DURING TONIGHT'S PRESENTATION, I WILL PRESENT BACKGROUND ON THE PROJECT'S HISTORY AND LOCATION REVIEW THE PROPOSED PROJECT EXPLAIN HOW THE PROJECT IS CONSISTENT WITH THE CITY'S VARIOUS POLICIES. LAND USE PLANS, AND PERMIT FINDINGS. DESCRIBE THE OUTREACH THAT WAS CONDUCTED FOR THE PROJECT, OUTLINE THE PROJECT'S INTER-AGENCY PERMITTING, AND PROVIDE THE COMMISSION WITH STAFF'S RECOMMENDATION. AGUA HEDIONDA LAGOON WAS CREATED IN 1954 FOR THE CONSTRUCTION OF THE NOW DECOMMISSIONED ENCINA POWER STATION. COASTAL EROSION CELLS CREATED BY THE LAGOON CAUSED AN ACCUMULATION OF ADDITIONAL SAND AND ERODED BEACH MATERIAL WITHIN THE OUTER LAGOON BASIN. AS A MAN MADE STRUCTURE, THE LAGOON REQUIRES PERIODIC MAINTENANCE DREDGING APPROXIMATELY EVERY 2 TO 3 YEARS IN ORDER TO MAINTAIN THE LAGOON STRUCTURE. THE CONSTRUCTION AND OPERATION OF THE CLAUDE BUD LEWIS DESALINIZATION PLANT HAS FURTHER NECESSITATED THE ROUTINE DREDGE CYCLES, AS THE PLANT'S OPERATIONS ARE DEPENDENT ON A CONSISTENT INTAKE OF SEAWATER. THE CITY HAS PROCESSED ROUTINE APPLICATIONS FOR THIS PROJECT. THE MOST RECENT APPLICATION FOR MAINTENANCE DREDGING WAS APPROVED BY THE PLANNING COMMISSION IN 2017, WHICH RESULTED IN THE ISSUANCE OF A FIVE YEAR SPECIAL USE PERMIT, WHICH PERMITTED TWO DREDGE CYCLES, INCLUDING THE LAST DREDGE IN 2021. SURVEYS OF THE LAGOON SHOWED THAT THE FOLLOWING. THE COMPLETION OF THE LAST DREDGE IN 2021, SAND HAS ACCUMULATED IN GREATER VOLUMES THAN PREVIOUS CYCLES, AND THE LAGOON IS NOW OVERDUE FOR A MAINTENANCE DREDGE. THE PROJECT WILL INCLUDE THE DREDGING OF A PORTION OF THE OUTER LAGOON, AS SHOWN IN THE OUTLINE BLACK AREA ABOVE. THE DREDGE MATERIAL WILL BE PLACED ONTO THREE CARRIER SITES ON CARLSBAD STATE BEACH, AS SHOWN IN THE PURPLE SHADED AREAS. THE TAMARAC STATE BEACH PARKING LOT WILL ALSO BE UTILIZED DURING THE PROJECT AS THE STAGING AREA FOR EQUIPMENT. THE PROJECT, CONSISTENT WITH THE RECOMMENDED VOLUMES AND PROCEDURES OF A REGULAR MAINTENANCE DREDGE CYCLE, WILL REMOVE 392,400YD³ OF SAND AND DREDGED MATERIAL WITH UP TO 59,000YD³ OF ADDITIONAL OVER DREDGE. THE EXPECTED VOLUME OF THE MATERIAL TO BE REMOVED AMOUNTS TO A MAXIMUM OF APPROXIMATELY 451,000YD³. AFTER THE DREDGE MATERIAL IS REMOVED FROM THE LAGOON THE SAND WILL BE TESTED FOR CONTAMINANTS AND FOR ITS COMPATIBILITY WITH THE SAND AT THE DESIGNATED NORTH, MIDDLE AND SOUTH BEACH DEPOSITION SITES ALONG CARLSBAD STATE BEACH. THE BEACHES, WHICH HAVE BEEN SUBJECT TO INCREASED EROSION IN RECENT YEARS, HAVE BEEN STUDIED TO DETERMINE THE CARRYING CAPACITY OF EACH SITE, AND ARE EXPECTED TO BENEFIT FROM THE PLACEMENT OF ADDITIONAL SAND. THE PROJECTED TIMELINE FOR THE PROJECT CONSISTS OF APPROXIMATELY 110 DAYS OF WORK, BROKEN DOWN INTO FIVE PHASES. MOBILIZATION, MIDDLE, SOUTH, AND NORTH BEACH REPLENISHMENT, AND DEMOBILIZATION. NO BEACH CLOSURES ARE EXPECTED BECAUSE THE APPLICANT WILL HAVE ADEQUATE SIGNAGE AND STAFF ON SITE TO REDIRECT PEDESTRIANS AND SURFERS AWAY FROM ACTIVE WORK AREAS. THE TAMARAC STATE BEACH PARKING LOT IS EXPECTED TO BE CLOSED TO PUBLIC ACCESS FOR NO MORE THAN TEN DAYS THROUGHOUT THE DURATION OF THE PROJECT. THE PROJECTED TIMELINE ANTICIPATES THAT WORK COULD BEGIN AS EARLY AS JANUARY 2025, CONTINGENT ON THE APPLICANT'S ABILITY TO SECURE THE REQUIRED PERMITS FROM OTHER AGENCIES AS PER STATE AND FEDERAL REQUIREMENTS. THOROUGH ANALYSIS OF THE PROJECT INDICATES THAT THE PROJECT IS CONSISTENT WITH ALL CITY POLICIES AND LAND USE PLANS, INCLUDING THE CITY'S GENERAL PLAN, MUNICIPAL CODE, LOCAL COASTAL PROGRAM, AND HABITAT MANAGEMENT PROGRAM. IN ORDER FOR STAFF TO RECOMMEND APPROVAL OF THE PROJECT, THE PROJECT APPLICATION WAS ALSO REQUIRED TO DEMONSTRATE ITS ABILITY TO ADHERE TO THE FINDINGS REQUIRED OF A SPECIAL USE PERMIT FOR PROJECTS LOCATED IN A FLOODPLAIN.
