I SUPPORT CARLSBAD FIRE DEPARTMENT SENDING AID TO LOS ANGELES, ESPECIALLY WITH THE HOMELESS SERVICES IN CARLSBAD.

WITH A COMBINED EFFORT, WE CAN HELP THOSE IN NEED IN BOTH FIRST AID AND HOUSING FOR PEOPLE IN LA.

THIS PARTICULAR FIRE IS HISTORIC. THAT IS WHY I INSIST THE CARLSBAD CITY COUNCIL SEND MORE FIREFIGHTERS TO LOS ANGELES, IF THEY HAVEN'T ALREADY. WE ARE ALL IN THIS TOGETHER.

A LOT OF AGENCIES ARE HELPING LOS ANGELES. THE CARLSBAD SHOULD AID THE LOS ANGELES FIRE DEPARTMENT.

THIS ITEM CAN HELP A LOT OF PEOPLE, ESPECIALLY AT THE RISK OF LOSING A HOME.

THE AREA OF HOUSING DEVELOPMENT CAN LEND A HAND TO THOSE IN LOS ANGELES AFTER THE FIRES HAVE STOPPED.

COUNCIL, THIS PUBLIC COMMENTS' MORE FOR THE COMMUNITY.

AS I KNOW YOU'VE BEEN WELL BRIEFED ON THE ISSUES, THE AIRPORT ISSUES, BUT THERE'S A LOT OF MISINFORMATION OUT THERE.

AND THE PRESS AND ON SOCIAL MEDIA THAT NEEDS TO BE CORRECTED.

LAST WEDNESDAY, ON JANUARY 8TH, THE BOARD OF SUPERVISORS APPROVED A CONTRACT FOR AMERICAN AIRLINES TO PROVIDE COMMERCIAL PASSENGER SERVICE FROM PALOMAR AIRPORT.

FOUR FLIGHTS DAILY, TWO IN, TWO OUT. THE BOARD ALSO ABOLISHED A LITTLE KNOWN POLICY POLICY F44,

WHICH HAD BEEN IN PLACE IN VARIOUS FORMS SINCE 87.

AND THEY WERE THE GUARDRAILS, SO TO SPEAK, ON AIRPORT DEVELOPMENT.

THE POLICY WAS PUT IN PLACE TO PROTECT THE QUALITY OF LIFE FOR RESIDENTS.

FIRST, C4FA IS NOT OPPOSED TO COMMERCIAL, COMMUTER OR CHARTER AIR SERVICE FROM PALOMAR AIRPORT, AS LONG AS THOSE PLANES FIT THE AIRPORT B2 DESIGN CRITERIA, WHICH IS THE SIZE OF THE JET AND RESPECTFULLY USE OUR AIRPORT, FOLLOWING RECOMMENDED FLIGHT PATHS AND HONORING QUIET HOURS.

YOU DIDN'T HEAR A PEEP OUT OF US ABOUT TAOS AIRLINES, OR CALIFORNIA PACIFIC AIRLINES, OR JETSUITEX, OR ADVANCED AIR, OR THE FEW OTHERS THAT HAVE FLOWN OUT OF PALOMAR SINCE WE WERE FORMED IN 2018.

BUT AMERICAN WILL BE FLYING A LARGE JET, THE EMBRAER 175.

IT'S CLASSIFIED AS A C3 JET, WHICH UNDER FAA GUIDELINES REQUIRES THE SAME AIRPORT DESIGN CRITERIA AS WHAT'S CALLED A D3 JET.

A 737 AND AN AIRBUS A320 ARE D AIRCRAFT TO GIVE YOU SOME SENSE OF SIZE, YOU GET THE PICTURE.

THEY'RE HUGE. THIS AA JET FLYING INTO PALOMAR IS LIKE TRYING TO FIT A SIZE TEN FOOT INTO A SIZE SIX SHOE.

THE E75 175 IS THE SIZE TEN FOOT AND PALOMAR IS THE SIZE SIX SHOE.

AS IMPORTANTLY, IF NOT MORE, WAS THE BOARD'S COMPLETE REMOVAL OF POLICY F44.

THE POLICY WAS TO PROVIDE A POLICY TO ESTABLISH GUIDELINES FOR THE OPERATION AND DEVELOPMENT OF PALOMAR AIRPORT.

IT HAD A 70 LIMIT OF 70 SEATS AND A PASSENGER AIRLINE.

THE POLICY IS GONE AND WITH IT THE GUIDELINES.

NO MORE GUARDRAILS. OH, I'M NOT GOING TO MAKE IT.

SO I'M GOING TO HAVE TO CUT TO THE, THE VERY THE VERY END.

THE COUNTY HAS BEEN INCREDIBLY DISRESPECTFUL TO OUR MAYOR, OUR CITY, AND THE CITY OF VISTA.

WE SENT TWO LETTERS IN. WE SENT STAFF AND CRICKETS FROM THEM.

AND FINALLY, THERE'S FAR TOO MANY INSTANCES TO OUTLINE UP HERE WHAT THE COUNTY STAFF PRESENTED NUMEROUS LIES OF OMISSION.

THE FAA DOESN'T GO ACTIVELY PURSUING COUNTIES TO GRAB BACK MONEY AND GOOD FAITH NEGOTIATIONS DOESN'T MEAN TWISTING YOURSELF INTO A PRETZEL, WAIVING FEES, UPGRADING THE AIRPORT, AND BENDING OVER BACKWARDS TO ALLOW A $53 BILLION COMPANY TO FLY A HUGE JET INTO YOUR SMALL AIRPORT DURING YOUR QUIET HOURS FOR FREE.

LET'S BE REASONABLE HERE. DON PIETRO, FOLLOWED BY DIANE NYGAARD.

