE A SCHOOL. SO THERE'S KIND OF CARVE OUTS AND EXCEPTIONS IN IN THOSE THREE CITIES. AND THEN LIVING IN VEHICLES. SO VEHICLE HOMELESSNESS HAS BEEN INCREASING IN CARLSBAD AND ACROSS THE REGION. SO BETWEEN 2023 AND 2024, THE NUMBER OF PEOPLE LIVING IN VEHICLES DURING THE POINT IN TIME COUNT INCREASED BY 44% IN THE WHOLE REGION. AND THEN FOR CARLSBAD IN PARTICULAR, THAT NUMBER INCREASED FROM 29 PEOPLE IN 2023 TO 56 PEOPLE IN 2024. AN ACTION ITEM IN THE CITY'S HOMELESSNESS ACTION PLAN THAT WAS APPROVED IN EARLY 2023, WAS ALREADY IDENTIFIED TO DEVELOP A PLAN TO ADDRESS THE INCREASING NUMBER OF PEOPLE AND FAMILIES LIVING IN VEHICLES. SO ACROSS THE REGION, 15 CITIES HAVE SOME FORM OF RESTRICTION ON SLEEPING OR RESIDING IN VEHICLES, INCLUDING SOME RESTRICTIONS BASED ON TIME OF DAY OR AGAIN LOCATION BASED ON PROXIMITY TO A SENSITIVE AREA. CARLSBAD MUNICIPAL CODE CURRENTLY DOES NOT HAVE ANY PROHIBITION TO SLEEP IN OR LIVE IN YOUR VEHICLE. WE DO KNOW THAT AT LEAST ONE CITY RESTRICTION IN THE REGION DOES HAVE IS FACING LEGAL CHALLENGES ON THIS ISSUE, SO THIS [00:55:02] WOULD HAVE TO BE ANALYZED CAREFULLY. SO THE CITY HAS RECEIVED TWO GRANTS TO CONCENTRATE EFFORTS ON MOVING PEOPLE OUT OF ENCAMPMENTS. SO IN JULY OF 23, THE CITY RECEIVED A $2.3 MILLION, THREE YEAR GRANT FROM THE STATE'S ENCAMPMENT RESOLUTION FUNDING PROGRAM. THE GRANT SUPPORTS ASSISTING PEOPLE WITH MOVING OUT OF ENCAMPMENTS IN THE VILLAGE BARRIO AREA AND THE COLE LIBRARY, HOLIDAY PARK, AND PINE PARK AREA. DURING THE FIRST SIX MONTHS, WE WERE ABLE 15 HOUSEHOLDS HAVE BEEN TRANSITIONED TO TEMPORARY HOUSING AND THEN 13 HOUSEHOLDS HAVE MOVED INTO PERMANENT HOUSING. WE ANTICIPATE OVER THE THREE YEAR PERIOD THAT WE'LL BE ABLE TO MOVE AT LEAST 75 PEOPLE OUT OF THAT ENCAMPMENT AREA OVER THE THREE YEARS. AND THEN SIMILARLY, ALSO ON YOUR AGENDA FOR THIS EVENING, THE CITY CAN RECEIVE AN ADDITIONAL STATE GRANT AS PART OF A JOINT APPLICATION WITH THE CITY OF OCEANSIDE TO FOCUS ON THE AREA ALONG THE STATE ROUTE 78 AND THE BUENA VISTA CREEK AREA. THE TOTAL GRANT IS $11.4 MILLION AND AIMS TO MOVE HUNDREDS OF PEOPLE FROM MULTIPLE ENCAMPMENTS IN THAT AREA INTO SHELTER AND HOUSING. THE CITY HAS BEEN UTILIZING A COMPREHENSIVE STRATEGY TO REDUCE HOMELESSNESS AND IMPACTS TO THE COMMUNITY. THE CITY COUNCIL MAY WISH, HOWEVER, TO EVALUATE OTHER OPTIONS RELATED TO THIS GOAL OF ADDRESSING HOMELESSNESS AND ITS IMPACT ON THE