AND THEN I'LL SAY A FEW WORDS, AND THEN MR. SHIN WILL SAY A FEW WORDS AND THEN PASS IT OFF TO YOU.

SO THANK YOU ALL FOR BEING HERE TODAY. AND AS WE GATHER, TO RECOGNIZE ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH, I AM FILLED WITH IMMENSE PRIDE AND DEEP GRATITUDE, NOT ONLY AS A COUNCIL MEMBER, BUT AS A DAUGHTER OF IMMIGRANTS, A MOTHER, AND A MEMBER OF THE AAPI COMMUNITY.

THIS PROCLAMATION IS MORE THAN JUST A FORMAL RECOGNITION.

IT'S A MOMENT TO HONOR THE GENERATIONS OF ASIAN AMERICANS AND PACIFIC ISLANDERS WHO HAVE CONTRIBUTED TO THE FABRIC OF THIS NATION, INCLUDING RIGHT HERE IN OUR LOCAL COMMUNITIES.

FROM SMALL BUSINESSES AND TEACHERS TO HEALTHCARE WORKERS AND PUBLIC SERVANTS, THE AAPI COMMUNITY CONTINUES TO SHAPE THE HEART AND SOUL OF OUR CITY AND COUNTY.

GROWING UP, I DIDN'T SEE FACES LIKE MINE IN LEADERSHIP POSITIONS OR IN THE STORIES WE CELEBRATED.

BUT TODAY THAT'S CHANGING AND THIS MONTH REMINDS US HOW IMPORTANT REPRESENTATION IS.

IT ALSO REMINDS US OF THE CHALLENGES OUR COMMUNITIES HAVE FACED, AND AS WE CARRY FORWARD AND CONTINUE TO PUSH FORWARD, THOSE EXPERIENCES HAVE SHAPED US. SO FOR ME, AAPI HERITAGE MONTH IS ABOUT HONORING OUR ANCESTORS RESILIENCE AND CELEBRATING THE BEAUTY OF OUR CULTURE THROUGH LANGUAGE, FOOD, ART, TRADITION AND VALUES.

AND IT'S ALSO ABOUT MAKING SPACE FOR THE NEXT GENERATION, WHO I SEE HERE WITH US TO LEAD WITH CONFIDENCE, KNOWING THEIR IDENTITY IS A STRENGTH. SO WITH THAT, I'LL GO AHEAD AND PASS IT OFF TO MR. SHIN. THANK YOU. EVERYONE HERE GETS TO BE MY THERAPIST FOR ABOUT FIVE SECONDS.

SO GROWING UP, I REMEMBER MY PARENTS ARE KOREAN.

THEY IMMIGRATED HERE, AND I USED TO BE EMBARRASSED BECAUSE THE SMELL OF OUR FRIDGE WITH ALL THE KIMCHI THE K-DRAMA THAT WAS GOING ON IN THE BACKGROUND AND THE LANGUAGE WE SPOKE WAS JUST DIFFERENT THAN THE MAINSTREAM.

AND I WAS EMBARRASSED. I WAS I FELT RESENTFUL THAT I HAD TO GROW UP IN THIS WAY AND I DIDN'T FEEL LIKE I WAS MAINSTREAM.

AND IT'S JUST CRAZY NOW, LOOKING AT IT WITH ALL THE PERSEVERANCE OF US JUST MAINTAINING THE HERITAGE AND THE CULTURE, THAT EVERYTHING'S GONE MAINSTREAM WITH THE KOREAN CULTURE, AT LEAST RIGHT NOW.

ALL OF A SUDDEN, K-POP IS A BIG THING. THE K-DRAMA THAT I AM ANNOYED WITH, TO BE HONEST WITH YOU, IS EVERYWHERE. LIKE ON NETFLIX AND ANY RESTAURANT YOU GO TO, YOU BASICALLY SEE A PART OF OUR CUISINE THERE.

AND THAT WAS A PART OF WHAT I WANTED TO SHARE AND SOMETHING THAT I FEEL FULL CIRCLE WITH YOU, CRADDOCK, IS THE FACT THAT, YOU KNOW, YOU AND I CREATED THE ASIAN PACIFIC ISLANDER FESTIVAL IN OCEANSIDE, AND ALL THAT HEART AND EFFORT THAT WE DID JUST BROUGHT THIS BEAUTIFUL EXPERIENCE WHERE PEOPLE CAN REALLY EXPERIENCE WHO WE ARE.

I FEEL LIKE NO MATTER WHERE YOU GO I'LL TAKE A STEP BACK.

SO HAVING BEEN IN THE MARINE CORPS AND AS A DEFENSE CONTRACTOR AND GOING OVERSEAS TO THE MIDDLE EAST, WHICH IS A PART OF THE ASIAN CONTINENT. YOU DO STUFF THAT YOU'RE TRYING TO UNBRIDGE THINGS, AND I FEEL LIKE THE ONLY WAY TO BRIDGE THINGS IS THE RESPONSIBILITY THAT YOU HAVE.

YOU THINK ABOUT WHAT I JUST SAID THAT CREATED PEOPLE TO HAVE US GO MAINSTREAM AND BE CONNECTED WAS BECAUSE OF THE ARTS, THE CULINARY ARTS, THE MUSICAL ARTS, THE PERFORMANCE ARTS.

SO YOUR RESPONSIBILITY IS FAR GREATER THAN JUST CRAYONS AND DRAWING PICTURES OF THE OCEAN AND WHATNOT.

IT'S REALLY ABOUT BRIDGING AND CONNECTING PEOPLE AND EXPERIENCES THAT THERE'S NO OTHER WAY THAT WE'RE GOING TO CONNECT OTHER THAN THOSE ASPECTS.

SO HAVING KIDS THAT ARE PERSIAN RIGHT NOW, I JUST SEE THAT.

I SEE THE THE NEXT STEP NOW WE HAVE WE HAVE MY CULTURE THAT'S NOW GONE MAINSTREAM.

AND NOW I CHALLENGE YOU TO BE ABLE TO BRING A CULTURE THAT FEELS SO DIVIDED SOMETIMES AND ACTUALLY BRING THEM TO HEART.

