I AM A SENIOR PROGRAM MANAGER AND THE CITY'S CLIMATE ACTION PLAN ADMINISTRATOR, AND I WILL BE PROVIDING AN INTRODUCTION TO THE DRAFT CLIMATE ACTION PLAN UPDATE. AND WHILE THEY'RE NOT HERE TONIGHT, I WANTED TO THANK OUR CONSULTANT TEAM, THE ENERGY POLICY INITIATIVES CENTER AT THE UNIVERSITY OF SAN DIEGO AND ASCENT ENVIRONMENTAL FOR THEIR WORK ON THIS EFFORT. THE RECOMMENDED ACTION FOR THIS ITEM IS TO RECEIVE AN OVERVIEW OF THE DRAFT CLIMATE ACTION PLAN UPDATE. DURING THE PRESENTATION, I'LL BE PROVIDING INFORMATION ON THE PURPOSE OF THE CLIMATE ACTION PLAN, THE GREENHOUSE GAS INVENTORY, TARGETS AND PROJECTIONS FOR THE CLIMATE ACTION PLAN UPDATE GIVE AN OVERVIEW OF THE PROPOSED MEASURES, TOUCH ON CLIMATE EQUITY, DISCUSS PUBLIC INPUT TO DATE AND PROVIDE NEXT STEPS. LET'S START WITH THE BASICS. CLIMATE ACTION PLAN OUTLINES STRATEGIES AND POLICIES TO REDUCE GREENHOUSE GAS EMISSIONS TO MEET REDUCTION TARGETS. THE CITY ADOPTED ITS CLIMATE ACTION PLAN IN 2015 AS PART OF THE GENERAL PLAN UPDATE THAT SAME YEAR. [00:05:05] THE CLIMATE ACTION PLAN WAS THEN AMENDED IN 2020, AND THIS WAS LARGELY DONE TO CORRECT A CALCULATION ERROR WITHIN THE GREENHOUSE GAS INVENTORY PROJECTIONS AND TARGETS. WHEN THE GENERAL PLAN WAS UPDATED IN 2015, THE CLIMATE ACTION PLAN WAS INCLUDED AS A MITIGATION MEASURE IN THE GENERAL PLAN UPDATE ENVIRONMENTAL IMPACT REPORT. AND BECAUSE THE CLIMATE ACTION PLAN WENT THROUGH THE CEQA PROCESS BY WAY OF THAT ENVIRONMENTAL IMPACT REPORT, THIS MEANS THAT THE PLAN IS CEQA QUALIFIED OR THAT DEVELOPMENT PROJECTS THAT SHOW CONSISTENCY WITH THE CLIMATE ACTION PLAN CAN BE STREAMLINED. A NUMBER OF PREVIOUS ACTIONS HAVE SET THE STAGE FOR UPDATING THE CLIMATE ACTION PLAN, STARTING WITH THE ANNUAL REPORT ON THE PLAN PRESENTED TO CITY COUNCIL IN APRIL 2021. DURING THIS ITEM, STAFF DISCUSSED THE HOUSING ELEMENT REZONE EFFORT THAT HAD RECENTLY BEEN APPROVED BY CITY COUNCIL AND THAT THERE WAS A NEED FOR A CLIMATE ACTION PLAN UPDATE TO FOLLOW TO ACCOUNT FOR ANY LAND USE AND GROWTH CHANGES THAT WOULD COME OUT OF THAT EFFORT. ON JUNE 8TH, 2021, THE CITY COUNCIL APPROVED FUNDING FOR THE CLIMATE ACTION PLAN UPDATE. THEN, ON SEPTEMBER 21ST, 2021, THE CITY COUNCIL APPROVED A DECLARATION OF A CLIMATE EMERGENCY. ON OCTOBER 11TH, 2022, THE CITY COUNCIL APPROVED THE FIVE YEAR STRATEGIC PLAN, WHICH INCLUDES SUSTAINABILITY AND THE NATURAL ENVIRONMENT, AS ONE OF ITS FIVE FOCUS AREAS AS WELL AS AN OBJECTIVE AND STRATEGIC ACTION. THEN, ON JANUARY 30TH, 2024, THE CITY COUNCIL CERTIFIED THE FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT FOR THE GENERAL PLAN, LAND USE AND COMMUNITY DESIGN ELEMENT AND PUBLIC SAFETY ELEMENT, WHICH ENCOMPASSED THE HOUSING ELEMENT REZONE EFFORT I MENTIONED PREVIOUSLY. INCLUDED IN THAT CEQA DOCUMENT IS MITIGATION MEASURE GHG-1, WHICH REQUIRES THE CITY TO DRAFT AND ADOPT A CLIMATE ACTION PLAN UPDATE WITHIN 12 TO 18 MONTHS THAT ACCOMMODATES THE UPDATED GREENHOUSE GAS TARGETS, AND INCLUDES THE ADDITIONAL GROWTH ALLOWED IN THE UPDATED HOUSING PROJECTIONS. THE TARGET COMPLETION DATE FOR THAT MITIGATION MEASURE IS JANUARY TO JULY 2025. BECAUSE OUR CURRENTLY ADOPTED CLIMATE ACTION PLAN IS SEVERAL YEARS OLD, THERE ARE A NUMBER OF OTHER IMPROVEMENTS THAT CAN BE MADE. UPDATING THE CLIMATE ACTION PLAN ALLOWS US TO BETTER REFLECT NEW STATE TARGETS AND MANDATES, MANY OF WHICH HAVE CHANGED SINCE 2015. IT ALLOWS US TO FURTHER PURSUE THE CITY'S GUIDING PRINCIPLE AND COMMUNITY