AND PERHAPS YOU HAVE HEARD OF KATIE MELENDEZ.

HE IS WONDERFUL. HE'S PRO SENIOR. HE HIRES AGE APPROPRIATE PEOPLE.

AND BELIEVE IT OR NOT, THEY'RE ACTUALLY ON THE FLOOR AT THE SENIOR CENTER.

THE CITY COUNCIL HAS THE POWER TO DO THINGS AND TO MAKE IT BETTER.

AND YOU'RE NOT DOING IT. I DON'T KNOW WHY YOU SEEM TO BE INTERESTED IN MAKING MONEY INSTEAD OF SERVING SENIORS, HOW MUCH MONEY DOES THE CITY NEED? MUST BE A LOT. IN ANY CASE, KEVIN GRANSE. IS A DRIVING FORCE AND A PERSON TO KNOW. UNFORTUNATELY, I CAN'T SAY AS MUCH FOR MIKE PACHECO, WHO HAS UNFORTUNATELY SAID AND DONE THINGS THAT THE CITY COUNCIL DID NOT AUTHORIZE, I HOPE.

WHO KNOWS? BUT I'M ASKING YOU TO MAKE UP SOME RULES THAT ALL OF THE CITY EMPLOYEES, ESPECIALLY AT THE SENIOR CENTER, HAVE TO FOLLOW.

SCIENTIFIC RESEARCH. WE'VE KNOWN FOR A LONG TIME THEY'VE PUBLISHED PAPERS THAT LOOK AT OTHER PAPERS, META STUDIES, AND THEY'VE THEY'VE COME TO THE CONCLUSION THAT WE HAVE A WHAT'S CALLED A REPRODUCIBILITY CRISIS IN AMERICA, THAT ABOUT 80% OF THE PAPERS THAT ARE PUBLISHED CAN'T BE REPRODUCED AS A SCIENTIFIC EXPERIMENT.

SO I USED TO BE A MEMBER OF THE AMERICAN ASSOCIATION FOR THE ADVANCEMENT OF SCIENCE FOR ABOUT TEN YEARS, AND THEN 2020 CAME ALONG AND COVID. AND I WAS READING THE EDITORIALS WRITTEN AT THE TIME BY MARCIA MCNUTT AND ALSO READING THIS BOOK THAT I RECOMMENDED TO THE COUNCIL HERE AND THE MAYOR.

CARLSBAD IS A BEAUTIFUL CITY. WE HAVE CLEAN PARKS, NICE BEACHES AND STRONG SCHOOLS.

BUT EVEN IN A PLACE LIKE THIS, THERE ARE PEOPLE WHO ARE STRUGGLING, WHICH IS PEOPLE EXPERIENCING HOMELESSNESS.

I WANT TO ADDRESS THE ISSUE OF HOMELESSNESS IN OUR COMMUNITY EVERY DAY.

THROUGHOUT THE PAST YEAR, I HAVE NOTICED MORE PEOPLE LIVING ON THE STREETS, NEAR THE BEACH AND IN THEIR CARS.

IT'S HARD TO WATCH PEOPLE LIVE WITHOUT BASIC THINGS SUCH AS FOOD, CLEAN WATER, SHELTER AND SAFETY.

IT'S SOMETHING I SEE OFTEN AND IT DOESN'T FEEL RIGHT TO JUST WALK PAST IT LIKE IT'S NORMAL BECAUSE IT SHOULDN'T BE.

HOMELESSNESS AFFECTS OUR ENTIRE COMMUNITY. IT AFFECTS LOCAL BUSINESSES, PUBLIC SPACES, AND MOST OF ALL, THE HEALTH AND SAFETY OF THE PEOPLE WHO HAVE NOWHERE ELSE TO GO.

AS A YOUNG PERSON GROWING UP IN THE CITY OF CARLSBAD, WE SHOULD BE THE CITY THAT HELPS PEOPLE IN NEED AND NOT IGNORE THEM.

I BELIEVE CARLSBAD CAN DO MORE BECAUSE EVERYONE SHOULD HAVE ACCESS TO THESE BASIC NEEDS.

THAT MEANS INVESTING IN MORE EMERGENCY SHELTERS SO PEOPLE HAVE A SAFE PLACE TO GO, AND MORE MENTAL HEALTH SERVICES AND PROGRAMS TO HELP PEOPLE GET BACK ON THEIR FEET.

THEREFORE, THERE SHOULD BE MORE EFFORT TO HELP THE HOMELESS IN OUR CITY, IN OUR CITY.

THESE ARE PEOPLE THAT DESERVE A CHANCE TO REBUILD THEIR LIVES.

I WOULD LIKE TO ASK THE CITY COUNCIL IF YOU ALL WOULD CONSIDER THIS AND SUPPORT FORMING A YOUTH COALITION TO TACKLE THIS ISSUE, BECAUSE IT IS IMPORTANT FOR YOUNG PEOPLE LIKE ME TO BE INVOLVED EARLY ON IN OUR LIVES BECAUSE THIS IS OUR COMMUNITY.