SO I HOPE YOU CAN DO THAT. WE'RE TOTALLY SUPPORTING YOU WITH THAT.

ON THAT NOTE, I'LL READ THE PROCLAMATION. SO THIS PROCLAMATION FOR THE ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH OF MAY OF 2025.

WHEREAS OVER A CENTURY ASIAN AMERICANS, NATIVE HAWAIIANS AND PACIFIC ISLANDER PEOPLE HAVE CONTRIBUTED TO ALL AREAS OF LIFE, INCLUDING GOVERNMENT, BUSINESS, ARTS AND SCIENCE, MEDICINE, EDUCATION, LAW ENFORCEMENT AND THE MILITARY.

AND WHEREAS, AMERICAN, ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE RECOGNITION IN THE UNITED STATES BEGAN IN 1978 AND WAS MADE INTO A MONTH LONG AWARENESS EVENT IN 1992 TO HONOR OUR DYNAMIC IMMIGRANT AND NATIVE COMMUNITIES.

AND WHEREAS ASIAN AMERICAN AND PACIFIC ISLANDER CULTURES HAVE SHARED THEIR STORIES AND TRADITIONS WHILE REPRESENTING THEIR COMMUNITIES THROUGH PUBLIC SERVICE AND ADVOCACY. AND WHEREAS, THE CITY OF CARLSBAD IS COMMITTED TO CELEBRATING THE IMPORTANCE OF INCLUSION AND TO COMMEMORATE THE VITAL CONTRIBUTIONS, SACRIFICES AND ACHIEVEMENTS THAT ASIAN AMERICANS, NATIVE HAWAIIANS AND PACIFIC ISLANDER PEOPLE HAVE MADE.

NOW, THEREFORE, I COUNCIL MEMBER KEVIN SHIN, ALONG WITH MAYOR PRO TEM BHAT-PATEL, ON BEHALF OF THE MAYOR AND CITY COUNCIL, DO HEREBY PROCLAIM THE MONTH OF MAY 2025 AS ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH IN THE CITY OF CARLSBAD.

THANK YOU, MAYOR AND COUNCIL MEMBERS, FOR RECOGNIZING ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH IN CARLSBAD.

REPRESENTATION DOES MATTER, SO IT'S WITH GREAT PRIDE THAT THE ASIAN AMERICAN COMMUNITY CAN SEE OURSELVES REFLECTED IN TWO OF OUR FIVE COUNCIL MEMBERS.

THANK YOU FOR USING YOUR VOICES TO INSPIRE THE NEXT GENERATION OF AAPI LEADERS AND INSPIRE A LOVE OF PUBLIC SERVICE.

ACCORDING TO THE MOST RECENT CENSUS FIGURES, ABOUT 10% OF CARLSBAD'S POPULATION IDENTIFIES AS BEING OF ASIAN OR PACIFIC ISLANDER HERITAGE, WHICH IS ALSO REFLECTED IN THE CITY'S WORKFORCE, FROM THE POLICE DEPARTMENT TO LIBRARY AND CULTURAL ARTS, TO HUMAN RESOURCES, INFORMATION TECHNOLOGY, PARKS AND RECREATION, AND PUBLIC WORKS.

OUR CITY EMPLOYEES OF ASIAN AMERICAN PACIFIC ISLANDER HERITAGE DEMONSTRATE OUR SHARED CULTURAL VALUES OF SERVICE AND COMMUNITY ABOVE ALL ELSE.

EACH YEAR, A GROUP OF AAPI EMPLOYEES AND ALLIES HAVE ORGANIZED LUNAR NEW YEAR AND AAPI HERITAGE MONTH CELEBRATIONS TO SHARE OUR CULTURAL TRADITIONS, LANGUAGE, AND FOOD WITH ALL CITY EMPLOYEES IN THE HOPE OF BRIDGING CULTURAL UNDERSTANDING AND FOSTERING CULTURAL COMPETENCE, WHICH IS EMERGING AS A KEY WORKFORCE SKILL. ACCEPTING THIS PROCLAMATION HAS PERSONAL SIGNIFICANCE TO ME AS WELL.

THIS YEAR MARKS THE 50TH ANNIVERSARY OF THE FALL OF SAIGON FROM APRIL TO OCTOBER 1975.

MORE THAN 50,000 VIETNAMESE REFUGEES PASS THROUGH CAMP PENDLETON, JUST NORTH OF CARLSBAD, AWAITING RESETTLEMENT IN THE UNITED STATES. I WAS BORN IN OCTOBER 1975, A DAUGHTER OF VIETNAMESE REFUGEES, AND WAS NAMED AFTER BETTY CRADDOCK, A SINGLE MOTHER IN OHIO WHO TOOK IN OUR FAMILY OF TEN WHILE RAISING TWO TEENAGERS OF HER OWN.

WE ARE ETERNALLY GRATEFUL FOR THE KINDNESS OUR FAMILY EXPERIENCED AND THE OPPORTUNITIES THAT WE'VE BEEN AFFORDED IN THIS COUNTRY.

BUT WE ALSO CARRY WITH US THE PAIN AND SACRIFICES THAT OUR FAMILY ENDURED SO THAT FUTURE GENERATIONS MAY LIVE IN FREEDOM.

TONIGHT I HAVE MY CHILDREN WITH ME AND TOGETHER.

LIKE MANY REFUGEE AND IMMIGRANT FAMILIES, WE REMEMBER OUR PAST WHILE LOOKING TOWARD THE PROMISE OF THE FUTURE.

MY NAME IS SIDNEY SCHWARTZ. I LIVE IN DISTRICT THREE AND I'M A SENIOR AT SAN MARCOS HIGH SCHOOL.

I'VE LIVED IN CARLSBAD MY ENTIRE LIFE AND I'VE ALWAYS LOVED IT HERE.

AS MANY OF YOU HAVE LIKELY NOTICED, THROUGHOUT RECENT YEARS, THERE HAS BEEN A SERIOUS INCREASE IN THE POPULARITY OF E-BIKES AND WHY I THINK IT IS AMAZING THAT KIDS ARE USING IT AS A WAY TO BE OUTSIDE.

I THINK THAT E-BIKE SAFETY IS SOMETHING THAT SHOULD NOT BE TAKEN LIGHTLY.