VALUE OF SUSTAINABILITY. WE CAN INCLUDE NEW MEASURES. WE CAN MAKE THE PLAN EASIER TO UNDERSTAND AND WE CAN BUILD CONSENSUS ALONG THE WAY. THIS GRAPHIC PROVIDES AN OVERVIEW OF THE CLIMATE ACTION PLANNING PROCESS, WHICH YOU CAN SEE IS A CONSTANT LOOP. SO PRETENDING IT'S 2015, LET'S START WITH BOX NUMBER ONE AT THE TOP WITH DEVELOPING THE PLAN. THE CORE COMPONENTS OF WHICH ARE THE BASELINE GREENHOUSE GAS INVENTORY PROJECTIONS AND TARGETS, AS WELL AS THE MEASURES IN THE PLAN, ALL OF WHICH I'LL BE PROVIDING MORE INFORMATION ON LATER. ONCE THE 2015 PLAN WAS ADOPTED, WE MOVED TO BOX NUMBER TWO TO IMPLEMENT THE PLAN, USING THE INFORMATION IN THE PLAN ITSELF AS A GUIDE FOR TIMING OF THE LOCAL AND COLLABORATIVE ACTIONS, OR A SEPARATE IMPLEMENTATION PLAN IF THAT'S PREFERRED. MOVING TO BOX NUMBER THREE. STAFF MONITORED AND REPORTED PROGRESS OF THE 2015 PLAN ANNUALLY TO THE CITY COUNCIL. THESE ANNUAL REPORTS INCLUDED GREENHOUSE GAS INVENTORY UPDATES WHEN AVAILABLE, ACTIVITY DATA FOR THE MEASURES IN THE PLAN, AND EVALUATED OVERALL PROGRESS. WHEN THE CLIMATE ACTION PLAN UPDATE WORK STARTED IN 2021, WE THEN FOUND OURSELVES BACK AT BOX NUMBER ONE. THE BOX IN THE CENTER OF THE GRAPHIC CALLS OUT THINGS TO CONSIDER THROUGHOUT THE PROCESS, SUCH AS STAKEHOLDER ENGAGEMENT, WHICH I'LL BE COVERING LATER, BENEFITS AND COSTS, ADAPTATION AND EQUITY AND CEQA. NO CLIMATE ACTION PLAN IS COMPLETE WITHOUT A GREENHOUSE GAS INVENTORY AND THIS SLIDE SHOWS THE 2016 INVENTORY THAT WE ARE USING FOR THE UPDATE. THE CITY'S TOTAL EMISSIONS WERE 981,000 METRIC TONS OF CARBON DIOXIDE EQUIVALENT, AND THE BREAKDOWN OF THE INVENTORY FOLLOWS A STANDARD PATTERN ACROSS JURISDICTIONS THROUGHOUT THE REGION AND THE STATE, WITH ON ROAD TRANSPORTATION ACCOUNTING FOR THE BULK OF OUR GREENHOUSE GAS EMISSIONS AT 51%, FOLLOWED BY ELECTRICITY AT 27%, NATURAL GAS AT 14%, AND THEN THE REMAINING SECTORS ALL AT LESS THAN 5%. IF YOU ARE A REGULAR PERSON AND NOT SOMEONE WHO DOES THIS EVERY DAY LIKE ME, 981,000 OF METRIC TONS OF CARBON DIOXIDE EQUIVALENT IS CHALLENGING TO UNDERSTAND. [00:10:05] SO FOR MORE CONTEXT, THAT NUMBER IS THE SAME AS CONSUMING 110 MILLION GALLONS OF GASOLINE, DRIVING 218,000 PASSENGER VEHICLES CONTINUOUSLY FOR ONE YEAR, RECYCLING 48,000 GARBAGE TRUCKS WORTH OF WASTE VERSUS SENDING IT TO A LANDFILL, OR THE TOTAL ELECTRICITY USED BY 124,000 HOUSEHOLDS FOR ONE YEAR. USING THE GREENHOUSE GAS INVENTORY, WE THEN SET OUR REDUCTION TARGETS. THIS SLIDE IS AN ILLUSTRATION OF HOW THAT HAPPENS. THESE ARE NOT OUR ACTUAL TARGETS, BUT STARTING WITH THE TOP LINE, THAT IS OUR BUSINESS AS USUAL GREENHOUSE GAS EMISSION PROJECTION. THIS IS WHAT WOULD HAPPEN IF THE CITY DID ABSOLUTELY NOTHING IF I DIDN'T HAVE A JOB HERE, NOTHING IS GOING ON. THE MIDDLE LINE REPRESENTS THE LEGISLATIVELY ADJUSTED BUSINESS AS USUAL PROJECTIONS. WITH SO MANY STATE AND FEDERAL ENVIRONMENTAL REGULATIONS, THIS ACTUALLY LOWERS THE CEILING OF WHERE LOCAL AGENCIES NEED TO START WHEN ASSESSING THEIR GREENHOUSE GAS IMPACTS. AND THEN THE ARROWS BENEATH THAT CENTER LINE REPRESENT THE REDUCTIONS NEEDED FROM A LOCAL AGENCY, OR THE GAP THAT WE NEED TO CLOSE TO MEET THESE TARGETS. AND HOW THAT'S ACCOMPLISHED IS THROUGH THE MEASURES IN THE CLIMATE ACTION PLAN. USING OUR UPDATED GREENHOUSE GAS INVENTORY AND THE LATEST STATE REGULATIONS, WE HAVE TWO UPDATED TARGETS FOR THE CLIMATE ACTION PLAN UPDATE. BY 2035, THE CITY WILL NEED TO REDUCE 50% OF ITS EMISSIONS BELOW