IT WOULD REQUIRE ALL FOUR COMMISSIONERS VOTING AFFIRMATIVELY TO PASS OR MAKE ANY RECOMMENDATION ON THE ITEM.

PER OUR CUSTOM AND PRACTICE, WE HAVE ADVISED THE APPLICANT THAT THERE ARE FOUR MEMBERS IN ATTENDANCE TONIGHT, AND THEY HAVE ELECTED NOT TO REQUEST A CONTINUANCE.

YES. TONIGHT'S ITEM IS THE COASTLINE CHURCH REQUEST FOR AN AMENDMENT TO A SITE DEVELOPMENT PLAN.

THE PROJECT SITE IS LOCATED AT 2215 CALLE BARCELONA.

IT IS A SITE THAT'S JUST UNDER SIX AND A HALF ACRES IN SIZE.

IT CONSTITUTES THE VILLAGE J OF THE ARROYO LA COSTA MASTER PLAN.

THE SITE IS ACCESSED FROM CALLE BARCELONA AND IT IS NOT WITHIN THE COASTAL ZONE.

IN TERMS OF LITTLE PROJECT HISTORY. THE MASTER PLAN, WHICH WAS APPROVED IN THE 70S AND 80S DESIGNATED THIS SPECIFIC SITE WITHIN THE MASTER PLAN FOR CHURCH USE. IN 2004 THERE WAS A SITE DEVELOPMENT PLAN APPROVED FOR A CHURCH CAMPUS, AND IN 2012 AND 2016, SOME MINOR AMENDMENTS WERE APPROVED TO THAT MASTER TO THAT SITE DEVELOPMENT PLAN, MAINLY CONNECTED TO THE USE OF MODULAR BUILDINGS ON THE SITE.

AND THEN IN 2019, A LARGER AMENDMENT WAS REQUESTED BY THE CHURCH AND THIS AMENDMENT WAS APPROVED, AND THIS ALLOWED FOR A NEW MINISTRY CENTER TO BE BUILT AS PART OF A PHASE ONE ADDITIONAL EXPANSION AND SOME OTHER ADDITIONS TO EXISTING STRUCTURES AND A PARKING LOT EXPANSION AS PHASE TWO AND PHASE ONE HAS BEEN COMPLETED OF THAT 2019 AMENDMENT.

THE CURRENT PROJECT IS A REQUEST TO MODIFY THE REMAINING DEVELOPMENT PHASE.

THIS WOULD ALLOW FOR THE EXPANSION OF THE PARKING LOT TO OCCUR AFTER THE BUILDING ADDITIONS, AND NOT AT THE SAME TIME. THE APPLICANT HAS INCLUDED THE USE OF OFFSITE PARKING TO MEET THE NEEDS AS PART OF THE PROPOSAL FOR THE ADDITIONAL PARKING NEEDS, AND IS OF NOTE THAT NO PHYSICAL CHANGES TO THE APPROVED DEVELOPMENT IS REQUESTED WITH THIS AMENDMENT.

SO HERE'S A CURRENT LOOK AT THE CHURCH CAMPUS.

THE MAIN WORSHIP CENTER AND CAFE MEET UP AREA IS IN THE UPPER RIGHT THERE.

WITH THE YOUTH WORSHIP CENTER TO THE LEFT THERE.

YOUTH MINISTRY CENTER TO THE LEFT. AND HERE IS A SHOT OF THE OR A SITE PLAN OF THE SITE ONCE FULLY BUILT OUT.

IN THE YELLOW CIRCLES THERE ARE THE ADDITIONS TO THE SITE, MAINLY TO THE EXISTING BUILDINGS AND ONE FACILITIES BUILDING AS WELL.

AND IN THE KIND OF SQUARE BOX, THERE IS THE PARKING LOT EXPANSION THAT DRIVE ILC, WHICH WOULD EXPAND ABOUT 34 PARKING SPACES.