I'M ONE OF THE COORDINATORS OF THIS PALOMAR PALOMAR AIRPORT ACTION NETWORK THAT HAS THESE 25 HOAS AND COMMUNITY GROUPS REACHING SOME 25,000 RESIDENTS, MOSTLY IN THE CITY OF CARLSBAD. I WANT TO THANK THE MAYOR AND THE COUNCIL, ESPECIALLY FOR ALL YOUR ACTION LAST YEAR, TO TRY TO STRENGTHEN YOUR LOCAL CONTROL ON AIRPORT ISSUES, AND I WANT TO THANK THE MAYOR FOR THE LETTER HE SENT IN TWICE TO THE COUNTY AND, AS VICKI SAID, WAS COMPLETELY DISRESPECTED, INCLUDING THE 12 CARLSBAD RESIDENTS THAT WENT DOWN TO BOTH MEETINGS, GIVEN ONE MINUTE TO SPEAK. WE WERE ABANDONED BY OUR COUNTY SUPERVISORS IN NORTH COUNTY, HIDING BEHIND WHAT I'VE BEEN EXPERIENCING FOR TWO YEARS. IT'S THE FAA, IT'S AMERICAN AIRLINES THAT ARE MAKING US DO THIS.

WE'RE ONLY LEASING THEM SPACE. WE HAVE NO CONTROL OVER THE AIRCRAFT THAT COME IN HERE.

IT'S A BUNCH OF BALONEY. SO, UNFORTUNATELY, I WAS HOPING IT WOULD TAKE A WHILE BEFORE WE MIGHT HAVE TO ASK YOU TO DO THIS, BUT I ASK YOU TO PLEASE CONSIDER TAKING LEGAL ACTION.

THEY ARE VIOLATING THE CUP. THEY ARE EXPANDING THIS AIRPORT.

THEY ARE PUTTING THE RESIDENTS AT RISK, REAL RISK.

AND I DON'T KNOW WHAT IT TAKES NOT TO LEARN FROM WHAT WE SEE HAPPENING IN L.A.

AND WHAT WE'VE SEEN IN PLACES LIKE EAST PALESTINE AND NORTH CAROLINA, THAT ONE OF THE PRIMARY ROLES OF GOVERNMENT IS TO PROTECT THE HEALTH AND SAFETY OF THE CITIZENS. AND THAT MEANS BEING CAUTIOUS ABOUT WHAT YOU ALLOW HAPPENING IN THESE COMMUNITIES.

THE OTHER THING THAT'S HAPPENING HERE IS PRECEDENT.

UNFORTUNATELY, THE COUNCILS BEFORE YOU, IN MY OPINION, DID NOT SET ANY PRECEDENT IN SAYING, HEY, WE HAVE LOCAL CONTROL OF THIS AIRPORT. YOU CANNOT PUT A COUNTER THAT'S SUPPOSED TO SERVE AS MUCH BIGGER AIRCRAFT.

YOU CANNOT DO THESE THINGS TO THE RUNWAY. AND AS THE COUNCIL TOOK NO ACTION PRIOR TO THIS YEAR, THE COUNTY JUST FELT THEY COULD KEEP GOING TO THE POINT THAT NOW THEY FEEL THEY CAN BRING IN A HUGE COMMERCIAL AIRCRAFT AT OUR EXPENSE.

SO I HOPE YOU WILL TAKE THE PROTECTION AND PREVENTION ROLE SERIOUSLY.

YOU KNOW, I HAVE ONLY DISCLOSED TO A FEW OF YOU THAT I WAS A FORMER CITY COUNCILMAN IN THE CITY OF RIVERSIDE, AND I WAS THE REDEVELOPMENT CHAIR IN THE DAYS OF REDEVELOPMENT.

AND I ALWAYS USED TO WONDER WHY YOU HAD TO BE REDUNDANT AND PUT A LOT OF MONEY INTO PROTECTION AND PREVENTION.

IT'S BECAUSE OF WHAT CAN HAPPEN. AND WE CANNOT ALLOW THAT TO HAPPEN HERE.

AND I HOPE THAT YOU WILL TAKE ACTION TO HOLD THE COUNTY ACCOUNTABLE.

BRING THEM TO THE TABLE. LET THEM KNOW THAT THE RESIDENTS OF CARLSBAD WILL NOT ACCEPT THIS DECISION AND WE WILL FIGHT IT.

WE HAD WE OUTNUMBERED THEM 2 TO 1 IN TERMS OF THOSE OPPOSED TO THOSE IN SUPPORT ON THEIR E-COMMENTS.

WE TRY TO GIVE VOICE TO OUR NATIVE PLANTS AND WILDLIFE THAT LIVED HERE BEFORE WE DID.

AND THEY WERE VERY EXCITED WHEN THEY HEARD ABOUT CARLSBAD ACHIEVING THE 20TH ANNIVERSARY OF THE HABITAT MANAGEMENT PLAN LAST MONTH.

IT IS A CERTIFICATE OF APPRECIATION PRESENTED TO THE CITY OF CARLSBAD IN RECOGNITION OF THE 20TH ANNIVERSARY OF THE HABITAT MANAGEMENT PLAN.

ALL OF US WHO LIVE HERE THANK YOU FOR YOUR WORK TO SAVE OUR HOMES.

AND IT'S SIGNED BY MANY OF THE CRITTERS WHO APPRECIATE ALL OF THAT WORK.

IT TOOK A LOT OF EFFORT TO MAKE THAT PLAN HAPPEN, AND IT WAS OVER 20 YEARS AGO WHEN CITY STAFF CAME TO THE NORTH COUNTY OPEN SPACE COALITION AND SAID, CAN YOU HELP US GET THE PERMIT THROUGH THE COASTAL COMMISSION FOR OUR GOLF COURSE? AND WE SAID, YES, WE WILL HELP YOU DO THAT, BUT WE HAVE SOME CONDITIONS WITH THAT.

FIRST, WE NEED A STRONG HABITAT MANAGEMENT PLAN.

SECOND, THE GOLF COURSE NEEDS TO BE BEYOND INTEGRATED PEST MANAGEMENT AND HOW THEY OPERATE.