THE 2016 BASELINE. THIS IS CONSISTENT WITH SENATE BILL 32 AND ALSO ALIGNS WITH OUR GENERAL PLAN BUILD OUT YEAR. BY 2045, THE CITY WILL NEED TO REDUCE 85% OF EMISSIONS BELOW THE 2016 BASELINE. AND THIS IS CONSISTENT WITH ASSEMBLY BILL 1279. SO WE HAVE OUR INVENTORY, WE HAVE OUR TARGETS, NOW LET US TALK ABOUT OUR PROJECTIONS. SO WE HAVE THE TOP LINE OR THE ORANGE LINE. THAT IS OUR BUSINESS AS USUAL PROJECTIONS. ON THE LEFT HAND SIDE, STARTING WITH THAT 981,000 METRIC TONS OF CARBON DIOXIDE EQUIVALENT, OR ALL THOSE CARS DRIVING AROUND, HOWEVER YOU WANT TO THINK ABOUT IT IN OUR 2016 BASELINE YEAR, AND THEN PROJECTING ALL THE WAY OUT TO THE RIGHT HAND SIDE TO 2045. IN THE CENTER, THERE ARE TWO LINES THAT ARE PRETTY CLOSE TOGETHER. THE LINE THAT STARTS ON THE BOTTOM BUT MOVES TOWARDS THE TOP OR THE BLUE LINE. THAT'S OUR LEGISLATIVELY ADJUSTED BUSINESS AS USUAL PROJECTIONS. SO TAKING ALL OF THOSE STATE AND FEDERAL LEGISLATION INTO ACCOUNT. THE LINE THAT SWITCHES PLACES WITH IT OR THE PURPLE LINE. THOSE ARE OUR GREENHOUSE GAS REDUCTION TARGETS. SO IF YOU ARE A SAVVY LINE GRAPH READER, YOU MAY HAVE NOTICED THAT IN 2035 THERE IS NO EMISSIONS GAP TO CLOSE. AND THAT'S BECAUSE OUR GREENHOUSE GAS REDUCTION TARGET IS HIGHER THAN THE LEGISLATIVELY ADJUSTED PROJECTION. HOWEVER, IF WE KEEP GOING TO 2045, THIS IS NO LONGER THE CASE. THE LINES HAVE FLIP FLOPPED. THERE'S NOW A 92,000 METRIC TON CARBON DIOXIDE EQUIVALENT GAP THAT WE NEED TO CLOSE IN ORDER TO MEET OUR TARGET. SO BEFORE I MOVE TO THE NEXT SLIDE, I DO WANT TO EMPHASIZE THAT JUST BECAUSE WE'RE MEETING OUR 2035 TARGETS SOLELY BASED ON STATE AND FEDERAL LEGISLATION, IT DOESN'T MEAN WE CAN DO NOTHING BETWEEN NOW AND THEN. WE WANT TO MAKE SURE THAT THE SLOPE OF THE LINE CONTINUES GENTLY DOWN AT THIS SLOPE VERSUS, YOU KNOW, SORT OF FALLING OFF OF A CLIFF IN 2035. AND THE CLIMATE ACTION PLAN, THERE ARE SEVERAL PROPOSED MEASURES THAT WILL TAKE MANY YEARS TO SUCCESSFULLY DESIGN AND IMPLEMENT. KNOWING THE EMISSIONS GAP THE CITY NEEDED TO CLOSE, WE THEN STARTED THINKING THROUGH POTENTIAL MEASURES. THROUGHOUT THE PROCESS OF DESIGNING THE MEASURES, IT WAS IMPORTANT TO LEVERAGE EXISTING CITY EFFORTS TO DEFRAY ADDITIONAL COSTS AND STAFF TIME AS MUCH AS POSSIBLE. INCLUDE SUCCESSFUL MEASURES FROM OUR PREVIOUS EXISTING CLIMATE ACTION PLAN. ENSURE THAT THE MEASURES CAN BE IMPLEMENTED BY INCORPORATING INFORMATION FROM STAFF ACROSS THE CITY. REFLECT THE CITY'S GUIDING PRINCIPLES AND COMMUNITY VALUES OF SUSTAINABILITY. CREATE MEASURES THAT ARE REPORTABLE AND TRANSPARENT, AND MOST IMPORTANTLY, DESIGN MEASURES THAT MEET THE REDUCTION TARGETS. THE DRAFT CLIMATE ACTION PLAN UPDATE HAS 25 POTENTIAL MEASURES, WITH 37 PRIMARY ACTIONS AND 69 SUPPORTING ACTIONS, AND TOGETHER THOSE MEASURES EXCEED THE 2045 REDUCTION TARGETS BY 6000 METRIC TONS OF CARBON DIOXIDE EQUIVALENT. [00:15:08] AND ALL OF THESE MEASURES ARE INCLUDED IN EXHIBIT ONE TO YOUR STAFF REPORT. THIS IS A SAMPLE OF ONE OF THE PROPOSED MEASURES IN THE DRAFT CLIMATE ACTION PLAN UPDATE. I KNOW IT'S VERY SMALL ON THE SCREEN, BUT I AT LEAST WANTED TO WALK THROUGH WHAT INFORMATION IS INCLUDED IN EACH MEASURE. SO THE MEASURES ARE ORGANIZED INTO THE FOLLOWING CATEGORIES, WATER AND WASTE WATER, ENERGY, WASTE DIVERSION, TRANSPORTATION, OFF ROAD EQUIPMENT, AND CARBON SEQUESTRATION. SO THE INFORMATION THAT WE HAVE FOR EACH MEASURE, EXCUSE ME, STARTING AT THE TOP LEFT, WE HAVE A MEASURE NUMBER, TITLE AND