IT IS WHY I URGE THE COUNCIL TO HELP PROTECT THE CHILDREN OF CARLSBAD BY SUPPORTING THE BAN ON ELECTRIC BIKES FOR CHILDREN UNDER THE AGE OF 12.

IN 2023 ALONE, THERE ARE OVER 23,000 E-BIKE RELATED INJURIES REPORTED ACROSS THE COUNTRY.

MANY OF THESE INVOLVE CHILDREN WHO ARE ESPECIALLY VULNERABLE TO SERIOUS INJURIES.

JUST RECENTLY, A 14 YEAR OLD BOY FROM CHINO HILLS TRAGICALLY LOST HIS LIFE IN AN E-BIKE CRASH.

IT'S A HEARTBREAKING REMINDER OF HOW DANGEROUS THESE VEHICLES CAN BE WHEN OPERATED BY CHILDREN.

CHILDREN UNDER 12 OFTEN LACK THE PHYSICAL COORDINATION, JUDGMENT AND AWARENESS NEEDED TO SAFELY RIDE IN TRAFFIC.

MOST HAVEN'T LEARNED THE RULES OF THE ROAD AND OFTEN DON'T WEAR HELMETS.

WITHOUT A CLEAR AGE LIMIT, WE ARE ALLOWING KIDS TO OPERATE VEHICLES THAT THEY ARE SIMPLY NOT READY TO HANDLE.

IN CONCLUSION, THE INCREASING NUMBER OF E-BIKE ACCIDENTS MAKE IT EVIDENT THAT WHEN HANDLED INCORRECTLY, CAN BE VERY DANGEROUS. BY SETTING A CLEAR AGE MINIMUM, WE CAN PREVENT AVOIDABLE INJURIES, PROTECT CHILDREN, AND PROMOTE SAFER STREETS FOR EVERYONE.

I THANK THE MAYOR AND THE COUNCIL FOR THEIR TIME AND CONSIDERATION OF THESE IMPORTANT COMMENTS.

LET US STAND TOGETHER IN SUPPORT OF THIS INITIATIVE AND MAKE A POSITIVE IMPACT ON OUR COMMUNITY.

I WAS IN THE MARINE CORPS FOR A LOT OF YEARS, AND I SERVED WITH THIS WONDERFUL GROUP OF PEOPLE AND THE COUNTRIES THAT THEY COME FROM AND THEIR ANCESTORS. AND I HAVE NOTHING BUT POSITIVE MEMORIES OF MY INTERACTIONS WITH THIS, WITH THESE PEOPLE ON ACTIVE DUTY WITH ME. NOW, ONE GROUP OF PEOPLE THAT I WAS NOT ON ACTIVE DUTY WITH WAS THE 442ND REGIMENT OF THE US ARMY, WORLD WAR TWO, THE MOST DECORATED UNIT IN MILITARY HISTORY.

THEY WERE NISEI. NISEI IS THE WORD. THEY WERE SECOND GENERATION JAPANESE FOR THE MOST PART.

AND THEY WERE FIGHTING FOR AMERICA WHILE THEIR FAMILY MEMBERS WERE IN CONCENTRATION CAMPS IN AMERICA.

WONDERFUL GROUP OF PEOPLE. AND IF THEY HAVE ANY ANIMOSITY TOWARDS THAT PRESIDENT OR HIS POLITICAL PARTY, I'VE NEVER NOTICED IT MEANING FDR, WHO PUT THEM THERE? THEY SHOULD BE REMEMBERED. THE FOUR 42ND SHOULD BE REMEMBERED AS MUCH AS WE THINK OF THE TUSKEGEE AIRMEN AND THE NAVAJO CODE TALKERS.

NOW, ONE, I'D LIKE TO JUMP OVER TO CHINESE. AND THE CHINESE CONTRIBUTIONS TO AMERICA ARE WONDERFUL.

SOME I DON'T KNOW THE CIRCUMSTANCES WHY SO MANY CAME HERE TO WORK ON THE CONTINENTAL RAILROAD TRANSCONTINENTAL.

BUT THEY DID AND OF COURSE, THEY WERE EXCLUDED FROM ALL THE PHOTOGRAPHS CELEBRATING THE END OF THAT.

SO SHORTLY AFTER THE THAT WAS DONE, CONGRESS PASSED SOMETHING CALLED THE CHINESE EXCLUSION ACT.

HORRIBLE OF 1882, IT WAS SUPPOSED TO LAST TEN YEARS, BUT IT HAS LINGERING EFFECTS.

US GOVERNMENT WENT THERE TO HELP ZILLIONS OF PEOPLE, BUT NOT THE CHINESE.

THEY NEEDED A RICH CHINESE AMERICAN TO GET THEM THROUGH THE PAIN AND SUFFERING FOLLOWING THAT.

FAST FORWARD TO 20 YEARS AGO. I'M IN A CLASSROOM AT CAL STATE SAN MARCOS GETTING A TEACHING CREDENTIAL CLASS.

SOME TEACHERS, SOME PEOPLE ALREADY HAD, AND THE PROFESSORS BROUGHT IN A SPECIAL PERSON WITH A DOCTORATE.

AND THAT SPECIAL PERSON HAD ONE THING TO SAY THAT THERE'S TOO MANY ASIAN AMERICANS GETTING ACCEPTED INTO THE UNIVERSITIES OF AMERICA.

AND THE PERSON WHO CHALLENGED THAT WAS ME. AND SHE SAID, IT'S NOT DEMOCRATIC.

AND. AND I SAID DEMOCRATIC. THAT'S ONE PERSON, ONE VOTE.

SO IF IF YOU'RE OF THAT PERSUASION, LIKE MAYBE A DEMOCRAT, MAYBE IF YOU CAN'T SEE THE HORRORS OF RIDICULOUS, MAYBE YOU NEED TO CHANGE POLITICAL PARTIES. MADELEINE LIU FOLLOWED BY MAYA SCHNEIDER.

MY NAME IS MADELEINE LIU AND I'M A NINTH GRADER AT PACIFIC RIDGE SCHOOL.