AND 6 A.M., THE CITY ROUTINELY ALLOWS THE DISCHARGE OF RECYCLED WASTEWATER ONTO SCHOOL PLAYGROUNDS, PARK LAWNS, PUBLIC GREENBELTS AND PRIVATE HOA COMMUNITIES AS THOUGH IT'S AN ACCEPTABLY SAFE AND HEALTHY PRACTICE.

THE TRUTH, HOWEVER, IS THERE'S NEVER BEEN NEVER BEEN ANY CONTROLLED, RANDOMIZED STUDY ON THE SAFETY OF A MASS SCALE DISCHARGING OF WASTEWATER AEROSOLS IN HUMAN POPULATIONS. NOTHING. THE LUCRATIVE PURPLE PIPE BUSINESS HAS MANAGED TO SELL THIS INTO GOVERNMENTS AND COMMUNITIES, AND NO ONE SEEMS TO HAVE NOTICED. WE KNOW WHAT HAPPENS WHEN YOU DRINK IT.

THE KIDS AT HOPE SCHOOL SERVED AS LAB RATS IN THAT EXPERIMENT.

BUT WHAT HAPPENS WHEN WE BREATHE THE AEROSOLS? THESE SPRAY HEADS ARE LITERALLY A FEW FEET AWAY FROM SOME OPEN CONDO WINDOWS ON HOT SUMMER NIGHTS.

THERE ARE PAPERS THAT HAVE ADDRESSED THE CONCERN, BUT NO ONE'S PAID ATTENTION OR FUNDED STUDIES.

TOO MUCH MONEY AT STAKE FOR THE PURPLE PIPE. THE WASTEWATER, RICH IN NITRATES, PHOSPHATES AND SULFATES, AND THE TEMPERATE CLIMATE OF CARLSBAD, SERVE AS AN EFFICIENT NUTRIENT SOUP.

AND BY THE TIME THE SOUP REACHES IN POINT DELIVERY TOTAL CHLORINE IS LIKELY TOO LOW TO PREVENT REGROWTH AFFORDED BY EVOLUTIONARY ADAPTIVE MECHANISMS LIKE BIOFILMS. THESE PATHOGENIC ORGANISMS HAVE DEVELOPED CRITTERS LIKE LEGIONELLA AND PSEUDOMONAS, BUT NO ONE KNOWS FOR SURE SINCE LITERATURE IS BEREFT OF ACTIONABLE STUDIES AND THE CITY NOR ITS CUSTOMER FUND EFFECTIVE ENDPOINT TESTING.

WE ARE HERE TONIGHT TO CLOSE OUT OUR HAZARD REDUCTION PROCESS FOR THIS YEAR BY REQUESTING THAT YOU ADOPT A RESOLUTION TO ENABLE THE CITY TO RECOVER OUR COSTS ASSOCIATED WITH THE ABATEMENT OF FLAMMABLE VEGETATION ON PUBLIC PROPERTY, ON PRIVATE PROPERTY.

THIS DECLARATION WILL ALLOW THE CITY CLERK TO REQUEST THAT THE COUNTY ASSESSOR PLACE A LIEN ON THE 42 PARCELS THAT WERE CLEARED, SO THAT ADMINISTRATIVE AND REAL COSTS CAN BE RECOVERED THROUGH THE PROPERTY TAX ROLL.

AS A REMINDER, THE CITY CONDUCTS THIS HAZARDOUS ANNUAL HAZARD REDUCTION PROGRAM TO ELIMINATE FIRE HAZARDS AND NUISANCES CAUSED BY ACCUMULATION OF DRY WEEDS AND RUBBISH ON VACANT LOTS THROUGHOUT THE CITY. ON MARCH 18TH, COUNCIL APPROVED A RESOLUTION THAT DECLARED THESE WEEDS GROWING ON SPECIFIED PRIVATE PROPERTIES TO BE A PUBLIC NUISANCE AND AUTHORIZED THE CITY TO NOTIFY THESE PROPERTY OWNERS TO ABATE THE NUISANCE.

LETTERS WERE MAILED THE NEXT DAY. ON APRIL 15TH, A PUBLIC HEARING WAS CONDUCTED TO CONSIDER RESPONSES FROM PROPERTY OWNERS, AND AT THAT TIME COUNCIL AUTHORIZED THE ABATEMENT OF WEEDS FROM THESE PROPERTIES.

PROPERTIES THAT WERE NOT CLEARED BY THEIR OWNERS WERE ABATED BY THE CITY'S CONTRACTOR.

TONIGHT, WE HOLD A PUBLIC HEARING TO CONSIDER AND CONFIRM THE FINAL 2025 HAZARD REDUCTION COST REPORT.