AND THREE, YOU NEED TO COMMIT TO ACQUIRE MORE OPEN SPACE THAN THE MINIMUM REQUIRED IN THE HABITAT MANAGEMENT PLAN.

SO THAT WAS OVER 20 YEARS AGO. NORTH COUNTY OPEN SPACE FULFILLED OUR COMMITMENT.

THE CITY DID MOST OF WHAT WE ASKED FOR IN THE HABITAT MANAGEMENT PLAN AND HAS TAKEN THAT SERIOUSLY.

IPM FOR THE GOLF COURSE HAS BEEN A STRUGGLE FOR MANY YEARS AND HAS NOT OPERATED BEYOND STATE OF THE ART.

AND OF COURSE, THE CITY REALLY HAS NOT COMMITTED TO COMMIT TO MORE OPEN SPACE THAN THE MINIMUM THAT WAS REQUIRED.

BUT IT IS NEVER TOO LATE TO HONOR COMMITMENTS FROM 20 YEARS AGO.

WE ARE STILL COMMITTED TO THE AGREEMENT. WE HOPE THAT YOU ARE ALL STILL COMMITTED TO THE AGREEMENT, AND I CAN ASSURE YOU THE PLANTS AND WILDLIFE OF THIS REGION WOULD THANK YOU AGAIN.

ON ITEM NUMBER TWO OF THE CONSENT CALENDAR IS TO APPROVE THE AMENDED AND RESTATED EMPLOYMENT AGREEMENT WITH THE CITY ATTORNEY.

THE AGREEMENT IS TO APPROVE IS TO BE APPROVED BY THE CITY COUNCIL FOR THE CITY ATTORNEY'S ANNUAL BASE PAY TO BE $297,332. AND BECAUSE OF THAT, WE'VE ASKED THE CITY ATTORNEY TO STEP OFF DURING OUR VOTE.

AND WE HAVE CONSENT CALENDAR ITEMS NUMBER ONE THROUGH SEVEN.

HI , THERE. THIS IS IN REGARDS TO THE NOTIFICATION THAT THERE IS A ADVANCEMENT OF OF OFFERING SIX VOUCHERS TO VETERANS FOR THE WINDSOR POINTE HOMELESS FACILITY.

IF YOU REMEMBER, THE WINDSOR POINTE HOMELESS FACILITY WAS SUPPOSED TO BE RESTRICTED FOR VETERANS.

THAT'S 100% VETERANS. LAST I HEARD, THERE WERE SIX VETERANS CURRENTLY IN RESIDENCE.

THIS ADDS SIX MORE VETERANS. THAT'S THAT APPROACHES 25% VETERANS OUT OF OUT OF 50 APARTMENTS.

THAT I JUST WANT TO BE TO BE CLEAR THAT THAT'S NOWHERE TO STOP.

PLEASE, THIS WAS SUPPOSED TO BE FOR VETERANS. IT WAS SUPPOSED TO HELP OUR VETERANS. INSTEAD OF HELPING VETERANS OR EVEN CARLSBAD HOMELESS ANOTHER BROKEN PROMISE. THIS FACILITY IMPORTS NON VETERAN HOMELESS FROM OTHER PARTS OF THE COUNTY.

THERE ARE SCORES OF LOCAL HOMELESS LIVING HALF A BLOCK AWAY ON PALM AVENUE, LEFT IN THE COLD, WHILE PEOPLE FROM DOWNTOWN SAN DIEGO ARE IMPORTED INTO THE WINDSOR POINTE FACILITY.

I WOULD ALSO ASK IF ANYONE HAS LOOKED INTO WHAT THE STAFF CITY STAFF IS CONSIDERING TO BE A VETERAN BECAUSE THE NO PLACE LIKE HOME POLICY SAYS THAT ANY PERSON, REGARDLESS OF DISCHARGE STATUS, WHO HAS SERVED IN THE MILITARY FOR JUST 90 DAYS, IS CONSIDERED A VETERAN. SO CLEARLY THOSE AREN'T THE TYPES OF PEOPLE THAT WE WANT TO BE HELPING WHEN WE TALK ABOUT VETERANS.

YOU KNOW, HELPING SOMEBODY FROM DOWNTOWN SAN DIEGO THAT WAS KICKED OUT OF THE OF THE MILITARY FOR SELLING DRUGS. OR WORSE, 91 DAYS INTO THE MILITARY IS NOT IS NOT THE WAR HERO THAT WE'RE LOOKING TO HELP PEOPLE THAT HAVE COME BACK FROM AFGHANISTAN OR EVEN VIETNAM WITH, WITH SEVERE TROUBLES THAT WE WANTED TO GET OFF THE STREETS. THERE HAVE BEEN FIVE DEATHS AT THE FACILITY THAT WE KNOW OF THAT ARE MAYBE OR EVEN LIKELY BECAUSE THIS FACILITY ACTIVELY RECRUITS HOMELESS WITH CRIMINAL RECORDS AND MIXES DRUG DEALERS FRESH OUT OF JAIL WITH HOMELESS TRYING TO GET SOBER.

THAT FIVE DEATHS MEANS THAT 10% OF THE APARTMENTS HAVE HAD ITS TENANTS DIE.

THE SON OF TENANT DANIEL JOCELYN SAID MY DAD OVERDOSED AND DIED HERE LAST MONTH.

WINDSOR POINTE HAS DRUG DEALERS LIVING HERE THAT SUPPLY DRUGS TO VULNERABLE RESIDENTS THAT ARE ABOUT 90% CURRENT OR FORMER ADDICTS.

THERE ARE ALSO PEOPLE LIVING WITH THE RESIDENTS THAT SHOULD NEVER BE THERE; DRUG DEALERS, CHILD MOLESTERS, ET CETERA. GOD ONLY KNOWS WHO IS REALLY LIVING THERE.

ALSO NOT MENTIONED BY THE STAFF EVER IS THAT A THAT A TENANT WAS ARRESTED FOR THREATENING TO LIGHT A PREGNANT WOMAN AND HER UNBORN BABY ON FIRE.