TYPE OF MEASURE. SPECIFICALLY, IF IT'S AN EXISTING ACTION, EXPANDED ACTION OR A NEW ACTION. EQUITY CONSIDERATIONS AND CO-BENEFITS. SPEAKING OF EQUITY, CLIMATE EQUITY DESERVES MUCH MORE ATTENTION THAN ONE SLIDE, BUT I DID WANT TO TOUCH ON IT BECAUSE IT IS A NEW COMPONENT TO THIS CLIMATE ACTION PLAN UPDATE. CLIMATE CHANGE IMPACTS ARE FELT DISPROPORTIONATELY BY VULNERABLE POPULATIONS, PEOPLE OF COLOR, COMMUNITIES OF CONCERN AND MORE, AND THE BENEFITS OF AND OPPORTUNITIES RELATED TO THE CLIMATE ACTION PLAN UPDATE MUST BE DISTRIBUTED EQUITABLY THROUGHOUT CARLSBAD. THE EQUITY CONSIDERATIONS ARE INCLUDED WITHIN THE PROPOSED MEASURES, AS I HIGHLIGHTED ON THE PREVIOUS SLIDE, BUT THESE ARE FAIRLY SURFACE LEVEL AT BEST. A CLIMATE EQUITY ANALYSIS, PREPARED IN PARTNERSHIP WITH COMMUNITY BASED ORGANIZATIONS WOULD HELP STAFF WITH IMPLEMENTATION OF THIS PLAN, AND THAT'S SOMETHING THAT STAFF IS LOOKING FOR GRANT FUNDING TO SUPPORT. MOVING ON TO PUBLIC INPUT. EARLY ON IN THE CLIMATE ACTION PLAN UPDATE PROCESS, STAFF CONDUCTED PHASE ONE OF PUBLIC ENGAGEMENT. THE GOAL OF THIS PHASE WAS TO MAKE SURE THAT THE CLIMATE ACTION PLAN UPDATE REFLECTED THE COMMUNITY'S NEEDS, AND THE THEMES THAT WE HEARD ARE LISTED ON THE SLIDE. I THEN WAITED OVER A YEAR FOR A CRITICAL DATA SET FOR THIS EFFORT. YOU MAY REMEMBER THE CUSTOM MODEL RUN FROM SANDAG THAT WAS BEING USED FOR THE HOUSING ELEMENT REZONE EFFORT, IT'S THAT VERY SAME DATA. SO DURING THAT TIME, WE CONTINUED OUTREACH IN WHAT I INFORMALLY REFERRED TO AS PHASE 1.5. THIS WAS TABLING AT COMMUNITY EVENTS, PROMOTING THE CITY'S SUSTAINABILITY EFFORTS, THINGS LIKE THAT AT, YOU KNOW, OUR EARTH DAY FAIR EXTRAVAGANZA, OUR FIXIT CLINICS, WHAT HAVE YOU. PHASE TWO OF ENGAGEMENT RAN FROM MID-OCTOBER THROUGH MID-NOVEMBER 2023, WHEN WE ASKED FOR PUBLIC INPUT ON THE PROPOSED MEASURES. THIS WAS DONE THROUGH AN ONLINE SURVEY IN BOTH ENGLISH AND SPANISH. MEETINGS WITH INTERESTED STAKEHOLDERS, TABLING AT EVENTS LIKE THE ONES I JUST MENTIONED, AS WELL AS POP UP TABLING AT OUR CITY FACILITIES AND PARKS ACROSS ALL DISTRICTS TIMES AND DAYS OF THE WEEK. AND THE GOAL OF THE POP UP TABLING WAS TO GO WHERE PEOPLE WERE, CHAT WITH THEM INFORMALLY ABOUT OUR SUSTAINABILITY EFFORTS IN THE CLIMATE ACTION PLAN. WE ALSO SHARED INFORMATION THROUGH THE CITY'S SOCIAL MEDIA CHANNELS AND CITY MANAGER WEEKLY EMAILS, AND WE GOT A LOT OF REALLY GREAT INPUT. WE REALLY APPRECIATED ALL OF THE INPUT AND PARTICIPATION THAT WE RECEIVED ACROSS THE BOARD. THERE IS AN APPENDIX WITHIN THE CLIMATE ACTION PLAN UPDATE THE DRAFT CLIMATE ACTION PLAN, UPDATE ITS APPENDIX D, AND EXHIBIT ONE OF YOUR STAFF REPORT. IT'S A PUBLIC INPUT SUMMARY SO YOU CAN DIG IN AND READ MORE INFORMATION THERE. OVERALL, THE THEMES THAT WE'VE HEARD IN PHASE TWO MIRRORED THOSE IN PHASE ONE. AND WHAT I HAVE ON THE SLIDE IS BUT A SAMPLE OF FEEDBACK THAT WE RECEIVED. SO THERE WAS BROAD GENERAL SUPPORT FOR SEVERAL MEASURES. THERE WERE CONCERNS THAT ZERO EMISSION VEHICLE BATTERIES ARE HARMFUL TO THE ENVIRONMENT, AND THAT THEY PROMOTE INHUMANE LABOR PRACTICES AND THEIR EXTRACTION. WE RECEIVED COMMENTS ENCOURAGING THAT A REACH CODE UPDATE SHOULD NOT BE INCLUDED AS A POTENTIAL MEASURE, AND WE GOT COMMENTS THAT A REACH CODE UPDATE SHOULD BE INCLUDED AS A [00:20:07] POTENTIAL MEASURE. WE HEARD THAT ELECTRIFICATION AND RENEWABLE ENERGY REQUIREMENTS ARE VERY CHALLENGING AND EXPENSIVE. WE ALSO HEARD THAT COSTS AND BENEFITS TO RESIDENTS AND