SO WE REQUEST THAT YOU OPEN A PUBLIC HEARING SO THAT ANY PARCEL OWNERS WHO WOULD LIKE TO CONTEST THESE CHARGES AGAINST THEIR PROPERTY MAY BE HEARD, AND THEN THE FIRE DEPARTMENT CAN RESPOND ACCORDINGLY.

SO SOME KEY HIGHLIGHTS INCLUDE THE CARLSBAD HOUSING AGENCY'S ANNUAL PLAN, REVIEWING EFFORTS ON HOMELESSNESS AND PARTICIPATING IN INFORMATIONAL BRIEFINGS ON LOCAL AND STATE HOUSING POLICY.

SO MOVING INTO THE FISCAL YEAR 25-26 WORK PLAN, THE HOUSING COMMISSION WILL ALSO FOCUS ON IDENTIFYING BEST PRACTICES AROUND INCLUSIONARY HOUSING COMPLIANCE AND EDUCATION ON STATE LEGISLATURE.

FEATURE THAT IMPACTS AFFORDABILITY AND TENANT PROTECTIONS.

SO THIS CONCLUDES STAFF'S PRESENTATION, BUT I WOULD LIKE TO INTRODUCE THE HOUSING COMMISSIONERS CHAIR, CHAIR CHANG, WHO IS HERE TO HIGHLIGHT HIGHLIGHT SOME OF THE HOUSING COMMISSION'S ACCOMPLISHMENTS FOR THE FISCAL YEAR 24-25 WORK PLAN CYCLE. GOOD EVENING, MAYOR BLACKBURN, MAYOR PRO TEM BHAT-PATEL, COUNCIL MEMBER ACOSTA, COUNCIL MEMBER BURKHOLDER AND COUNCIL MEMBER SHIN. TODAY, I WOULD LIKE TO REPORT TO YOU ON THE ACCOMPLISHMENT OF THE HOUSING COMMISSION OVER THE LAST FISCAL YEAR.

THE HOUSING COMMISSION HAS FIVE MEMBERS, AND OUR MISSION IS TO PROMOTE HOUSING SECURITY AFFORDABILITY FOR ALL SEGMENTS OF OUR COMMUNITY, INCLUDING LOW INCOME FAMILIES AND INDIVIDUALS OF SPECIAL HOUSING AND SUPPORTIVE SERVICE NEEDS. DURING THE LAST FISCAL YEAR, THE HOUSING COMMISSION REVIEWED THE CITY'S EFFORTS TO ADDRESS HOMELESSNESS AND POTENTIAL POLICY CHANGE RELATED TO THE ENFORCEMENT AND PRIORITIZATION OF ACTIONS.

THE HOUSING COMMISSION ALSO SPENT SEVERAL MEETINGS PROVIDING FEEDBACK ON A COMMUNITY DEVELOPMENT BLOCK GRANT, FIVE YEAR CONSOLIDATED PLAN AND FUNDING ALLOCATIONS FOR THE NEW FISCAL YEARS.

WE ALSO REVIEWED AND PROVIDED INPUT ON THE USE OF THE HOUSING TRUST FUND.

WE COMMENDED THE CITY FOR HAVING PROGRESSIVE PROGRAM THAT GENERATES REVENUE AND UTILIZE FUNDING TO SUPPORT MORE HOUSING FOR LOW INCOME HOUSEHOLDS. I AM PROUD OF WORKING ALONGSIDE MY FELLOW COMMISSIONERS, AND IT WAS, IT HAS BEEN A PLEASURE WORKING WITH CITY STAFF.

AS WELL. AND I UNDERSTAND THAT THERE'S STILL A LOT OF WORK TO BE DONE, BUT NOTHING IS IMPOSSIBLE WHEN WE WORK TOGETHER.

SO FOR SAFE ROUTES TO SCHOOL, THIS IS NOW THE THIRD SAFE ROUTES TO SCHOOL PLAN THAT WE BROUGHT BEFORE THE CITY COUNCIL.

WHAT IT'S INTENDED TO DO IS TO PROMOTE STUDENTS ABILITY TO WALK AND BIKE TO SCHOOL.

ALONG WITH THAT, WE ALSO WORK CLOSELY WITH THE SCHOOLS IN TERMS OF SITE ACCESS.

SO WE WORK WITH THE SCHOOLS TO HELP IMPROVE THE OPERATIONS DURING THOSE BUSY PICK UP AND DROP OFF HOURS AT THE SCHOOL SITES.

SO FOR THE SCHOOL, IT'S ALSO A KEY PRINCIPLE THAT WAS IDENTIFIED IN OUR SUSTAINABLE MOBILITY PLAN AND OUR SAFER STREETS TOGETHER PLAN.

SO SAGE CREEK HIGH SCHOOL HERE ITS STUDENT POPULATION IS APPROXIMATELY 1400 STUDENTS.

INCLUDES GRADES NINE THROUGH 12. IT'S LOCATED JUST OFF OF BOBCAT WAY, JUST TO THE NORTHEAST OF THE INTERSECTION OF COLLEGE BOULEVARD AND CANNON ROAD. THIS DIAGRAM HERE DOES SHOW THAT THERE ARE TWO BUS STOPS THAT ACTUALLY SERVE THE SCHOOL SPECIFICALLY.