PER MEASURE G, APPROVED IN 2020, CITY COUNCIL WAS ASKED TO CONSIDER WHETHER TO ADJUST OR WAIVE THE CITY COUNCIL MEMBERS COMPENSATION INCREASE PER YEAR, PER ORDINANCE NUMBER 435, ADOPTED IN OCTOBER 2022.

THE CITY COUNCIL WAS ASKED TO DO THE SAME FOR THE CITY CLERK AND CITY TREASURER.

BOTH OF THESE ADJUSTMENTS MAY NOT EXCEED THE SAN DIEGO CPI FOR NOVEMBER 2024, AND THE SAN DIEGO CPI FOR NOVEMBER 2024 WAS 2.6%. SO THE MAX INCREASE COULD BE ONLY 2.6%.

JUST A LITTLE BACKGROUND, A LITTLE HISTORY. THE CITY COUNCIL, CITY CLERK'S AND CITY TREASURER'S COMPENSATION WAS ADJUSTED BY 4% LAST YEAR LAST FEBRUARY.

THE CPI FOR NOVEMBER 2023 WAS 5.2%. HOWEVER, THE CITY COUNCIL DECIDED TO ALIGN THEIR INCREASE WITH OUR UNREPRESENTED EMPLOYEES AND ONLY APPROVED A 4% INCREASE FOR THEMSELVES. SO THEY WENT A LITTLE BIT LOWER THERE.

AND THE OPTIONS REGARDING CITY COUNCIL COMPENSATION INTRODUCE AN ORDINANCE TO ADJUST THE CITY COUNCIL MEMBERS COMPENSATION BY 2.6% AND INTRODUCE AN ORDINANCE PERMANENTLY WAIVING CITY COUNCIL COMPENSATION FOR 2025, OR PROVIDE OTHER DIRECTION AS DESIRED.

THIS ITEM IS BEFORE YOU TODAY TO INTRODUCE AN ORDINANCE AMENDING CARLSBAD MUNICIPAL CODE SECTION 1.15.040 CAMPAIGN CONTRIBUTION LIMITS TO REFLECT ADJUSTMENTS CALCULATED ON THE TOTAL CHANGE IN THE CALIFORNIA CONSUMER PRICE INDEX FOR ALL URBAN CONSUMERS FOR THE SAN DIEGO REGION SINCE THE LAST ADJUSTMENTS WERE MADE. CURRENTLY, THE LIMITS STATE SET FOR THE CANDIDATES FOR CITY COUNCIL ARE A THOUSAND PER ELECTION AND CONTRIBUTIONS FOR CANDIDATES FOR MAYOR, CITY TREASURER AND CITY CLERK ARE AT $3,300 PER ELECTION.

SINCE THE CPI INCREASE OF 8%, THE CANDIDATES FOR THE CITY COUNCIL NEW LIMITS WILL BE ESTABLISHED AS $1,100 PER ELECTION AND CANDIDATES FOR MAYOR, CITY TREASURER AND CITY CLERK FOR $3,600 PER ELECTION.

WE ARE HERE TONIGHT TO TALK ABOUT ONE OF THE COMMUNITY'S AND OUR FAVORITE AND LONGSTANDING PROGRAMS, TGIF CONCERTS IN THE PARKS. WE WILL PRESENT A REVIEW OF THE 2024 CONCERT SEASON, TALK ABOUT PLANNING FOR THIS SUMMER AND SHARE CONCERT SCHEDULES FOR THE NEXT THREE SEASONS.

SO THE RECOMMENDED ACTIONS AT THE END OF OUR PRESENTATION TODAY WILL BE TO RECEIVE THE REPORT OF LAST YEAR'S SEASON, RECEIVE AN UPDATE ON PLANNING FOR 2025, AND CONFIRM THE PREFERRED CONCERT SCHEDULES FOR THE NEXT THREE YEARS, AS WELL AS PROVIDE ANY ADDITIONAL FEEDBACK OR DIRECTION AS DESIRED.

SUMMER OF 2024 WAS OUR 37TH SEASON PROVIDING TGIF CONCERTS IN THE PARKS.

WE RETURNED TO NINE CONCERTS AT THREE COMMUNITY PARKS STAGECOACH, CALAVERAS HILLS AND ARGONAUT WITH THE SUPPORT OF OUR FRIENDS IN PARKS AND RECREATION.

MORE THAN 22,000 COMMUNITY MEMBERS ATTENDED THE CONCERTS.

WE OFFERED SHUTTLE SERVICE FOR ADDITIONAL PARKING AT BOTH CALAVERAS HILLS AND ALGA NORTE AND ALMOST 1,500 ATTENDEES USED THE SHUTTLE SERVICES.

WE ALSO PARTNERED WITH THE SAN DIEGO BIKE COALITION FOR THE SECOND YEAR TO OFFER BIKE AND E-BIKE VALET SERVICE.

THE ATTENDANCE AT EACH CONCERT IN 2024 WAS WITHIN THE FIRE MARSHAL'S ESTABLISHED CAPACITY.

THIS WAS A SLIGHT REDUCTION IN ATTENDANCE FROM THE YEAR BEFORE, WHICH WAS WELCOME AND INTENTIONAL, AND IS BELIEVED TO ALSO BE REFLECTIVE OF OUR NEW ABILITY TO MORE ACCURATELY COUNT ATTENDEES.

ALONG WITH GOING BACK TO 9 CONCERTS IN 2024, WE ADOPTED NEW SECURITY MEASURES AND A PILOT SPONSORSHIP PROGRAM. THOSE ARE OUR OTHER ADJUSTMENTS MADE WITH YOUR CONCURRENCE IN CITY COUNCIL MEETINGS IN 23 AND 24.

THE NEW SECURITY MEASURES WERE PUT IN PLACE TO MEET BEST PRACTICES STANDARDS FOR SAFETY DURING LARGE PUBLIC GATHERINGS.