THE OFF SITE PARKING LOCATIONS PROPOSED TO FILL IN THE GAP BETWEEN WHEN THE ADDITIONS ARE MADE AND THE PARKING LOT EXPANSION IS MADE ARE SHOWN HERE.

ON THE LEFT IS THE EL CAMINO CREEK ELEMENTARY SCHOOL, AND TO THE RIGHT IS THE PARKING LOT FOR THE BALL FIELDS THERE.

PROPERTY ACTUALLY OWNED BY THE SAN DIEGO UNION HIGH SCHOOL DISTRICT.

AND THIS SLIDE IS PROVIDED TO SHOW THE BREAKDOWN OF WHAT IS GENERATING THE TOTAL PARKING REQUIREMENT ONCE THE SITE IS BUILT OUT.

THE MINISTRY CENTER IS TO BE PRIMARILY USED FOR SUNDAY SCHOOL AND YOUTH ACTIVITIES BY PEOPLE WHO DON'T DRIVE AND THEREFORE DO NOT SIGNIFICANTLY INCREASE THE NEED FOR ADDITIONAL PARKING. HOWEVER, THE CHURCH ANTICIPATES THAT THE NEED TO OCCASIONALLY UTILIZE ONE OF THE MINISTRY CENTERS ASSEMBLY SPACES AS OVERFLOW ROOM TO ACCOMMODATE THOSE SERVICES WITH HIGH ATTENDANCE, MAINLY RELIGIOUS HOLIDAYS SUCH AS CHRISTMAS AND EASTER.

SO THOSE ARE INCLUDED IN THE OVERALL CALCULATION.

THE DIFFERENCE IS SHOWN IN BOLD, WHERE ASSEMBLY SPACE FOR YOUTH ACTIVITIES REQUIRES FOUR SPACES, BUT THE SAME ASSEMBLY SPACE WITH ADULTS REQUIRES 40 SPACES, AND THE TOTAL PARKING REQUIREMENT AGAIN DOES INCLUDE THE 40 PARKING SPACE SCENARIO FOR THOSE OVERFLOW DAYS. SO ON A TYPICAL SUNDAY, THE CHURCH WOULD HAVE ADEQUATE PARKING ON SITE EVEN PRIOR TO THE EXPANSION OF THE PARKING LOT EVEN ONCE THE WORSHIP CENTER IS EXPANDED AND IT IS ANTICIPATED THAT THE USE OF THE OFFSITE PARKING LOTS WOULD LIKELY NOT BE NEEDED MOST SUNDAYS WHEN THE EXISTING 189 ONSITE PARKING SPACES CAN ACCOMMODATE THE CHURCH'S TYPICAL ATTENDANCE.

IN TERMS OF CEQA, STAFF HAS REVIEWED THE SCOPE OF THE PROJECT, AND THE ENVIRONMENTAL EFFECTS OF THE PROJECT WERE ADEQUATELY ANALYZED BY THE ROYAL ACOSTA MASTER PLAN, ENVIRONMENTAL IMPACT REPORT AND MITIGATION, MITIGATION, MONITORING AND REPORTING PROGRAM.

AND STAFF FINDS NO CIRCUMSTANCES REQUIRING FURTHER ENVIRONMENTAL COMPLIANCE EXIST FOR THIS PORTION OF THE PROJECT AS REQUESTED, AND IT IS STAFF'S RECOMMENDATION TO ADOPT A RESOLUTION APPROVING THE AMENDMENT TO THE SITE DEVELOPMENT PLAN, AND THAT'S BASED ON FINDINGS IN THE RESOLUTION AND SUBJECT TO CONDITIONS OF APPROVAL.

WE ALSO CAN PROVIDE, DURING THE LIFE OF THE LEASE, OVER $100,000 TO EL CAMINO CREEK ELEMENTARY, AND MY WIFE WAS A TEACHER AND MY KIDS WENT TO EL CAMINO CREEK.