SO THERE IS NO BUSSES THAT STOP HERE DURING THAT AM DROP OFF AND PICK UP OUR JUST FOR SCHOOL SERVICE.

SO A KEY ELEMENT OF THIS PLAN AND HOW IT'S DIFFERENT THAN THE PRIOR TO IS THAT IT'S REALLY BOUNDED BY TWO VERY BUSY ROADWAYS.

OUR PRIMARY ARTERIALS OF COLLEGE BOULEVARD AND CANON ROAD.

SO A LOT OF THE FOCUS OF THIS PLAN WAS HOW TO ADDRESS SAFE ACCESS FOR KIDS TO GET ACROSS THOSE ROADWAYS.

21,000 VEHICLES PER DAY ARE EXPERIENCED ALONG THE CORRIDOR.

THIS ACTS AS A REGIONAL THOROUGHFARE. TYPICALLY, IT'S TRAFFIC THAT IS AVOIDING CONGESTION THAT'S FOUND AT THE INTERCHANGE OF I-5 AND SR-78.

WE DO HAVE SOME BACKGROUND HERE, AND WE WORK CLOSELY WITH A GROUP OF PARENTS AND THE PTA BACK IN 2020 WHERE WE INSTALLED FEED RADAR FEED SPEED, FEEDBACK SIGNS AND ALSO A NO RIGHT TURN ON RED AT THAT INTERSECTION SOUTHBOUND AT COLLEGE AND CANON.

ALSO, LONGER TERM, JUST FOR YOU TO BE AWARE THAT THERE IS THE COLLEGE EXTENSION THAT WOULD EXTEND COLLEGE BETWEEN CANON ROAD AND EL CAMINO REAL.

OF COURSE, BUT BASED UPON COUNCIL DIRECTION, THAT PROJECT HAS BEEN PUT ON HOLD UNTIL ADDITIONAL RESOURCES CAN BE FOUND.

THE PLAN ITSELF HEAVILY DRIVEN BY PUBLIC OUTREACH.

WE HAD A GREAT GROUP OF SCHOOL ADMINISTRATORS, AND WE WORKED CLOSELY WITH PRINCIPAL JOSH WAY AT SAGE CREEK HIGH SCHOOL.

FROM THERE, HE CONNECTED US TO THE PTA, WHERE WE HOSTED MULTIPLE LISTENING SESSIONS WITH THAT GROUP.

WE ALSO CONDUCTED WALK AUDITS, WHICH IS ESSENTIALLY JUST WALKING TOURS IN AND AROUND THE SCHOOL SITE WITH PRINCIPAL WAY.

WE ALSO HOSTED ONLINE SURVEYS FOR FEEDBACK FROM THE LOCAL COMMUNITY OUTSIDE OF THE SCHOOL AREA.

WE SENT MAILERS OUT TO THE AREA, AND WE ALSO PRESENTED THIS ITEM MULTIPLE TIMES TO OUR TRAFFIC SAFETY AND MOBILITY COMMISSION.

WITH THAT, I WILL HAND IT OVER TO NICK GORMAN TO DISCUSS THE FINER DETAILS OF THE PROJECT.

YES. THANK YOU, MR. SCHMIDT. SO EVERY SCHOOL THAT WE STUDY HAS A NUMBER OF DIFFERENT CHARACTERISTICS THAT PLAY INTO HOW STUDENTS GET TO AND FROM SCHOOL ON A GIVEN DAY.

CONDUCTING THESE MODE SHARE SURVEYS THAT WE SEE ON THE SCREEN HERE, HELP STAFF TO BETTER UNDERSTAND THE EXISTING ENVIRONMENT SURROUNDING THE SCHOOL, AND HELPS US TO BETTER BALANCE THE PROPOSED IMPROVEMENTS APPROPRIATELY TO THE SPECIFIC SCHOOL SITE WE ARE STUDYING.

AS YOU CAN SEE ON THE GRAPH HERE, WE HAVE APPROXIMATELY 85% OF STUDENTS WHO CURRENTLY TRAVEL TO AND FROM SCHOOL IN A VEHICLE.

THIS ISN'T OVERLY SURPRISING GIVEN THE BROAD RANGE OF WHERE STUDENTS ARE COMING TO AND FROM TO GET TO SAGE CREEK HIGH SCHOOL.

I DO WANT TO CALL OUT ONE NUMBER HERE, AND THAT'S THAT 8% OF STUDENTS THAT TRAVEL TO A SCHOOL IN A BIKE.

AGAIN, 8% SOUNDS LIKE A SMALL NUMBER, BUT WITH THE LARGE STUDENT POPULATION THAT COMES OUT TO AROUND 120 STUDENTS ON A GIVEN DAY.