COMMUNITY. THE DECISION UNDERSCORES THE CRITICAL NEED TO PURSUE STRATEGIES THAT ARE NOT ONLY EFFECTIVE AND HUMANE, BUT STRATEGIES LIKE SEVERAL OF THE SERVICES OPTIONS AS REFERENCED IN THE STAFF REPORT. THEY FAIL TO PROVIDE LASTING SOLUTIONS AND INSTEAD DRAIN CITY RESOURCES THAT COULD BE BETTER SPENT ON PROGRAMS THAT TRULY ADDRESS THE ROOT CAUSES OF HOMELESSNESS. IN CONTRAST, INVESTING IN HOMELESS SERVICE OFFERS FAR MORE EFFECTIVE APPROACH WHEN COMMUNITIES LIKE OURS PRIORITIZE HOUSING, MENTAL HEALTH SUPPORT, AND CASE MANAGEMENT, WE SEE REAL POSITIVE OUTCOMES. THIS APPROACH NOT ONLY HELPS INDIVIDUALS AND FAMILIES EXIT HOMELESSNESS, BUT ALSO ADDRESSES THE COMMUNITY CONCERNS ABOUT PUBLIC SAFETY AND THE USE OF PUBLIC SPACES. AND THEY'RE NEW FACES THAT YOU CAN TELL PEOPLE THAT HAVE BEEN HOMELESS FOR A LONG TIME. THEY'RE NOT JUST COMING OUT OF HOUSING. AND WE TALK QUITE A BIT ABOUT COMPASSION, BUT I DON'T KNOW WHAT CAN BE MORE COMPASSIONATE THAN THIS. I'M SURE EVERYONE IS AWARE OF WHAT THIS IS. THIS IS THE POLICE DEPARTMENT'S HOMELESS OUTREACH TEAMS RESOURCE GUIDE. THERE ARE SO MANY RESOURCES IN HERE. I DON'T UNDERSTAND WHY ANYONE IN CARLSBAD IS HOMELESS. IT'S NOT SAFE FOR MANY OF THE INDIVIDUALS LIVING ON OUR STREETS WITH BEHAVIORAL HEALTH ISSUES AND SUBSTANCE ABUSE. NOR IS IT SAFE FOR RESIDENTS OR VISITORS. WE DO NOT NEED A SAFE CAMPING AREA OR A SAFE PARKING LOT. MAYBE ENCINITAS HAS ONE, BUT THEY DON'T HAVE A SHELTER. LA POSADA THEY DON'T HAVE A NO PLACE LIKE HOME PERMANENT SUPPORTIVE HOUSING PROJECT LIKE WINDSOR POINT. WE DO NEED A STRICTER BAN FOR PEOPLE LIVING IN THEIR VEHICLES, AND IT IS NOT FAIR THAT NEIGHBORHOODS HAVE TO DEAL WITH UNKNOWN PEOPLE, TRASH, CONTAMINANTS, ETC. I AM ALSO REQUESTING AN MOU WITH NCTD. SO THE MOTEL VOUCHER PROGRAM, WE REALLY HAVE BEEN ABLE TO GET ADDITIONAL FUNDING AND NOT RELY SOLELY ON THE GENERAL FUND FOR THAT. SO WE ARE PURSUING THAT. AS WAS MENTIONED, WE DO HAVE LA POSADA, AND ONE OF OUR ACTION PLANS IS TO TRY TO EXPAND LA POSADA. THAT'S A VERY LONG PROCESS. SO WE'RE WE'RE STILL WORKING ON THAT. REALLY NOT HAVING SHELTER FOR WOMEN AND FAMILIES IS A HUGE CONSTRAINT. SO THAT'S A PROBLEM IN NORTH COUNTY IN GENERAL, THERE'S REALLY ONE LOCATION AND THERE'S LIKE AT LEAST A NINE MONTH WAIT FOR THAT. SO THAT'S A HUGE PROBLEM FOR US. THE PARKING IS A PROBLEM FOR SURE. ABSOLUTELY. AS WE'VE SEEN, THE NUMBERS INCREASE IN THE REGION