THE NEW PERIMETER FENCING PROVIDED THE ABILITY TO HAVE A SAFETY SCREENING PROCESS AND A CLEAR AND CONTROLLED ENTRY AND SPACE. THERE WERE MINIMAL LINES AT THESE ENTRIES DURING THE SEASON, WHICH WAS POSITIVE THAT WE WEREN'T SURE HOW THAT WAS GOING TO GO. THE SUPPORT FROM OUR CITY SPONSORS, OUR CITY PARTNERS IN POLICE AND FIRE PROVIDED ADDITIONAL STAFF AND TOOLS TO ENHANCE SITUATIONAL AWARENESS AND OPTIMIZE A QUICK RESPONSE, SUCH AS THE SURVEILLANCE TOWER THAT MAINTAINED A SAFE ENVIRONMENT AT PARK SITES THAT WAS CONDUCIVE TO MANAGING LARGE, LARGE CROWDS.

THERE WERE NO MAJOR INCIDENTS AT THE CONCERTS IN 2024, AND THE COMMUNITY ADAPTED WELL TO THE NEW PROTOCOLS.

TO PREPARE THE COMMUNITY FOR THESE CHANGES, OUR COMMUNICATIONS AND ENGAGEMENT DEPARTMENT PREPARED AND SHARED A ROBUST COMMUNICATIONS CAMPAIGN, BEGINNING MONTHS BEFORE THE CONCERTS, WITH POSTS ON ALL THE MAJOR SOCIAL MEDIA NETWORKS AND IN THE CITY MANAGER'S WEEKLY EMAILS AS WELL AS DIRECT EMAILS.

WE WANTED COMMUNITY MEMBERS TO BE PREPARED FOR THE CHANGES AND TO FEEL SAFE WHILE ENJOYING CARLSBAD'S BEAUTIFUL SUMMER EVENINGS.

THE COMMENTS THAT WE RECEIVED, BOTH ONLINE AND IN PERSON, WERE VERY POSITIVE.

THERE ARE ONGOING COSTS FOR SECURITY THAT WILL CONTINUE THROUGH THE FUTURE YEARS AS WE CONTRACT WITH ELITE SECURITY FOR THE ADDED SECURITY PERSONNEL. BUT THE ONE TIME COST OF ALMOST $30,000 FOR BARRICADES IN THE TRAILER FOR STORAGE WERE COMPLETED THIS LAST YEAR. AT THE CITY COUNCIL'S DIRECTION, WE ALSO LAUNCHED A PILOT SPONSORSHIP PROGRAM.

COMMUNICATION AND ENGAGEMENT DEPARTMENT COORDINATED THIS WITH SUPPORT FROM THE ECONOMIC DEVELOPMENT DEPARTMENT.

WE HAD TWO ORGANIZATIONS PARTICIPATE AS TITLE SPONSORS THIS YEAR, AND FOR WHICH THEY HAD FENCING BANNERS THAT YOU CAN SEE IN THE PHOTO ON THE SLIDE HERE AT THE CONCERTS. AND THEY HAD THE OPPORTUNITY TO SAY A FEW WORDS ABOUT THEIR ORGANIZATION ON STAGE AT THE BEGINNING OF EACH CONCERT.

WHILE THE OVERALL COST OF LAUNCHING AND SUPPORTING THE PILOT SPONSORSHIP PROGRAM WAS SUBSTANTIAL, STAFF HAVE RECEIVED INQUIRIES FROM ADDITIONAL COMMUNITY ORGANIZATIONS INTERESTED IN BEING SPONSORS IN THE FUTURE AND WILL CONTINUE THE SPONSORSHIP PROGRAM THIS YEAR, WITH SOME ADDITIONAL ADJUSTMENTS WITH LESSONS LEARNED FROM THE PILOT PROGRAM.

AND NOW I WILL TURN THIS OVER TO CULTURAL ARTS MANAGER CRADDOCK STROPES, WHO WILL SHARE INFORMATION ABOUT THE CONCERTS MOVING FORWARD.

AND SO SOME OF THE FACTORS THAT WE TAKE INTO ACCOUNT ARE AUDIENCE ENGAGEMENT.

FOR EXAMPLE, WHEN ARE FAMILIES GOING TO BE PLANNING TO ATTEND SCHOOL EVENTS? WHEN ARE THEY GOING TO BE TAKING VACATION? WHEN ARE THEY GOING TO BE MOST ACTIVE IN THE COMMUNITY? WE THINK ABOUT PARKING AVAILABILITY AT OUR PARTNER SCHOOL SITES THAT ASSIST US AT STAGECOACH AND AT CALAVERA HILLS.

WE THINK ABOUT THE AVAILABILITY OF THE PARKS AS VENUES BECAUSE AS WE ALL KNOW, IT'S VERY ACTIVE IN THE SUMMERTIME HERE IN CARLSBAD.

AND SO WE TRY AND BE MINDFUL OF EVERYTHING FROM THE SUMMER CAMP PICKUPS AND DROP OFFS TO THE PARKS MAINTENANCE SCHEDULES.

AND WE HAVE TO BE MINDFUL OF THE AVAILABILITY OF CONCERT CREW STAFFING.

MANY OF OUR CONCERT CREW COME FROM AREA UNIVERSITIES AND HIGH SCHOOLS, AND SO WE HAVE TO BE MINDFUL OF THEIR SCHEDULES AND AVAILABILITIES AS WELL.

AND SO THINKING WITH THAT IN MIND AND WITH SOME SPECIAL CIRCUMSTANCES THAT WILL BE EXPERIENCING IN THE NEXT COUPLE YEARS, WE'D LIKE TO BRING FORWARD A PROPOSED SCHEDULE FOR THE NEXT THREE YEARS THAT TAKES INTO ACCOUNT ALL OF THESE CONSIDERATIONS, AS WELL AS THE PRESENCE OF THE JULY 4TH HOLIDAY.

SO IN 2025, THE JULY 4TH HOLIDAY WILL FALL ON A FRIDAY.