AND AS YOU CAN SEE IN THE PHOTO ON THE LEFT THERE, THAT'S WHAT THE BIKE RACKS LOOK LIKE TYPICALLY.

AND A COOL ANECDOTE I WANTED TO SHARE WITH THE COUNCIL IS EARLIER IN FEBRUARY THIS YEAR, WHEN WE WERE AT SAGE CREEK TO SHARE THE PLAN WITH STUDENTS, STAFF AND PARENTS, IT WAS ACTUALLY A VERY RAINY DAY AND THERE WAS STILL A NUMBER OF BIKES.

SO IT JUST GOES TO SHOW THERE IS A VERY EAGER BIKE POPULATION AT THIS SCHOOL.

SO AS WE MENTIONED, COLLEGE AND CANNON INTERSECTION IS REALLY THE HOT SPOT ADJACENT TO THE SCHOOL WHERE WE SEE A LOT OF THE CONGESTION AND ISSUES, VERY HEAVY VEHICLE VOLUMES AND DURING THE PICKUP AND DROP OFF HOURS, WE HAVE A NUMBER OF STUDENTS THAT ARE WALKING AND BIKING TO SCHOOL.

THE FOLLOWING DRONE FOOTAGE ON THESE SLIDES JUST IS HERE TO SHOW WHAT THE EXISTING PATTERNS FOR STUDENTS TRAVELING TO AND FROM SCHOOL LOOK LIKE, AS WELL AS THESE WERE FACTORED INTO SOME OF THE PROPOSED IMPROVEMENTS TO HELP GUIDE STAFF.

THIS FIRST VIDEO HERE SHOWS STUDENTS TRAVELING IN THE LEFT TURN LANE WITH VEHICLES.

AS YOU CAN SEE HERE, STUDENTS MUST CROSS FOUR LANES OF TRAFFIC TO GET INTO THAT FAR LEFT TURN LANE IN ORDER TO ACCESS THE SCHOOL.

THIS VIDEO HERE SHOWS STUDENTS HAVE GOTTEN CREATIVE.

THEY WILL HIT THIS PEDESTRIAN PHASE BUTTON WHICH STOPS ALL TRAFFIC AT THIS INTERSECTION.

THEY WILL THEN MAKE A LEFT HAND TURN FROM THE RIGHT SIDE.

BIKE LANE. AND THEN THIS IS AFTER SCHOOL. THIS JUST GOES TO SHOW HOW BUSY THAT NORTHERN INTERSECTION GETS FOR STUDENTS LEAVING. WE HAVE QUITE A FEW PEDESTRIANS AND BIKES USING THAT CROSSWALK.

WE HAVE BIKES IN THREE DIFFERENT PLACES BIKES ON THAT SIDEWALK, BIKES AND THE BIKE LANE HERE, AND BIKES IN THIS CURBSIDE LANE. NOW FOR THE VEHICLES THAT ARE TRYING TO TURN RIGHT, THEY MUST NEGOTIATE GAPS BETWEEN PEDESTRIANS AND BIKES IN ORDER TO MAKE THAT MOVEMENT.

HOWEVER, THIS CAN BE DIFFICULT GIVEN THE SPEED DIFFERENTIAL BETWEEN PEDESTRIANS AND BIKES.

AND AS YOU'LL SEE HERE, THIS SCOOTER COMES UP AT A FASTER PACE, COMING IN CLOSE CONTACT WITH THAT BLACK VEHICLE.

THE IMPROVEMENTS THIS EVENING BEFORE YOU ARE BROKEN INTO THREE DIFFERENT CATEGORIES.

WE HAVE OUR NEAR-TERM IMPROVEMENTS WHICH ARE QUICKER TO IMPLEMENT, SUCH AS SIGNING AND STRIPING.

WE HAVE OUR LONGER TERM IMPROVEMENTS THAT ARE INCLUDES INFRASTRUCTURE PROJECTS THAT REQUIRES MORE DETAILED DESIGN AND MORE TIME TO CONSTRUCT, AND OUR LONG TERM IMPROVEMENTS TO EXPLORE. THIS INCLUDES IMPROVEMENTS THAT STAFF NEED MORE ENGINEERING FEASIBILITY STUDIES TO DETERMINE THE APPLICABILITY.

WE FEEL VERY PROUD AND CONFIDENT THAT THE PLAN BEFORE YOU THIS EVENING REFLECTS THE VISION OF SAFE ROUTES TO SCHOOL. IT'S BEEN DISCUSSED IN THE LAST THREE PLANS PRESENTED TO YOU.

SO LET'S GO THROUGH THE PROPOSED IMPROVEMENTS.

STARTING AT THE SCHOOL FRONTAGE, WE ARE PROPOSING UPGRADED CROSSWALKS ACROSS BOBCAT BOULEVARD AND AT THE DRIVEWAY TO ENHANCE BIKE AND PEDESTRIAN ACCESS TO THE SITE. WE'RE PROPOSING MOVING THE EXISTING BIKE ROUTE ON CAMPUS FROM THIS DRIVEWAY, WHERE BIKES MUST MIX IN WITH VEHICLES AS THEY ENTER, AND EXIT THE SITE TO THIS EXISTING SIDEWALK HERE, WHERE THEY WOULD BE SEPARATED FROM VEHICLES.