AND IN CARLSBAD IN GENERAL. SO THERE REALLY ONLY IS ONE, FOR EXAMPLE, ONE SAFE PARKING FOR LARGE VEHICLES. SO FOR THE OVERSIZE VEHICLES THAT'S IN MISSION VALLEY THAT HAS A VERY LONG WAIT. AND THEN SAFE, SAFE CAMPING IN GENERAL OBVIOUSLY HAS A LARGE WAIT. WE THINK THAT THAT THAT POPULATION IS A LITTLE BIT DIFFERENT THAN THE REST OF OUR APPROACHES. SO FOR EXAMPLE, YOU KIND OF NEED TO APPROACH THOSE FOLKS A LITTLE BIT MORE IN THE EVENING OR IN THE EARLY MORNING HOURS. THE ENCAMPMENT RESOLUTION FUNDING GRANT IS A STATE PROGRAM THAT PROVIDES GRANTS TO LOCAL JURISDICTIONS TO RESOLVE CRITICAL ENCAMPMENT CONCERNS AND TRANSITION PEOPLE INTO SAFE AND STABLE HOUSING. AFTER SUCCESSFULLY RECEIVING A GRANT IN 2023 FOR PART OF THE VILLAGE AND BARRIO AREA, WE LEARNED THAT ADDITIONAL FUNDING WOULD BE AVAILABLE AND IDENTIFIED ANOTHER HIGH NEEDS AREA ALONG OUR BORDER WITH THE CITY OF OCEANSIDE. WE ASKED OCEANSIDE IF THEY WOULD BE INTERESTED IN COLLABORATING ON A PROJECT, AND THEY WERE ALSO EXCITED ABOUT THE OPPORTUNITY TO ADDRESS THIS AREA. WE SUBMITTED A JOINT PROPOSAL WITH OCEANSIDE AS THE LEAD APPLICANT, AND WE WERE AWARDED THE OUR FULL REQUEST FOR $11.4 MILLION. WE WERE ONE OF 20 AWARDS AND THE ONLY AWARD IN SAN DIEGO COUNTY. SO TONIGHT WE ARE ASKING FOR THE APPROVAL OF A MEMORANDUM OF AGREEMENT WITH THE CITY OF OCEANSIDE FOR THIS GRANT AND THREE PROFESSIONAL SERVICE AGREEMENTS WITH THE SERVICE PROVIDERS. SO THE GRANT PROGRAM WAS DEVELOPED, WAS GUIDED BY THE CITY COUNCIL APPROVED HOMELESSNESS ACTION PLAN, AND ALIGNS WITH SEVEN OF THE PLAN'S INITIATIVES. IT CONTINUES TO PROVIDE ADDITIONAL FUNDING OUTSIDE OF THE CITY'S GENERAL FUND TO IMPLEMENT PLAN ACTIVITIES. THE STATE REQUIRES AN IDENTIFIED ENCAMPMENT AREA TO BE ADDRESSED. WE IDENTIFIED THE LARGE AREA SEEN HERE ALONG STATE ROUTE 78 AND THE BUENA VISTA CREEK. THIS HAS BEEN AN AREA OF CONCERN FOR OUR RESIDENTS, WHICH CAN BE COMPLICATED BECAUSE IT IS ALSO ALONG THE BORDER AREA OF CARLSBAD AND OCEANSIDE. MANY TIMES WE HAVE CARLSBAD RESIDENTS REPORTING AREAS TO US THAT ARE ACTUALLY IN THE CITY OF OCEANSIDE. THIS GRANT PROVIDES ONE SHARED PROGRAM TO TARGET THIS AREA AND ADDRESS HOMELESSNESS, NO MATTER WHICH SIDE OF THE BORDER PEOPLE ARE ON. TO ADDRESS HOMELESSNESS IN THE AREA, WE DEVELOPED A COMPREHENSIVE MODEL WHICH BUILDS ON THE SUCCESSFUL PROGRAMS CARLSBAD HAS ALREADY CREATED IN ALIGNMENT WITH OUR HOMELESSNESS