BUSINESSES SHOULD BE CONSIDERED, ESPECIALLY AS IT RELATES TO REQUIREMENTS FOR NEW BUILDINGS. WE HEARD THAT EXISTING TRANSPORTATION DEMAND MANAGEMENT REQUIREMENTS HAVE NEGATIVE IMPACTS ON OUR BUSINESS COMMUNITY, AND WE ALSO HEARD THAT USING 2035 AS A TARGET YEAR IS NOT AGGRESSIVE ENOUGH. ANOTHER IMPORTANT COMPONENT OF PHASE TWO OF PUBLIC ENGAGEMENT WAS A PRESENTATION OF THE PROPOSED MEASURES AT THE NOVEMBER 7TH CITY COUNCIL MEETING. AT THAT MEETING, WE HEARD THE FOLLOWING COMMENTS FROM COUNCIL. FIRST, TO ESTABLISH CLEAR INTERIM BENCHMARKS BETWEEN THE 2035 AND 2045 TARGET YEARS. SECOND, TO ADD IN MORE MEASURES SO THE TOTAL GREENHOUSE GAS EMISSIONS REDUCE WERE HIGHER THAN THE 2045 REDUCTION TARGET. AND A QUICK ASTERISK THERE IS, BECAUSE THE SUITE OF PROPOSED MEASURES WE SHARED LAST FALL WERE MEETING OUR 2045 REDUCTION TARGET EXACTLY VERSUS WHAT IS INCLUDED IN EXHIBIT ONE, WHICH IS NOW EXCEEDING THAT TARGET. WE HEARD FROM COUNCIL TO ADD IN A MEASURE TO INSTALL SOLAR IN CITY OWNED PARKING LOTS. AND WE HEARD TO ADD A MEASURE IN BANNING ARTIFICIAL TURF WITHIN THE CITY. SO STAFF DID THE FIRST THREE BULLETS ON THIS LIST. THE SAMPLE MEASURE THAT I SHARED WAS ACTUALLY OUR SOLAR CARPORT MEASURE BACK A COUPLE SLIDES AGO. STAFF DID NOT INCLUDE A MEASURE BANNING ARTIFICIAL TURF. THIS IS BECAUSE THE GREENHOUSE GAS REDUCTIONS THAT THE CITY COULD ACCOUNT FOR WERE VERY LOW, AND THE COST TO REMOVE AND BAN TURF WAS VERY HIGH. JUMPING AHEAD TO THE PRESENT DAY, THE PUBLIC DRAFT OF THE CLIMATE ACTION PLAN UPDATE WAS POSTED ON THE CITY'S WEBSITE ON JULY 8TH, AND SHARED IN OUR CITY MANAGER'S WEEKLY EMAIL ON CITY SOCIAL MEDIA PLATFORMS, THROUGH OUR STAKEHOLDER MAILING LISTS, IN NEWS ARTICLES, AT COMMUNITY EVENTS. SINCE THEN, STAFF HAS MET WITH 11 STAKEHOLDER GROUPS TO DISCUSS THE DRAFT PLAN. STAFF ALSO RECEIVED 13 COMMENTS BY THE BY AUGUST 16TH, AND THIS WAS THE DEADLINE THAT WE INFORMED THE PUBLIC OF TO RECEIVE COMMENTS TO BE INCLUDED WITHIN THE STAFF REPORT PACKET. SO ALL OF THOSE COMMENTS ARE INCLUDED IN EXHIBIT TWO FOR YOUR REFERENCE IN THE ORDER THAT THEY WERE RECEIVED. I THINK THAT THERE'S SOME DATA SETS AT THE STATE LEVEL THAT SHOW THINGS LIKE DIFFERENT PUBLIC HEALTH INDICATORS, FOR EXAMPLE OFF THE TOP OF MY HEAD, ONE SUCH DATABASE WOULD BE OH MAN, I'M BLANKING ON IT RIGHT NOW, AND I DEFINITELY KNOW IT'S GOING TO COME TO ME IN LIKE FIVE MINUTES. BUT DIFFERENT PUBLIC HEALTH INDICATORS OVERLAID WITH OTHER CENSUS DATA. IT CAN SUGGEST THAT PEOPLE WITH LOWER ECONOMIC STATUS, PEOPLE WHO ENGLISH IS NOT THEIR FIRST LANGUAGE, SENIORS, FOLKS WITH DISABILITIES, ET CETERA. ET CETERA. THEY ARE OFTEN IMPACTED FIRST AND WORST IS A PHRASE THAT IS USED OFTEN BY THESE EXTREME CLIMATE IMPACTS. OKAY, LET'S BREAK IT DOWN TO A SPECIFIC. ONE OF THE CONCERNS ABOUT THE BUILD UP OF GREENHOUSE GASES IS THAT IT PROMOTES WILDFIRES, AND WILDFIRES THAT WE HAVE ARE GOING TO BE MORE INTENSE. HOW WOULD THAT IMPACT IN TERMS OF CLIMATE EQUITY? BECAUSE IF THERE'S A WILDFIRE, IT'S GOING TO AFFECT ANYBODY IN THAT AREA AND THE SMOKE IS GOING TO HAVE HEALTH EFFECTS, I DON'T CARE WHAT YOUR SOCIOECONOMIC STATUS. CAN YOU CLARIFY THAT FOR ME? YEAH, ABSOLUTELY AND YOU'RE RIGHT IT WOULD IMPACT EVERYBODY. SO FOR A WILDFIRE, AN EXAMPLE THAT I LIKE TO THINK OF IS, OKAY, HOW ARE YOU GOING TO GET OUT OF THIS AREA OF DANGER, RIGHT? DEPENDING ON HOW THAT'S CONSTRUCTED, IT COULD BE CONSIDERED AN ELECTRIFICATION MANDATE UNDER A DIFFERENT NAME. THIS