WE ARE PROPOSING TO ADD A SHARED TWO WAY BIKE AND PEDESTRIAN PATH ON THE NORTH SIDE OF BOBCAT BOULEVARD.

THIS WOULD INCLUDE WIDENING THE SIDEWALK TO AN APPROPRIATE WIDTH FOR PEDESTRIANS AND BIKES, AND THIS WOULD SEEK TO CONSOLIDATE ALL PATHS OF TRAVEL FOR BIKES AND PEDESTRIAN TO ONE AREA, WHICH WOULD BE THIS BLUE LINE HERE, WHICH WOULD ALSO INCREASE THE PREDICTABILITY FOR DRIVERS WHEN THEY'RE DRIVING ON CAMPUS, AS WE SAW IN THOSE VIDEOS OF WHERE TO EXPECT BIKES AND PEDESTRIANS.

WE'RE PROPOSING TO WIDEN OUT THE NORTHEAST SIDEWALK TO CREATE ADDITIONAL WAITING AREA, WIDEN THE BIKE LANE, BUFFERS AT THE INTERSECTION WHERE POSSIBLE, AND FINALLY TO MODIFY THE SIGNAL TIMING AT THIS INTERSECTION TO HELP FACILITATE BIKES AND PEDESTRIANS TO ACCESS THAT NORTHERN TRAIL. THESE FOLLOWING SLIDES DEMONSTRATE, FROM A VERY HIGH LEVEL, WHAT THESE PROPOSED SIGNAL MODIFICATIONS COULD LOOK LIKE TO ENHANCE THE PEDESTRIAN AND BIKE'S ABILITY TO ACCESS THE PATH ON THE NORTH SIDE.

PROPOSED. NOW, THIS PHASE ONE HERE IS FOCUSED ON THE BOTTOM LEFT CORNER HERE.

SO THOSE WOULD BE BIKES ALONG CANNON ROAD TRAVELING TO THIS NORTHERN PATH.

IN ORDER TO DO THIS, WE WOULD PROPOSE TO ADD A PEDESTRIAN PHASE FOR THE SOUTH LEG AND THE EAST LEG TO GO AT THE SAME TIME.

IN ORDER TO ACCOMPLISH THIS, WE MUST ENSURE THAT THERE ARE NO VEHICLES THAT WOULD CONFLICT WITH THESE PEDESTRIAN PHASES.

AND TO ACCOMPLISH THIS, WE WOULD PROPOSE TO ADD A RED INDICATION TO THE CANNON ROAD THROUGH MOVEMENTS THAT WOULD TYPICALLY BE OPERATING.

WHILE THESE BIKES ARE GOING AND A NO RIGHT TURN ON RED DURING THE PEDESTRIAN PHASE, ONLY FOR RIGHT TURNING MOVEMENTS ON BOBCAT BOULEVARD.

AND IT WOULD LOOK SOMETHING LIKE THIS FROM THE HIGH LEVEL SCHEMATIC BIKES TRAVELING ALONG THE GREEN PATH TO THAT NORTH SIDE, WILL THE CANON ROAD AND COLLEGE BOULEVARD MOVEMENTS CONTINUE.

THE NEXT PHASE WOULD REMAIN UNCHANGED. THIS WOULD JUST BE THE GREEN INDICATION FOR COLLEGE BOULEVARD.

AND FINALLY, LOOKING AT THAT NORTHERN CROSSWALK WHERE WE WATCHED THE FOOTAGE CURRENTLY TODAY.

AS MR. SCHMIDT ALLUDED TO, WE HAVE INSTALLED A NO RIGHT TURN ON RED INDICATION.

THIS IS ONLY ILLUMINATED DURING THE PEDESTRIAN PHASE.

WE WOULD PROPOSE TO ADD ANOTHER NO RIGHT TURN ON RED BUT TO BOBCAT BOULEVARD.

RIGHT TURNS, AS WE SAW IN THE DRONE FOOTAGE, CAN BE DIFFICULT TO NEGOTIATE THOSE GAPS.

AND AGAIN, THIS WOULD ONLY BE ILLUMINATED DURING PEDESTRIAN PHASES.

AND ESSENTIALLY IT WOULD OPERATE VERY SIMILAR JUST WITHOUT THE RIGHT TURNS GOING DURING THAT PHASE.

NOW, MOVING FURTHER OUT NEAR THE EL CAMINO REAL AND CANON ROAD INTERSECTION, THE BLUE LINE SIMILAR.

WE WOULD PROPOSE TO IMPROVE THE PATH ON THAT SOUTH SIDE OF CANNON ROAD TO A CONCRETE SHARED TWO WAY BIKE AND PEDESTRIAN PATH.