AND SO WE ARE PROPOSING NOT TO HAVE A CONCERT ON THAT FRIDAY, BECAUSE THE HOLIDAY WEEKEND IS ONE OF THE YEAR'S BUSIEST FOR OUR POLICE AND FIRE DEPARTMENTS. THEY HAVE TO DEPLOY MORE PERSONNEL TO HANDLE CALLS FOR SERVICE MORE THAN USUAL ON A NORMAL WEEKEND.

THEY'RE PROVIDING TRAFFIC CONTROL FOR LARGE EVENTS, SUCH AS THE FIREWORKS DISPLAYS AT LEGOLAND AND AT THE PARK HYATT AVIARA RESORT.

AND THEY ARE OUT AND ABOUT INSPECTING AND MONITORING ALL SORTS OF FESTIVITIES HAPPENING THROUGHOUT THE CITY.

SO HOSTING A CONCERT DURING THESE HOLIDAY WEEKENDS WOULD ACTUALLY LIMIT THE RESOURCES AVAILABLE TO THE COMMUNITY FOR OTHER PUBLIC SAFETY NEEDS.

IN ADDITION TO THAT, PRIVATE SECURITY, TRAFFIC CONTROL AND OTHER NEEDS TO SUPPORT THE CONCERTS WOULD ALSO COST MORE ON THE HOLIDAY WEEKEND, WHICH WOULD IMPACT THE BUDGET. SO THEREFORE, WE ARE PROPOSING NO CONCERT ON JULY 4TH, 2025.

IN 2026, THE FRIDAY WILL BE JULY 3RD. WE WILL BE EXPERIENCING SIMILAR IMPACTS AND CHALLENGES FROM A PUBLIC SAFETY PERSPECTIVE.

SO WE'RE ALSO PROPOSING NO CONCERT ON FRIDAY, JULY 3RD, 2026.

HOWEVER, THE JULY 4TH HOLIDAY WILL FALL ON A SUNDAY IN JULY IN 2027, SO THERE WILL BE A CONCERT SCHEDULED FOR JULY 2ND, 2027. ONE OF THE MOST FREQUENT PIECES OF FEEDBACK WE RECEIVED DURING THE 2024 SEASON WAS, WHERE IS THE ART ACTIVITIES? FAMILIES REALLY ENJOY THESE ACTIVITIES IN PARTICULAR.

AND SO WHAT WE'D LIKE TO PROPOSE IS TO BRING BACK HIGH QUALITY ARTS ACTIVITIES FOR THE COMMUNITY THAT PROVIDE A MORE QUALITY, HIGH QUALITY EXPERIENCE AND ENHANCE PEOPLE'S APPRECIATION AND UNDERSTANDING OF WHAT'S GOING ON ON THE STAGE.

SO THESE EVENTS WILL APPEAL TO INTERGENERATIONAL AUDIENCES AS WELL AS OUR FAMILIES.

THEY WILL BE WILL BE DIVERSE IN NATURE, CULTURALLY, AS WELL AS THE TYPES OF ACTIVITIES.

SO WE WOULD BE LOOKING AT, IN ADDITION TO THE TRADITIONAL ARTS AND CRAFTS TYPE ACTIVITIES THAT WE OFFER, WE MAY BE OFFERING THINGS SUCH AS DANCE LESSONS OR MUSICAL PETTING ZOO OR THINGS THAT, AGAIN, WOULD ENHANCE FOLKS APPRECIATION OF WHAT IS HAPPENING ON THE STAGE.

THE COST TO BRING BACK THESE POP UP ARTS ACTIVITIES IS ESTIMATED AT ABOUT $4,500.

AND WE ANTICIPATE THAT WE CAN ABSORB THIS IN THE CURRENT BUDGET.

HOWEVER, IF THERE ARE ANY ADJUSTMENTS THAT NEED TO BE MADE TO OUR BUDGET REQUEST, THEY WILL COME FORWARD THROUGH THE NORMAL OPERATING BUDGET PROCESS FOR THE COMING FISCAL YEAR. AND SO WITH THAT WE PROVIDED A REPORT ON THE 2024 SEASON.

WE'VE GIVEN YOU A LITTLE BIT OF INSIGHT ON HOW WE'RE PLANNING FOR 2025 AND BEYOND.

THAT WOULD JUST BE A GREAT OPTION TO EXPLORE. AND THEN THE PROGRAMING PRIOR, IT SEEMS PRETTY PREDICTABLE.

WHAT SOMETIMES WHAT WE'RE GOING TO RECEIVE AT THE CONCERTS, LIKE THE ACTUAL EVENT PROGRAMING.

SO IF WE COULD MAYBE EVEN JUST BECAUSE OF HOW MUCH WE FOCUS ON OUR ARTS AND CULTURE, LIKE A, LIKE A TRADITIONAL MULTICULTURAL PROGRAMING, SO THAT PEOPLE CAN EXPERIENCE THINGS AND NOT FEEL THAT THERE'S THEY CAN EXPERIENCE NEW TYPES OF LIKE CULTURAL MUSIC OR WHATNOT, AND THEN NOT WITNESS THINGS AND NOT FEEL THAT THINGS ARE FOREIGN, IF THAT MAKES SENSE. I WANTED TO PROVIDE, AS MR. HABER MENTIONED, A YEAR IN REVIEW OF THE CITY'S ACTIONS AND WHAT WE HAVE BEEN UP TO IN SACRAMENTO.

SO TO START, I JUST WANTED TO MOST OF US, MOST OF YOU WILL PROBABLY BE FAMILIAR WITH US AS THE PUBLIC POLICY GROUP.

AS OF OCTOBER 1ST, WE DID GO THROUGH A NAME CHANGE AND ARE NOW EFFECTIVELY THE CALIFORNIA PUBLIC POLICY GROUP.

IN 2024, WE HAD OVER 510 INDIVIDUAL TOUCH POINTS ON BEHALF OF THE CITY.