CLIMATE ACTION PLAN UPDATE LACKS DETAIL ON EXACTLY HOW NEW GOALS WILL BE ACHIEVED, AND MASKS THE TRUE COSTS AND CHALLENGES WITH IMPLEMENTING THESE NEW STANDARDS. AS STAFF MENTIONED, YOU DON'T ACTUALLY KNOW THE TRUE COST TO BUSINESS AND THEREFORE THE FEASIBILITY OF THESE MEASURES BEFORE MOVING FORWARD WE REQUEST THAT YOU CONDUCT AN IN-DEPTH COST ANALYSIS ON THE PROPOSED PLAN. THESE STANDARDS ARE YOUR STANDARDS ARE ALREADY INCREDIBLY ONEROUS, MAKING IT DIFFICULT FOR THE BUSINESS COMMUNITY TO BUILD AND OPERATE HOMES IN THE CITY. NEXT SPECIFICALLY, I WANT TO HIGHLIGHT YOUR GOALS AROUND DECARBONIZATION OF NEW AND EXISTING RESIDENTIAL BUILDINGS. AND AS CRAIG MENTIONED, THE CITY IS ON IS NOT ON STURDY LEGAL GROUND TO SET REQUIREMENTS THAT WOULD BE A DE FACTO BAN ON NATURAL GAS. IT'S INCREDIBLY IMPORTANT THAT DECARBONIZATION OF BUILDINGS IS INCENTIVE BASED RATHER THAN THROUGH A COSTLY MANDATE, AND WE HOPE TO CONTINUE TO WORK WITH YOU ON A MORE REASONABLE PLAN THAT WILL HELP ACHIEVE CLIMATE GOALS WITHOUT THE COSTLY, UNINTENDED CONSEQUENCES AND EXORBITANT COSTS TO BUSINESSES. OUR NATURAL CONCERN IS THAT ANY ADDITIONAL REGULATORY REQUIREMENTS THAT INCREASE THE COST OF HOUSING PRODUCTION WILL ONLY CONTINUE OR TO EXACERBATE OUR CURRENT HOUSING CRISIS. THE AVERAGE COST OF A SINGLE FAMILY HOME IN SAN DIEGO HAS NOW SURPASSED $1 MILLION. ANY ADDITIONAL REGULATORY COSTS THAT WILL BE PLACED ON HOMEBUILDERS WILL ONLY BE ADDED ONTO THOSE CONSUMERS WHO ALREADY CAN'T AFFORD TO LIVE AND PURCHASE A HOME IN SAN DIEGO. THERE ARE ALREADY EFFORTS UNDERWAY FROM STATE OFFICIALS TO UPDATE BUILDING CODE STANDARDS TO MEET TARGETS. INSTEAD OF MOVING FORWARD WITH ADDITIONAL REGULATORY REQUIREMENTS, THE CITY SHOULD WAIT FOR THE COMPLETION OF THESE CODE UPDATES TO BETTER UNDERSTAND THE IMPACT ON GHG REDUCTIONS. AS STAFF MOVE FORWARD MOVES FORWARD WITH IMPLEMENTATION, WE BELIEVE IT'S IMPERATIVE THAT STAFF WORK WITH OUR COALITION TO ENSURE THAT THESE MEASURES DO NOT RESULT IN MAKING HOUSING EVEN MORE UNATTAINABLE TO SAN DIEGANS. WE KNOW, AND STAFF HAS ACKNOWLEDGED, THAT TRANSPORTATION IS A LEADING SOURCE OF GHG EMISSIONS. WE ALSO KNOW THAT BECAUSE OF OUR HOUSING CRISIS, COMMUTERS ARE TRAVELING FROM OUTSIDE THE CITY AND EVEN OUTSIDE THE COUNTY, FURTHER EXACERBATING GHG EMISSIONS. THE SIMPLE SOLUTION IS TO SIMPLY ALLOW FOR MORE HOMES TO BE BUILT TO MEET THE NEEDS OF THOSE WORKING IN THE CITY. LASTLY, BEFORE ANY ACTIONS ARE TAKEN, WE BELIEVE IT IS IMPERATIVE THAT THE CITY UNDERSTAND THE FINANCIAL IMPACTS OF THE DECISIONS THEY MAKE. THIS MEANS DEVELOPING A COST IMPACT ANALYSIS OF BOTH THE SHORT TERM AND LONG TERM IMPACTS TO THOSE THAT WILL HAVE TO COMPLY WITH THESE NEW REGULATIONS. WE BELIEVE IT'S SHORTSIGHTED TO MERELY ASSUME THAT ANY POLICY DECISIONS THAT ARE MADE WILL GENERATE COST SAVINGS IN THE END SOMEBODY ALWAYS PAYS. THANK YOU. THANK YOU. AND WE KNOW THAT ASSUMES THAT THE STATE IS MEETING ALL OF THEIR TARGETS. THE CURRENT RATE OF EV DEPLOYMENT IN CALIFORNIA IS WAY BELOW WHAT WAS PROJECTED FOR THIS TIME PERIOD. MANY OF THE MANUFACTURERS ARE CUTTING BACK ON THAT, SO WE CAN'T RELY ON OTHER PEOPLE TO DO THEIR JOB. WE ALL HAVE TO DO OUR FAIR SHARE TO ADDRESS THIS. I WANT TO HIGHLIGHT THREE AREAS WHERE WE THINK WE ASK YOU TO FOCUS IMPROVEMENTS ON. THE FIRST IS ON BENCHMARKS, ESPECIALLY THINGS LIKE COMPLETING PLANS THAT THE CITY IS RESPONSIBLE FOR. ONE OF THOSE WAS THE PARKING STUDIES FOR THE VILLAGE AND