AGAIN SIMILAR ALONG COLLEGE BOULEVARD, PROPOSING TO IMPROVE THE PATH ON THE EAST SIDE OF COLLEGE BOULEVARD FROM THE EXISTING DG PATH TO A CONCRETE SHARED TWO WAY BIKE AND PEDESTRIAN PATH. THIS WOULD RUN FROM CANON ROAD ALL THE WAY UP TO CARLSBAD VILLAGE DRIVE.

YOU CAN SEE BY THE BLUE LINE HERE. SOMETHING WE'D HEARD FROM PARENTS EARLY ON, AND OFTEN WAS TO EXPLORE OPPORTUNITIES TO ENHANCE SOME OF THE UNPAVED SECTIONS OF THE LAKE. CALAVERAS TRAIL NETWORK IS THERE. SOME OF THEM ARE PRONE TO WASHOUT DURING RAINY SEASON.

PROPOSED TO ADD SHARROWS TO THIS RIGHT TURN MOVEMENT AT THE CARLSBAD VILLAGE DRIVE AND COLLEGE BOULEVARD INTERSECTION.

WE ALSO INCLUDE PROGRAMMATIC RECOMMENDATIONS IN ALL OUR SAFE ROUTES TO SCHOOL PLANS, AND THIS WOULD INCLUDE THINGS SUCH AS CONTINUED BIKE AND PEDESTRIAN EDUCATION, PROMOTING WALK TO SCHOOL OR BIKE TO SCHOOL DAYS, AND ULTIMATELY CONTINUING TO WORK WITH OUR SCHOOL PARTNERS TO ENCOURAGE THEM TO COMMUNICATE ABOUT SAFE DRIVING AND SAFE BIKING BEHAVIOR.

AND I'M GOING TO WARN YOU THAT THIS IS A LITTLE BIT EMOTIONAL, BECAUSE A FEW YEARS AGO, THIS STARTED BECAUSE IN THE FIRST SIX WEEKS OF SCHOOL, TEN CHILDREN WERE STRUCK ON THEIR E-BIKES BY VEHICLES.

AND WE HAVE COME SO FAR. AND SO I'M HERE TO EXPRESS OUR SUPPORT FOR AGENDA ITEM NUMBER NINE.

AND THIS COMPREHENSIVE PROPOSAL REFLECTS YEARS OF TRAFFIC STUDIES AND WARRANT ANALYSIS.

THE STAFF SHOULD BE COMMENDED FOR THEIR ONGOING COMMITMENT TO TRANSPARENCY AND COLLABORATING WITH THE STUDENTS, WITH THE STAFF, WITH THE RESIDENTS AND COMMUNITY MEMBERS, EVEN SOME COMMUTERS IN LISTENING, EVALUATING AND PROPOSING SOME OF THE MOST EFFECTIVE AND EFFICIENT SOLUTIONS THAT WILL PRIORITIZE SAFETY AND AS WELL AS THE THREE E'S ENGINEERING, EDUCATION AND ENFORCEMENT. ADDITIONALLY, THE POLICE AND FIRE DEPARTMENTS SHOULD EQUALLY BE COMMENDED FOR THEIR PARTNERSHIP IN PROVIDING WEEKLY TRAFFIC CONTROL AND INCREASED VISIBILITY IN AN EFFORT TO ENCOURAGE ALL CITIZENS TO FOLLOW THE LAWS AND PREVENT TRAGEDIES.

THIS HAS MADE A DIFFERENCE AND IS GREATLY APPRECIATED, AND WE NEED IT TO CONTINUE UNTIL TRAFFIC SOLUTIONS ARE IMPLEMENTED.

AND IT IS A ROCK CONCERT. AND SOMETIMES IT GOES REALLY GREAT AND SOME DAYS IT DOESN'T.

AND WE JUST NEED A LITTLE EXTRA HELP MAKING SURE THAT EVERYONE UNDERSTANDS THE RULES OF THE ROAD, HOW TO USE THEM, AND HOW TO TAKE CARE OF EACH OTHER WHILE PRIORITIZING SAFETY.

THE 14TH AMENDMENT OF THE UNITED STATES STATE'S CONSTITUTION GIVES EVERY CITIZEN THE RIGHT TO TRAVEL ON PUBLIC ROADS.

THE ROADS ARE FOR PEOPLE, NOT JUST VEHICLES, AND AT ANY GIVEN TIME, THERE CAN BE OVER SEVEN DIFFERENT MODES OF TRANSPORTATION ON THE ROAD BEING OPERATED BY PEOPLE AND THE PUBLIC.

POLICY SHOULD PROVIDE ALL MINORS WITH SAFE, DIRECT ROUTES TO SCHOOL.

YES. SO WE'RE LOOKING AT A TIMELINE OF 1 TO 2 YEARS FOR THOSE THOSE SHORT TERM IMPROVEMENTS.