THAT INCLUDES ANY ANYTIME THAT WE APPEARED IN A COMMITTEE OR SPOKE TO A MEMBER'S OFFICE ON THE CITY'S BEHALF, EMAILS MEETINGS, WHAT HAVE YOU. AND WE TRACKED OVER 1,800 INDIVIDUAL PIECES OF LEGISLATION FOR THE CITY.

THE CITY, THROUGH THE SUBCOMMITTEE PROCESS, TOOK A POSITION ON 37 PIECES OF LEGISLATION, INCLUDING TWO SPONSORED BILLS AB 2234 AND AB 2715. I'LL LET YOU DO IT. GIVING YOU A QUICK SNAPSHOT OF WHAT THE STATE ELECTION RESULTS ARE IN CALIFORNIA SPECIFICALLY.

REPUBLICANS DID GAIN TWO SEATS IN THE ASSEMBLY AND ONE IN THE SENATE.

HOWEVER, THE DEMOCRATS STILL HAVE A SUPERMAJORITY WITH TWO, WITH ONE ASSEMBLY SEAT AND ONE SENATE SEAT CURRENTLY VACANT, AND WILL HAVE A SPECIAL ELECTION IN APRIL TO FILL THOSE SEATS.

ALSO, WE HAVE ROUGHLY ABOUT A FOURTH OF THE LEGISLATURE IS BRAND NEW, SO THERE'S A LOT OF RELATIONSHIP BUILDING TO BE DONE IN THE YEAR AHEAD. FOR THE SAKE OF TIME, I'M NOT GOING TO GO THROUGH EVERY BILL THAT THE CITY SUPPORTED OR POSITIONED ON, BUT DID WANT TO KIND OF GIVE YOU BROAD STROKES IN TERMS OF WHAT THE THEMES WERE THAT WE SAW IN 2024.

I DID WANT TO BEGIN WITH THE CITY SPONSORED LEGISLATION, AB 2234 BY ASSEMBLY MEMBER BERNER.

IT REALLY FURTHERS WHAT THE CITY HAS BEEN DOING ON E-BIKE SAFETY.

AND THIS BILL WOULD ALLOW A LOCAL MUNICIPALITY WITHIN THE COUNTY TO ADOPT AN ORDINANCE TO PROHIBIT PEOPLE UNDER THE AGE OF 12 FROM OPERATING A CLASS ONE OR CLASS TWO E-BIKE. I ALSO, ON THIS ONE, WANTED TO SAY THAT THE CITY HAS DONE A LOT OF REALLY GREAT WORK AND HAS IN SACRAMENTO ACTUALLY FOUND ITSELF BEING A LEADER IN REGARDS TO E-BIKE SAFETY.

WE HAVE OTHER MEMBERS FROM ORANGE COUNTY, FROM THE SANTA ROSA AREA WHO WILL CONTACT ME LOOKING FOR THE CITY SUPPORT WHEN THEY'RE LOOKING TO PURSUE LEGISLATION ON E-BIKES. AND THEN AB 2715, ALSO CARRIED BY ASSEMBLY MEMBER BERNER, HAS TO DO WITH ALLOWING MATTERS RELATED TO CYBERSECURITY TO BE A DISCUSSION ITEM DURING CLOSED SESSION.

THIS IS A BILL THAT CAME FROM WAS A RESULT OF OUR DEEP DIVE MEETINGS THAT WE DO EVERY YEAR WITH EACH DEPARTMENT.

AND IT ENDED UP ENDED UP JUST BEING A REALLY COMMON SENSE MEASURE, WITH A LOT OF LOCAL GOVERNMENT SUPPORT THAT WE WERE PROUD TO CARRY THE WEIGHT ON.

SO IN TERMS OF THE THEMES THAT I WAS TALKING ABOUT, WHERE LABOR RELATIONS IS CONCERNED, WE DID SEE A LOT OF EFFORTS THIS PAST YEAR PERTAINING TO A LOCAL MUNICIPALITIES ABILITY TO BE ABLE TO CONTRACT FOR SERVICES.

BOTH OF THE BILLS THAT HAD TO DO WITH THAT AREA DID GET HELD, BUT IT'S SOMETHING THAT WE SAW YEARS AGO.

WE SAW IT SEPARATED, TRYING TO KIND OF LIKE LIMIT THE SCOPE OF EACH BILL.

BUT IT IS DEFINITELY SOMETHING THAT GIVEN THAT IT WASN'T SUCCESSFUL, WE'RE LIKELY TO SEE IN FUTURE YEARS.

WHERE HOUSING AND LAND USE IS CONCERNED WE'VE SEEN HUNDREDS OF BILLS HAVING TO DO WITH HOUSING AND LAND USE OVER THE LAST FEW YEARS.

THIS YEAR IT WAS FOCUSED ON BUILDERS REMEDY. IT'S SOMETHING THAT'S BEEN IN LAW FOR QUITE SOME TIME.

HOWEVER, THERE HASN'T BEEN A LOT OF APPLICATIONS WHERE BUILDERS BUILDER'S REMEDY IS CONCERNED.

SO THERE WERE TWO EFFORTS AB 1886 BY ASSEMBLY MEMBER ALVAREZ AND AB 1893 BY ASSEMBLY MEMBER WICKS, LOOKING TO PROVIDE SOME LEGAL CLARITY WHERE BUILDER'S REMEDY IS ALLOWED.

ALSO ON HOUSING AND LAND USE, WE DID SEE A NUMBER OF BILLS LOOKING AT IMPACT FEES, BOTH AB 2729 BY ASSEMBLY MEMBER PATTERSON AND SB 937 BY SENATOR WIENER, LOOKED TO REALLY GO AFTER WHAT CHARGES COULD BE COLLECTED AND WHEN CHARGES SHOULD BE COLLECTED.

AND I DID GET SOME CONFIRMATION, UNFORTUNATELY, THAT WE ARE EXPECTING MORE OF THAT IN 2025.

I WILL SAY, I THINK THE BIGGEST THING THAT WE DID FROM A POLICY STANDPOINT PROBABLY IS IN THE AREA OF PUBLIC SAFETY.

