HOWEVER, THIS CODE WITH THE PROPOSED AMENDMENTS IS STRUCTURED TO CLARIFY WHICH STANDARDS ARE APPLICABLE IN WHICH AREAS CONSISTENT WITH STATE LAW. CITY HAS VETTED THE PROPOSED AMENDMENTS WITH THE STATE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT, AND BELIEVES THESE AMENDMENTS HAVE BEEN HARMONIZED WITH STATE ADU LAW. THE TEAM MAINTAINS AND OPERATES ALL THESE ITEMS AND ASSETS TO HELP STORE THE WATER PURCHASED FROM THE SAN DIEGO COUNTY WATER AUTHORITY AND DISTRIBUTE THE WATER TO OUR RATEPAYERS. IN ADDITION TO OUR ROUTINE INSPECTIONS OF THE FACILITIES JUST MENTIONED, I WANT TO SPOTLIGHT SOME OF THE REMARKABLE ACHIEVEMENTS OUR WATER OPERATIONS GROUP ACCOMPLISHED LAST YEAR BY REBUILDING 22 VALVES AT OUR DIFFERENT PRESSURE REDUCING STATIONS. THIS HELPED US BE FISCALLY RESPONSIBLE BY FIXING OUR VALVES IN LIEU OF BUYING NEW ONES. THIS ALSO HELPS TRAIN AND EDUCATE OUR OPERATORS ON OUR SYSTEM, WHICH IS KEY FOR TROUBLESHOOTING DOWN THE ROAD. WE SUCCESSFULLY COMPLETED INSPECTIONS OF THE MAERKLE AND CALAVERA DAMS. THESE ARE USUALLY SCHEDULED ALL DAY EVENTS WITH THE STATE REGULATORS THAT INVOLVE REVIEW OF THE MAINTENANCE AND SAFETY RECORDS AND A PHYSICAL WALK DOWN OF THE INSPECTION AREA. LAST YEAR, WE ALSO COMPLETED THE LEAD SAMPLING REPORTING THAT WAS NEWLY IMPLEMENTED BY THE STATE. WE COMPLETED THE SAMPLING AND SUCCESSFULLY REPORTED TO THE STATE THAT WE HAVE NO DETECTION OF LEAD IN OUR SYSTEM. AND FINALLY, OUR OPERATIONS PLAYED A PIVOTAL ROLE IN THE SUPPORT OF THE CONSTRUCTION VALVE PROJECT, WHICH STANDS OUT AS OUR MOST IMPACTFUL INITIATIVE OF THE YEAR. THIS PROJECT INVOLVED 46 SHUTDOWNS THAT OUR OPERATORS HAD TO CONDUCT, EACH REQUIRING METICULOUS PREPARATION AND COMMUNICATION. THIS IS OUR LARGEST GROUP OF THE WATER DIVISION, STANDING AT NINE EMPLOYEES UNDER ONE SUPERVISOR. THIS GROUP HANDLES ALL OF THE DAY TO DAY MAINTENANCE RESPONSIBILITIES, INCLUDING THE EXERCISE OF THE VALVES AND FIRE HYDRANTS. HOW DO THEY DO THAT? BY MAKING SURE THAT BACK FLOWS ARE INSPECTED, TESTED AND REPORTED ON IN A TIMELY MANNER. INSPECT PRIVATE AND PUBLIC DEVELOPMENTS TO ENSURE THE TWO SEPARATE DISTRIBUTION SYSTEMS STAY SEPARATE AND THERE IS NO CROSS CONNECTION. THE TEAM ALSO REVIEWS PLANS IN CONJUNCTION WITH THE COUNTY TO SAFEGUARD ANY POSSIBILITY OF CROSS CONNECTIONS FOR THE FUTURE. FINALLY, ONE OF THE BIGGEST ACCOMPLISHMENTS THIS GROUP TOOK ON WAS THE DEVELOPMENT AND COMPLETION OF THE NEWLY ACQUIRED CROSS CONNECTION CONTROL PLAN. THIS STATE REQUIRED THAT EACH DISTRICT THAT PROVIDES RECYCLED WATER MUST DEVELOP AND ADHERE TO A CROSS CONTROL PLAN. THIS IS SIMILAR TO OUR SANITARY SEWER MANAGEMENT PLAN IN WASTEWATER. IT DESCRIBES HOW WE MANAGE OUR SYSTEM. NORMALLY WE THIS TYPE OF WORK WOULD BE FARMED OUT TO A CONSULTING FIRM, BUT OUR TEAM HAS SO MUCH OWNERSHIP AND RESPONSIBILITY, THEY WANTED TO TAKE THIS ON THEMSELVES.