SO I SAW HER SPEND MONEY OUT OF HER OWN POCKET TO BUY SUPPLIES FOR KIDS.

SO I KNOW THE MORE WE CAN HELP THEM. IT'S A WIN WIN SITUATION.

SO WE THINK IT'S IT'S A REALLY GOOD PROPOSAL THAT WE HAVE.

WHITE, WOULD YOU SHARE WITH US A LITTLE BIT ABOUT THE I GUESS, GOALS OF THE CHURCH IN REGARD TO THE DEFERRING OF THE PARKING REQUIREMENTS AND THE NECESSITY FOR DOING SO, AND WHAT YOU ANTICIPATE AS TO I GUESS YOU COULD SAY THE AGREEMENTS THAT YOU MIGHT POSSIBLY HAVE WITH THE ADJACENT PROPERTY OWNERS AND THE PARKING.

SURE. EXPAND ON THAT A LITTLE BIT FOR US. YEAH. SO, I MEAN, WE'RE DOING A CAPITAL CAMPAIGN CALLED REACH MORE, AND WE TOOK ON SOME DEBT WHEN WE BUILT THE NEW MINISTRY CENTER IN 2019.

OUR GOAL IS TO BUILD OUT THE NEW PHASE TO DOUBLE THE SIZE OF OUR WORSHIP CENTER WITHOUT TAKING ON ANY MORE DEBT WITHOUT HAVING TO BUILD THE PARKING.

WE ARE ON TRACK TO BE ABLE TO DO THAT. THE PARKING WOULD BE AN ADDITIONAL 2.5 MILLION.

AND SO OUR GOAL IS TO DEFER THAT. WE KNOW ONCE WE DOUBLE THE SIZE OF THE WORSHIP CENTER, YOU KNOW, WE'RE GOING TO GROW AND WE'LL BE ABLE TO TACKLE THE PARKING, YOU KNOW, MAYBE FIVE YEARS DOWN THE LINE.

SO THAT'S OUR GOAL IS TO DO THIS IN A MORE ORDERLY FASHION.

AND IT WILL ALSO BE A MUCH MORE SMOOTHER CONSTRUCTION PROCESS.

WE HAVE USED EL CAMINO CREEK SCHOOL AND THE THE SPORTS PARK PARKING FOR OVERFLOW IN THE PAST, EITHER WITH THE SHUTTLE OR FROM EL CAMINO CREEK YOU CAN ACTUALLY WALK.

SO WHEN I GOT INVOLVED, WE WENT AND APPROACHED BOTH OF THOSE TO GET TEN YEAR LEASES, AND THEY WERE BOTH HAPPY TO PROVIDE THOSE.

I MEAN, THEY SEE IT AS A PARTNERSHIP. ESPECIALLY EL CAMINO CREEK.

IT'S THAT LAND IS THAT PARKING IS JUST SITTING DORMANT ON A SUNDAY.

SO THEY WOULD GET SOME EXTRA INCOME FROM THAT.

AND SO I THINK THE OVERALL GOAL, AS WE EXPAND AND DOUBLE THE SIZE OF OUR WORSHIP CENTER, IS TO DO IT IN A LITTLE MORE ORDERLY FASHION IN A WAY THAT WE CAN DIGEST IT FINANCIALLY WITHOUT HAVING TO TAKE ON ANY MORE DEBT. AND I THINK YOU HAD A SECOND PART TO YOUR QUESTION.

YES. AND THE SECOND PART IS IN REGARD TO THE THE AGREEMENTS THAT YOU WILL HAVE.

AND I GUESS ONE OF THE QUESTIONS I HAVE IS THAT IF YOU HAVE WHEN DO YOU ACTUALLY PLAN ON HAVING THOSE SHUTTLES AVAILABLE? IS IT ONLY ON CERTAIN DAYS OF THE WEEK? IS IT ONLY ON THE SUNDAYS? WILL THAT BE AN AUTOMATIC? BECAUSE YOU MIGHT HAVE LIMITED PARKING ON SITE.