I WOULD LIKE TO ASK THE CARLSBAD CITY COUNCIL TO HELP START A PUBLIC AWARENESS AND SUPPORT CAMPAIGN FOR ECZEMA AND OTHER CHRONIC SKIN CONDITIONS.

ECZEMA, AKA ATOPIC DERMATITIS, IS A SKIN CONDITION THAT CAUSES EXTREME ITCHING AND INFLAMMATION.

BUT IT'S MORE THAN JUST PHYSICAL. FOR ME, ECZEMA HASN'T JUST IMPACTED MY SKIN, IT'S IMPACTED MY CONFIDENCE.

IT MAKES EVERYDAY THINGS LIKE TAKING A SHOWER PAINFUL.

AND WORST OF ALL IS WHEN MANY PEOPLE DON'T UNDERSTAND.

THEY THINK IT'S JUST DRY SKIN. BUT ECZEMA IS A FULL TIME BATTLE THAT AFFECTS EVERY PART OF LIFE, INCLUDING MENTAL HEALTH. AND I KNOW I'M NOT THE ONLY ONE WHO'S GONE THROUGH THIS.

THERE ARE SO MANY OTHER STUDENTS WHO HAVE HAD THE EXACT SAME EXPERIENCES AND JUST LIKE ME, I'M SURE THEY OFTEN FEEL UNSUPPORTED. THEY MAY FEEL ALONE, EMBARRASSED, OR EVEN MISUNDERSTOOD.

CURRENTLY, MY FRIENDS AND I ONLY HANG OUT AT EACH OTHER'S HOUSES OR AT SCHOOL BECAUSE WE HAVE NOWHERE ELSE TO GO.

TEENS HAVING A PLACE TO GO WILL HELP DEVELOP THEIR SOCIAL SKILLS, BECAUSE IT ALLOWS THEM TO HAVE FREEDOM WITHOUT ADULT JUDGMENT, WHERE THEY FEEL LIKE THEY CAN BE THEMSELVES. THIS WILL ALSO BRING THEM CLOSER TO THEIR PEERS AND HELP THEM TO BUILD A SENSE OF COMMUNITY.

ACCORDING TO ALISON OCHS, WHO'S A LECTURER, TEACHER AND A CONSULTANT ON TEEN ISSUES, A PHYSICAL THIRD SPACE PROVIDES AN ENVIRONMENT FOR RISK TAKING, TENSION RELEASE AND ORGANIC SOCIALIZATION DOES NOT ONLY NECESSARY BUT VITAL FOR THE HOLISTIC DEVELOPMENT OF AN ADOLESCENT.

THIS IS A BUSTLING INTERSECTION, AND THE ONLY THING DIVIDING THE TRAFFIC IS A STOP SIGN AT THE END OF CAMINO DE LOS COCHES.

WHAT MAKES THIS INTERSECTION SO DANGEROUS IS THE HIGH SCHOOLERS COMING FROM LA COSTA CANYON HIGH SCHOOL.

THIS IS THE INTERSECTION TO. WHY IS THIS INTERSECTION SO DANGEROUS? THE LACK OF EXPERIENCED DRIVERS WOULD COMPLETELY IGNORE THE STOP SIGN AND THINK THEY HAVE THE RIGHT OF WAY AND DRIVE THROUGH THAT INTERSECTION, AND THEN THE LACK OF TRAFFIC CONTROL AND ENFORCEMENT IN THIS INTERSECTION ALSO.

WHAT CAN WE DO? I SUGGEST IMPLEMENTING A SPEED BUMP BEFORE THE STOP SIGN TO ENFORCE DRIVERS TO SLOW DOWN BEFORE THE STOP SIGN.

ANOTHER SOLUTION WOULD BE ADDING A TRAFFIC LIGHT TO COMPLETELY CONTROL THE TRAFFIC FLOW IN THIS BUSY INTERSECTION.

SO IN AUGUST OF 2023, CITY COUNCIL UNANIMOUSLY APPROVED THE ZONING CODE AND LOCAL COASTAL PROGRAM AMENDMENT TO IMPLEMENT NEW A NEW OBJECTIVE DESIGN STANDARDS MANUAL FOR MULTIFAMILY HOUSING AND MIXED USE DEVELOPMENT PROJECTS CITYWIDE.

THESE STANDARDS ARE MEASURABLE, QUANTIFIABLE, AND PROVIDE SPECIFIC DIRECTION FOR WHEN AND HOW TO APPLY DESIGN REQUIREMENTS, AND THEREFORE DOES NOT INVOLVE PERSONAL JUDGMENT BY A DECISION MAKER.

AS DISCUSSED IN THE PREVIOUS AGENDA ITEM, THESE STANDARDS DO NOT APPLY TO THE VILLAGE AND BAR AREA.

IMPLEMENTATION OF THE CITYWIDE OBJECTIVE DESIGN STANDARDS FULFILLS THE STATE REGULATIONS AND PROGRAM 1.11 OF THE CITY'S HOUSING ELEMENT, AND THE PREPARATION OF THESE STANDARDS WERE ALSO FULLY FUNDED BY THE STATE'S SB2 GRANT.

IN FEBRUARY 2025, THE COASTAL COMMISSION APPROVED THE PROJECT, CONTINGENT ON THEIR SUGGESTED MODIFICATIONS BEING ACCEPTED BY CITY COUNCIL. THESE SUGGESTED MODIFICATIONS ARE NARROWLY LIMITED TO COMPLIANCE WITH THE LOCAL COASTAL PROGRAM, AND HAVE BEEN REVIEWED AND ACCEPTED BY CITY STAFF.

THEY INCLUDE ADDING LANGUAGE CLARIFYING THAT MULTI-FAMILY MIXED USE PROJECTS WITHIN THE COASTAL ZONE SHALL COMPLY WITH LCP OBJECTIVE STANDARDS, AND ADDING THE LATEST CITY COUNCIL ADOPTION DATE TO ENSURE THAT THE CITY IMPLEMENTS THE LATEST APPROVED OBJECTIVE DESIGN STANDARDS MANUAL.