ACTION PLAN. WE WILL USE A BY NAME LIST TO COORDINATE THE WORK OF FOUR MULTIDISCIPLINARY TEAMS, WHICH WILL INCLUDE AN OUTREACH SOCIAL WORKER, A PEER SUPPORT SPECIALIST, A SUBSTANCE ABUSE COORDINATOR, MENTAL HEALTH CLINICIAN AND HOUSING NAVIGATOR. SO IT'S FULL WRAPAROUND SUPPORT TO BE ABLE TO ENGAGE WITH THEM, WITH PEOPLE, HELP THEM NAVIGATE THE SYSTEMS, CONNECT TO RESOURCES THEY NEED, AND ULTIMATELY FIND HOUSING. THERE WILL ALSO BE A STREET MEDICINE TEAM TO ADDRESS CRITICAL MEDICAL NEEDS THAT CAN BE BARRIERS FOR PEOPLE TO ACCESS SHELTER AND HOUSING. WE WILL BE USING A VARIETY OF TEMPORARY HOUSING OPTIONS, INCLUDING THE LA POSADA SHELTER, OCEANSIDE NAVIGATION CENTER, AND BRIDGE HOUSING PROGRAM. OCEANSIDE'S NEW SAFE PARKING PROGRAM, AND THERE IS ALSO ADDITIONAL FUNDING IN THIS GRANT FOR MOTEL VOUCHERS WHEN NEEDED. WE WILL ALSO CONTINUE TO USE ANY OTHER INTERIM HOUSING OPTIONS THAT MIGHT BE AVAILABLE IN THE REGION. ULTIMATELY, THE FOCUS OF THE PROGRAM IS TO FOCUS ON PATHWAYS TO PERMANENT HOUSING, AND THAT CAN INCLUDE FAMILY REUNIFICATION, HOUSING CHOICE VOUCHERS THROUGH OCEANSIDE OR CARLSBAD HOUSING AUTHORITIES, A GRANT FUNDED RAPID REHOUSING PROGRAM, USE OF THE REGION'S COORDINATED ENTRY SYSTEM, AND ANY OTHER HOUSING OPTIONS THAT MIGHT BE IDENTIFIED FOR INDIVIDUALS. SO WE DID HAVE A WRITTEN QUESTION FROM A COMMUNITY MEMBER ABOUT HOW OUR MODEL FOR PEOPLE WHO MAY REFUSE TO ENGAGE WITH OUTREACH WOULD BE ADDRESSED. IT WAS SORT OF ADDRESSED IN THE LAST PRESENTATION, BUT WE WANTED TO ADDRESS IT SPECIFIC TO THIS PROGRAM. SO AS THE LAST FEW SLIDES HAVE SHOWN, THIS GRANT IS GOING TO BRING A VARIETY OF RESOURCES TO THIS AREA OVER A THREE YEAR PERIOD. WE HAVE SEEN A LOT OF SUCCESS IN OTHER AREAS OF THE CITY WHEN WE HAVE THESE TYPE OF FOCUSED RESOURCES, AND WE EXPECT THAT TO BE THE CASE WITH THIS PROJECT AS WELL. OUR OUTREACH WORKERS ARE TRAINED TO BE CONSISTENT IN THEIR ENGAGEMENTS, AND THEY ARE SKILLED AT CONNECTING WITH PEOPLE AND BUILDING TRUST. WE KNOW THAT PEOPLE'S WILLINGNESS TO ENGAGE IS A SPECTRUM THAT CHANGES OVER TIME, DEPENDING ON MANY DIFFERENT FACTORS. WE HAVE MANY EXAMPLES OF PEOPLE WHO INITIALLY SAID THEY WEREN'T INTERESTED, WHO ARE IN HOUSING NOW, BECAUSE WE CONTINUED TO ENGAGE WITH THEM. IN THE HOMELESS SERVICES WORK THAT WE DO WE CAN'T AND DON'T GIVE UP ON PEOPLE. WE KNOW THAT GETTING PEOPLE INTO TEMPORARY AND SHELTERED LOCATIONS WITH PATHWAYS