MY NAME IS KATIE HENTRICH. I AM THE CLIMATE ACTION PLAN ADMINISTRATOR, AND I WILL BE PRESENTING ON CLIMATE ACTION PLAN REPORTING AND THE CLIMATE ACTION PLAN DASHBOARD. THE RECOMMENDED ACTION FOR THIS ITEM IS TO RECEIVE A REPORT ON CLIMATE ACTION PLAN REPORTING, AND AN ONLINE DASHBOARD ON THE PLAN'S IMPLEMENTATION.

IN TODAY'S PRESENTATION, I'LL HIGHLIGHT THE PREVIOUS CLIMATE ACTION PLAN COVER MONITORING AND REPORTING FOR THE CURRENT CLIMATE ACTION PLAN.

PROVIDE AN OVERVIEW OF THE CLIMATE ACTION PLAN DASHBOARD AND DISCUSS NEXT STEPS WITH A NEWLY UPDATED CLIMATE ACTION PLAN.

I WANTED TO CLOSE OUT REPORTING FOR THE PREVIOUS CLIMATE ACTION PLAN, WHICH WAS ADOPTED IN 2015 AND AMENDED IN 2020.

DURING ITS IMPLEMENTATION, THE CITY SURPASSED THE 2020 REDUCTION TARGET, WHICH WAS REDUCED GREENHOUSE GAS EMISSIONS BY 4% BELOW 2012 LEVELS, AND SEVEN ANNUAL REPORTS WERE PRESENTED TO THE CITY COUNCIL.

LET US NOW OFFICIALLY RETIRE THE PREVIOUS CLIMATE ACTION PLAN AND MOVE ON TO THE CLIMATE ACTION PLAN UPDATE, ADOPTED NOVEMBER 2024. IT INCLUDES 23 MEASURES GROUPED INTO SIX CATEGORIES, AND EACH MEASURE INCLUDES METRICS TO TRACK PERFORMANCE.

STAFF DID NOT PREPARE AN ANNUAL REPORT FOR THE 2024 CALENDAR YEAR, LARGELY BECAUSE WE WOULD HAVE ONLY HAD SIX WEEKS OF IMPLEMENTATION DATA TO REPORT ON, SO THE NEXT ANNUAL REPORT COVERING 2025 DATA WILL BE PRESENTED TO THE CITY COUNCIL IN 2026.

WHILE UPDATING THE CLIMATE ACTION PLAN, WE ALSO WANTED TO RE-ENVISION THE WAY WE REPORT ON THE PLAN ITSELF.

IN THE PAST, ANNUAL REPORTS HAVE BEEN PUBLISHED TO THE CITY'S WEBSITE AND PRESENTED TO THE CITY COUNCIL.

AND THESE REPORTS, AS MANY OF YOU HAVE EXPERIENCED FIRSTHAND, ARE LENGTHY, TECHNICAL AND NOT EASILY DIGESTIBLE.

AND IT'S BEEN SHOWN THAT EVEN BETWEEN THREE AS MUCH AS SIX YEARS TO RECOUP THE MONEY, DEPENDING UPON HOW LARGE THE PROJECT IS.

AND THEN YOU START MAKING MONEY ON ALL THE EV CHARGING THAT YOU'RE CHARGING.

AND I ACTUALLY MADE SOME NOTES, AND I THOUGHT THEY WOULD BE WORTHY OF SHARING AT THIS TIME. AND ONE WAS MENTION OF LA COSTA CANYON HIGH SCHOOL CARPORTS WITH SOLAR. IT WAS CALLED AN ULTRA SUCCESS BY AT LEAST ONE COUNCIL MEMBER.

THERE IS ALSO A SLIDE THAT WAS SHOWN THAT HAS SINCE PASSED ON TO STAFF OF CARLSBAD SCHOOL DISTRICT.

I THINK IT WAS LIKE 10 OR 12 SCHOOLS THAT HAVE SOLAR CARPORTS.

AND I MEAN, IF THEY CAN DO IT, I DON'T SEE WHY WE CAN'T DO IT OR WHY WE ARE NOT DOING IT.

ON THE ECONOMIC ANALYSIS PART, MY UNDERSTANDING, WE'RE GETTING A 3.2% RETURN ON INVESTMENT AND OUR REGIONAL INFLATION RATE IS 3.8%. SO WE'RE LOSING MONEY BY DOING NOTHING.

WE COULD BE DOING SOMETHING. WE COULD BE DOING A LOT BY MOVING FORWARD WITH SOLAR CANOPIES OVER EXISTING CITY OWNED PARKING LOTS WHERE FEASIBLE, WITH BATTERY STORAGE AND EV CHARGING AND EV CHARGING, FOR INSTANCE, AS I UNDERSTAND IS ONE OF THE POINTS THAT IS IN THE NEW CLIMATE OR WAS IN THE OLD CLIMATE ACTION PLAN UPDATE, AND I THINK IT'S IN THE NEW AS WELL.