THESE SUGGESTED MODIFICATIONS FOR THE OBJECTIVE DESIGN STANDARDS MANUAL INCLUDE ADDING LANGUAGE THAT CLARIFIES THAT IF LCP STANDARDS CONFLICT WITH THE CITYWIDE OBJECTIVE DESIGN STANDARDS, THE LCP STANDARDS SHALL PREVAIL. IT ALSO REMOVES AN UNNECESSARY PARKING DEVELOPMENT STANDARD REFERENCE.

IT ADDS A NEW LIGHTING STANDARD AND ADDS CLARIFYING LANGUAGE TO A LIGHTING DEFINITION CONSISTENT WITH CURRENT LCP POLICY.

IF THE COASTAL COMMISSION SUGGESTED MODIFICATIONS ARE NOT APPROVED BY CITY COUNCIL, COASTAL COMMISSION WILL NOT CERTIFY THE LCP AND THE CITYWIDE OBJECTIVE DESIGN STANDARDS

THE PULLBACK OF FEDERAL FUNDS FOR RESEARCH AND THE UNSTABLE TARIFF ENVIRONMENT ARE MAKING IT MORE DIFFICULT FOR CARLSBAD BUSINESSES OF ALL SIZES AND INDUSTRIES.

WE ARE HEARING FROM BUSINESSES THAT THIS PERIOD OF UNCERTAINTY IS MAKING IT MUCH MORE DIFFICULT TO MAKE DECISIONS ABOUT THE FUTURE, INCLUDING HIRING OR EVEN MAINTAINING WORKERS.

RETAILERS ARE CONSIDERING RAISING PRICES TO ACCOUNT FOR INCREASED COST OF GOODS.

AND OUR TOURISM INDUSTRY IS CONCERNED ABOUT A DECLINE IN SENTIMENT BY POTENTIAL INTERNATIONAL VISITORS.

HOWEVER, THIS WEEK, THE TRUMP ADMINISTRATION ANNOUNCED A PAUSE ON TARIFFS FOR MOST CHINESE IMPORTS.

IF IT HOLDS, THIS WOULD GREATLY REDUCE THE BURDEN OF A NUMBER OF BUSINESSES THAT SELL PRODUCTS THAT ARE MANUFACTURED OR CONTAIN COMPONENTS THAT COME FROM CHINA.

WE ARE HEARING THAT WHILE THIS IS A POSITIVE SIGNAL, THE SHORT TERM NATURE OF THE ANNOUNCEMENT, WHICH IS SET FOR 90 DAYS, STILL LEAVES PLENTY OF WORRY FOR BUSINESSES. THE CONSUMER PRICE INDEX FOR SAN DIEGO COUNTY WAS UP 0.8% BETWEEN JANUARY AND MARCH OF THIS YEAR, AND 3.8% FOR THE 12 MONTHS ENDING IN MARCH.

THE INDEX FOR ALL ITEMS, LESS FOOD AND ENERGY, INCREASED 4.2% FOR SAN DIEGO COUNTY.

BECAUSE OF THIS RISE IN CONCERNS OVER REBOUNDING INFLATION, THE FEDERAL RESERVE HAS SIGNALED IT IS UNLIKELY TO CUT INTEREST RATES UNTIL AT LEAST SEPTEMBER. A BIT OF GOOD NEWS. THE UNEMPLOYMENT RATE IN CARLSBAD INDICATES THE CITY REMAINS AT FULL EMPLOYMENT DESPITE HEADWINDS.

CARLSBAD'S UNEMPLOYMENT RATE INCREASED DURING THE FIRST TWO MONTHS OF THE QUARTER, BUT DIPPED BACK DOWN IN MARCH TO END THE QUARTER AT 4.1%, UP SLIGHTLY FROM THE 4.4% IN DECEMBER. UNEMPLOYMENT IN MARCH WAS 4.2% FOR THE OR FOR SAN DIEGO COUNTY, AND 5.3% FOR THE STATE OF CALIFORNIA. JOB POSTINGS FOR THE QUARTER TOTALED 6043, WHICH IS AN INCREASE FROM THE PREVIOUS QUARTER, BUT DOWN SLIGHTLY FROM THE SAME PERIOD LAST YEAR.

APPROXIMATELY EXCUSE ME, APPROXIMATELY 1357 CARLSBAD EMPLOYERS POSTED OPEN POSITIONS.

THE AVERAGE TIME TO FILL AN OPEN POSITION FELL TO 21 DAYS THIS QUARTER.

THE AVERAGE TIME TO FILL A POSITION HAD BEEN APPROXIMATELY 30 DAYS FOR THE PAST SEVERAL YEARS.

THIS IS AN INDICATOR THAT THERE IS MORE AVAILABLE LABOR IN THE MARKET AT THE OR AT THE NATIONAL LEVEL.

THE UNEMPLOYMENT RATE REMAINED A STEADY 4.2% IN MARCH.

HOWEVER, JOB OPENINGS DECLINED TO 7.2 MILLION, WHICH IS DOWN MORE THAN 900,000 YEAR OVER YEAR, SUGGESTING A COOLING AND LABOR DEMAND. DESPITE THIS, JOB GROWTH CONTINUES IN HEALTH CARE, SOCIAL ASSISTANCE AND TRANSPORTATION, WHILE LAYOFFS REMAIN LOW.

CARLSBAD'S MEDIAN HOME PRICE ROSE TO $1.54 MILLION IN MARCH, A 4.3% YEAR OVER YEAR INCREASE, WHILE THE FEDERAL RESERVE ENACTED SEVERAL RATE CUTS IN LATE 2020 FOR MORTGAGE RATES REMAINED ELEVATED DUE TO ONGOING INFLATION AND TIGHT HOUSING INVENTORY.

THERE WERE A TOTAL OF 2796 BUSINESS LICENSES ISSUED LAST QUARTER, INCLUDING 195 NONRESIDENTIAL, 793 EXCUSE ME, 763 RESIDENTIAL, AND 838 OUTSIDE THE CITY LICENSES.

THIS IS AN OVERALL INCREASE OF 480 TOTAL BUSINESSES OVER THE SAME QUARTER OF 2024.

THE TOTAL NUMBER OF CARLSBAD BUSINESS LICENSES IS 10,158.

IT IS AN OR IT IS ESTIMATED THAT THERE ARE APPROXIMATELY 6881 PHYSICAL BUSINESSES LOCATED IN CARLSBAD.