REALLY FOCUSED ON RETAIL THEFT. THE LEGISLATURE DID PASS A SERIES OF BILLS, LOOKING TO MAKE SEVERAL CHANGES TO PUBLIC SAFETY BECAUSE OF THE INCREASE WE'VE SEEN REGARDING RETAIL THEFT SPECIFICALLY.

ASSEMBLY MEMBER ZBUR HAD AB 2943, WHICH WOULD LET YOU AGGREGATE VARIOUS OFFENSES TO GET TO THAT $950 THRESHOLD. THIS REALLY WAS DONE IN RESPONSE TO THE GOVERNOR'S OPPOSITION TO PROP 36. HOWEVER, WE WERE ABLE TO GET BOTH THE LEGISLATIVE PACKAGE THAT NEEDED TO BE DONE, AS WELL AS THE PROPOSITION WHICH OVERWHELMINGLY PASSED BY OVER 70% IN NOVEMBER. AND THEN REALLY QUICKLY LOOKING FORWARD, I WILL SAY, GIVEN THE WILDFIRES, I THINK A LOT OF WHAT WAS PRESENTED LAST WEEK IS LIKELY TO CHANGE. HOWEVER WE DID THERE'S ABOUT A $322 BILLION TOTAL SPENDING PLAN PROPOSED BY THE GOVERNOR WITH A SLIGHT MINIMAL SURPLUS.

THAT BEING SAID, THERE IS A SPECIAL SESSION ONE, TO ALLOCATE FUNDING TO THE DEPARTMENT OF JUSTICE IN ORDER TO PREPARE FOR LAWSUITS THAT THEY MIGHT NEED IN ORDER IN RESPONSE TO THE FEDERAL GOVERNMENT THAT WAS EXPANDED OVER THE WEEKEND, TO ALSO INCLUDE EFFORTS FOR FIRE RELIEF SPECIFIC TO THE FIRES THAT WE ARE SEEING IN LA COUNTY RIGHT NOW.

ALSO TAX RECEIPTS FOR FIRE VICTIMS ARE GOING TO BE PUSHED BACK AND DELAYED UNTIL OCTOBER.

SO USUALLY WHAT HAPPENS IS IN THE MAY REVISE AFTER TAXES HAVE BEEN FILED, WE HAVE A CLEARER PICTURE AND WE BASE OUR JUNE BUDGET ON THAT.

THIS YEAR IT WILL BE BASED ON PROJECTIONS, AND WE'LL GET A CLEARER PICTURE OF WHAT OUR ACTUAL BUDGET LOOKS LIKE COME OCTOBER.

IN TERMS OF LEGISLATIVE PRIORITIES AS WE MOVE FORWARD, AS I MENTIONED, ABOUT A FOURTH OF THE LEGISLATURE IS BRAND NEW.

THEY'RE IN OFFICE FOR 12 YEARS, SO IT'S DEFINITELY AN OPPORTUNITY TO START BUILDING NEW LONG TERM RELATIONSHIPS.

ALSO, YOU KNOW, WE GOT A SMALL SURPLUS, BUT I THINK FROM A LOCAL MUNICIPALITY STANDPOINT, YOU'VE ALWAYS GOT TO REMAIN VIGILANT WHERE THE STATE BUDGET IS CONCERNED.

ONE OF THE THINGS THAT WE'RE GOING TO ONE OF THE THINGS THAT'S KIND OF SHIFTED FROM WHEN THE ASSEMBLY AND SENATE TOOK OFFICE IN DECEMBER TO NOW IS, I THINK, REALLY TOP OF MIND. WE'RE GOING TO SEE A LOT OF FOCUS ON HOMEOWNERS INSURANCE AND POLICIES BEING CANCELED AND HOW TO RESPOND TO THAT, AS WELL AS WATER AVAILABILITY. THERE'S BEEN TALKS ALREADY ABOUT LOCAL ACCOUNTABILITY FOR HOUSING PRODUCTION.

WE'RE GOING TO SEE HOW PROPOSITION FOUR, WHICH WAS THE CLIMATE BOND, IS ALLOCATED.

THERE'S ALREADY BEEN DISCUSSIONS ABOUT THIS SPECIAL SESSION ON FIRE RELIEF, ALLOCATING SOME OF THAT PROP MONEY SPECIFICALLY FOR LA, WHICH MEANS THAT IT'LL HAVE TO BE READJUSTED ELSEWHERE TO MAKE SURE THAT A STATEWIDE APPROVED BOND HAS BENEFITS STATEWIDE.

AND THEN THIS WEEK, ACTUALLY EXPECTING A $10 BILLION HOUSING, $10 BILLION HOUSING BOND TO BE INTRODUCED.

WE'VE IDENTIFIED AND WORKING WITH PUBLIC WORKS DEPARTMENT AND OTHER DEPARTMENTS ACROSS THE CITY.

PROJECTS THAT ARE IN NEED OF FUNDING HERE AT THE CITY, AND THEN PRIORITIZE THEM BASED ON THEIR PROJECT READINESS AND THE LIKELIHOOD OF SUCCESS IN PURSUING THOSE FUNDING OPPORTUNITIES. IT'S ANTICIPATED AS A MULTIYEAR EFFORT.

WE DON'T ANTICIPATE BEING SUCCESSFUL IN ALL OF THESE PROJECT AREAS OVER THE COMING YEAR, BUT IT IDENTIFIES THE PRIORITIES AND ALLOWS US TO GO HAVE THE CONVERSATIONS WITH OUR REPRESENTATIVES SO THEY KNOW OUR PRIORITIES AND ARE ABLE TO SUPPORT US WHERE THEY CAN.

I THINK THERE'S 30 MEMBERS. IT PROBABLY TAKES OVER A YEAR JUST TO REMEMBER EVERYBODY'S NAME ON THAT BOARD.

SO I WOULD LIKE TO CONTINUE THE CONTINUITY. SO MY MOTION IS GOING TO BE FOR BURKHOLDER TO CONTINUE ON SANDAG.