THE BARRIO. THOSE DRAFTS HAVE JUST BEEN RELEASED THIS LAST MONTH. CERTAINLY, THERE COULD BE A BENCHMARK TO SET A DATE FOR COMPLETING THOSE STUDIES AND THEN SAY A YEAR AFTER THAT TO ACTUALLY HAVE AN ACTION PLAN TO IMPLEMENT THEM. THOSE THINGS IMPROVE THE ACCOUNTABILITY AND ASSURANCES THAT TARGETS CAN BE MET. WE ALSO ASK YOU TO LOOK AT HOW THE CITY CAN SET AN EXAMPLE AND BE AN EARLY ADOPTER ON MANY OF THESE ITEMS. VIRTUALLY ALL TENANT IMPROVEMENTS IN EXISTING BUILDINGS IN THE CRC ARE APPRAISED IN EXCESS OF $200,000 LIMIT, WHICH IS THE INSTALLATION, WHICH IS THE INSTALLATION OF SOLAR PANELS AND TRANSPORTATION DEMAND, THAT'S WHERE THEY KICK IN AT THE $200,000, THE COST OF THE ADDED EXPENSE OF THE SOLAR AND TRANSPORTATION IMPROVEMENTS FREQUENTLY IT DISCOURAGES THE IMPROVEMENTS. TYPICALLY, CRC BUILDING OWNERS REQUEST TENANT IMPROVEMENTS IN ORDER TO UPGRADE A VACANT BUILDING OR A VACANT FLOOR IN ORDER TO IMPROVE THE BUILDING AND ATTRACT A HIGHER QUALITY TENANT. AND HERE WE ARE ATTEMPTING TO TRY TO PROVIDE AFFORDABLE HOUSING IN THE STATE OF CALIFORNIA. AND YET MANDATES HAVE A MAJOR IMPACT ON THAT. AND I THINK THAT WAS ONE OF THE COMMENTS MADE. RIGHT AND, YOU KNOW, THESE THINGS SEEM SO DIFFICULT AT THE BEGINNING, BUT WHEN YOU GET INTO IT AND WORK TOGETHER WITH THE BUSINESS COMMUNITY, A LOT OF THESE THINGS CAN BE ACCOMPLISHED BY THE RIGHT SORT OF LISTENING AND WORKING TOGETHER. BUT WHEN THEY COME DOWN HARD ONE WAY, THEY THEY, THEY CAN BE EXTREMELY COSTLY AND EXTREMELY DISRUPTIVE AND NOBODY REACHES ANY GOALS. AND IT DOESN'T HELP US IN ANY WAY, SHAPE OR FORM. YOU KNOW, THE OTHER THING TOO IS LOOKING AT IT FROM A LOCAL MILES TRAVELED, YOU KNOW, TRAVEL TEAM, THE IMPACT. I KNOW WE HAD THAT DISCUSSION ON ONE OF OUR MORE RECENT AGENDA ITEMS, SMART AND FINAL CARLSBAD VILLAGE DRIVE, AND SOME OF THE COMMENTS IN REGARD TO WITH NOT HAVING IT PRIMARILY HOUSING AND WITH VERY LITTLE COMMERCIAL, WHICH IS WHAT THE PROPERTY IS NOW CURRENTLY USED AS. AND THERE WAS A LOT OF DISCUSSION AT THAT TIME, BOTH FROM OUR PUBLIC COMMENTS, BUT ALSO WITHIN AMONGST OURSELVES REGARDING PEOPLE HAVING TO DRIVE FURTHER AND PROVIDING GREENHOUSE GAS IN DRIVING FURTHER TO GET TO THOSE SERVICES. BUT I THINK BEFORE WE GET TOO FAR DOWN THE ROAD, WE NEED SOME NUMBERS ASSOCIATED WITH REAL WORLD IMPACTS ON OUR HOUSING INDUSTRY, OUR COMMERCIAL BUILDINGS, OUR TRANSPORTATION INDUSTRY. GET SOMETHING THAT WE HAVE SOME SENSE ON WHAT THIS IS GOING TO DO IN TERMS OF UNINTENDED CONSEQUENCES, BECAUSE THERE ARE GOING TO BE SOME, AND MY CONCERN IS THEY MAY BE MAJOR. PARTICULARLY IN THE AREA OF HOUSING. WE YES, WE HAVE A CLIMATE CRISIS, BUT WE ALSO HAVE A HOUSING CRISIS. HENCE WE HAVE A PLETHORA OF STATE MANDATES THAT TIE OUR HANDS EVERY TIME WE HAVE A HOUSING PROJECT TO VOTE UP OR DOWN ON, BECAUSE THE STATE SAYS WE NEED MORE HOUSING, INCREASE THAT SUPPLY, AND WE SAY THAT'S THE LAW, THIS IS OUR FRAMEWORK, AND WE PROCEED ACCORDINGLY. SO THERE IS A CLIMATE CRISIS? YES, BUT WE CAN'T BE SO FOCUSED WITH BLINDERS ON CLIMATE ISSUES AND NOT BE FULLY COGNIZANT OF HOW THIS WILL IMPACT HOUSING AND OTHER ELEMENTS OF THE PRIVATE SECTOR. I THINK THAT NEEDS TO BE LOOKED AT A LITTLE CLOSER AND WHERE THAT BALANCE IS BETWEEN MEETING THE CLIMATE GOALS AND ALSO BEING ABLE TO MEET OUR HOUSING NEEDS. THE OTHER THOUGHT I'M LOOKING AT AS I LOOK THROUGH THE CLIMATE ACTION PLAN IS SOME OF THE TERMINOLOGY THAT IS USED IS THINGS LIKE LEVERAGE, EXPLORE AND