A NET INCREASE OF 251 TOTAL BUSINESSES OVER THE PREVIOUS YEAR.

COMMERCIAL VACANCY RATES CONTINUE TO FLUCTUATE ACROSS ALL THREE CATEGORIES THIS QUARTER.

THE INDUSTRIAL VACANCY RATE IN MARCH ROSE TO 7.8%.

THE OFFICE VACANCY RATE IN MARCH ROSE TO 14.4%, AND RETAIL VACANCY IN DECEMBER DROPPED TO 4.7%.

IT'S WORTH NOTING THAT THESE PERCENTAGES ARE CALCULATED BY THE TOTAL NUMBER OF SQUARE FEET AVAILABLE IN EACH CATEGORY.

HOTEL OCCUPANCY AVERAGED 68.7% THIS QUARTER, WHICH IS HIGHER THAN THE SAME QUARTER OF 2024 BY ABOUT TWO PERCENTAGE POINTS.

CARLSBAD'S AVERAGE DAILY ROOM RATE FOR THE QUARTER WAS A STRONG $204.37, WHICH IS AN INCREASE OF ABOUT $10 OVER PREVIOUS 2024 LEVELS OF THE SAME QUARTER. IN A RECENT UPDATE TO THE ECONOMIC DEVELOPMENT SUBCOMMITTEE, VISIT CARLSBAD, WHICH IS THE DESTINATION MARKETING ORGANIZATION FOR THE CITY, NOTED THAT WHILE OVERALL OCCUPANCY WAS HIGHER, THIS WAS DUE TO INCREASED GROUP BUSINESS. INDIVIDUAL AND LEISURE TRAVEL WERE DOWN COMPARED TO PREVIOUS YEARS.

CHANGING INTERNATIONAL TRAVELER SENTIMENT AND ECONOMIC UNCERTAINTY IS EXPECTED TO HAVE AN IMPACT ON TOURISM IN THE COMING YEAR.

KEY TAKEAWAYS CARLSBAD ECONOMY IS DIVERSE, IT'S RESILIENT AND IT'S INNOVATIVE.

AND THE THIRD AND FINAL COLUMN IS WHAT WE ACTUALLY DID RECEIVE IN THE THIRD IN THE THREE QUARTERS THUS FAR IN FY 2425.

AND AS WE CAN SEE, FOR THE MAJORITY OF REVENUE SOURCES ACROSS THE GENERAL FUND, WE HAVE EXCEEDED BOTH PRIOR YEAR'S ACTUALS AS WELL AS CURRENT YEAR ESTIMATES, WITH THE NOTABLE EXCEPTION OF SALES TAX, WHICH WE WILL TALK ABOUT IN THE SUBSEQUENT SLIDE.

SO HERE WE'RE LOOKING WE'RE LOOKING AT GENERAL FUND REVENUES PRESENTED NUMERICALLY. AND WE'RE COMPARING THE FIRST THREE QUARTERS LAST YEAR TO THE FIRST THREE QUARTERS THIS YEAR.

WE ALWAYS TEND TO FOCUS ON PROPERTY TAX SALES TAX AND TRANSIENT OCCUPANCY TAX.

THE REASON BEING THE THREE OF THOSE REVENUE SOURCES COMBINED REPRESENT NEARLY 80% OF TOTAL GENERAL FUND REVENUES.

STARTING WITH PROPERTY TAX, WE'RE SEEING A $1.6 MILLION, OR 3% INCREASE OVER THE PREVIOUS YEAR.

THAT'S MAINLY DUE TO INCREASES IN AIRCRAFT TAXES AS WELL AS GROWTH IN ASSESSED VALUES ACROSS CARLSBAD.

I DID WANT TO NOTE THAT SUPPLEMENTAL TAXES, AND THAT IS THE THE TAX THAT IS ASSESSED BASED ON CHANGE IN OWNERSHIP IN PROPERTY ACROSS CARLSBAD IS DOWN BY $536,000, OR 46. COMPARE COMPARED TO THE SAME PERIOD IN FISCAL YEAR 23.

24. THE MAJORITY OF THE CITY'S PROPERTY TAXES RECEIVED IN DECEMBER AND APRIL OF EACH YEAR.

I WOULD ALSO LIKE TO NOTE THAT THE COUNTY ASSESSOR'S OFFICE SETS THE PROPERTY TAX ROLL ON JANUARY 1ST, IN EACH RESPECTIVE YEAR, PRIOR TO THE START OF THE FISCAL YEAR.

AT THIS POINT IN TIME, THE CITY HAS NOT BEEN MADE AWARE OF ANY ADVERSE CONDITIONS.

NOTABLY, AS MR. SANFORD HAD NOTED, THE INCREASE IN THE MEDIAN HOME VALUE ACROSS CARLSBAD HAS ONLY INCREASED UP TO $1.54 MILLION.

AND ALL OF THAT SAID, WHEN WE ARE TALKING ABOUT PROPERTY TAX REVENUES, WE ARE AFFORDED THE LUXURY OF TIME WHEN IT COMES TO ANY POTENTIAL DOWNTURNS IN THE HOUSING MARKET AT THE LOCAL LEVEL, WE AND OUR REVENUE SOURCES WILL NOT BE IMPACTED FOR AT LEAST A YEAR THEREAFTER.

AND LOOKING AT SALES TAX, WE ARE SEEING A VERY NOMINAL INCREASE YEAR OVER YEAR.

AND IN PREVIOUS FINANCIAL PRESENTATIONS THROUGHOUT THE CURRENT FISCAL YEAR.

WE HAVE HIGHLIGHTED THIS PART OF THE INCREASE YEAR OVER YEAR IS ATTRIBUTABLE TO THE CORRECTION OF AN AUTO CORRECTION OF AN ERROR THAT WAS MADE BY ONE PARTICULAR AUTO DEALER. THE MAJORITY OF THE ONE TIME IMPACT OF THAT CORRECTION IS REFLECTED IN THE FISCAL YEAR 2425 REVENUES.

THERE WILL BE AN ONGOING POSITIVE IMPACT, BUT NOT TO THE SAME EXTENT THAT WE EXPERIENCE IN THAT ONE ONE TIME CORRECTION.