TO HOUSING, OR DIRECTLY INTO PERMANENT HOUSING, IS THE MOST EFFECTIVE AND LASTING WAY TO ELIMINATE ENCAMPMENTS. SO WE ALSO WANTED TO GO OVER THE RULES FOR THE FOR THE GRANT, SINCE IT IS A SHARED GRANT. SO OCEANSIDE IS THE LEAD APPLICANT FOR THE GRANT AND WILL BE OVERSEEING THE STATE CONTRACT AND REPORTING, AS WE KNOW FROM OUR CURRENT ERF GRANT, THE STATE REPORTING [01:45:09] REQUIREMENTS FOR THIS PROGRAM ARE VERY ROBUST. THEY REQUIRE QUARTERLY REPORTING, AND THE STATE ALSO PULLS OUTCOME DATA DIRECTLY FROM OUR HOMELESS MANAGEMENT INFORMATION SYSTEM. SO IT'S CRITICALLY IMPORTANT THAT DATA IS ALWAYS ENTERED TIMELY AND ACCURATELY, BECAUSE THIS PROGRAM WILL BE A SHARED BY NAME LIST FOR A JOINT AREA. WHEN WE PROVIDE OUR UPDATES TO THE CITY COUNCIL, WE WILL REPORT THIS DATA SEPARATE FROM OTHER CITY DATA. OCEANSIDE WILL ALSO COORDINATE THE SHARED BY NAME LIST AND ADMINISTER AN OUTREACH AND SUBSTANCE ABUSE CONTRACT WITH INTERFAITH COMMUNITY SERVICES. SO THIS CHART IDENTIFIES THE FUNDING AND ACTIVITIES THAT CARLSBAD WILL ADMINISTER FOR THE GRANT. THIS INCLUDES CONTRACTING WITH COMMUNITY RESOURCE CENTER FOR MENTAL HEALTH SUPPORT, HOUSING, NAVIGATION, AND A RAPID REHOUSING PROGRAM. WHOLE PERSON CARE CLINIC FOR STREET MEDICINE AND HEALTH CARE COORDINATION AND CATHOLIC CHARITIES FOR SHELTER SERVICES AT THE LA POSADA SHELTER. THE CITY WILL ALSO RECEIVE ABOUT $486,000 FOR STAFFING AND ADMINISTRATIVE COSTS. OVER THE THREE YEAR PERIOD. THE GRANT FUNDS WILL BE USED TO SERVE 350 PEOPLE BY PROVIDING WRAPAROUND SUPPORT WITH PATHWAYS TO PERMANENT HOUSING. THE GRANT FUNDS ARE RESTRICTED BY STATE STATUTE, AND THEY AREN'T ELIGIBLE TO BE USED FOR LAW ENFORCEMENT OR PUBLIC WORKS ACTIVITIES. SO THIS GRANT INCREASES THE CITY'S CAPACITY TO HELP PEOPLE INTO HOUSING WHILE CONTINUING TO TARGET AREAS OF COMMUNITY CONCERN. IT ALSO INCREASES OUR REGIONAL COORDINATION WITH THE CITY OF OCEANSIDE. IT HAS NO COST TO THE GENERAL FUND, BUT PROVIDES ABOUT $486,000 OVER THREE YEARS FOR HOUSING AND HOMELESS SERVICES, STAFF SALARIES AND ADMINISTRATIVE COSTS. LAST WEEK, ON AUGUST 21ST, THE CITY OF OCEANSIDE VOTED TO ACCEPT THE GRANT FUNDS AND APPROVE THE MOA WE ARE PRESENTING HERE TONIGHT. WE WOULD LIKE TO THANK OCEANSIDE STAFF FOR THEIR ONGOING PARTNERSHIP IN THIS EFFORT, ESPECIALLY LEILANI HINES, THE DIRECTOR OF HOUSING AND NEIGHBORHOOD SERVICES, AND SAL ROMAN, THE SENIOR MANAGEMENT ANALYST.