EVALUATE. THOSE DON'T SEEM TO CARRY A LOT OF TEETH. AND SO I UNDERSTAND THAT THERE'S A NEED FOR FLEXIBILITY WITHIN THE THE PLAN TO ALLOW FOR THE CITY TO MANEUVER AND COME UP WITH DIFFERENT MEASURES TO ACCOMPLISH THESE GOALS. BUT WHERE POSSIBLE, I THINK THAT STRONGER LANGUAGE OR STRONGER TERMINOLOGY MIGHT BE USEFUL TO ACCOMPLISH THESE GOALS. AND THEN, YOU KNOW, FINALLY, I, I HAVE A INTEREST IN TRANSPORTATION. AND I THINK THAT THERE'S A BIG OPPORTUNITY FOR THIS CLIMATE ACTION PLAN TO TALK ABOUT HOW WE CAN PROVIDE TRANSPORTATION FOR STUDENTS GOING TO OUR LOCAL SCHOOLS. THEN THE SAN DIEGO REGIONAL CHAMBER, WHICH AGAIN, IS A WELL RESPECTED GROUP, SAYING THEY'RE CONCERNED ABOUT INCENTIVES VERSUS MANDATES, LACK OF DETAIL YOU KNOW, INCREASED COSTS OF HOUSING AND THEN ALSO GRID CAPACITY. AND THEN OVERALL, I THINK MORE THAN ONE OF THEM BROUGHT ABOUT THE NEED FOR A MANDATE FOR ELECTRIFICATION. AND THE LAST ONE I THOUGHT WAS VERY INTERESTING. THE GENTLEMAN FROM PLANNING ASSOCIATES IN THE CARLSBAD RESEARCH CENTER. SO AS WE SPEAK RIGHT NOW, I HAVE A BUILDING, A LISTING IN THE CARLSBAD RESEARCH CENTER. WE'RE CURRENTLY GOING THROUGH TENANT IMPROVEMENTS AS WE SPEAK. AND SO PLANNING ASSOCIATES AND FOLKS HAVE CONSULTANTS OF THAT ARE ON THE FRONT LINE OF WORKING THROUGH THE CITY. LASTLY, YOU KNOW, WE WERE TALKING ABOUT THE CONCERN FOR HOUSING PERSONALLY WE WENT THROUGH THE PROCESS OF BUILDING AN ACCESSORY DWELLING UNIT ON OUR HOME, A 1970S HOME THAT WAS ON A HUGE CORNER LOT. AND I THINK IT TOOK US A YEAR TO GET THROUGH THE CITY ON OUR PLANS ON THAT. OURS IS FROM 2015, SO WE'RE GETTING CLOSE TO NINE. SO AS FAR AS LIKE THE CYCLE OF WHERE OTHER JURISDICTIONS ARE AT THE CITY OF SAN DIEGO WAS PROBABLY THE BIGGEST ONE THAT GOT UPDATED FAIRLY RECENTLY. I THINK IT WAS LIKE A YEAR AND A HALF AGO THAT THEIR UPDATE WAS APPROVED. I SAW AN EMAIL EARLIER TODAY THAT THE COUNTY OF SAN DIEGO IS TAKING THEIRS TO THE BOARD OF SUPERVISORS, I BELIEVE, NEXT WEEK. AND THEN THERE ARE A NUMBER OF OTHER SMALLER JURISDICTIONS, INCLUDING SEVERAL OF OUR NEIGHBORS WHO ARE JUST BEHIND CARLSBAD WITH THEIR CLIMATE ACTION PLAN UPDATES. BUT MORE RECENTLY THIS JANUARY 2024 CERTIFICATION OF THE SUPPLEMENTAL EIR FOR THE GENERAL PLAN LAND USE AND COMMUNITY DESIGN ELEMENT AND THE PUBLIC SAFETY ELEMENT. SO THAT WAS THE UPDATE THAT ENCOMPASSED THAT HOUSING ELEMENT AND REZONE EFFORT. SO WITHIN THAT SUPPLEMENTAL EIR THERE'S ANOTHER MITIGATION MEASURE THAT REQUIRES THE CITY TO DRAFT AND ADOPT A CLIMATE ACTION PLAN UPDATE IN ORDER FOR US TO BOTH ACCOMMODATE FOR THE ADDITIONAL GROWTH THAT WAS INCORPORATED INTO THE GENERAL PLAN BY WAY OF THAT EFFORT, BUT ALSO SO THAT WE CAN CONTINUE TO STREAMLINE DEVELOPMENT WITHIN THE CITY. SINCE OUR PLAN IS CEQA QUALIFIED AND HAS BEEN SINCE 2015, YOU KNOW, THAT'S A PRETTY BIG COMPONENT. IT MEANS THAT IF YOU SHOW CONSISTENCY WITH THE CLIMATE ACTION PLAN, THEN YOU DON'T HAVE TO PREPARE, YOU KNOW, YOUR OWN CEQA DOCUMENTATION OUTLINING THE DIFFERENT GREENHOUSE GAS [01:25:02] RELATED IMPACTS. SO THE TARGET COMPLETION DATE FOR THAT IN THE SUPPLEMENTAL EIR IS JANUARY TO JULY 2025. OKAY. SO THESE ARE BASICALLY LOCALLY IMPOSED, INTERNALLY IMPOSED TARGET COMPLETION DATES, IF YOU WILL. AND THE NEXT ONES COMING UP FIRST PART OF NEXT YEAR. RIGHT. THOSE UNITS, WHEN BUILT, WILL HAVE PEOPLE IN THEM. THEY WILL HAVE ELECTRICITY NEEDS, EVERYTHING. SO THAT HELPS DRIVE THE THE PROJECTIONS. SO WE'RE HERE TO ADVISE UPON THAT.