ON AN ADJUSTED BASIS, WHEN WE COMPARE ACTUAL GROSS RECEIPTS YEAR OVER YEAR, WE ARE SEEING DECREASES OVER THE LAST THREE QUARTERS, RANGING BETWEEN 3 AND 5%, INDICATIVE OF A PULLBACK FROM CONSUMER DEMAND FOR TRANSIENT OCCUPANCY TAX.

AS NOTED ALSO BY MR. SANFORD, WE HAVE BEEN OBSERVING AN INCREASE IN BOTH OCCUPANCY RATES ACROSS HOTELIERS IN CARLSBAD, AS WELL AS INCREASES IN THE AVERAGE DAILY ROOM RATES, WHICH HAS DRIVEN THE $1.3 MILLION INCREASE, OR 5% IN TOTAL. THE POSITIVE TAKEAWAY HERE IS YEAR OVER YEAR.

GENERAL FUND REVENUES ARE COMING IN 4.3 MILLION, OR 3% HIGHER THAN THE PREVIOUS YEAR.

LOOKING AT THE GENERAL FUND BUDGET, THE CITY COUNCIL HAD ADOPTED THE GENERAL FUND BUDGET LAST JUNE AT A LEVEL OF $238.5 MILLION, AND IT CURRENTLY HAS A WORKING BUDGET OF $255.9 MILLION.

THE WORKING BUDGET. THE DIFFERENCE BETWEEN THE ADOPTED AND WORKING BUDGET IS THE WORKING BUDGET INCLUDES ANY CARRYFORWARD ENCUMBRANCES THAT WERE CARRIED FORWARD FROM THE PREVIOUS FISCAL YEAR INTO THE CURRENT FISCAL YEAR. IN TERMS OF THE AVAILABLE BUDGET REMAINING, THAT EQUATES TO JUST UNDER $70 MILLION, OR 27%. THIS IS A LEVEL THAT HAS BEEN CONSISTENTLY MET YEAR OVER YEAR THROUGH THE FIRST THREE QUARTERS OF, OF THE CURRENT FISCAL YEAR. HERE WE'RE LOOKING AT GENERAL FUND EXPENDITURES, AS WELL AS ANY OPEN OR EXISTING ENCUMBRANCES THROUGH THE FIRST THREE QUARTERS OF THE FISCAL YEAR. WE'RE SHOWING THE EXPENDITURES BY TYPE, BY PERSONNEL, MAINTENANCE AND OPERATIONS, TRANSFERS OUT AND OTHER OTHER EXPENDITURES FOR PERSONNEL.

WE ARE SEEING A SLIGHT INCREASE OVER THE PREVIOUS YEAR'S ACTUALS.

THIS IS DRIVEN BY CITY COUNCIL APPROVED, NEGOTIATED AND CONTRACTUAL SALARY, AS WELL AS BENEFIT INCREASES FOR BOTH CALPERS RETIREMENT AS WELL AS HEALTH INSURANCE. WE ARE SLIGHTLY BIT HIGHER IN MAINTENANCE AND OPERATION COSTS WHEN COMPARED TO THE PRIOR YEAR WITH THE PRIOR YEAR, $52 MILLION IN THE CURRENT YEAR AT 55.8. MUCH OF THAT INCREASE IS YEAR OVER YEAR INFLATIONARY INCREASES THAT WERE INCLUDED AS SUPPLEMENTAL REQUESTS AS PART OF THE PREVIOUS YEAR'S ADOPTED BUDGET.

TRANSFERS OUT CAN FLUCTUATE QUITE SIGNIFICANTLY FROM ONE YEAR TO THE NEXT.

THE VAST MAJORITY OF TRANSFERS OUT WHICH WHICH IS THE MOVEMENT OF FUNDS FROM THE GENERAL FUND TO OTHER FUND SOURCES ACROSS THE CITY, LARGELY COINCIDE OR ARE GOVERNED AND DICTATED BY CITY COUNCIL POLICY NUMBER 91, WHICH STRIVES TO SET ASIDE OR TO TRANSFER 6% OF ESTIMATED GENERAL FUND REVENUES TO ONE OF THREE SOURCES THE GENERAL CAPITAL CONSTRUCTION FUND, THE INFRASTRUCTURE REPLACEMENT FUND, AS WELL AS THE TECHNOLOGY INVESTMENT CAPITAL FUND.

SO AGAIN, LOOKING AT THE GENERAL FUND EXPENDITURES HERE, THIS TIME NUMERICALLY, WE ARE SEEING WE ARE SEEING A IN TERMS OF PERCENT OF BUDGET SPENT TO DATE, 68% LEAVING 32% AVAILABLE WHEN WE FACTOR IN THE OPEN PURCHASE ORDERS OR ENCUMBRANCES.

THAT IS HOW WE ARRIVE TO THE 27% OF REMAINING BUDGET AND ON TREND WITH PREVIOUS FISCAL YEARS.

BRIEFLY DISCUSSING ON THE ENTERPRISE SIDE OF THINGS FOR BOTH WATER AND WASTEWATER.

LOOKING AT THE FIRST THREE QUARTERS OF REVENUE AND EXPENSE PERFORMANCE.

STARTING WITH WATER, WE ARE SEEING REVENUES UP 9%.

THAT IS ATTRIBUTABLE TO RATE INCREASES THAT WENT INTO EFFECT BACK IN JANUARY OF 2024.

EXPENSES ARE ALSO UP 9%, MAINLY DUE TO NEGOTIATED SALARY INCREASES, ALONG WITH AN 11% RATE INCREASE IN THE VARIABLE COST OF PURCHASED WATER FROM THE SAN DIEGO COUNTY WATER AUTHORITY. WASTEWATER REVENUES ARE UP 18%.

THAT IS LARGELY ATTRIBUTABLE TO THE 20% RATE INCREASE THAT WENT INTO EFFECT BACK IN JANUARY OF 2024, AS WELL AS IN FOR EXPENSES ARE ALSO UP ROUGHLY 20%.

MUCH OF THAT INCREASE IS DRIVEN BY THE ENCINA WASTEWATER AUTHORITY AND THEIR CONTRACTUAL RATE INCREASES YEAR OVER YEAR.