HOW WOULD THAT HOW WOULD THAT. I GUESS YOU COULD SAY.

LOOK. YEAH, WHAT WE'RE PLANNING ON DOING IS WE COULD WAIT UNTIL THIS ACTUALLY HAPPENS TO START THE LEASE, BUT WE WANT TO START IT WITH EL CAMINO CREEK SOONER.

IS $1,000 A MONTH, AND, YOU KNOW, IT'S HELPING THEM.

WE CAN GET THIS ESTABLISHED. WE ALREADY HAVE THE LEASE. THEY'RE JUST WAITING FOR US TO SIGN IT.

SO WE THINK AS SOON AS WE GET AGREEMENT ON THIS, WE'LL GO AHEAD AND EXECUTE THAT AND BEGIN HAVING THAT AVAILABLE IF WE NEED IT.

I MEAN, SOME OF THIS IS FORECASTING, RIGHT? WE'RE NOT SURE EXACTLY.

HOPEFULLY WE NEED IT SOONER THAN WE THINK. YOU KNOW, BECAUSE WE WANT TO GROW.

SO WITH THE WITH THE BUDGET THAT WAS PASSED THIS WEEK, THERE WERE TWO LAWS THAT WE WERE STILL WORKING ON UNDERSTANDING.

BUT THEY AT THIS POINT WE KNOW THAT THEY CHANGE CEQA EXEMPTIONS SPECIFICALLY FOR HOUSING PROJECTS AND OTHER TYPES OF HOUSING.

THEY ALSO ADD SOME NEW PROCESSES RELATED TO TRIBAL CONSULTATION AND OTHER REQUIREMENTS.

AND WE'RE STILL EVALUATING RIGHT NOW EXACTLY WHAT THAT WILL DO TO PROJECTS AND PROCESS AND FUTURE PROJECTS.

WE WERE ALREADY CONCEPTUALLY WANTING TO HAVE A PRESENTATION ABOUT CEQA AND SPECIFICALLY THE EXEMPTIONS THAT YOU WOULD START TO SEE, AND WE'RE LOOKING AT ONE OF THE AUGUST DATES FOR THAT BECAUSE AT THIS POINT WE WOULD HAVE A FULL COMMISSION FOR THOSE AUGUST DATES AND WOULD WANT TO BE ABLE TO PROVIDE THAT TRAINING AS WELL AS AN UPDATE ON THE NEW LAWS AND LEGISLATION.

WE CAN ALSO PROVIDE AN UPDATE ON THE COURT CASE THAT OCCURRED WITH RESPECT TO VEHICLE MILES TRAVELED.

THAT'S BEEN IMPACTING SOME PROJECTS IN PROCESS AS WELL.

SO OUR ORIGINAL THOUGHT, AS WE PROPOSED IN THE WORK PROGRAM WOULD BE TO HAVE SORT OF QUARTERLY UPDATES RELATED TO CEQA.

WE ALSO COULD DISCUSS HAVING KIND OF A MORE FOCUSED OFFSITE WORKSHOP.

I PROBABLY WOULD RECOMMEND THAT WE AGENDIZE SOMETHING AND WE CAN WORK WITH THE CHAIR TO AGENDIZE SOMETHING FOR THOSE AUGUST MEETINGS, BECAUSE THOSE BILLS ARE EFFECTIVE IMMEDIATELY.

AND SO WE ARE EVALUATING THEM IMMEDIATELY. AND WE COULD START GETTING PROJECTS THAT START TO UTILIZE THOSE NOT LIKELY IN AUGUST, BUT IN THE NEAR TERM THIS YEAR. MOST BILLS THAT AFFECT CEQA OR LAND USE REGULATIONS ARE EFFECTIVE ON JANUARY 1ST.