FOR THE GOLF COURSE, WE ARE SEEING BOTH REVENUES AND EXPENSES UP 2% COMPARED TO THE FIRST THREE QUARTERS OF THE PRIOR YEAR.

PRIMARY OPERATING REVENUES AT THE COURSE HAVE REMAINED RELATIVELY CONSISTENT YEAR OVER YEAR.

THERE HAVE HAS BEEN A SLIGHT INCREASE IN DEMAND COMBINED WITH INCREASE IN GOLF RATES.

THE INCREASE IN EXPENSES IS DRIVEN BY A COUPLE OF FACTORS.

THOUGH I WAS NOT BORN IN THE UNITED STATES, I HAVE LIVED HERE IN CARLSBAD FOR NEARLY ALL OF MY LIFE. GROWING UP IN THIS CITY.

I'M TRULY AMAZED AT HOW FORWARD THINKING AND RESILIENT IT CONTINUES TO BE LEADING SOUTHERN CALIFORNIA SUSTAINABLE LEGISLATION SUCH AS THE SINGLE USE PLASTIC BAN AND VARIOUS CITY AND STATEWIDE RECYCLING PROGRAMS. BUT I'M NOT HERE TO SPEAK TO YOU ABOUT THE PAST.

I'M HERE TODAY TO SPEAK TO YOU AS TO HOW I BELIEVE WE CAN KEEP THIS POSITIVE MOMENTUM GOING THROUGH 2026, 2027 AND 28 AND BEYOND. IT IS OUR DUTY TO KEEP PUSHING OUR CITY FORWARD IN REGARDS TO THE BATTLE AGAINST CLIMATE CHANGE, RATHER THAN REVEL IN PAST SUCCESSES, AND IS PRECISELY FOR THIS REASON THAT I THINK WE SHOULD BE DOING MORE TO IMPLEMENT RENEWABLE ENERGY INTO OUR COMMUNITIES.

FOR STARTERS, I BELIEVE THAT THE CITY SHOULD FOLLOW IN CALIFORNIA'S FOOTSTEPS BY REQUIRING THE INCLUSION OF SOLAR PANELS ON ALL NEW CONSTRUCTION PROJECTS.

THESE WOULD IDEALLY BE SUBSIDIZED BY CITY TAXES TO OFFSET THE EFFECTS IT HAS UPON BUSINESSES AND PROFIT MARGINS.

OPPONENTS OF THESE SUBSIDIES WOULD ARGUE THAT THIS WILL LEAD TO A POTENTIAL INCREASE IN TAXES, AND I ADMIT IT IS POSSIBLE, BUT WE SIMPLY CANNOT AFFORD THE ALTERNATIVE SURPASSING THE TIPPING POINT OR THE CRITICAL AMOUNT OF CLIMATE CHANGE AT WHICH ENVIRONMENTAL RECOVERY BECOMES IMPOSSIBLE. A MARGINAL INCREASE IN TAXES IS A PRICE THAT WE SHOULD ALL BE WILLING TO PAY TO SEE OUR CHILDREN AND THEIR CHILDREN PROSPER IN THE LANDS WE CALL HOME.

NEXT, I WOULD LIKE TO HIGHLIGHT THE POTENTIAL ENVIRONMENTAL AND ECONOMIC GAIN WHICH THE CITY COULD SEE BY CHOOSING TO MOVE FORWARD WITH PLANS FOR CITY RUN SOLAR FARMS IN CARLSBAD. THIS PROJECT, ASIDE FROM CREATING MANY JOBS AND CONTRIBUTING TO OUR LOCAL ECONOMY, WOULD DISTINGUISH OUR BEAUTIFUL CITY AS FAST ACTING AND FORWARD MOVING.

ALONGSIDE OUR DESALINATION PLAN, THIS PROJECT DEMONSTRATES THE VALUES WHICH OUR CITIZENS HOLD HIGHEST.

INNOVATION, SUSTAINABILITY AND PROSPERITY. CURRENTLY, THE CITY RELIES HEAVILY ON NATURAL GAS AND IN THIS I APPLAUD THEM.

FOR NATURAL GAS IS AN EXCELLENT TRANSITIONAL FUEL AWAY FROM COAL.

NONETHELESS, I PLACE THE EMPHASIS UPON THE WORD TRANSITIONAL.

WE, NOT JUST AS A CITY, BUT AS A NATION AND CULTURE, FIND OURSELVES IN THE MIDST OF A PERIOD OF TECHNOLOGICAL TRANSITION.

WE HAVE NOT SEEN AS LARGE OF A SHIFT BETWEEN ENERGY SOURCES SINCE THE INDUSTRIAL REVOLUTION, AND IT NOW FALLS INTO OUR HANDS TO DO THE TRANSITIONING.

LET US NOT FALL STAGNANT ON THE FENCE BETWEEN THE FIELDS OF FOSSIL AND SUSTAINABLE, BUT BE BOLD IN THE FIGHT FOR OUR FUTURE.

AT THIS TIME, I SHOULD RECOGNIZE THAT I'M AWARE THAT CARLSBAD PLANS TO PHASE OUT NATURAL GAS DOWN THE ROAD. WHAT I WOULD ASK OF THE COUNCIL IS THAT, IN CONJUNCTION WITH MY AFOREMENTIONED OBJECTIVES TO DEVELOP SOLAR ENERGY, THE CITY SEEKS TO COMPLETELY SHIFT RELIANCE FROM NATURAL GAS TO SOLAR BY 2035.

IN CARLSBAD, LAND CURRENTLY USED FOR NATURAL GAS COULD BE FLIPPED AND FITTED FOR SOLAR FARMING.

IN ACCORDANCE TO THIS GOAL, AND THE LOSS OF JOBS IN THE NATURAL GAS SECTOR WOULD BE MORE THAN MADE UP FOR ON THE BACK END IN THE SOLAR SECTOR.

SO WE JUST WANT TO REMIND PEOPLE THAT THERE ARE FOOD INSECURE FAMILIES HERE IN CARLSBAD, AND WE ARE WORKING TO HELP PROVIDE FOOD FOR THEM.
